BSNLEU has long been insisting the Management to give one time relaxation for the 10^th std. qualification, required for appearing in the Telecom Technician LDCE. The demand of BSNLEU is that, even the officials who are not having 10^th std. qualification, should be allowed to appear in the Telecom Technician LDCE, as a one time measure. This issue was once again discussed with Ms. Anima Roy, GM (Estt.) on 09.11.2017, by com. P. Abhimanyu, GS. Shri A.K. Singh, DGM(Pers.IV) was also present. The Management is totally unwilling to give any relaxation to the minimum educational qualification, in view of the induction of high technology and also competition with the private operators. After prolonged discussion, the GM (Estt.) agreed to look into the option of holding a “Screening Test”, to those who do not possess 10^th std. qualification, for appearing in the TT LDCE.

India is a country with a 100 dollar billionaires. Still, when it comes to payment of income tax, all these dollar billionaires become “paupers”. Yes, this is the reality. According to the data released by the government, for the financial year 2014 – 15, only one Indian has disclosed that his taxable income is over Rs.100 crore. We can understand to what extent tax cheating is taking place in this country, and how the government remains as a silent spectator to these cheatings. Further, according to the data, only 3% Indians (4.1 crore) filed income tax returns in 2014-15 and only 1.6% actually paid income tax. Nearly 50% of tax assesses who filed a return, declared zero taxable income. There was just one taxpayer who declared taxable income of over Rs.100 crore and paid Rs.238 crore as tax.

The 5 day Satyagraha agitation, by the Non-Executives and Executives has come to an end today. The struggle has been organised throughout the country in a very dedicated manner. BSNLEU heartily congratulates the entire employees, as well as the All Unions and Associations of BSNL, for ensuring the Ghandian struggle a resounding success. It is regrettable to note that, despite the best efforts taken by the All Unions and Associations of BSNL, neither the DoT, nor the Hon’ble Minister of State for Communications, have bothered to call the representatives for talks. This is deplorable too. Hence, now, the employees are left with no other option, but to implement the Work According to Rule (WAR) powerfully. CHQ calls upon the circle and district unions to maintain close coordination with other unions and associations, for the successful implementation of the Work According to Rule (WAR).

Recently, two active members of BSNL contract workers of Karnataka died under tragic circumstances. One is com. Kallappa, Bidar district secretary of contract workers union, who died in a road accident. The other is com. Mustafa, contract worker, Bidar, who died due to heart attack at New Delhi, when he came to participate in the Mahapadav. The Karnataka State BSNL Non- Permanent workers union took the initiative to collect relief to the families of the deceased comrades. In a meeting organised at TDM office, Bidar, the collected amount of Rs.2.50 lakh was handed over to their families. CHQ heartily congratulates all the comrades who took efforts to help the families in distress.  

As per the decision taken in yesterday's meeting of the AUAB, the leaders of the AUAB met Shri Anupam Shrivastava, CMD BSNL, today. Com.P.Abhimanyu,GS, BSNLEU, Com.Chandeswar Singh, GS, NFTE, Com.Padmanabha Rao, AGS, SNEA, Com.Ravi Shil Verma, GS, AIGETOA, Com.Mallikarjuna, President, BSNL MS, Com.Revti Prasad, AGS, ATM and Com. H.P.Singh, Dy.GS, BSNL OA attended the meeting. The leaders expressed their deep anguish to the CMD BSNL, about the non-implementation of the assurances given by the Hon'ble MoS (C), on wage revision, pension revision, pension contribution and allotment of 4G spectrum to BSNL. The leaders demanded the CMD BSNL to arrange a meeting between the AUAB and the Secretary, DoT. A letter of the AUAB in this regard, was also handed over to the CMD BSNL. Detailed discussion took place between the leaders and the CMD BSNL, on all the issues. The meeting lasted for 50 minutes. The leaders expressed their deep concern that time was running out fast, and that expeditious actions need to be taken to settle the wage revision without delay. On the issue of Superannuation benefits of the DR employees, the leaders demanded that expedtious action should be taken to increase Management's contribution to the Pension Fund. On all the issues, the CMD BSNL shared the concern of the leaders and assured to take necessary action.

माननीय संचार राज्य मंत्री की 24.02.2018 को AUAB के साथ हुई मीटिंग में उनके द्वारा 3rd पे रिवीजन, पेंशन रिवीजन, 4G स्पेक्ट्रम का आवंटन और कर्मचारियों के वास्तविक मूल वेतन पर आधारित पेंशन कॉन्ट्रिब्यूशन का भुगतान आदि मुद्दों पर दिए गए आश्वासनों के क्रियान्वयन की मांग को ले कर AUAB के आव्हान पर 14.11.2018 को व्यापक स्तर पर रैली आयोजित की जानी है। यह विशेष रूप से जानना जरूरी है कि 02.11.2018 को सेक्रेटरी, टेलीकॉम के साथ संपन्न मीटिंग में 3rd पे रिवीजन के मुद्दे पर कोई खास प्रगति दृष्टिगत नही हुई थी। इस संबंध में सभी लीडर्स और कॉमरेड्स से अनुरोध है कि वें इस बात को नोट करें कि AUAB द्वारा पूर्व में सेक्रेटरी, टेलीकॉम को यह सूचित कर दिया गया है कि 30.11.2018 तक हमारी मांगों का निराकरण न होने की स्थिति में हड़ताल की जाएगी। अतः सभी सर्किल और डिस्ट्रिक्ट यूनियन्स 14.11.2018 की रैली में सभी नॉन एग्जीक्यूटिव, एग्जीक्यूटिव कर्मियों की पूर्ण सहभागिता सुनिश्चित करने हेतु हर संभव प्रयास करें। यह भी अनुरोध है कि हमारी मांगों, विशेष रूप से 4G स्पेक्ट्रम का आवंटन, सरकार की निजी समर्थक नीतियां व बीएसएनएल का वित्तीय उन्नयन आदि , की ओर आम जनता का ध्यान आकर्षित करने के लिए रैली में अधिक से अधिक संख्या में बैनर्स और फ्लेक्स बोर्ड्स का समावेश हो।

The CHQ of BSNLEU is glad to inform that Com.C.K. Gundanna, Circle Secretary, BSNLEU, Karnataka circle, has been selected for the Sriranga International Theatre Award for the year 2018, by the Dubai based Kannada Theatre Group, Dwani. The award, first started in 2007, has so far been conferred on nine national and international Kannada theatre personalities. The award carries a citation and an amount of Rs.25,000/-. Com.C.K. Gundanna, will be conferred with this award in a function to be held at Dubai, on 08^th February, 2019. Com.C.K. Gundanna, has actively involved himself with Samudhaya, a progressive Kannada Theatre Group, for the past so many years. Thus, Com.C.K. Gundanna, rightly deserves this award. CHQ heartily congratulates Com.C.K.Gundanna.

4G स्पेक्ट्रम आवंटन का मसला अभी तक TRAI को विचारार्थ प्रस्तुत नहीं किया गया है...
बीएसएनएल को 4G आवंटन के संबंध में मीडिया द्वारा यह प्रसारित किया गया था कि यह प्रकरण DoT द्वारा TRAI को विचारार्थ प्रेषित किया जाएगा। किन्तु, अब लगभग डेढ़ माह बाद TRAI का कहना है कि यह प्रकरण उन्हें नहीं भेजा गया है। क्या यह लंबित करने की रणनीति (tactics) है ? ज्ञातव्य है कि नीति आयोग ने भी बीएसएनएल को 4G आवंटन पर आपत्ति ली है। उन्होंने यह सवाल उठाया है कि, जब निजी कंपनियां 4G सेवाएं मुहैया करवा रही हैं तो बीएसएनएल को 4G स्पेक्ट्रम आवंटित करने की क्या आवश्यकता है। यह स्पष्ट रूप से दर्शाता है कि सरकार का और उनके नीति आयोग का सरकार की अपनी कंपनी बीएसएनएल के प्रति क्या नज़रिया है ?

The 9^th All India Conference of BSNLEU, held at Mysuru, form 17^th to 20^th December, 2018, has made certain amendments to the constitution of the union. The amendments have been duly approved by the Dy. Registrar of Trade Unions. According to the amendments, the All India Conference and the Circle Conferences hereafter should be held only once in three years, instead of two years, as it was before. In respect of some circles, two years are over after the last circle conference. Queries are being raised with the CHQ, with regards to the holding of circle conferences in those circles. Hence, the month & year for holding the conference as per the new provision, are given in the following table. The respective circles are requested to hold their circle conferences according to this time schedule.

A meeting of the All India Centre is held online today. Com.Animesh Mitra, President, Com.P.Abhimanyu, GS, Com.Swapan Chakraborty, Dy.GS, Com.R.S. Chauhan, Vice President, Com.Gakul Borah, Treasurer and Com.John Verghese, AGS, attended. 

Review of the functioning of the All India Union was mainly discussed. After detailed discussions, the following decisions are taken unanimously.

1. All the circle unions should hold their Executive Committee meetings online, by 31.08.2020. The software for holding these online meetings will be provided by the CHQ.
2. The Central Executive Committee meeting of BSNLEU will be held online, in the second week of September.
3. A meeting of the All India BSNL Working Women’s Coordination Committee will be held online, in the second week of September.
4. As a part of observing the birth centenary of Com.K.G. Bose, Com.P.Abhimanyu, GS, will deliver a speech live on the Facebook, on 09.08.2020. It will be a one hour programme between 19:00 hrs. and 20:00 hrs.
5. The Management should be told to organise an online Formal Meeting for BSNLEU, to discuss some of the burning staff issues with the Director(HR). 
6. In view of the continuing restrictions in movement, due to the COVID-19 pandemic, it is decided to demand that, the Management should hold an online meeting of the National Council immediately.
7. The next meeting of the All India Centre will be held at 15:00 hrs on 08-08-2020.

CHQ is the extremely pained to inform that com.Musthafa, a contract worker from Bidar, Karnataka, who had come to New Delhi to participate in the Mahapadav, passed away on 11-11-2017, due to heart attack. He was only 36 years old. CHQ got all the police and medical formalities completed, and airlifted the body to Hyderabad at 21:30 hours yesterday, the 12-11-2017. Com.Shamburao Sagar, DS, BSNLEU, travelled in the same flight, and from Hyderabad the body was taken to com.Musthafa's native place in Bidar district. CHQ expresses it's heartfelt condolences to all the family members of com.Musthafa.

It is already informed that the next meeting of the “All Unions and Associations of BSNL” will be held on 08.01.2018. This meeting will discuss and decide about the future course of actions, on the issues of Wage Revision and Subsidiary Tower Company. All the circle secretaries and central office bearers are requested to send their suggestions on the future course of actions to the CHQ, through e-mail / whatsapp.

मार्च टू संचार भवन और दुष्प्रचारकों का भ्रामक प्रचार...
AUAB द्वारा 05.04.2019 को मार्च टू संचार भवन आयोजित किया जा रहा है। ऐसी विकट स्थिति में भी कुछ दुष्प्रचारक कर्मचारियों को भ्रमित करने का प्रयास कर रहे हैं। वें यह सवाल कर रहे हैं कि जब आचार संहिता लागू हो चुकी है, दिल्ली में मार्च आयोजित करने का क्या औचित्य है ? यह सही है कि आचार संहिता लागू होने के पश्चात सरकार किसी भी प्रकार का नीतिगत निर्णय नही ले सकती है। किंतु, इसके साथ ही यह भी सच है कि अभी बीएसएनएल के वित्तीय रिवाइवल के लिए DoT को काफी प्रक्रियाएं पूर्ण करनी है, जो आचार संहिता के चलते भी की जा सकती है। उदाहरण के लिए , सरकार के नियम अनुसार पेंशन कॉन्ट्रिब्यूशन के भुगतान के क्रियान्वयन में आचार संहिता की बाधा नही रहेगी। यह केवल सरकार के पूर्व से अमल में लाए जा रहे नियम का बीएसएनएल में क्रियान्वयन मात्र होगा। इसी प्रकार से, बीएसएनएल द्वारा प्रस्तुत भूमि प्रबंधन नीति (Land Management Policy) का DoT द्वारा अनुमोदन आचार संहिता के लागू रहते भी किया जा सकता है। इससे बीएसएनएल को अपनी रिक्त जमीनों को मोनेटाइज करने और उससे भारी राजस्व अर्जित करने में तत्काल सहायता मिलेगी। बीएसएनएल को अपने ऑपरेशनल एक्सपेंडिचर के लिए बैंक लोन की अनुमति भी एक अहम मुद्दा है और इस पर भी आचार संहिता का प्रभाव नही होगा। और तो और, 3rd पे रिवीजन के मुद्दे पर भी DoT द्वारा काफी सारी पूर्व कार्यवाही (groundwork) की जानी चाहिए, जिससे कि लोकसभा चुनाव के तुरंत पश्चात नई सरकार को अंतिम निर्णय लेने में आसानी हो सके। और DoT द्वारा यह सब कुछ क्यों नही किया जा रहा है, यह एक अहम प्रश्न है। यह केवल DoT की बीएसएनएल विरोधी सोच की वजह से नही किया जा रहा है। इसीलिए, इस वक्त मार्च टू संचार भवन बेहद जरूरी है।
