BSNLEU का सीएचक्यू सूचित करना चाहता है कि, श्री पंचोक दोरजे को आखिरकार लुधियाना से कार्यमुक्त कर दिया गया है। उन्हें दिसंबर, 2022 में स्थानांतरण आदेश जारी किया गया था। हालांकि, उनके रिलीवर ने लुधियाना में ज्वाइन नहीं किया। इसका उपयोग करते हुए, श्री पंचोक दोरजे ने BSNLEU के साथियों और अन्य लोगों को परेशान करना जारी रखा, जो उनकी नजरों में ठीक नहीं हैं। इन परिस्थितियों में, BSNLEU ने लुधियाना से श्री पंचोक दोरजे की तत्काल कार्यमुक्ति सुनिश्चित करने के लिए प्रबंधन पर दबाव डालना जारी रखा। 10.04.2023 को भी, BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर श्री पंचोक दोरजे को तत्काल कार्यमुक्त करने की मांग की। अंतत: लुधियाना से श्री पंचोक दोरजे को हटाने का आदेश आज जारी किया गया है। इसके साथ, महिला कर्मचारियों के खिलाफ यौन उत्पीड़न करने वाले पंचोक दोरजे से छुटकारा पाने के लिए BSNLEU द्वारा शुरू किया गया संघर्ष समाप्त हो गया है।
BSNL Management has taken a stern attitude not to extend any trade union facility to the union leaders including immunity from transfer. CHQ has taken up the case of transfer of Com. Anand Singh, District Secretary, Vadodara, Gujarat circle. CHQ wrote a letter to the Director (HR) on the same subject. But it is learnt that, the Management is going to release the said official from ERP. Yesterday the 17.04.2023, Com.Animesh Mitra, President and Com. John Verghese, Dy.GS met Smt. Anita Johri, PGM (SR) and demanded for taking suitable action to consider our case. They also expressed the strong resentment over the negative attitude of the local administration. After hearing the grievances, the PGM (SR) talked to the GM (HR), Gujarat circle and gave a direction to settle the issue after a discussion with the union leaders. CHQ conveys it’s sharp reaction to the Management for snatching the TU facilities from the Recognised Unions.
Yesterday the 17.04.2023, Corporate Office arranged an online meeting with the union leaders. Shri Aravind Vadnerkar, Director (HR), explained all the inputs for the higher pension in EPF system. 3rd May is the last date to submit the option through online system. A joint declaration is to be uploaded from employees and employer too. Union leaders raised some points for its clarification. Recently, one court case has come at Kerala High Court on the subject. BSNLEU has suggested to open a help desk and also to arrange a similar meeting at circle level for speedy communication to the employees.
It is shocking to note that, the Corporate Office has issued letter on 13.04.2023 for holding the Telecom Technician LICE of an online exam. The officials who will be writing the Telecom Technician LICE are Regular Mazdoors and equivalent cadres. These employees do not know computer operation. How the Management expects the RMs and equivalent cadres to appear in the examination on computers. BSNLEU has strongly demanded that all LICEs for the promotion of one Non-Executive cadre to another Non-Executive cadre, should be conducted only as offline exam. This issue was raised in the National Council and the Management Side has accepted the demand. However, thereafter, the Management has violated this assurance and has conducted the JE LICE as online exam. Now, the Management has issued notification to hold the Telecom Technician LICE also as online exam. This decision of the Management is arrogant and atrocious. BSNLEU has written letter to the Director (HR) today, demanding the Management to hold the Telecom Technician LICE as offline exam.
As per the call of All India Centre of BSNLEU, the Birth centenary of Dr. B.R. Ambedkar, was celebrated through out the country yesterday. The photo of great social reformer was garlanded in all the offices of BSNL. Many circle and district union organised seminar, special meeting and paid homage to father of the Indian constitution. Some of the views of the celebration are enclosed.
BSNLEU pays it’s respectful homage to Dr. B.R. Ambedkar on the occasion of his 132nd birth anniversary. Dr. B.R. Ambedkar is the Chairman of the Committee which drafted the Indian Constitution. Thus, Dr. B.R. Ambedkar has played a great role in keeping India a democratic country even today. Dr. B.R. Ambedkar revolted against the oppression of man by man in the name of the caste system. His slogan, “Educate, Organise and Agitate” is much relevant even today. BSNL Employees Union resolves to march ahead on the footsteps of Dr. Baba Saheb Ambedkar.
Com.P.Abhimanyu, General Secretary, is undergoing cataract surgery at Aravind Eye Hospital at Chennai tomorrow. Consequent to this, the General Secretary will not be able to operate mobile phone, IPad, etc., at least for a week from the date of surgery. During this period, the General Secretary will remain at Chennai. Com.Animesh Mitra, President, will be functioning in the Head Quarters during this period. Com.John Verghese, Dy.GS, will also remain in the CHQ from 17th to 22nd April, 2023.
Com.P.Abhimanyu, GS, once again held telephonic conversation with Ms. Anita Johri, PGM(SR) today, on the issue of extending the facility of ‘Immunity from Transfers’ to the officer bearers of BSNLEU. This conversation took place in continuation of the letter written by BSNLEU to the Director (HR) yesterday. The General Secretary, BSNLEU, insisted that the Management should implement the letter already issued by the Corporate Office, which states that, the facility of ‘Immunity from Transfers’ is entitled to the office bearers of the Recognised Unions not only for the first term but also for the subsequent terms. The PGM(SR) assured look into it and to take the needful action.
One more round of meeting between the representatives of Oriental Insurance Company, BSNL Management and the unions and associations was held in the Corporate Office today. Com.Animesh Mitra, President, represented BSNLEU. In today’s meeting, the representatives of the Oriental Insurance Company Ltd., informed that, they are unable to reduce the premium rate. The unions and associations in one voice rejected the premium rate, stating that they are very high. However, after today’s meeting, the Admn. Branch of the Corporate Office has written letter to the General Secretaries of the Recognised Unions and Associations calling for their views on the premium rates offered by the Oriental Insurance Company Ltd. The CHQ requests the circle secretaries and CHQ office bearers to give their views on the increased premium rates.
Today, the BSNL Corporate Office has issued notification for holding the Telecom Technician (TT) LICE under 50% internal quota for the vacancy years of 2020 & 2021. The online registration will start on 19.04.2023 and will be closed on 18.05.2023. It is informed in the notification that the date of examination will be informed separately.

NE-I circle is having a sanctioned strength of 44 in the cadre JE. Whereas, the number of JEs working in that circle is 111. However, the NE-I circle is not implementing the request for transfer under Rule-8 of the DR JEs. The matter is already discussed with the CMD BSNL a number of times. Once again BSNLEU has written a detailed letter to the CMD BSNL today, by providing complete data related to the JE cadre in NE-I circle. BSNLEU has demanded the CMD BSNL to expeditiously consider the request of the DR JEs for transfer under Rule-8.
नियम-8 स्थानांतरण के तहत एनई-I सर्कल के डीआर जेई के अनुरोध पर विचार करें - BSNLEU ने सीएमडी, बीएसएनएल को लिखा ।
एनई-1 सर्कल में जेई कैडर के 44 की स्वीकृत पद है। जबकि उस सर्कल में काम करने वाले जेई की संख्या 111 है । हालांकि, एनई-1 सर्कल डीआर जेई के नियम-8 के तहत स्थानांतरण के अनुरोध को लागू नहीं कर रहा है। बीएसएनएल के सीएमडी से कई बार इस मामले पर चर्चा हो चुकी है। एक बार फिर BSNLEU ने आज सीएमडी, बीएसएनएल को एक विस्तृत पत्र लिखा है, जिसमें एनई-I सर्कल में जेई कैडर से संबंधित संपूर्ण डेटा उपलब्ध कराया गया है। BSNLEU ने सीएमडी, बीएसएनएल से मांग की है कि वह नियम-8 के तहत डीआर जेई के स्थानांतरण के अनुरोध पर शीघ्र विचार करे।
It has been brought to the notice of the CHQ that, in respect of 8 JEs working in NE-I circle, accommodation has already been provided for Rule-8 transfer. It is already one month since accommodation is received by NE-1 circle. However, the NE-I circle administration is not relieving the JEs. BSNLEU has written letter to the Director (HR) today, requesting to ensure the early relieving of these DR JEs.
On 11-02-2023, the joint forum of the Non-Executive unions and associations, wrote a letter to Shri Ashwini Vaishnaw ji, Hon’ble Minister of Communications, requesting to grant a meeting, for discussing the wage revision issue. The meeting of the Joint Forum has also decided not to organise any agitational programme until the meeting with the Hon’ble Minister takes place. However, it is already two months, since that letter was written. So far the Joint Forum has not received any reply from the office of the Hon’ble Minister of Communications. Hence, the Joint Forum has once again written a letter to the Hon’ble Minister of Communications today, seeking to grant an appointment for discussing the Wage Revision issue.
संयुक्त फोरम ने एक बार फिर श्री अश्विनी वैष्णव, माननीय संचार मंत्री को आज पत्र लिखा, वेतन संशोधन मुद्दे पर चर्चा करने के लिए मिलने का समय मांगा।
11-02-2023 को नोन एक्ज़िक्यूटिव्स यूनियनों और एसोसिएशनों के संयुक्त मंच ने श्री अश्विनी वैष्णव जी, माननीय संचार मंत्री को पत्र लिखकर वेतन संशोधन मुद्दे पर चर्चा के लिए एक बैठक आयोजित करने का अनुरोध किया था । संयुक्त मंच की बैठक में यह भी निर्णय लिया गया है कि जब तक माननीय मंत्री जी के साथ बैठक नहीं हो जाती तब तक कोई भी आंदोलनात्मक कार्यक्रम आयोजित नहीं किया जाएगा। हालाँकि, उस पत्र को लिखे हुए दो महीने हो चुके हैं। अभी तक संयुक्त मंच को माननीय संचार मंत्री के कार्यालय से कोई जवाब नहीं मिला है। इसलिए, संयुक्त फोरम ने आज एक बार फिर माननीय संचार मंत्री को पत्र लिखकर वेतन संशोधन मुद्दे पर चर्चा करने के लिए समय देने की मांग की है।
The office bearers of the Recognised Trade Unions of the Non-Executives are having the facility of ‘Immunity from Transfers’. This facility is available since the days of the DoT. However, recently, the Corporate Office has issued letter stating that, this facility will be available only for the first term and not for the subsequent terms. This is nothing but curtailment of a facility of the trade union, that has been existing since the DoT times. Today, the CHQ has once again written a detailed letter to the Director (HR), requesting to review their decision. Immunity from Transfers is a basic facility being availed by the Recognised Trade Unions. We cannot allow the Management to curtail this facility.
A meeting is held in the Corporate Office today, to finalise the premium amount of the Group Health Insurance Scheme. Com. Animesh Mitra, President, represented BSNLEU. The Oriental Insurance Company has increased the premium amount by 60%. The union representatives pointed out that this is a steep increase and demanded to review the same. Union representatives also demanded that a part of the premium amount should be borne by the Management. After detailed discussion, the representatives of Oriental insurance Company are requested to discuss with their higher-ups, for reducing the premium amount. Next meeting will take place at 11:00 am on 13-04-2023.
The All India Centre of BSNLEU has already called on the circle and district unions to celebrate Dr. B.R. Ambedkar’s Birth Anniversary on 14.04.2023, by organising seminars, garlanding of Dr. B.R. Ambedkar’s photo in all union offices and also by donating bags, books and other school materials to the SC/ST students. The CHQ requests the circle and district unions to implement the programme effectively and send report and photos to the CHQ.
