It is noted that, some of the circle unions have not conducted their Circle Executive Committee meetings, as per the decision of the CHQ. The Kolkata Central Executive Committee meeting reviewed this and has decided that, such of those circle unions should conduct their Circle Executive Committee meetings at the earliest. Hence, the CHQ requests those circle unions to immediately conduct the meeting. The date of the meeting may be fixed in consultation with the General Secretary.

जहां सर्कल कार्यकारिणी समिति की बैठक नहीं हुई है, वहां बैठक आयोजित की जाए।

यह देखा गया है कि कुछ सर्कल यूनियनों ने सर्कल कार्यकारिणी समिति की बैठक नहीं की है, जैसा कि सीएचक्यू के निर्णय से हुआ था। कोलकाता केंद्रीय कार्यकारिणी समिति की बैठक में इसकी समीक्षा की गई और निर्णय लिया गया कि ऐसी सर्कल यूनियनों को जल्द से जल्द सर्कल कार्यकारिणी समिति की बैठक आयोजित करनी चाहिए। इसलिए सीएचक्यू उन सर्कल यूनियनों से अनुरोध करता है कि वे तत्काल बैठक आयोजित करें। बैठक की तिथि महासचिव के परामर्श से तय की जाए।

The Chennai circle union of BSNLEU conducted it’s Executive Committee meeting at Chennai today. Com.Basha, Circle President, presided over the meeting. Com.Sridhara Subramanian, Circle Secretary, welcomed everyone and submitted the report on activities. Com.S. Chellappa, AGS, addressed the meeting and explained about the preparations being taken to successfully conduct the All India Conference of BSNLEU. Com.P.Abhimanyu, General Secretary, addressed the meeting and spoke in detail about the anti- worker 4 Labour Codes and other demands for the 9^th July, General Strike, developments in the Wage Revision issue, 2^nd VRS and the issues taken up by the CHQ. He also explained about the importance of successfully conducting the next All India Conference and requested the employees to liberally contribute donations for the success of the Conference. All the district secretaries and circle office bearers participated in the deliberations. 

Com. P.Manoharan, Organising Secretary (CHQ), BSNLEU, is retiring on superannuation today the 31.05.2025, after completing 38 years of service. Com Manoharan has played an invaluable role in making the organization a strong force in Kerala Circle. He joined the Telecom Department as a Casual Labour in 1985. He worked in Manjeswaram, Kasargod, Kanhangad and at Kannur. He worked as Branch Secretary, District Treasurer, District secretary of EIV union and also Kannur District secretary, Circle assistant secretary, Circle President of BSNLEU. He also functioned as the Staff side secretary of Local council, Kannur and Circle council member of Kerala Circle. The Circle Staff Welfare Board, AUAB Convener of Kannur, District President of Contract and Contract  Labours Union, Kannur KG Bose Memorial Trust Managing Trustee, Director board member and President of Postal Telecom and  BSNL Employees co-op Society. Presently he is functioning as the President of Elayavur service co-op Bank. CHQ wishes a very long, healthy and happy retired life.

BSNLEU, Tamil Nadu circle union, conducted it’s Circle Executive Committee meeting at Chennai today.  All the district secretaries and circle office bearers of Tamil Nadu circle union participated in the meeting. This meeting is mainly conducted to review the preparations and fund collections for the forthcoming 11th All India Conference, to be held at Coimbatore on 22^nd and 23^rd July, 2025. Com.S. Maheswaran, Circle President, presided. Com.B. Marimuthu, Circle Secretary, welcomed everyone and submitted the report on activities. Com.P.Abhimanyu, General Secretary, addressed the meeting and spoke on the need to make the 11^th All India Conference a historic success. He also spoke on the decisions taken in the Kolkata CEC meeting and also developments on various issues including the Wage Revision.  Com.S. Chellappa, AGS and Com.A. Babu Radhakrishnan, Circle Vice President, addressed the meeting and explained about the roadmap to make the 11^th AIC a success. All the district secretaries and circle office bearers participated in the deliberations and explained the efforts taken by them for collection of AIC donation. In today's meeting, Com.P.Abhimanyu, GS, handed over a cheque for Rs.10,000/ as his personal donation for the All India Conference. Com.K.Srinivasan, ACS, also donated Rs.10,000/ as AIC donation. Also, Tirunelveli, Cuddalore, Dharmapuri and Virudhunagar district unions handed over AIC donations. The meeting resolved to leave no stone unturned to make the 11^th All India Conference a historic event of BSNLEU. 

तमिलनाडु सर्कल यूनियन ने चेन्नई में सर्कल कार्यकारी समिति की प्रभावी बैठक आयोजित की।

BSNLEU, तमिलनाडु सर्कल यूनियन ने आज चेन्नई में अपनी सर्कल कार्यकारी समिति की बैठक आयोजित की। बैठक में तमिलनाडु सर्कल यूनियन के सभी जिला सचिवों और सर्कल पदाधिकारियों ने भाग लिया। यह बैठक मुख्य रूप से 22 और 23 जुलाई, 2025 को कोयंबटूर में आयोजित होने वाले आगामी 11वें अखिल भारतीय सम्मेलन की तैयारियों और धन संग्रह की समीक्षा के लिए आयोजित की गई थी। साथी एस महेश्वरन, सर्कल अध्यक्ष ने अध्यक्षता की। साथी  बी मारीमुथु, सर्कल सचिव ने सभी का स्वागत किया और गतिविधियों पर रिपोर्ट प्रस्तुत की। साथी  पी अभिमन्यु, महासचिव ने बैठक को संबोधित किया और 11वें अखिल भारतीय सम्मेलन को ऐतिहासिक सफल बनाने की आवश्यकता पर बात की। उन्होंने कोलकाता सीईसी बैठक में लिए गए निर्णयों और वेतन संशोधन सहित विभिन्न मुद्दों पर प्रगति पर भी बात की। साथी  एस चेलप्पा, सहायक महासचिव और साथी  बाबू राधाकृष्णन, सर्कल उपाध्यक्ष ने बैठक को संबोधित किया और 11वें अखिल भारतीय सम्मेलन को सफल बनाने के लिए रोडमैप के बारे में बताया। सभी जिला सचिवों और सर्कल पदाधिकारियों ने विचार-विमर्श में भाग लिया और अखिल भारतीय सम्मेलन के लिए दान एकत्र करने के लिए उनके द्वारा किए गए प्रयासों के बारे में बताया। आज की बैठक में, साथी  पी. अभिमन्यु, महासचिव  ने अखिल भारतीय सम्मेलन के लिए अपने व्यक्तिगत दान के रूप में 10,000/- रुपये का चेक सौंपा। साथी  के. श्रीनिवासन, सहायक सर्कल सेक्रेटरी ने भी अखिल भारतीय सम्मेलन के लिए 10,000/- रुपये का दान दिया। इसके अलावा, तिरुनेलवेली, कुड्डालोर, धर्मपुरी और विरुधुनगर जिला यूनियनों ने भी अखिल भारतीय सम्मेलन के लिए दान दिया। बैठक में 11वें अखिल भारतीय सम्मेलन को BSNLEU का ऐतिहासिक आयोजन बनाने के लिए कोई कसर नहीं छोड़ने का संकल्प लिया गया। 

It is a good news for all BSNL employees that the Company has once again become profit making after 15 long years. BSNL has earned a net profit of Rs.280 crore in the 4^th quarter. Earlier, the Company had earned a net profit of Rs.262 crore in the 3^rd quarter of the financial year. In a letter issued by Shri A. Robert J. Ravi, CMD BSNL, it is stated that, the total income of BSNL stood at Rs.23,427 crore and the loss of the Company has been cut down by 58%. 27 circles have earned EBITDA while 10 circles have earned net profit, reported the CMD BSNL. It is also stated that, a record Rs.26,000 crore worth of equipments and spectrum have been added on the books of BSNL. Had BSNL been able to provide good quality 4G service to the customers, the net profit of the Company would have substantially increased. BSNLEU congratulates the Management and the entire employees for this great turn around. Let us take all out efforts in the days to come, to make BSNL's profit making sustainable.

बीएसएनएल ने चौथी तिमाही में भी शुद्ध लाभ कमाया।

बीएसएनएल के सभी कर्मचारियों के लिए यह अच्छी खबर है कि कंपनी 15 साल बाद एक बार फिर लाभ में आ गई है। बीएसएनएल ने चौथी तिमाही में 280 करोड़ रुपये का शुद्ध लाभ कमाया है। इससे पहले कंपनी ने वित्तीय वर्ष की तीसरी तिमाही में 262 करोड़ रुपये का शुद्ध लाभ कमाया था। बीएसएनएल के सीएमडी श्री ए रॉबर्ट जे रवि द्वारा जारी पत्र में कहा गया है कि बीएसएनएल की कुल आय 23,427 करोड़ रुपये रही और कंपनी का घाटा 58% कम हुआ है। सीएमडी बीएसएनएल ने बताया कि 27 सर्किलों ने ईबीआईटीडीए अर्जित किया है जबकि 10 सर्किलों ने शुद्ध लाभ कमाया है। यह भी कहा गया है कि बीएसएनएल के खातों में रिकॉर्ड 26,000 करोड़ रुपये के उपकरण और स्पेक्ट्रम जोड़े गए हैं। अगर बीएसएनएल ग्राहकों को अच्छी गुणवत्ता वाली 4G सेवा प्रदान करने में सक्षम होता, तो कंपनी का शुद्ध लाभ काफी बढ़ जाता। BSNLEU इस शानदार बदलाव के लिए प्रबंधन और सभी कर्मचारियों को बधाई देता है। आइए आने वाले दिनों में बीएसएनएल के मुनाफे को टिकाऊ बनाने के लिए हर संभव प्रयास करें। 

It is a matter of regret that, the BSNL Management is adopting uniform norms for the sanctioning of manpower for the circles with hilly and far-flung terrains and also circles located in the plains. BSNLEU has already raised the demand that special norms should be adopted for the sanctioning of manpower for the circles having hilly and far-flung terrains. This issue was also discussed with the Director (HR) by BSNLEU. However, it is a matter of regret that the BSNL Management has not applied it’s mind to the genuineness of the demand being raised by BSNLEU. Recently, Com.P.Abhimanyu, General Secretary, attended meetings of the circles of Himachal Pradesh, NE-I and NE-II. In those meetings, manpower issue is raised prominently. Practically, there is shortage of manpower in these circles. However, as per record, these circles are having surplus manpower. As a result, no vacancy is coming up in the LICEs conducted in these circles. In view of this, BSNLEU has once again written letter to the CMD BSNL today, demanding to implement special norms for the sanctioning of manpower to the circles with hilly and far-flung terrains.

For the past many years, BSNL Management is harassing the ST officials and pensioners of Maharashtra circle, in the name of verification of caste certificates. DoP&T instructions and DoT order are blatantly being violated by BSNL Management. Retirement benefits of ST retirees are being denied in blatant violation of the DoT order. This has resulted in immense sufferings to scores of retirees belonging to the ST community. As all comrades are aware that, BSNLEU has continuously written letters to the top Management of BSNL, highlighting this issue. But, nothing has been done by the Management. Especially, the Maharashtra circle administration is hell- bent in heaping injustice to the ST officials and retirees. The AIBDPA, our sister Organisation, has given call for conducting demonstrations on 02.06.2025. All circle and district unions are requested to organise lunch hour demonstrations on that day, in coordination with AIBDPA and make the call a success. 

जाति प्रमाण पत्र के सत्यापन के नाम पर महाराष्ट्र एसटी कर्मचारीयों /सेवानिवृत्तों के साथ अन्याय – 02.06.2025 को एआईबीडीपीए के प्रदर्शन में शामिल हों।

पिछले कई वर्षों से, बीएसएनएल प्रबंधन जाति प्रमाण पत्र के सत्यापन के नाम पर महाराष्ट्र सर्कल के एसटी कर्मचारीयों और पेंशनरों को परेशान कर रहा है। बीएसएनएल प्रबंधन द्वारा DoP&T के निर्देशों और DoT के आदेश का खुलेआम उल्लंघन किया जा रहा है। DoT के आदेश का खुलेआम उल्लंघन करते हुए एसटी सेवानिवृत्त लोगों को सेवानिवृत्ति लाभ से वंचित किया जा रहा है। इसके परिणामस्वरूप एसटी समुदाय से संबंधित सेवानिवृत्त लोगों को भारी परेशानी का सामना करना पड़ रहा है। जैसा कि सभी साथी जानते हैं, BSNLEU ने इस मुद्दे को उजागर करते हुए लगातार बीएसएनएल के शीर्ष प्रबंधन को पत्र लिखे हैं। लेकिन, प्रबंधन द्वारा कुछ भी नहीं किया गया है। खासकर, महाराष्ट्र सर्कल प्रशासन एसटी कर्मचारीयों और सेवानिवृत्त लोगों के साथ अन्याय करने पर तुला हुआ है। एआईबीडीपीए, हमारे सहयोगी संगठन ने 02.06.2025 को प्रदर्शन करने का आह्वान किया है। सभी सर्किल और जिला यूनियनों से अनुरोध है कि वे उस दिन दोपहर के भोजन के समय एआईबीडीपीए के साथ समन्वय करके प्रदर्शन आयोजित करें और आह्वान को सफल बनाएं। 

The ceiling for reimbursement of outdoor treatment with voucher has been fixed as 15 days’ pay + DA as of April, 2020. This ceiling was fixed 5 years ago. Thereafter, the cost of medicines, and other expenses have increased manifold. BSNLEU has already demanded that, this ceiling should be revised and updated. However, Management has not accepted. Today, once again, BSNLEU has written letter to the CMD BSNL demanding to revise the ceiling as 15 days’ pay + DA as of 01-04-2025. BSNLEU has also demanded that, this ceiling should be revised every year and should be fixed at the pay + DA of 1st April of the respective year. In addition to this, BSNLEU has also demanded that, the ceiling for outdoor treatment should be restored to 23 days, as it was at the beginning.

वाउचर के साथ आउटडोर ट्रीटमेंट की अधिकतम सीमा संशोधित करें - BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

वाउचर के साथ आउटडोर ट्रीटमेंट की प्रतिपूर्ति की अधिकतम सीमा अप्रैल, 2020 तक 15 दिन का वेतन + डीए निर्धारित की गई है। यह अधिकतम सीमा 5 साल पहले तय की गई थी। उसके बाद से दवाओं की कीमत और अन्य खर्चों में कई गुना वृद्धि हुई है। BSNLEU पहले ही मांग कर चुका है कि इस अधिकतम सीमा को संशोधित और अद्यतन किया जाना चाहिए। हालाँकि, प्रबंधन ने इसे स्वीकार नहीं किया है। आज एक बार फिर BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर 01-04-2025 तक अधिकतम सीमा को 15 दिन का वेतन + डीए के रूप में संशोधित करने की मांग की है। BSNLEU ने यह भी मांग की है कि इस अधिकतम सीमा को हर साल संशोधित किया जाना चाहिए और संबंधित वर्ष के 1 अप्रैल के वेतन + डीए पर तय किया जाना चाहिए। इसके अलावा, BSNLEU ने यह भी मांग की है कि आउटडोर ट्रीटमेंट की अधिकतम सीमा को 23 दिन पर बहाल किया जाना चाहिए, जैसा कि यह शुरुआत में था।

As we have already reported, in the last National Council meeting held on 13.01.2025, BSNLEU demanded that the discrimination between NEPP and EPP (Executive Promotion Policy) should be removed. BSNLEU demanded that, the Non-Executives should also get promotion on completion of every 5 years, as it is being given to the Executives. The Chairman of the National Council, i.e., the Director (HR), gave the decision that a Committee would be formed to settle this issue. However, even after the completion of four and half months no committee has been formed. BSNLEU has already written a letter to the Director (HR) on this issue on 17.04.2025. However, no action has been taken. Again, BSNLEU has written letter today, demanding that the Committee should be formed without further delay.

एनईपीपी और ईपीपी के बीच भेदभाव को दूर करना - नेशनल काउंसिल की 40वीं बैठक के निर्णय का क्रियान्वयन न होना - BSNLEU ने निदेशक (मानव संसाधन) को लिखा पत्र।

जैसा कि हम पहले ही बता चुके हैं कि 13.01.2025 को आयोजित पिछली नेशनल काउंसिल की बैठक में BSNLEU ने मांग की थी कि प्रमोशन पॉलिसी और ईपीपी (एक्ज़िक्यूटिव्स प्रमोशन पॉलिसी) के बीच भेदभाव को दूर किया जाना चाहिए। BSNLEU ने मांग की कि नॉन एक्ज़िक्यूटिव्स  को भी हर 5 साल पूरे होने पर पदोन्नति मिलनी चाहिए, जैसा कि एक्ज़िक्यूटिव्स अधिकारियों को दिया जा रहा है। नेशनल काउंसिल के अध्यक्ष यानी निदेशक (मानव संसाधन) ने निर्णय दिया कि इस मुद्दे को सुलझाने के लिए एक समिति बनाई जाएगी। हालाँकि, साढ़े चार महीने पूरे होने के बाद भी कोई समिति नहीं बनी है। BSNLEU ने इस मुद्दे पर 17.04.2025 को निदेशक (मानव संसाधन विकास) को पहले ही एक पत्र लिखा है। हालाँकि, कोई कार्रवाई नहीं की गई है। फिर से, BSNLEU ने आज पत्र लिखकर मांग की है कि बिना किसी देरी के समिति का गठन किया जाना चाहिए। 

The Supreme Court has said yesterday that, Maternity Leave is not a matter of social justice, but it is a Constitutional guarantee. "Women now constitute a sizeable portion of the work force and they must be treated with honour and dignity", said the Supreme Court. Earlier the Madras High Court had denied the facility of maternity leave to a school teacher, citing a state government policy which does not allow maternity leave for the third child. The Supreme Court quashed the order of the Madras High Court. It stated that deprivation of access to reproductive healthcare or emotional and physical well being also injures the dignity of women.

मातृत्व अवकाश एक संवैधानिक गारंटी है - सुप्रीम कोर्ट ने कहा।

सुप्रीम कोर्ट ने कल कहा कि मातृत्व अवकाश सामाजिक न्याय का मामला नहीं है, बल्कि यह एक संवैधानिक गारंटी है। सुप्रीम कोर्ट ने कहा, "महिलाएं अब कार्यबल का एक बड़ा हिस्सा हैं और उनके साथ सम्मान और गरिमा के साथ व्यवहार किया जाना चाहिए।" इससे पहले मद्रास उच्च न्यायालय ने एक स्कूल शिक्षिका को मातृत्व अवकाश की सुविधा देने से इनकार कर दिया था, क्योंकि राज्य सरकार की नीति तीसरे बच्चे के लिए मातृत्व अवकाश की अनुमति नहीं देती है। सुप्रीम कोर्ट ने मद्रास उच्च न्यायालय के आदेश को रद्द कर दिया। इसने कहा कि प्रजनन स्वास्थ्य सेवा या भावनात्मक और शारीरिक स्वास्थ्य तक पहुंच से वंचित होना भी महिलाओं की गरिमा को ठेस पहुंचाता है।

For the purpose of calculating the All India Conference delegates, the CHQ has repeatedly requested the circle unions to inform the quota received by them during the financial years 2022-2023, 2023-2024 and 2024-2025. However, the following circles have not informed the details related to quota received by them. Bihar, Chhattisgarh, Corporate Office, Haryana, Jharkhand, Madhya Pradesh, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, NE-II, Uttarakhand and West Bengal. These circle unions are requested to immediately send their quota particulars latest by 30.05.2025. In case the quota particulars are not received, CHQ will announce the delegates shortly thereafter. Any request for change in the number of delegates will not be accepted by the CHQ. 

It is already announced that the 11th All India Conference of BSNLEU will be held on 22nd & 23rd July, 2025 at Coimbatore. As usual, the pre-AIC Central Executive Committee meeting will be held on 21.07.2025 at Coimbatore. All circle secretaries and central office bearers are requested to kindly make note of this and to book their journey tickets accordingly.
