The Extended Circle Executive Committee meeting of UP(East) circle was held at Lucknow on 18.09.2022. District Secretaries, circle office bearers and functionaries, numbering 82, from 24 districts participated in this meeting. Com.R.K. Mishra, Circle President, presided over. Com.K.R. Yadav, Circle Secretary, welcomed everyone and presented the report on activities. Com.Animesh Mitra, President, addressed the meeting and spoke elaborately on the issues of 2^nd Revival package, 4G issue, achievements of BSNLEU during the past 3 years and the future tasks. 45 comrades participated in the deliberations that ensued. Decisions were taken to effectively campaign for the 9^th Membership Verification to ensure BSNLEU’s massive victory.

The one-day Circle Executive Committee meeting of BSNLEU, Himachal Pradesh Circle, was held on 16-09-2022, at Shimla. The meeting was inaugurated by Com.John Verghese, Dy. General Secretary, BSNLEU and was Presided over by Com.Rajeev Chandel, Circle President. Apart from the district secretaires and circle office bearers, many active comrades too attended the meeting. Com. John Verghese, Dy.GS, elaborately addressed the meeting and explained about the developments that have taken place after the last Membership Verification, like issues related to 3^rd Pay Revision, Stagnation, 1^st and 2^nd revival packages, BSNLEU’s role in uniting all the unions and associations under the banner of AUAB, threats of VRS, increasing working hours and dismissal under FR 56 (J), fight against IDA de freezing, Meeting was also addressed by Tarachand Thakur, circle secretary, Himachal Pradesh, Com. Jagatram Sharma, Organising Secretary (CHQ).

Maharashtra circle union of BSNLEU organised a splendid election campaign meeting at Mumbai today. A large number of comrades from Mumbai and nearby districts attended this meeting. Com. Nagesh Kumar Nalawade, Circle President as well as All India Vice President, presided over the meeting. Com.Ganesh Hinge, Circle Secretary, welcomed everyone and explained about the purpose of the meeting. Com.P.Abhimanyu, GS, addressed the meeting and explained about the present status of BSNL’s revival, the hollow claims of the 2^nd Revival Package, hurdles being created in BSNL’s 4G launching and the handing over of BSNL’s mobile towers and optic fibre to the private, in the name of National Monetisation Pipeline. The General Secretary explained at length about the achievements made by the Union since the last Membership Verification and also on the non-settled issues of 3^rd Wage Revision and stagnation. He called upon the employees to mobilise under the banner of BSNLEU for safeguarding and strengthening the future of BSNL and it’s employees. He appealed to the employees to vote for BSNLEU on the Cell Phone symbol and massively support BSNLEU in the forthcoming Membership Verification.

BSNLEU, UP (West) circle and Meerut district union had made elaborate arrangements for holding an election campaign meeting at Meerut today. However, rain played the spoilsport. Due to rain, the meeting could not be conducted in the pandal erected for the purpose. Attendance of the meeting was also disturbed. Hence, the meeting was shifted to the Union office. Com.Ansar Ali, Circle President, presided over. Com.Naresh Pal, District Secretary, welcomed. The meeting was addressed by Com.P.Abhimanyu, GS, Com.Puneet Kumar, Circle Secretary, Com.Ashwin Kumar, Organising Secretary (CHQ), Com.Sukhvir Singh, Organising Secretary (CHQ) and Com.Upendar Singh Teotia, ACS. Com.P.Abhimanyu, GS, explained about the conspiracy that has been hatched to hand over BSNL to the private, most probably to Gautam Adani. He explained how the government is trying to convert BSNL into a sick company by not allowing the Company to launch it’s 4G service. The General Secretary also spoke at length about the achievements of BSNLEU, during the past 3 years. He also explained spoke on the important issues taken up by the Union.  

1. As per the JTO Recruitment Rules, an official should have completed 5 years of service, as on 1^st January of the year for which the examination is being conducted.
2. The Special JTO LICE is being conducted on 18-12-2022, for the 445 vacancies of the year 2021 (vacancies diverted from the Direct Recruitment Quota.)
3. Hence an official should have completed 5 years of service as on 1^st January, 2021 for appearing in this exam. This is the rule. 
4. Any official, who has not completed 5 years of service as on 1^st January, 2021 cannot appear in this exam.

BSNLEU has demanded that officials who have completed 4 years of service should be allowed to appear in the JTO LICE. But, this demand is not yet accepted by the Management.

18-12-2022 को आयोजित होने वाले विशेष जेटीओ एलआईसीई में उपस्थित होने के लिए पात्रता। 

1. जेटीओ भर्ती नियमों के अनुसार, एक कर्मचारी को उस वर्ष के 1 जनवरी को 5 साल की सेवा पूरी करनी चाहिए जिसके लिए परीक्षा आयोजित की जा रही है।
2. वर्ष 2021 के *445 रिक्त पदो  के लिए विशेष जेटीओ एलआईसीई 18-12-2022 को आयोजित किया जा रहा है* (सीधी भर्ती कोटा से डायवर्ट किए गये रिक्त पद) 
3. इसलिए कर्मचारी को इस परीक्षा में उपस्थित होने के लिए 1 जनवरी, 2021 को 5 साल की सेवा पूरी करनी चाहिए। यही नियम है। 
4. कोई भी कर्मचारी जिसने 1 जनवरी, 2021 को 5 साल की सेवा पूरी नहीं की है, इस परीक्षा में उपस्थित नहीं हो सकता है।

BSNLEU ने मांग की है कि जिन कर्मचारियों ने 4 साल की सेवा पूरी कर ली है, उन्हें जेटीओ एलआईसीई में शामिल होने की अनुमति दी जाए। लेकिन, प्रबंधन द्वारा इस मांग को अभी तक स्वीकार नहीं किया गया हl

A well attended Extended Circle Executive Committee meeting of Madhya Pradesh circle was held at Bhopal today. Com.B.S. Raghuwanshi, Circle Secretary, welcomed everyone Com.Prakash Sharma, Circle President, presided over and delivered the presidential address. Com.P.Abhimanyu, GS, addressed the meeting and spoke at length on the issues faced by BSNL and it’s employees. The present status of BSNL’s revival, the failure of BSNL Management to launch  the 4G service, handing over of BSNL’s towers and OFC to the private, etc. The General Secretary also spoke at length on the achievements of BSNLEU during the past 3 years.

A well organised meeting was held at Vadodara yesterday. Com. A.N. Singh, DS, Vadodara welcomed  everyone. The meeting was addressed by Com. John Verghese, Dy.GS, Com. V. P. Prajapathi, CS, Gujarat and Com. M. K.Dave,CP, Gujarat. While addressing the meeting, Com. John Verghese explained about the present status of BSNL‘s revival and the jumla of 2^nd revival package. He emphasised on the need for a strong union to fight for the rights of the employees, the role of BSNLEU in getting salary on time, GTI, medical insurance, LICEs, etc. 

As per the call of the Co-ordination Committee of BSNLEU, AIBDPA, BSNLCCWF, Human Chain programme has been organised throughout the country yesterday against the National Monetisation Pipeline, handing over of BSNL’s mobile towers and Optic Fibre to the private, road-blocks being created by the government in BSNL’s 4G launching and also disinvestment and privatisation of the Public Sector Undertakings. 

As per the call of the Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF, Human Chain programme is being organised throughout the country today, against the National Monetisation Pipeline, handing over of BSNL’s mobile towers and optic fibre to the private and  also creating hurdles in BSNL’s 4G launching. Com.P.Abhimanyu, GS, who is presently touring various parts of the country, in connection with the 9^th Membership Verification campaign, participated in the Human Chain programme at Chennai. A large number of comrades belonging to BSNLEU, AIBDPA and BSNLCCWF, participated in this Human Chain programme, organised outside the CGM’s office, Chennai Telephones circle. Placards carrying slogans against National Monetisation Pipeline, disinvestment and privatisation were displayed during the Human Chain programme. At the end of the Human Chain programme, Com.P.Abhimanyu, GS, Com.S. Chellappa, AGS and Com.Sridharasubramanian, Circle Secretary, Chennai, addressed the gathering.  Thunderous slogans were also raised during the Human Chain programme against the handing over of BSNL’s 14,917 mobile towers and optic fibre to the private. 

BSNLEU, Surat district union organised a Membership Verification campaign meeting yesterday the 13.09.2022. Com.Mehul Patel, District Secretary, welcomed. The meeting was addressed by Com.John Verghese, Dy.GS, Com.V.P. Prajapathi, Circle Secretary and Com.M.K. Dave, Circle President. The Deputy General Secretary explained about the 2^nd Revival Package, hurdles created by the government in BSNL’s 4G launching, handing over of BSNL’s mobile towers and OFC under the National Monetisation Pipeline. He also explained about the issues taken up and settled by BSNLEU.

The West Bengal circle union organised it’s Executive Committee meeting at K.G.Bose Smrity Bhawan, Kolkata, on 10.09.2022. All the district secretaries and circle office bearers were present. Com.Animesh Mitra, Circle President, presided over and delivered the presidential address. Com.Sujoy Sarkar, Circle Secretary, presented the report on activities. Implementation of the decisions taken in the Mysuru Central Executive Committee meeting was the main agenda of discussion. All the circle executive committee members participated in the discussion. The meeting decided to implement the decisions of the Mysusu CEC meeting successfully, including the “Meet the Employees” campaign and the Human Chain programme. 

BSNLEU, Tamil Nadu circle and Chennai Telephones circle, conducted their combined Extended Circle Executive Committee meeting at Chennai today. BSNLEU’s red flag was hoisted by Com.S.Chellappa, AGS, BSNLEU. 350 comrades participated in this meeting. Com.A. Babu Radhakrishnan, Circle President, Tamil Nadu and Com.Basha, Circle President, Chennai, jointly presided over the meeting. Both the comrades briefly delivered the presidential address. Com.Shree Ganesh, ACS, Chennai Telephones circle, delivered the welcome address. Com.S. Chellappa, AGS, addressed the meeting and explained about the tasks connected with the 9^th Membership Verification. Thereafter, Com.P.Abhimanyu, addressed the meeting elaborately. He explained about the false claims in connection with the 2^nd Revival Package, roadblocks created by the government in BSNL’s 4G launching, the National Monetisation Pipeline, threatenings being given in respect of 2^nd VRS, FR 56 (J) and increasing of working hours. The General Secretary also explained about the achievements of BSNLEU during the past 3 years. After the speech of the General Secretary, both the Tamil Nadu and Chennai Extended Circle Executive Committee meetings are held separately and discussed about the ways and means of obtaining maximum votes in the 9^th Membership Verification.

A meeting of the BSNL Working Women’s Co-ordination Committee was held online on 11.09.2022. Com.B. Baghyalakshmi, Joint Convenor, presided over. 10 comrades participated in this meeting. Com.Sharmila Data, welcomed everyone. Com.P. Indira, Convenor, presented the report on activities. Com.P.Abhimanyu, General Secretary, BSNLEU, addressed the meeting and explained about the various aspects connected with the 2^nd Revival Package, BSNL’s 4G launching, National Monetisation Pipeline and also the achievements of BSNLEU during the past 3 years. Thereafter, all the comrades participated in the deliberations. Finally, Com.P.Indira, Convenor, summed up the discussions. Com.Banani Chattobadhyaya, Joint Convenor, proposed the vote of thanks. The circle executive committee members, other active comrades, who had come from all over the circle, participated in this meeting. Com.J. Sampath Rao, Circle President & AGS presided over the meeting and delivered the presidential address. Com.Samabasivarao, Circle Secretary, welcomed everyone and presented his report on activities. Addressing the meeting, Com.P.Abhimanyu, GS, spoke on the present scenario prevailing in BSNL, including the announcement of the 2^ndRevival Package, how the government is stopping BSNL from launching it’s 4G service, issues taken up and settled by BSNLEU in the last 3 years, functioning of BSNLEU during the Covid pandemic period, etc. The speech of the General Secretary was well received by the comrades. The comrades who participated in the deliberations, assured to make BSNLEU triumphant in the forthcoming 9^th Membership Verification. A booklet of the Telugu translation of CHQ‘s election campaign material, was released by the General Secretary in the meeting.

The Karnataka circle union organised an inspiring Extended Circle Executive Committee meeting at Bengaluru today. Apart from the district secretaries and circle officer bearers, a large number of frontline comrades also participated this meeting. Com.C.K. Gundanna, Circle President, presided over the meeting. Com.H.V. Sudharshan, Circle Secretary, welcomed everyone and presented the report on activities. The General Secretary called on the Circle Executive Committee members to effectively organise the ongoing “Meet the Employees” programme and also the Human Chain programme, to be organised on 14.09.2022. 

The Coordination Committee of BSNLEU, AIBDPA and the BSNLCCWF, has already given call to organise Human Chain Programme on 14.09.2022, demanding to drop the National Monetisation Pipeline and also demanding to remove the roadblocks created in the launching of BSNL’s 4G service. The copy of the notification is enclosed. All the circle and district unions are requested to organise the Human Chain programme effectively.

The circle conference of BSNLEU, Jharkhand circle, was held at Ranchi yesterday the 09-09-2022. Com. Omkar Nath Prasad, circle president, presided over the conference. Com. Azad Kumar Prasad, circle secretary, welcomed everyone and presented his report on activities. There after, Com. Animesh Mitra, President, BSNLEU, delivered the inaugural address. He explained about the Revival Package, present situation of BSNL's 4G launching, the National Monitisation Pipeline and other issues. Thereafter, the delegates participated in the deliberations. Finally the election of office bearers took place unanimously.

The General Secretary explained about the 2^nd Revival Package, the road blocks created in BSNL’s 4G launching, proposed 2^nd VRS, the proposals to sell BSNL’s towers and optic fibre and the National Monetisation Pipeline, attempts to increase the working hours, etc., were explained. The issues taken up and resolved by BSNLEU and also the efforts taken to resolve the very important issues of 3^rd Wage Revision, stagnation, etc., were also explained by the General Secretary. Thereafter, the district secretaries and circle office bearers participated in the deliberations. The meeting concluded with the presidential address and vote of thanks.
