Two installments of DA, payable to the casual labourers and TSMs, w.e.f. 01.01.2024 (239%) and 01.07.2024 (246%) has not been paid. BSNLEU took up this issue and discussed it in the meetings held with the CMD BSNL and the Director (HR). Consequent to this, Corporate Office has issued letter yesterday the 02.12.2024, for the payment of the 2 installments of DA.

केज़्युअल लेबर्स और टीएसएम को महंगाई भत्ते की दो किस्तों का भुगतान - कॉर्पोरेट कार्यालय ने जारी किया पत्र।

केज़्युअल लेबर्स और टीएसएम को देय महंगाई भत्ते की दो किस्तें, 01.01.2024 (239%) और 01.07.2024 (246%) का भुगतान नहीं किया गया है। BSNLEU ने इस मुद्दे को उठाया और सीएमडी बीएसएनएल और निदेशक (मानव संसाधन) के साथ आयोजित बैठकों में इस पर चर्चा की। इसके परिणामस्वरूप, कॉर्पोरेट कार्यालय ने महंगाई भत्ते की दो किस्तों के भुगतान के लिए कल 02.12.2024 को पत्र जारी किया है।

The Joint Committee for Wage Revision was scheduled to be held on 23.10.2024. However, the meeting was postponed due to the sudden death of Com.Sheshadri, member of the Committee. Holding of the meeting of the Joint Committee for Wage Revision was further delayed due to the illness of the Chairman of the Committee. BSNLEU discussed the issue with the Director (HR) and has already demanded the appointment of a new Chairman for the Committee. Today, BSNLEU has written letter to the Director (HR) demanding to hold the meeting of the Joint Committee for Wage Revision without further delay.

वेतन संशोधन के लिए जॉइंट कमिटी की बैठक अविलम्ब आयोजित करें - BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखा।

वेतन संशोधन के लिए जॉइंट कमिटी की बैठक 23.10.2024 को होनी थी। लेकिन, समिति के सदस्य साथी शेषाद्रि की आकस्मिक मृत्यु के कारण बैठक स्थगित कर दी गई। समिति के अध्यक्ष की बीमारी के कारण वेतन संशोधन के लिए जॉइंट कमिटी की बैठक में और देरी हुई। BSNLEU ने निदेशक (मानव संसाधन) से इस मुद्दे पर चर्चा की और समिति के लिए नए अध्यक्ष की नियुक्ति की मांग की है। आज BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर वेतन संशोधन के लिए जॉइंट कमिटी की बैठक अविलम्ब आयोजित करने की मांग की है।

The 39th meeting of the National Council was held on 07.08.2023. Thus, holding of the 40th meeting of the National Council has become long overdue. BSNLEU has already requested the Management to hold the meeting of the National Council without further delay. Today, BSNLEU has written letter to the Director (HR) requesting him to hold the 40th meeting of the National Council without further delay.

नेशनल काउंसिल की 40वीं बैठक बिना किसी देरी के आयोजित करें - BSNLEU ने निदेशक (मानव संसाधन) को लिखा पत्र।

नेशनल काउंसिल की 39वीं बैठक 07.08.2023 को आयोजित की गई थी। इस प्रकार, नेशनल काउंसिल की 40वीं बैठक का आयोजन लंबे समय से लंबित हो गया है। BSNLEU ने पहले ही प्रबंधन से नेशनल काउंसिल की बैठक बिना किसी देरी के आयोजित करने का अनुरोध किया है। आज, BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर उनसे नेशनल काउंसिल की 40वीं बैठक बिना किसी देरी के आयोजित करने का अनुरोध किया है।

The employees who were recruited by the DoT, but who were appointed in BSNL after 01-10-2000, are being treated as BSNL recruitees. They are not issued with Presidential Orders and are being denied of government pension. All these employees are demanding that, they should be treated as DoT recruitees and should be issued with Presidential Orders.

The Hon’ble Supreme Court of India has issued order, stating that these employees should be treated as DoT recruitees. But, the DoT has implemented the Hon’ble Supreme Court order only in respect of the employees who had filed the case and not for others. BSNLEU is continuously demanding that the Hon’ble Supreme Court order should be implemented in respect of all the employees recruited by the DoT before 01-10-2000. Even on 21-11-2024, BSNLEU has written letter to Shri Jyotiraditya Scindia, Hon’ble Minister of Communications, demanding to implement the Hon’ble Supreme Court judgement for all the employees recruited by the DoT before 01-10-2000.

Under these circumstances, 7 stenographers recruited by the DoT in UP(East) circle, vide CGM, UP (East) circle advertisement dated 05.10.1998, but were appointed after 01-10-2000, have filed a case in the Hon’ble CAT, Lucknow Bench. On 12^th November, 2024, Hon’ble CAT, Lucknow Bench, has given judgement that all these 7 stenographers should be treated as DoT recruitees and should be issued with Presidential Orders.

बीएसएनएल के गठन से पूर्व दूरसंचार विभाग द्वारा भर्ती किये गये कर्मचारियों को प्रेसिडेंशियल ऑर्डर जारी करना - माननीय कैट, लखनऊ बेंच ने 12 नवम्बर, 2024 को अनुकूल आदेश जारी किया।

जिन कर्मचारियों की भर्ती दूरसंचार विभाग द्वारा की गयी थी, किन्तु जिनकी नियुक्ति 01-10-2000 के पश्चात बीएसएनएल में हुई, उन्हें बीएसएनएल भर्ती के रूप में माना जा रहा है। उन्हें प्रेसिडेंशियल ऑर्डर जारी नहीं किये जा रहे हैं तथा उन्हें सरकारी पेंशन से वंचित किया जा रहा है। ये सभी कर्मचारी मांग कर रहे हैं कि उन्हें दूरसंचार विभाग द्वारा भर्ती किया गया माना जाये तथा उन्हें प्रेसिडेंशियल ऑर्डर जारी किये जायें।

भारत के माननीय सर्वोच्च न्यायालय ने आदेश जारी किया है, जिसमें कहा गया है कि इन कर्मचारियों को दूरसंचार विभाग द्वारा भर्ती किया गया माना जाये। किन्तु दूरसंचार विभाग ने माननीय सर्वोच्च न्यायालय के आदेश को केवल उन कर्मचारियों के सम्बन्ध में लागू किया है, जिन्होंने मामला दायर किया था, अन्य के लिए नहीं। BSNLEU लगातार मांग कर रहा है कि माननीय सर्वोच्च न्यायालय के आदेश को दूरसंचार विभाग द्वारा 01-10-2000 से पूर्व भर्ती किये गये सभी कर्मचारियों के सम्बन्ध में लागू किया जाये। 21-11-2024 को भी BSNLEU ने माननीय संचार मंत्री श्री ज्योतिरादित्य सिंधिया को पत्र लिखकर 01-10-2000 से पहले दूरसंचार विभाग द्वारा भर्ती किए गए सभी कर्मचारियों के लिए माननीय सर्वोच्च न्यायालय के फैसले को लागू करने की मांग की है।

इन परिस्थितियों में,  चीफ जनरल मैनेजर, उत्तर प्रदेश (पूर्व) सर्कल के विज्ञापन दिनांक 05.10.1998 के माध्यम से उत्तर प्रदेश (पूर्व) सर्कल में दूरसंचार विभाग द्वारा भर्ती किए गए 7 स्टेनोग्राफर, लेकिन 01-10-2000 के बाद नियुक्त हुए, ने माननीय कैट, लखनऊ बेंच में मामला दायर किया है। 12 नवंबर, 2024 को माननीय कैट, लखनऊ बेंच ने फैसला दिया है कि इन सभी 7 स्टेनोग्राफरों को दूरसंचार विभाग द्वारा भर्ती माना जाना चाहिए और उन्हें प्रेसिडेंशियल ऑर्डर जारी किए जाने चाहिए।

It is observed that, certain circle unions have not taken steps for implementing the call of the CHQ to organise the ‘Meet The Employees Campaign’. These circle unions are thinking that, organising the ‘Meet The Employees Campaign’ is a job to be done only by the district unions. Both the circle and district unions should jointly implement this programme. CHQ wishes to remind that, it is the decision of the Kolkata CEC meeting to organise the ‘Meet The Employees Campaign’. Non-implementation of the CEC decision is not be permissible. Hence, all the circle unions are requested to immediately gear-up and implement the ‘Meet The Employees Campaign’ effectively. All the circle unions are requested to send report and photos of the ‘Meet The Employees Campaign’ immediately to the CHQ.

कर्मचारियों से मिलिए अभियान का क्रियान्वयन - सर्किल यूनियनें कृपया ध्यान दें।

यह देखना परेशान करने वाला है कि कुछ सर्किल यूनियनों ने 'कर्मचारियों से मिलिए अभियान' आयोजित करने के लिए सीएचक्यू के आह्वान को लागू करने के लिए कदम नहीं उठाए हैं। ये सर्किल यूनियनें सोच रही हैं कि 'कर्मचारियों से मिलिए अभियान' का आयोजन केवल जिला यूनियनों का काम है। सर्किल और जिला दोनों यूनियनों को मिलकर इस कार्यक्रम को लागू करना चाहिए। सीएचक्यू याद दिलाना चाहता है कि 'कर्मचारियों से मिलिए अभियान' आयोजित करने का निर्णय कोलकाता सीईसी की बैठक में लिया गया है। सीईसी के निर्णय को लागू न करने की अनुमति नहीं दी जाएगी। सभी सर्किल यूनियनों को 'कर्मचारियों से मिलिए अभियान' को ईमानदारी और पूरी तरह से लागू करना चाहिए। इसलिए, सभी सर्किल यूनियनों से अनुरोध है कि वे तुरंत तैयार हो जाएं और 'कर्मचारियों से मिलिए अभियान' को प्रभावी ढंग से लागू करें। सभी सर्किल यूनियनों से अनुरोध है कि वे 'कर्मचारियों से मिलिए अभियान' की रिपोर्ट और फोटो तुरंत सीएचक्यू को भेजें।

Existing technologies are becoming out dated. For example, copper cable based landline and broadband technologies have got phased out. The TTs and ATTs, so far working in this segment, need to be redeployed in other segments, for which upgradation of skill through training, is necessary. BSNLEU has demanded that, the TTs and ATTs should be given training in computer operations and also in the provisioning and maintenance of FTTH connections. The Management responded positively to this issue and has given certain proposals for the upgradation of skills of the TTs and ATTs. The proposals are good. At the same time, other Non-Executive cadres like JEs and Sr.TOAs are also required to be trained for the upgradation of their skills. Hence, BSNLEU has given a set of proposals for the upgradation of the skills of ATTs, TTs, Sr.TOAs and JEs. BSNLEU has also requested the Management  to arrange a discussion on the proposals given by the Management and also on the note submitted by BSNLEU. On 28^th November, 2024, Com.P.Abhimanyu, GS, discussed this issue with Shri S.P. Singh, PGM(Rectt. & Trng.) and demanded early discussion on the subject. The PGM (Rectt. & Trng.) responded positively and assured of an early discussion on the subject. Training and retraining of the Non-Executives should be viewed as an important strategy to avoid the Non-Executives getting redundant and to make them fit to work in the areas of new technologies. The circle secretaries and CHQ office bearers are requested to go through the proposals given by the Management and also the note submitted by BSNLEU and to give their response to the CHQ.

नॉन एक्ज़ीक्यूटिव कर्मचारियों का कौशल उन्नयन।

मौजूदा तकनीकें पुरानी होती जा रही हैं। उदाहरण के लिए, कॉपर केबल आधारित लैंडलाइन और ब्रॉडबैंड तकनीकें धीरे-धीरे खत्म हो रही हैं। इस क्षेत्र में अब तक काम कर रहे टीटी और एटीटी को दूसरे क्षेत्रों में फिर से तैनात करने की जरूरत है, जिसके लिए प्रशिक्षण के जरिए कौशल उन्नयन जरूरी है। BSNLEU ने मांग की है कि टीटी और एटीटी को कंप्यूटर संचालन और एफटीटीएच कनेक्शन की व्यवस्था और रखरखाव का प्रशिक्षण दिया जाना चाहिए। प्रबंधन ने इस मुद्दे पर सकारात्मक प्रतिक्रिया दी और टीटी और एटीटी के कौशल उन्नयन के लिए कुछ प्रस्ताव दिए हैं। प्रस्ताव अच्छे हैं। साथ ही, जेई और सीनियर टीओए जैसे अन्य नॉन एक्ज़ीक्यूटिव कैडर को भी अपने कौशल उन्नयन के लिए प्रशिक्षित करने की जरूरत है। इसलिए, BSNLEU ने एटीटी, टीटी, सीनियर टीओए और जेई के कौशल उन्नयन के लिए प्रस्तावों का एक सेट दिया है। BSNLEU ने प्रबंधन से प्रबंधन द्वारा दिए गए प्रस्तावों और BSNLEU द्वारा प्रस्तुत नोट पर चर्चा की व्यवस्था करने का भी अनुरोध किया है। 28 नवंबर, 2024 को, साथी पी. अभिमन्यु, महासचिव ने श्री एसपी सिंह, प्रिंसिपल जनरल मैनेजर (भर्ती और प्रशिक्षण) के साथ इस मुद्दे पर चर्चा की और इस विषय पर शीघ्र चर्चा की मांग की। प्रिंसिपल जनरल मैनेजर (भर्ती और प्रशिक्षण) ने सकारात्मक प्रतिक्रिया दी और विषय पर शीघ्र चर्चा का आश्वासन दिया। नॉन एक्ज़ीक्यूटिव्स के प्रशिक्षण और पुन: प्रशिक्षण को नॉन एक्ज़ीक्यूटिव्स को बेकार होने से बचाने और उन्हें नई तकनीकों के क्षेत्रों में काम करने के योग्य बनाने के लिए एक महत्वपूर्ण रणनीति के रूप में देखा जाना चाहिए। सर्कल सचिवों और सीएचक्यू पदाधिकारियों से अनुरोध है कि वे प्रबंधन द्वारा दिए गए प्रस्तावों और BSNLEU द्वारा प्रस्तुत नोट को देखें और सीएचक्यू को अपनी प्रतिक्रिया दें। 

BSNLEU has been pressing on the Management for the early declaration of the JTO, JE and TT LICEs conducted on 08.09.2024. Out of these, the results of JTO LICE and JE LICE are already declared. Still, the results of TT LICE are not declared. Com.P.Abhimanyu, GS, has requested the Management for the early declaration of TT LICE also. It is learnt that TT LICE results also may be declared next week.

टीटी एलआईसीई के नतीजे अगले सप्ताह घोषित किए जा सकते हैं।

BSNLEU ने 08.09.2024 को आयोजित जेटीओ, जेई और टीटी एलआईसीई की जल्द घोषणा के लिए प्रबंधन पर दबाव बनाया है। इनमें से, जेटीओ एलआईसीई और जेई एलआईसीई के नतीजे पहले ही घोषित किए जा चुके हैं। फिर भी, टीटी एलआईसीई के नतीजे घोषित नहीं किए गए हैं। साथी पी. अभिमन्यु, महासचिव ने प्रबंधन से टीटी एलआईसीई की भी जल्द घोषणा करने का अनुरोध किया है। पता चला है कि टीटी एलआईसीई के नतीजे भी अगले सप्ताह घोषित किए जा सकते हैं।

CHQ has long been taking up the case of denial of JAO promotion to an employee belonging to the SC category, in Himachal Pradesh circle. This official has appeared in the JAO LICE conducted for the vacancy year 2016 and has obtained qualifying marks. However, he could not get JAO promotion due to non-availability of vacant post. Subsequently, it came to the notice of the Union that 2 SC posts which remained unfilled in the JAO LICE conducted for the vacancy year 2012, in Himachal Pradesh, has not been carried forward to the JAO LICE conducted in 2016. The CHQ of BSNLEU has already written several letters to the Management requesting to take needful action for promoting the SC official, by carrying forward the vacant JAO posts of 2012. Today, once again, CHQ has written letter to the PGM(EF), in the Corporate Office.

Com.P.Abhimanyu, GS, met Ms. Anita Johri, PGM(SR), today and discussed about holding the meetings of the Wage Negotiating Committee and the National Council. The General Secretary insisted that, both the meetings should be held as early as possible. The PGM(SR) replied that, two Management Side members of the Wage Negotiating Committee, viz., Shri Saurabh Tyagi, CGM and Shri P.C. Bhatt, PGM(CBB) were still on leave. She said that, the date of the Wage Negotiating Committee meeting would be fixed soon after their joining duty. As regards holding the National Council meeting, the PGM(SR) assured that the date would soon be finalised soon in consultation with the Director (HR).

वेईज नेगोशियेटिंग कमिटी एवं नेशनल काउंसिल की बैठकें शीघ्र आयोजित करें - महासचिव, BSNLEU ने प्रिंसिपल जनरल मैनेजर (एसआर) पर जोर दिया।

साथी पी. अभिमन्यु, महासचिव ने आज सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) से मुलाकात की और वेईज नेगोशियेटिंग कमिटी एवं नेशनल काउंसिल की बैठकें आयोजित करने के बारे में चर्चा की। महासचिव ने जोर देकर कहा कि दोनों बैठकें यथाशीघ्र आयोजित की जानी चाहिए। प्रिंसिपल जनरल मैनेजर (एसआर) ने जवाब दिया कि वेईज नेगोशियेटिंग कमिटी के प्रबंधन पक्ष के दो सदस्य, अर्थात श्री सौरभ त्यागी, चीफ जनरल मैनेजर और श्री पी.सी. भट्ट, प्रिंसिपल जनरल मैनेजर (सीबीबी) अभी भी छुट्टी पर हैं। उन्होंने कहा कि वेईज नेगोशियेटिंग की बैठक की तिथि उनके कार्यभार ग्रहण करने के तुरंत बाद तय की जाएगी। नेशनल काउंसिल की बैठक आयोजित करने के संबंध में प्रिंसिपल जनरल मैनेजर (एसआर) ने आश्वासन दिया कि निदेशक (मानव संसाधन) के परामर्श से तिथि को जल्द ही अंतिम रूप दिया जाएगा।

As per the call of the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF, countrywide dharna programme is organised today, demanding settlement of Wage Revision, Pension Revision, 4G/5G and other issues. CHQ heartily congratulates the circle and district unions which took efforts to effectively organise the dharna programme. Some of the views of the programme are given hereunder.
