Bollywood actor, Dilip Kumar has passed away today, after prolonged illness. He was 98 years and had acted for more than 50 years. Dilipkumar has been conferred with the Padma Vibhushan, Dada Saheb Palke and many awards. In fact, he held the Guinness Record for receiving the highest number of awards. His body has been cremated with full state honour. BSNLEU pays it’s respectful homage to Dilip Kumar.
Today is the 101st Birth Anniversary of Com.K.G.Bose, the revolutionary leader who changed the course of the P&T Trade Union movement. BSNLEU has decided to observe the year-long Birth Anniversary of Com.K.G. Bose. A few programmes were organised in this connection. Due to the COVID-19 pandemic, we were not able to observe the Birth Centenary of Com.K.G. Bose, as elaborately as we desired. On this occasion, BSNLEU pays it’s respectful homage to Com.K.G.Bose and pledges to move forward in the path shown by him.
Com. Animesh Mitra, President and com. P. Abhimanyu, GS, met certain officers in the Corporate Office today and discussed/ followed- up, the issues already taken up by BSNLEU. The following are the details of the discussions: -
Sr. GM (Estt.)
The BSNL Corporate Office has already written to the DPE, requesting to inform the IDA rates, that have become due to the Non- Executives of BSNL. The President and GS discussed this issue today. Shri Saurab Tyagi, Sr. GM (Estt.) replied that the DPE has not informed the IDA rates so far. The leaders requested him to seriously pursue this matter with the DPE. The Honourable Kerala High Court order, on payment of IDA to the Non- Executives of BSNL, can be implemented by the Corporate Office, only after the IDA rates are informed by the DPE. The leaders also requested the Sr. GM (Estt.) to ensure that the JTO LICE results of Punjab circle are immediately declared, based on the Supreme Court judgment, as conveyed in the DoP&T letter no F.No.36012/11/2016 – Estt. (Rest-I) {Pt-II} dt. June 15,2018.
Sr. GM (Admin.)
As per the request of BSNLEU, Corporate Office is taking steps to implement the Medical Insurance. The President and GS discussed this issue with shri A.M. Gupta, Sr. GM (Admin.). He stated that, the matter is being dealt with speedily. Both the leaders requested to complete the work by the end of July.
GM (Trng.)
Accepting the demand of BSNLEU, yesterday, the Corporate Office issued letter, for the training of the two JAO candidates of Punjab circle. The President and GS, met Shri S.P. Singh, GM (Trng.) and thanked him for the quick action taken by him. The leaders also requested to ensure that the Corporate Office letter on this matter is implemented immediately by the NATFM.
GM (CBB)
BSNLEU has already written to the GM (CBB), demanding to renew the MoU signed with the Canara Bank. The President and GS met shri P.C. Bhatt, GM (CBB) and discussed this issue. The GM (CBB) replied that, he has already written to the Corporate Office of the Canara Bank, but, they have not responded so far. Both the leaders requested him to remind the Corporate Office of the Canara Bank on this matter.
In Punjab circle, two candidates have been declared successful in the review of the JAO results for the SC/ST candidates. However, they were not sent for training for a long time. BSNLEU took up this issue and wrote to the GM (Trg.), BSNL Corporate Office. The Corporate Office has taken prompt action for sending both the candidates for JAO training. Letter has been issued directing the NATFM to start the training of these candidates.
The BSNL Management has neither conducted the promotional examinations of the Non-Executives, nor has effected the promotions of the Executives, for a long time. They have been delayed under the pretext of non-completing the restructuring of manpower in BSNL. After wasting one and half years, in the name of doing the exercise of restructuring, the BSNL Management has now come out with anti-employee proposals. According to these, the Sr.TOA cadre has been made a dying cadre. It means, no fresh recruitment will be made in the cadre of Sr.TOA and their posts will be abolished on retirement of the 4,973 Sr.TOAs working presently. This cannot be accepted. The JE is a vital cadre in the present era of high technology. However, the present strength of the JEs is 7,168 and the Management has increased these posts only up to 7,923. JTO is the main promotional cadre of JEs. The present working strength of the JTOs is 14,536 and this has been cut down to 11,286. This will seriously affect the promotion of the JEs. The number of JAO posts has also been cut down from 2,351 to 1,850. The AUAB has decided to take up these issues very seriously with the Management.
The AUAB, in it’s meeting held on 01.07.2021, has emphasised the need to make widest mobilisations, to ensure the early financial revival of BSNL. Accordingly, the AUAB has decided to write to all the Pensioners' Organisations, seeking their support and involvement in the future mobilisations to be made by the AUAB, on the issue of the financial revival of BSNL.
The Punjab circle union has decided to organise massive dharna at the CGM Office, Chandigarh, on 12.07.2021, demanding settlement of certain burning problems. The non-declaration of the JTO LICE results in Punjab circle, is a burning problem. Further, Rs.200/- is being deducted from the salary of the employees every month, towards professional tax. Apart from this, non-implementation of the judgement of the Hon’ble Supreme Court, on the recovery of the excess payment made to the Non-Executives is another burning problem. Punjab circle union has announced that the dharna programme would be organised by maintaining all the COVID-19 protocols.

वीआरएस की मांग बीएसएनएलयू के जिला सचिव से अशोभनीय है।
सीएचक्यू के ध्यान में यह बात लाई गई है कि बीएसएनएलईयू, सतारा जिला, महाराष्ट्र सर्किल के जिला सचिव ने बीएसएनएलईयू के लेटर पैड पर मांग की है कि शेष कार्यरत कर्मचारियों को द्वितीय वीआरएस के रूप में सम्मानजनक पैकेज लागू किया जाए । सीएचक्यू सतारा जिला सचिव की कार्रवाई की जोरदार निंदा करता है। यह सभी को अच्छी तरह से पता है कि BSNLEU ने वीआरएस को विरोध किया है और लड़ा है । फिलहाल बीएसएनएलईयू एयूएबी के बैनर तले सभी यूनियनों और संघों को लामबंद करने के लिए काफी प्रयास कर रहा है और बीएसएनएल को मारने के लिए मोदी सरकार की नीतियों के खिलाफ लड़ रहा है। इन परिस्थितियों में बीएसएनएलईयू के एक जिला सचिव ने बीएसएनएलईयू लेटर पैड का इस्तेमाल कर वीआरएस की मांग की, बेहद निंदनीय है । अखिल भारतीय केंद्र इस मामले पर उचित कार्रवाई के बारे में फैसला करेगा।
भूख हड़ताल दिनांक 28.07.2021 को होगी।
बीएसएनएल के पुनरुद्धार पर मांग पत्र के निपटारेf और कर्मचारियों के महत्वपूर्ण मुद्दों के समाधान की भी मांग करते हुए एयूएबी ने 28-07-2021 को पूरे देश में भूख हड़ताल आयोजित करने का निर्णय लिया है। यह भूख हड़ताल कार्यक्रम निगम कार्यालय, सर्किल, BA और SSA स्तर पर आयोजित किया जाएगा। सर्किल और जिला सचिवों से अनुरोध है कि भूख हड़ताल कार्यक्रम को सफलतापूर्वक बनाने की तैयारी तुरंत शुरू करें।
प्लेकार्ड दिखा आंदोलन 15. 07.2021
COVID-19 महामारी की स्थिति को ध्यान में रखते हुए और मांग पत्र पर कुछ आंदोलनात्मक कार्यक्रम आयोजित करने की तत्काल आवश्यकता को ध्यान में रखते हुए, AUAB ने 15-07-2021 को एक प्लेकार्ड दिखा आंदोलन आयोजित करने का निर्णय लिया है । सभी महासचिव नई दिल्ली के संचार भवन में प्लेकार्ड दिखा आंदोलन का आयोजन करेंगे। इसी तरह सर्कल, BA और SSA स्तर पर भी प्लेकार्ड दिखा आंदोलन का आयोजन किया जाए। सर्किल और जिला सचिवों से अनुरोध है कि वे इस कार्यक्रम को प्रभावी ढंग से आयोजित करें।
It has been brought to the notice of the CHQ that, the District Secretary, BSNLEU, Satara district, Maharashtra circle, has demanded on the letter pad of BSNLEU that “….a respectful package in the form of 2nd VRS to the remaining working employees” should be implemented. The CHQ vehemently condemns the action of the Satara District Secretary. It is well known to all that BSNLEU has all along opposed and fought against VRS. Presently, BSNLEU is taking great efforts to mobilise all the Unions and Associations under the banner of the AUAB and is fighting against the Modi government’s policies to kill BSNL. Under these circumstances, a District Secretary of BSNLEU, demanding VRS, by using the BSNLEU letter pad, is highly condemnable. The All India Centre will decide about appropriate action on this matter.
Keeping the COVID-19 pandemic situation into consideration and also the immediate requirement to organise some agitational programme on the charter of demands, the AUAB has decided to organise a Placard Showing Agitation on 15.07.2021. All the General Secretaries will organise the Placard Showing Agitation at Sanchar Bhawan, New Delhi. Similarly, the Placard Showing agitation should be organised at the circle, BA and SSA levels also. Circle and district secretaries are requested to organise this programme effectively.
Demanding the settlement of the charter of demands on the revival of BSNL and also demanding settlement of the important issues of the employees, the AUAB has decided to organise hunger strikes throughout the country on 28.07.2021. This hunger strike programme will be organised at the Corporate Office, Circle, BA and SSA levels. Circle and district secretaries are requested to immediately start the preparations for making the hunger strike programme successfully.
As has already been informed, a well attended meeting of the AUAB was held at New Delhi on 01.07.2021. Many important decisions have been taken regarding the demands for the revival of BSNL, demands of the employees, as well as on the immediate action programme. The AUAB has released it’s circular today, regarding the decisions of the meeting. All circle and district secretaries are requested to take immediate action, in coordination with the other constituents of the AUAB, for the implementation of the action programme.
The AUAB held a crucial meeting today, with Shri P.K. Purwar, CMD BSNL. General Secretaries / Representatives of BSNLEU, NFTE, AIGETOA, SNEA, AIBSNLEA, SEWA BSNL, BSNL MS, SNATTA, AITEEA, BSNL ATM, TEPU, BSNL OA and BEA participated in this meeting. From the Management Side, Director (HR), Director (CFA), Director (CM), Director (EB), Director (Finance) and Senior Officers of the Corporate Office participated. Leaders of the AUAB forcefully demanded prompt upgradation of the BTSs, to immediately launch BSNL’s 4G service. Payment of salary on the due date of every month was prominently raised. Improving the FTTH service, improving the maintenance of transmission, as well as landline and broadband services, etc., were raised. Modi government’s plan for raising Rs.40,000 crore, by monetising BSNL’s towers and optic fibre was severely opposed. Proposals of the Management for restructuring BSNL’s manpower came under severe criticism. Regarding the Superannuation Benefits, it was firmly demanded that BSNL Management should immediately take steps to increase it’s contribution upto 30%. The BSNL Management’s policy of continuing to rely on the ITS officers to run the Company was severely criticised. Many other issues related to the employees and the Company’s revival were also raised.
A well attended meeting of the AUAB is held today. 13 Unions and Associations have participated. Many others have expressed their inability to attend this physical meeting, due to the pandemic situation. The meeting held threadbare discussions regarding the crucial issue of the revival of BSNL and also on the important issues of the employees. A charter of demands and action programme have been finalised. A circular of the AUAB is being issued shortly on today's meeting.
As per the call of the AUAB, the programme of submitting memorandum to the CMD BSNL, CGMs, BA and SSA Heads was carried out yesterday with great enthusiasm throughout the country, on the issue of timely disbursement of salary. In all the circles, BAsand SSAs, the constituents of the AUAB have organised this programme effectively. The CHQ of BSNLEU salutes the employees for this show of strength.
