BSNLEU's opposition to the increase in rent of the staff quarters and demand for extension of the period for occupying quarters-Management replies to the letter written by the General Secretary. 

BSNLEU has written letters to the CMD BSNL on15-09-2020 and 12-11-2020, strongly opposing the increase in the rental rates of the staff quarters, implemented by the Management. BSNLEU has also demanded in these letters that, the BSNL retirees, both under VRS and on superannuation, should be allowed to continue in the staff quarters, in view of the unprecedented COVID-19 pandemic situation. Now, the BSNL Management has written letter to the General Secretary, BSNLEU, on 03-03-2021, wherein replies are given to the issues raised by the General Secretary, BSNLEU.

International Women’s Day Seminar being held tomorrow the 04-03-2021.

As has already been informed earlier, the BSNL Working Women's Coordination Committee [BSNL WWCC] is organising a seminar tomorrow the 04-03-2021, in connection with the International Women’s Day. Com.A.R.Sindhu, National Secretary of CITU will address this Seminar. She will address both in English and Hindi. The Seminar will start at 19:00 hrs. Circle Secretaries are requested to mobilise maximum number of comrades in this seminar.

The CEC meeting of BSNLEU is being held at Chennai on 07th, 08th & 09th March, 2021. As has already been informed, the venue of the meeting is Asha Nivas Social Service Centre, No. 9, Rutland Gate, 5th Street, Thousand Lights, Near Apollo children's hospital, Chennai – 600 006. Observe this year's International Women’s Day effectively.

The International Women’s Day falls on 08th March. As per the decision of it’s CEC meeting, BSNLEU is observing this day every year. The BSNL Working Women’s Coordination Committee is organising an online seminar on 04th March, 2021. This is because, the CEC meeting of BSNLEU will be in session on 08th March, 2021. Apart from this, the CHQ calls upon all the district unions of BSNLEU, to observe the International Women’s Day on 08th March, 2021, in a befitting manner. Special meetings, lectures, etc., may be organised.  Photos with reports should be sent to the CHQ.

Government conducting 4G spectrum auction today.

It is reported by the media that, the government is conducting auction today, to sell 4G spectrum, to the tune of Rs.3.92 lakh crores. The Cabinet has taken decision for this auctioning in December last year. It is reported that, Reliance Jio, Airtel and Vodafone Idea badly need additional 4G spectrum for boosting their network capacities. Since the government is auctioning 4G spectrum, it appears the auctioning of 5G spectrum will take some more time.

BSNL Management looking into new options for launching it’s 4G service.

BSNL has already called for EoI (Expression of Interest) from Indian companies, for procuring 4G equipments. Under these circumstances, media has reported that, the BSNL Management is looking into new options for procuring  4G equipments. Quoting the Financial Express, the ET Telecom has reported today that, procuring 4G equipments through the process already initiated by the BSNL Management, may be difficult. This is because, the government has laid down the condition that, the core equipments of the 4G network should be the manufacturing of an Indian company. It may be difficult for BSNL Management to procure 4G equipments through this route. Hence, BSNL looking into other options, including floating a new tender for procuring equipments, as well as for upgrading it's equipments.

Com.M.Krishnan, former Secretary General of NFPE and former Secretary General of Confederation of Central Government Employees, passes away.

 

BSNLEU is deeply saddened to know that, Com.M.Krishnan, former Secretary General of NFPE, as well as former Secretary General of the Confederation of Central Government Employees, has passed away at Thiruvananthapuram. He had been affected with COVID-19 and the best efforts taken to save his life, did not succeed. Com.Krishnan had been a great friend and well wisher of BSNLEU. He was soft-spoken, cordial and friendly to all the comrades. At the same time, he was deeply committed to the working class ideology. His death is an irreparable loss to the working class movement. BSNLEU dips it's banner and pays it’s respectful homage to the departed leader.

Com. Prakash Sharma retired on superannuation today.

Com.Prakash Sharma, Assistant General Secretary of BSNLEU, as well as the Circle Secretary of Madhya Pradesh, retired from service today, after completing a long innings of unblemished service in the DoT and in BSNL. Since his last working day falls on Sunday, Com.Prakash Sharma, retired today. A well organised programme is held at Indore today, to felicitate Com.Prakash Sharma. CHQ heartily congratulates Com.Prakash Sharma and wishes him a long healthy and active retired life.

Interest must be paid for the belated payment of salary – says the Supreme Court.

The Supreme Court has ruled that, payment of salary and pension are the right of the government employees and the government which has delayed the payment of salary and pension should pay interest at an appropriate rate. The Hon’ble Andhra Pradesh High Court had given a judgement stating that, 12% interest per annum should be paid for the delayed pension. An appeal was filed in the Supreme Court on this matter.  Hearing case, justices Y. Chandrachud and M.R. Shah, ruled that salaries constitute the rightful entitlement of the employees and are payable in accordance with law. Likewise, payment of pension is also a rightful entitlement. However, the Supreme Court reduced the rate of interest from 12% to 6%.

General Secretary, BSNLEU, discusses certain important issues with the CMD BSNL..

Com.P.Abhimanyu, GS, had a detailed discussion with Shri P.K. Purwar, CMD BSNL today, on certain important issues. The meeting lasted for one hour and twenty minutes. Details of the issues discussed are given blow: -

 

  1. Gag orders against holding hunger strike, dharna, etc., in BSNL.

The General Secretary pointed out that, of late, the BSNL Corporate Office is issuing instruction after instruction to the CGMs, for taking steps to stop even peaceful protest actions like, hunger strike, dharna, etc. He also complained to the CMD BSNL that, it appears that, the Management is adopting a “Divide and Rule Policy” for breaking the unity of the unions and associations in BSNL. The CMD BSNL replied that, the Management is not adopting any such policy. As regards, the complaint on instructions issued against hunger strike, dharna, etc., the CMD BSNL assured that the matter would be looked into.

 

  1. Wage Revision.

The General Secretary strongly disapproved the stoppage of the Wage Negotiations of the Non-Executives. He pointed out that the Joint Wage Negotiation Committee was formed as per the direction issued by the DoT. He also stated that the stoppage of Wage Negotiations amounts to violation of the direction given by the DoT. He strongly demanded that the Wage Negotiations should resume immediately. The CMD BSNL assured to look into it.

 

  1. Holding LICEs.

The General Secretary expressed his deep concern over the non-holding of various LICEs especially the JTO LICE. He also pointed out that non-holding of LICEs for the Non-Executives and implementing promotions for the Executives, is tantamount to discrimination. The CMD BSNL replied that it will take at least 4 more months to complete the process of restructuring (ascertaining the number of posts). In that case, the General Secretary demanded that the process for holding the JTO LICE should be started immediately. The CMD BSNL agreed to this.

 

  1. Outsourcing through the SLA system.

The General Secretary pointed out that the outsourcing of works through the SLA system is a total failure and it is draining the company’s money. He demanded a thorough review of the system. The CMD BSNL admitted that there are certain short comings in the system, but asserted that the same could be overcome.  

 

  1. Contract Workers.

The General Secretary expressed his disapproval for the large scale retrenchment of the contract workers, and that too after the retirement of 80,000 employees under the VRS. He demanded that the Management should not make any more retrenchment of the contract workers and should immediately make payment of their wage arrears. The CMD BSNL assured that the matter would be looked into.

Prime Minister, Narendra Modi declares war on public sector – get ready for sustained struggles.

Prime Minister Shri Narendra Modi has finally come out openly. He has told that there is no need for public sector in this country. Very categorically he has stated that “Government Has No Business To Be In Business”. Addressing a webinar organised by the DIPAM (Department of Investment and Public Asset Management) yesterday, the Prime Minister has shed tears stating that, tax payers money cannot be used to support loss-making PSUs. Everyone knows that the government is selling PSUs like the BPCL, LIC, etc., which are earning thousands of crores of rupees as profit every year. Thus, the argument of the Prime Minister that, tax payers money is being used to support loss-making PSUs, is totally misleading. We should understand that, the Modi government has declared a war on the Public Sector of the country. Hence, it is the duty of the working class of the country to unitedly launch struggles to stop this assault on the public sector.

Observe countrywide “Worker-Peasant Unity Day” (Mazdoor Kisan Ekta Divas).

The Joint Platform of the Central Trade Unions and Independent Sectoral Federations have extended total support to the farmers’ agitation, demanding withdrawal of the disastrous pro-corporate Farm Acts. The ‘Samyukta Kisan Morcha’, which is spearheading the farmers’ agitation has given call to observe "Worker Peasant Unity Day" (Mazdoor Kisan Ekta Divas) on 27.02.2021, which happens to be Guru Ravidas Jayanti and also the Martyrdom Day of Shaheed Chandrasekhar Azad. The Joint Platform of the Central Trade Unions and Independent Sectoral Federations has endorsed this call and has called on to organise mobilisations / rallies / demonstrations on that day. The CHQ calls on all the circle and district unions of BSNLEU to fully participate in this programme.  Wherever joint programme is organised by trade unions and kisan organisations, our comrades should participate in that programme. Wherever common programme is not organised, BSNLEU should hold demonstrations to observe the Worker-Peasant Unity Day.

महासचिव, BSNLEU और निदेशक (HR) के बीच आज दिनांक 23-02-2021 को सम्पन्न मीटिंग का विवरण...

आज दिनांक 23-02-2021 को, कॉम पी अभिमन्यु, महासचिव, BSNLEU और श्री अरविंद वडनेरकर, निदेशक (HR) के बीच मीटिंग हुई। कुछ मुद्दों पर विस्तृत चर्चा हुई। श्री ए एम गुप्ता,Sr.GM(SR) और श्री  मनीष कुमार, GM(Restg.) मीटिंग में मौजूद थे।विवरण निम्नानुसार है:-


(1)   बिज़नेस एरिया संरचना में नॉन एग्जीक्यूटिव्ज का स्थानांतरण दायित्व : 

महासचिव ने अपनी गहन चिंता व्यक्त की, कि कॉर्पोरेट ऑफिस द्वारा अपने पत्र क्र. 4-02/2014 - Restg. Vol. V (Pt.) दिनांक 27.08.2020 के जरिए मनमाने तरीके से नॉन एग्जीक्यूटिव्ज के स्थानांतरण दायित्व में संशोधन कर दिया गया है। उक्त पत्र में कहा गया है कि आवश्यकता होने पर, नॉन एग्जीक्यूटिव्ज को एसएसए के बाहर भी स्थानांतरित किया जा सकता है। महासचिव द्वारा इस प्रावधान पर पुरजोर आपत्ति ली गई। निदेशक  (HR), ने सहमति व्यक्त करते हुए कहा कि नॉन एग्जीक्यूटिव्ज के वर्तमान स्थानांतरण दायित्व को यथावत रखा जाना चाहिए। 


(2)   बिज़नेस एरिया का एकीकरण (Consolidation), एसएसएज का विलय नही है :

महासचिव ने निदेशक (HR) को बताया कि शुरुआत से ही कॉर्पोरेट ऑफिस यह मानता रहा है कि बिज़नेस एरिया का एकीकरण (Consolidation), एसएसएज का विलय नही है। किन्तु, महासचिव ने इंगित किया कि, अपने वादे से मुकरते हुए, कॉर्पोरेट ऑफिस ने अपने पत्र क्र 4-02/2014 - Restg. Vol. V (Pt.) दिनांक  27.08.2020 में "विलय" शब्द का उपयोग किया है। कुछ एसएसए प्रमुखों द्वारा इसका दुरुपयोग करते हुए दुर्भावनापूर्ण तरीके से नॉन एग्जीक्यूटिव्ज को एक एसएसए से दूसरे एसएसए में स्थानांतरित किया जा रहा है। महासचिव द्वारा असम सर्किल में किए गए स्थानांतरण आदेश संज्ञान में लाए गए। निदेशक (HR) ने जवाब दिया गया कि इस संबंध में आवश्यक कार्यवाही की जाएगी। 


(3)   नगाँव से तेजपुर के स्थानांतरण आदेश निरस्त किए जाएं :

BSNLEU के जिला सचिव सहित 5 नॉन एग्जीक्यूटिव्ज का स्थानांतरण मनमानी पूर्ण तरीके से नगाँव से तेजपुर एसएसए में कर दिया गया है। CHQ के हस्तक्षेप के बाद ये आदेश स्थगित रखे गए हैं। महासचिव ने मांग की, कि सभी 5 स्थानांतरण आदेश तत्काल निरस्त किए जाएं। निदेशक (HR) ने आश्वासित किया कि आवश्यक कार्यवाही शीघ्र की जाएगी।


(4)  DR JEs के रूल 8 स्थानांतरण:

महासचिव द्वारा संज्ञान में लाया गया कि कई DR JEs उनके रिक्रूटमेंट सर्किल में 5 वर्ष की सेवा अवधि पूर्ण कर चुके हैं और उन्होंने स्थानांतरण हेतु आवेदन किया है। किन्तु, स्टाफ की कमी का बहाना बना कर उनके स्थानांतरण पर विचार नही किया जा रहा है। महासचिव ने मांग की, कि 5 वर्ष की सेवा अवधि पूर्ण करने पर DR JEs के स्थानांतरण निवेदन पर विचार किया जाए। निदेशक (HR) ने इस पर कार्यवाही का आश्वासन दिया।


(5)   लेह में पदस्थ DR JEs के स्थानांतरण:

महासचिव ने मांग की, कि लेह एसएसए, जहां तापमान शून्य से नीचे है, में पदस्थ DR JEs के स्थानांतरण निवेदन (सर्किल के तहत) पर उचित वैकल्पिक व्यवस्था कर , 2 वर्ष की सेवा पूर्ण करने पर विचार किया जाए। निदेशक (HR) ने सदाशयता प्रदर्शित कर मानवीय पहलू के आधार पर शीघ्र यथोचित कार्यवाही बाबद आश्वासित किया।


(6)    JTO LICE और अन्य LICEs आयोजित करने में अत्याधिक विलंब:

JTO LICE और अन्य LICEs आयोजित करने में किए जा रहे अत्याधिक विलंब पर महासचिव ने अपनी गहरी निराशा व्यक्त की और कहा कि विलंब के चलते, कर्मचारी घुटन सी महसूस कर रहे हैं। निदेशक (HR) ने आश्वासित किया कि इस मुद्दे पर जल्द से जल्द कार्यवाही की जाएगी।


(7)   नेशनल कौंसिल की कार्यप्रणाली में गतिरोध : 

महासचिव ने नेशनल कौंसिल की कार्यप्रणाली में उत्पन्न गतिरोध की ओर निदेशक (HR) का ध्यान आकर्षित किया और इस पर अपनी चिंता प्रकट करते हुए कहा कि इस गतिरोध की समाप्ति हेतु प्रबंधन द्वारा कोई कदम नही उठाए गए हैं। निदेशक (HR) ने महासचिव की बातों को ध्यान पूर्वक सुना और आश्वासित किया कि इस संबंध में आवश्यक कार्यवाही यथाशीघ्र की जाएगी।

Birth Centenary of Com.K.G. Bose, observed at Khammam.

The Khammam district union of BSNLEU celebrated the Birth Centenary of Com.K.G.Bose, on 22.02.2021. The portrait of Com.K.G.Bose was garlanded by Com.J. Sampath Rao, AGS & CS, Telangana circle. Com.S. Upender Rao, presided over the seminar. Revolutionary songs were sung by the Khammam comrades. Com.J. Sampath Rao, spoke on the topic, “Present Political Situation and our Tasks”. In his speech, he said that, the members should be educated to support the Left Movement. The seminar was also addressed by Com.G.Sambasivarao, ACS, BSNLEU,  Com.B.R.Veeraswamy, President, AIBDPA, Telangana circle,  Com.Ch.Vanasree, BSNL WWCC and others. The CHQ congratulates the Khammam District Union for organising this seminar.

BSNLWWCC organising International Women’s Day seminar online, on 04th March, 2021.

The BSNL Working Women’s Coordination Committee (BSNLWWCC) is organising an online seminar on the International Women’s Day. Since the CEC meeting of BSNLEU will be in session on 8th March, 2021, which is the International Women’s Day, this seminar has been advanced and is being held on 04th March, 2021. Com.A.R. Sindhu, National Secretary, CITU, will be addressing this seminar, which will start at 07:00 pm. She will address both in English and Hindi. All the circle unions are requested to ensure that maximum number of woman comrades participate in this seminar. The link for the seminar will be sent to the circle secretaries shortly, through WhatsApp.

Details of the meeting, held between the General Secretary, BSNLEU and the Director(HR), today the 23-02-2021.

A meeting is held between Com.P.Abhimanyu, GS, and Shri Arvind Vadnerkar, Director (HR) today the 23-02-2021. Detailed discussions were held on certain important issues.  Shri A.M. Gupta, Sr.GM(SR) and Shri Manish Kumar, GM(Restg.), were present in the meeting. The details are as follows:-

 

(1)   Transfer liability of the Non-Executive in the Business Area structure.

The General Secretary expressed his serious concern that, the Corporate Office has unilaterally amended the transfer liability of the Non-Executives, vide it’s letter no.4-02/2014 - Restg. Vol. V (Pt.) dated 27.08.2020. It is mentioned in that letter that, the Non-Executives could be transferred out of the SSA, if required. The General Secretary strongly objected to this provision. The Director (HR) agreed that the present transfer liability of the Non-Executives should be maintained.

 

(2)   Consolidation of Business Area is not merger of SSAs.

The General Secretary told the Director (HR) that, right from the beginning, the Corporate Management has maintained that Consolidation of Business Area is not merger of SSAs. However, the General Secretary pointed out that, in violation of this assurance, the Corporate Office has used the word ‘merger’ in it’s letter no.4-02/2014 - Restg. Vol. V (Pt.) dated 27.08.2020. This is being used by certain SSA heads, to vindictively transfer the Non-Executives from one SSA to another SSA. The General Secretary pointed out the transfers ordered in Assam circle. The Director (HR) replied that needful action would be taken in this regard.

 

(3)   Cancellation of the transfer orders from Nagaon to Tezpur.

Five Non-Executives, including the District Secretary of BSNLEU, Nagaon, have been arbitrarily transferred from Nagaon SSA to Tezpur SSA. On the intervention of the CHQ, these transfers are kept under abeyance. The General Secretary demanded that all these five transfers should be cancelled immediately. The Director (HR) assured that needful action would be taken.

 

(4)    Rule 8 transfers of DR JEs.

The General Secretary pointed that many DR JEs have already completed 5 years of service in the circles of their recruitment and have applied for transfers. However, their transfers are not being considered, under the pretext of shortage of staff. The General Secretary demanded that on completion of 5 years of service, the transfer request of the DR JEs should be considered. The Director (HR) assured to look into this.

 

(5)    DR JEs posted in Leh.

The General Secretary demanded that the transfer requests (within circle) of DR JEs, posted in Leh SSA, where sub-zero temperatures are prevailing, should be considered on their completing 2 years of service, by arranging suitable substitutes. The Director (HR) was kind enough to view this issue on humanitarian grounds and assured that needful action would be taken.

 

(6)    Extreme delay in holding the JTO LICE and other LICEs.

The General Secretary expressed his extreme dissatisfaction, over the inordinate delay in holding the JTO LICE and other LICEs, as a result of which the employees are suffocating. The Director (HR) assured that expeditious action would be taken on this issue.  

 

(7)   Deadlock in the functioning of the National Council.

The General Secretary drew the attention of the Director (HR) over the deadlock that has been created in the functioning of the National Council and expressed his concern, that the Management has not taken the requisite steps for resolving the deadlock. The Director (HR) gave a patient hearing to the views expressed by the General Secretary and assured that needful action would be taken.

जानकारी प्राप्त हुई है कि कॉर्पोरेट ऑफिस द्वारा जनवरी, 2021 के वेतन भुगतान हेतु, फण्ड अनुमोदन सर्कल्स को प्रेषित कर दिया गया है। अब प्रबंधन की यह आदत सी हो गई है कि वेतन का भुगतान माह के अंतिम सप्ताह में ही किया जाए। वेतन के निर्धारित तिथि पर भुगतान की मांग करते हुए BSNLEU द्वारा 05.02.2021 को प्रदर्शन और 18.02.2021 को भूख हड़ताल की जा चुकी है। BSNLEU  की आगामी CEC मीटिंग में , इस मुद्दे को लेकर भविष्य में कार्यवाही करने हेतु रणनीति तय की जाएगी।

Last day for withdrawal of GTI option.

Today, i.e., 22.02.2021, is the last day for the withdrawal of option given for the Group Term Insurance (GTI). Any Non-Executive, who has already opted for the GTI, can withdraw the same, if they do not want to join the scheme.

Fund authorisation received for January, 2021 salary.

Report is received that, the Corporate Office has sent fund authorisation to the circles, for the payment of January, 2021 salary. It has become the habit of the Corporate Management to pay salary only in the last week of every month. BSNLEU has already organised demonstration on 05.02.2021 and hunger strike on 18.02.2021, demanding payment of salary on the due date. The forthcoming CEC meeting of BSNLEU will decide about the next course of action on this issue.

अंततः, BSNLEU द्वारा, नॉन एग्जीक्यूटिव्ज के IDA फ्रीजिंग पर रोक लगा दी गई। BSNLEU द्वारा दायर प्रकरण में, माननीय केरल उच्च न्यायालय द्वारा DPE को कहा गया है कि DPE के IDA फ्रीजिंग आदेश केवल  एग्जीक्यूटिव्ज और नॉन यूनियनाइज्ड सुपरवायजर्स के लिए ही लागू है। अतः,  नॉन एग्जीक्यूटिव्ज को IDA भुगतान से वंचित नही किया जाए, न्यायालय ने कहा है। यह, नॉन एग्जीक्यूटिव्ज को IDA भुगतान हेतु आदेश जारी करने के लिए, DPE को स्पष्ट निर्देश हैं। इस न्यायालयीन आदेश के  पश्चात, अब, DPE , और अधिक टालमटोल नही  कर सकता है, बल्कि, IDA भुगतान हेतु उसे आदेश जारी करना ही होंगे। हम, माननीय केरल उच्च न्यायालय द्वारा प्रेषित आदेश की प्रति संलग्न कर रहे हैं।
