As per the decision of the Bhopal CEC meeting, a Trade Union Class for the young employees of the Hindi speaking circles was organised to be held on 09^th & 10^th September, 2023. However, due to the restrictions put in place by the Government in connection with the G20 summit, that Trade Union Class was postponed. The All India Centre meeting held today has decided to hold this Trade Union Class on 07^th & 08^thDecember, 2023 at New Delhi. All the Circle Secretaries of the Hindi speaking circles are requested to take the necessary steps for sending the comrades to this class. 

हिंदी भाषी सर्किलों के लिए ट्रेड यूनियन वर्ग 07 और 08 दिसंबर, 2023 को नई दिल्ली में आयोजित किया जाएगा।

भोपाल सीईसी बैठक के निर्णय के अनुसार, हिंदी भाषी सर्किलों के युवा कर्मचारियों के लिए एक ट्रेड यूनियन वर्ग 09 और 10 सितंबर, 2023 को आयोजित किया जाना था। हालाँकि, इस संबंध में सरकार द्वारा जी20 शिखर सम्मेलन के कारण लगाए गए प्रतिबंधों के वजह से उस ट्रेड यूनियन वर्ग को स्थगित कर दिया गया था। आज आयोजित अखिल भारतीय केंद्र की बैठक में इस ट्रेड यूनियन वर्ग को 07 और 08 दिसंबर, 2023 को नई दिल्ली में आयोजित करने का निर्णय लिया गया है। हिन्दी भाषी सर्किलों के सभी सर्किल सचिवों से अनुरोध है कि साथियों को इस वर्ग में भेजने हेतु आवश्यक कदम उठायें। 

Com.Sisir Roy, Assistant General Secretary, as well as Circle President, Kolkata Telephones circle, has retired on superannuation on 30.09.2023. He entered the service on 04.04.1985 in the Department of Telecommunications. Soon he became active in the Trade Union movement. He was elected as the Assistant Circle Secretary of AITEU Class-III in 1996 and became the Circle Secretary of BSNLEU in 2001. Subsequently, he was elected as the Organising Secretary of the CHQ. Presently he is the AGS of the Union. Com.Sisir Roy is also active in the Central Government Employees Coordination Committee and in the BSNL Coordination Committee, Kolkata circle. CHQ wishes a happy and peaceful retired life to Com.Sisir Roy.

As per the decision taken in the 26^th meeting of the National Council, BSNLEU is continuously pressing on the Management, for holding a Special JTO LICE for the draftsman of the Civil / Electrical / Telecom wings. In continuation of this, Com.P.Abhimanyu, GS, met Shri S.P. Singh, PGM(Estt.), who has recently taken over as the PGM(Estt.) and discussed the issue. The PGM(Estt.) assured to take the needful action.

सिविल/इलेक्ट्रिकल/टेलीकॉम विंग के ड्राफ्ट्समैन के लिए एक विशेष जेटीओ एलआईसीई का आयोजन - महासचिव ने प्रिन्सिपल जनरल मैनेजर (Estt.) के साथ चर्चा की।

नेशनल काउंसिल की 26वीं बैठक में लिए गए निर्णय के अनुसार BSNLEU सिविल/इलेक्ट्रिकल/टेलीकॉम विंग के ड्राफ्ट्समैन के लिए विशेष जेटीओ एलआईसीई आयोजित करने के लिए प्रबंधन पर लगातार दबाव बना रहा है। इसे जारी रखते हुए, साथी पी. अभिमन्यु, महासचिव ने श्री एस.पी. सिंह, प्रिन्सिपल जनरल मैनेजर (Estt.) से मुलाकात की, जिन्होंने हाल ही में प्रिन्सिपल जनरल मैनेजर (Estt.) का पदभार संभाला है और इस मुद्दे पर चर्चा की। प्रिन्सिपल जनरल मैनेजर (Estt.) ने आवश्यक कार्रवाई करने का आश्वासन दिया।

On the issue of pension revision, the Principal Bench of the CAT has delivered a judgement on 20.09.2023. BSNLEU has written an article on this judgement in the October issue of it’s journal, Telecruader. The same is produced hereunder.

The JTO LICE, JE LICE and TT LICE were held on 27.08.2023. Some of the candidates have raised complaints regarding out of syllabus questions, wrong answers, etc. Com.P.Abhimanyu, GS, spoke to Ms. Samita Luthra, GM(Rectt.) today and enquired about the consideration of those complaints. The GM(Rectt.) replied that the Committee that has been constituted to look into the complaints is on the job and that the review would be completed soon.

एलआईसीई परिणामों की समीक्षा।

जेटीओ एलआईसीई, जेई एलआईसीई और टीटी एलआईसीई 27.08.2023 को आयोजित किए गए थे। कुछ अभ्यर्थियों ने पाठ्यक्रम से बाहर के प्रश्नों, गलत उत्तरों आदि के संबंध में शिकायतें की हैं। साथी पी. अभिमन्यु, महासचिव ने आज सुश्री समिता लूथरा, जनरल मैनेजर (Rectt.) से बात की और उन शिकायतों पर विचार करने के बारे में पूछताछ की। जनरल मैनेजर (Rectt.) ने जवाब दिया कि शिकायतों की जांच के लिए जो समिति गठित की गई है वह काम हो रहा है और समीक्षा जल्द ही पूरी हो जाएगी। 

It was informed by the Recruitment Branch that, the results of the JE LICE and the JTO LICE would be published in last week itself. However, this did not happen. Com.P.Abhimanyu, GS, spoke to Ms. Samita Luthra, GM (Rectt.) today in this connection. It was informed by the GM(Rectt.) that the results could not be published last week due to the retirement of the Director (HR). She told that the results would be published this week.

जेटीओ एलआईसीई और जेई एलआईसीई परिणामों का प्रकाशन।

रिक्रूटमेंट शाखा की ओर से बताया गया था कि जेई एलआईसीई और जेटीओ एलआईसीई के परिणाम पिछले सप्ताह ही प्रकाशित किए जाएंगे। हालाँकि, ऐसा नहीं हुआ है। साथी पी. अभिमन्यु, महासचिव ने आज इस संबंध में सुश्री समिता लूथरा, जनरल मैनेजर (Rectt.) से बात की। जनरल मैनेजर (Rectt.) द्वारा सूचित किया गया कि निदेशक (मानव संसाधन) की सेवानिवृत्ति के कारण पिछले सप्ताह परिणाम प्रकाशित नहीं किया जा सका। उन्होंने बताया कि परिणाम इसी सप्ताह प्रकाशित किये जायेंगे। 

BSNLEU pays its respectful homage to Mahatma Gandhi, on the occasion of his 154^th birth anniversary.  Freedom from British rule and building an independent and secular India, were Mahatma Gandhi’s cherished ambitions. India got independence from the British. But, the Mahatma paid the price for upholding secular ideal. The bullets of a religious fanatic killed the Father of the Nation. On the occasion of this Gandhi Jayanti, we pledge to follow the path shown by Mahatma Gandhi and spread his message of building a secular India.

राष्ट्रपिता महात्मा गांधी को श्रद्धांजलि।

BSNLEU महात्मा गांधी को उनकी 154वीं जयंती के अवसर पर अपनी सम्मानजनक श्रद्धांजलि अर्पित करता है। ब्रिटिश शासन से मुक्ति और एक स्वतंत्र और धर्मनिरपेक्ष भारत का निर्माण, महात्मा गांधी की अग्रिम महत्वाकांक्षाएं थीं। भारत को अंग्रेजों से आजादी मिली। लेकिन, महात्मा ने धर्मनिरपेक्ष आदर्श को कायम रखने की कीमत चुकाई। एक धार्मिक कट्टरपंथी की गोलियों ने राष्ट्रपिता की जान ले ली। इस गांधी जयंती के अवसर पर, हम महात्मा गांधी द्वारा दिखाए गए मार्ग पर चलने और धर्मनिरपेक्ष भारत के निर्माण के उनके संदेश को फैलाने का संकल्प लेते हैं।

As per Consumer Price Index numbers released by Labour Bureau on 29-09-2023 (at 8-30 PM), IDA Rate on 2007 Pay-Scales & Pension is likely to increase by 10.0% w.e.f. 1^st October 2023. Existing IDA is 205.6%. IDA increase is 10.0% . New IDA will be 215.6% (from October'23). Payable only after DPE issues necessary orders.

29-09-2023 (रात 8-30 बजे) को श्रम ब्यूरो द्वारा जारी उपभोक्ता मूल्य सूचकांक संख्याओं के अनुसार, 2007 वेतनमान और पेंशन पर 1 अक्टूबर 2023 से आईडीए दर 10.0% बढ़ने की संभावना है। मौजूदा आईडीए 205.6% है। आईडीए वृद्धि 10.0% है। अक्टूबर 23 से नया आईडीए  215.6% होगा। डीपीई द्वारा आवश्यक आदेश जारी करने के बाद ही भुगतान किया जाएगा।

Shri Arvind Vadnerkar, Director (HR), is retiring on superannuation tomorrow the 30^th September, 2023. BSNLEU met the Director (HR) today and bid him farewell by offering a bouquet.  Com.P.Abhimanyu, GS, Com.Pankaj Atri, President and Com.Prem Mohan, Circle Secretary of BSNLEU, Corporate Office, participated in it. BSNLEU wishes a long, happy and healthy retired life to Shri Arvind Vadnerkar.

Dr. M.S. Swaminathan, father of India’s Green Revolution passed away yesterday. He was 98 years old. Dr. M.S. Swaminathan was a world reputed Agriculture Scientist who played a key-role in transforming India from a food-scarce nation into a food grain exporting nation. More than a scientist, Shri M.S. Swaminathan had always been a humanist first. His heart always beat for the poor. BSNLEU pays it’s respectful homage to Shri M.S. Swaminathan and conveys it’s heartfelt condolences to his family members.

As regards the verification of the caste certificates of the ST officials of Maharashtra circle, BSNLEU has already written to the Director (HR) and demanded that the ST officials who actually did not gain employment on the basis of the caste certificate, should be exempted. Com.P.Abhimanyu, GS, met Shri Arvind Vadnerkar, Director (HR) today and discussed this issue. He told the Director (HR) that the CGM Office, Maharashtra circle, has already written letter to the Corporate Office in this connection. The GS requested the Director (HR) to take speedy action on this issue. The Director (HR) assured to do the needful.

The Staff Side of the National Council has already written to the Director (HR) complaining that, the minutes of the 39^th meeting of the National Council carried a fabricated version of the discussions actually held in the meeting. Today, Com.P.Abhimanyu, GS, met Shri Arvind Vadnerkar, Director (HR) and discussed the case and requested him to take remedial action. The Director (HR) assured to do the needful.

In Maharashtra circle, the process of verifying the genuineness of the caste certificates of the ST employees, has already been started by the circle administration. This is being done based on a complaint that, the employees have entered service by producing fake caste certificates. As a result, the ST employees are being harassed. BSNLEU has already taken many steps to stop their harassment, in the name of verification of caste certificates. Today, BSNLEU has written a letter to the Director (HR), demanding to exempt such of those ST employees, who are appointed under Compassionate Grounds, PWD quota and regularisation of TSMs / Casual Mazdoors scheme. These officials have not availed the benefits of the caste certificate. BSNLEU has written this letter, based on a recommendation of the Maharashtra circle administration to this effect.
