Ms. Aruna Sundararajan, Secretary, Telecom has told media persons that the DoT has formed committees, including the one to look into the demand of the private telecom companies, for reduction of spectrum price and to reduce other taxes. It is relevant to mention that, in the India Mobile Congress, held a few days ago, Sunil Mittal Bharti, chief of Airtel, complained that the taxes and levies in the telecom sector is very high and Rs.37 out of every Rs.100 earned by the companies are being paid as tax. Now that the Secretary, Telecom, has stated that a committee would look into this complain. When the government pays so much attention to the grievances of the private companies, why can’t it look into the grievances of BSNL also?

The 3 day Central Working Committee (CWC) meeting of CITU, started today at Visakhapatnam. Com.K.Hemalata, President, CITU, is presiding, and delivered the presidential address. Com.Tapan Sen, General Secretary, CITU, presented the report on activities. In his detailed presentation, Com.Tapan Sen explained about the anti-PSU and pro-Corporate policies of the BJP rule. He called on the CWC meeting to make the 2 day General Strike, to be held on 8^th and 9^th, January, 2019, a great success. Com.P.Abhimanyu, GS, BSNLEU, who is a special invitee to this meeting, addressed and gave a detailed picture of developments taking place in BSNL, and also about the united struggles going on to save and strengthen BSNL.

The two day Circle Executive Committee meeting of BSNLEU, WB Circle was held at Katwa, Burdwan, on 27th& 28th October, 2018.  The meeting started with the hoisting of the Union Red flag by Circle President Com. Nazes Nouroz. Homage was paid to the legendary leader, Com.K.G.Bose, by garlanding his statue.  Com. Anjan Chatterjee, President, CITU, Burdwan (East) district, inaugurated the Conference.

After the inaugural session, the subjects committee started. 20 districts Unions, 36 Branch unions and 14 circle office bearers participated. Asstt. Circle Secretary, Com. Amitava Chattopadhyay presented the report on activities. Com. Madhusudan Saha, Circle Treasurer placed the un-audited statement of accounts.

Com. Animesh Mitra, Circle Secretary, in his speech,  emphasised the need to join the  two day General Strike to be held on 8th and 9th January, 2019 and also the strike to be organised in BSNL, as per the call of the AUAB, for settling the 3rd PRC to the BSNL Employees. He appealed to the delegates that a powerful campaign should be organized at the grass root level to make the strikes successful.  Com. Banani Chattopadhyay, Joint Convener, Working Women Coordinating Committee, reported on the functioning of the Committee in the circle. Decisions were taken to organise the struggle programme called on by the AUAB very effectively, and also to organise trade union classes throughout the circle, to educate the cadres. As regards the betterment of services, it was decided to effectively implement the "BSNL at your door step" movement with all seriousness.  A rally and public meeting were also organised effectively, in connection with the meeting.

A meeting between Ms. Aruna Sundararajan, Secretary, Telecom, and the representatives of the AUAB is taking place at 17:00 hrs. today, in Sanchar Bhawan. Issues contained in the charter of demands of the AUAB, for the ongoing struggle, will come up for discussion in this meeting. Top officers of the DoT and BSNL will also be present in this meeting. As a prelude to this meeting, representatives of the AUAB are meeting at 14:00 hrs. today, to workout their strategy for the meeting. 

The All Unions and Associations of BSNL (AUAB) was formed in October, 2017. Ever since then, it has successfully organised many struggles, including the two day strike in December, 2017 and the massive March to Sanchar Bhawan on 23.02.2018. However, so far it functioned without a Chairman and Convenor. This issue has been discussed in many earlier meetings of the AUAB. Again, it came up for discussion in yesterday’s meeting of the AUAB. Yesterday's meeting has taken unanimous decisions on this issue. Com. Chandeshwar Singh, GS, NFTE, is elected as the Chairman and Com. P. Abhimanyu, GS, BSNLEU, is elected as the Convenor.  The meeting also decided that in all circles and districts, the AUAB should be formed immediately and also the Chairman and Convenor should be elected on the similar pattern followed at the All India level.

After yesterday’s talks with the Secretary, Telecom, was over, the GS, BSNLEU and GS, NFTE BSNL, told the CMD BSNL that a deadlock has arisen in the wage revision talks of the Non-Executives, since the Management Side did not want to give HRA revision. They pointed out that Staff Side cannot accept the proposal of the Management Side to freeze HRA as of 31.12.2016. Both the General Secretaries requested the CMD BSNL to intervene in this matter and to give appropriate directions to the Management Side members, so that the wage revision agreement could be signed without delay. The CMD BSNL listened to the view of the Staff Side and told that he would look into it.

After yesterday’s discussion with Secretary, Telecom, the AUAB, in it’s review meeting, came to the conclusion that the progress made in the matter of wage revision is not satisfactory. Hence, it is decided to go ahead with the agitational programme, and to effectively organise rallies at Corporate Office, Circle and District levels on 14.11.2018. Circle and district unions are requested to closely coordinate with the other constituents of the AUAB and to take maximum efforts to organise the rallies. Flex boards and placards should be prepared in sufficient numbers for the rallies, for effectively conveying our message to the public during the rallies.

AUAB द्वारा CMD BSNL से नॉन एग्जीक्यूटिव कर्मियों की वेज रिवीजन वार्ता में उत्पन्न गतिरोध को खत्म करने हेतु हस्तक्षेप की मांग

02.11.2018 को सेक्रेटरी, टेलीकॉम से हुई चर्चाओं के खत्म होने के पश्चात GS, BSNLEU एवं GS, NFTE BSNL द्वारा CMD BSNL को बताया गया कि नॉन एग्जीक्यूटिव कर्मियों की वेज रिवीजन वार्ता में  गतिरोध उत्पन्न हो गया है क्योंकि मैनेजमेंट साइड HRA रिवीजन देने के पक्ष में नही है। उन्होंने यह भी स्पष्ट किया कि मैनेजमेंट साइड के 31.12.2006 के अनुसार देय HRA फ्रीज करने के प्रस्ताव को स्टाफ साइड स्वीकार नही कर सकती है। दोनों ही जनरल सेक्रेटरीज ने CMD BSNL से इस प्रकरण में  हस्तक्षेप कर मैनेजमेंट साइड को उचित निर्देश देने का अनुरोध किया जिससे कि वेज रिवीजन एग्रीमेंट पर अविलंब हस्ताक्षर किए जा सके। CMD BSNL ने स्टाफ साइड के अनुरोध को सुनने के बाद कहा कि वें इस प्रकरण को देखेंगे।

 AUAB का अपने आंदोलन कार्यक्रम अनुसार आगे बढ़ने का निर्णय- 14.11.2018 को जबरदस्त रूप से रैली आयोजित करें

कल सेक्रेटरी, टेलीकॉम से हुई चर्चाओं पश्चात AUAB  अपनी समीक्षा बैठक में इस निर्णय पर पहुंची कि वेज रिवीजन पर अब तक हुई प्रगति संतोष जनक नही है। अतः यह निर्णय लिया गया कि अपने आंदोलन कार्यक्रम के अनुसार 14.11.2018 को कॉर्पोरेट, सर्किल व जिला स्तर पर प्रभावी तरीके से रैलीज आयोजित की जाए। सर्किल एवं जिला यूनियन्स से अनुरोध है कि AUAB के सभी घटकों से समन्वय स्थापित कर रैलीज आयोजित करने के लिए भरसक प्रयास किए जाएं। रैली के दौरान हमारा संदेश आम जनों तक पहुंचाने के लिए उचित संख्या में फ्लेक्स बोर्ड्स व तख्तियां बनाई जाए।

ऑल यूनियन्स एंड एसोसिएशन्स ऑफ बीएसएनएल (AUAB) का गठन अक्टूबर 2017 में हुआ था। तब से ही AUAB ने दिसंबर 2017 में  दो दिवसीय हड़ताल व 23.02.2018 को संचार भवन पर विशाल मार्च सहित कई संघर्षपूर्ण कार्यक्रम किए हैं। जबकि अब तक AUAB बगैर कन्वेनर व चेयरमैन के कार्य कर रहा था। इस बाबद AUAB की पूर्व में हुई कई मीटिंग्स में चर्चा की गई थी। 02.11.2018 को सम्पन्न मीटिंग में इस मुद्दे पर सर्वानुमति से निर्णय लिया गया। कॉम चंदेश्वर सिंह,GS, NFTE, का चेयरमैन और कॉम पी अभिमन्यु, GS, BSNLEU, का कन्वेनर के रूप में चयन किया गया। मीटिंग में यह भी निर्णय लिया गया कि सभी सर्किल व जिलों में तत्काल AUAB का गठन किया जाए और चेयरमैन और कन्वेनर के चयन में ऑल इंडिया लेवल पर अपनाए गए पैटर्न का अनुसरण किया जाए।

The BSNL Casual Contract Workers Federation has given call to organise hunger strike programme throughout the country on 20th November, 2018, on the issues of implementation of Rs.18,000/- as the minimum wage ; non-implementation of minimum wages, belated payment of wages, non-implementation of EPF, ESI and retrenchment of contract workers. The Ghaziabad CEC meeting of BSNLEU has called on the circle and district unions of BSNLEU to actively support and participate in this programme. CHQ calls upon the circle and district unions to actively involve BSNLEU members in this programme.

GPF advances / withdrawals are not paid to BSNL employees, by the DoT, this month. This is because, BSNL Management did not deposit the GPF contribution deducted from the salary of employees, to the DoT. BSNLEU has already taken up this issue with the CMD BSNL and the Director (HR). Com.Swapan Chakraborty, Dy. GS, met Shri Y.N.Singh, GM(BFCI) today, and enquired about the status of this problem. The GM(BFCI) replied that the amount due for the DoT, on account of GPF, is deposited to the DoT today. The Dy.GS requested the GM(BFCI) to communicate with the DoT authorities and ensure that the GPF payment to the employees are made tomorrow. The GM(BFCI) responded positively.

BSNLEU, is continuously organising study classes for it's members, both at the All India level, as well as at circle level, to educate them on various issues. In line with this practice, BSNLEU, Kerala circle, organised study classes, on 04th and 5th November, 2018, at EMS Academy, Trivandrum.  One hundred and six selected comrades participated in the study classes.  The classes were conducted by prominent teachers, Viz., Com.M.V.Govindan Master, Dr.V.Sivadasan, Com. Puthalathu Dinesan, Com. N.Ratheendran, Com. Soosan Kodi and Sri Sekhar S. Nair. The classes were conducted on the following subjects:-

1. Sabarimala and faith
2. Global Capitalism today
3. The present relevance of Das Capital
4. India - Problems and remedies
5. Left alternatives on Indian politics
6. BSNL services

On 05th November, 2018, in a circle level meeting held at BSNLEU, Tumakuru district, Com.C.K.Gundanna, CS, BSNLEU, Karnataka circle, has donated Rs.28,000/-, which is his one month pension, as his contribution for the 9th All India Conference of BSNLEU, to be held at Mysuru, from 17th to 20th December, 2018. On behalf of Circle Union and also the Reception Committee, Com. M.C. Balakrishna, President, Com.Sudharshan, Working President, Com.J.V. Keshav, Treasurer, received the cheque of Rs.28,000/-.

सबरीमाला: राजनीतिक लाभ के लिए बीजेपी द्वारा माननीय सर्वोच्च न्यायालय के निर्णय का उल्लंघन किया जा रहा है

हमने कई बार देखा है कि जब वर्किंग क्लास के हड़ताल पर जाने के बाद , न्यायालय, कई उच्च न्यायालय और माननीय सर्वोच्च न्यायालय  ने हस्तक्षेप किया है और हड़ताल वापसी के आदेश दिए हैं। आदेश का पालन करते हुए ट्रेड यूनियन्स ने संघर्ष को विराम दिया है। पर अब हम देख रहे हैं कि सबरीमाला पर माननीय सर्वोच्च न्यायालय के निर्णय का सरेआम उल्लंघन हो रहा है। सितंबर में माननीय सर्वोच्च न्यायालय ने निर्णय दिया था कि अब 10 से 50 आयु वर्ग में आने वाली महिलाएं भी सबरीमाला मंदिर में प्रवेश कर सकती है। लेकिन, तुरंत बाद ही, कुछ लोगों द्वारा इस निर्णय को " हिन्दू धर्म और भगवान अय्यपा के अपमान " के रूप में प्रस्तुत किया गया। उनका कहना है कि धार्मिक आस्था के मसलों में न्यायालयों का हस्तक्षेप नही होना चाहिए।

माननीय सर्वोच्च न्यायालय के निर्णय के बाद 10 से 50 आयु वर्ग की कई महिलाएं , जो सबरीमाला मंदिर में प्रवेश करने का प्रयास कर रही थी, को परेशान किया गया, उनके साथ बदसलूकी की गई और उनको पीट कर भगा दिया गया। जैसे तैसे जब दो महिलाएं मुख्य प्रवेश द्वार तक पहुंच गई तो मुख्य पुजारी, कंडारारु राजीवरु, ने मंदिर को बंद करने की धमकी दी। किन्तु अब यह साबित हो गया है कि सबरीमाला में विरोध सिर्फ राजनीतिक लाभ लेने के लिए किया जा रहा है।

केरल के बीजेपी अध्यक्ष, श्रीधरन पिल्लई,  कैमरा के सामने यह शेखी बघारते हुए पकड़े गए हैं कि किस तरह बीजेपी द्वारा सबरीमाला आंदोलन किया जा रहा है। वे वीडियो में यह कहते हुए दिखाई दे रहे हैं कि सबरीमाला के मुख्य पुजारी माननीय सर्वोच्च न्यायालय की अवमानना के भय से चिंतित थे और इस संबंध में उन्होंने उनसे संपर्क किया था। बीजेपी अध्यक्ष ने मुख्य पुजारी से जो कहा वह बयान निम्नानुसार है।

" मैंने उनसे कहा कि वें अकेले नही है। यह न्यायालय की अवमानना नही होगी। यदि अवमानना का प्रकरण दर्ज होता है तो वह सबसे पहले हमारे खिलाफ होगा। आपके साथ हजारों लोग होंगे। जब मैंने उनसे कहा कि वें अपने आपको अकेला न समझे, बस यह एक शब्द ही उनके लिए काफी था। और उस दिन उन्होंने कड़ा निर्णय लिया। यह वह निर्णय था जिसकी वजह से राज्य सरकार और पुलिस को पीछे हटना पड़ा।" यह सब बीजेपी अध्यक्ष वीडियो में अपने कार्यकर्ताओं से कह रहे हैं। वे वीडियो में यह भी कहते हैं कि " सबरीमाला का मुद्दा हमारे लिए एक स्वर्णिम अवसर है।"

अब यह शीशे की तरह साफ है कि सबरीमाला आंदोलन राजनीतिक स्वार्थ पूर्ति के लिए बीजेपी के द्वारा आयोजित किया हुआ है। राजनीतिक लाभ के लिए हिंदुओं की भावनाओं का दोहन किया जा रहा है। प्रजातंत्र का मूल सिद्धान्त है " न्याय के समक्ष सब समान है और न्याय से ऊपर कोई नही है।" 

अब जबकि देश के कानून का वह पार्टी उल्लंघन कर रही जो केंद्र में सत्तासीन है, देखना यह है कि माननीय सर्वोच्च न्यायालय क्या कदम उठाएगा। जो न्यायालय, प्रायः वर्किंग क्लास के खिलाफ काफी सख्ती से पेश आते हैं, उन्हें अब देश के कानून के सम्मान की खातिर वैसी ही सख्ती बरतनी चाहिए।
