BSNLEU's one post of Staff Side member in the National Council is remaining vacant. CHQ has written letter to the PGM (SR), BSNL CO today, nominating Com. Abhishek Rana, Junior Engineer, West Bengal, against that vacant post. A copy of the letter is enclosed.

नेशनल काउंसिल में स्टाफ साइड सदस्य का BSNLEU का एक पद रिक्त रह गया है। सीएचक्यू ने आज बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (एसआर) को पत्र लिखकर उस रिक्त पद के लिए साथी अभिषेक राणा, जूनियर इंजीनियर, पश्चिम बंगाल को नामित किया है। पत्र की एक प्रति संलग्न है।

Today is the 50th death anniversary of the legendary trade union leader, Com.K.G.Bose. Even 50 years after his passing away, the ideological direction given by Com.K.G.Bose, continues to influence the Postal and Telecommunications trade union movement. He entered into the service, as a clerk in the DET office in Kolkata. But, he was dismissed from service in 1949 itself. Nevertheless, Com.K.G.Bose continued to work in the P&T trade union movement. He worked as the circle secretary of both E3 and P3 circle unions of West Bengal. In 1970, Com.K.G.Bose got elected as the President of the mighty National Federation of Postal and Telegraph Employees (NFPTE). There was a contest for this post. Com.K.G.Bose got elected, defeating the then young Congress leader, Mohan Dharia. Within NFPTE, Com.K.G.Bose conducted an ideological struggle, to give the correct direction of fighting against the anti-working class policies of the government. Com.K.G.Bose relentlessly travelled throughout the length and breadth of the country and organised a working class oriented powerful P&T trade union movement. He inspired thousands of comrades, who became dedicated and selfless leaders of the working class movement. In that process, the health of Com.K.G.Bose got affected. He passed away at an early age of 53. It is a matter of pride for all of us that, BSNLEU continues to march ahead in the path shown by Com.K.G.Bose. We pay our respectful homage to Com.K.G.Bose on the occasion of his 50th death anniversary.

साथी के.जी. बोस को सादर श्रद्धांजलि। 

आज महान ट्रेड यूनियन नेता साथी के.जी. बोस की 50वीं पुण्यतिथि है। उनके निधन के 50 साल बाद भी साथी के.जी. बोस द्वारा दी गई वैचारिक दिशा डाक और दूरसंचार ट्रेड यूनियन आंदोलन को प्रभावित करती है। वे कोलकाता में डी.ई.टी. कार्यालय में क्लर्क के रूप में सेवा में आए थे। लेकिन, 1949 में ही उन्हें सेवा से बर्खास्त कर दिया गया। इसके बावजूद साथी के.जी. बोस पी.एंड.टी. ट्रेड यूनियन आंदोलन में काम करते रहे। उन्होंने पश्चिम बंगाल के ई3 और पी3 दोनों सर्किल यूनियनों के सर्किल सचिव के रूप में काम किया। 1970 में साथी के.जी. बोस शक्तिशाली नेशनल फेडरेशन ऑफ पोस्टल एंड टेलीग्राफ एम्प्लाइज (एन.एफ.पी.टी.ई.) के अध्यक्ष चुने गए। इस पद के लिए मुकाबला था। साथी के.जी. बोस तत्कालीन युवा कांग्रेस नेता मोहन धारिया को हराकर निर्वाचित हुए। एनएफपीटीई के भीतर साथी के.जी. बोस ने सरकार की मजदूर वर्ग विरोधी नीतियों के खिलाफ लड़ाई की सही दिशा देने के लिए एक वैचारिक संघर्ष किया। साथी के.जी. बोस ने पूरे देश में अथक यात्रा की और मजदूर वर्ग उन्मुख शक्तिशाली पी एंड टी ट्रेड यूनियन आंदोलन का आयोजन किया। उन्होंने हजारों साथियों को प्रेरित किया, जो मजदूर वर्ग आंदोलन के समर्पित और निस्वार्थ नेता बन गए। उस प्रक्रिया में, साथी के.जी. बोस का स्वास्थ्य प्रभावित हुआ। 53 वर्ष की कम उम्र में उनका निधन हो गया। यह हम सभी के लिए गर्व की बात है कि BSNLEU साथी के.जी. बोस द्वारा दिखाए गए मार्ग पर आगे बढ़ रहा है। हम साथी के.जी. बोस को उनकी 50वीं पुण्यतिथि के अवसर पर अपनी श्रद्धांजलि अर्पित करते हैं।

BSNL Management finalised the Restructuring of Manpower in 2021. After restructuring, the details of the sanctioned posts of the Non-Executive and Executive cadres were communicated by the Corporate Office on 23.11.2021. According to this letter, the total number of sanctioned posts is 71,442. Out of this, the number of Non-Executive posts is 35,341 and the number of Executive posts is 36,101. As on 31.03.2024, out of the 35,341 sanctioned posts, only 26,435 Non-Executives are working. A total of 8,906 Non-Executive posts are remaining vacant. This is due to retirement, promotions, etc. BSNLEU has written a letter to the CMD BSNL today, requesting him to take early steps for filling up all the vacant posts.

8,906 नॉन एक्ज़ीक्यूटिव पदों को भरें – BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

बीएसएनएल प्रबंधन ने 2021 में मानव संसाधन के पुनर्गठन को अंतिम रूप दिया। पुनर्गठन के बाद नॉन एक्ज़ीक्यूटिव और एक्ज़ीक्यूटिव केडर के स्वीकृत पदों का विवरण 23.11.2021 को कॉर्पोरेट कार्यालय द्वारा सूचित किया गया था। इस पत्र के अनुसार, स्वीकृत पदों की कुल संख्या 71,442 है। इसमें से 31.03.2024 तक, नॉन एक्ज़ीक्यूटिव पदों की संख्या 35,341 और एक्ज़ीक्यूटिव पदों की संख्या 36,101 है। 35,341 स्वीकृत पदों में से केवल 26,435 नॉन एक्ज़ीक्यूटिव्स कार्यरत हैं। कुल 8,906 नॉन एग्जीक्यूटिव पद रिक्त रह गए हैं। ऐसा सेवानिवृत्ति, पदोन्नति आदि के कारण है। BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर सभी रिक्त पदों को भरने के लिए शीघ्र कदम उठाने का अनुरोध किया है।

BSNLEU is continuously pressing on the Management to declare the results of the JTO LICEs conducted in Punjab circle for the Vacancy Years 2015-16, 2016-17 and 2017-18. Once again, the issue was prominently discussed by Com.P.Abhimanyu, GS, in the meeting held with the new CMD BSNL, Shri A. Robert J. Ravi, on 28.10.2024.  Dr. Kalyan Sagar Nippani, Director (HR), was also present in the meeting. The CMD BSNL was sympathetic on the issue and assured to take positive action. However, nothing has happened thereafter. Hence, BSNLEU has once again written letter to the Director (HR) today, requesting him to take the needful follow-up action on this issue.

पंजाब सर्किल में आयोजित जेटीओ एलआईसीई की घोषणा - BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर आवश्यक अनुवर्ती कार्रवाई करने का अनुरोध किया।

BSNLEU लगातार प्रबंधन पर दबाव बना रहा है कि रिक्ति वर्ष 2015-16, 2016-17 और 2017-18 के लिए पंजाब सर्किल में आयोजित जेटीओ एलआईसीई के परिणाम घोषित किए जाएं। एक बार फिर, इस मुद्दे पर साथी पी.अभिमन्यु, महासचिव द्वारा 28.10.2024 को नए सीएमडी बीएसएनएल, श्री ए रॉबर्ट जे रवि के साथ आयोजित बैठक में प्रमुखता से चर्चा की गई। बैठक में डॉ. कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) भी मौजूद थे। सीएमडी बीएसएनएल ने इस मुद्दे पर सहानुभूति व्यक्त की और सकारात्मक कार्रवाई करने का आश्वासन दिया। हालांकि उसके बाद कुछ नहीं हुआ। इसलिए, BSNLEU ने आज एक बार फिर निदेशक (मानव संसाधन) को पत्र लिखकर उनसे इस मुद्दे पर आवश्यक अनुवर्ती कार्रवाई करने का अनुरोध किया है। 

The Group Term Insurance (GTI) Scheme for the Executives and Non-Executives of BSNL has to be renewed w.e.f. 01.03.2025. Today, BSNLEU has written letter to the PGM(Estt.), BSNL CO., requesting him to initiate early steps for the renewal of the GTI Scheme, so that BSNL will get sufficient time to bargain the premium rates with LIC or any other insurance company. In the previous years, the initiative was not taken well in advance to ensure sufficient time to BSNL to bargain the premium amount. In the GTI Scheme, the assured sum for the Executives is kept at Rs.50 lakhs, whereas the assured sum for the Non-Executives is kept at Rs.20 lakhs. BSNLEU has demanded that the assured sum of the Non-Executives should also be kept as Rs.50 lakhs, in respect of the willing Non-Executives.

जीटीआई योजना का नवीनीकरण 01.03.2025 से प्रभावी - BSNLEU ने इच्छुक नॉन एक्ज़िक्यूटिव्स के लिए बीमा राशि 50 लाख रुपये निर्धारित करने की मांग की।

बीएसएनएल के एक्ज़िक्यूटिव्स और नॉन एक्ज़िक्यूटिव्स के लिए ग्रुप टर्म इंस्योरेंस (जीटीआई) योजना का नवीनीकरण 01.03.2025 से किया जाना है। आज BSNLEU ने बीएसएनएल कंपनी के प्रिंसिपल जनरल मैनेजर (एस्टा) को पत्र लिखकर जीटीआई योजना के नवीनीकरण के लिए शीघ्र कदम उठाने का अनुरोध किया है, ताकि बीएसएनएल को एलआईसी या किसी अन्य बीमा कंपनी के साथ प्रीमियम दरों पर सौदेबाजी करने के लिए पर्याप्त समय मिल सके। पिछले वर्षों में बीएसएनएल को प्रीमियम राशि पर सौदेबाजी करने के लिए पर्याप्त समय सुनिश्चित करने के लिए पहले से पहल नहीं की गई थी। जीटीआई योजना में कार्यकारियों के लिए बीमा राशि 50 लाख रुपये रखी गई है । BSNLEU ने मांग की है कि इच्छुक नॉन एक्ज़िक्यूटिव्स के लिए भी बीमा राशि 50 लाख रुपये रखी जानी चाहिए।

In many circles, still the circle council has not been constituted. The Corporate Office is one such circle. The Corporate Office circle council has to be constituted by the PGM(Admn.) of the Corporate Office. BSNLEU has already submitted it’s nominations to the PGM(Admn.) long back. Yesterday, Com.P.Abhimanyu, GS, discussed this issue with Shri Sanjeev Tyagi, PGM(Admn.) and requested him to constitute the circle council of the Corporate Office without further delay. After discussion, the PGM(Admn.) agreed to constitute the circle council expeditiously.   

कारपोरेट कार्यालय की सर्किल काउंसिल का शीघ्र गठन करें - महासचिव, BSNLEU ने बीएसएनएल  कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (प्रशासन) को कहा। 

कई सर्किलों में अभी भी सर्किल काउंसिल का गठन नहीं हो पाया है। कॉरपोरेट कार्यालय ऐसा ही एक सर्किल है। कॉरपोरेट कार्यालय की सर्किल काउंसिल का गठन कॉरपोरेट कार्यालय के प्रिंसिपल जनरल मैनेजर (प्रशासन) द्वारा किया जाना है। BSNLEU ने काफी समय पहले ही प्रिंसिपल जनरल मैनेजर (प्रशासन) को अपने नामांकन सौंप दिए हैं। कल, साथी पी. अभिमन्यु, महासचिव ने श्री संजीव त्यागी, प्रिंसिपल जनरल मैनेजर (प्रशासन) के साथ इस मुद्दे पर चर्चा की और उनसे बिना किसी देरी के कॉरपोरेट कार्यालय की सर्किल काउंसिल का गठन करने का अनुरोध किया। चर्चा के बाद, प्रिंसिपल जनरल मैनेजर (प्रशासन) ने सर्किल काउंसिल का शीघ्र गठन करने पर सहमति व्यक्त की। 

BSNLEU has complained that the Corporate Office is ignoring the qualified coaches and is sending unqualified and hand-picked persons as coaches for various sports meets. The Admn. Branch has also not finalised the list of qualified coaches, based on the applications already called for. This issue was also discussed in the meeting held with the Director (HR) on 08.11.2024. Com.P. Abhimanyu, GS, reviewed this issue also with the Shri Sanjeev Tyagi, PGM (Admn.) yesterday. The PGM(Admn.) replied that, fresh applications are being called for by the Corporate Office from qualified coaches, based on which coaches would be selected.

प्रशिक्षकों के चयन के लिए कॉर्पोरेट कार्यालय आवेदन आमंत्रित करेगा - प्रिंसिपल जनरल मैनेजर (प्रशासन) ने  महासचिव, BSNLEU को सूचित किया।

BSNLEU ने शिकायत की है कि कॉर्पोरेट कार्यालय योग्य प्रशिक्षकों की अनदेखी कर रहा है और विभिन्न खेल प्रतियोगिताओं के लिए अयोग्य और चुनिंदा व्यक्तियों को प्रशिक्षक के रूप में भेज रहा है। प्रशासन शाखा ने पहले से मांगे गए आवेदनों के आधार पर योग्य प्रशिक्षकों की सूची को भी अंतिम रूप नहीं दिया है। 08.11.2024 को निदेशक (मानव संसाधन) के साथ आयोजित बैठक में भी इस मुद्दे पर चर्चा की गई। साथी पी. अभिमन्यु, महासचिव ने कल श्री संजीव त्यागी, प्रिंसिपल जनरल मैनेजर (प्रशासन) के साथ इस मुद्दे की समीक्षा की। प्रिंसिपल जनरल मैनेजर (प्रशासन) ने जवाब दिया कि, कॉर्पोरेट कार्यालय द्वारा योग्य प्रशिक्षकों से नए आवेदन आमंत्रित किए जा रहे हैं जिसके आधार पर प्रशिक्षकों का चयन किया जाएगा।

BSNLEU has long been insisting that, career progression of outstanding sports personnel, already recommended by the respective CGMs under the old policy, should be settled by the Corporate Office. However, the Admin Branch of the Corporate Office did not take any action on this demand. Especially, BSNLEU had been raising the cases of Ms. Nandita Dutta (West Bengal), Ms.Sumitra Pujari (Assam) and Shri Ravi Kumar (Karnataka). This issue was prominently discussed in the meeting held with the Director (HR) on 08.11.2024. Com.P.Abhimanyu, GS, met Shri Sanjeev Tyagi, PGM(Admn.) yesterday and discussed about the action taken on this item. The PGM(Admn.) replied that the issues have been reviewed by the Admn. Branch and have been rejected, for not fulfilling the criteria. The General Secretary requested the PGM(Admn.) to communicate this decision to BSNLEU with the reasons for rejecting the cases.  The PGM(Admn.) agreed to communicate the decision to the Union.

उत्कृष्ट खेल कर्मियों का कैरियर प्रोग्रेशन - महासचिव ने प्रिंसिपल जनरल मैनेजर (प्रशासन) से चर्चा की।

BSNLEU लंबे समय से इस बात पर जोर दे रहा है कि पुरानी नीति के तहत संबंधित चीफ जनरल मैनेजर द्वारा पहले से अनुशंसित उत्कृष्ट खेल कर्मियों के कैरियर प्रोग्रेशन का निपटान कॉर्पोरेट कार्यालय द्वारा किया जाना चाहिए। हालांकि, कॉर्पोरेट कार्यालय की प्रशासनिक शाखा ने इस मांग पर कोई कार्रवाई नहीं की। विशेष रूप से BSNLEU सुश्री नंदिता दत्ता (पश्चिम बंगाल), सुश्री सुमित्रा पुजारी (असम) और श्री रवि कुमार (कर्नाटक) के मामलों को उठा रहा था। 08.11.2024 को निदेशक (मानव संसाधन) के साथ आयोजित बैठक में इस मुद्दे पर प्रमुखता से चर्चा की गई। साथी पी अभिमन्यु, महासचिव ने कल श्री संजीव त्यागी, प्रिंसिपल जनरल मैनेजर (प्रशासन) से मुलाकात की और इस मद पर की गई कार्रवाई के बारे में चर्चा की। प्रिंसिपल जनरल मैनेजर (प्रशासन) ने जवाब दिया कि मुद्दों की प्रशासन शाखा द्वारा समीक्षा की गई है और मानदंडों को पूरा नहीं करने के कारण उन्हें अस्वीकार कर दिया गया है। महासचिव ने प्रिंसिपल जनरल मैनेजर (प्रशासन) से अनुरोध किया कि वे इस निर्णय को BSNLEU को सूचित करें तथा मामले को खारिज करने के कारणों की जानकारी दें। प्रिंसिपल जनरल मैनेजर (प्रशासन) ने निर्णय को यूनियन को सूचित करने पर सहमति व्यक्त की।
