05 - Jun - 2026 Today is the 5th June, the day which is popular to observe as World Environment Day. World Environment Day reminds us that protecting nature is essential for a better future. Climate change, rising temperatures, floods, droughts, and environmental degradation are posing serious challenges to people across the world. The developed and imperialist countries, led by the USA, have historically contributed the most to global warming through excessive consumption and carbon emissions. In India, policies favouring corporate interests have resulted in the large-scale diversion of forests and natural resources for commercial exploitation, adversely affecting tribal communities, farmers, workers, and the common people. As trade unions, we believe that development should be sustainable and people-oriented. Forests, water resources, biodiversity, and the rights of local communities must be protected. On this World Environment Day, let us renew our commitment to protecting the environment and building a safe and sustainable future for the coming generations. Save Nature – Save Humanity.
BSNLEU Madhya Pradesh Circle successfully organised its Circle Working Committee meeting along with the Silver Jubilee Celebration at Pipariya on 03.06.2026, with enthusiastic participation of district secretaries, circle office bearers and a large number of members. The programme commenced with homage to the martyrs, followed by a colourful Silver Jubilee celebration attended by a houseful gathering. Com. Animesh Mitra, General Secretary and Com. Prakash Sharma, Circle President, highlighted the historic formation of BSNLEU at Visakhapatnam in 2001 and its glorious 25-year journey. Com. B.S. Raghuwanshi, Circle Secretary, presented the activity report, while Com. Prakash Sharma presided over the meeting. Com. Manoj Sharma, Organising Secretary (CHQ), Com. Animesh Mitra, Shri Rajkumar Chhanena, PGM, Itarsi, and Com. H.S. Thakur, CS, AIBDPA, addressed the gathering on organisational issues, Wage Revision, New Promotion Policy, Membership Verification, joint struggles and the achievements of BSNLEU. The meeting adopted resolutions supporting CHQ’s stand on Wage Revision, Pension Revision, Union Verification, LICE, revision of perks and allowances, and the need for united struggles. It also unanimously decided to organise Silver Jubilee celebrations at BA level. Com. Nanakram Raghuwanshi, Circle Treasurer, was felicitated on his retirement. CHQ congratulates the Madhya Pradesh Circle for successfully organising the CWC meeting and Silver Jubilee Celebration.
As per the decision of the government of India, BBNL( Bharat Broadband Network Ltd.) has been amalgamated (merged) with BSNL. The BBNL has issued the order on 03-06-2026 in this connection. The order states that, the Union Cabinet has taken the decision for the amalgamation of BBNL with BSNL and that the Ministry of Corporate Affairs, Government of India, has given it's approval for this amalgamation on 18-05-2026. The order also states that consequent to the amalgamation of BBNL with BSNL, all the assets and liabilities of BBNL stands transferred to BSNL. Rumours have been going on for long about the merger of BBNL with BSNL. Now, the actual merger has taken place. What impact this merger is going to have on the revival of BSNL and also the impact this merger is going to have on the workforce of BSNL, needs to be studied. BSNLEU will duly look into this matter and take needful action to safeguard the interests of BSNL and the interests of it's employees. BSNLEU has expressed concern over the administration's continued delay in considering the cases of Rule-9 officials who have completed two years at their home stations. On 02.06.2026, the General Secretary submitted a list of affected officials from the UP (East) Circle seeking extension of their tenure. Although Director (HR) assured favourable consideration during discussions, no instructions have reportedly been issued to the circle administration. BSNLEU has urged the management to intervene immediately and provide relief to the affected officials. Copy of the letter is attached herewith.
BSNLEU CHQ has once again taken up the issue of Superannuation Benefits (SAB) for BSNL-recruited employees with the CMD, BSNL. While the 2nd PRC recommended SAB contribution at 30% of Basic Pay + DA, BSNL is presently contributing only 25.1%, resulting in a shortfall of 4.9%. The issue has been repeatedly raised by BSNLEU in various forums, including the National Council. The shortfall is adversely affecting the retirement benefits of BSNL-recruited employees, including Non-Executives. BSNLEU has urged the CMD, BSNL, to take immediate action to implement the 2nd PRC recommendation and settle this long-pending genuine demand.
BSNL में भर्ती हुए कर्मचारियों के लिए सुपरएन्युएशन बेनिफिट्स (SAB) बेसिक पे + DA का 30% होना चाहिए – BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखा।
BSNLEU सीएचक्यू ने एक बार फिर बीएसएनएल में भर्ती हुए कर्मचारियों के लिए सुपरएन्युएशन बेनिफिट्स (SAB) का मुद्दा सीएमडी, बीएसएनएल के सामने उठाया है। जहाँ 2nd पीआरसी ने SAB योगदान को बेसिक पे + DA का 30% रखने की सिफ़ारिश की थी, वहीं बीएसएनएल अभी सिर्फ़ 25.1% का योगदान दे रहा है, जिससे 4.9% की कमी हो रही है। BSNLEU ने नेशनल काउंसिल सहित अलग-अलग मंचों पर इस मुद्दे को बार-बार उठाया है। इस कमी का बीएसएनएल में भर्ती हुए कर्मचारियों, जिनमें नॉन-एग्जीक्यूटिव भी शामिल हैं, के रिटायरमेंट बेनिफिट्स पर बुरा असर पड़ रहा है। BSNLEU ने सीएमडी, बीएसएनएल से गुज़ारिश की है कि वे 2nd पीआरसी की सिफ़ारिश को लागू करने और इस लंबे समय से अटकी हुई जायज़ माँग को पूरा करने के लिए तुरंत कदम उठाएँ।
The Central Labour Commissioner (CLC), New Delhi, has recently been taking up the issue of ensuring timely payment of wages and extension of all applicable social security benefits to contract and outsourced workers engaged in BSNL. BSNLEU has been continuously pursuing this matter with the BSNL Corporate Office through a series of communications. In response, the Corporate Office has issued instructions to all CGMs to take appropriate action on the subject. Accordingly, the AGM, WS&I Cell, Corporate Office, vide Letter No. BSNLCO-RSTG/21(11)/3/2020-RSTG dated 01.06.2026, has issued a notification directing strict compliance with the Ministry of Finance, Department of Expenditure guidelines regarding timely payment of wages to outsourced contractual manpower and effective monitoring of contractor accountability. All Circle Secretaries are requested to immediately take up the long-pending and pressing issues concerning casual, contract, and outsourced workers in their respective circles by effectively utilising the provisions and directions contained in the above notification. The matter should be vigorously pursued with the concerned BSNL authorities to ensure full compliance with the instructions and to safeguard the interests and welfare of the affected workers.
Com.Animesh Mitra, General Secretary and Com.P.Abhimanyu, Vice President, met Dr. Kalyan Sagar Nippani, Director (HR), yesterday the 01.06.2026, and discussed certain important staff issues. The details are as follows.
As decided in the Central Secretariat meeting held on 17.05.2026, the next CEC meeting of BSNLEU will be held at Vijayawada, Andhra Pradesh Circle, on 05th and 06th July 2026. The dates have been confirmed by the Andhra Pradesh Circle Union. CHQ conveys its greetings and appreciation to the Andhra Pradesh and Telangana Circle Unions for jointly taking responsibility for hosting the meeting and sharing the financial burden. All CEC members are requested to book their journey tickets at the earliest to avoid inconvenience and ensure to their participation in the meeting. Formal notification for the CEC meeting is already issued.

17.05.2026 को आयोजित केंद्रीय सचिवालय की बैठक में लिए गए निर्णय के अनुसार, BSNLEU की अगली सीईसी बैठक 05 और 06 जुलाई 2026 को विजयवाड़ा, आंध्र प्रदेश सर्किल में आयोजित की जाएगी। इन तारीखों की पुष्टि आंध्र प्रदेश सर्किल यूनियन द्वारा कर दी गई है। सीएचक्यू आंध्र प्रदेश और तेलंगाना सर्किल यूनियनों को इस बैठक की मेज़बानी करने और इसके वित्तीय भार को साझा करने की संयुक्त ज़िम्मेदारी उठाने के लिए अपनी शुभकामनाएँ और सराहना व्यक्त करता है। सभी सीईसी सदस्यों से अनुरोध है कि वे किसी भी असुविधा से बचने और बैठक में अपनी भागीदारी सुनिश्चित करने के लिए अपनी यात्रा टिकटें जल्द से जल्द बुक कर लें।
The Corporate Office has issued the annual notification for change of membership subscription to unions and associations in BSNL. For Non-Executives, the membership option window in the ERP ESS Portal will remain open from 16.06.2026 to 15.07.2026 as per the existing procedure. All Circle Secretaries and District Secretaries are requested to maintain close contact with members during this period and ensure maximum retention of membership. The actual membership strength as on 16.07.2026 should be reported to CHQ immediately.
The Uttarakhand Circle Conference of BSNLEU was successfully held at Dehradun Telephone Exchange on 31.05.2026 with enthusiastic participation of members, especially young workers. Addressing the conference, Com. Animesh Mitra, General Secretary, elaborated on important organisational issues, challenges faced by BSNL employees and the latest position of the pending wage revision. Senior leaders Com. K.S. Soun, Com. P.B. Dhobal and Com. P.C. Kandpal also addressed the conference. The conference adopted the Secretariat report and Audited Accounts presented by Com. Devendra Singh Bisht, Circle Secretary. Delegates discussed key issues such as promotion policy, revision of perks and allowances, and improvement of 4G services. The conference also resolved to intensify preparations for the 10th Membership Verification campaign. The conference unanimously elected Com. K.S. Soun as Circle President and Com. Devendra Singh Bisht as Circle Secretary. BSNLEU CHQ congratulates the Uttarakhand Circle Union for the successful conduct of the conference and the election of a young and dynamic leadership team.
BSNLEU उत्तराखंड सर्कल सम्मेलन सफलतापूर्वक संपन्न हुआ।
BSNLEU का उत्तराखंड सर्कल सम्मेलन 31.05.2026 को देहरादून टेलीफोन एक्सचेंज में सदस्यों, विशेष रूप से युवा कर्मचारियों की उत्साहपूर्ण भागीदारी के साथ सफलतापूर्वक आयोजित किया गया। सम्मेलन को संबोधित करते हुए, महासचिव साथी अनिमेष मित्रा ने महत्वपूर्ण संगठनात्मक मुद्दों, बीएसएनएल कर्मचारियों के सामने आने वाली चुनौतियों और लंबित वेतन संशोधन की वर्तमान स्थिति पर विस्तार से चर्चा की। वरिष्ठ नेताओं साथी के.एस. सौन, साथी पी.बी. धोबाल और साथी पी.सी. कांडपाल ने भी सम्मेलन को संबोधित किया। सम्मेलन ने सर्कल सचिव साथी देवेंद्र सिंह बिष्ट द्वारा प्रस्तुत सचिवालय रिपोर्ट और ऑडिट किए गए खातों को स्वीकार कर लिया। प्रतिनिधियों ने पदोन्नति नीति, भत्तों और अलाउंस में संशोधन, और 4G सेवाओं में सुधार जैसे प्रमुख मुद्दों पर चर्चा की। सम्मेलन ने 10वें सदस्यता सत्यापन अभियान की तैयारियों को तेज करने का भी संकल्प लिया। सम्मेलन ने सर्वसम्मति से साथी के.एस. सौन को सर्कल अध्यक्ष और साथी देवेंद्र सिंह बिष्ट को सर्कल सचिव चुना। BSNLEU सीएचक्यू सम्मेलन के सफल आयोजन और एक युवा तथा गतिशील नेतृत्व टीम के चुनाव के लिए उत्तराखंड सर्कल यूनियन को बधाई देता है।
A warm farewell ceremony was organised at Kalyan, Maharashtra, in honour of Com. Kautik Baste on his last working day in BSNL. The entire staff of Maharashtra circle, glorified his dedicated role in service and highly appreciated his valuable contributions to the trade union movement. Starting his career as a Casual Labourer in 1983, Com. Kautik Baste rose through hard work and dedication to become Telecom Mechanic and later a respected trade union leader. His nearly 36 years of sincere service in DoT/BSNL and committed role as District Secretary, Kalyan and Circle Secretary, Maharashtra Circle were appreciated by all the participants. BSNLEU CHQ conveyed heartfelt greetings and wished Com. Kautik Baste and his family a healthy, happy and peaceful retired life.
साथी कौतिक बस्ते, सर्कल सेक्रेटरी, BSNLEU, महाराष्ट्र सर्कल, 31.05.2026 को सुपरएनुएशन पर रिटायर हो रहे हैं।
बीएसएनएल में अपने आखिरी कामकाजी दिन पर, साथी कौतिक बस्ते के सम्मान में महाराष्ट्र के कल्याण में एक शानदार विदाई समारोह आयोजित किया गया। महाराष्ट्र सर्कल के पूरे स्टाफ ने सेवा में उनकी समर्पित भूमिका की सराहना की और ट्रेड यूनियन आंदोलन में उनके बहुमूल्य योगदान की बहुत तारीफ़ की। 1983 में एक कैज़ुअल लेबरर के तौर पर अपना करियर शुरू करने वाले साथी कौतिक बस्ते ने कड़ी मेहनत और लगन से आगे बढ़ते हुए टेलीकॉम मैकेनिक का पद हासिल किया और बाद में एक सम्मानित ट्रेड यूनियन नेता बने। DoT/बीएसएनएल में उनकी लगभग 36 वर्षों की सच्ची सेवा और कल्याण के डिस्ट्रिक्ट सेक्रेटरी तथा महाराष्ट्र सर्कल के सर्कल सेक्रेटरी के तौर पर उनकी समर्पित भूमिका की सभी प्रतिभागियों ने सराहना की। BSNLEU सीएचक्यू ने हार्दिक शुभकामनाएं दीं और साथी कौतिक बस्ते तथा उनके परिवार के लिए एक स्वस्थ, खुशहाल और शांतिपूर्ण रिटायरमेंट जीवन की कामना की।
BSNLEU has been consistently raising the issues of contract and casual labourers in BSNL. The BSNL Casual Contract Workers Federation has also submitted several memoranda to the BSNL Management and the Chief Labour Commissioner, resulting in earlier instructions from the Corporate Office on implementation of labour laws. As complaints of non-compliance continue from the field units, the Corporate Office has now issued fresh instructions to all CGMs, following discussions held in the Ministry of Labour & Employment, to strictly monitor compliance with labour laws and welfare measures for contract and casual labourers in BSNL.
BSNL कॉर्पोरेट ऑफिस ने सभी सीजीएम को श्रम कानूनों की कड़ी निगरानी सुनिश्चित करने का निर्देश दिया।
BSNLEU लगातार बीएसएनएल में ठेका और कैज़ुअल मज़दूरों के मुद्दों को उठाता रहा है। बीएसएनएल कैज़ुअल कॉन्ट्रैक्ट वर्कर्स फेडरेशन ने भी बीएसएनएल मैनेजमेंट और मुख्य श्रम आयुक्त को कई ज्ञापन सौंपे हैं, जिसके परिणामस्वरूप कॉर्पोरेट ऑफिस से श्रम कानूनों के कार्यान्वयन पर पहले भी निर्देश जारी किए गए थे। चूंकि फील्ड यूनिट्स से नियमों के पालन न होने की शिकायतें लगातार आ रही हैं, इसलिए कॉर्पोरेट ऑफिस ने अब श्रम एवं रोज़गार मंत्रालय में हुई चर्चाओं के बाद सभी सीजीएम को नए निर्देश जारी किए हैं। इन निर्देशों में बीएसएनएल में ठेका और कैज़ुअल मज़दूरों के लिए श्रम कानूनों और कल्याणकारी उपायों के पालन की कड़ी निगरानी करने को कहा गया है।
BSNLEU welcomes the decision of the BSNL Management to recruit fresh engineers in the cadres of JTO (Telecom) and Senior Executive Trainee (SET) after a long gap. Though the vacancies notified are very limited, the move is a positive step for strengthening BSNL. However, it is unfortunate that while recruiting outsiders, the Management has virtually stopped Compassionate Ground Appointments (CGA) and is also refusing to relax restructuring norms for conducting departmental competitive examinations (LICE) in JTO, JE and TT cadres. As a result, employees in many circles are being denied promotional opportunities. BSNLEU strongly condemns this double standard approach and demands immediate reopening of Compassionate Ground Appointments, relaxation of Restructuring norms for conducting LICEs, conducting Internal Examinations in all circles without discrimination and equal opportunities for employees and eligible dependents within BSNL.
Due to the indifferent attitude of the Corporate Office Management, many genuine and long-pending staff issues remain unsettled, causing serious hardship to employees. In this connection, Com. Animesh Mitra, General Secretary, met Shri Rajeev Kaushik, PGM(SR), BSNL and discussed several important issues affecting the employees. The issues discussed included retrenchment of contract workers in West Bengal and Kolkata Telephones circles, extension of the time limit for Rule-9 deputation cases, payment of DA arrears to casual labourers, schedule for the next Membership Verification and promotion of left-out sports personnel. The PGM(SR) assured that necessary action would be taken on these issues.
