BSNLEU is continuously taking up the issue of Career Progression of the sports personnel. BSNLEU has already written many letters on this issue. Today Com.P.Abhimanyu, General Secretary, and Com. John Verghese, Dy.GS, discussed this issue with Shri P.K. Purwar, CMD, BSNL CO., and demanded speedy implementation of the Career Progression for the sports personnel.
Cases which were rejected by the committee, and the left-out cases of career progression which was duly recommended by the CGM but was not put up to the committee. BSNLEU submitted that the left-out cases should be settled as per the earlier rules on the subject till the final report of the committee is framed. BSNLEU also requested CMD to hold the Sports Board meeting at the earliest and also to conduct the much delayed BSNL All India Sports and Cultural meet. The CMD replied that necessary action is being taken on this issue and that it will be settled soon.
In the notification issued for holding Special JTO LICE, a condition has been imposed that, those qualified candidates who refuse to join the opted circles, will be debarred for a period of one year, for appearing in the next JTO LICE. In the meeting held with the CMD BSNL today, this issue was raised by BSNLEU. It was demanded that, this is a harsh condition and hence should be removed. After discussion, the CMD BSNL agreed that some time limit would be given (say 10 or 15 days) for the candidates to opt out. Those who are unwilling can opt out during this period.
BSNLEU pointed out that, the Corporate Office has issued instructions stating that, Rule 8 transfer of DR JEs can be considered from surplus circle to deficient circles. The Union complained to the CMD BSNL that, this instruction of the Corporate Office is not being implemented many circles including NE-I and NE-II circles. This is causing extreme difficulties to the DR JEs who have become eligible for Rule 8 transfers and who are also badly in need of them. The CMD BSNL assured to look into this issue.
This issue was discussed with Shri Saurabh Tyagi, PGM(Estt.) today. BSNLEU pointed out that, 95 JTO posts belonging to ST category are lying vacant for the past so many years. These vacancies are not filled up, even though they are carried forward for more than 3 Recruitment Years, due to the non-availability of ST candidates in Punjab circle. BSNLEU demanded that, the Management should initiate the process for dereserving these posts, as per the Government Rules. The PGM(Estt.) stated that needful action would be taken.
The BSNL Management, vide letter no.BSNL/20-2/SR/2022 dated 18.07.2022, gave the draft policy for the allotment of accommodation to unions and associations. BSNLEU, vide it’s letter no.BSNLEU/516(QRTS) dated 22.07.2022, submitted it’s views, opposing some of the clauses and seeking modification to many of the clauses. Finally, the Corporate Office has issued the “Policy for allotment of accommodation to unions and associations of BSNL 2022”.
In the campaign for the 9th Membership Verification, a very big attack was made on BSNLEU and it was blamed for the non-settlement of the problems of the Non-Executives. This blame game was played by NFTE. From 2013 onwards, NFTE is also the Recognised Union. However, NFTE propagated that BSNLEU is the Main Recognised Union, so only it is having the power to settle the problems of the Non-Executives. NFTE also propagated that, it is only the 2nd Recognised Union and so not having any power to settle the issues. As per the Recognition Rules, both the Main Recognised Union and the 2nd Recognised Union are having equal powers and rights. However, this fact was hidden from the employees. Now, after the completion of the 9th Membership Verification, Management has issued letter granting Recognition to BSNLEU and NFTE. It is categorically mentioned in this letter that, both the Recognised Unions are at par (which means equal) for the purposes of negotiations / agreements and deliberations. In para 3 of the letter no.BSNL/5-1/2022/SR issued on 17th October, 2022, the following is mentioned.
“However, as per para IV (6) of BSNLRNU Rules 2012, for all purposes including negotiations / agreements / deliberations both these recognised Unions will be at par.”
NFTE is also having equal rights and powers. So, at least hereafter NFTE should start working.
Following the declaration of the results of the 9th Membership Verification, wherein BSNLEU has secured 15,311 votes (48.62%) and NFTE has secured 11,201 votes (35.57%), the BSNL Management has issued letter yesterday, granting Recognition. BSNLEU is once again recognised as the Main Recognised Union and NFTE BSNL is recognised as the Second Recognised Union.
CHQ has issued circular no.4/2022-25 dated 18.10.2022, regarding the All India Convention of BSNL Working Women’s Co-ordination Committee (BSNLWWCC). As per the decision taken in the All India Centre meeting held on 15.10.2022, CHQ is requesting all the circle unions to send delegates to this All India Convention.
BSNLEU has written to CMD BSNL today, demanding disbursement of salary for the month of October, 2022, before Deepawali, so that the employees can celebrate the festival.
In the last Membership Verification, SNATTA made an alliance with the NFTE. However, the assurances given by NFTE were not fulfilled and SNATTA got completely dejected. However, it is only BSNLEU, which has relentlessly been taking up all the issues of the DR JEs. Hence, SNATTA and the DR JEs have snapped their ties with the NFTE and have supported BSNLEU in the just concluded 9th Membership Verification. BSNLEU heartily thanks and congratulates SNATTA and the DR JEs. As usual, BSNLEU will continue to take all out efforts to settle the issues of the DR JEs.
An online meeting of the Central Executive Committee meeting of BSNLEU will be held on 31.10.2022. The CEC meeting will start sharply at 10:00 am and will end at 6:00 pm. Com.Animesh Mitra, President, will preside over the meeting. All the circle secretaries and CHQ office bearers are requested to kindly make it convenient to attend the CEC meeting on time. Notification for this CEC meeting, issued today, is enclosed. Letter, requesting for the grant of Special Casual Leave, will be given on Monday.
The All India Centre meeting of BSNLEU is held online today. Com.Animesh Mitra, President, presided over the meeting. The meeting made a brief review of the just concluded 9th Membership Verification. The meeting heartily thanked the employees for massively voting for BSNLEU and electing it for the 8thtime consecutively. The All India Centre also congratulated the All India, circle and district level leaders, for working tirelessly to ensure this victory. The meeting expressed it’s thanks to SNATTA for extending support in the 9th Membership Verification. Other decisions taken in the meeting are as follows:-
The 9th Membership Verification was held on 12.10.2022. The counting was done on 14.10.2022. Based on this, the results of the 9th Membership Verification are officially communicated by Shri S.N. Gupta, Chief Returning Officer, to the CMD BSNL, vide his letter no.CRO/BSNL/MV-2022 dated 14.10.2022. A copy of the letter is enclosed.

BSNLEU has narrowly missed the target of reaching 50% votes. At the same time, BSNLEU has increased it’s votes from 43.44% in the 8th Membership Verification, to 48.62% in the 9th Membership Verification. This is a great achievement. Further, BSNLEU has recorded it’s 8th consecutive victory in the Membership Verifications. This is another landmark achievement.
