BSNLEU successfully organized nationwide demonstrations today, protesting the delay in launching 4G services. The demonstrations garnered widespread support and participation across the country, reflecting the urgency of the demand for 4G services. Participants voiced their frustration with the prolonged delay and urged swift action from authorities. BSNLEU remains steadfast in its commitment to advocating for timely implementation of 4G services for the benefit of BSNL customers.

During a meeting with PGM (Admin),on 15-04-2004, Com. Animesh Mitra, President, and Com. John Verghese, Acting General Secretary, discussed the career progression of sports persons in BSNL. PGM (Admin) reported that the file, including 12 new cases, is processed and awaiting approval for DPC. BSNLEU has consistently raised this issue, including in formal meetings with DIR(HR). It is anticipated that the DPC will occur promptly, addressing the concerns raised regarding the career advancement of sports persons within BSNL.
The much awaited 4G equipment's supply by the TCS is not taking place. News has come that, the TCS is facing problems in it's 4G equipment's, to be supplied to BSNL and that, the TCS has sought the help of Nokia and ZTE to resolve these problems. In the meanwhile, tens of lakhs of customers continue to leave BSNL every month. As a temporary arrangement, BSNLEU has demanded that BSNL should be allowed to use Vodafone Idea's Network, for providing 4G service to it's customers. However, government is not bothered about BSNL's critical condition. Under these circumstances, the All India Centre of BSNLEU has called on the employees to organise lunch hour demonstrations on 16.04.2024, demanding immediate intervention by the government on this issue. All the circle and district unions are requested to rise to the occasion and to organise the demonstrations powerfully with the maximum participation by the employees. Report and photos of the programme may be sent to the CHQ.

BSNLEU writes to PGM (SR) for implementing the DOPT rules on Special Casual Leave to Society Directors. BSNL Cooperative Societies supporting employees and families, requiring active participation from elected officials. However, the provision for Special Casual Leave, recognised by DOPT, was overlooked in ESS portal. We urge reinstatement of this provision to ensure effective governance.
BSNLEU CHQ has addressed a letter to PGM (Admin) today on impending expiration of the Memorandum of Understanding (MOU) between BSNL and M/s Oriental Insurance Company Ltd., which is set to expire on 31-05-2024.
The Group Health Insurance has to be renewed with effect from 01-06-2024 to ensure continuous coverage for our employees without any interruptions. Timely renewal is very much essential to keep the insurance policy active and to provide uninterrupted benefits to our employees, and to pursue our commitment to the wellbeing of our employees.
We request you to kindly consider initiating the process of renewal at the earliest.

The All India Centre meeting of BSNLEU is held online yesterday the 09-04-2024. The meeting is attended by Com. Animesh Mitra, President, Com.P.Abhimanyu, General Secretary, Com.John Verghese, Acting General Secretary, Com. Irfan Pasha, Treasurer and Com. C.K.Gundanna, AGS. The meeting expressed it's serious concern over the extreme delay in the launching of BSNL's 4G service. The meeting also took note of the recent media report which states that, the TCS had sought the help of Nokia and ZTE, for overcoming it's problems faced in the commissioning of BSNL’s 4G network. Due to the extreme delay in the launching of BSNL's 4G service, tens of lakhs of BSNL’s customers continue to leave the Company every month. In January, 2024, another 11,81,783 customers have left BSNL. BSNLEU has already written letter to the Hon'ble Minister of Communications, demanding that the Government of India should allow BSNL to launch it’s 4G service, by utilising Vodafone Idea’s 4G network. The Government has not accepted this demand so far. Hence, the All India Centre meeting decided to call upon the employees to organise lunch hour demonstrations on 16-04-2024, demanding prompt action by the Government for the immediate launching of BSNL's 4G service.
Corporate office issued the guideline with revised format. Circle secretaries are requested to take up this issue with circle authority based on the new guide line for cases pending in their respective circle.

For the past many years, BSNLEU has been celebrating Ambedkar Jayanti. In line with this, the All India Centre of BSNLEU calls on the Circle and District unions to celebrate Ambedkar Jayanti this year also. To organise the programme in a befitting manner, the All India Centre gives the following suggestions.
Corporate Office has taken a decision to relieve 10 officials in the cadre JEs (T) who have over stayed beyond the permissible period of temporary transfer under Rule-9. BSNL Employees Union has taken up the issue with the management and made a request to consider the applications of the officials who had applied for Rule- 8 transfer to be absorbed permanently in these circles where they are working presently. Com. Animesh Mitra, met shri S.P. Singh on 04.04.2024, and requested to consider the cases sympathetically. A letter was also handed over to the management.
Com. Animesh Mitra, President BSNLEU met Sri S P Singh Sr.GM ESTT, yesterday and discussed the issue of non-recovery of EPF contribution of 73 officials in Odisha and CNTX(E)Circle, who have converted themselves from GPF system in the year 2022, due to cancellation of Presidential Orders. The BSNLEU had raised this issue in the formal meeting with Dir.HR held on 19.03.2024.
On discussion, Sr.GM informed that necessary instruction has already been given to CGM Odisha Circle on 21.03.2024 vide letter number, BSNLCO-A/13(16)/1/2024- ESTAB.

Com. Animesh Mitra expressed his unhappiness for not initiating the action by the Circle administration till date. Sr.GM assured to give strict instructions immediately to Odisha Circle again in writing. Sri.Keshava Rao AGM ESTT who was also present during the discussion with Sr.GM ESTT, also expressed his views in taking immediate action in order to avoid litigation from the EPFO authorities on BSNL.
A copy of the letter dated 21.03.2024, addressed to CGM Odisha by CO has also been handed over to BSNLEU.
जेई (टी) के संबंध में नियम 8 के तहत स्थानांतरण मामलों का कार्यान्वयन - कॉर्पोरेट कार्यालय से दिशानिर्देश
बीएसएनएलईयू ने निदेशक(एचआर) के साथ अपनी औपचारिक बैठक दिनांक 19.03.2024 को की। उपरोक्त विषय पर चर्चा की गई। यूनियन द्वारा यह बताया गया था कि कुछ सर्किलों में प्रशासन अभी भी अधिशेष से घाटे वाले सर्किलों में स्थानांतरण के लिए जेई (टी) अधिकारियों के अनुरोध पर विचार करने की प्रतीक्षा कर रहा है।
बीएसएनएल कॉर्पोरेट कार्यालय ने अपने आदेश सं. बीएसएनएल सी.ओ.-ए/15(14)/1/2022-ESTAB दिनांक 03.04.2024 ने छूटे हुए मामलों पर विचार करने के लिए विशिष्ट आदेश जारी किया है और विभिन्न सर्कलों को अधिशेष और घाटे वाले सर्कल के रूप में वर्गीकृत किया है। इसने सभी सर्कल प्रमुखों को विषय वस्तु पर उपरोक्त दिशानिर्देशों के अनुसार जेई (टी) कैडर के लंबित नियम 8 स्थानांतरण मामलों को संसाधित करने का भी निर्देश दिया है।
सर्क. सचिवों से अनुरोध है कि वे बीएसएनएल सीओ आदेश दिनांक 03.04.2024के मद्देनजर जेई (टी) के लंबित नियम 8 स्थानांतरण मामलों को संबंधित सीजीएम/जीएम के साथ उठाएं।. सर्क. सचिवों. द्वारा सामना की जाने वाली किसी भी कठिनाई के मामले में, प्रशासन के विचारों के साथ विशिष्ट मामलों को CHQ के ध्यान में लाया जा सकता है।
It is already 2nd April today. Our comrades would have been waiting for the CHQ to give information regarding the expected IDA increase, to be paid w.e.f 01.04.2024. However, it is most surprising that the Labour Bureau has not released the Price Index numbers for the month of February 2024. As a result, IDA increase w.e.f. 01.04.2024 could not be calculated. CHQ will inform the expected IDA increase, as and when the data is released by the Labour Bureau.

आज 2 अप्रैल हो चुका है। हमारे साथी सीएचक्यू द्वारा 01.04.2024 से भुगतान की जाने वाली अपेक्षित आईडीए वृद्धि के बारे में जानकारी देने का इंतजार कर रहे होंगे। हालांकि, यह सबसे आश्चर्यजनक है कि श्रम ब्यूरो ने फरवरी 2024 के महीने के लिए मूल्य सूचकांक संख्या जारी नहीं की है। नतीजतन, 01.04.2024 से आईडीए वृद्धि की गणना नहीं की जा सकी। श्रम ब्यूरो द्वारा डेटा जारी किए जाने पर सीएचक्यू अपेक्षित आईडीए वृद्धि की जानकारी देगा।
Maharashtra is one of the most dynamic circle unions of BSNLEU. The Executive Committee meeting of this circle union is held enthusiastically yesterday the 27th March, 2024, at Sawantwadi, Sindhudurg district. Senior leader, Com.Nagesh Kumar Nalawade, Circle President, presided over the meeting and delivered the presidential address. Com.Ganesh Hinge, Circle Secretary, welcomed everyone and presented the report on activities. Com.John Verghese, Dy.GS, addressed the meeting and spoke on the current status of Wage Revision and other issues. Com.Yusuf Husain, Circle Secretary, BSNLCCWF, greeted the meeting. The district secretaries and circle office bearers participated in the deliberations. The meeting has taken important decisions, including that of strengthening the Organisation.
In the recently held Central Executive Committee meeting of BSNLEU, 3 new office bearers are elected against the posts that had fallen vacant. They are:-
(1) Com.Sujoy Sarkar (West Bengal), Organising Secretary (CHQ).
(2) Com.Tarachand (Himachal Pradesh), Organising Secretary (CHQ).
(3) Com.Devendra Singh Bisht (Uttarakhand), Organising Secretary (CHQ).
The BSNL Corporate Office has endorsed the election of above mentioned comrades and has issued letter to all the CGMs.
The ILO report has revealed that, rampant unemployment is prevailing among youth in India. Unemployment among the youth in India, with secondary or higher education has doubled from the 2000 to 2022. This data is contained in the India Employment Report 2024, released by the International Labour Organisation (ILO). According to this report, 35.2% of youth in the above mentioned category were unemployed in the year 2000. This has increased to 65.7% in 2022. It may be recollected here that, 48 lakh candidates applied for 60,244 police constable vacancies in Uttar Pradesh. All these data speak volumes about the rampant unemployment prevailing in India.
