The Hyderabad CEC meeting has decided to organise a "Meet The Members Programme", from 21-08-2021 to 05-09-2021. Due to certain unavoidable reasons, the All India Centre has rescheduled this programme. Accordingly, the “Meet The Members Programme” will now be organised from 01-09-2021 to 15-09-2021. All the circle secretaries and CHQ office bearers are requested to kindly make note of this. The district unions may kindly be informed accordingly. All out efforts may be taken from now onwards, to make the programme successful.
The Circle Executive Committee meeting of BSNLEU, Tamil Nadu circle, is held physically at Chennai today. The meeting started with the hoisting of BSNLEU’s Flag. Com.S.Chellappa, President & AGS, presided over the meeting. Com.P.Abhimanyu, GS, delivered the inaugural address. In his speech, the GS explained in detail about the functioning of the CHQ, decisions of the Hyderabad CEC meeting, as well as the movement for Revival of BSNL, being spearheaded by the AUAB. All the Executive Committee members participated in the debate enthusiastically. Many decisions are taken to strengthen the Organisation and to effectively implement the decisions of the Hyderabad CEC meeting, as well as the calls of the AUAB.
A physical meeting of the Chennai Circle Executive Committee was held yesterday the 16.08.2021. The meeting was held in the Union Office at Flower Bazar. Com.D. Parandhaman, presided over the meeting. Com.Sridharasubramanian, Circle Secretary, welcomed everyone. Com.P.Abhimanyu, GS and Com.S. Chellappa, AGS, addressed the meeting on behalf of the CHQ. In his address, the General Secretary explained about the struggles being launched by the AUAB, the decisions of the Hyderabad CEC meeting and the issues of Non-Executives taken up / resolved by BSNLEU. The General Secretary also replied to the All India level issues raised by the Executive Committee members. Healthy debate was made by the Executive Committee members on the report on activities presented by the Circle Secretary. The meeting took many decisions to strengthen the organisation in Chennai Telephones Circle.
As regards the BSNL Employees Health Insurance Policy 2021, the last date for submitting option had been fixed as 17.08.2021 and the last date for withdrawal of option had been fixed as 19.08.2021. Today, the Corporate Office has issued a letter, extending the last date for submitting option to 19.08.2021 and the last date for withdrawal of option to 22.08.2021. The dates have been extended to enable more number of employees to submit their options.
It will take at least 3 more years for BSNL to procure 4G equipments through the tendering process and launch it’s 4G service. Hence, the AUAB has been demanding to upgrade the existing 4G compatible BTSs, for launching BSNL’s 4G service. On 01.07.2021, the BSNL Management Committee approved the upgradation of 18,500 BTSs, for launching 4G service in the South and Western Zones. This will cost the Company only around Rs.550 crore. This proposal of the Management Committee went for the approval of the BSNL Board. However, in the BSNL Board meeting, the two Government Directors from DoT did not approve the upgradation proposal. Hence, the proposal for upgrading the existing BTSs and launching 4G service has been put on hold. Under these circumstances, the AUAB has written to Shri Ashwini Vaishnaw, Hon’ble Minister for Communications, seeking his intervention to remove the roadblocks created by the Government Directors in BSNL Board.
The Corporate Office has allotted funds for the payment of July, 2021 salary. On 13.08.2021, BSNLEU wrote to the CMD BSNL, demanding to disburse the salary for the month of July, 2021 immediately, in view of the Onam Festival falling on 21.08.2021. Further, based on the Ministry of Finance letter dated 11.08.2021, BSNLEU has also demanded that salary for the month of August, 2021, should be paid to the BSNL employees posted in Kerala circle on or before 19.08.2021.
The Extended Circle Executive Committee meeting of BSNLEU, West Bengal Circle, was held yesterday and today, in K.G. Bose Smriti Bhavan at Kolkata. It is inspiring to note that, 51 delegates from 18 districts attended this meeting, even during this pandemic situation. Com.Banani Chattopadhyay, Circle President, hoisted the Union Red Flag and presided over the meeting. Com. Animesh Mitra, Circle Secretary, welcomed everyone. Com. Pijush Chakraborty, delivered the inaugural address of the meeting. Thereafter, serious deliberations took place based on the report on activities presented by Com.Animesh Mitra, Circle Secretary. Com.Bidyut Goswami, Treasurer, presented the financial report. Com.Sisir Roy, Organising Secretary (CHQ), greeted the meeting. The Extended Circle Executive Committee meeting has taken many important decisions to strengthen the Union and for the Revival of BSNL. The CHQ heartily congratulates the West Bengal circle union for organising this Extended Circle Executive Committee meeting, which will go a long way in strengthening the Union.
The CHQ calls upon all the circle unions to maintain a district wise BSNLEU membership register. A copy of this district wise membership list should also be sent to the CHQ through email on firstname.lastname@example.org.
The All India Union will prepare an All India Membership Register. Preparation and maintaining of this list has become necessary now. Hence, all the circle unions are requested to complete this work, within a month.
Presently, Sikkim is a Business Area (BA) within West Bengal circle. It is reliably learnt that, recently the Chief Minister of Sikkim has met Shri Ashwini Vaishnaw, Hon’ble Minister of Communications and has demanded circle status for Sikkim. The Chief Minister is reported to have mentioned via Twitter that, the Hon’ble Minister of Communications has accepted his demand. Whether Sikkim will be become a separate circle or not, has to be waited and seen.
BSNLEU-बीएसएनएल ईयू 15 सितंबर-2021 के दिन "युवा कर्मचारी सम्मेलन"-Young Workers Convention” का आयोजन करेगा।
बीएसएनएलईयू-BSNLEU की हैदराबाद सीईसी-Hyderabad CEC की मीटिंग में विभिन्न मुद्दों पर कर्मचारियों को शिक्षित करने के लिए ट्रेड यूनियन क्लासेज-Trade Union Classes आयोजित करने की जरूरत को रेखांकित किया गया है। *15 सितंबर-2021 को युवा कर्मचारी सम्मेलन-Young Workers Convention आयोजित करने का निर्णय लिया गया है। यह एक *ऑनलाइन सम्मेलन-Online Convention* होगा। बीएसएनएल के निदेशक (मानव संसाधन) श्री अरविंद वाडेरकर-Shri Arvind Vadrernarkar, Director(HR) ने इस सम्मेलन का उद्घाटन भाषण देने के लिए सहमति दी है। इस अधिवेशन में युवा कर्मचारियों के विभिन्न मानव संसाधन-Human Resources के मुद्दों पर चर्चा होगी। बीएसएनएल-BSNL के पुनरुद्धार-revival के लिए उनके सुझाव और समस्याओं के समाधान के लिए एक मजबूत ट्रेड यूनियन आंदोलन की जरूरत पर भी चर्चा होगी । इस ऑनलाइन सम्मेलन के लिए लिंक-Link यथासमय भेजा जाएगा । बीएसएनएलईयू-BSNLEU के सीएचक्यू-CHQ ने बीएसएनएल-BSNL के सभी युवा कर्मचारियों से इस बैठक में भाग लेने का अनुरोध किया हैं।
बीएसएनएलईयू-BSNLEU ने पुनर्गठन-Restructuring के मुद्दे पर फिर एक बार सीएमडी बीएसएनएल-CMD, BSNL को पत्र लिखा।
बीएसएनएलईयू-BSNLEU लगातार पुनर्गठन-Restructuring की प्रक्रिया से जुड़े विभिन्न मुद्दों को उठा रहा है। इसने टीटी-TT, सीनियर टीओए-Sr.TOA, जेई-JE और जेटीओ-JTO कैडर के कर्मचारियों की संख्या के बारे में प्रबंधन को यह विचार प्रस्तुत किए हैं । बीएसएनएनएल ईयू-BSNLEU ने सीनियर टीओए-Senior TOA और एटीटी-ATT कैडरों-Cadre को मृतप्रायः कैडर घोषित करने के प्रबंधन के प्रस्ताव का भी विरोध किया है ।निदेशक (मानव संसाधन)-Director (HR) ने सीनियर टीओए-Senior TOA कैडर को लाइव कैडर-Live Cadre के रूप में बनाए रखने पर सहमति जताई है, लेकिन एटीटी-ATT कैडर को भी लाइव कैडर के रूप में रखने पर सहमति नहीं बनी । इसलिए बीएसएनएलईयू-BSNLEU ने एक बार फिर सीएमडी बीएसएनएल-CMD, BSNL को पत्र लिखकर एटीटी कैडर-ATT को लाइव कैडर-Live Cadre के रूप में बनाए रखने को कहा है। इसके लिए बीएसएनएलईयू-BSNLEU ने सुझाव दिया है कि एटीटी कैडरों की शैक्षणिक योग्यता-Educational Qualifications बढ़ाई जा सकती है। वैकल्पिक रूप से बीएसएनएल ईयू-BSNLEU ने सुझाव दिया है कि एक मल्टी टास्किंग कैडर-multi tasking cadre बनाया जा सकता है। बीएसएनएलईयू-BSNLEU ने बताया है कि वीआरएस-VRS के बाद बीएसएनएल-BSNL में स्थिति अभी भी काफी तरल है। इसलिए यूनियन ने पुनर्गठन-Restructuring के संबंध में लिए गए सभी निर्णयों की एक वर्ष के बाद अनिवार्य रूप से समीक्षा की मांग की है । एक वर्ष के बाद अनिवार्य रूप से समीक्षा की जानी चाहिए । बीएसएनएलईयू-BSNLEU ने यह भी मांग की है कि बीएसएनएलईयू-BSNLEU द्वारा प्रस्तुत प्रस्ताव पर चर्चा किए बिना टीटी-TT, सीनियर टीओए-Senior TOA जेई-JE और जेटीओ-JTO कैडर के कर्मचारियों की संख्या के संबंध में कोई अंतिम निर्णय नहीं लिया जाना चाहिए ।
सभी कर्मचारियों को जुलाई-2021 का वेतन तत्काल दें - केरल सर्कल में तैनात कर्मचारियों को अगस्त- 2021 का वेतन दिनांक 19-08-2021 को या उससे पहले दें । बीएसएनएलईयू (BSNLEU) ने सीएमडी बीएसएनएल - CMD, BSNL को पत्र लिखा है।
वित्त मंत्रालय-Ministry of Ffinance एक निर्देश जारी किया है कि ओणम-Onam पर्व को देखते हुए केरल में तैनात केन्द्र सरकार के कर्मचारियों को अगस्त-2021 के वेतन का भुगतान 19-08-2021 को ही किया जाए। लेकिन बीएसएनएल में अभी तक जुलाई-2021 माह का वेतन भी कर्मचारियों को नहीं दिया गया है। इसलिए बीएसएनएलईयू-BSNLEU ने सीएमडी बीएसएनएल-CMD, BSNL को पत्र लिखकर कहा है कि वित्त मंत्रालय के पत्र में निहित भावना के अनुसार सभी कर्मचारियों को तत्काल जुलाई-2021-July-2021 माह का वेतन दिया जाए। इसके अलावा बीएसएनएलईयू ने अगस्त-2021-August-2021 के वेतन की मांग की है, जो केरल सर्कल-Kerala Circle में तैनात बीएसएनएल कर्मचारियों को 19-08-2021 या उससे पहले वेतन दिया जाना चाहिए।
The Hyderabad CEC meeting of BSNLEU has underscored the need to organise trade union classes, to educate the employees on various issues. A decision has been taken to organise a “Young Employees Convention” on 15th September, 2021. This will be an online convention. Shri Arvind Vadnerkar, Director (HR), BSNL, has kindly consented to deliver the inaugural address. This convention will discuss about the various HR issues of the young employees, their suggestions for the revival of BSNL and also the need for a strong trade union movement to settle the above issues. Link for this online convention will be sent in due course. The CHQ of BSNLEU requests all the young employees of BSNL to participate in this convention.
All are aware that BSNLEU has taken efforts to implement a Health Insurance Scheme to the BSNL employees. This BSNL Employees Health Insurance Policy is going to be implemented from 01.09.2021. However, so far, the New India Assurance Company has not informed the names of it’s empanelled hospitals. On 09.08.2021, BSNLEU wrote to the GM(Admn.) in the Corporate Office demanding for the names of the empanelled hospitals. Yesterday the Corporate Office has issued letter, communicating the names of 8,880 hospitals, from where the BSNL employees can take treatment under the Health Insurance Policy.
Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, met Shri Arvind Vadnerkar, Director (HR) yesterday. The representatives thanked the Director (HR) for settling BSNLEU’s demand of considering the request transfers of DR JEs, out of Leh SSA in J&K circle. The following issues are discussed:-
Based on the case filed by BSNLEU in the Hon’ble Kerala High Court, direction is already given by the Hon’ble Court that, freezing of IDA is not applicable to the Non-Executives of BSNL. Thereafter, BSNL Management wrote to the DPE requesting to provide the details of IDA increase w.e.f. 01.10.2020. Now, the DPE has informed the rates of IDA increase after 01.10.2020. Immediately, BSNLEU has written to the CMD BSNL, demanding that the IDA arrears should be paid to the Non-Executives without any delay. In yesterday’s meeting, BSNLEU demanded immediate payment of IDA arrears. The Director (HR) assured that, steps would be taken for paying the IDA arrears without delay.
BSNLEU has already demanded long back that, passwords should be provided to the Non-Executives also, in the E-Office system. In the meeting held in March, 2021, the Director (HR) assured BSNLEU that, 25% of the Non-Executives would be provided with password. However, it has been brought to the notice of the CHQ recently that, in no circle, password has been provided to the Non-Executives. This issue was raised in yesterday’s meeting. The Director (HR) assured that, the matter would be looked into and that necessary action would be taken.
In the Restructuring scheme, the Management has proposed to make the ATT cadre as a Dyeing Cadre. However, BSNLEU is continuously demanding that, the ATT cadre should not be made a Dying Cadre. This issue was raised once again with the Director (HR) yesterday. BSNLEU strongly demanded that, the ATT cadre should continue to be a Live Cadre. The Union suggested that, the entry level educational qualification of ATT cadre might be raised, if necessary. The Director (HR) replied that, the matter would be looked into.
A meeting of the AUAB is held at New Delhi today, to review the agitational programmes that have taken place and the progress in the charter of demands. The meeting noted with concern that, the government is taking every possible step to block BSNL’s 4G launching. The decision of the Management Committee, to upgrade 18,000 BTSs, for launching BSNL's 4G service, has been blocked by the BSNL Board. The meeting noted that, there is no improvement on the other demands also. Hence, the meeting unanimously decided to organise a 3 day dharna at Jantar Mantar, New Delhi, from 6th to 8th September, 2021.
The AUAB meeting held today at New Delhi, took serious note of the non-settlement of pension to Com.S. Sivakumar, GS, AIBSNLEA, who retired on superannuation on 31.07.2021. After the conclusion of the AUAB meeting, all the General Secretaries met Shri P.K. Purwar, CMD BSNL and expressed their deep anguish over the non-settlement of Com.S. Sivakumar’s pension. It was also pointed out that the pension case of Com.Kabeerdas, ex-GS, BSNL OA, is also still not settled. The leaders told the CMD BSNL that, they would be compelled to agitate if the issue is not settled without delay.
