बीएसएनएल की 4G सेवा तत्काल शुरू हो - BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

निजी दूरसंचार कंपनियों द्वारा अपने टैरिफ में भारी वृद्धि किए जाने के बाद, बड़ी संख्या में ग्राहक बीएसएनएल की ओर आकर्षित हो रहे हैं। यह एक स्वागत योग्य कदम है। लेकिन, इसके साथ ही, बीएसएनएल को ग्राहकों की हाई स्पीड डेटा आवश्यकताओं को पूरा करने के लिए अपनी 4G सेवा तत्काल शुरू करनी चाहिए। हाल ही में, दूरसंचार सचिव ने कहा है कि बीएसएनएल की 4G का बड़ा हिस्सा इस वित्तीय वर्ष के अंत तक शुरू हो जाएगा। इससे बीएसएनएल की पूरी 4G की शुरुआत को लेकर फिर से अनिश्चितता की स्थिति पैदा हो गई है। इन परिस्थितियों में BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर बीएसएनएल की 4G सेवा तत्काल शुरू करने का आग्रह किया है।

Torrential rains and massive landslides have struck Wayanad district in Kerala. A large number of people are afraid to have been killed. So far, the death toll is put at 200. But, more people are suspected to have been killed. Around 1,500 people have been rescued from the place of the disaster. Rescuers from Army, National Disaster Response Force, Forest and Fire departments are continuing relief and rescue operations. BSNLEU conveys it's heartfelt condolences to the families of those who are killed in the disaster. This is a very big human tragedy and it is the need of the hour for everyone of us to extend our helping hand for the relief of the affected people.

केरल के वायनाड में मूसलाधार बारिश और भूस्खलन से भारी तबाही - BSNLEU ने दुख व्यक्त किया और साथियों से मदद का हाथ बढ़ाने का आह्वान किया।

केरल के वायनाड जिले में मूसलाधार बारिश और भूस्खलन से भारी तबाही हुई है। बड़ी संख्या में लोगों के मारे जाने की आशंका है। अब तक मरने वालों की संख्या 200 बताई जा रही है। लेकिन, इससे भी अधिक लोगों के मारे जाने की आशंका है। आपदा स्थल से करीब 1500 लोगों को बचाया गया है। सेना, राष्ट्रीय आपदा प्रतिक्रिया बल, वन और अग्निशमन विभाग के बचावकर्मी राहत और बचाव कार्य जारी रखे हुए हैं। BSNLEU आपदा में मारे गए लोगों के परिवारों के प्रति अपनी हार्दिक संवेदना व्यक्त करता है। यह एक बहुत बड़ी मानवीय त्रासदी है और समय की मांग है कि हम सभी प्रभावित लोगों की मदद के लिए हाथ बढ़ाएं।

BSNLEU and NFTE have already submitted a joint letter to the new CMD BSNL on the Wage Revision issue. The new CMD BSNL will not be aware of all the details connected with the Wage Revision. Hence, in that letter, all details related to Wage Revision are cogently explained. As the next step, both BSNLEU and NFTE have planned to jointly meet the CMD BSNL and discuss the Wage Revision issue. Efforts are being taken to hold the meeting as early as possible.

वेतन संशोधन – BSNLEU और एनएफटीई ने संयुक्त रूप से बीएसएनएल के सीएमडी से मुलाकात की मांग की है।

BSNLEU और एनएफटीई ने वेतन संशोधन मुद्दे पर नए सीएमडी बीएसएनएल को पहले ही एक संयुक्त पत्र सौंप दिया है। नए सीएमडी बीएसएनएल को वेतन संशोधन से जुड़े सभी विवरणों की जानकारी नहीं होगी। इसलिए, उस पत्र में वेतन संशोधन से संबंधित सभी विवरणों को स्पष्ट रूप से समझाया गया है। अगले कदम के रूप में BSNLEU और एनएफटीई दोनों ने सीएमडी बीएसएनएल से संयुक्त रूप से मिलने और वेतन संशोधन मुद्दे पर चर्चा करने की योजना बनाई है। बैठक को जल्द से जल्द आयोजित करने के प्रयास किए जा रहे हैं।

Recently, the private telecom companies, including Airtel, steeply hiked their tariffs. Airtel has hiked it’s tariffs up to 21%. Media reports say that, the tariff hike will increase the profits of the private companies by Rs.20,000 crore. The poorer sections of the people are badly affected by this tariff hike. Under this circumstance, Airtel has increased the salary of it’s Chairman, Sunil Mittal Bharti, to Rs.30 crore per annum. Presently, his salary is Rs.15 crore per annum. This salary increase will be implemented from 1^st April, 2023. The telecom tariff hike is a classic example of how the corporates flourish by looting the the common people and how the government remains as a silent spectator.

एयरटेल के चेयरमैन सुनील मित्तल भारती का वेतन बढ़ाकर 30 करोड़ रुपये प्रति वर्ष किया गया। 

हाल ही में एयरटेल समेत निजी टेलीकॉम कंपनियों ने अपने टैरिफ में भारी बढ़ोतरी की है। एयरटेल ने अपने टैरिफ में 21% तक की बढ़ोतरी की है। मीडिया रिपोर्ट्स में कहा गया है कि टैरिफ बढ़ोतरी से निजी टेलीकॉम कंपनियों के मुनाफे में 20,000 करोड़ रुपये की बढ़ोतरी होगी। टैरिफ बढ़ोतरी से गरीब तबके के लोग सबसे ज्यादा प्रभावित हैं। ऐसे में एयरटेल ने अपने चेयरमैन सुनील मित्तल भारती का वेतन बढ़ाकर 30 करोड़ रुपये प्रति वर्ष कर दिया है। फिलहाल उनका वेतन 15 करोड़ रुपये प्रति वर्ष है। यह वेतन वृद्धि 1 अप्रैल, 2023 से लागू होगी। टेलीकॉम टैरिफ बढ़ोतरी इस बात का बेहतरीन उदाहरण है कि कैसे कॉरपोरेट आम लोगों को लूटकर फलते-फूलते हैं और सरकार मूकदर्शक बनी रहती है। 

Shri Ravi A Robert Jerard, CMD BSNL, visited ITPC, Pune, yesterday the 30^th July, 2024. BSNLEU and AIBDPA leaders including, Com. Nagesh Kumar Nalawade, Vice President (CHQ), BSNLEU, Com. Mohammad Jakati, CS, AIBDPA, Com. Vikas Kadam, Com. Khadke, Com. Sunil Sonawane and Com. Dilip Bhagat met the CMD BSNL and discussed the burning issues of the employees and the Company. The leaders insisted immediate rolling out of BSNL’s 4G / 5G services and settlement of Wage Revision. They also insisted settlement of problems connected with caste validation of Maharashtra ST employees. Further, the leaders demanded improved FTTH service, retrieval of BSNL's copper cables and Compassionate Ground Appointment. The CMD BSNL assured to look into the issues. CHQ congratulates the Pune leaders for the initiative they have taken.

श्री रवि ए रॉबर्ट जेरार्ड, सीएमडी बीएसएनएल ने कल 30 जुलाई, 2024 को आईटीपीसी, पुणे का दौरा किया। BSNLEU और एआईबीडीपीए के नेताओं में साथी नागेश कुमार नलावडे, उपाध्यक्ष (सीएचक्यू), BSNLEU, साथी मोहम्मद जकाती, सर्किल सेक्रेटरी, एआईबीडीपीए, साथी विकास कदम, साथी खड़के, साथी सुनील सोनवणे और साथी दिलीप भगत शामिल थे। उन्होंने सीएमडी बीएसएनएल से मुलाकात की और कर्मचारियों और कंपनी के ज्वलंत मुद्दों पर चर्चा की। नेताओं ने बीएसएनएल की 4G/5Gसेवाओं को तुरंत शुरू करने और वेतन संशोधन के निपटारे पर जोर दिया। उन्होंने महाराष्ट्र एसटी कर्मचारियों की जाति सत्यापन से जुड़ी समस्याओं के निपटारे पर भी जोर दिया। इसके अलावा, नेताओं ने बेहतर एफटीटीएच सेवा, बीएसएनएल के तांबे के केबलों की पुनर्प्राप्ति और अनुकंपा आधार नियुक्ति की मांग की। सीएमडी बीएसएनएल ने मुद्दों पर विचार करने का आश्वासन दिया। सीएचक्यू पुणे के नेताओं को उनके द्वारा की गई पहल के लिए बधाई देता है।

The private telecom companies steeply increased their tariffs. Consequent to this, a large number of customers are migrating to BSNL from private companies. It is learnt that several lakhs of customers have already migrated to BSNL. Now, it is the duty of the BSNL to cater to the needs of these customers. BSNL’s tariffs are certainly cheaper. But this is not sufficient. BSNL has to provide high-speed data service to the customers without further delay. Otherwise, it will be difficult for BSNL to retain the customers. It is the responsibility of BSNL Management and the government to ensure the immediate roll out of BSNL’s 4G service. In June, 2023, BSNL placed purchase order to TCS and ITI for the supply of 1 lakh 4G BTSs. Earlier, Shri P.K. Purwar, CMD BSNL had announced that BSNL’s 4G network would be commissioned by October, 2024. Thereafter, he shifted this deadline to December, 2024. In the meanwhile, Shri Neeraj Mittal, Secretary, Telecom, has told the media that “major part of BSNL’s 4G roll out would be completed in this Financial Year, i.e., by March, 2025”. It means, complete roll out of BSNL’s 4G network is not going to take place even by March, 2025. It will be a big blow to BSNL if it’s 4G network roll out is not completed even by March, 2025. The government should stop giving lip-service to BSNL and should prove in practice that BSNL’s 4G network roll out is completed immediately. If necessary, the government should enable BSNL to share Vodafone Idea’s 4G network and immediately provide 4G service to it’s customers.

निजी दूरसंचार कंपनियों ने अपने टैरिफ में भारी वृद्धि की है। इसके परिणाम स्वरूप बड़ी संख्या में ग्राहक निजी कंपनियों से बीएसएनएल की ओर जा रहे हैं। पता चला है कि कई लाख ग्राहक पहले ही बीएसएनएल की ओर जा चुके हैं। अब इन ग्राहकों की जरूरतों को पूरा करना बीएसएनएल का कर्तव्य है। बीएसएनएल के टैरिफ निश्चित रूप से सस्ते हैं। लेकिन यह पर्याप्त नहीं है। बीएसएनएल को बिना किसी देरी के ग्राहकों को हाई-स्पीड डेटा सेवा प्रदान करनी होगी। अन्यथा, बीएसएनएल के लिए ग्राहकों को बनाए रखना मुश्किल हो जाएगा। बीएसएनएल की 4G सेवा तत्काल शुरू करना सुनिश्चित करना बीएसएनएल प्रबंधन और सरकार की जिम्मेदारी है। जून, 2023 में, बीएसएनएल ने 1 लाख 4G बीटीएस की आपूर्ति के लिए टीसीएस और आईटीआई को खरीद आदेश दिया। बीएसएनएल के सीएमडी पुरवार ने घोषणा की थी कि बीएसएनएल का 4G नेटवर्क अक्टूबर 2024 तक चालू हो जाएगा। इसके बाद उन्होंने इस समयसीमा को दिसंबर 2024 तक बढ़ा दिया। इस बीच, दूरसंचार सचिव श्री नीरज मित्तल ने मीडिया को बताया कि “बीएसएनएल के 4G रोल आउट का बड़ा हिस्सा इसी वित्तीय वर्ष यानी मार्च 2025 तक पूरा हो जाएगा”। इसका मतलब है कि बीएसएनएल का 4G नेटवर्क मार्च 2025 तक भी पूरा नहीं होने वाला है। अगर मार्च 2025 तक भी 4G नेटवर्क रोल आउट पूरा नहीं हुआ तो यह बीएसएनएल के लिए बड़ा झटका होगा। सरकार को बीएसएनएल को दिखावटी सेवा देना बंद कर देना चाहिए और व्यवहार में यह साबित करना चाहिए कि बीएसएनएल का 4G नेटवर्क रोल आउट तुरंत पूरा हो गया है। अगर जरूरी हो तो सरकार को बीएसएनएल को वोडाफोन आइडिया के 4G नेटवर्क को साझा करने और अपने ग्राहकों को तुरंत 4G सेवा प्रदान करने में सक्षम बनाना चाहिए। 

The General Secretaries of BSNLEU and NFTE have written a detailed joint letter to the new CMD BSNL today, on the issue of Wage Revision. It is pointed out in this letter that, agreement was reached between the Recognised Unions and the Management on the new pay scales of the Non-Executives, in the Joint Wage Negotiating Committee meeting held on 27-07-2018. However, it is pointed out that, the Management has violated this agreement and is trying to impose shorter pay scales on the Non-Executives, which will perpetuate the problem of stagnation and will also create problems in future Wage Revisions. It is also pointed out that Shri Manoj Sinha ji, Hon’ble Minister of State for Communications and Ms.Aruna Sundararajan, Secretary Telecom, have given commitments for an early settlement of the Wage Revision of the Non-Executives. BSNLEU and NFTE have demanded in the letter that, these commitments should be honoured, by implementing the Wage Revision immediately. Both the unions have also pointed out that, the allowances of BSNL employees are not revised for almost quarter of a century and requested the CMD BSNL that revision of allowances should also be considered.

वेतन संशोधन का तत्काल निपटारा करें - BSNLEU और एनएफटीई ने नए सीएमडी बीएसएनएल को विस्तृत संयुक्त पत्र लिखा।

BSNLEU और एनएफटीई के महासचिवों ने वेतन संशोधन के मुद्दे पर नए सीएमडी बीएसएनएल को विस्तृत संयुक्त पत्र लिखा है। इस पत्र में बताया गया है कि 27-07-2018 को आयोजित संयुक्त वेतन वार्ता समिति की बैठक में नोन एक्ज़ीक्युटिव्स के नए वेतनमानों पर मान्यता प्राप्त यूनियनों और प्रबंधन के बीच सहमति बन गई थी। हालांकि, यह बताया गया है कि प्रबंधन ने इस समझौते का उल्लंघन किया है और नोन एक्ज़ीक्युटिव्स पर कम वेतनमान थोपने की कोशिश कर रहा है, जिससे स्थगन की समस्या बनी रहेगी और भविष्य में वेतन संशोधन में भी समस्याएँ पैदा होंगी। यह भी बताया गया है कि श्री मनोज सिन्हा जी, माननीय संचार राज्य मंत्री और सुश्री अरुणा सुंदरराजन, सचिव दूरसंचार ने नोन एक्ज़ीक्यूटिव्स के वेतन संशोधन के शीघ्र निपटारे के लिए प्रतिबद्धताएँ दी हैं। BSNLEU और एनएफटीई ने पत्र में मांग की है कि वेतन संशोधन को तत्काल लागू करके इन प्रतिबद्धताओं का सम्मान किया जाना चाहिए। दोनों यूनियनों ने यह भी बताया है कि बीएसएनएल कर्मचारियों के भत्ते लगभग 25 साल से संशोधित नहीं किए गए हैं और सीएमडी बीएसएनएल से अनुरोध किया है कि भत्तों के संशोधन पर भी विचार किया जाना चाहिए। 

Com.P.Abhimanyu, General Secretary, went on leave for 4 months. During his absence, Com.John Verghese, Deputy GS, functioned as the Acting General Secretary. Also, Com. Animesh Mitra, President and Com.C.K.Gundanna, AGS, worked from the CHQ at New Delhi during this period and efficiently managed the functioning of the All India Union. Now, on expiry of his leave, Com. P.Abhimanyu resumed duty as the General Secretary of the Union w.e.f today the 29-07-2024. CHQ heartily thanks Com. Animesh Mitra, President, Com.John Verghese, Dy.GS and Com. C.K.Gundanna,AGS, for their contributions in running the All India Union. The CHQ also heartily thanks all the Circle Secretaries, as well as the CHQ office bearers for their kind cooperation.

With Jio, Airtel and Vodafone increasing their tariffs, many customers are opting to port their numbers to BSNL. This shift marks a significant opportunity for BSNL to capitalise on the public's renewed interest. Reports from various field units indicate a positive trend, with approximately 33 lakh new customers joining the BSNL network in the past 25 days. 

BSNL CMD has assured that there are no current plans to increase tariffs, further attracting customers. In the recent Parliament session, some MPs raised concerns about BSNL, and the Minister of State for Communications provided encouraging responses about BSNL's performance over the past few years.

This growing support suggests that BSNL is on the verge of a revival. However, to sustain this momentum, immediate action is required to roll out 4G/5G services. The government must ensure that BSNL customers receive the best possible service to maintain and build upon this positive trend.

Despite a meeting with the Director (HR), critical issues affecting Non-Executives remain unresolved. Com. Animesh Mitra, President, Com. John Verghese, Acting General Secretary, and Com. C.K. Gundanna, AGS, met with Ms. Anita Johri, CGM(SR), to express their dissatisfaction with the management's lack of urgency in addressing these concerns. Key issues such as promotions for sports personnel, Rule 8 transfers, welfare meetings, and EPF deductions in the Odisha Circle were highlighted. The CGM(SR) assured the union leaders that she would convey their concerns to the Director (HR) and strive to organise a meeting to resolve these matters promptly.

Despite the Government of India's directive on 3rd June 2024, the BSNL Management has yet to issue the office order for the payment of DA to casual labourers. BSNLEU raised the issue and submitted the government's order copy to the PGM (Estt.) on 24th July 2024. Unfortunately, the Corporate Office has not yet released the order, resulting in casual labourers being denied the DA amount with their salary this month. On 24th July, Com. Animesh Mitra, President and Com. John Verghese, Acting General Secretary met Shri S.P. Singh, PGM (Estt.) to conveyed our strong dissatisfaction. While the PGM (Estt.) cited administrative difficulties for the delay, he assured prompt action to address the issue.

The BSNL Corporate Office has issued letter, endorsing the DPE order for increase of the IDA from the present 216.8% to 217.8%, w.e.f. 01-07-2024. The Corporate Office letter is enclosed.

BSNLEU representatives, including President Com. Animeh Mitra, Acting General Secretary Com. John Verghese and AGS Com. C.K. Gundanna, recently met with CGM(SR) to address the urgent need for a regular CGM in the West Bengal Circle. The circle has been functioning without a regular CGM for the past four months. Despite the Corporate Office appointing a CGM, the order was recently cancelled or postponed, resulting in a collapse of the operational situation and severely affecting development and maintenance activities. In response to this critical issue, BSNLEU, West Bengal Circle Union, initiated a week-long agitation starting on 16.07.2024, demanding the appointment of a permanent CGM. During the meeting, the matter was highlighted to CGM(SR), who assured that further action would be taken after consulting with the Director (HR).
