The "All Unions & Associations of BSNL" has called on the employees of BSNL to organise massive demonstrations on 16-10-2017 (next Monday), demanding settlement of pay revision and to drop the government's decision to form a Subsidiary Tower Company. Practical difficulties may be there in organising the programme in full swing, since Diwali is only a few days away. However, considering the significance of the issues, CHQ calls upon the circle and district unions to take all out efforts to mobilise maximum number of employees, by coordinating with all other unions and associations.
A meeting of All Unions and Associations of BSNL(AUAB) is held yesterday the 22nd March,2018, in FNTO's office. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, SEWA BSNL, BSNLMS, BSNLOA participated. The meeting reviewed the developments that had taken place after the meeting with the Hon'ble MoS(C) that was held on 24th February,2018. It is observed that the government is moving fast to operationalise the Subsidiary Tower Company from the 1st of April, 2018, totally ignoring the strong opposition from the entire employees of BSNL. In view of this, the meeting decided to launch agitational programme to stop the same. Decision is taken to conduct "lunch hour demonstrations" on 27th March,2018, in front of Sanchar Bhawan, New Delhi, as well as at circle and SSA head quarters, throughout the country. A memorandum, opposing the Subsidiary Tower Company will be submitted to the Hon'ble MoS(C) at Sanchar Bhawan. Same memorandum will be submitted to the respective CGMs and the state governors, to be forwarded to the MoS(C). CHQ calls upon the circle and district unions to successfully implement the call.
Based on the notice issued today, by the All Unions and Associations of BSNL, for organising walk-out and rallies on 28-05-2018, the CMD BSNL invited the leaders of the AUAB for talks. The talks started at 16:30 hrs. and lasted for almost two hours. In the meeting, the CMD BSNL informed the AUAB leaders that the item of Subsidiary Tower Company is not there in the agenda for the BSNL Board meeting to be held at Hyderabad on 28-05-2018. He also made an appeal to withdraw the struggle. Thereafter, a meeting of the AUAB was held. In view of the information given by the CMD BSNL, the meeting unanimously decided to defer the call for organising walk-out and rallies on 28-05-2018.

The 9th All India Conference of BSNLEU is being held at Mysuru from 17th to 20th December, 2018. In today’s meeting, Com.P. Abhimanyu, GS, invited the CMD BSNL, to address the Seminar that will be held in the All India Conference. The CMD BSNL accepted the invitation and assured to be present in the All India Conference for addressing the Seminar.
The AUAB has already demanded to the CMD BSNL that, a meeting with the Hon’ble Minister of State for Communications (I/C) should be arranged, to discuss the non-implementation of the assurances given by him. In today’s meeting, the General Secretary demanded the CMD BSNL to take efforts for arranging the meeting at the earliest. Responding to the General Secretary, the CMD BSNL informed that, a meeting between the AUAB and the Hon’ble Minister of State for Communications (I/C) is being arranged, and that it is likely to take place next week.
One day’s basic pay has already been deducted from the salary of the willing BSNL employees towards Kerala flood relief. The AUAB representatives who met the CMD BSNL recently have demanded that the CMD BSNL himself should handover the relief fund to the Chief Minister of Kerala, since it will serve as a very big image boosting for BSNL. The CMD BSNL had replied earlier that, BSNL had already written to the DoT in this regard. In today’s meeting, the General Secretary enquired whether any reply has come form the DoT. The CMD BSNL replied that, no reply has so far from the DoT. Further, he added that he would take up the matter with the Joint Secretary (Admin), DoT, who has recently assumed charge.
BSNLEU has already demanded that the JE LICE should not be conducted as an online exam. However, the demand was not accepted. In today’s meeting, the General Secretary, requested the CMD BSNL to consider the poor results of the JE LICE conducted as an online exam on 28.01.2018. He requested the CMD BSNL to hold the forthcoming JE LICE not as an online exam, but to hold it as an off-line exam. The CMD BSNL assured to examine BSNLEU’s proposal seriously.
BSNLEU is continuously demanding that CAT Allahabad judgement should be implemented in respect of granting Group B status and pay scale to the Sr. Accountants. Despite the DoT issuing favourable instructions on the subject, the judgement of Hon’ble CAT could not be implemented, since an appeal has been filed by the BSNL Management, against the CAT judgement, in the Allahabad High Court. In today’s meeting, the General Secretary demanded to the CMD BSNL that, this appeal filed by BSNL should be withdrawn so that the CAT judgement could be implemented. The CMD BSNL assured to look into it.
BSNLEU has already written to the CMD BSNL, demanding that the Management Trainee examination should be conducted without further delay. In today’s meeting the CMD BSNL informed the General Secretary that the Management Committee has recently decided to go ahead with holding the Management Trainee exam.

BSNLEU द्वारा सीनियर TOAs के 7100 स्केल से 6550 स्केल पर डाउनग्रेडेशन प्रकरण के संबंध में गंभीरता के साथ कार्यवाही की जा रही है। इस संबंध में CMD BSNL और तत्पश्चात कॉर्पोरेट ऑफिस के अन्य अफसरों से चर्चाएं की गई है। इन चर्चाओं के परिणामस्वरूप प्रभावित कर्मचारियों को एक और ऑप्शन का मौका दिए जाने हेतु पत्र जारी करने के लिए कॉर्पोरेट ऑफिस सहमत हुआ है। किन्तु अभी तक यह पत्र कॉर्पोरेट ऑफिस द्वारा जारी नही किया गया है। इस संबंध में कॉम पी अभिमन्यु, जीएस ने सौरभ त्यागी, Sr.GM(Estt.) से पुनः चर्चा की। Sr.GM(Estt.) शीघ्र ही यह पत्र जारी करने हेतु सहमत हुए हैं।

TUI - WFTU ऑफ ट्रेड यूनियन्स ऑफ ट्रांसपोर्ट एंड कम्युनिकेशन्स की 14वीं महासभा की टर्की की राजधानी इस्तांबुल में कल शुरुआत हुई। टर्कीश ट्रेड यूनियन नकलियत Is, महासभा (कांग्रेस) की मेजबान है और उन्होंने महासभा हेतु बेहतरीन व्यवस्था की है। इस महासभा में 25 राष्ट्रों के 80 प्रतिनिधि शामिल हो रहे हैं। कल कॉम पी अभिमन्यु,जीएस ने महासभा को संबोधित किया। उन्होंने हाल ही में वेज रिवीजन, पेंशन रिवीजन और सरकार की बीएसएनएल विरोधी कार्यवाहियों के विरोध में सम्पन्न 3 दिवसीय हड़ताल की बात कही। उन्होंने टेलीकॉम तकनीकी विकास के अंतर्राष्ट्रीय परिदृश्य पर चर्चा करते हुए कहा कि किस तरह पूंजीवादी राष्ट्र इस पर एकाधिकार जताते हुए तकनीक का स्वयं के लिए दोहन कर रहे हैं। उन्होंने पूरे विश्व के टेलीकम्यूनिकेशन वर्कर्स को पूंजीवादी ताकतों का मुकाबला करने के लिए WFTU के झंडे तले एक होने की त्वरित आवश्यकता को रेखांकित किया। कॉम जॉर्ज मावेरिक्स, महासचिव, WFTU महासभा को आज संबोधित करेंगे।
We know that the government policies are being influenced by the big corporates. One good example for this is the privatisation of the public sector companies. But, we are shocked to know that, the big corporates have penetrated into the Supreme Court also. This was revealed by none other than Justice Arun Mishra, of the Supreme Court. He has told that the influential corporate houses had managed to penetrate the judiciary. This statement is made by Justice Arun Mishra, because the judgement delivered by him in the open court, has been changed by the court staff, in the case of controversial builder, Amrapali.

BSNLEU has already written to the CMD BSNL, demanding that the dues deducted from employees’ salary should be remitted to the concerned organisations. Once again, BSNLEU has written to the CMD BSNL, in this regard. In the letter, it is pointed out that non-remittance of bank EMI, LIC premium, co-operative society dues, union subscription, etc., is causing hardships. The union has demanded that the dues deducted from employees’ salaries should immediately be remitted to the concerned organisations, for which Corporate Office should allot the needful funds to the circles.
The Chennai circle union of BSNLEU organised a grand and inspiring thanks-giving meeting in the K.K.Nagar BSNL Complex. Com.E. Natarajan, Circle President, presided over and Com.M.Kanniappan, Circle Secretary, delivered welcome address. The meeting was attended by a large number of employees. The meeting was addressed by Com.P.Abhimanyu,GS and Com.S.Chellppa, AGS. Both the leaders heartily thanked the employees of Chennai Telephones for voting for BSNLEU. The leaders also explained about the present scenario with regards to the BSNL’s financial condition and the government’s approach towards it. Both the leaders called upon the entire unions and associations to come forward to join the united struggles for the revival of BSNL.
1,047 scientists and scholars from India and abroad, have signed an open letter, condemning the Citizenship Amendment Bill and asking for it’s withdrawal. It is written in the letter that,
“the idea of India that emerged from the independence movement, and as enshrined in our Constitution, is that of a country that aspires to treat people of all faiths equally. The use of religion as a criterion would be inconsistent with the basic structure of the Constitution.”
Signatories of the letter include Rajesh Gopakumar (International Centre for Theoretical Sciences), Sandip Trivedi (Tata Institute of Fundamental Research), Sandeep Pandey (Magsaysay Award Recipient), S.S. Bhatnagar (Atish Dabholkar Awardee), etc. The letter ends with an appeal to withdraw the bill in it’s current form.
A Rs.69,000 crore Revival Package for BSNL and MTNL was announced by the government with much ‘pomp and show’, four months ago. Except the retrenchment of 78,000 employees in BSNL, nothing else has happened, as was announced in the Revival Package. The inordinate delay in the launching of it’s 4G service by BSNL, is having a telling impact on it’s revival. The CEC meeting of BSNLEU held at Vadodara has passed resolution demanding that BSNL’s 4G service should be launched immediately to take advantage of the favourable situation presently prevailing in the telecom market.

The process of changing union membership, by submitting authorisation forms, is going on from 16.06.2020. The last date is 15.07.2020. Some of the employees, who want to change union membership, may not be able to handover their forms to their concerned DDOs, if the DDO is posted in some other station. With the view to overcome this difficulty, the Corporate Office has issued letter today, stating that, in such cases, the District Secretary of the Union / Association can forward the membership form to the DDO, through e-mail / fax. In such a case, deduction of union subscription, based on the new form, will be done provisionally, till the receipt of the original copy.
The online Circle Executive Committee meeting of Haryana circle was held yesterday the 14-09-2020. Com.Naresh Kumar, Circle President, presided over. Com.M.S. Kadian, Circle Secretary, welcomed. Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS attended the meeting from the CHQ. Circle Office bearers, as well as the District Secretaries of all the major districts were present in the meeting. Com.P.Abhimanyu, GS inaugurated the meeting and explained about the decisions taken in the Central Executive Committee. Com.Swapan Chakraborty, Dy.GS, explained about the anti-BSNL steps being taken by the government, as well as the attacks being made on the public sector. A very good discussion took place on the organisational as well as on staff issues. Com.P.Abhimanyu, GS, replied to the All India level issues raised by the comrades. Thereafter, Com.M.S. Kadian, Circle Secretary, summed up the discussion. Finally, Com.Naresh Kumar, Circle President, addressed the meeting and concluded with vote of thanks.

It is already informed through the CHQ circular and the website that, an All India Convention of Central Public Sector Workers is being held at New Delhi on 30.05.2018. This convention is going to take important decision with regards to the vital issues of wage revision and disinvestment / privatisation in Public Sector. CHQ has already allotted quota to various circle unions for mobilising delegates to this convention. It is intimated that the convention will be held from 13:00 hrs. to 17:00 hrs. on 30.05.2018. Venue of the convention is Ghalib Institute, opposite to Mata Sundri College, ITO. All comrades are requested to reach the venue on time.
On 23.07.2018, Com. P. Abhimanyu, GS and Com. Swapan Chakraborty, Dy.GS, met Ms. Sujata T. Ray, Director (HR), and invited her attention to the non-implementation of the Corporate Office orders, in respect of contract workers in UP (circle). The Director (HR) has taken the complaint very seriously. When the GS and CS, UP(East) met the CGM, UP(East) today, it was reported by the latter that, two officers of the Corporate Office are in UP(East) presently, and are making inspection in various SSAs, with regards to the implementation of Corporate Office orders. BSNLEU heartily thanks the Director (HR) for taking prompt action on the complaint.
BSNLEU is continuously pressing the Management for the re-engagement of the 30% contract workers, who are retrenched as per the direction of the Corporate Office. The matter has already been discussed with the CMD BSNL and Director (HR), as a result of which the Corporate Office has written to the CGMs, referring the letter written by GS, BSNLEU, and calling for their reviews. Com. P. Abhimanyu, GS, met Shri Manish Kumar, GM (Restg.) today, and discussed this issue. He pointed out that calling for the views of the CGMs on this issue, is a futile exercise, since no CGM will respond. The General Secretary insisted that the Corporate Office should give a direction to the CGMs for the re-engagement of the retrenched contract workers and for redeploying them in sales and marketing activities.
