Shri S. Venkatesan, MP, Madurai, writes to the Hon’ble Minister on 3rd Pay Revision issue.

Consequent to the campaign of submitting memorandum by the AUAB, to the MPs, Shri S. Venkatesan, Lok Sabha Member of the CPI(M) from Madurai, has written to Shri Ashwini Vaishnaw, Hon’ble Minister for Communications on the 3rd Pay Revision issue. The Hon’ble MP has pointed out that, the top officers working in BSNL have already got their Pay Revision and that, the same should not be denied to the other employees and officers of BSNL.

Airtel buys Rs.19,750 crore worth 5G equipments from Nokia, Ericsson and Samsung..

Airtel has signed agreement with Nokia, Ericsson and Samsung, for purchasing 5G equipments worth Rs.19,750 crore. At the same time, condition has been imposed on BSNL to purchase 4G equipments only from Indian companies. BSNL’s 4G launching is already delayed by 9 years. There is no Indian company with proven 4G technology.  TCS must have proved its 4G technology by 30th November, 2021, but it is not able to do it till date. Still, government is pressurising BSNL to purchase 4G equipments only from Indian companies. Why? Private companies are not being told to procure 5G equipments only from Indian company. Why? This is nothing but, a clear cut strategy of the government to further weaken BSNL and to ultimately hand it over to the private. It is time for all of us to tell the government to allow BSNL to procure equipments from global vendors, at par with the private telecom companies.

एयरटेल ने 19,750 करोड़ रुपये के 5G उपकरण खरीदने के लिए नोकिया, एरिक्सन और सैमसंग के साथ समझौता किया है।  वहीं बीएसएनएल पर केवल भारतीय कंपनियों से 4G उपकरण खरीदने की शर्त लगाई गई है।  बीएसएनएल की 4G सेवा के आरंभ  में पहले ही 9 साल की देरी हो चुकी है।  सिद्ध 4G तकनीक वाली कोई भारतीय कंपनी नहीं है।  टीसीएस को 30 नवंबर, 2021 तक अपनी 4G तकनीक साबित करनी थी, लेकिन वह आज तक ऐसा नहीं कर पाई है।  फिर भी सरकार बीएसएनएल पर सिर्फ भारतीय कंपनियों से 4G उपकरण खरीदने का दबाव बना रही है।  क्यों?  निजी कंपनियों को सिर्फ भारतीय कंपनी से 5G उपकरण खरीदने के लिए नहीं कहा जा रहा है।  क्यों?  यह और कुछ नहीं, बीएसएनएल को और कमजोर करने और अंततः इसे निजी हाथों में सौंपने की सरकार की स्पष्ट रणनीति है।  समय आ गया है कि हम सरकार से कहें कि बीएसएनएल को निजी दूरसंचार कंपनियों के समान वैश्विक विक्रेताओं से उपकरण खरीदने की अनुमति दी जाए।

CHQ issues notifications for holding CEC and Extended CEC meetings.

As has already been informed, the CEC meeting of BSNLEU will be held at Mysuru on 25.08.2022. The Extended CEC meeting of BSNLEU will be held on 26.08.2022 & 27.08.2022. Today notification is issued by the CHQ, for holding the aforementioned meetings. All the Circle Secretaries, Central Office bearers and District Secretaries are requested to take note of this.

BSNLEU writes to the Management for the granting Special Casual Leave for the participants of the CEC and Extended CEC meetings.

Letter is written to the Management today, requesting the Corporate Office to issue necessary instruction to the CGMs for the sanctioning of Special Casual Leave for the forthcoming CEC and Extended CEC meetings. The Circle Secretaries and Central Office bearers are entitled for Special Casual Leave for attending both the meetings. The district secretaries are entitled for availing Special Casual Leave for attending the Extended CEC meeting.

When danger comes, Ostrich buries it’s head in sand..

BSNLEU wrote a letter to the CMD BSNL yesterday, wherein, the union has strongly protested against the threatenings being given to the employees and also the direction of the CGM, Rajasthan, stating that the employees should work 10 to 12 hours per day. The issue is very serious and hence BSNLEU has expressed it’s protest to the CMD BSNL. General Secretary sent this letter to the CMD BSNL, through Whatsapp. The CMD BSNL has given a reply stating that, such letters should not be sent on his Whatsapp. BSNLEU is aware that our CMD BSNL will not like such letters. However, being the Main Recognised Union, it is the duty of BSNLEU to convey it’s views / protest to the CMD BSNL on important issues. It is the duty of the CMD BSNL to read such letters and to know the views of the Main Recognised Union. The direction of the CMD BSNL that such letters should not be sent on Whatsapp, only exposes his intolerance to the views of the trade union. The action of the CMD BSNL only reminds us what the ostrich will do when it is in danger. The ostrich will bury it’s head into the sand and will think that the danger is over.

BSNLEU ने कल सीएमडी, बीएसएनएल को एक पत्र लिखा है जिसमें कर्मचारियों को दी जा रही धमकियों और चीफ़ जनरल मेनेजर, राजस्थान के निर्देश का भी BSNLEU ने कड़ा विरोध किया है, जिसमें कहा गया है कि कर्मचारियों को प्रतिदिन 10 से 12 घंटे काम करना चाहिए।  मुद्दा बहुत गंभीर है और इसलिए BSNLEU ने सीएमडी, बीएसएनएल के सामने अपना विरोध व्यक्त किया है।  महासचिव ने यह पत्र सीएमडी, बीएसएनएल को WhatsApp के माध्यम से भेजा।  सीएमडी, बीएसएनएल ने जवाब देते हुए कहा है कि, इस तरह के पत्र उसके WhatsApp पर नहीं भेजे जाने चाहिए।  BSNLEU को पता है कि हमारे सीएमडी, बीएसएनएल को ऐसे पत्र पसंद नहीं आएंगे।  हालांकि, मुख्य मान्यता प्राप्त यूनियन होने के नाते, BSNLEU का यह कर्तव्य है कि वह महत्वपूर्ण मुद्दों पर सीएमडी, बीएसएनएल को अपने विचार/विरोध से अवगत कराए।  ऐसे पत्रों को पढ़ना और मुख्य मान्यता प्राप्त यूनियन के विचारों को जानना सीएमडी, बीएसएनएल का कर्तव्य है।  बीएसएनएल के सीएमडी का निर्देश कि इस तरह के पत्र WhatsApp पर नहीं भेजे जाने चाहिए, केवल ट्रेड यूनियन के विचारों के प्रति उनकी असहिष्णुता को उजागर करता है।  सीएमडी,  बीएसएनएल की कार्रवाई हमें केवल यह याद दिलाती है कि शुतुरमुर्ग खतरे में होने पर क्या करेगा।  शुतुरमुर्ग अपना सिर रेत में गाड़ देगा और सोचेगा कि खतरा टल गया है।

AIBDPA organises March to Sanchar Bhawan on 24.08.2022 - Participate and make it a success.

All India BSNL & DoT Pensioners Association (AIBDPA) is organising a March to Sanchar Bhawan on 24.08.2022, demanding settlement of Pension Revision w.e.f. 01.01.2017 and settlement of other important demands of the pensioners. The Co-ordination Committee of BSNLEU, AIBDPA and BSNL CCWF, has decided to participate in this programme and make it a success. Private companies are having AK-47. Government wants BSNL to fight with sticks and stones..

The government has announced a Revival Package for BSNL on 27th July, 2022. Through it’s press statement, BSNLEU has already raised questions about the proposals contained in the Revival Package. One of the important points being raised by BSNLEU is that, the government is creating hurdles in BSNL’s 4G launching. BSNL is not being allowed to procure equipments from global vendors, like Nokia, Ericsson and Samsung, whereas all the private telecom companies are procuring their equipments from these companies. BSNL is being forced to procure 4G equipments from TCS, which is not having proven 4G technology. Still TCS has not been able to complete the PoC for which last date had been fixed as 30.11.2021. It means, TCS is unable to prove that it is having the technology of supplying 4G equipments to BSNL.

 

As such, what is the intention of the government in denying permission for BSNL to procure equipments from global vendors, but forcing BSNL to procure 4G equipments from a company which is not having proven 4G technology? Further, so far, TCS has not accepted the purchase order placed by BSNL on 31st March, 2022, for procuring 6,400 4G BTSs. No one can say when TCS will be able to supply 1 lakh 4G BTSs to BSNL. Another big question is, even if TCS supplies 4G equipments to BSNL, what will be the standard and quality of those equipments and whether BSNL can compete with Jio and Airtel with those equipments. Private companies are having AK-47. Government wants BSNL to fight with sticks and stones.

 

Thus, by rejecting the opportunity to procure 4G equipments from global vendors, clearly the government is planning to push BSNL to the stage of a “sick company” and thereafter to sell it to the corporates, as was done in the case of Air India.

 

Under these circumstances, the speech delivered by Shri P.K. Purwar, CMD BSNL, in his video conferencing to the CGMs on 28.07.2022, has to be noted by each and every employee of BSNL. In his speech, the CMD BSNL has reported that the Hon’ble Prime Minister had asked him, how many BSNL employees have been sent home for inefficiency? The CMD BSNL has also reported that, the Hon’ble Prime Minister has told that, now BSNL should “perform or perish”. Under these circumstances, the CGM, Rajasthan, has also issued a letter on 29th July, 2022, wherein he has stated that, all employees should hereafter work for 10 to 12 hours per day. BSNLEU strongly condemns this statement of the CGM, Rajasthan. The working class had shed blood in long struggles to get 8 hour working day. But, Shri P.K. Purwar, CMD BSNL and his Management want to take BSNL employees back to the days of the British Raj. Undoubtedly, the government and the CMD BSNL are trying to make the employees as “scapegoats”. We request all the Non-Executives and Executives to kindly think over this.

The Extended Central Executive Committee meeting of BSNLEU to be held at Mysuru on 26th & 27th August, 2022.

The All India Centre meeting of BSNLEU was held online yesterday the 29.07.2022. The circle secretaries and CHQ office bearers of the Southern Circles also participated. In this meeting, it is decided to hold the Central Executive Committee meeting at Mysuru on 25.08.2022. Only circle secretaries and central office bearers will participate in this meeting. This will be followed by the Extended Central Executive Committee meeting of BSNLEU which will be held on 26th & 27th August, 2022. All the district secretaries will also participate in the Extended CEC meeting. All the CEC members and district secretaries are requested to kindly note this and book their journey tickets immediately.

Send inefficient employees home – take action under FR 56 (J) – Hon’ble Prime Minister has reportedly told the CMD BSNL..

The CMD BSNL, in his video conferencing yesterday, has quoted certain observations made by Shri Narendra Modi, Hon’ble Prime Minister, in connection with BSNL’s Revival Package. The Prime Minister has reportedly told, “BSNL should either perform or perish”. Further, the Hon’ble Prime Minister is reported to have asked the CMD BSNL, how many employees have been sent home for their inefficiency and against how many employees had the BSNL Management taken disciplinary action under FR 56 (J). We share the view of the Hon’ble Prime Minister that, BSNL should improve it’s efficiency, revenue, customer base and ARPU (Average Revenue Per User). However, we would like to ask the Hon’ble Prime Minister, why BSNL, which earned a net profit of Rs.10,000 crore in 2004-05, is unable to improve it’s performance now, in terms of revenue collection, customer base, etc. Even an ordinary employee in BSNL will say that, it is because BSNL is unable to start it’s 4G service. Had BSNL been permitted to upgrade it’s BTSs, the Company would have started it’s 4G service at least 2 years back. Alternatively, had BSNL been allowed to purchase it’s 4G equipments from Nokia, Ericsson and Samsung (global vendors), it would have launched it’s 4G service by this time. However, it is an undeniable fact that, both the permissions were rejected by the government of our Hon’ble Prime Minister. Now, BSNL is being compelled to purchase it’s 4G equipments from the newcomer TCS, which is not having proven 4G technology. This compulsion is also being created by the government of our Hon’ble Prime Minister. After having created all these problems for BSNL, is it appropriate on the part of our Hon’ble Prime Minister to observe that the Company is not performing only because of the employees? Sorry Prime Minister, we beg to differ.

BSNLEU boycotts CMD BSNL’s meeting.

Democratic rights of the unions and associations in BSNL are being crushed by Shri P.K. Purwar, CMD BSNL. Even peaceful agitational programmes, like dharna and hunger strike are not being allowed in BSNL and pay cut is being imposed on those who participate in these programmes. The Hon’ble Supreme Court has held on various occasions that, participating in peaceful agitations is the fundamental right of every citizen of this country. In the talks held between the CMD BSNL and the AUAB, in October, 2021, it was assured that, the BSNL Management would review it’s stand. However, no change has come in the attitude of the CMD BSNL. He wants to convert the unions and associations as his slaves. Protesting this attitude of Shri P.K. Purwar, CMD BSNL, BSNLEU is boycotting the all union / association meeting, called on today, to be addressed by him.
