[email protected]Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy.GS, met Ms. Anima Roy, GM (Estt.), yesterday, and discussed the following decisions taken in the 35th meeting of the National Council, and which are related to the Establishment Branch.
Conferment of 1st upgradation under NEPP, on completion of 4 years, to the TSMs regularised after 01.10.2000.
The TSMs regularised after 01.10.2000, are issued with Presidential Orders, and they are treated as DoT recruitees. However, they are treated as BSNL recruitees for the purpose of NEPP, and their 1st upgradation under NEPP is granted only after completion of 8 years. This issue was discussed in the National Council, and it was assured that once again this issue would be taken to the Management Committee for necessary approval. The Union representatives insisted expeditious action on this matter. The GM (Estt.) agreed to do the needful.
Amendment to JTO RR.
As per the existing RR the officials require 5 years of residency period in NE-9 pay scale, to become eligible for appearing in the JTO LICE. In the National Council meeting, the Management Side agreed to favourably consider 5 years of service in NE-6 pay scale. As regards, settlement of this issue, the GM (Estt.) replied that the Management Committee has accepted this proposal, whereas it was turned down by the DoT. The Union representatives told the GM (Estt.) that amendment of the RR is the prerogative of the BSNL Board, and that DoT should not interfere in this matter. This issue will be further taken up with the Director (HR).
Implementation of the 7th CPC CDA pay scale for the casual labourers.
This issue was discussed in the National Council meeting, and the Management Side responded favourably. In yesterday’s meeting the Union representatives insisted the GM (Estt.) to take expeditious steps for revision of wages to the casual labourers, based on the lowest CDA pay scale recommended by the 7th CPC. GM (Estt.) assured to do the needful.
Payment of medical allowance on the basis of 78.2% IDA fixation benefit.
In the National Council meeting, this demand of the Staff Side was accepted by the Management Side and it was assured that decision would be taken within one month. Union representatives insisted implementation of the National Council decision. The GM (Estt.) assured to do the needful.
Restructuring of the Industrial Cadres.
In the National Council meeting, the demand of the Staff Side for implementation of Restructuring of the Industrial Cadres was discussed, and the Management Side agreed to consider it. In yesterday’s meeting, this issue was discussed in detail. The Union representatives strongly argued that Restructuring of the Industrial Cadres should be completed soon, and for this matter the Establishment Branch should take the initiative. The GM (Estt.) assured to do the needful.

All India State Government Employees Federation organised a condolence meeting at Delhi on 12.12.2017 to pay respectful homage to com Sukomal Sen in Delhi Parsi Anjuman Hall. The meeting was presided over by com.Subhash Lamba, AGS, AISGEF. At the beginning a resolution proposed by com Srikumar, SG, AISGEF. There after com.A.K.Padmanabhan, Vice-President, CITU, recollected the memories with com.Sukomal Sen followed by com.K.K.N.Kutty, Confederation of Central Government Employees, com. Swapan Chakraborty, Dy.GS, BSNLEU, com.Giriraj Singh, President,NFPE, com.R.N.Parasar, SG,NFPE and other leaders from AISGEF from different states. The condolence resolution adopted with a strong determination that all unions of state, central and PSUs will carry the messages of com.Sukomal Sen to protect the interests of the working class of the country.

A meeting of the All Unions and Associations of BSNL was held at New Delhi today. Leaders of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, AIGETOA, SEWA BSNL, BSNL MS BSNL OA and BSNL ATM were present in the meeting. The meeting hailed the unprecedented success of the two day strike, and heartily congratulated the entire Non-Executives and Executives of BSNL, for whole heartedly joining the strike. It expressed it's gratitude to the leaders at various levels, for successfully organising the strike. The meeting also condemned the BSNL Management and the DoT, for not even inviting the leaders for talks. Strong resolve was expressed by all the leaders for further intensifying the struggle. Various proposals were given regarding the next course of action, and also for further mobilisation. It was decided to take a final decision in the next meeting to be held on 08-01-2018.
The strike, called on by the All Unions and Associations of BSNL was a historic success on the first day, i.e., yesterday. It was total, from Kashmir to Kanyakumari. The attempts made by the BSNL Management to break the strike, by creating confusions, got a befitting reply from the employees, who brought BSNL to a grinding halt. Today, the strike is taking place more vigorously. The employees have expressed their determination to get the demands settled.

The call given by the "All Unions and Associations of BSNL" for submission of memorandum to the MPs, has been well responded by our comrades. It is very encouraging to note that our comrades have shown keen interest in meeting the MPs and also explaining about the wage revision and Subsidiary Tower Company issues. Explaining these issues to the elected representatives of the people, will have a big impact in the settlement of the issues. CHQ salutes all the comrades who have completed this task. It is already informed through our website that the CITU has constructed a trade union school at Saket, New Delhi, named after one of the most outstanding trade union leaders of our country, com. P.Ramamurti, who was also the first general secretary of the CITU. The inauguration of this "P.Ramamurti Bhawan" took place today. Com.K.Hemalata, President,CITU, presided over the function. Inauguration of com.P.Ramamurti Bhawan was done by com. Sitaram Yechury. Com.A.K.Padamanabhan, vice-president, CITU unveiled the statue of com.P.Ramamurti. This was followed by a workers' meeting, which was addressed by com.Sitaram Yechuri, com.A.K.Padmanabhan, com.Tapan Sen and many other leaders. Com.Swapan Chakraborty, Dy. GS, com.Ramesh Chand, Organising Secretary(CHQ) and com.T.A.Biju, CHQ Office Secretary, participated in this function.
With the view to strengthen the functioning of the CHQ, the General Secretary has requested the Assistant General Secretaries to come over to the CHQ and work there in rotation. Accordingly, com.M.K.Dave, AGS, has joined the CHQ on 18.12.2017. We cordially welcome com.M.K.Dave to the CHQ.
