मेरठ जिला यूनियन ने हड़ताल की तैयारी के लिए एक बेहतरीन बैठक आयोजित की।

BSNLEU की मेरठ जिला यूनियन ने कल दिनांक 07-07-2025 को मेरठ में हड़ताल की तैयारी के लिए एक बेहतरीन बैठक आयोजित की। इस बैठक में विभिन्न ट्रेड यूनियनों के नेताओं और सदस्यों ने भाग लिया। बैठक की अध्यक्षता एआईबीडीपीए के जिला अध्यक्ष साथी  सतीश कुमार शर्मा ने की। बैठक को सीआईटीयू के जिला सचिव साथी  सत्यपाल सिंह, BSNLEU के जिला सचिव साथी  नरेश पाल, एलआईसी के साथी  सजीव कुमार शर्मा, एआईबीडीपीए के जिला सचिव साथी  रामस्वरूप, BSNLEU के संगठन सचिव (सीएचक्यू) साथी  अश्विन कुमार और कई अन्य नेताओं ने संबोधित किया। सभी वक्ताओं ने आम हड़ताल के लिए मांगपत्र के बारे में बताया और कर्मचारियों से हड़ताल में पूरी तरह से भाग लेने का आह्वान किया। सीएचक्यू इस पहल के लिए BSNLEU की मेरठ जिला यूनियन को हार्दिक बधाई देता है।

The working class of the country is gearing-up to organise the General Strike on 09-07-2025. The working class of India is determined to defeat the anti-worker and pro- corporate Four Labour Codes, being implemented by the government. The Public Sector undertakings, including BSNL, are being systematically weekend by the government, with the ultimate intention to privatise the entire public sector companies of the country. This is what has been done to the Air India, which has been handed over to the TATA. This is exactly why several road blocks are created in BSNL's 4G launching, as a result of which BSNL and it's customers are suffering today. We cannot allow BSNL to be converted into a sick company and ultimately handed over to Adani or Ambani. BSNLEU and NFTE have called on the employees to join this General Strike to protect BSNL and also to find settlement to the burning problems of BSNL employees. CHQ calls upon the Circle, District and Branch union office- bearers to approach each and every employee and to make the General Strike a grand success in BSNL.

कर्मचारियों के बीच सघन अभियान चलाकर 09-07-2025 को होने वाली आम हड़ताल को सफल बनाएं।

देश का मजदूर वर्ग 09-07-2025 को होने वाली आम हड़ताल के लिए कमर कस रहा है। भारत का मजदूर वर्ग सरकार द्वारा लागू की जा रही मजदूर विरोधी और कॉरपोरेट समर्थक चार श्रम संहिताओं को हराने के लिए कृतसंकल्प है। बीएसएनएल समेत सार्वजनिक क्षेत्र के उपक्रमों को सरकार द्वारा सुनियोजित तरीके से बंद किया जा रहा है, जिसका अंतिम उद्देश्य देश की सभी सार्वजनिक क्षेत्र की कंपनियों का निजीकरण करना है। एयर इंडिया के साथ भी यही किया गया है, जिसे टाटा को सौंप दिया गया है। यही कारण है कि बीएसएनएल की 4G लांचिंग में कई बाधाएं उत्पन्न की जा रही हैं, जिसका परिणाम आज बीएसएनएल और उसके ग्राहक भुगत रहे हैं। हम बीएसएनएल को एक बीमार कंपनी में तब्दील नहीं होने देंगे और अंततः इसे अडानी या अंबानी को सौंपने नहीं देंगे। BSNLEU और एनएफटीई ने कर्मचारियों से बीएसएनएल की रक्षा करने और बीएसएनएल कर्मचारियों की ज्वलंत समस्याओं का समाधान खोजने के लिए इस आम हड़ताल में शामिल होने का आह्वान किया है। सीएचक्यू ने सर्किल, जिला और शाखा यूनियन पदाधिकारियों से आह्वान किया है कि वे प्रत्येक कर्मचारी से संपर्क करें और बीएसएनएल में आम हड़ताल को सफल बनाएं। 

The Corporate Office has issued clear-cut instructions that Local Councils should be formed at the OA level also. However this direction of the Corporate Office is not being implemented in many OAs. It has been brought to the notice of the CHQ that, Local Council has not been reconstituted in Surendranagar OA of Gujarat circle. The CHQ of BSNLEU has already issued nominations to Surendranagar OA in December 2022 itself. Further, Formal Meeting is also not being granted to the Surendranagar district union by the Bhavnagar GM. BSNLEU has written letter to the PGM (SR), BSNL CO today, requesting to issue necessary instruction   for the early reconstitution of Local Council at Surendranagar and also granting of Formal Meeting to the Surendranagar district union by the PGM, Bhavnagar, who is the head of the BA for Surendranagar OA.

गुजरात सर्किल के सुरेन्द्रनगर ओए में लोकल काउंसिल का पुनर्गठन न होना - BSNLEU ने बीएसएनएल कॉर्पोरेट ऑफ़िस के प्रिंसिपल जनरल मैनेजर  (एसआर) को पत्र लिखा।

कॉर्पोरेट कार्यालय ने स्पष्ट निर्देश जारी किए हैं कि ओए स्तर पर भी लोकल काउंसिलों का गठन किया जाना चाहिए। हालांकि, कॉर्पोरेट कार्यालय के इस निर्देश का कई ओए में क्रियान्वयन नहीं हो रहा है। सीएचक्यू के संज्ञान में लाया गया है कि गुजरात सर्किल के सुरेन्द्रनगर ओए में लोकल काउंसिल का पुनर्गठन नहीं किया गया है। BSNLEU के सीएचक्यू ने दिसंबर 2022 में ही सुरेन्द्रनगर ओए के लिए नामांकन जारी कर दिया है। इसके अलावा, भावनगर जनरल मैनेजर द्वारा सुरेन्द्रनगर जिला यूनियन को औपचारिक बैठक भी नहीं दी जा रही है। BSNLEU ने आज बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर  (एसआर) को पत्र लिखकर सुरेन्द्रनगर में लोकल काउंसिल के शीघ्र पुनर्गठन के लिए आवश्यक निर्देश जारी करने और सुरेन्द्रनगर ओए के लिए बीए के प्रमुख प्रिंसिपल जनरल मैनेजर, भावनगर द्वारा सुरेन्द्रनगर जिला यूनियन को औपचारिक बैठक देने का अनुरोध किया है।

Maharashtra circle union of BSNLEU conducted an online circle executive committee meeting on 06-07-2025, to organise the General Strike to be held on 09-07-2025. Com.N.K.Nalawade, circle president, presided over the meeting. All the leaders, viz., Com.N.K.Nalawade, circle president, Com.John Verghese, Dy.GS, Com.Ganesh Hinge, Circle Vice-President and Com.K.S.Baste, Circle Secretary, explained about the demands on which the General Strike is being organised. The leaders severely criticised the four Labour Codes being introduced by the Modi government in favour of the big corporates and to curtail the Labour Rights. Weakening and privatisation of the public sector undertakings, depriving BSNL of good quality 4G service and other demands of BSNL employees were explained in the meeting.

On 29-04-2025, the Corporate Office issued letter, suspending all sports activities and also stopping the daily 2 hour / 4 hour off, being given to the sports persons for practicing. Immediately, on 30-04-2025 itself, BSNLEU opposed this action and wrote letter to the CMD BSNL. BSNLEU demanded that, all the sports activities should be restored. In the meantime, in the reply given to the letter written by an MP, the Hon'ble Minister of Communications, Sri Jyothiraditya Scindia had replied that, the sports activities in BSNL had been suspended in view of the financial condition of the Company. Com.P.Abhimanyu, General Secretary, met the CMD BSNL on 01-07-2025 and demanded immediate restoration of the sports activities. The CMD BSNL replied that, the sports activities are kept under suspension only for a limited period. The General Secretary, BSNLEU, requested the CMD BSNL to immediately restore the 2 hour / 4 hour off for the practicing of the sports persons. The General Secretary further told the CMD BSNL that, without practicing, the sports persons will become unfit to participate in future sports events. The CMD BSNL assured to look into this. It can be seen that, right from the beginning it is BSNLEU, which is taking efforts to protect the interests of the sports persons. However, some mischief mongers are trying to mislead our comrades. Sports persons are requested to be vigilant.

BSNLEU खिलाड़ियों के हितों की रक्षा के लिए प्रयास कर रहा है। 

दिनांक 29-04-2025 को कॉर्पोरेट कार्यालय ने पत्र जारी कर सभी खेल गतिविधियों को स्थगित कर दिया तथा खिलाड़ियों को अभ्यास के लिए प्रतिदिन दी जाने वाली 2 घंटे/4 घंटे की छुट्टी भी बंद कर दी। तत्काल 30-04-2025 को ही BSNLEU ने इस कार्रवाई का विरोध किया तथा सीएमडी बीएसएनएल को पत्र लिखा। BSNLEU ने मांग की कि सभी खेल गतिविधियों को बहाल किया जाए। इसी बीच एक सांसद द्वारा लिखे गए पत्र के उत्तर में माननीय संचार मंत्री श्री ज्योतिरादित्य सिंधिया ने उत्तर दिया कि कंपनी की वित्तीय स्थिति को देखते हुए बीएसएनएल में खेल गतिविधियों को स्थगित कर दिया गया है। महासचिव साथी  पी अभिमन्यु ने 01-07-2025 को सीएमडी बीएसएनएल से मुलाकात की तथा खेल गतिविधियों को तत्काल बहाल करने की मांग की। सीएमडी बीएसएनएल ने उत्तर दिया कि खेल गतिविधियों को केवल सीमित अवधि के लिए स्थगित रखा जाता है। BSNLEU के महासचिव ने सीएमडी बीएसएनएल से खिलाड़ियों के अभ्यास के लिए 2 घंटे/4 घंटे की छुट्टी तुरंत बहाल करने का अनुरोध किया। महासचिव ने सीएमडी बीएसएनएल को आगे बताया कि अभ्यास के बिना खिलाड़ी भविष्य की खेल प्रतियोगिताओं में भाग लेने के लिए अयोग्य हो जाएंगे। सीएमडी बीएसएनएल ने इस पर विचार करने का आश्वासन दिया। यह देखा जा सकता है कि, शुरू से ही यह BSNLEU है, जो खिलाड़ियों के हितों की रक्षा के लिए प्रयास कर रहा है। हालांकि, कुछ शरारती तत्व हमारे साथियों को गुमराह करने की कोशिश कर रहे हैं। खिलाड़ियों से सतर्क रहने का अनुरोध किया जाता है। 

It is the decision of the National Council that a Special JTO LICE should be held for the Draughtsmen of the Civil and Electrical wings. Only recently, the PGM(BW) has sent the vacancy particulars of the Civil wing to the Recruitment Branch. When the General Secretary discussed the issue with the PGM(Rectt.) yesterday, he told that there is no provision in the JTO RR to hold such an exam. The General Secretary pointed out that as per the decision of the National Council, this Special JTO LICE has to be conducted by relaxing the JTO RR. The cadre controlling authority for the Draughtsmen of the civil wing has to take the initiative for this.  Hence, BSNLEU has written letter to him requesting to take the necessary step.  

जेटीओ आरआर में ढील देकर विशेष जेटीओ एलआईसीई आयोजित करना - BSNLEU ने प्रिंसिपल जनरल मैनेजर  (बीडब्ल्यू) को लिखा पत्र।

यह नेशनल काउंसिल का निर्णय है कि सिविल और इलेक्ट्रिकल विंग के ड्राफ्ट्समैन के लिए एक विशेष जेटीओ एलआईसीई आयोजित किया जाना चाहिए। अभी हाल ही में, प्रिंसिपल जनरल मैनेजर  (बीडब्ल्यू) ने सिविल विंग की रिक्तियों का विवरण भर्ती शाखा को भेजा है। जब महासचिव ने कल प्रिंसिपल जनरल मैनेजर  (भर्ती) के साथ इस मुद्दे पर चर्चा की, तो उन्होंने बताया कि जेटीओ आरआर में ऐसी परीक्षा आयोजित करने का कोई प्रावधान नहीं है। महासचिव ने बताया कि नेशनल काउंसिल के निर्णय के अनुसार, जेटीओ आरआर में ढील देकर यह विशेष जेटीओ एलआईसीई आयोजित किया जाना है। सिविल विंग के ड्राफ्ट्समैन के लिए कैडर नियंत्रण प्राधिकरण को इसके लिए पहल करनी होगी। इसलिए, BSNLEU ने उन्हें आवश्यक कदम उठाने का अनुरोध करते हुए पत्र लिखा है।

Com.P.Abhimanyu, GS, met Shri S.P. Singh, PGM(Estt.) & PGM(Admn.) & PGM(Rectt.) today and discussed the following long pending issues:-

1. Extension of Special Concessions and Incentives for the employees posted in Kashmir Valley.

The DoT has endorsed the DoP&T order in March, 2025 itself. BSNLEU is repeatedly taking up this issue. However, the Corporate Office has not issued the necessary order for this. The General Secretary demanded that the Corporate Office should issue expeditious order on this.

2. Holding Special JTO LICE for the Draughtsmen cadre.

It is a long pending demand of BSNLEU that one more Special JTO LICE should be conducted for the Draughtsmen of the Civil and Electrical wings. This demand was accepted in the 26^th meeting of the National Council held on 27.02.2012. Still, this decision of the National Council not been implemented. Due to the continuous efforts taken by BSNLEU, recently the Civil wing has sent vacancy details to the Recruitment Branch. However, Recruitment Branch has raised the point that there is no provision in the present JTO Recruitment Rules for conducting the Special JTO LICE. The General Secretary explained that, the Special JTO LICE for the Draughtsmen cadre originally held in the year 2008 itself was done in relaxation of the Recruitment Rules and now also the exam should be conducted in relaxation of the Recruitment Rules.

3. Holding confirmation exam for Senior Office Associate cadre.

BSNLEU has taken up this issue long back and no action has been taken up by the Corporate Office. In today’s meeting, it was once again insisted upon that, the Corporate Office must issue necessary letter to the circles for holding the confirmation exam.

4. Miscalculation of JE vacancies in J&K circle.

In J&K circle, 17 JEs have resigned and left BSNL. However, it has been brought to the notice of the CHQ of BSNLEU by the J&K circle union that, the names of these 17 JEs still continue in the J&K circle strength. As a result of this, sufficient vacancies are not arising in the JE LICE. The General Secretary demanded that, the Corporate Office should take necessary action in this regard.

5. Career Progression of left out outstanding sports persons.

BSNLEU has already written letter that, due to the wrong interpretation of Corporate Office rules, Ms. Nandita Datta, sports person of West Bengal circle has been denied of her career progression. The name of Shri Ram Kumar of Punjab circle, has been duly recommended by the CGM for career progression. However, it seems his name is omitted by the Corporate Office in considering for career progression.   

Detailed discussion took place on all the above mentioned issues. The General Secretary, BSNLEU, handed over to the PGM (Estt.) copies of BSNLEU’s letters already written to the Management. The PGM(Estt.) assured to take needful action on all the issues.  

छूटे हुए उत्कृष्ट खिलाड़ियों का कैरियर प्रोग्रेसन।

इस मुद्दे पर आज साथी  पी. अभिमन्यु, महासचिव ने श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर  (एस्टा/प्रशासन/भर्ती) के साथ चर्चा की।

BSNLEU ने पहले ही पत्र लिखा है कि, कॉर्पोरेट कार्यालय के नियमों की गलत व्याख्या के कारण, पश्चिम बंगाल सर्कल की खिलाड़ी सुश्री नंदिता दत्ता को उनके कैरियर प्रोग्रेसन से वंचित कर दिया गया है। पंजाब सर्कल के श्री राम कुमार का नाम चीफ जनरल मैनेजर  द्वारा कैरियर प्रोग्रेसन के लिए विधिवत अनुशंसित किया गया है। हालांकि, ऐसा लगता है कि कैरियर प्रोग्रेसन पर विचार करते समय कॉर्पोरेट कार्यालय द्वारा उनका नाम छोड़ दिया गया है। इन दोनों मुद्दों को महासचिव द्वारा विस्तार से समझाया गया। प्रिंसिपल जनरल मैनेजर (एस्टा/प्रशासन/भर्ती) ने आवश्यक कार्रवाई करने का आश्वासन दिया।

जम्मू-कश्मीर सर्कल में जेई रिक्तियों की गलत गणना।

इस मुद्दे पर आज साथी  पी. अभिमन्यु, महासचिव  ने श्री एस.पी. सिंह, पीजीएम (एस्टा/प्रशासन/भर्ती) के साथ चर्चा की।

जम्मू-कश्मीर सर्कल में 17 जेई ने इस्तीफा देकर बीएसएनएल छोड़ दिया है। हालांकि, जम्मू-कश्मीर सर्कल यूनियन द्वारा BSNLEU के सीएचक्यू के संज्ञान में लाया गया है कि इन 17 जेई के नाम अभी भी जम्मू-कश्मीर सर्कल में बने हुए हैं। इसके परिणामस्वरूप, जेई एलआईसीई में पर्याप्त रिक्तियां उत्पन्न नहीं हो रही हैं। महासचिव ने मांग की कि, कॉर्पोरेट कार्यालय को इस संबंध में आवश्यक कार्रवाई करनी चाहिए। प्रिंसिपल जनरल मैनेजर  (एस्टा/प्रशासन/भर्ती) ने आवश्यक कार्रवाई करने का आश्वासन दिया।

सीनियर ऑफिस एसोसियेट संवर्ग के लिए पुष्टिकरण परीक्षा आयोजित करना।

इस मुद्दे पर आज साथी  पी. अभिमन्यु, महासचिव  ने श्री एस.पी. सिंह, पीजीएम (एस्टा/प्रशासन/भर्ती) के साथ चर्चा की।

BSNLEU ने इस मुद्दे को बहुत पहले उठाया था और कॉर्पोरेट कार्यालय द्वारा कोई कार्रवाई नहीं की गई है। आज की बैठक में एक बार फिर इस बात पर जोर दिया गया कि कॉर्पोरेट कार्यालय को पुष्टिकरण परीक्षा आयोजित करने के लिए सर्किलों को आवश्यक पत्र जारी करना चाहिए। प्रिंसिपल जनरल मैनेजर  (एस्टा/प्रशासन/भर्ती) ने आवश्यक कार्रवाई करने का आश्वासन दिया।

ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई आयोजित करना।

इस मुद्दे पर आज श्री एस.पी. सिंह,प्रिंसिपल जनरल मैनेजर (एस्टा/प्रशासन/भर्ती) के साथ साथी पी. अभिमन्यु, महासचिव द्वारा चर्चा की गई।

BSNLEU की यह लंबे समय से मांग रही है कि सिविल और इलेक्ट्रिकल विंग के ड्राफ्ट्समैन के लिए एक और विशेष  जेटीओ एलआईसीई आयोजित किया जाना चाहिए। 27.02.2012 को आयोजित नेशनल काउंसिल की 26वीं बैठक में इस मांग को स्वीकार कर लिया गया। फिर भी, नेशनल काउंसिल के इस निर्णय को लागू नहीं किया गया। BSNLEU द्वारा किए गए निरंतर प्रयासों के कारण, हाल ही में सिविल विंग ने भर्ती शाखा को रिक्तियों का विवरण भेजा है। हालांकि, भर्ती शाखा ने यह मुद्दा उठाया है कि वर्तमान जे.टी.ओ. भर्ती नियमों में विशेष जेटीओ एलआईसीई आयोजित करने का कोई प्रावधान नहीं है। महासचिव ने बताया कि ड्राफ्ट्समैन संवर्ग के लिए वर्ष 2008 में आयोजित विशेष जेटीओ एलआईसीई की परीक्षा भी भर्ती नियमों में छूट देकर कराई गई थी और अब भी भर्ती नियमों में छूट देकर परीक्षा कराई जानी चाहिए। पीजीएम (एस्टा/प्रशासन/भर्ती) ने आवश्यक कार्रवाई करने का आश्वासन दिया। 

कश्मीर घाटी में तैनात कर्मचारियों के लिए विशेष रियायतों और प्रोत्साहनों का विस्तार।

इस मुद्दे पर आज साथी  पी. अभिमन्यु, महासचिव  ने श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर  (एस्टा/प्रशासन/भर्ती) के साथ चर्चा की। दूरसंचार विभाग ने मार्च, 2025 में ही डीओपीएंडटी के आदेश का समर्थन किया है। BSNLEU इस मुद्दे को बार-बार उठा रहा है। हालांकि, कॉर्पोरेट कार्यालय ने इसके लिए आवश्यक आदेश जारी नहीं किया है। महासचिव ने मांग की कि कॉर्पोरेट कार्यालय इस पर शीघ्र आदेश जारी करे। प्रिंसिपल जनरल मैनेजर (एस्टा/प्रशासन/भर्ती) ने आवश्यक कार्रवाई करने का आश्वासन दिया।

In the last Wage Revision Committee meeting held on 30-06-2025, we have raised the demands that,

1. The minimum and the maximum of the four pay scales of NE3, NE8, NE9 and NE 10 should be increased.
2. Further, we have also demanded that the Fitment should be at least 5%. (In 2018, the Management has already recommended 15% fitment for the payment revision of the Executives). 
3. We have also demanded that, the shorter pay scales being given by the Management for this Wage Revision, should not become the benchmark for the next wage revision.

General Secretary BSNLEU has already discussed these three  demands with the CMD BSNL on 01-07-2025. Thereafter, General Secretaries of both BSNLEU and NFTE met the Director(HR)  and expressed their willingness to sign the Wage Revision agreement, provided the above mentioned three demands are accepted.

Today, once again Com.P.Abhimanyu, General Secretary met Dr.Kalyan Sagar Nippani, Director(HR) and requested him to process the settlement of Wage Revision expeditiously. He also met Shri Rajiv Soni, Chairman of the Wage Revision Committee, as well as Shri S.P.Singh, PGM(Estt.) and Ms.Anita Johri, PGM (SR), members of the Wage Revision Committee and discussed about the early signing of the Wage Revision agreement. All the officers have assured expeditious action on this matter.
