Dharna programme has been organised on 16.07.2019, on the contract workers issues, as per the call of BSNLEU and BSNLCCWF. The programme has been observed successfully throughout the country. Circle Secretaries are requested to send a report on the programme to the CHQ immediately. Details such as, number of regular employees and the number of contract workers participated in the dharna, as well as the leaders who addressed the dharna, etc., may be send to the CHQ. Implementation of this programme will be reviewed in the next CEC meeting.
The All India Conference of BSNLEU demanded that the Recognition Rules of the Non-Executives should be amended, so that the 2nd Union would also get recognition, even after the 1st Union getting 50% or more votes. BSNLEU wrote to the Management on 10.01.2019, demanding to make amendment as per the decision of the All India Conference. However, the SR Branch of the Corporate Office, which is to take action to make amendment to the Recognition Rules, kept dilly dallying. BSNLEU wrote reminders and repeatedly met the GM(SR), Director(HR) and the CMD BSNL and demanded to implement amendment to the Recognition Rule. However, till the last, the SR Branch of the Corporate Office, successfully kept this demand in the cold storage. As a result, BSNLEU’s demand is not implemented and the forthcoming Membership Verification is going to take place as per the old Recognition Rules. This is the efficiency / productivity of the SR Branch. However, the SR Branch becomes ultra-active, when it comes to banning even peaceful demonstration or dharna in BSNL. Everyone knows how many negative letters were issued by the SR Branch, to disrupt the peaceful “March to Sanchar Bhawan”, held on 05.04.2019, as per the call of the AUAB. Again, the SR Branch became ultra-active when BSNLEU and BSNLCCWF gave call to organise dharnas on 16.07.2019, demanding payment of 6 months’ wage arrears to the contract workers. The SR Branch issued threatening letter on 02.07.2019, saying that unions which organise demonstrations / dharnas would be debarred from participation in the 8th Membership Verification. Again, on 12.07.2019, the SR Branch issued letter, directing the CGMs to collect evidence of those who organise / participate in the peaceful demonstration / dharna. Inspite of all these threatenings, successful dharnas have taken place. The SR Branch should understand that it cannot take away the constitutional rights of the trade unions. Our humble request is that, the SR Branch should give up it’s interferences in the democratic rights of the trade unions and should try to do some productive works for the Company. Will it do?
News keeps coming in from various circles, about the dharna programme conducted on 16.07.2019, as per the call of the BSNLEU and BSNLCCWF. The demand was immediate payment of 6 months’ wage arrears to contract workers and also opposing the move of the Management to retrench contract workers. As per media report, the Group of Ministers, under the Chairmanship of Shri Amit Shah, Hon’ble Home Minister, to take decision on the revival of BSNL and MTNL, met yesterday and the meeting continued for 2 hours. However, the meeting has ended without taking any decision.
The Government of India has reduced the GPF interest rate. Currently, it is 8% and hereafter it will be 7.9%. It must be remembered that the big corporates are continuously demanding the government to reduce the rate of interest, so that they can get loans at cheaper rate of interest. (It is a different story that, ultimately they will not repay the loans)
As per the call of BSNLEU and BSNLCCWF, a massive dharna was organised at BSNL Corporate Office today, demanding immediate payment of wage arrears to the contract workers, and also demanding to stop their retrenchment. More than 300 comrades participated in the dharna, coming from NTR, UP(West), Uttarakhand and Haryana circles. Com.Animesh Mitra, SG, BSNLCCWF, presided over the dharna. A delegation consisting of Com.P.Abhimanyu,GS, BSNLEU, Com.Animesh Mitra, SG, BSNLCCWF and Com.Upender Singh Teotia, CS, UP(West) circle, went to meet the CMD BSNL to present the memorandum. The open session of the All India Conference of AIBSNLEA was held at Vijayawada yesterday the 15.07.2019. Com.S. Sivakumar, President, AIBSNLEA, presided. Ever since the formation of the government after the recent Parliament election, much was being talked about the revival of BSNL and MTNL. Many meetings were held, headed by the Cabinet Secretary and the Principal Secretary of the PMO. It is surprising to note that all of a sudden, news appeared in the media today, that a Group of Ministers (GoM), headed by Shri Amit Shah, Hon’ble Home Minister, is formed to look into the revival of BSNL and MTNL. Among others, Shri Ravi Shankar Prasad, Hon’ble MoC & IT, Ms. Nirmala Sitharaman, Hon’ble Finance Minister, are also members of the GoM. It is also heard that the first meeting of this GoM is being held today itself.
The Extended Circle Executive Committee meeting of Andhra Pradesh circle is held at Vijayawada today. Com.J. Sampath Rao, AGS, hoisted the National Flag and Com.P.Abhimanyu, GS, hoisted the Union’s red flag. The session started after paying homage to the departed leaders. Com. Prabakar Rao, Circle President, presided over the meeting. Com. P.Asoakababu, Circle Secretary, welcomed everyone. The Extended Circle Executive Committee meeting was inaugurated by Com.Gafur, General Secretary, CITU, Andhra Pradesh state. Com.P.Abhimanyu, General Secretary, addressed the meeting and explained at length about the ongoing developments connected with the revival of BSNL. He explained how the anti-BSNL measures taken by the government ruined BSNL and called on the employees to be prepared for united struggles, combined with massive campaigns among the public, to safeguard BSNL and to ensure it’s revival. The meeting was also addressed by Com.J. Sampath Rao, AGS and Com. Rama Devi, Vice President (CHQ). The participants enthusiastically responded to the speeches of the leaders. The subjects committee meeting is taking place after the lunch.
CHQ is in the process of printing the Constitution of the Union, with the amendments as approved in the 9th All India Conference held at Mysuru. CHQ has already requested the circle secretaries, to inform the CHQ about the number of Constitution copies required by them. So far, only the circles of Maharashtra, Kerala, Madhya Pradesh, Karnataka, Kolkata, J&K, NE-II and Jharkhand have informed the CHQ about their requirement. Since the new Constitution copies will be made available in the Pune Extended CEC meeting, the remaining circle secretaries are also requested to immediately inform about their requirement to the CHQ.
The 5th All India Conference of AIGETOA is taking place at New Delhi. The open session of this Conference was held in the Mavlankar Hall today. Com.Lakshman Banoth, President, AIGETOA, presided over. Com.Ravi Shil Verma, GS, AIGETOA, delivered the key note address. Com.P.Abhimanyu,GS, BSNLEU, Com.Chandeswar Singh, GS, NFTE, Com.K.Sebastin,GS, SNEA, Com.R.C Pandey, GS, BTEU, Com.Deepak Sharma, Dy.GS, SNATTA and Com.Anil Tiwari, GS,TOA addressed the Conference. Com.P.Abhimanyu,GS, explained about the reasons for BSNL's downfall and demanded that the government should provide the Company with soft loan, to overcome the ongoing financial stress. He also explained to the delegates, about the real motive behind the government's move to implement VRS and reduction of retirement age from 60 to 58. The GS warned the young workers that, days will not be far away for the government to implement CRS for the young employees, if retrenchment is not fought against. He called upon AIGETOA to come forward to unitedly fight against retrenchment in BSNL, in the name of VRS and reduction of retirement age. The open session was also addressed by Shri B.L.Varshney, Director (EB), Shri Muneendranath, CGM, BBNW and Shri A.M.Gupta, GM(SR).
BSNLEU and BSNLCCWF have already given call to organise dharnas on 16.07.2019, at the Corporate Office and at all circle head quarters, demanding immediate payment of the 6 month wage arrears to the contract workers and also to stop their retrenchment. CHQ once again calls upon all the circle unions to take the requisite steps for organising the 16th July, dharna massively and effectively. After successfully organising the dharna, circle unions are requested to send report to the CHQ with photos.
Former top Executives of France Telecom, including the company’s CEO, Director (HR) and Deputy Executive Director are undergoing trial in France. The charge against them is that, they created a hostile work environment, as a result of which 35 telecom employees committed suicide between 2007 and 2010. France Telecom was privatised in 2003. In 2007, an aggressive plan was implemented to cut down the strength of the employees. Accordingly, 22,000 employees, out of the total 1,30,000 workforce, were retrenched. Consequent to this, the workload of the employees increased tremendously. Further, the employees were also subjected to humiliation, accuses Solidaires Unitaires Democratiques, a French trade union. For example, a 28 year old employee hanged himself in 2009, after being transferred. The day before he killed himself, the employee had worked a 12 hour shift, with a single 30 minute break. In 2013 France Telecom was re-branded as Orange. If found guilty, the top Executives will get jail term upto one year and a fine of 15,000 euros as fine.
Whatever happened in France Telecom appears to be repeating in BSNL. As a cost cutting measure, the government wants to retrench 40,000 employees through VRS and by rolling back the retirement age from 60 to 58. The young employees of BSNL are welcoming the government's move to implement VRS and reduction of retirement age. But they do not know what will happen in BSNL thereafter. What exactly happened in France Telecom, between 2007 and 2010 is likely to repeat. The youngsters have to think about it.

Shri P.K. Purwar has taken over as the CMD BSNL from 01.07.2019. However, he took over the post of CMD BSNL only as an additional charge, since his selection was not approved by the Appointments Committee of the Cabinet (ACC) at that time. It is learnt that the ACC has now approved Shri P.K.Purwar’s appointment as CMD BSNL.
It is a sad news for BSNL that, ultimately, Kerala circle has also gone into loss. Kerala circle had been consistently earning profit, ever since the formation of BSNL. In the financial year 2017-18 also, Kerala circle earned a net profit of Rs.373 crore. Alas, in 2018-19, Kerala circle has ran into a loss of Rs.260 crore.

BSNL बेहद गंभीर वित्तीय संकट से गुजर रहा है। BSNL और MTNL को रु 74000 करोड़ का सरकार द्वारा बेल आउट पैकेज देने से संबंधित झूठी खबरें मीडिया में आ रही है। यह खबर पूर्ण रूप से बोगस है, और कुछ नही। अगर सरकार से BSNL को कुछ प्राप्त हो सकता है तो वह है केवल 4G स्पेक्ट्रम का मुफ्त आवंटन। इसके अलावा सरकार BSNL को वित्तीय सहयोग के रूप में एक पाई भी देने वाली नही है। बैंक भी BSNL को लोन देने के लिए आगे नही आ रहे हैं। यही वास्तविक स्थिति है। ऐसे में, BSNL के पास केवल एक ही रास्ता बचता है कि BSNL अपने राजस्व को बढ़ाने के लिए हरसंभव कोशिश करे। AUAB, "BSNL आपके द्वार " कार्यक्रम को तीव्रता के साथ क्रियान्वित करने हेतु सभी एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज को आव्हान कर चुकी है। अतः BSNLEU के सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध है कि वें पहल करें और कार्यक्रम के प्रभावशाली तरीके से क्रियान्वयन हेतु अन्य यूनियन्स व एसोसिएशन्स से समन्वय स्थापित करें। हमें विभिन्न सर्कल्स में अधिक से अधिक संख्या में FTTH कनेक्शन लगा कर, पुराने बकाया की वसूली कर और स्क्रैप मटेरियल का निपटान कर अधिक से अधिक राजस्व प्राप्त करना है। BSNL के कर्मचारी पूर्व में भी कंपनी को संकट से उबारने के लिए आगे आ चुके हैं। इसी प्रकार अभी भी BSNL कर्मचारी "BSNL आपके द्वार " कार्यक्रम को तीव्रता के साथ क्रियान्वित कर कंपनी और कर्मचारियों के भविष्य की रक्षा करें।
The BSNL is undergoing severe financial crunch. Various false reports are appearing in the media, stating that the government is going to give a bail out package to BSNL and MTNL, to the extent of Rs.74,000 crore. This news is nothing but totally bogus. What BSNL is likely to get from the government is, the allotment of 4G spectrum, free of cost. Apart from this, the government is not going to give even a single naya paisa as financial assistance to BSNL. Banks are also not coming forward to extend loan to BSNL. This is the actual position. So, the only option left out for the BSNL is to take all out efforts to increase it’s revenue collections. The AUAB has already called on the Executives and Non-Executives to intensify the “BSNL At Your Door Steps” programme. Hence, the circle and district secretaries of BSNLEU are requested to take the initiative and also to coordinate with the other unions and associations, to effectively implement the call. More revenue has to be generated through bringing in more FTTH connections, collection of outstanding dues and disposing off of the scrap materials dumped in various circles. The BSNL employees have rose to the occasion many times in the past, to save the Company. In the similar way, the BSNL employees have to conduct the "BSNL At Your Doorsteps" programme in an intensified manner, to save the future of the Company and it's employees.
Com.P. Abhimanyu, Convenor, AUAB, met Shri P.K. Purwar, CMD BSNL, yesterday and handed over the letter of the AUAB, demanding withdrawal of the show-cause notices issued to the leaders of the Executives’ Association, for imposing break-in-service under FR 17-A. The Convenor, AUAB, specifically requested the CMD BSNL to look into the case of Com.N. Kabeer Das, GS, BSNLOA, who retired on superannuation on 30.06.2019. The CMD BSNL assured to look into it and to do the needful.
