हड़ताल का प्रभाव...
AUAB द्वारा आहूत 3 दिवसीय हड़ताल जबरदस्त रूप से सफल रही है। BSNL के आम कर्मचारी AUAB द्वारा प्रस्तुत वाजिब मांगों के समर्थन में कंधे से कंधा मिला कर AUAB के साथ खड़े हैं। हड़ताल तोड़ू तत्वों और कुछ धोखेबाजों द्वारा प्रसारित कई तरह के झूठ और अफवाहें भी BSNL की वित्तीय सुनिश्चितता व BSNL कर्मियों के भविष्य के प्रति दृढ़ संकल्पित कर्मियों को अपने लक्ष्य से डिगा नही पा रही है। अंडमान निकोबार द्वीप के कैम्पबेल एक्सचेंज के कर्मचारी साथी इसका अनुपम उदाहरण है। यह एक्सचेंज नई दिल्ली से 2400 km की दूरी पर है, किन्तु यह दूरी कोई माने नही रखती है। इस एक्सचेंज के कर्मचारी संख्या में भले ही कम हो, किन्तु AUAB के कॉल पर ये सभी हड़ताल पर हैं। यह है हड़ताल का वास्तविक प्रभाव।
जेट एयरवेज धराशायी क्यों हुआ ? क्या कॉर्पोरेट मीडिया के पास इसका कोई जवाब है ?
जेट एयरवेज ने अपना संचालन बंद कर दिया है। और इसके पूर्व, महीनों से कर्मचारियों को वेतन भुगतान तक नही किया गया। अब, जेट एयरवेज के कर्मचारियों ने राष्ट्रपति और प्रधानमंत्री के पास उन्हें बचाने हेतु गुहार लगाई है। हमारी कर्मचारियों के साथ पूर्ण सहानुभूति है और हम उनकी मांगों का समर्थन भी करते हैं। साथ ही साथ, हम BSNL को लेकर मीडिया की भूमिका का भी जिक्र करना चाहेंगे। BSNL कर्मियों के माह फरवरी, 2019 के वेतन भुगतान में महज 15 दिनों का विलंब हुआ था। किंतु कॉर्पोरेट मीडिया ने इस अवसर को BSNL की छवि धूमिल करने हेतु भुनाया। उन्होंने आम जनता को बताया कि BSNL , कर्मचारियों को उनके वेतन का भुगतान करने की स्थिति में भी नही और शीघ्र ही खत्म होने की कगार पर है। BSNL में उपजे संकट का कॉर्पोरेट मीडिया ने पब्लिक सेक्टर सिस्टम पर हमला करने हेतु उपयोग किया। किन्तु, जेट एयरवेज को क्या हुआ ? यह तो सरकारी कंपनी नही है। यह तो निजी क्षेत्र की विशालकाय कंपनी है। बावजूद इसके, वह जमींदोस्त क्यों हुआ? कॉर्पोरेट मीडिया के पास इस सवाल का है कोई जवाब ? विपरीत इसके, हम ऐसी निजी क्षेत्र की अनगिनत भारतीय और बहुराष्ट्रीय विशाल कंपनियों की संख्या बता सकते हैं जो कॉर्पोरेट लालसा/लालच (greed) की वजह से नेस्तनाबूत हुई हैं। कम से कम अब तो कॉर्पोरेट मीडिया को पब्लिक सेक्टर को बदनाम करने का अभियान बंद कर देना चाहिए।
News keeps coming in from various circles, about the dharna programme conducted on 16.07.2019, as per the call of the BSNLEU and BSNLCCWF. The demand was immediate payment of 6 months’ wage arrears to contract workers and also opposing the move of the Management to retrench contract workers. CHQ of BSNLEU heartily congratulates all the circle unions which have organised the dharna programme. It is also requested that those circles which have not sent the photos so far, may please send them immediately.
Indore District Union in MP Circle organised two graceful election campaign meetings at Indore on 12.09.2019. Com.Subhash Pathak, DP, presided over. Meeting was addressed by two Assistant General Secretaries, Com. John Verghese and Com Prakash Sharma. Owing to incessant rain, meeting was organised in two different exchanges. In the beginning floral tributes were paid to Dr. B.R. Ambedkar. Com.John Verghese, in his address, submitted many facts and figures to prove as to how Governments anti BSNL policies are responsible for existing crisis in BSNL. He explained the necessity of strengthening the BSNLEU which is fighting unitedly for revival of BSNL. Com.Prakash Sharma, AGS, in his speech, vehemently attacked on the elements and factors which ruined the BSNL. Both AGS, apprised the gathering about the consequences and hidden agenda behind introduction of CRS in disguise of VRS.
Wild rumours have been spread by mischievous elements that the government is going to fix the retirement age as 60 years of age, or 33 years of service, whichever is earlier. This rumour is also one of the threatening which made a large number of employees to opt for VRS. However, Shri Anurag Singh Thakur, Minister of State in the Ministry of Finance has informed the Parliament yesterday that the government has no proposal to fix the retirement age of government employees as 60 year or 33 years of service, whichever is earlier.
BSNLEU has already strongly taken up this issue. The CMD BSNL replied that decision is already taken to retain the Head Quarters of the Core Network South at Chennai. The representatives thanked the CMD BSNL, for the positive decision.
The Management is issuing many orders, making structural changes in the Company. However, the Unions are not being consulted in this regard. The representatives strongly demanded that the views of the Union should also be taken into consideration, before implementing changes that will have impact on the employees.
Deductions made from the salaries of employees are not remitted to the concerned organisations, since April, 2019. The representatives urged upon the CMD BSNL to immediately arrange to remit this deduction money. They also pointed out that the Union is suffering at all levels, due to the non-receipt of Union subscription money from the Management. The CMD BSNL explained about the acute cash crunch being faced by BSNL. However, he assured that the best possible action would be taken in this regard.
The BSNL Corporate Office has issued letter today, stating that the field offices /units, including CSCs, shall remain fully functional w.e.f. 20.04.2020. It says that all the executives of E5 and above level shall attend office on all working days, together with 33% of the remaining staff. Staff roasters, are to be prepared by the respective unit heads, for bringing the 33% staff for duty.

कर्मचारियों के मेडिकल बिल्स का भुगतान नही होना और साथ ही अधिकृत हॉस्पिटल्स के बकाया बिल्स का निराकरण न होना, कर्मचारियों के लिए कई तरह की परेशानियां निर्मित कर रहा है। कल डायरेक्टर (HR) के साथ हुई अपनी ऑनलाइन मीटिंग में BSNLEU द्वारा मान्यता प्राप्त हॉस्पिटल्स में कैशलेस उपचार की सुविधा की अनुपलब्धता को, एजेंडा के एक मुद्दे के रूप में लिया गया था। डायरेक्टर (HR) ने जवाब दिया कि मैनेजमेंट, मान्यता प्राप्त हॉस्पिटल्स के 25% से 30% बकाया बिल्स के शीघ्र भुगतान हेतु प्रयास कर रहा है। यह बताते हुए, डायरेक्टर (HR) ने यह भी कहा कि कॉर्पोरेट ऑफिस द्वारा कार्यरत कर्मियों के मार्च, 2020 तक के मेडिकल बिल्स भुगतान हेतु कार्यवाही की गई है। इसकी पड़ताल करने पर, हमने पाया कि कर्मचारियों के मार्च, 2020 तक के मेडिकल बिल्स, माह अगस्त, 2020 के वेतन में, भुगतान हेतु शामिल किए गए हैं।

Com. Swapan Chakraborty, Dy.GS and Com. Gakul Borah, Treasurer (CHQ), met Ms. Smita Luthra, yesterday, the 14th May, 2018, and discussed at length about the abysmally poor results in the 50% JE LICE held on 28.01.2018. The union representatives informed the GM (Rectt.) that out of total 1800 candidates for 9,145 vacancies only 95 candidates qualified, which is only 1% of the total vacancies. Most of the candidates were originally recruited in the Group ‘D’ cadres and mostly of non-science streams. The standard of the examination was conceived in such a way that most of the vacancies should remain unfilled. The representatives further pointed out that the union has already demanded for relaxation in qualifying marks as it was given in 2009 for the Direct Recruitment of TTA Exam for 2008, where most of the candidates were B-Tech or higher qualifications. A relaxation of 10% of marks in each of the individual parts subject to minimum qualifying marks of 15% was allowed to all the candidates who have appeared DR TTA examination 2008. Therefore, the Management should provide relaxation in qualifying marks for the departmental candidates to tide over the acute shortage, the representatives stressed. The GM (Rectt.) heard patiently the argument of the Union representatives and assured to look into the matter.

While India has Asia’s richest man, the country also has world’s largest number of poor people. This is the result of the Neo-Liberal policies, being implemented in India from 1991 onwards. The rich becomes the richer and the poor becomes poorer.
CHQ is saddened to inform that our Assistant General Secretary, Com.Saibal Sengupta's mother has passed away yesterday. She had been unwell for some time and had been admitted in hospital. CHQ conveys it's heartfelt condolences to Com.SaibalSengupta and to all the members of his family.
As per the decision taken in the AUAB meeting, held yesterday morning, the leaders of the AUAB met the CMD BSNL yesterday evening and discussed the 3rd Pay Revision issue. In the backdrop of the discussions held between the Hon’ble Minister of State for Communications (IC) and the AUAB, the leaders urged upon the CMD BSNL to take prompt action for resolving the 3rd Pay Revision issue. In reply to this, the CMD BSNL stated that, a meeting is going to take place soon, wherein the DoT, AUAB and BSNL Management will discuss this issue.

BSNL के नॉन-एग्जीक्यूटिव्ज व एग्जीक्यूटिव्ज की हड़ताल दूसरे दिन भी प्रथम दिन की तरह ही सफलता के साथ जारी है। देश भर से उत्साहपूर्ण रिपोर्ट्स प्राप्त हो रही है। सम्पूर्ण देश में सभी जगह सरकार द्वारा BSNL को 4G स्पेक्ट्रम आवंटन नही करने, BSNL के वित्तीय उन्नयन में अवरोध निर्मित करने एवं 3rd PRC का निराकरण नही करने के लिए सरकार की भर्त्सना करते हुए प्रदर्शन किए गए। BSNLEU सभी कॉमरेड्स का तहे दिल से शुक्रिया अदा करते हुए अनुरोध करती है कि कल भी इतनी ही शिद्दत और जोश के साथ हड़ताल पर रहें।
CHQ is shocked to know that Com.G.D. Gangotia, District Secretary, BSNLEU, Solan, Himachal Pradesh, has passed away on 21.04.2019, due to heart attack. Com.G.D. Gangotia was one of the senior most leaders of BSNLEU in Himachal Pradesh circle. He has immensely contributed to strengthen the BSNLEU in the circle. The CHQ pays it’s respectful homage to the departed leader and also conveys it’s heartfelt condolences to the family members of Com.G.D. Gangotia, as well as to the comrades of Solan district and Himachal Pradesh circle.
The All India Conference of BSNLEU demanded that the Recognition Rules of the Non-Executives should be amended, so that the 2nd Union would also get recognition, even after the 1st Union getting 50% or more votes. BSNLEU wrote to the Management on 10.01.2019, demanding to make amendment as per the decision of the All India Conference. However, the SR Branch of the Corporate Office, which is to take action to make amendment to the Recognition Rules, kept dilly dallying. BSNLEU wrote reminders and repeatedly met the GM(SR), Director(HR) and the CMD BSNL and demanded to implement amendment to the Recognition Rule. However, till the last, the SR Branch of the Corporate Office, successfully kept this demand in the cold storage. As a result, BSNLEU’s demand is not implemented and the forthcoming Membership Verification is going to take place as per the old Recognition Rules. This is the efficiency / productivity of the SR Branch. However, the SR Branch becomes ultra-active, when it comes to banning even peaceful demonstration or dharna in BSNL. Everyone knows how many negative letters were issued by the SR Branch, to disrupt the peaceful “March to Sanchar Bhawan”, held on 05.04.2019, as per the call of the AUAB. Again, the SR Branch became ultra-active when BSNLEU and BSNLCCWF gave call to organise dharnas on 16.07.2019, demanding payment of 6 months’ wage arrears to the contract workers. The SR Branch issued threatening letter on 02.07.2019, saying that unions which organise demonstrations / dharnas would be debarred from participation in the 8th Membership Verification. Again, on 12.07.2019, the SR Branch issued letter, directing the CGMs to collect evidence of those who organise / participate in the peaceful demonstration / dharna. Inspite of all these threatenings, successful dharnas have taken place. The SR Branch should understand that it cannot take away the constitutional rights of the trade unions. Our humble request is that, the SR Branch should give up it’s interferences in the democratic rights of the trade unions and should try to do some productive works for the Company. Will it do?
The issue of non-payment of August salary was discussed with Shri P.K. Purwar, CMD BSNL, by Com.P.Abhimanyu, GS, today. The CMD BSNL told that the salary would be paid between 18th to 20th September, 2019.
