2nd All India Convention of BSNLWWCC - Circle unions to kindly note please.

The All India Centre of BSNLEU has decided that, the 2nd All India Convention of the BSNL Working Women’s Coordination Committee (BSNLWWC) will be held at Kanyakumari on 10.12.2022. The All India Centre has also directed that, all the circle unions to send delegates to this All India Convention. General Secretary has personally spoken to the circle secretaries and had discussed this issue. Hence, all circle secretaries are requested to immediately send the delegates’ list to the CHQ. Further, the CHQ also requests all the circle unions to immediately book the tickets for the journey of the delegates.

Special JTO LICE - difficulty in changing the circles of choice resolved - last date for submitting application extended upto 4 pm on 27-10-2022..

As regards, submitting application for the Special JTO LIC, CHQ received complaints that, candidates are unable to change the options submitted regarding the circles of their choice. This issue was discussed with Ms. Samita Luthra, GM(Rectt), BSNL Corporate Office today. As a result of this, the problem has been resolved. The DGM(Rectt.), BSNL Corporate Office has informed the General Secretary that, the problem is resolved and  further the last date for submitting application for the Special JTO LICE has also been extended up to 4 pm on 27-10-2022. All the candidates intend to appear in the Special JTO LICE are requested to make note of this.

जहां तक विशेष जेटीओ एलआईसी के लिए आवेदन जमा करने का संबंध है, सीएचक्यू को शिकायतें प्राप्त हुई हैं कि, उम्मीदवार अपनी पसंद के सर्किलों के बारे में प्रस्तुत विकल्पों को बदलने में असमर्थ हैं। इस मुद्दे पर आज बीएसएनएल कॉरपोरेट कार्यालय की महाप्रबंधक (रेक्ट) समिता लूथरा के साथ विचार-विमर्श किया गया। इसके चलते समस्या का समाधान हो गया है। बीएसएनएल कॉरपोरेट कार्यालय के डेप्यूटी जनरल मैनेजर (रीकट) ने महासचिव को सूचित किया है कि, समस्या का समाधान हो गया है और विशेष जेटीओ एलआईसीई के लिए आवेदन जमा करने की अंतिम तिथि भी 27-10-2022 को शाम 4 बजे तक बढ़ा दी गई है। विशेष जेटीओ एलआईसीई में उपस्थित होने का इरादा रखने वाले सभी उम्मीदवारों से अनुरोध है कि वे इस पर ध्यान दें।

The Supreme Court issues landmark order to curtail hate speeches..

The Supreme Court has directed that, police and authorities should immediately and suo motu file FIR against those who make hate speeches. “Any “hesitation” to implement this order, would attract the proceedings for contempt of the Supreme Court and action would be taken against the erring officers”, says the Supreme Court order. The order of the Supreme Court is primarily given to the police of Delhi, Uttar Pradesh and Uttarakhand. The Supreme Court has issued notices to the police chiefs of these three states and has directed them to submit reports on action taken on hate speeches.  

 

BSNLEU heartily welcomes this order of the Supreme Court because, communal riots are being created mainly due to hate speeches. Mostly, the hate speeches are being made by the leaders of the ruling party. Hence, the police and other authorities don’t take any action against them. Now, the Supreme Court has clearly told that, action would be taken against the police and other authorities, who do not take action due to political pressure. In this order, it is important to note that, justice Hrishikesh Roy has observed that, “ours is a religion-neutral country.”

सुप्रीम कोर्ट ने नफरत भरे भाषणों पर अंकुश लगाने के लिए ऐतिहासिक आदेश जारी किया।

सुप्रीम कोर्ट ने निर्देश दिया है कि, पुलिस और अधिकारियों को तुरंत और स्व संज्ञान से भड़काऊ भाषण देने वालों के खिलाफ प्राथमिकी दर्ज करनी चाहिए। सुप्रीम कोर्ट के आदेश में कहा गया है, "इस आदेश को लागू करने में कोई भी "झिझक", सुप्रीम कोर्ट की अवमानना ​​​​के लिए कार्यवाही को आकर्षित करेगा और दोषी अधिकारियों के खिलाफ कार्रवाई की जाएगी।"  सुप्रीम कोर्ट का आदेश मुख्य रूप से दिल्ली, उत्तर प्रदेश और उत्तराखंड की पुलिस को दिया गया है।  सुप्रीम कोर्ट ने इन तीनों राज्यों के पुलिस प्रमुखों को नोटिस जारी कर नफरत फैलाने वाले भाषणों पर की गई कार्रवाई पर रिपोर्ट देने का निर्देश दिया है । 

 

BSNLEU सुप्रीम कोर्ट के इस आदेश का तहे दिल से स्वागत करता है, क्योंकि सांप्रदायिक दंगे मुख्य रूप से नफरत भरे भाषणों के कारण हो रहे हैं। अधिकतर, सत्ताधारी दल के नेताओं द्वारा अभद्र भाषा का प्रयोग किया जा रहाहैं।  इसलिए, पुलिस और अन्य अधिकारी उनके खिलाफ कोई कार्रवाई नहीं करते हैं।  अब सुप्रीम कोर्ट ने साफ कह दिया है कि राजनीतिक दबाव में कार्रवाई नहीं करने वाली पुलिस और अन्य अधिकारियों के खिलाफ कार्रवाई की जाएगी । इस आदेश में, यह ध्यान रखना महत्वपूर्ण है कि, न्यायमूर्ति हृषिकेश रॉय ने कहा है कि, "हमारा एक धर्म-तटस्थ देश है।"

Com.S. Hemavathi, All India Committee member of BSNL Working Women’s Coordination Committee (BSNLWWCC), passed away at Chennai today. She has played a leading role in organising the women employees in Chennai Telephones. The CHQ of BSNLEU pays it’s respectful homage to Com.S.Hemavathi. CHQ also conveys it’s heartfelt condolences to the family members, friends and comrades of S.Hemavathi.

Payment of Special Concessions / Incentives to the BSNL employees posted in Kashmir Valley – BSNLEU writes to the Corporate Office, for endorsement of the DoP&T letter.

BSNL employees posted in the Kashmir Valley are entitled for payment of Special Concessions / Incentives at par with the Central Government employees. The DoP&T has given extension for the payment of these Special Concessions / Incentives for three more years, w.e.f. 01.08.2021. This order of the DoP&T requires endorsement of the Corporate Office. Hence, BSNLEU has written letter to the PGM(Estt.), Corporate Office, requesting for early endorsement of this letter of the DoP&T.

Beware of fake messages being circulated to spoil the image of BSNLEU.

CHQ requests the leaders and comrades to be aware of fake messages being sent by miscreants. Recently, a fake message was circulated in the name of Com.P.Abhimanyu, GS, stating that the Corporate Office has issued order for payment of the IDA arrears. Actually, no such letter has been issued by the Corporate Office. The intention of the miscreants in circulating such fake messages is to spoil the image of BSNLEU and General Secretary, Com.P.Abhimanyu. Hence, comrades at the field level are requested to trust only the messages sent by the concerned Circle Secretary / District Secretary. Messages come from other sources / groups should be ignored.

Changed the date of the CEC meeting – all Circle Secretaries and CHQ office bearers to note please.

The CHQ has already issued notification on 15.10.2022, for holding the CEC meeting online on 31.10.2022. However, due to unavoidable circumstances this date of the CEC meeting is changed. Now, the CEC meeting will be held online on 01.11.2022. The agenda and other aspects of the notice issued on 15.10.2022 remain unchanged.

BSNLEU holds meeting with CMD BSNL.

Com.P.Abhimanyu, GS and Com.John Verghese, Dy.GS, met Shri P.K. Purwar, CMD BSNL, today and discussed the following issues:-

 

  1. Issues of the Sports Personnel.

BSNLEU is continuously taking up the issue of Career Progression of the sports personnel. BSNLEU has already written many letters on this issue. Today Com.P.Abhimanyu, General Secretary, and Com. John Verghese, Dy.GS, discussed this issue with Shri P.K. Purwar, CMD, BSNL CO., and demanded speedy implementation of the Career Progression for the sports personnel.

 

Cases which were rejected by the committee, and the left-out cases of career progression which was duly recommended by the CGM but was not put up to the committee. BSNLEU submitted that the left-out cases should be settled as per the earlier rules on the subject till the final report of the committee is framed. BSNLEU also requested CMD to hold the Sports Board meeting at the earliest and also to conduct the much delayed BSNL All India Sports and Cultural meet. The CMD replied that necessary action is being taken on this issue and that it will be settled soon.

 

  1. Removing the harsh condition of the Special JTO LICE.

In the notification issued for holding Special JTO LICE, a condition has been imposed that, those qualified candidates who refuse to join the opted circles, will be debarred for a period of one year, for appearing in the next JTO LICE. In the meeting held with the CMD BSNL today, this issue was raised by BSNLEU. It was demanded that, this is a harsh condition and hence should be removed. After discussion, the CMD BSNL agreed that some time limit would be given (say 10 or 15 days) for the candidates to opt out. Those who are unwilling can opt out during this period.

 

  1. Rule 8 transfers to DR JEs – non-implementation of the instructions of the Corporate Office.

BSNLEU pointed out that, the Corporate Office has issued instructions stating that, Rule 8 transfer of DR JEs can be considered from surplus circle to deficient circles. The Union complained to the CMD BSNL that, this instruction of the Corporate Office is not being implemented many circles including NE-I and NE-II circles. This is causing extreme difficulties to the DR JEs who have become eligible for Rule 8 transfers and who are also badly in need of them. The CMD BSNL assured to look into this issue.

Dereserving the 95 JTO posts in Punjab circle - BSNLEU discusses with PGM(Estt.)

This issue was discussed with Shri Saurabh Tyagi, PGM(Estt.) today. BSNLEU pointed out that, 95 JTO posts belonging to ST category are lying vacant for the past so many years. These vacancies are not filled up, even though they are carried forward for more than 3 Recruitment Years, due to the non-availability of ST candidates in Punjab circle. BSNLEU demanded that, the Management should initiate the process for dereserving these posts, as per the Government Rules. The PGM(Estt.) stated that needful action would be taken.

Corporate Office issues the “Policy for allotment of accommodation to unions and associations of BSNL 2022”.

The BSNL Management, vide letter no.BSNL/20-2/SR/2022 dated 18.07.2022, gave the draft policy for the allotment of accommodation to unions and associations. BSNLEU, vide it’s letter no.BSNLEU/516(QRTS) dated 22.07.2022, submitted it’s views, opposing some of the clauses and seeking modification to many of the clauses. Finally, the Corporate Office has issued the “Policy for allotment of accommodation to unions and associations of BSNL 2022”.

NFTE is also having equal rights and powers. So, at least hereafter NFTE should start working.

In the campaign for the 9th Membership Verification, a very big attack was made on BSNLEU and it was blamed for the non-settlement of the problems of the Non-Executives. This blame game was played by NFTE. From 2013 onwards, NFTE is also the Recognised Union. However, NFTE propagated that BSNLEU is the Main Recognised Union, so only it is having the power to settle the problems of the Non-Executives. NFTE also propagated that, it is only the 2nd Recognised Union and so not having any power to settle the issues. As per the Recognition Rules, both the Main Recognised Union and the 2nd Recognised Union are having equal powers and rights. However, this fact was hidden from the employees. Now, after the completion of the 9th Membership Verification, Management has issued letter granting Recognition to BSNLEU and NFTE. It is categorically mentioned in this letter that, both the Recognised Unions are at par (which means equal) for the purposes of negotiations / agreements and deliberations. In para 3 of the letter no.BSNL/5-1/2022/SR issued on 17th October, 2022, the following is mentioned.

 

“However, as per para IV (6) of BSNLRNU Rules 2012, for all purposes including negotiations / agreements / deliberations both these recognised Unions will be at par.”

 

NFTE is also having equal rights and powers. So, at least hereafter NFTE should start working.

BSNL Management grants Recognition based on 9th Membership Verification results.

Following the declaration of the results of the 9th Membership Verification, wherein BSNLEU has secured 15,311 votes (48.62%) and NFTE has secured 11,201 votes (35.57%), the BSNL Management has issued letter yesterday, granting Recognition. BSNLEU is once again recognised as the Main Recognised Union and NFTE BSNL is recognised as the Second Recognised Union.
