It was announced with much pomp and show that, the Prime Minister would inaugurate BSNL’s 4G service on Independence Day and thereafter BSNL would launch it’s All India level 4G service by December, 2022. However, it is a billion dollar question now, as to when BSNL would launch it’s 4G service. A lot of uncertainties are prevailing. We are told that, TCS is going to supply 4G equipments to BSNL. For this purpose, TCS started it’s testings at Chandigarh, Ambala, etc. The Company was supposed to complete it’s Proof of Concept (PoC) by 31st December, 2021. Completing Proof of Concept means, the ability of TCS to prove that, it is having the technical capability to provide 4G equipments to BSNL. It is sad for BSNL that, TCS has not been able to complete the PoC within the stipulated date.  Consequently, we are told that, provisional approval has been given for the PoC of TCS. Under these circumstances, BSNL placed purchasing order to TCS on 31stMarch, 2022, for procuring 6,000 4G sites. But, it is shocking to know that, till today TCS has not accepted BSNL’s Purchase Order. As per media reports, TCS is not willing to supply the 6,000 4G sites at price quoted by BSNL. It is also reported in the media that, bargaining on the price is still going on between BSNL and TCS. Steep increase in the price of chips in the international market and also the steep fall in the value of Rupee against US dollar, are being cited by TCS, which is trying to increase the price of the equipments. It is already the end of June now and there is only one and half months left for the Independence Day, the day on which BSNL’s 4G service is supposed to be inaugurated by the Prime Minister. Media reports say that, the private operators are going to launch their 5G service by the end of this year. However, it is sad for BSNL and it’s employees that, BSNL is still struggling to launch it’s 4G service. Due to the delay in the launching of it’s 4G service, the financial condition of BSNL is worsening day by day and soon it may go back to the pre-VRS situation. At the same time, it is interesting to note that, BSNL could have launched it’s 4G service in the South and West Zones long back. These two Zones account for the sizeable revenue collections of BSNL. 19,000 sites of these 2 zones could have been upgraded into 4G sites by Nokia, within a matter of few weeks. It would have costed BSNL only around Rs.500 crore. Why this was not done and why the BSNL Management and the government are running behind TCS? Why one after another, hurdles are being created in BSNL’s 4G launching? The nation needs the answers.

BSNL की 4G सेवा के बारे में अनिश्चितता है ।

बहुत धूमधाम से यह घोषित किया गया था कि प्रधानमंत्री स्वतंत्रता दिवस पर बीएसएनएल की 4G सेवा का उद्घाटन करेंगे और उसके बाद बीएसएनएल दिसंबर-2022 तक अपनी अखिल भारतीय स्तर की 4G सेवा शुरू करेगा । हालांकि, अब यह एक अरब डॉलर का सवाल है कि बीएसएनएल अपनी 4G सेवा कब शुरू करेगा । बहुत सारी अनिश्चितताएं व्याप्त हैं । हमें बताया गया है कि टीसीएस बीएसएनएल को 4G उपकरणों की आपूर्ति करने जा रहा है । इस उद्देश्य के लिए टीसीएस ने चंडीगढ़, अंबाला, आदि में अपने परीक्षण शुरू किए। कंपनी को 31 दिसंबर-2022 तक अपनी अवधारणा का प्रमाण (पीओसी) पूरा करना था। अवधारणा के प्रमाण को पूरा करने का अर्थ है कि टीसीएस की यह साबित करने की क्षमता है कि इसमें बीएसएनएल को 4G उपकरण प्रदान करने की तकनीकी क्षमता है। बीएसएनएल के लिए यह दुःखद है कि टीसीएस निर्धारित तिथि के भीतर पीओसी को पूरा नहीं कर पाई है । नतीजतन, हमें बताया गया है कि टीसीएस के पीओसी के लिए अंतरिम अनुमोदन दिया गया है । इन परिस्थितियों में बीएसएनएल ने 6,000 4G साइटों की खरीद के लिए 31 मार्च, 2022 को TCS को क्रय आदेश दिया। लेकिन, यह जानकर हैरानी होती है कि आज तक टीसीएस ने बीएसएनएल के खरीद आदेश को स्वीकार नहीं किया है। मीडिया रिपोर्टों के अनुसार, टीसीएस बीएसएनएल द्वारा उद्धृत मूल्य पर 6,000 4G साइटों की आपूर्ति  करने के लिए तैयार नहीं है । मीडिया में यह भी बताया गया है कि, बीएसएनएल और टीसीएस के बीच अभी भी कीमत पर सौदेबाजी चल रही है । अंतर्राष्ट्रीय बाजार में चिप्स की कीमत में भारी वृद्धि और अमरीकी डॉलर की तुलना में रुपए के मूल्य में भारी गिरावट का हवाला टीसीएस द्वारा दिया जा रहा है और उपकरणों की कीमत बढ़ाने की कोशिश कर रहा है। अब जून का अंत हो चुका है और स्वतंत्रता दिवस के लिए केवल डेढ़ महीना बचा हैं, जिस दिन बीएसएनएल की 4G सेवा का उद्घाटन प्रधानमंत्री द्वारा किया जाना है । मीडिया रिपोर्ट्स में कहा गया है कि प्राइवेट ऑपरेटर्स इस साल के अंत तक अपनी 5G सर्विस शुरू करने जा रहे हैं । हालांकि, यह बीएसएनएल और उसके कर्मचारियों के लिए दुःखद है कि, बीएसएनएल अभी भी अपनी 4G सेवा शुरू करने के लिए संघर्ष कर रहा है । बीएसएनएल की 4G सेवा शुरू करने में देरी के कारण बीएसएनएल की वित्तीय स्थिति दिन-ब-दिन खराब होती जा रही है और जल्द ही यह प्री-वीआरएस की स्थिति में वापस जा सकती है। साथ ही, यह ध्यान रखना दिलचस्प है कि बीएसएनएल बहुत पहले दक्षिण और पश्चिम क्षेत्रों में अपनी 4G सेवा शुरू कर सकता था । इन दोनों क्षेत्रों में बीएसएनएल के बड़े पैमाने पर राजस्व संग्रहण होता है । इन 2 क्षेत्रों की 19,000 साइटों को कुछ हफ्तों के भीतर नोकिया द्वारा 4G साइटों में अपग्रेड किया जा सकता था । इससे बीएसएनएल को केवल 500 करोड़ रुपये का खर्च आता । ऐसा क्यों नहीं किया गया और बीएसएनएल प्रबंधन और सरकार टीसीएस के पीछे क्यों चल रहे हैं ? बीएसएनएल के 4G लॉन्चिंग में एक के बाद एक बाधाएं क्यों पैदा की जा रही हैं ?  देश को जवाब की जरूरत है ।
