All unions and Associations of Punjab, conducted a massive convention at Ludhiana on 28.11.2017. The Convention was presided over by all Circle Presidents of unions and associations. Jasvir Singh, Secretary, North Zone, SNEA(I), Mohinder Singh, Vice President ,NFTE(BSNL), Com.Iqbal Singh Dhillon, Circle secretary, BSNLEU, Surjit Singh, Circle Secretary, NFTE(BSNL) Mohamad Jamil, Circle Secretary, AIBBSNLEA, Vikas Gupta, Circle Secretary, AIGETOA, Darshan Singh Dardi, Circle Secretary, SEWA BSNL addressed. The convention unanimously resolved to make the December, 12th & 13th , 2017 strike, demanding wage revision, opposing subsidiary Tower Company, and demanding settlements of anomalies of second wage revision a grant Success. Com. Gurpreet Singh, Circle President, SNEA gave vote of thanks. The convention concluded with thunderous slogans of unity, Struggle and strike.
The All Unions and Associations of BSNL had fixed 28-02-2018 as the date for March to Sanchar Bhawan. However, difficulties are expressed by comrades in the availability of train tickets, in view of Holi, which falls on 1st and 2nd March. In view of this, the Steering Committee, in consultation with all the unions and associations, has now fixed 23-02-2018 as the date for the March to Sanchar Bhawan. Inconvenience caused due to the change in date is regretted. Comrades are requested to book their tickets immediately, and to make the March to Sanchar Bhawan programme, a big success.
BSNLEU, CGM office Mumbai, organised a very impressive meeting today, addressed by Com.P.Abhimanyu, GS. Apart from the members of the CGM office, leaders and active members from nearby SSAs also attended the meeting. It was also addressed by Com. Vijay Gosavi, Secretary, NFTE, Com.M.S.Adasul, Dy.GS, SNEA and Com.G.K.Patil, Asst.circle secretary, AIBSNLEA. In his address, Com.P.Abhimanyu,GS, dwelt on the issues of 3rd Pay Revision and Pension Revision, the need to fight against the Subsidiary Tower Company, Allotment of 4G spectrum to BSNL and other issues related to the revival of BSNL, settlement of Pension Contribution, need to curtail the wasteful expenditures of BSNL, and the other issues. The General Secretary also called upon the employees to firmly fight against the anti-BSNL and anti- PSU policies of the government, so that BSNL can be protected. Finally, he also replied to the various questions raised by the participants. CHQ heartily congratulates the Mumbai CGM Office district union for organising a very effective meeting.
FNTO is spreading rumours that the pay of the Non-Executives, who are appointed on or after 01.01.2017, is going to be reduced, because of the new pay scales being finalised by the Joint Wage Negotiating Committee. This is not correct. None of the Non-Executive appointed on or after 01.01.2017 is going to be affected. Presently, recruitment is being made in NE-1 pay scale (RM / Gr.D) ; NE-7 pay scale (Sr.TOA) and NE-9 pay scale (JE). We have worked out the basic pay drawn by the employees of these three cadres in the pre-revised pay scale as well as basic pay they are going to get in the revised pay scale. These calculations prove that the great brains of FNTO are unnecessarily trying to scare the newly recruited employees.
जैसा कि बताया जा चुका है, 03.12.2018 से होने वाली अनिश्चितकालीन हड़ताल स्थगित की गई है। हड़ताल के कॉल की वजह से ही माननीय संचार राज्य मंत्री को हमारे मुद्दों के निराकरण के लिए AUAB के साथ चर्चाओं के लिए बाध्य होना पड़ा। निःसंदेह, हड़ताल के कॉल से AUAB की कई प्रमुख डिमांड्स का निराकरण हुआ है, जिनका विवरण निम्नानुसार है।
(a) 4G स्पेक्ट्रम का आवंटन :
BSNL को 4G स्पेक्ट्रम का आवंटन न होना BSNL के लिए एक बड़ी क्षति थी। इस संबंध में माननीय संचार राज्य मंत्री द्वारा फरवरी 2018 में दिए गए आश्वासन पर अमल नही किया गया था। कल की मीटिंग में माननीय MoS(C) {मंत्री महोदय} द्वारा जानकारी दी गई कि BSNL को 4G स्पेक्ट्रम अलॉटमेंट हेतु कैबिनेट नोट अन्य मंत्रालयों को प्रेषित किया जा चुका है। उन्होंने यह भी आश्वासित किया कि इस कार्य को अन्य मंत्रालयों से तत्परता से करवाने हेतु DOT के एक वरिष्ठ अधिकारी को डेप्यूट भी किया जाएगा। माननीय MoS(C) ने यह भी विश्वास दिलाया कि यह प्रक्रिया पूर्ण होते ही कैबिनेट की आगामी मीटिंग में इसे प्रस्तुत कर दिया जाएगा। BSNL के वित्तीय उन्नयन की दिशा में यह एक मेजर ब्रेकथ्रू है और निःसंदेह AUAB के लिए एक बड़ी उपलब्धि भी।
(b) रिटायरीज का पेंशन रिवीजन:
अभी तक, DOT द्वारा पेंशन रिवीजन को कार्यरत कर्मियों के वेज रिवीजन से सम्बद्ध (लिंक) किया जा रहा था। वे इस बात पर दृढ़ता से अडिग थे कि कार्यरत कर्मचारियों के वेज रिवीजन के बाद ही पेंशन रिवीजन किया जाएगा। लेकिन अब 02.12.2018 को सेक्रेटरी, टेलीकॉम के साथ और 03.12.2018 को माननीय MoS(C) के साथ सम्पन्न मीटिंग में AUAB को बताया गया है कि पेंशन रिवीजन को कार्यरत कर्मियों के वेज रिवीजन से पृथक (delink) किया जा रहा है। यह, इस स्ट्राइक कॉल की बहुत बड़ी उपलब्धि है। AUAB पेंशन के जल्द से जल्द रिवीजन की सुनिश्चितता हेतु भरसक प्रयास करेगा।
(c) BSNL द्वारा पेंशन कॉन्ट्रिब्यूशन के भुगतान हेतु गवर्नमेंट के नियम लागू होंगे:
माननीय MoS(C) ने स्पष्ट रूप से कहा कि BSNL के लिए भी गवर्नमेंट के नियम लागू किए जाएंगे, जिसके अनुसार BSNL पेंशन कॉन्ट्रिब्यूशन का भुगतान वास्तविक मूल वेतन पर करेगा। इस संबंध में DOT की अनुशंसा के साथ प्रकरण वित्त मंत्रालय को प्रेषित भी कर दिया गया है।
(d) 2nd PRC के शेष मुद्दे:
एक लंबे अरसे से बीएसएनएल मैनेजमेंट से 2nd PRC की अनुशंसाओं को मान्य करने की मांग की जाती रही है जिसके अनुसार मैनेजमेंट को डायरेक्टली रिक्रूटेड कर्मियों के सुपरएन्युएशन बेनिफिट्स हेतु 30% कंट्रीब्यूट करना है। इस संबंध में CMD BSNL ने उनके साथ हुई 02.12.2018 की मीटिंग में आश्वासित किया है कि पेंशन कॉन्ट्रिब्यूशन में बीएसएनएल के कॉन्ट्रिब्यूशन में 3% की वृद्धि मार्च 2019 तक की जाएगी और शेष 4% की वृद्धि तत्पश्चात एक साथ की जाएगी। इस तरह 2nd PRC की अनुशंसा अनुसार सुपरएन्युएशन बेनिफिट्स लागू नही किए जाने के प्रकरण का निराकरण भी हो चुका है।
(e) कर्मचारियों का 3rd पे रिवीजन:
कर्मचारियों के 3rd पे रिवीजन के मुद्दे का अंतिम रूप से निराकरण (final settlement) नही हो पाया है। चर्चाओं के दौरान माननीय MoS(C) और साथ ही सेक्रेटरी, टेलीकॉम ने बताया कि कर्मचारियों का पे रिवीजन तो होगा, किन्तु 15% फिटमेंट नही दिया जा सकता है। AUAB के प्रतिनिधियों ने 15%फिटमेंट के साथ पे रिवीजन किस तरह दिया जा सकता है, इस संबंध में विस्तृत रूप से अपना प्रस्तुतिकरण माननीय MoS(C) के समक्ष रखा। किन्तु इसे स्वीकार नही किया गया। AUAB यह महसूस करती है कि इस मुद्दे पर DOT के साथ और पहल करने की जरूरत है और इस हेतु कुछ और समय देना होगा।
माननीय MoS(C) के साथ संपन्न मीटिंग पश्चात हुई AUAB की मीटिंग में लीडर्स ने इस तथ्य को एप्रीशिएट किया कि स्ट्राइक कॉल की वजह से कर्मचारी लाभान्वित हुए हैं। इस लाभ को कंसोलिडेट करने के लिए दिए गए आश्वासनों का क्रियान्वयन/ पत्र जारी करवाना सुनिश्चित करना होगा। वेज रिवीजन के मुद्दे पर AUAB ने निर्णय लिया है कि इस मुद्दे के निदान हेतु DOT को कुछ और समय दिया जाए। किन्तु, AUAB की यह पहल विफल होनेकी स्थिति में पुनः संघर्ष जरूरी होगा।
3rd पे रिवीजन पर हुई प्रगति....
विगत 2 दिनों से CMD BSNL और डायरेक्टर (HR) AUAB के साथ चर्चा कर रहे हैं। उनके द्वारा 3rd पे रिवीजन के संबंध में DoT द्वारा दिए गए प्रस्ताव बाबद जानकारी दी गई। प्रस्ताव अनुसार, 0% फिटमेंट के साथ 3rd पे रिवीजन तत्काल किया जा सकता है। तत्पश्चात, माननीय मंत्री महोदय 5% फिटमेंट के लिए कैबिनेट के समक्ष मुद्दा ले जाएंगे। AUAB में सभी महासचिवों ने आपस मे चर्चा कर सर्वानुमति से निर्णय लिया कि 10% फिटमेंट की हमारी न्यूनतम मांग होनी चाहिए। यह CMD BSNL के माध्यम से DoT को सूचित कर दिया गया है। BSNLEU ऐसा समझती है कि पे रिवीजन 0% फिटमेंट के साथ ही किया जाएगा। हम मंत्री महोदय द्वारा 5% फिटमेंट का प्रस्ताव कैबिनेट के अनुमोदन हेतु प्रस्तुत करने के आश्वासन पर विश्वास नही कर सकते हैं। हमारा अभी तक का यह अनुभव है कि DoT और माननीय मंत्री महोदय द्वारा जो भी आश्वासन दिए गए उनका पालन नही हुआ। अतः, BSNLEU सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध करती है कि हड़ताल की सफलता हेतु किए जा रहे प्रयास जारी रखें। इस संबंध में जो भी प्रगति होगी, उससे तुरंत अवगत कराया जाएगा।
BSNL is likely to narrow down it's loss to Rs.7,500 crore in the financial year 2018-19. The Company had reported a loss of Rs 7,992 crore for the financial year 2017-18.This is told by the CMD BSNL to the ET Telecom. BSNL has added a record number of 91,000 enterprise customers in FY 2019 including business-to-business or B2B connections. This is more than a 50% growth over the last financial year. BSNL's loss was Rs. 4,793 crore in Financial year 2016-17.
Com.P. Abhimanyu, Convenor, AUAB, met Shri P.K. Purwar, CMD BSNL, yesterday and handed over the letter of the AUAB, demanding withdrawal of the show-cause notices issued to the leaders of the Executives’ Association, for imposing break-in-service under FR 17-A. The Convenor, AUAB, specifically requested the CMD BSNL to look into the case of Com.N. Kabeer Das, GS, BSNLOA, who retired on superannuation on 30.06.2019. The CMD BSNL assured to look into it and to do the needful.
The top officers of BSNL Management are not able to pay salary to the employees on time. They are not able to pay wages to the contract workers for the past 10 months. They are not able to remit the recoveries on GPF contribution, bank loan EMI, society dues, etc., to the concerned organisations since May 2019. Till date they are not able get the Pension Rules amended, to ensure commutation of pension benefit to the VRS optees. They are unable to give guarantee that the VRS optees will get Pay Revision, if it is implemented retrospectively in BSNL. Thus, the top officers of BSNL are not able to do anything , except telling that everyone should go on VRS. But, why these top officers are not going on VRS? Yes, it is the top officers of BSNL, who should immediately opt for VRS.
The CHQ of BSNLEU is extremely shocked to know that com. Rameshwar Kumar Sondhiya, Asst. Telecom Technician, working in Jabalapur Telecom District of Madhya Pradesh Circle, has committed suicide yesterday. The deceased comrade has taken this extreme decision, since he was unable to cope with the financial crisis caused by the non- payment of salary for the past two months. He is only 37 years old. The wife of com. Rameshwar Kumar Sondhiya, has told the Dainik Baskar newspaper that her husband was tremendously stressed due to non-receipt of salary for the past two months. This is a shame on the BSNL Management. 7 contract workers have already committed suicide. Now the regular employees have also started committing suicide. Will the BSNL Management open it’s eyes and see the sufferings of the employees? BSNLEU pays homage to com. Rameshwar Kumar Sondhiya and conveys it’s heartfelt condolences to his family members.
As per media reports, BSNL has started the process to roll out it’s 4G services, at an outlay of around Rs.11,000 crore. For this, BSNL has come out with a tender for procuring 50,000 new 4G sites. The last date for the vendors to apply for contract has been fixed as 8th May, 2020. The biddings will be opened on 9th May, 2020.

The two day circle executive committee meeting of BSNLEU, Andhra Pradesh circle, started at Vijayawada yesterday. The Union Red Flag was hoisted by com.J.Sampath Rao, CS, Telengana. In the morning session, the seminar on Great October Revolution was conducted. In the afternoon, report on activities was presented by com.P.Asokababu, CS. Com.P.Abhimanyu, GS, addressed the session and spoke at length about the wage revision, subsidiary tower company and other issues. He called on the comrades to effectively organise the 2 day strike to be held on 12th and 13th December,2017. Com.J.Sampath Rao, CS, Telengana, greeted the meeting.
Com. P. Abhimanyu, GS, Com. Swapan Chakraborty, Dy.GS and Com. Animesh Mitra, Vice President (CHQ), met Shri Ashutosh Gupta, GM(Restg.) today and enquired about the progress in releasing the revised minutes of the Designations Committee meeting, that was held on 26.09.2017. The GM (Restg.) expressed practical difficulties in issuing a revised minutes. Instead, he suggested that one more meeting of the Designations Committee could be conduced to resolve the issue. In that case, the meeting should be conducted without delay, urged the Union representatives, which was agreed to by the GM (Restg.).
Smt. Devi Padmanabhan, wife of the late Com.N.P. Padmanabhan, one of the stalwarts of the P&T trade union movement, as well as former Secretary of the NFPTE, passed away at 05:00 AM today, at Ernakulam. She had been unwell for some time. She is survived by two daughters and a son. The cremation takes place at 04:00 PM today. BSNLEU conveys it’s heartfelt condolences to her family members, friends and comrades.
The AUAB has given call to the BSNL employees, to organise demonstrations throughout the country tomorrow the 11.07.2018, demanding implementation of the assurances given by the Hon’ble Minister of State for Communications on 24.02.2018, with regards to the settlement of wage revision, pension revision, allotment of 4G spectrum and payment of pension contribution as per Government Rules. At the circle level, these demonstrations should be organised in front of the offices of the CCA. All circle secretaries are requested to organise this programme successfully, in coordination with the other constituents of the AUAB.
दिए गए आश्वासनों के क्रियान्वयन पर निगरानी के लिए संस्थागत तंत्र स्थापित करना होगा
माननीय संचार राज्य मंत्री से 03.12.2018 को सम्पन्न मीटिंग में AUAB के प्रतिनिधियों ने शिकायत की कि AUAB द्वारा प्रस्तुत डिमांड्स के संबंध में दिए गए आश्वासनों के क्रियान्वयन की समीक्षा के लिए कोई व्यवस्था उपलब्ध नही है। इस पर DOT द्वारा आश्वासित किया गया कि इस पर निगरानी (monitoring) के लिए संस्थागत तंत्र ( institutional mechanism) स्थापित किया जाएगा। तदनुसार, DOT द्वारा जारी 03.12.2018 को हुई मीटिंग की चर्चा के ब्यौरे (record of discussions) में भी यह उल्लेखित किया गया है कि लिए गए निर्णयों की मॉनिटरिंग के लिए DOT और BSNL में इंस्टीट्यूशनल मैकेनिज्म स्थापित किया जाएगा।
The CMD BSNL and Director HR met the AUAB leaders yesterday the 15.02.2019. The AUAB representatives told the Management that, they are prepared to accept 3rd Pay Revision with 5% fitment, as offered earlier by the DoT. However, they demanded that this commitment should be given in writing by the DoT, so that the AUAB can consider deferment of the strike. Even this demand of the AUAB is not accepted. Further, the DoT has also diluted it's earlier assurance to give DA neutralisation. The DoT is demanding that the AUAB should call off the strike, in view of the terror attack in Pulwama. The Secretary, Telecom, has put a condition that she would not meet the AUAB leaders, unless they call off the strike. Immediately after the meeting with the BSNL Management, all the General Secretaries of the AUAB met and decided to go ahead with the strike. The AUAB has also decided to exempt J&K circle from the strike, to ensure maintenance of services, in the backdrop of the terror attack. The AUAB requests all the circle and district unions to organise the strike powerfully..
The Department of Posts, called as India Post, has reported a loss of Rs.15,000 crore for the financial year 2018-19. It's loss in 2015-16 was Rs.6,007 crore.
The BSNL is undergoing severe financial crunch. Various false reports are appearing in the media, stating that the government is going to give a bail out package to BSNL and MTNL, to the extent of Rs.74,000 crore. This news is nothing but totally bogus. What BSNL is likely to get from the government is, the allotment of 4G spectrum, free of cost. Apart from this, the government is not going to give even a single naya paisa as financial assistance to BSNL. Banks are also not coming forward to extend loan to BSNL. This is the actual position. So, the only option left out for the BSNL is to take all out efforts to increase it’s revenue collections. The AUAB has already called on the Executives and Non-Executives to intensify the “BSNL At Your Door Steps” programme. Hence, the circle and district secretaries of BSNLEU are requested to take the initiative and also to coordinate with the other unions and associations, to effectively implement the call. More revenue has to be generated through bringing in more FTTH connections, collection of outstanding dues and disposing off of the scrap materials dumped in various circles. The BSNL employees have rose to the occasion many times in the past, to save the Company. In the similar way, the BSNL employees have to conduct the "BSNL At Your Doorsteps" programme in an intensified manner, to save the future of the Company and it's employees.
