The All Unions and Associations of BSNL, has issued the following press statement today, with regards to the two day strike, that is taking place tomorrow and the day after tomorrow. The injustices regarding denial of wage revision and formation of the Subsidiary Tower Company, are explained. The circle and district unions can also issue this statement to the regional/local media.

BSNL's losses come down, as income from services increase by 5.8%.

It is a very good news that  BSNL's losses have come down to Rs 4,890 crore for the period from January to December, 2016. The losses of BSNL during the same period in the previous year, ie., January to December 2015 remained at  Rs 6,121.


BSNL's  income from services has also increased by 5.8 % during this period. It has increased to Rs 19,379.6 crore during this period. The figure stood at Rs 18,314.9 crore in the same period during 2015. BSNL also expects that the losses will further come down for the full financial year, as the fourth quarter is a seasonally strong quarter.

Standing Committee meeting taking place today.

The Standing Committee of the National Council is meeting today. Implementation of the decisions taken in the last National Council meeting, held on 12.06.2018, will be reviewed in this meeting. Com. Balbir Singh, President, Com. P. Abhimanyu, GS and  Com. Swapan Chakraborty, Dy.GS, are representing BSNLEU in this meeting. Management Side members of the Standing Committee are Shri Saurabgh Tyagi, Sr.GM(Estt.), Ms. Smita Chaudhary, GM (FP), Shri A.M. Gupta, GM(SR) and Shri A.K. Sinha, DGM (SR).

The Sunday drama.

The GM(SR), BSNL Corporate Office, telephonically informed the GS, BSNLEU, at 10:00 hrs. yesterday, ie., on 28-10-2018 Sunday, that there would be a meeting between the Secretary, DoT and the representatives of the AUAB, at 10:30 hrs on 29-10-2018, to discuss the issues on which the AUAB has given call for agitation. However, once again the GM(SR), BSNL CO, contacted the GS,BSNLEU, at 13:30 hrs, and informed that, the Secretary, DoT, wanted to hold the meeting on 28-10-2018 itself and that,the meeting could not be organised due to the communication gap. Surprisingly, a letter was issued by the Corporate Office yesterday evening, stating that the meeting between the AUAB and the Secretary,DoT, could not take place on 28-10-2018, due to the non-availability of the AUAB leaders for the meeting. The DoT and the BSNL Management do not care to inform the AUAB leaders suffficiently in advance about the meeting. They want to hold the meeting by giving information to the AUAB leaders in the last minute. But, still, they want to make the AUAB leaders scape goats for the fiasco.

सरकार BSNL को खत्म करने के लिए सोच समझ कर कदम उठा रही है, जिससे कि रिलायंस जियो के लिए सम्पूर्ण टेलीकॉम मार्किट पर कब्ज़ा करना आसान हो सके। DoT, जो कि BSNL की एडमिनिस्ट्रेटिव मिनिस्ट्री है, सरकार के BSNL को खत्म करने के निर्णयों को बहुत ही सावधानीपूर्वक (meticulously) लागू कर रही है। सरकार और DoT द्वारा की गई कार्यवाहियों ने आज BSNL को ऐसी चिंताजनक स्थिति में ला खड़ा कर दिया है, कि कर्मचारियों को वेतन मिलना भी संभव नही हो पा रहा है। DoT द्वारा BSNL को अपने ऑपरेशनल खर्च (OPEX) हेतु बैंक लोन लेने की अनुमति भी नही दी जा रही है। BSNL द्वारा सरकार के लिए किए गए कार्यों का रु 2500 करोड़ का भुगतान भी BSNL को  DoT द्वारा जानबूझ कर नही किया जा रहा है। फंड्स की कमी के चलते, BSNL बिजली बिल्स का भुगतान भी नही कर पा रहा है, जिसकी वजह से एक्सचेंज और BTS के इलेक्ट्रिक कनेक्शन विच्छेदित हो चुके हैं। फलस्वरूप, सेवाएं बुरी तरह से प्रभावित हो रही हैं। AUAB ने विगत 3 दिनों में इन सभी मुद्दों पर गंभीरता से विचार विमर्श कर यह निर्णय लिया है कि सरकार और DoT के षड्यंत्रों का देश की जनता के समक्ष पर्दाफाश किया जाए। अतः, AUAB ने 05.04.2019 को " मार्च टू संचार भवन " आयोजित करने का निर्णय लिया है। यह निर्णय भी लिया गया है कि इस रैली को संबोधित करने के लिए सभी राजनीतिक दलों के लीडर्स को आमंत्रित किया जाए। सभी सर्किल और जिला सचिवों से अनुरोध है कि रैली हेतु बड़ी तादाद में कर्मचारियों को संगठित कर, इसे ऐतिहासिक स्वरूप प्रदान करें।

Management holds Exploratory Meeting for conducting the 8th Membership Verification.

An Exploratory Meeting, for conducting the 8th Membership Verification, was held in the BSNL Corporate office, today. Shri A.M.Gupta, GM(SR), presided over the meeting. Com.P.Abhimanyu,GS and Com.Swapan Chakraborty, Dy.GS, represented BSNLEU. In the meeting, a few organisations demanded postponement of the 8th Membership Verification. But, all the major organisations, including BSNLEU and NFTE, insisted that the Membership Verification should not be postponed. The Management Side presented a tentative time schedule to hold the 8th Membership Verification. According to this time schedule, the Notification for the 8th Membership Verification will be issued on 03-06-2019 and the declaration of results will take place on 18-09-2019. Both, BSNLEU and NFTE demanded that, the Management should complete the process of Verification within 3 months from the date of issuing the notification. The Management Side had agreed to look into this.

A rousing Extended Circle Executive Committee meeting organised at Shillong.

The North East-I circle union organised a well attended Extended Circle Executive Committee meeting at Shillong, today the 10.08.2019. District secretaries, circle office bearers and branch secretaries from Meghalaya, Tripura and Mizoram participated in the meeting. A presidium consisting of Com.Swapan Goswami, Vice President, Com.Subhra Sen Gupta, VP and Com.Debojit Majumdar, VP, presided over the meeting. Com.Shivji Ray, CS, NE-I circle, welcomed everyone. Com.Gopal Das, a veteran leader of NE-I circle, as well as the Circle Secretary of AIBDPA, greeted the meeting. Addressing the meeting, Com.P.Abhimanyu, GS, spoke in detail about the forthcoming 8th Membership Verification, the anti-BSNL policies of the government, the united struggles of the unions and associations of BSNL, alternative proposals for the revival of BSNL, etc., were explained in detail. The General Secretary also explained about the settlement of the issues of the Non-Executives since the 7th Membership Verification. Com.M.V. Mokhiew, proposed the vote of thanks. Today’s meeting has greatly enthused the comrades of NE-I circle, which will greatly strengthen the struggles in the circle in the day’s to come.

Assessing the requirement of Tele-crusader and BSNL Swar by various district unions – Circle secretaries are requested to send the inputs by 15.01.2020.

Due to the implementation of VRS-2019, the strength of Non-Executives will be reduced by 50% w.e.f. 01.02.2020. This will be reflected in the Union membership also. Hence, the number of copies of Tele-crusader and BSNL Swar being sent to the districts have to be reduced. In view of this, each Circle Secretary is requested to send district wise membership of BSNLEU in his circle. These details may be sent to the CHQ by 15.01.2020. Already CHQ has requested the circle secretaries to send circle wise membership of various unions. These details may also be sent to the CHQ immediately.

BSNLEU wishes a very Happy Ugadi to all the comrades. The usual celebrations may not be there in this year's Ugadi, since the whole world is facing a crisis due to the Corona Virus infection. Still, let us hope on this auspicious day that, we shall overcome this crisis soon.

Meghalaya and CGM office district unions of NE 1 circle distribute food materials to contract workers.

In implementation of the call given by the CHQ of BSNLEU, donations for “contract Workers Relief Fund” was jointly collected by the district unions of Meghalaya and CGMT Office of NE 1 circle. From the collected amount, food materials were distributed to the contract workers at Telephone Exchange, Shillong on 13th May, 2020. Com. Shivjee Ray, CS, NE-I circle, Com.Biswajeet Singh, Circle Treasurer, Com.M.V. Makhiew, DS, CGMT Office, and other comrades participated in the programme. CHQ appreciates both the Meghalaya and CGM office district unions.

The government takes step for more looting of people's money, by big corporates.

Recently, finance minister, Arun Jaitley announced a scheme of "Capital Infusion" of Rs.2.11 lakh crores, to the Public Sector banks. An impression is being created that the government banks are not performing well, as a result of which the government is spending a huge amount of the people's tax money, to save those "sarkari banks". But, what is the fact? The Public Sector banks are suffering from a very big disease of "bad loans" which is also called as "Non-Performing Assets". What is this? This is the loan amount not returned by the big corporates. According to estimates, this amount comes to more than Rs. 10 lakh crores. The government should have taken action to realise this amount from the corporates. But, the government has not taken any such action. Rather, during it's 3 year rule, the BJP government has "written off" Rs. 2 lakh crores of this bad loans. Now, the government is putting Rs. 2 lakh crores of the people's money into the Public Sector banks. It is very important also to note what the Finance Minister told. Ha said that, this "capital infusion" will enable the Public Sector banks to give further loans to corporates, which will help fresh investments, employment and economic growth. So, the whole intention of the government in infusing Rs. 2.11 lakh crores into Public Sector banks, is to help the corporates to get further loans from the Public Sector banks. There cannot be a better way for the government, to allow the big corporates to loot people's money. When the government will take action to confiscate the properties of those corporates, who have cheated the government banks?

The meeting of All Unions and Associations held at New Delhi today, has decided that massive demonstrations should be organised in front of offices tomorrow, with a view to draw media and public attraction. District unions are requested to organise the programme effectively, in coordination with all the unions and associations. Photos may be sent to the CHQ.

Private mobile operators urge the TRAI to stop BSNL's app based Limited Fixed Mobile Telephony service.

BSNL has started an application (app) based "Limited Fixed Mobile Telephony (LFMT) service, which enables customers to convert their mobile phones into cordless phones,  for making and receiving landline calls from indoors. However, private mobile companies, represented by the COAI (Cellular Operators Association of India) have complained to the TRAI and have demanded to immediately stop this application based "Limited Fixed Mobile Service". The COAI- has claimed that as per TRAI norms, no "Termination Charge" is applicable for calls between landlines, and that BSNL is misusing this provision.

Architect of the Indian Constitution, as well as a great social crusader, Dr.B.R.Ambedkar’s birth anniversary falls on 14th April, 2018. This day is already being observed by our comrades in many parts of the country. The CEC meeting of BSNLEU, held at Agartala recently, has called upon all the circle and district branches to observe this year’s Dr.B.R.Ambedkar Jayanti in a befitting manner. The occasion should be utilised to high light Dr.B.R.Ambedkar’s contributions to the nation and also the need to uphold the secular character of our nation. Comments on the Draft National Digital Communications Policy-2018

The DoT has finalised the draft Telecom Policy 2018 and uploaded the same in their website for comments. The draft policy is named as "National Digital Communications Policy- 2018". The comments are to be given online only and the last date of submission of the comments was first 25th of May, 2018, which was further extended to 1st June, 2018. BSNLEU has submitted comments online on 31st May, 2018 (see our views).

ALTTC (Training Centre), Ghaziabad, is the venue of the next Central Executive Committee meeting.

CHQ has already intimated that the next Central Executive Committee meeting will be held on 22nd and 23rd October, 2018. After consultation with certain circle unions, the All India Centre meeting held today, has decided that the Central Executive Committee meeting, to be held on 22nd and 23rd October, 2018, will be held at ALTTC (Training Centre), Ghaziabad. UP(West) circle is hosting this meeting. The members of the CEC are requested to immediately book their journey tickets.

BSNLEU, Kerala circle union, organised a circle level ‘BSNL Working Women’s Convention’, at Ernakulam on 14.03.2019. Com.K.N. Jyothilekshmi, Assistant Circle Secretary, presided. Com.V. Bhagyalekshmi, Convenor, Mahila Committee, welcomed everyone. Adv. Thulasi Teacher, inaugurated the Convention and explained about the national level issues. Com.P.Indira, Convenor, All India BSNL Working Women’s Coordination Committee, addressed the Convention and explained about the BSNL issues. The Convention was also addressed by Com.M.Vijayakumar, AGS, Com.P.R.Parameswaran, Org. Secretary CHQ, Com. C.Santhoshkumar, CS and Com. P.Manoharan, CP. Com. Sophy George proposed vote of thanks. CHQ appreciates the Kerala circle union and the Mahila Committee for organising this successful Convention.

8वां सदस्यता सत्यापन करवाने हेतु आज कॉर्पोरेट ऑफिस में प्रारंभिक मीटिंग आयोजित की गई। श्री ए एम गुप्ता, GM(SR) ने मीटिंग की अध्यक्षता की। कॉम पी अभिमन्यु, जीएस और कॉम स्वपन चक्रबोर्ति, डिप्टी जीएस ने BSNLEU का प्रतिनिधित्व किया। मीटिंग में 8वां सदस्यता सत्यापन पोस्टपोन करने हेतु कुछ ही यूनियन्स ने मांग की। किन्तु BSNLEU और NFTE सहित सभी प्रमुख यूनियन्स ने जोर दे कर कहा कि सदस्यता सत्यापन पोस्टपोन नही किया जाए। प्रबंधन पक्ष द्वारा 8वें सदस्यता सत्यापन हेतु संभावित समयावधि (time schedule) निर्धारित की गई। इस निर्धारित समयावधि अनुसार 8वें सदस्यता सत्यापन हेतु अधिसूचना 03.06.2019 को जारी कर दी जाएगी और परिणाम 18.09.2019 को घोषित किए जाएंगे। BSNLEU और NFTE, दोनों ही यूनियन ने मांग की कि अधिसूचना जारी होने के बाद तीन माह की अवधि में सत्यापन की प्रक्रिया प्रबंधन द्वारा पूर्ण की जानी चाहिए। प्रबंधन ने इस पर विचार करने हेतु सहमति प्रदर्शित की।
