दिनांक 15.05.2021 को बीएसएनएलईयू-BSNLEU ने प्रबंधन को पत्र लिखकर इच्छुक कर्मचारियों के लिए चिकित्सा बीमा योजना-Medical Insurance पॉलिसी लागु करने की मांग की थी । बीएसएनएलईयू-BSNLEU ने निदेशक (एचआर)- Director (HR) से इस मामले पर चर्चा की। इसके बाद प्रबंधन ने त्वरित कार्रवाई की और आज कोर्पोरेट कार्यालय-Corporate Office ने बीएसएनएल-BSNL कर्मचारियों के लिए चिकित्सा बीमा योजना-Medical Insurance Policy लागू करने के लिए पत्र जारी किया है। इस योजना की प्रमुख विशेषताएं निम्नलिखित हैं :
बीएसएनएलईयू-BSNLEU ने इस मामले पर त्वरित कार्रवाई करने के लिए निदेशक (मानव संसाधन) - Director, HR और श्री ए.एम. गुप्ता, सीनियर जनरल मेनेजर(ऐड्मिन)-Senior General Manager (Admin) और अन्य वरिष्ठ अधिकारियों को हार्दिक धन्यवाद दिया।
BSNLEU ने सीएमडी बीएसएनएल के साथ ठेका कर्मियों के मुद्दों पर चर्चा की ।
साथी अनिमेष मित्रा, अध्यक्ष और साथी पी. अभिमन्यु, जनरल सेक्रेटरी ने दिनांक 28.07.2021 के दिन BSNL के सीएमडी श्री पीके पुरवार से मुलाकात की और ठेका कर्मियों की समस्याओं के बारे में चर्चा की। बीएसएनएल सीसीडब्ल्यूएफ (बीएसएनएल कैजुअल कांट्रेक्ट वर्कर्स फेडरेशन)-BSNLCCWF के महासचिव साथी अनिमेश मित्रा ने ठेका कर्मियों की समस्याओं को लेकर ज्ञापन सौंपा। अध्यक्ष साथी अनिमेष मित्रा और साथी पी. अभिमन्यु, जनरल सेक्रेटरी द्वारा व्यक्त किए गए विचार इस प्रकार हैं :
सीएमडी, बीएसएनएल ने नेताओं के विचारों का जवाब देते हुए कहा कि विभिन्न मापदंडों से पता चलता है कि आउटसोर्सिंग के बाद लैंडलाइन और ब्रॉडबैंड सेवाओं की कार्यकुशलता में काफी सुधार हुआ है।
उन्होंने आगे कहा कि आउटसोर्सिंग प्रणाली की कमियों को दूर करने के लिए कदम उठाए जाएंगे। नेताओं ने सीएमडी बीएसएनएल द्वारा दिए गए आंकड़ों को नोट कर बताया है कि उसका सत्यापन किया जाएगा और उसके बाद जवाब दिया जाएगा।
Our intention of making this website updating is not to give any reply to a person, who is mentally sick and who finds sadistic pleasure in spitting even on the faces of the leaders of his own union. Our intention is only to raise certain questions about the role of the Chennai Circle Administration.
(1) In all the Circle and Local councils throughout the country, including in the National Council, it is only the Staff Side Secretary who can submit agenda items for discussion in the Council meetings. This is the Rule. Whether this Rule has become invalid in Chennai Circle?
(2) In Chennai Circle, the NFTE Circle Secretary, due to his ego problem, does not want to submit items to the Staff Side Secretary. Does the Chennai Circle Administration approves his action?
(3) Since the NFTE Circle Secretary did not submit any item to the Staff Side Secretary, the items of BSNLEU alone were sent to the Circle Administration. What is wrong in this?
(4) Without submitting his agenda items to the Staff Side Secretary, what right does the NFTE Circle Secretary have, to demand the holding of the Staff Side meeting? How the Chennai Circle Administration validates this demand?
(5) The agenda items of BSNLEU, submitted by the Staff Side Secretary, have been rejected by the Administration, stating that they did not have the consensus of the Staff Side. We want to know, under which Rule the Chennai Circle Administration has taken such a step?
On 15.05.2021, BSNLEU wrote to the Management, demanding to implement a Medical Insurance Scheme for the willing employees. BSNLEU discussed the matter with the Director (HR) who accepted the demand. Thereafter, Management took quick action and today, the Corporate Office has issued letter, for the implementation of Medical Insurance Scheme for the BSNL employees. The following are the salient features:-
BSNLEU heartily thanks Shri Arvind Vadnerkar, Director (HR) and Shri A.M.Gupta, Sr.GM(Admn.) and other senior officers, for taking quick action on this matter.
Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met shri P.K. Purwar, CMD BSNL, on 28.07.2021, and discussed about the problems of the contract workers. Com.Animesh Mitra, who is also the Secretary General of the BSNL CCWF (BSNL Casual Contract Workers Federation), submitted a memorandum on the problems of the contract workers. The views expressed by the President and the GS are also follows:-
The CMD BSNL responded to the views of the leaders by stating that, the various parameters show that the efficiency of landline and broadband services have greatly improved after the outsourcing.
He further stated that, steps would be taken to improve the deficiencies in the outsourcing system. The leaders have noted down the figures given by the CMD BSNL and told that, the same would be verified and thereafter the response of the Union would be given.
The Chennai Circle Administration has issued notification to hold the circle Council meeting on 30.07.2021. However, the Management has not accepted the items submitted by the Secretary, Staff Side, stating that there is no consensus among the Staff Side members, regarding submitting of items. The Administration has to accept the items submitted by the Secretary, Staff Side. Rejecting the items under the pretext that there is no consensus, is beyond the purview of the Administration. Besides, the Administration has stated that, the Circle Council meeting would discuss only the Management Side items. However, no ‘Management-Side item’ has been notified. In view of the above, the GS, BSNLEU, has written to the Sr.GM(SR), Corporate Office, requesting to issue suitable instruction to the Chennai Circle Administration.
After achieving broadest unity, the AUAB has started launching struggles once again, demanding immediate steps for the revival of BSNL and also demanding settlement of the burning issues of the employees and the pensioners. The success of the hunger strike organised throughout the country yesterday, reveals the anger simmering among the employees. By way of enthusiastically participating in the agitation, the Executives and Non-Executives of BSNL have sent a warning signal to the Government and the Management that, serious struggles will be launched if prompt actions are not taken to settle the issues. The AUAB will meet soon to decide about the future course of action. Circle and district unions of BSNLEU are requested to take all steps popularise the charter of demands among the employees and to keep them ready for the successful launching of all future struggles of the AUAB.
The call given by the AUAB for observing day long hunger strike today, has become a grand success throughout the country. The struggle has been enthusiastically organised from Kashmir to Kanyakumari. This shows that, the employees are very much agitated over the inordinate delay in implementing the steps for the revival of BSNL. BSNLEU heartily congratulates the entire Executives and Non-Executives for making the hunger strike programme a total success. We are hopeful that the AUAB will soon announce further agitational programmes, to make the government to take appropriate steps for the early revival of BSNL. We have attached views of the hunger strike organised in certain circles. Remaining views will be updated tomorrow.
A one day hunger strike, called on by the AUAB, is taking place throughout the country today, demanding settlement of issues related to the revival of BSNL, as well as important staff issues. As a part of this, hunger strike by the General Secretaries started at the Corporate Office. Since it is raining at Delhi, the leaders are observing the hunger strike in the ground floor of the Corporate Office.
The Dy.CLC (Central) organised a conciliation meeting yesterday, between the AUAB, the DoT and the BSNL Management, to discuss the charter of demands for the hunger strike programme. Com.Animesh Mitra, President, represented BSNLEU in this meeting. Major issues in the charter of demands, like 4G, payment of Rs.39,000 crore dues to BSNL, are connected with the DoT. However, no one from the DoT attended yesterday’s conciliation. So, the Dy. CLC's conciliation meeting ended without any improvement. Thereafter, a meeting was held between the CMD BSNL and the AUAB leaders. In that meeting also, no improvement came on any of the issues.
The Central Executive Committee meeting of BSNLEU, is being held at Hyderabad on 06th & 07th August, 2021. Com.K. Hemalata, President, CITU, has kindly consented to deliver the inaugural address of the meeting. It is hereby informed to all the CEC members that the flag hoisting programme will be held sharply at 09:30 am on 06.08.2021 and the CEC meeting will start exactly at 10:00 am. Accommodation for the CEC members has been booked from 05.08.2021 onwards. Hence, all CEC members are requested to be punctual for the meeting.
BSNLEU and the AUAB are continuously accusing that, the cluster-based outsourcing system is a total failure, as a result of which the quality of landline and broadband services has vastly deteriorated. BSNLEU has given in writing, with facts and figures, detailing how the cluster-based outsourcing has sharply increased the expenditure, while quality of service has steeply declined. Due to the hue and cry raised by BSNLEU and AUAB, now the Management has formed an internal committee, consisting of seven senior officers to review the cluster-based outsourcing system. BSNLEU desires that, the formation of this committee should not be an eye-wash, but should make a true self-introspection.
The Circle Executive Committee meeting of BSNLEU, NE-I circle, was held online on 24.07.2021. Com.D.A. Shylla, Circle President, presided over the meeting. Com.Shivjee Ray, Circle Secretary, welcomed everyone and presented the report on activities. Com.P.Abhimanyu, GS, addressed the meeting and spoke in detail on the HR issues being taken up by the CHQ, the charter of demands and agitational programmes of the AUAB and other issues. Com.Swapan Chakraborty, Dy.GS, also addressed the meeting. Detailed deliberations by the Circle Executive Committee members were held on strengthening the Union and struggles for the revival of BSNL.
Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Shri A.M.Gupta, Sr.GM(Admn.) today and discussed certain outstanding issues. The issues raised and reply given are as follows: -
(1) Submitting of option for Outdoor Medical Claim.
As regards BSNL MRS Outdoor Medical Claim, some circles have issued clarification, stating that, all the retirees need not give option again. Only those who want to change their option and also whose a/c number and IFSC code are changed, should submit option. However, the Corporate Office has not issued such a clarification so far. This issue is raised today. After discussion, the Sr.GM(Admn) agreed to issue the clarification.
(2) Reconstitution of Welfare & Sports Boards.
The BSNL Staff Welfare Board, as well as the Sports and Cultural Board, have not been reconstituted for the past so many years. BSNLEU has already written to the CMD BSNL, demanding the reconstitution of both the boards. This issue was discussed today. The Sr.GM(Admn) assured to take the needful action speedily.
(3) Promotions under the Career Progression to the Sports Personnel.
BSNLEU has already written to the CMD BSNL, demanding to implement promotions to the Sports Personnel, under the Career Progression Scheme. However, this issue still lying pending in the Corporate Office. This issue was discussed today and it was replied that work has already been initiated in this regard.
The AUAB has organised many struggles in the recent years, on the issues related to the revival of BSNL. This includes the 3 day strike in February, 2019. At the same time, the AUAB has used every opportunity to negotiate with the DoT and the Ministers. However, it was unfortunate that, we could not meet the Minister for the past 3 years or so and put our views across the table. Shri Ravi Shankar Prasad, who had been the Communications Minister, had taken an unreasonable stand of not meeting the trade unions. He had openly told this to the senior MPs who requested him to meet and discuss the issues with the trade unions. However, he is gone now and new Ministers have taken over. The new Minister of State for Communications, Shri Devusinh Chauhan has met the unions and associations on 24.07.2021, without any hesitation. Whether to accept, or not to accept, what the trade unions say, is ultimately the decision of the Minister and the government. But, in a Democratic country, it is the duty of the government and it's ministers, to at least meet the trade unions and listen to what they say.

Shri Devusinh Chauhan, Hon’ble Minister of State for Communications visited BSNL Corporate Office today. Utilising this visit, the CMD BSNL arranged a meeting between the Hon’ble Minister and the recognised unions and associations. Com. Animesh Mitra, President & Com. P. Abhimanyu, GS, represented BSNLEU in this meeting. Representatives of NFTE, AIGETOA and SNEA also participated. The representatives effectively projected the issues of discriminating BSNL in the matter of procuring 4G equipments, delay in the upgradation of BTSs for providing 4G service, Rs 39,000 crore dues to be refunded to BSNL by the DoT, Non- payment of salary to the employees on the due date, offsetting BSNL’s debt through monetisation of lands and other issues. The Hon’ble Minister assured to look into the issues.
Shri Devusinh Chauhan, has recently taken over as the Hon’ble Minister of State for Communications. He is visiting BSNL Corporate Office tomorrow, to hold discussion with the Board of Directors of BSNL. During this visit, the Hon’ble Minister of State, will also be meeting the Unions and Associations of BSNL. The Unions and Associations will utilise this opportunity to highlight the important issues related to the Company's revival like, the inordinate delay in 4G launching by BSNL, Rs.39,000 crore dues to be paid by the DoT to BSNL and other issues.
