Indian working class is organising General Strike on 20^th May, 2025 opposing Modi government's implementation of the four Labour Codes, weakening of the Public Sector Undertakings and other demands. BSNLEU and NFTE BSNL are joining this General Strike. Apart from the demands of the Central Trade Unions, BSNLEU and NFTE BSNL are raising the demands of BSNL employees like immediate settlement of Wage Revision, immediate launching of good quality 4G service, opposing 2^nd VRS, New Promotion Policy, etc. BSNLEU and NFTE BSNL have issued joint strike notice today, to the CMD BSNL and the Secretary, Telecom.

As per the tradition of BSNLEU, various circle and district unions organised May Day programmes today. Flag hoisting and meetings have been organised. CHQ heartily congratulates all the circle and district unions which have organised May Day programme today.

Yesterday, the BSNL Corporate Office has issued letter stating that, all sports activities are suspended, until further order. Further, the facility of permitting 2 hour / 4 hour Off for practice, is also stopped. The Management has stated that these decisions are taken keeping the financial condition of the Company into consideration. BSNLEU has written letter to the CMD BSNL today, opposing this decision of the Management. BSNLEU has stated that the financial condition of the Company is not that much bad, since only recently the Management had announced that the Company had earned Rs.262 crore net profit in the 3rd quarter of the financial year 2024-25. BSNLEU had also pointed out that, such a decision was not taken even when the financial condition of BSNL was worse. Hence, BSNLEU has demanded that, the Corporate Office letter, suspending all sports activities in BSNL should be withdrawn and that the sports activities should be allowed to continue.

The working class of America, especially Chicago, organised serious struggles to put an end to the prolonged working hours, which lasted from sunrise to sunset. Especially, in the year 1886 the working class of Chicago organised struggles, demanding 8 hours' work 8 hours, 8 hours' sleep and 8 hours' entertainment. They took out huge rally on 1st May, 1886 in Chicago which ended up in police firing, killing many workers. The capitalist class levelled fabricated accusations and sentenced working class leaders Parsons, Spies, Engel and Fisher to death by hanging. However, the struggles for 8 hours' work erupted in many parts of the world demanding 8 hours working day. In India, the working class organised heroic struggles and achieved 8 hours working day. But, today, conspiracies are being hatched to increase the working hours. Narayana Murthi, the former Chief of Infosys says that, workers should work for 70 hours per week (presently it is 48 hours per week). S.M. Subramanian, the Chief of L&T says that, workers should work for 90 hours per week. The Modi government has abolished the Labour Law which ensured 8 hours working day. Four pro-corporate and anti-working class Labour Codes  are being brought, to convert workers into slaves. The Indian working class is organising a mighty General Strike on 20th May, 2025, against the Four Labour Codes. Under these circumstances, this year’s May Day assumes much significance. The CHQ calls upon the circle and district unions to observe this year's May Day with revolutionary fervour, together with other sections of the working class.

After prolonged delay, the Wage Revision Committee meeting is held today. The Staff Side members in the Wage Revision Committee went for the meeting with much expectation. Especially, in the backdrop of BSNLEU’s submitting of Live Stagnation cases based on 5% fitment and also in the backdrop of the informal discussion of the Wage Revision Committee Committee members held on 19.02.2025. However, nothing happened in the meeting today. This is because, Shri P.C. Bhatt, PGM(EF) is retiring tomorrow and in his place, another Finance Officer, Shri P.D. Chiraniya, PGM(CBB) is appointed as the new member of the Committee today. Naturally, he needs to understand the background of whatever discussions that have taken place so far. Hence, the Wage Revision Committee talks did not advance to the next stage in today's meeting. All the Staff Side representatives expressed their frustration and deep disappointment, since no development was taking place in the Committee, which is being held after 4 months. There were heated arguments made by the Staff Side members in today’s meeting. However, the meeting ended without taking any fruitful decision. Based on the demand of the Staff Side members, the Chairman of the Committee announced that, the next meeting of the Wage Revision Committee would be held in the last week of May, 2025.

आज वेतन संशोधन समिति की बैठक हुई, लेकिन कोई सार्थक परिणाम नहीं निकला।

लंबे विलंब के बाद आज वेतन संशोधन समिति की बैठक हुई। वेतन संशोधन समिति में कर्मचारी पक्ष के सदस्य बहुत उम्मीद के साथ बैठक में गए थे। खास तौर पर BSNLEU द्वारा 5% फिटमेंट के आधार पर लाइव स्टैगनेशन के मामले प्रस्तुत करने तथा 19.02.2025 को वेतन संशोधन समिति के सदस्यों की अनौपचारिक चर्चा की पृष्ठभूमि में। हालांकि आज की बैठक में कुछ नहीं हुआ। ऐसा इसलिए क्योंकि श्री पी.सी. भट्ट, प्रिंसिपल जनरल मैनेजर  (ईएफ) कल सेवानिवृत्त हो रहे हैं तथा उनके स्थान पर दूसरे वित्त अधिकारी श्री पी.डी. चिरानिया, प्रिंसिपल जनरल मैनेजर  (सीबीबी) को आज समिति का नया सदस्य नियुक्त किया गया है। स्वाभाविक रूप से उन्हें अब तक हुई चर्चाओं की पृष्ठभूमि को समझने की आवश्यकता है। इसलिए आज की बैठक में वेतन संशोधन समिति की वार्ता अगले चरण में नहीं पहुंच पाई। सभी कर्मचारी पक्ष के प्रतिनिधियों ने अपनी निराशा और गहरी निराशा व्यक्त की, क्योंकि 4 महीने बाद हो रही समिति में कोई प्रगति नहीं हुई। आज की बैठक में कर्मचारी पक्ष के सदस्यों द्वारा गरमागरम बहस की गई। हालाँकि, बैठक बिना किसी सार्थक निर्णय के समाप्त हो गई। कर्मचारी पक्ष के सदस्यों की मांग के आधार पर, समिति के अध्यक्ष ने घोषणा की कि, वेतन संशोधन समिति की अगली बैठक मई, 2025 के अंतिम सप्ताह में आयोजित की जाएगी। 

As per the request of BSNLEU, a meeting is held yesterday the 28.04.2025, between Director (HR) and BSNLEU. Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, participated in the meeting. Dr. Kalyan Sagar Nippani, Director (HR), presided over the meeting. Shri S.P. Singh, PGM(Estt. & Rectt. & Admn.) and Ms. Anita Johri, PGM(SR & Restg.) together with Ms. Asha Bavaliya, DGM (SR) represented the Management Side. The issues raised by BSNLEU and the reply given by the Director (HR) are enclosed:-

The Joint Circle Conference of Assam, NE-I and NE-II circles is held at Dibrugarh on 26^th & 27^th April, 2025. Com. Bijoy Thakur, President, Assam circle, Com.B.A. Shylla, President, NE-I circle and Com.R.K. Singh, Vice President, NE-II circle, jointly presided over the inaugural session. Com.P.Abhimanyu, General Secretary, delivered the inaugural address of the Conference. He spoke in detail on the issues of Wage Revision, BSNL’s 4G service, 2^nd VRS, General Strike on 20^th May, 2025, opposing the four Labour Codes and other issues of the Non-Executives. Com.M.R. Das, President, AIBDPA, Com.Prakash Rajkova, VP, CITU, Shri Ravindra Kumar, GM, Dibrugarh and Com.Deepak Deb, (SNEA) addressed the session. The CGM of Assam circle, Ms. Rupa Paul Choudhary, addressed the conference through video conferencing and explained about the developmental activities of Assam circle. After the inaugural session, the delegates sessions of Assam, NE-I and NE-II circles were held separately. Com.P.Abhimanyu, General Secretary, attended all the 3 delegates sessions and explained about the functioning of the CHQ and the status of various issues of the Non-Executives. Election of office bearers have taken place unanimously in all the 3 circles.

असम, NE-I और NE-II सर्किलों का संयुक्त सर्किल सम्मेलन 26 और 27 अप्रैल, 2025 को डिब्रूगढ़ में आयोजित किया गया। असम सर्किल के अध्यक्ष साथी बिजॉय ठाकुर, NE-I सर्किल के अध्यक्ष साथी बी.ए. शायला और NE-II सर्किल के उपाध्यक्ष  साथी आर.के. सिंह ने संयुक्त रूप से उद्घाटन सत्र की अध्यक्षता की। महासचिव साथी  पी. अभिमन्यु ने सम्मेलन का उद्घाटन भाषण दिया। उन्होंने वेतन संशोधन, बीएसएनएल की 4G सेवा, द्वितीय वीआरएस, 20 मई, 2025 को आम हड़ताल, चार श्रम संहिताओं का विरोध और नॉन एक्ज़िक्यूटिव्स के अन्य मुद्दों पर विस्तार से बात की। साथी एम.आर. दास, अध्यक्ष, एआईबीडीपीए, साथी  प्रकाश राजकोवा, उपाध्यक्ष, सीआईटीयू, श्री रवींद्र कुमार, महाप्रबंधक, डिब्रूगढ़ और साथी दीपक देब, (एसएनईए) ने सत्र को संबोधित किया। असम सर्कल की चीफ जनरल मैनेजर, सुश्री रूपा पॉल चौधरी ने वीडियो कॉन्फ्रेंसिंग के जरिए सम्मेलन को संबोधित किया और असम सर्कल की विकासात्मक गतिविधियों के बारे में बताया। उद्घाटन सत्र के बाद, असम, एनई-I और एनई-II सर्कल के प्रतिनिधि सत्र अलग-अलग आयोजित किए गए। साथी पी. अभिमन्यु, महासचिव ने सभी 3 प्रतिनिधि सत्रों में भाग लिया और सीएचक्यू के कामकाज और नॉन एक्ज़िक्यूटिव्स के विभिन्न मुद्दों की स्थिति के बारे में बताया। सभी 3 सर्कलों में पदाधिकारियों का चुनाव सर्वसम्मति से हुआ है। 

The Joint Circle Conference of Assam, NE-I and NE-II circles started at Dibrugarh today. Com.P.Abhimanyu, General Secretary, addressed the Conference and explained about the important issues being faced by BSNL and the employees. A detailed report of this conference will be posted tomorrow.

असम, NE-I और NE-II सर्किलों का संयुक्त सर्किल सम्मेलन आज डिब्रूगढ़ में शुरू हुआ। महासचिव साथी  पी. अभिमन्यु ने सम्मेलन को संबोधित किया और बीएसएनएल और कर्मचारियों के सामने आने वाले महत्वपूर्ण मुद्दों के बारे में बताया। इस सम्मेलन की विस्तृत रिपोर्ट कल पोस्ट की जाएगी।
 

As has been already informed, the next meeting of the Wage Revision Committee is going to be held at 03:00 pm on 29.04.2025. The Corporate Office has issued notification for this meeting yesterday.

Almost for the past 4 years, BSNLEU is taking up the case of issuing Presidential Orders to 140 Regular Mazdoors, working in Dharbanga and surrounding OAs in Bihar circle. The Management had been accusing that all these 140 RMs have entered the service based on forged documents. The affected officials approached the Hon’ble CAT, Patna Bench, which has delivered a judgment on 20.03.2025. In it’s judgement, the Hon’ble CAT has rejected the arguments of the Management that the officials have entered service by producing forged documents. Further, the Hon’ble CAT has directed the respondents to grant all consequential benefits in favour of the applicants within a period of 3 months. Based on this judgement of the Hon’ble CAT, BSNLEU has written letter today to the Director (HR), requesting for early implementation of the order of the Hon’ble CAT.

बिहार सर्किल के 140 आरएम को प्रेसिडेंशियल ऑर्डर जारी करना – बीएसएनएलईयू निदेशक (मानव संसाधन) को पत्र लिखकर माननीय कैट, पटना बेंच के 20.03.2025 को दिए गए आदेश को लागू करने का अनुरोध करता है।

पिछले लगभग 4 वर्षों से BSNLEU बिहार सर्किल के दरभंगा और आसपास के ओए में काम करने वाले 140 आरएम को प्रेसिडेंशियल ऑर्डर जारी करने का मामला उठा रहा है। प्रबंधन का आरोप था कि ये सभी 140 आरएम जाली दस्तावेजों के आधार पर सेवा में शामिल हुए हैं। प्रभावित कर्मचारीयों ने माननीय कैट, पटना बेंच से संपर्क किया, जिसने 20.03.2025 को फैसला सुनाया। अपने फैसले में, माननीय कैट ने प्रबंधन के तर्कों को खारिज कर दिया है कि कर्मचारीयों ने जाली दस्तावेज पेश करके सेवा में प्रवेश किया है। इसके अलावा, माननीय कैट ने प्रतिवादियों को 3 महीने की अवधि के भीतर आवेदकों के पक्ष में सभी परिणामी लाभ प्रदान करने का निर्देश दिया है। माननीय कैट के इस निर्णय के आधार पर BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर माननीय कैट के आदेश के शीघ्र क्रियान्वयन का अनुरोध किया है।

The PGM(SR) has informed the General Secretary, BSNLEU, that, the next meeting of the Wage Revision Committee would be held at 03:00 pm on 29.04.2025. She has also informed that, the notification for this meeting would be issued shortly. Only today morning, Com.P.Abhimanyu, General Secretary, met Dr. Kalyan Sagar Nippani, Director (HR) and requested for his intervention for the early conducting of the Wage Revision Committee meeting. We heartily thank the Director (HR) for his kind and immediate intervention.

वेतन संशोधन समिति की बैठक 29.04.2025 को होगी - BSNLEU निदेशक (एचआर) को उनके  भावपूर्ण तत्काल हस्तक्षेप के लिए हार्दिक धन्यवाद देता है।

प्रिंसिपल जनरल मैनेजर (एसआर) ने महासचिव, BSNLEU को सूचित किया है कि वेतन संशोधन समिति की अगली बैठक 29.04.2025 को दोपहर 03:00 बजे आयोजित की जाएगी। उन्होंने यह भी सूचित किया है कि इस बैठक की अधिसूचना शीघ्र ही जारी की जाएगी। आज सुबह ही महासचिव साथी पी अभिमन्यु ने डॉ कल्याण सागर निप्पानी, निदेशक (एचआर) से मुलाकात की और वेतन संशोधन समिति की बैठक के शीघ्र आयोजन के लिए उनके हस्तक्षेप का अनुरोध किया। हम निदेशक (एचआर) को उनके भावपूर्ण और तत्काल हस्तक्षेप के लिए हार्दिक धन्यवाद देते हैं।

BSNLEU has already raised a strong demand for the extension of the facility of reimbursing the cost of mobile handset to the Non-Executive employees also. The issue is also discussed with the Director (HR). However, the Management has not taken any action so far. Hence, BSNLEU has once again written letter to the Director (HR) today, insisting for the extension of the facility of reimbursing the cost of mobile handset to the Non-Executives.
