Com.G.D. Gangotia, District Secretary, BSNLEU, Solan, Himachal Pradesh, passed away.

CHQ is shocked to know that Com.G.D. Gangotia, District Secretary, BSNLEU, Solan, Himachal Pradesh, has passed away on 21.04.2019, due to heart attack. Com.G.D. Gangotia was one of the senior most leaders of BSNLEU in Himachal Pradesh circle. He has immensely contributed to strengthen the BSNLEU in the circle. The CHQ pays it’s respectful homage to the departed leader and also conveys it’s heartfelt condolences to the family members of Com.G.D. Gangotia, as well as to the comrades of Solan district and Himachal Pradesh circle.

Will the SR Branch of the Corporate Office try to do something productive?

The All India Conference of BSNLEU demanded that the Recognition Rules of the Non-Executives should be amended, so that the 2nd Union would also get recognition, even after the 1st Union getting 50% or more votes. BSNLEU wrote to the Management on 10.01.2019, demanding to make amendment as per the decision of the All India Conference. However, the SR Branch of the Corporate Office, which is to take action to make amendment to the Recognition Rules, kept dilly dallying. BSNLEU wrote reminders and repeatedly met the GM(SR), Director(HR) and the CMD BSNL and demanded to implement amendment to the Recognition Rule. However, till the last, the SR Branch of the Corporate Office, successfully kept this demand in the cold storage. As a result, BSNLEU’s demand is not implemented and the forthcoming Membership Verification is going to take place as per the old Recognition Rules. This is the efficiency / productivity of the SR Branch. However, the SR Branch becomes ultra-active, when it comes to banning even peaceful demonstration or dharna in BSNL. Everyone knows how many negative letters were issued by the SR Branch, to disrupt the peaceful “March to Sanchar Bhawan”, held on 05.04.2019, as per the call of the AUAB. Again, the SR Branch became ultra-active when BSNLEU and BSNLCCWF gave call to organise dharnas on 16.07.2019, demanding payment of 6 months’ wage arrears to the contract workers. The SR Branch issued threatening letter on 02.07.2019, saying that unions which organise demonstrations / dharnas would be debarred from participation in the 8th Membership Verification. Again, on 12.07.2019, the SR Branch issued letter, directing the CGMs to collect evidence of those who organise / participate in the peaceful demonstration / dharna. Inspite of all these threatenings, successful dharnas have taken place. The SR Branch should understand that it cannot take away the constitutional rights of the trade unions. Our humble request is that, the SR Branch should give up it’s interferences in the democratic rights of the trade unions and should try to do some productive works for the Company. Will it do?

The issue of non-payment of August salary was discussed with Shri P.K. Purwar, CMD BSNL, by Com.P.Abhimanyu, GS, today. The CMD BSNL told that the salary would be paid between 18th to 20th September, 2019.

IDA decreased by 0.8% w.e.f. 01.07.2020.

As per calculations, the IDA rate will get decreased by 0.8% w.e.f. 1st July, 2020. As a result, the current IDA rate of 160.7% will get reduced to 159.9% from 1st July, 2020 onwards.

Memorandum submitted to Ms.Poonam Ben, MP, Jamnagar.

As per the call of the AUAB, the leaders of Jamnagar, Gujarat circle, submitted memorandum to Ms.Poonam Ben, MP, Jamnagar. The leaders sought the intervention of Ms.Poonam Ben, MP, for the early launching of BSNL's 4G service and also implementation of the assurances given in BSNL’s Revival Package. The Member of Parliament assured to do the needful.

Pakistani terrorists dined and wined in the White House ? Says Pakistan's foreign minister.

The US President, Donald Trump, has criticised Pakistan last month for it’s support to terror groups. In reply to this, the Pakistani foreign minister Khawaja Asif as stated that it was the United States which helped and strengthened these terror groups. In a meeting held at New York, Khawaja Asif has stated as following:-

“ Don’t blame us for the Haqqains (the Haqqani terror network) and don’t blame us for the Hafiz Saeeds (chief of Jamaat-ud-Dawa terror group), These were the people who were your darlings just 20 to 30 years back. They were being dined and wined in the White House and now you say go to hell Pakistanis because you are nurturing these people.”

Mahila Convention at Ayodhya, Faizabad.

A highly successful Mahila Convention held at Ayodhya, Faizabad, up (E) on 30th November, 2017. Com.Balbir Singh, President addressed the Convention and explained the problems of working women at work place and even in Indian society. He also stressed upon the need for formation of strong women organisation under the banner of All India BSNL Working Women's Coordination Committee. He also explained about the 12th & 13th December two days strike issues including wage revision. Com. Madhu Garg, President, All India Democratic Women's Associations, while addressing the convention threw light on present socio, political situation and plight of woman's in the Country. Com.Safia Jamil, a prominent scholar and social activist for the cause woman's in UP(E) also addressed the Convention. Com.Maya Verma, member, All India BSNL Working Women's Coordination Committee conducted the proceedings and also addressed the Convention. Com. K.R. Yadav, Vice President, D.N. Tripathi, Circle President and R.K. Mishra, Circle Secretary, BSNLEU, UP (E), etc.

Red sea entered Mumbai.

A rally of 50,000 farmers of Maharashtra, has reached Mumbai. NDTV described that it looked as if a red sea has entered Mumbai. Their rally started from Nashik, and the farmers walked all the way for six days in blazing sun and reached the outskirts of Mumbai yesterday. They were to March to the state assembly today. But, considering the school public exam that is going on now, and not to cause any inconvenience to the students, the farmers continued their March last night itself and reached Azad Maidan. The rally was absolutely peaceful, without causing any disturbance to the general public. It is appreciated by all. They demand farm loan waiver, remunerative price to their products, land to the Adivasis, etc. Many political parties have expressed their support to these farmers. BSNLEU heartily congratulates the farmers and urges upon the Maharashtra government to settle their reasonable demands.

BSNLEU expressed support to the dharna programme of All India Public Sector and Central Government Officers' Confederation (AIPCOC) held at Parliament Street, New Delhi.

The All India Pubic Sector and Central Government Officers’ Confederation (AIPCOC) organised nationwide dharna programme in all state capitals on 14th May, 2018. The major demands are to remove affordability clause for wage revision in CPSUs, stop all moves towards privatisation, to ensure assured pension for all, etc. At New Delhi, the dharna was organised at Parliament Street. On behalf of the BSNLEU, Com. Swapan Chakraborty, Dy.GS and Com. Gakul Borah, All India Treasurer, attended the dharna and expressed our support to the struggles of the AIPCOC. In his address, Com. Swapan Chakraborty, Dy.Gs, mentioned the struggles against neo-liberal policy of the government and appealed for an united struggles of PSU workers, both Executives and Non-Executives of the country to fight against privatisation policies of the present government.

AUAB is seriously trying to meet the Hon'ble Minister of State for Communications.

The AUAB has given call for agitational programme, demanding implementation of the assurances given by Shri Manoj Sinha, Hon’ble Minister of State for Communications, in the meeting held with the AUAB on 24-02-2018. The AUAB is continuously trying to meet the Hon’ble MoS(C) in this connection. However, this meeting has not materialised so far. Now, the Monsoon Session of the Parliament is starting on 17-07-2018. AUAB is taking hectic efforts to have the meeting during this session of the Parliament, to ensure that his assurances are implemented expeditiously.

BSNLEU organises a highly successful Young Workers' Convention at Bhopal.

BSNLEU organised a highly successful “Young Workers’ Convention” at Bhopal, yesterday the 30-09-2018. The Madhya Pradesh circle union of BSNLEU, had made praiseworthy arrangements for the success. Accepting the call of BSNLEU, young workers from various circles, attended this Convention in good numbers. Many circle secretaries, CHQ office bearers and district secretaries too were present in the Convention. The programme started with the Flag hoisting. Com.Prabir Purkayastha, General Secretary, Delhi Science Forum, hoisted the National Flag and Com.P.Abhimanyu, General Secretary, hoisted BSNLEU’s Red Flag. Com.Balbir Singh, President, BSNLEU, presided over the Convention. Com.Swapan Chakraborty, Dy. GS, delivered the welcome address. Com.Prabir Purkayastha, who is having a long connection with the telecom sector, explained how the government is helping the private companies, in the telecom sector, as well as in other sectors, through it’s policy interventions. He suggested that the BSNL trade union movement should put forth an alternative telecom policy among the people, against the anti- Public Sector and pro-private policies of the government. Com.P.Abhimanyu, GS, who spoke next, gave an introduction to the young delegates, about the BSNL trade union movement. He explained about the each and every step taken by the government, to weaken BSNL and to strengthen the private telecom companies. He also recalled the united struggles, conducted by the Unions and associations of BSNL, to protect BSNL, as a result of which the Company is surviving as a 100% government undertaking. Further, he explained about the steps taken by BSNLEU, to resolve the grievances of the directly recruited employees. After the lunch break, the delegates’ session started. 20 delegates energetically participated in the deliberations and gave many valid suggestions regarding demands of the employees, as well as about improving the services of BSNL. Finally, Com.P.Abhimanyu,GS, summed up the discussion, by replying to the issues raised by the delegates. Com.Prakash Sharma, circle secretary, proposed vote of thanks. The Convention came to a close, with thunderous slogans, raised to strengthen BSNL and to strengthen the trade union.

दिनांक 11.12.2018 को सुबह सम्पन्न AUAB की मीटिंग में लिए गए निर्णय अनुसार AUAB के लीडर्स ने 11.12.2018 को शाम को ही CMD BSNL से मुलाकात कर 3rd पे रिवीजन के मुद्दे पर चर्चा की। AUAB की माननीय संचार राज्य मंत्री (स्वतंत्र प्रभार) के साथ हुई चर्चाओं के आधार पर 3rd पे रिवीजन के शीघ्र निराकरण करने हेतु कार्यवाही करने का AUAB लीडर्स द्वारा CMD BSNL से आग्रह किया गया। इसके प्रत्युत्तर में CMD BSNL ने बताया कि शीघ्र ही एक मीटिंग आयोजित की जा रही है, जिसमें DoT, AUAB और BSNL प्रबंधन इस मुद्दे पर चर्चा करेंगे।

Organise the 3rd day strike most effectively - AUAB calls on the employees.

The AUAB conducted it’s review meeting today evening. General Secretaries and senior office bearers of the constituents of the AUAB participated in the meeting. The meeting reviewed the 2nd day strike that has taken place in various circles. The meeting expressed it’s satisfaction that the 2nd day strike was very successful. In fact, in some circles, the strike percentage has improved, compared to the 1st day strike. The meeting also took serious note of the letter issued by the Corporate Office, threatening to take action under FR 17A. The meeting resolved to inform the employees that, this attempt of the Management would be stiffly resisted by the AUAB. The meeting also took note of the strike particulars of the various circles, circulated by the Corporate Office. The figures contained factually incorrect details. Finally, the meeting decided to take all out efforts to organise the 3rd day strike more effectively.

8th Membership Verification may be postponed for 6 months - CEC members are requested to convey their views.

The BSNL Management had already postponed the process of 8th Membership Verification, vide it’s letter no.BSNL/5-1/SR/2018 dated 18.03.2019, in view of the Parliament elections. It is further understood that, keeping the present financial condition of the Company in view, the BSNL Management may postpone the 8th Membership Verification for a period of 6 months. This is understood from the discussion that Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, had with Shri A.M. Gupta, GM(SR), today. The CEC meeting of BSNLEU held at Ghaziabad had already foreseen this eventuality and had authorised the All India Centre to take a decision on the issue, in consultation with the CEC members. Hence, all CEC members are requested to immediately inform the General Secretary, their views regarding the Management’s contemplation to postpone the 8th Membership Verification for a period of 6 months.

The election campaign meeting of BSNLEU, Faridabad district, was held in the Nehru Ground Exchange. Com.Nityanand Sharma, District President, presided over and Com.Bhoop Singh, District Secretary, welcomed everyone. The meeting was addressed by Com.P.Abhimanyu,GS, Com.M.S. Kadiyan, CS, and Com.Kuldeep Singh, CS, AIBDPA. Matters related to the 8th Membership Verification, revival of BSNL, anti-BSNL policies of the government, achievements made after the 7th Membership Verification, etc., are explained by the leaders. The comrades who attended the meeting responded positively to the appeal made by the leaders to ensure maximum votes in favour of BSNL.

The Central Executive Committee meeting of BSNL CCWF is being held at New Delhi today.

BSNL Casual Contract Workers' Federation (BSNL CCWF) is meeting at New Delhi today. The meeting is taking place in the backdrop of a turmoil prevailing in BSNL. Contract workers have not been paid wages for the past 10 months. The meeting is expected to take decisions to face the challenges. Com.P.Abhimanyu, Vice-President of the BSNL CCWF could not attend this meeting since he is bed-ridden due to severe back pain. BSNLEU wishes the CEC meeting of BSNL CCWF all success.

AUAB decides to powerfully organise the hunger strike on 24.02.2020, at the Corporate Office, Circle and SSA headquarters..

A meeting of the AUAB was held today. The meeting reviewed the developments in connection with the notice for agitation, already issued by the AUAB, demanding settlement of the grievances of the employees, as well as the revival of BSNL. The meeting observed that, the Management is not prepared to settle even the barest minimum of the demands, i.e., payment of salary, as well as the immediate remittance of the deductions already made from the salaries of the employees, on account of GPF, bank loan EMI, society dues, LIC premium, union / association subscription amount, etc., to the concerned organisations. Further, the meeting also noted with regrets that, except retrenching around 80,000 employees under VRS, the BSNL Management has not taken any step for the revival of BSNL, as envisaged in the Revival Plan approved by the Union Cabinet on 23.10.2019, including the launching of BSNL’s 4G service.

Hence, after detailed discussion, the meeting unanimously decided to powerfully organise the hunger strike programme on 24.02.2020.
