ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई में किसी न किसी बहाने से हो रही देरी - BSNLEU ने श्री एस.पी.सिंह, प्रिंसिपल जनरल मैनेजर (Est) एवं भर्ती एवं प्रशिक्षण को पत्र लिखकर परीक्षा शीघ्र कराने की मांग की।

ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई कराने में प्रबंधन अभी भी टालमटोल कर रहा है। कई वर्ष पूर्व नेशनल काउंसिल की बैठक में ड्राफ्ट्समैन संवर्ग के लिए एक विशेष जेटीओ एलआईसीई कराने का निर्णय लिया गया था। BSNLEU लगातार इस मुद्दे को कॉरपोरेट कार्यालय में संबंधित अधिकारियों के समक्ष उठा रहा है। शुरू में बताया गया कि सिविल एवं इलेक्ट्रिकल विंग से रिक्तियां नहीं आई हैं। काफी मुश्किल से BSNLEU के महासचिव ने रिक्तियों का ब्योरा जुटाया। लेकिन अब भर्ती शाखा कुछ अभिलेख चाहती है। इस प्रकार ड्राफ्ट्समैन संवर्ग के लिए जेटीओ एलआईसीई में किसी न किसी बहाने से देरी की जा रही है। आज, BSNLEU ने श्री एस.पी.सिंह, प्रिंसिपल जनरल मैनेजर (Est) तथा प्रिंसिपल जनरल मैनेजर  (भर्ती एवं प्रशिक्षण) को पत्र लिखकर ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई की नियुक्ति शीघ्र करने के लिए आवश्यक कार्रवाई की मांग की है। 

The BSNL Corporate Office has already issued instruction stating that, copies of Corporate Office letters, not marked as "confidential" or "secret", should be supplied to the Recognised Trade Union. This instruction has been issued by the Corporate Office, due to the persistent demand raised by the Recognised Trade Union. However, none of the corporate office branches are following this instruction today. Recently, the Management has formed a committee for the revision of allowances of the employees. The PGM(Estt) has declined to give a copy of this letter to the Union. This is nothing but a blatant violation of the Corporate Office instruction on the subject. Hence, BSNLEU has written a letter to the Director(HR) today, requesting to ensure the strict implementation of the Corporate Office instruction, on the supply of copies of the Corporate Office letters to the Recognised Trade Union.

The promotional prospects of aspirants to become JE in J&K circle is affected, since the Management has not taken appropriate action to declare 17 JE posts as vacant. In J&K circle, the sanctioned JE posts are 120. Whereas, the Management is maintaining that the working strength of JEs is 116. This is false. 17 JEs have already resigned their jobs long back and have already left BSNL. However, all those 17 posts have not been declared as vacant posts. As a result of this, there was only one vacancy for the JE LICE conducted in September, 2024. Due to the inaction of the Management, the promotional prospects of young employees are affected. This issue was brought to the notice of the General Secretary in the Circle Executive Committee meeting of BSNLEU held on 12.06.2025. Today, BSNLEU has written letter to the Director (HR), demanding to take expeditious action for declaring the 17 JE posts as vacant and to include the vacancies for the next JE LICE.

जम्मू-कश्मीर सर्किल में जेई के 17 पदों को रिक्त घोषित नहीं किया गया-BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर उचित कार्रवाई की मांग की।

जम्मू-कश्मीर सर्किल में जेई बनने के इच्छुक उम्मीदवारों की पदोन्नति की संभावनाएं प्रभावित हो रही हैं, क्योंकि प्रबंधन ने जेई के 17 पदों को रिक्त घोषित करने के लिए उचित कार्रवाई नहीं की है। जेएंडके सर्किल में स्वीकृत जेई पद 120 हैं। जबकि प्रबंधन का कहना है कि जेई की कार्यरत संख्या 116 है। यह गलत है। 17 जेई बहुत पहले ही अपनी नौकरी से इस्तीफा दे चुके हैं और बीएसएनएल छोड़ चुके हैं। हालांकि, प्रबंधन द्वारा उन सभी 17 पदों को रिक्त पद घोषित नहीं किया गया है। इसके परिणामस्वरूप, सितंबर, 2024 में आयोजित जेई एलआईसीई के लिए केवल एक रिक्ति थी। प्रबंधन की निष्क्रियता के कारण, जेएंडके सर्किल में जेई बनने के इच्छुक युवा कर्मचारियों की पदोन्नति की संभावनाएं प्रभावित हो रही हैं। दिनांक 12.06.2025 को जम्मू में आयोजित BSNLEU की सर्किल कार्यकारी समिति की बैठक में महासचिव के संज्ञान में यह मुद्दा लाया गया। आज BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर 17 जेई पदों को रिक्त घोषित करने तथा अगले जेई एलआईसीई के लिए रिक्तियों को शामिल करने के लिए शीघ्र कार्रवाई करने की मांग की है।

As all comrades are aware, the Central Trade Unions have given call for organising a General Strike on 09^th July, 2025. BSNLEU and NFTE are participating in this strike. Strike notice has already been given to the CMD BSNL and the Secretary, Telecom. The All India Centre meeting held today the 17-06-2025 has taken decision to organise the following programmes to make the strike successful:-

1. Lunch hour demonstrations are to be organised on 30.06.2025, explaining about the demands of the General Strike to the employees.
2. A “Meet the Employees” programme is to be organised from 30.06.2025 to 05.07.2025. Each and every employee has to be approached during this period and the demands of the General Strike are to be explained to them.
3. CHQ will prepare a matter for the pamphlet in English and Hindi. The circle and district unions have to print pamphlets utilising this matter and distribute the same to the employees during the “Meet the Employees” campaign.   

The CHQ has already allotted the number of delegates and observers entitled for each circle union. The CHQ has directed the circle unions to further make allotment of delegates and observers to various district unions. The CHQ has also directed that, delegates election should compulsorily be done in the special district general body meetings. The All India Centre meeting held today has decided that, the list of delegates and observers elected in the special general body meetings, should be sent to the CHQ latest by 15.07.2025. All circle and district secretaries are requested to kindly make note of this and to implement the decision strictly. 

खिलाड़ियों के अभ्यास के लिए प्रतिदिन 2 घंटे/4 घंटे की छुट्टी देने की सुविधा बहाल करें - BSNLEU ने बीएसएनएल के सीएमडी को लिखा पत्र।

29-05-2025 को बीएसएनएल प्रबंधन ने पत्र जारी कर सभी खेल गतिविधियों को स्थगित कर दिया था। प्रबंधन ने खिलाड़ियों के अभ्यास के लिए प्रतिदिन 2 घंटे/4 घंटे की छुट्टी देने की सुविधा भी बंद कर दी है। प्रबंधन ने कहा है कि कंपनी की वित्तीय स्थिति को देखते हुए यह निर्णय लिया गया है। 30-05-2025 को ही BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर सभी खेल गतिविधियों को बहाल करने का अनुरोध किया था। इस बीच कई खिलाड़ियों ने BSNLEU से संपर्क कर खिलाड़ियों के अभ्यास के लिए कम से कम 2 घंटे/4 घंटे की छुट्टी बहाल करने का अनुरोध किया है। आज एक बार फिर BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर सभी खेल गतिविधियों को तत्काल बहाल करने का अनुरोध किया है। खेल गतिविधियों की बहाली लंबित रहने तक, BSNLEU ने सीएमडी बीएसएनएल से खिलाड़ियों के लिए अभ्यास हेतु प्रतिदिन 2 घंटे/4 घंटे की छुट्टी की सुविधा बहाल करने का अनुरोध किया है।

The spirited Extended Circle Executive Committee meeting of Telangana circle is held at Vasavi Club at Hyderabad today. The meeting started with the hoisting of BSNLEU flag by Com.Karunakar Reddy, ADS. Com.J.Sampath Rao, AGS and circle president, presided over the meeting and delivered the presidential address. Com.Sushil Kumar, acting circle secretary, welcomed everyone and presented the report on activities. Com.P.Abhimanyu, GS, addressed the meeting and spoke in detail on the demands of the General Strike to be organised on 9th July, 2025, and about the anti -worker and pro-corporate Four Labour Codes. He also explained about the status of the wage revision issue, 2nd VRS, problems being faced by the customers due to the sub-standard 4G service and other issues of the Non-Executives. All the district secretaries and circle office bearers participated in the deliberations. All the comrades assured to make the General Strike on 9th July, 2025, a success. Com.Ramachandrudu, CS, AIBDPA , Com.Paripoornachari, CS, BSNLCCWF and Com.Padmavathi, Member, BSNLWWCC addressed and greeted the meeting. The General Secretary replied to the All India level issues raised by the comrades. Finally, Com.Sushil Kumar, CS, summed up the discussions and proposed the vote of thanks. तेलंगाना सर्कल की उत्साहपूर्ण विस्तारित सर्कल कार्यकारी समिति की बैठक आज वासावी क्लब, हैदराबाद में आयोजित की गई। बैठक की शुरुआत हैदराबाद जिले के सहायक जिला सचिव साथी  करुणाकर रेड्डी द्वारा BSNLEU ध्वज फहराने के साथ हुई। साथी  जे. संपत राव, सहायक महासचिव और सर्कल अध्यक्ष ने बैठक की अध्यक्षता की और अध्यक्षीय भाषण दिया। साथी  सुशील कुमार, कार्यकारी सर्कल सचिव ने सभी का स्वागत किया और गतिविधियों पर रिपोर्ट प्रस्तुत की। साथी  पी. अभिमन्यु, महासचिव  ने बैठक को संबोधित किया और 9 जुलाई, 2025 को आयोजित होने वाली आम हड़ताल की मांगों और कर्मचारी-विरोधी और कॉर्पोरेट समर्थक चार श्रम संहिताओं के बारे में विस्तार से बात की। उन्होंने वेतन संशोधन मुद्दे की स्थिति, दूसरे वीआरएस, घटिया 4G सेवा के कारण ग्राहकों को होने वाली समस्याओं और नॉन एक्ज़िक्यूटिव्स के अन्य मुद्दों के बारे में भी बताया। सभी जिला सचिवों और सर्कल पदाधिकारियों ने विचार-विमर्श में भाग लिया। सभी साथियों ने 9 जुलाई, 2025 को होने वाली आम हड़ताल को सफल बनाने का आश्वासन दिया। साथी  रामचंद्रुडु, सर्कल सेक्रेटरी, एआईबीडीपीए, साथी परिपूर्णाचारी, सर्किल सचिव, बीएसएनएलसीसीडबल्यूएफ और साथी  पद्मावती, सदस्य, बीएसएनएल डबल्यूडब्ल्यूसीसी ने बैठक को संबोधित किया और बधाई दी। महासचिव ने साथियों द्वारा उठाए गए अखिल भारतीय स्तर के मुद्दों का जवाब दिया। अंत में, साथी  सुशील कुमार, सर्किल सचिव ने चर्चा का सारांश प्रस्तुत किया और धन्यवाद प्रस्ताव रखा। सीएचक्यू ने सफल विस्तारित सर्कल कार्यकारी समिति की बैठक के आयोजन के लिए तेलंगाना सर्कल यूनियन को हार्दिक बधाई दी।

The Jammu & Kashmir circle union organised an impressive circle executive committee meeting at Jammu on 12-06-2025. Even though the meeting was organised at a very short notice, except Leh, all the district secretaries and  the circle office bearers participated in the meeting. Com. Rauf Ahmed, circle president, presided over the meeting. At the outset, the house paid homage to the innocent tourists killed in the terrorist attack at Pahalgam. Com.Krishan Lal, circle secretary, welcomed everyone. Com. Rauf Ahmed, circle president, delivered the presidential address. Thereafter, Com.Krishan Lal, circle secretary, submitted his report on activities. Com.P.Abhimanyu, GS, addressed the meeting and explained about the demands of the General Strike to be organised on 9th July, 2025 and called upon the comrades to make the strike successful. He explained in detail about the developments that have taken place on the issue of wage revision and also explained about the other important issues of the Non- Executives being taken up by the CHQ. The General Secretary called upon all the district secretaries and circle office bearers to strengthen BSNLEU in J&K circle. Thereafter, all the delegates participated in the deliberations and expressed their views. The General Secretary replied to the important All India level issues raised by the comrades. Finally, Com. Krishan Lal, circle secretary, summed up the discussions and delivered the vote of thanks. The Guwahati All India Conference of BSNLEU unanimously decided to collect donation for the All India Agricultural Workers Union. This is to strengthen the class unity of the industrial workers and agricultural workers. This unity alone can protect the interests of the working class, from the onslaughts of the anti-worker policies of the government. In accordance with the decision of the Guwahati All India Conference, various circle unions collected donations from the grass-root level employees and sent it to the CHQ. The amount so collected came to Rs.2,18,767/-. A cheque for this amount is handed today over to Com.B.Venkat, General Secretary, AIAWU, at New Delhi by Com.P.Abhimanyu, General Secretary. Com.T.A. Biju, Office Secretary, accompanied the General Secretary. 

BSNLEU द्वारा अखिल भारतीय कृषि श्रमिक संघ को 2,18,767/- रुपए का दान सौंपा गया।

BSNLEU के गुवाहाटी अखिल भारतीय सम्मेलन ने अखिल भारतीय कृषि श्रमिक संघ के लिए दान एकत्र करने का सर्वसम्मति से निर्णय लिया। इसका उद्देश्य औद्योगिक श्रमिकों और कृषि श्रमिकों की वर्ग एकता को मजबूत करना है। यह एकता ही सरकार की श्रमिक विरोधी नीतियों के हमलों से श्रमिक वर्ग के हितों की रक्षा कर सकती है। गुवाहाटी अखिल भारतीय सम्मेलन के निर्णय के अनुसार, विभिन्न सर्किल यूनियनों ने जमीनी स्तर के कर्मचारियों से दान एकत्र किया और इसे सीएचक्यू को भेज दिया। इस प्रकार एकत्र की गई राशि 2,18,767/- रुपए थी। इस राशि का चेक आज नई दिल्ली में एआईएडब्ल्यूयू के महासचिव साथी बी वेंकट को साथी  पी अभिमन्यु द्वारा सौंपा गया। महासचिव के साथ कार्यालय सचिव साथी  टी ए बीजू भी थे।

Com.Jagat Ram Sharma was the former Organising Secretary of the CHQ. During the Covid-19 pandemic period, he suffered from pancreatitis and became critically ill. He was taken to a hospital in Mohali,  Chandigarh in an unconscious condition and was kept in the ICU for 16 days. Due intimation about his hospitalisation has been given to the Management. After treatment, Com.Jagat Ram Sharma submitted a medical claim of Rs.7,62,430/-. However, even after 4 years, the medical claim of Com.Jagat Ram Sharma is not settled by the Himachal Pradesh circle administration. The CHQ of BSNLEU has written a letter to the Director (Finance) today, demanding early settlement of this medical claim. The General Secretary tried to meet the Director (Finance), but he was in the meeting with the CMD BSNL. The CHQ will try it’s best to settle this genuine case at the earliest. 

साथी  जगत राम शर्मा सीएचक्यू के पूर्व संगठन सचिव थे। कोविड-19 महामारी के दौरान वे पेंक्रियाटाइटिस से पीड़ित हो गए और गंभीर रूप से बीमार हो गए। उन्हें बेहोशी की हालत में मोहाली, चंडीगढ़ के एक अस्पताल में ले जाया गया और 16 दिनों तक आईसीयू में रखा गया। उनके अस्पताल में भर्ती होने की सूचना प्रबंधन को दे दी गई है। इलाज के बाद साथी  जगत राम शर्मा ने 7,62,430/- रुपये का मेडिकल क्लेम पेश किया। हालांकि, 4 साल बाद भी हिमाचल प्रदेश सर्कल प्रशासन द्वारा साथी जगत राम शर्मा के मेडिकल क्लेम का निपटारा नहीं किया गया है। BSNLEU के सीएचक्यू ने आज निदेशक (वित्त) को एक पत्र लिखकर इस मेडिकल क्लेम के जल्द निपटारे की मांग की है। महासचिव ने निदेशक (वित्त) से मिलने की कोशिश की, लेकिन वे सीएमडी बीएसएनएल के साथ बैठक में थे। सीएचक्यू इस वास्तविक मामले को जल्द से जल्द निपटाने की पूरी कोशिश करेगा। 

As all the comrades are aware that, BSNLEU is running from pillar to post to somehow settle the wage revision issue at the earliest. This is because thousands of employees are heavily suffering from stagnation. In this connection, Com.P.Abhimanyu, General Secretary has recently held discussions with the CMD BSNL, Director (HR) and the Chairman of the wage revision committee.

Today, Com.P.Abhimanyu, GS, met Ms. Anita Johri, PGM(SR) and held detailed discussion. The General Secretary expressed his deep dissatisfaction over the delay in the settlement of the wage revision. The General Secretary requested the PGM(SR) to hold an early meeting of the Wage Revision Committee. The General Secretary also requested that, the internal discussions of the Management Side should also be completed before the next Wage Revision Committee meeting. The PGM(SR) responded very positively and assured to hold the Wage Revision Committee meeting at the earliest.

वेतन संशोधन का निपटारा बिना किसी देरी के पूरा किया जाए - BSNLEU के महासचिव ने प्रिंसिपल जनरल मैनेजर  (एसआर) से कहा।

जैसा कि सभी साथी जानते हैं कि BSNLEU वेतन संशोधन मुद्दे को जल्द से जल्द निपटाने के लिए एडी चोटी का जोर लगा रहा है। ऐसा इसलिए है क्योंकि हजारों कर्मचारी स्थगन से बुरी तरह पीड़ित हैं। इस संबंध में, महासचिव साथी  पी. अभिमन्यु ने हाल ही में सीएमडी बीएसएनएल, निदेशक (मानव संसाधन) और वेतन संशोधन समिति के अध्यक्ष के साथ चर्चा की है।

आज, साथी  पी. अभिमन्यु, महासचिव  ने सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर  (एसआर) से मुलाकात की और विस्तृत चर्चा की। महासचिव ने वेतन संशोधन के निपटारे में देरी पर गहरा असंतोष व्यक्त किया। महासचिव ने प्रिंसिपल जनरल मैनेजर  (एसआर) से वेतन संशोधन समिति की जल्द बैठक आयोजित करने का अनुरोध किया। महासचिव ने यह भी अनुरोध किया कि, प्रबंधन पक्ष की आंतरिक चर्चा भी अगली वेतन संशोधन समिति की बैठक से पहले पूरी हो जानी चाहिए। प्रिंसिपल जनरल मैनेजर  (एसआर) ने बहुत सकारात्मक प्रतिक्रिया दी और वेतन संशोधन समिति की बैठक जल्द से जल्द आयोजित करने का आश्वासन दिया। 

It is going to be three years since the last membership verification was conducted. However, still circle councils are not reconstituted in certain circles. This is a setback for the grievance redressal mechanism for BSNL employees. Com.P.Abhimanyu, General Secretary, raised this issue seriously with Ms. Anita Johri, PGM(SR) today. He demanded that, the Corporate Office should take immediate action to reconstitute the circle councils in whichever circle it is not reconstituted. In view of this, circle secretaries are requested to immediately inform the CHQ as to which are the circles where circle council is still not reconstituted. 

कुछ सर्किलों में सर्किल काउंसिलों का पुनर्गठन न होना- BSNLEU के महासचिव ने शीघ्र पुनर्गठन की मांग की।

अंतिम सदस्यता सत्यापन हुए तीन वर्ष होने जा रहे हैं। फिर भी, कुछ सर्किलों में अभी भी सर्किल काउंसिलों का पुनर्गठन नहीं हुआ है। यह बीएसएनएल कर्मचारियों के लिए शिकायत निवारण तंत्र के लिए एक झटका है। महासचिव साथी  पी अभिमन्यु ने आज सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर  (एसआर) के समक्ष इस मुद्दे को गंभीरता से उठाया। उन्होंने मांग की कि, जिन सर्किलों में सर्किल काउंसिलों का पुनर्गठन नहीं हुआ है, वहां कॉरपोरेट कार्यालय तत्काल कार्रवाई कर उन्हें पुनर्गठित करे। इसके मद्देनजर, सर्किल सचिवों से अनुरोध है कि वे तुरंत सीएचक्यू को सूचित करें कि कौन से सर्किल हैं जहां अभी भी सर्किल काउंसिलों का पुनर्गठन नहीं हुआ है।

BSNLEU is continuously taking up the issue of denial of JAO promotion to an SC official in Himachal Pradesh circle. Since the circle administration conducted the JAO exam in 2016, without carrying forward the unfilled SC vacancies of 2012, Shri Vivek Kanwar is denied of his justified JAO promotion. Shri S.K.Bhardwaj has recently taken over charge as the PGM (EF). Today, Com.P.Abhimanyu, GS,  met Shri S.K. Bhardwaj, PGM(EF) today and handed over a letter and once again discussed the issue. The General Secretary requested the PGM(EF) to take serious steps to undo the injustice done to the SC candidate. The PGM(EF) assured that the issue would be taken up with the Himachal Pradesh circle administration with all seriousness to find a solution.

हिमाचल प्रदेश सर्कल में एससी उम्मीदवार को जेएओ पदोन्नति से वंचित करना - महासचिव, BSNLEU ने एक बार फिर प्रिंसिपल जनरल मैनेजर (ईएफ), कॉर्पोरेट कार्यालय के साथ मामले पर चर्चा की।

BSNLEU हिमाचल प्रदेश सर्कल में एससी कर्मचारीयों को जेएओ पदोन्नति से वंचित करने के मुद्दे को लगातार उठा रहा है। चूंकि सर्कल प्रशासन ने 2012 की खाली एससी रिक्तियों को आगे बढ़ाए बिना 2016 में जेएओ परीक्षा आयोजित की थी, इसलिए श्री विवेक कंवर को उनकी उचित जेएओ पदोन्नति से वंचित किया गया है। श्री एस.के.भारद्वाज ने हाल ही में प्रिंसिपल जनरल मैनेजर  (ईएफ) के रूप में कार्यभार संभाला है। आज, साथी  पी.अभिमन्यु, महासचिव  ने श्री एस.के.भारद्वाज, प्रिंसिपल जनरल मैनेजर  (ईएफ) से मुलाकात की और एक पत्र सौंपा और एक बार फिर इस मुद्दे पर चर्चा की। महासचिव ने प्रिंसिपल जनरल मैनेजर  (ईएफ) से एससी उम्मीदवार के साथ हुए अन्याय को दूर करने के लिए गंभीर कदम उठाने का अनुरोध किया। प्रिंसिपल जनरल मैनेजर  (ईएफ) ने आश्वासन दिया कि इस मुद्दे को हिमाचल प्रदेश सर्कल प्रशासन के साथ पूरी गंभीरता से उठाया जाएगा ताकि समाधान निकाला जा सके।
