Gupta, Sr.GM(SR), who is one of the members of the Committee of BSNL officers which negotiated the scheme with the LIC management. His replies to the queries are given below :-
Query No.(1) – As per the scheme, the annual premium for a Non-Executive up to 50 years of age will be Rs.3,776/-. After a Non-Executive crosses the age of 50 years, whether his/her annual premium will change.
Reply: - No. Even after crossing 50 years of age, the annual premium will remain the same.
Query No.(2) – At the time of joining the GTI scheme, the sum assured for a Non-Executive will be Rs.20 lakh. If this Non-Executive gets promoted as an Executive, what will be the sum assured for him/her ?
Reply: - If a Non-Executive is promoted as an Executive, he/she can join the GTI of the Executives and his / her sum assured will increase to Rs.50 lakh. The option for this can be given in February of year.

महासचिव द्वारा, समय पर वेतन भुगतान की मांग करते हुए, 05.02.2021 को भोजन अवकाश में प्रदर्शन करने के BSNLEU के निर्णय बाबद सूचित करते हुए CMD BSNL को पत्र लिखा गया है। उस पत्र में, महासचिव ने माननीय दिल्ली उच्च न्यायालय के हालिया जजमेंट का उल्लेख किया है। माननीय दिल्ली उच्च न्यायालय ने कहा है कि "संविधान के अनुच्छेद 21 में निहित है कि वेतन प्राप्ति मौलिक अधिकार है और वेतन भुगतान न करने हेतु फंड्स की कमी का बहाना नही बनाया जा सकता है।"

BSNLEU द्वारा निरंतर रूप से, कर्मचारियों को हर माह निर्धारित तिथि पर वेतन वितरण सुनिश्चित करने हेतु प्रयास किए जा रहे हैं। BSNLEU द्वारा इस हेतु 21.01.2021 को भोजन अवकाश में प्रदर्शन किए गए और प्रबंधन द्वारा, ताबड़तोब, दिसंबर, 2020 के वेतन का उसी दिन वितरण कर दिया गया। किन्तु, प्रबंधन द्वारा पुनः जनवरी, 2021 का वेतन निर्धारित तिथि पर वितरित नही किया गया है। इस तरह से, प्रबंधन लगातार कर्मचारियों के साथ नियम विरुद्ध अन्यायपूर्ण व्यवहार कर रहा है। यह स्वीकार्य नही है। BSNLEU के ऑल इंडिया सेंटर की कल दिनांक 31.01.2021 को सम्पन्न मीटिंग में यह निर्णय लिया गया कि जनवरी, 2021 के त्वरित वेतन भुगतान हेतु प्रबंधन को बाध्य करने और आगामी महीनों में निर्धारित तिथि पर वेतन भुगतान सुनिश्चित करने के लिए निरंतर रूप से आंदोलन कार्यक्रम आयोजित किए जाएं। इसी तारतम्य में, ऑल इंडिया सेंटर ने 05.02.2021 को भोजन अवकाश में प्रदर्शन करने का कर्मचारियों से आव्हान किया है। BSNLEU की सभी सर्किल और डिस्ट्रिक्ट यूनियन्स से अनुरोध है कि अधिकतम कर्मचारियों की सहभागिता के साथ भोजन अवकाश में प्रभावशाली प्रदर्शन आयोजित करें।
BSNLEU has decided to organise seminars and other programmes, to commemorate the Birth Centenary of Com.K.G. Bose. One Facebook live address, by the General Secretary, has been organised in this connection. However, no physical seminar could be organised so far, due to the COVID-19 pandemic situation. Under these circumstances, the All India Centre meeting held yesterday, has decided to organise a physical seminar on the Birth Centenary of Com.K.G. Bose. It is decided that this seminar will be organised at Chennai, along with the forthcoming Central Executive Committee meeting. Other details of the Seminar will be informed shortly.
After the lock-down was imposed due to COVID-19, followed by severe restrictions, BSNLEU has been compelled to organise it’s Central Executive Committee meetings online only. Now, that the situation has improved, the All India Centre of BSNLEU has decided to organise the next CEC meeting at Chennai. The Tamil Nadu and Chennai circle unions have kindly consented to host this meeting. The All India Centre meeting held yesterday, has decided to hold this CEC meeting on 07th, 08th and 09th, March, 2021. The notification for this meeting will be issued shortly. All the circle secretaries and central office bearers are requested to kindly make note of this.
GTI योजना में BSNLEU का योगदान....
नॉन एग्जीक्यूटिव्ज के लिए लाभप्रद GTI योजना लागू करवाने में BSNLEU का अहम योगदान रहा है। यह सर्वविदित है कि BSNLEU द्वारा निर्मित दबाव की वजह से ही अब कहीं GTI लागू हुआ है। 10.12.2020 को कॉम पी अभिमन्यु, महासचिव ने डायरेक्टर (HR) से चर्चा कर नॉन एग्जीक्यूटिव्ज के लिए के लिए GTI लागू नही किए जाने से अपनी अत्यंत नाराजगी व्यक्त की थी (BSNLEU की वेबसाइट देखें)। परिणाम स्वरूप, उसी दिन डायरेक्टर (HR) ने GTI योजना की टर्म्स और कंडीशन्स पर LIC से चर्चा करने के लिए एक कमिटी गठित की। उसके बाद ही प्रक्रिया गति से आगे बढ़ी। इसके अलावा, BSNLEU का निम्नानुसार वृहद योगदान रहा।
BSNLEU is consistently taking efforts to ensure that, the salary of the employees is disbursed on the due date of every month. BSNLEU organised lunch hour demonstrations on 21.01.2021 for this and the Management hurriedly made disbursement of December, 2020, salary on that day itself. However, again the Management has not disbursed the salary for January, 2021 on the due date. Thus, the Management continues to hit the employees ‘below the belt’. This cannot be allowed. The All India Centre meeting of BSNLEU, held online yesterday the 31.01.2021, has decided to organise continuous agitational programmes to compel the Management to disburse the January, 2021, salary immediately and also to ensure disbursement of salary on the due date, in the months to come. In this direction, the All India Centre has called on the employees to organise lunch hour demonstrations on 05.02.2021. All circle and district unions of BSNLEU are requested to effectively organise the lunch hour demonstrations, with participation by maximum number of employees.
Two days ago, the Transparency International has released it’s Corruption Perception Index. The Index contains 180 countries. Among these 180 countries, the rank of India in Corruption Perception is 86. It is important to note that in 2019, India occupied 80th position. New Zealand and Denmark were ranked at 1st position. Somalia and South Sudan ranked the lowest 179th position.

BSNLEU has greatly contributed for the implementation of a fruitful GTI scheme to the Non-Executives. It is known to everyone that, only due to the pressure put on by BSNLEU that, GTI has been implemented at least now. On 10.12.2020, Com.P.Abhimanyu, GS, spoke to the Director (HR) and expressed his extreme unhappiness over the delay in the implementation of GTI for the Non-Executives (visit BSNLEU’s website). As a result, on that day itself, Director (HR) appointed a Committee to negotiate the terms and conditions of the GTI scheme with the LIC. Only thereafter, things moved fast. BSNL में नॉन एग्जीक्यूटिव्ज के लिए GTI लागू करने हेतु BSNL और LIC के बीच MoU पर हस्ताक्षर होने के पश्चात, आज कॉर्पोरेट ऑफिस द्वारा पत्र जारी कर दिया गया है। कॉर्पोरेट ऑफिस द्वारा GTI योजना हेतु ऑनलाइन ऑप्शन प्रस्तुत करने हेतु दिशा निर्देश भी जारी कर दिए गए हैं। ऑनलाइन ऑप्शन जमा करने की अंतिम तिथि 15-02-2021 है। GTI दिनांक 01.03.2021 से लागू होगी।

BSNLEU द्वारा हर्ष के साथ सूचित किया जाता है कि डायरेक्टर (HR) द्वारा BSNL के नॉन एग्जीक्यूटिव्ज के लिए ग्रुप टर्म इन्शुरन्स (GTI) लागू करने की घोषणा की गई। उन्होंने आज जारी किए गए पत्र के माध्यम से सूचित किया कि नॉन एग्जीक्यूटिव्ज के लिए यह GTI लागू करने हेतु BSNL द्वारा LIC के साथ MoU पर हस्ताक्षर कर दिए गए हैं। इस GTI के तहत आश्वासित राशि (sum assured) रु 20 लाख होगी। 50 वर्ष तक की आयु वाले कर्मचारियों को रु 3,776/- वार्षिक प्रीमियम देना होगा और 50 वर्ष से अधिक आयु वाले कर्मचारियों के लिए यह राशि रु 18,172/- होगी। यह राशि वर्ष में एक बार वेतन से देय होगी। BSNL, LIC का कॉर्पोरेट ग्राहक होने की वजह से इस योजना हेतु वार्षिक प्रीमियम काफी कम रखा गया है। BSNLEU द्वारा लंबे समय से नॉन एग्जीक्यूटिव्ज के लिए यह योजना शीघ्र लागू करने हेतु आवश्यक कदम उठाने के लिए प्रबंधन पर पुरजोर तरीके से दबाव निर्मित किया जाता रहा है। अतः, यह योजना लागू किए जाने पर, BSNLEU, सभी नॉन एग्जीक्यूटिव्ज को हार्दिक बधाई देती है।
BSNLEU gladly informs that, the Director (HR) has announced the implementation of the Group Term Insurance (GTI) for the Non-Executives of BSNL. He has informed through the letter issued today that, the BSNL Management has signed an MoU with the LIC, for the implementation of this GTI. The sum assured under this GTI will be Rs.20 lakh. The annual premium payable by employees up to 50 years of age will be Rs.3,776/- and for the employees beyond 50 years of age, it will be Rs.18,172/-. This amount will be payable through salary once in a year. The annual premium for this policy is low, since BSNL is an important corporate customer of the LIC. BSNLEU has all along been strongly pressing the Management to take steps for the early implementation of this scheme to the Non-Executives. Hence, BSNLEU heartily congratulates all the Non-Executives for the implementation of this scheme.
The agitating farmers organised a massive tractor parade at New Delhi on the Republic Day. Lakhs of tractors reportedly have participated in this tractor parade, which has taken place in a disciplined manner, by and large. However, the corporate media has downplayed this historic event and has not given the due importance in publishing news about it. After successfully organising this parade yesterday, the farmers have returned to their original places of protest and have announced that, they would continue with their agitation till the anti-farmer Acts are withdrawn. BSNLEU assures it's total support for all the future agitations of the farmers.
CHQ has come to know belatedly that, Com.O.P. Khatak, former Circle President of E-III(N), has passed away. CHQ also came to know that, he has been unwell for quite some time. The CHQ thankfully remembers that, Com.O.P. Khatak, has played an important role in organising E-III(N) and BSNLEU in Haryana circle. BSNLEU pays it’s respectful homage to Com.O.P. Khatak and conveys heartfelt condolences to the members of the family of Com.O.P. Khatak.
26th January, 1950 is the day on which the Constitution of India came into force and the Country became a Republic. India is a nation with many regions, races, relegions, languages and cultures. The Constitution has recognised this and has ensured unity in diversity. This spirit is the strength of India. But, today, we see hatred is being spread in the name of God. People are being devided in the name of religion. Hate politics has become the order of the day. All these are against the spirit of our Constitution. BSNLEU, while conveying it's best wishes and warm greetings to all on the occasion of the Republic Day, calls upon all, to uphold the spirit of the Constitution and the unity of our nation.
In the Revival Package decided by the Union Cabinet in October, 2019, it has been stated that BSNL MTNL merger will take place. It is also mentioned that, MTNL will become a subsidiary of BSNL. May be, in accordance with this decision of the Cabinet, recently it was decided that BSNL would operate and maintain mobile services in the MTNL areas of Delhi and Mumbai. Under these circumstances, the six-member Group of Ministers (GoM) has concluded that, the merger of BSNL and MTNL would be neither beneficial nor feasible. The Union Cabinet is to take a final decision on this issue.

As a part of the ongoing farmers’ agitation, demanding withdrawal of the anti-farmer and pro-corporate Farm Acts, the farmers will be holding a tractor rally in the National Capital tomorrow. The government tried to stop this rally sought for the same from the Supreme Court. However, the Supreme Court did not stay the rally and told that, the government could take it's decision. It is important to note that, there would be no chief guest in this years’ Republic Day Parade. This Republic Day Kisans’ Tractor Parade will go down as an important event in the history of our Republic.
IDA फ्रीजिंग के विरोध में BSNLEU का प्रकरण - महासचिव की अधिवक्ता से चर्चा....
DPE द्वारा यह स्पष्टीकरण जारी किया जा चुका है कि IDA फ्रीजिंग नॉन-एग्जीक्यूटिव्ज के लिए लागू नही है। किन्तु साथ ही, DPE ने अभी तक 01.10.2020 से 5.5% IDA और 01.01.2021 से 6.1% IDA के भुगतान हेतु पत्र जारी नही किया है। आज, कॉम पी अभिमन्यु, महासचिव ने माननीय केरल उच्च न्यायालय में IDA फ्रीजिंग के विरोध में BSNLEU द्वारा दायर प्रकरण की पैरवी कर रहे अधिवक्ता श्री व्ही व्ही सुरेश से चर्चा की। महासचिव ने उनसे यह सुनिश्चित करने हेतु अनुरोध किया कि, माननीय केरल उच्च न्यायालय द्वारा, IDA की दो किश्तों के भुगतान करने हेतु आदेश जारी करने के स्पष्ट निर्देश DPE को दिए जाएं। अधिवक्ता ने बताया कि, यह उनके द्वारा माननीय केरल उच्च न्यायालय के संज्ञान में लाया जा चुका है। इसके अलावा, उन्होंने यह भी बताया कि अगले सप्ताह हमारे प्रकरण पर सुनवाई होने की संभावना है।
The DPE has already issued clarification that, IDA freezing is not applicable to the Non-Executives. At the same time, the DPE has so far not issued letter for the payment of 5.5% IDA w.e.f. 01.10.2020 and 6.1% IDA w.e.f. 01.01.2021. Today, Com.P.Abhimanyu, GS, spoke to Shri V.V. Suresh, advocate, arguing BSNLEU’s case against IDA freezing in the Hon’ble Kerala High Court. The General Secretary requested the advocate to ensure that, a specific direction is given to the DPE, by the Hon’ble Kerala High Court, that order should be issued for the payment of two instalments of IDA. The advocate stated that, he has already brought this to the notice of the Hon’ble Court. Further, he stated that our case is likely to come up for hearing next week.
