BSNLEU ने आम हड़ताल के संबंध में दिनांक 24-02-2022 को हिंदी में फेसबुक लाइव-Facebook Live कार्यक्रम आयोजित किया है।

सरकार की कामगार विरोधी, जनविरोधी और कारपोरेट समर्थक नीतियों के खिलाफ दिनांक 28 और 29 मार्च, 2022 को दो दिवसीय आम हड़ताल का आयोजन किया जा रहा है। BSNLEU दिनांक 24-02-2022 को हिंदी में  फेसबुक लाइव एक कार्यक्रम आयोजित कर रहा है, ताकि उन मुद्दों के बारे में समझाया जा सके जिन पर आम हड़ताल का आयोजन किया जा रहा है। फेसबुक लाइव कार्यक्रम शाम 07:00 बजे शुरू होगा। गुजरात, महाराष्ट्र और ओडिशा सहित हिंदी भाषी सर्किलों के सभी सर्किल और जिला सचिवों से अनुरोध है कि वे इस कार्यक्रम के लिए व्यापक प्रचार करें और अधिक से अधिक संख्या में साथियों को इस कार्यक्रम में शामिल करें। 

यह भी ध्यान दीजिये कि, बीएसएनएलईयू द्वारा उसी दिन दोपहर के भोजन अवकाश दरम्यान प्रदर्शन आयोजित किए जा रहे हैं। इस कार्यक्रम को भी सफल बनाने के लिए हरसंभव प्रयास किए जाने चाहिए। 

जनरल स्ट्राइक के लिए CHQ द्वारा पैम्फलेट तैयार किया गया ।

BSNLEU के CHQ ने दिनांक 28 और 29 मार्च, 2022 को आयोजित होने वाली जनरल स्ट्राइक के लिए एक पैम्फलेट तैयार किया है। यह पैम्फलेट अंग्रेजी और हिंदी में छपा है और इसे सीधे जिला सचिवों को भेजा जाएगा। गैर-हिंदी भाषी सर्किलों के सर्किल सचिवों से अनुरोध किया जाता है कि वे इस पैम्फलेट को अपनी क्षेत्रीय भाषाओं में अनुवाद करें और कर्मचारियों के बीच वितरण के लिए पर्याप्त संख्या में पैम्फलेट मुद्रित करें।

BSNLEU took the initiative and demanded the Corporate Office to take steps for the renewal of the Group Term Insurance (GTI). This is because, the annual premium for the GTI has to be deducted in February, 2022 salary. The Corporate Office acted on BSNLEU’s letter and immediately opened the window for exercising option for the renewal / withdrawal / changing option / fresh option. This window will close tomorrow the 22.02.2022. Hence, circle and district secretaries of BSNLEU are requested to ensure that the options of the employees are exercised by tomorrow the 22.02.2022. 

The CHQ of BSNLEU has prepared  a pamphlet for the General Strike to be held on 28^th & 29^th March, 2022. This pamphlet is being printed in English and Hindi and will be sent directly to the district secretaires. The circle secretaries of the Non-Hindi speaking circles are requested to translate the matter into their regional languages and to print the pamphlets in sufficient numbers for the distribution among employees.

A two day General Strike is being organised on 28^th and 29^th March, 2022, against the anti-worker, anti-people and pro-corporate policies of the government. BSNLEU is organising a Facebook live programme in Hindi on 24.02.2022, to explain about the issues on which the General Strike is being organised. The Facebook live programme will start at 07:00 PM. All the circle and district secretaries of the Hindi speaking circles, including Gujarat, Maharashtra and Odisha, are requested to make wide publicity for this programme and to mobilise maximum number of comrades. 

It may also be noted that, lunch hour demonstrations are being organised by BSNLEU on the same day. All out efforts should be taken to make this programme also successful.

आईडीए बकाये का जानबूझकर भुगतान नहीं करना और नॉन एक्ज़िक्यूटिव्स को जेटीओ, जेएओ, जेई और टीटी पदोन्नति से इनकार करना : - दिनांक 24.02.2022 को दोपहर के भोजन अवकाश में प्रदर्शनों का आयोजन करें।

दिनांक 17-02-2021 को माननीय केरल उच्च न्यायालय ने कहा कि, बीएसएनएल के नॉन एक्ज़िक्यूटिव्स के आईडीए को स्थगित करना गलत था और आदेश दिया कि बकाया आईडीए का भुगतान उन्हें किया जाना चाहिए। इस आदेश को दिए हुए पहले से ही 12 महीने हो चुके हैं।  दिनांक 02-08-2021 को, डीपीई ने 01-10-2020, 01-01-2021 और 01-04-2021 से आईडीए वृद्धि की दरों की घोषणा की है। डीपीई द्वारा आदेश जारी करने के बाद 6 महीने हो चुके है। हालांकि, सीएमडी, बीएसएनएल द्वारा नॉन एक्ज़िक्यूटिव्स को आईडीए बकाया के भुगतान में जान बूजकर देरी की जा रही है। 

इसके अलावा, प्रबंधन पदोन्नति के मामले में नॉन एक्ज़िक्यूटिव्स के साथ भेदभाव कर रहा है । एक्ज़िक्यूटिव्स के लिए, दिनांक 31.01.2020 (वीआरएस लागू होने से पहले) के रूप में मौजूद रिक्त पदों की गिनती करते हुए पदोन्नति दी जाती है। हालांकि, नॉन एक्ज़िक्यूटिव्स के मामले में, प्रबंधन ने जेटीओ, जेई और टीटी के कैडरों में अधिकतम पदों को समाप्त कर दिया है, जो दिनांक 31-01-2020 तक मौजूद थे। यह "पुनर्गठन" के नाम पर किया गया है। अब, जेटीओ एलआईसी की घोषणा की गई है, लेकिन, 12 सर्किलों में एक भी रिक्त पद नहीं है। 4 सर्किल में सिर्फ सिंगल डिजिट में वैकेंसी हैं। जेई एलआईसीई और टीटी एलआईसीई में भी यही हाल होने जा रहा है। इसकी अनुमति नहीं दी जा सकती।

इसके अलावा, प्रबंधन जेएओ भर्ती नियमों में कड़ी शर्तें लगा रहा है, ताकि कोई भी सीनियर टीओए जेएओ न बन सके। साथ ही ई-ऑफिस सिस्टम में नॉन एग्जिक्यूटिव्स को साइड लाइन किया जा रहा है। सीनियर टीओए को पासवर्ड उपलब्ध नहीं कराए जा रहे हैं। निदेशक (मानव संसाधन) द्वारा दिया गया आश्वासन कि, सीनियर टीओए के 20% को ई-ऑफिस में पासवर्ड प्रदान किया जाएगा, को लागू नहीं किया गया है।

बीएसएनएलईयू की अखिल भारतीय केंद्र की बैठक दिनांक 18-02-2022 को आयोजित की गई, जिसमें दिनांक 24-02-2022 को बड़े पैमाने पर दोपहर के भोजन अवकाश में प्रदर्शनों का आयोजन करने का आह्वान किया गया है। सीएचक्यू सर्कल और जिला यूनियनों को अधिकतम लामबंदी करने और दोपहर के भोजन अवकाश में प्रदर्शनों को सफल बनाने का आह्वान करता है।

On 17-02-2021, the Hon’ble Kerala High Court observed that, the freezing of IDA to the Non-Executives of BSNL was wrong and ordered that the frozen IDA should be paid to them. It is already 12 months since this order is given.  On 02-08-2021, the DPE announced the rates of the IDA increase w.e.f. 01.10.2020, 01.01.2021 and 01.04.2021. It is already 6 months, since the DPE order is issued. However, The CMD BSNL is deliberately delaying payment of the IDA arrears to the Non-Executives.
 

Further, the Management is discriminating the Non-Executives in the matter of promotions. For the Executives, promotions are given counting the vacancies that existed as on 31.01.2020 (before VRS is implemented). However, in the case of Non-Executives, the Management has abolished the maximum posts in the cadres of JTO, JE and TT, that existed as on 31-01-2020. This is done in the name of “Restructuring”. Now, JTO LICE is announced, but, there is not even a single vacancy in 12 circles. In 4 circles, there are vacancies in single digit only. The same is going to be the case in JE LICE and TT LICE. This cannot be allowed. 
 

Further, the Management is imposing stringent conditions in the JAO Recruitment Rules, so that no Sr.TOA can become a JAO. Also, in the E-office system, the Non-Executives are being side-lined. Passwords are not being provided to the Sr.TOAs. The assurance given by the Director (HR) that, 20% of the Sr.TOAs will be provided with password in the E-office, is not implemented.
 

The All India Centre meeting of BSNLEU, held on 18.02.2022, has given call to organise massive lunch hour demonstrations on 24.02.2022. The CHQ calls on the circle and district unions to make maximum mobilisation and make the lunch hour demonstrations successful.

The All India Centre of BSNLEU has given call for collection of Rs.5/- each from members and well-wishers, as donation for the All India Agricultural Workers’ Union. The Pune district union of BSNLEU has shown the way, how best the collection of this donation can be done. The leaders of our Pune district union have collected Rs.100/- each from members and have sent it to the CHQ, together with the list of donors. CHQ has received an amount of Rs.11,270/-, collected from 119 comrades in Pune. CHQ heartly congratulates all the leaders and comrades for this achievement. Pune district union has shown the way.

जेएओ भर्ती नियम मसौदे पर बीएसएनएलईयू ने अपने विचार प्रबंधन को भेजे है।

बीएसएनएल कारपोरेट कार्यालय ने जेएओ भर्ती नियमों का मसौदा तैयार किया है और बीएसएनएलईयू से राय मांगी है। बीएसएनएलईयू के अखिल भारतीय केंद्र ने आज ऑनलाइन बैठक की और अपने विचारों को अंतिम रूप दिया। बैठक में बीएसएनएलईयू के विभिन्न सर्किल यूनियनों और व्यक्तिगत साथियों द्वारा भेजे गए विचारों को ध्यान में रखा गया। उसके आधार पर बीएसएनएलईयू ने आज प्रबंधन को पत्र लिखा है। पत्र के मुख्य अंश इस प्रकार हैं :- 

1. बीएसएनएलईयू ने प्रबंधन द्वारा प्रस्तावित इस शर्त का पुरजोर विरोध किया है कि केवल वे अधिकारी जिन्होंने एनई-9 वेतनमान या उससे अधिक में 5 वर्ष की सेवा पूरी कर ली है, वे ही जेएओ एलआईसीई में उपस्थित हो सकते हैं।
2. बीएसएनएलईयू ने पुरजोर मांग की है कि अपेक्षित डिग्री धारण करने वाले सभी नॉन एक्ज़ीक्यूटिव कर्मचारियों को जेएओ एलआईसीई में उपस्थित होने की अनुमति दी जानी चाहिए। 
3. बीएसएनएलईयू ने यह भी मांग की है कि जिन नॉन एक्ज़ीक्यूटिव कर्मचारियोंने पहले ही जेएओ भाग-I परीक्षा उत्तीर्ण कर ली है, उन्हें एक बार के उपाय के रूप में आगामी जेएओ एलआईसीई में उपस्थित होने की अनुमति दी जानी चाहिए। 

सीएमडी, बीएसएनएल द्वारा नॉन एक्ज़ीक्यूटिव कर्मचारियों को आईडीए के बकाये के भुगतान में जानबूझकर और अवांछित रूप से देरी की जा रही है : बीएसएनएलईयू ने सीएमडी, बीएसएनएल को पत्र लिखकर कहा है कि यदि भुगतान में और देरी होती है तो कर्मचारी आंदोलनकारी कार्यक्रम करेंगे।

बीएसएनएल प्रबंधन ने आईडीए किस्तों को अवैध रूप से स्थगित कर दिया है जो 01.10.2020, 01.01.2021 और 01.04.2021 से देय हो गई हैं। बीएसएनएलईयू माननीय केरल उच्च न्यायालय गया, जिसने 17.12.2020 को आदेश दिया, जिसमें सीएमडी बीएसएनएल को आईडीए बकाया का भुगतान करने का निर्देश दिया गया था । बीएसएनएलईयू ने सीएमडी, बीएसएनएल को कई पत्र लिखे, जिसमें आईडीए के बकाये के भुगतान की मांग की गई। लेकिन सीएमडी, बीएसएनएल ने इस दलील पर भुगतान करने से परहेज किया कि, डीपीई ने बढ़ी हुई आईडीए दरों की घोषणा नहीं की है।  इसके बाद, 02.08.2021 को, डीपीई ने 01.10.2020, 01.01.2021 और 01.04.2021 से बढ़ी हुई आईडीए दरों की घोषणा की। इसके बाद, 27.10.2021 को, कॉर्पोरेट कार्यालय ने एक पत्र जारी किया जिसमें कहा गया था कि, फंड उपलब्ध होने पर आईडीए के बकाये का भुगतान किया जाएगा। उस पत्र को जारी होने के बाद पहले से ही 4 महीने हो चुके हैं। इस बीच, बीएसएनएलईयू ने कई बार सीएमडी, बीएसएनएल से मुलाकात की है और भुगतान करने का अनुरोध किया है। लेकिन सारी फरियादें बहरे कानों पर पड़ी हैं। अब यह बहुत स्पष्ट हो गया है कि, सीएमडी बीएसएनएल जानबूझकर और केवल नॉन एक्ज़ीक्यूटिव कर्मचारियों को आईडीए बकाये का भुगतान नहीं कर रहे है । इसलिए, आज, बीएसएनएलईयू ने एक बार फिर से सीएमडी, बीएसएनएल को एक पत्र लिखा है, जिसमें आईडीए बकाये के तत्काल भुगतान की मांग की गई है। बीएसएनएलईयू ने यह भी कहा है कि यदि आईडीए बकाये के भुगतान में और देरी होती है तो उसे आंदोलनात्मक कार्यक्रमों पर जाने के लिए बाध्य होना पड़ेगा।

The BSNL Management has illegally frozen the IDA instalments that have become due w.e.f. 01.10.2020, 01.01.2021 and 01.04.2021. BSNLEU went to the Hon’ble Kerala High Court, which gave order on 17.12.2020, directing the CMD BSNL to make payment of the IDA arrears. BSNLEU wrote many letters to the CMD BSNL, demanding payment of the IDA arrears. But the CMD BSNL avoided making payment on the plea that, the DPE has not announced the increased IDA rates. Thereafter, on 02.08.2021, the DPE announced the increased IDA rates w.e.f. 01.10.2020, 01.01.2021 and 01.04.2021. Thereafter, on 27.10.2021, the Corporate Office issued a letter stating that, IDA arrears would be paid when the fund is available. It is already 4 months since that letter was issued. In between, BSNLEU has met the CMD BSNL several times and requested to make the payment. But, all the pleadings of BSNL have fallen on deaf ears. It has become very clear now that,  the CMD BSNL is deliberately and wantonly not paying the IDA arrears to the Non-Executives, Hence, today, BSNLEU has once again written a letter to the CMD BSNL, demanding immediate payment of the IDA arrears. BSNLEU has also stated that, it would be forced to go on agitational programmes, if payment of IDA arrears is delayed further.
