आज संचार भवन में श्री रविशंकर प्रसाद, माननीय संचार मंत्री और BSNL की यूनियन्स और एसोसिएशन्स के बीच मीटिंग आयोजित की गई। माननीय मंत्री महोदय के अलावा श्री अंशु प्रसाद, सेक्रेटरी टेलीकॉम, श्री नवनीत गुप्ता, जॉइंट सेक्रेटरी (Admn), श्री अरविंद वडनेरकर, डायरेक्टर (एच आर), BSNL भी उपस्थित थे। मीटिंग में कॉम पी अभिमन्यु, जीएस और कॉम स्वपन चक्रबोर्ती, डिप्टी जीएस ने BSNLEU का प्रतिनिधित्व किया। AUAB की ओरसे माननीय मंत्री महोदय को पुष्पगुच्छ (bouquet) दिया गया। अपने उद्बोधन में, माननीय मंत्री महोदय ने कहा कि कैबिनेट द्वारा अनुमोदित BSNL रिवाइवल पैकेज, PSU के पुनरुद्धार हेतु अंतिम अवसर है और सभी को BSNL का जल्द से जल्द रिवाइवल सुनिश्चित करना चाहिए। मंत्रीजी ने पुनः दोहराया कि उन्होंने काफी सोच समझ कर स्पष्ट रूप से कहा है कि BSNL बंद नही होगा, विनिवेश नही होगा और किसी भी थर्ड पार्टी को सौंपा नही जाएगा। उन्होंने यह भी कहा कि BSNL के पास अथाह संपदा है जिसका मुद्रीकरण किया जा सकता है।  माननीय मंत्री महोदय ने आगे यह भी कहा कि विभिन्न विभागों को BSNL की सेवाओं का उपयोग करने हेतु अनुरोध किया जाएगा। VRS के संबंध में उन्होंने बार बार यही कहा कि इसे सफल बनाना चाहिए। कॉम पी अभिमन्यु, जीएस, BSNLEU और कन्वेनर AUAB ने माननीय मंत्रीजी को उनके द्वारा  BSNL के रिवाइवल पैकेज को कैबिनेट से अनुमोदित कराने हेतु किए गए भरसक प्रयासों के लिए धन्यवाद दिया। उन्होंने यह संज्ञान में लाया कि BSNL की सुदृढ़ता के लिए पूर्व में BSNL की यूनियन्स और एसोसिएशन्स द्वारा "कस्टमर डिलाइट ईयर", "सर्विस विथ ए स्माइल", और "बीएसएनएल एट योर डोर स्टेप" जैसे कई कार्यक्रम शुरू किए गए थे। उन्होंने आश्वस्त किया कि BSNL के पुनरुत्थान हेतु अब भी ऐसे ही कदम उठाए जाएंगे। कॉम पी अभिमन्यु ने यह भी संज्ञान में लाया कि माननीय मंत्री महोदय द्वारा जारी प्रेस विज्ञप्ति में यह स्पष्ट रूप से कहा गया है कि VRS पूर्ण रूपेण स्वैच्छिक होगा। जबकि, कर्मचारियों में यह कह कर भय निर्मित करने की कोशिश की जा रही है कि VRS के क्रियान्वयन पश्चात रिटायरमेंट की आयु सीमा घटा कर 58 वर्ष कर दी जाएगी, उन्होंने शिकायत दर्ज की। कॉम चंदेश्वर सिंह, GS, NFTE और चेयरमैन, कॉम सेबेस्टियन,GS, SNEA, कॉम एस सिवकुमार,GS, AIBSNLEA और कॉम सुरेश कुमार,GS, BSNL MS ने भी BSNL के रिवाइवल के संबंध में विभिन्न मुद्दों को उठाया।

GS, BSNLEU, urges upon CMD BSNL to retain the head quarters of the CGM Core Network Tx-South at Chennai itself.

Com.P.Abhimanyu, met Shri P.K.Purwar, CMD BSNL, yesterday and discussed about the issue of retaining the head quarters of the CGM Core Network Tx-South at Chennai itself. Shri B.L.Varshney, Director (EB), was also present during this discussion. The GS, BSNLEU, delivered the letter written to the CMD BSNL on this matter and explained fully as to why the head quarters of the CGM Core Network Tx-South should be retained at Chennai itself. The CMD BSNL gave a patient hearing and assured that the demand of BSNLEU would be looked into, for needful action.

District Secretary, BSNLEU, Nizamabad, distributes provisions and vegetables to the contract workers.

Responding to the call of the CHQ for contributions to help the contract workers, Com.E.V.L. Narayana, District Secretary, BSNLEU, Nizamabad, has organised to distribute provisions to 10 contact workers. Com.E.V.L. Nayarana has spent Rs.10,200/- for supplying provisions and vegetable to the contract workers. Com.C. Madhusudhan, Com.B. Baladurgaiya, Com.D. Gangaram, Com.Srinivas and Com. Sailu, district office bearers, Nizamabad, were present in the distribution programme. CHQ heartily congratulates Com.E.V.L. Narayana for this response.

BSNL कॉर्पोरेट ऑफिस द्वारा, यूनियन मेम्बरशिप परिवर्तन के संबंध में, पूर्व में लिए गए निर्णय अनुसार, कल दिनांक 03 जून, 2020 को, BSNL कॉर्पोरेट ऑफिस ने पत्र जारी किया है। इस पत्र के अनुसार यूनियन मेम्बरशिप  परिवर्तन (सब्सक्रिप्शन कटौती) हेतु 16 जून से  15 जुलाई, 2020 के बीच ऑप्शन दिया जा सकता है। सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध है कि इसका संज्ञान लेवें व आवश्यक कार्यवाही करें। यह भी सूचित किया जाता है कि ऑप्शन प्रस्तुत कर यूनियन मेम्बरशिप  परिवर्तन हेतु अगली प्रक्रिया एक वर्ष पश्चात, 16 जून से 15 जुलाई, 2021 के बीच, ही होगी।

AUAB submits memorandum to Dr. Bhagwat Karad, MP, at Aurangabad.

The AUAB of Aurangabad district submitted the memorandum today to Dr. Bhagwat Karad, Rajya Sabha member, at Aurangabad. The leaders apprised Dr. Bhagwat Karad, MP, about the inordinate delay in the launching of BSNL’s 4G service, as well as delay in the implementation of the Revival Package. Dr. Bhagwat Karad, assured to do the needful in these regards.

BSNLEU strongly condemns the appointment of the CMD, for the much opposed Subsidiary Tower Company.

It is learnt that Shri Amit Yadav IAS, who is currently serving as the Joint Secretary (Admn.), DoT, is appointed as the CMD of the much opposed Subsidiary Tower Company. The entire Non-Executives and Executives of BSNL went on a two day strike on 12th and 13th December,2017, stiffly opposing the formation of Subsidiary Tower Company. Inspite of this, the Modi government has taken this step. The government did not even bother to call the unions and associations for talks. We have to understand that the government is hell-bent to kill BSNL. BSNLEU strongly condemns this move of the government. The meeting of All Unions and Associations of BSNL, taking place on 08-01-2018, will take an appropriate decision on this matter.

The two day circle executive committee meeting of Tamil Nadu started enthusiastically at Coimbatore.

The two day circle executive committee meeting of BSNLEU, Tamil Nadu circle, started at Coimbatore enthusiastically today. Com.S. Chellappa, circle president delivered the presidential address. Com.Babu Radhakrishnan, circle secretary, welcomed everyone and placed the report on activities. The report included a mid-term review of the implementation of the decisions taken after the last All India Conference. Com.M.Vijayakumar, Organising Secretary(CHQ) participated in the meeting and spoke elaborately on the decisions taken in the Agartala CEC meeting. Com.P.Abhimanyu, GS, addressed the meeting and explained the status on Wage Revision, Subsidiary Tower Company, call of the AUAB to conduct street corner meetings from 7th to 11th May, 2018 and other important current issues. Thereafter, deliberations by the executive committee members started and is going on.

Participate massively in the "Anti Retrenchment-Day", called on by the BSNL Casual Contract Workers Federation (BSNLCCWF).

BSNL Casual Contract Federation has given call to observeAnti Retrenchment-Day’, to be organised on 28.06.2018. This programme is against retrenchment of contract workers, based on the order of the Corporate Office. BSNLEU has also opposed the retrenchment of contract workers and has pointed out that this will seriously affect the maintenance of services, as well as revenue collection of the Company. BSNLEU has included this as one of the items in the Call Attention Day observed on 03.05.2018. CHQ calls upon all the circle and district unions to massively mobilise the regular employees in the demonstrations to be held on 28.06.2018.

Tour programme of the AUAB..

The AUAB, in it’s meeting held at New Delhi on 20.11.2018 has decided to make a whirlwind tour throughout the entire country, for organising the indefinite strike from 03.12.2018. Accordingly, the AUAB has finalised the tour programme, which is linked herewith. It may kindly be noted that, the time at our disposal is extremely short. However, the All India tour programme has to be organised to make the strike success. Hence, all circle secretaries are requested to kindly cooperate and organise the meetings with maximum participation of the Non-Executives and Executives. Certain strong circles are exempted from this tour programme, due to paucity of time. CHQ requests the circle unions to organise massive meetings in each and every district to mobilise the employees.

पे रिवीजन से पेंशन रिवीजन को पृथक करने के माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासन से भटकाव (deviation) का AUAB द्वारा विरोध...

03.12.2018 को माननीय संचार राज्य मंत्री और AUAB के बीच हुई मीटिंग में पे रिवीजन से पेंशन रिवीजन को पृथक करने का आश्वासन दिया गया था। किंतु, DoT में बैठे अधिकारी माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासन के बावजूद मुद्दे को भटकाने का प्रयास कर रहे हैं। उदाहरण के लिए DoT द्वारा डिपार्टमेंट ऑफ पेंशन और पेंशनर्स वेलफेयर को लिखे गए पत्र में माननीय मंत्री महोदय के निर्णय को कमजोर तरीके से प्रस्तुत किया गया है। उक्त पत्र में DoT द्वारा DoP & PW से पूछा गया है कि क्या पेंशन रिवीजन को पे रिवीजन से पृथक किया जा सकता है। कल एडिशनल सेक्रेटरी, टेलीकॉम से हुई मीटिंग में भी DDG(Estt), DoT तर्क दे रहे थे कि पेंशन रिवीजन, पे रिवीजन के बाद ही किया जाएगा। AUAB के प्रतिनिधियों ने इसका तत्काल विरोध करते हुए मांग की थी कि माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासन को क्रियान्वित किया जाए। दोनों तर्कों को सुनने के बाद AS(T) ने निर्देशित किया कि इस संबंध में AUAB और DDG(Estt), DoT पुनः चर्चा करें। तदनुसार कल ही AUAB के प्रतिनिधियों और श्री एस के जैन,DDG(Estt), DoT के बीच और चर्चा हुई। AUAB ने दृढ़ता के साथ कहा कि माननीय संचार राज्य मंत्री द्वारा दिए गए निर्णय अनुसार पे रिवीजन से पेंशन रिवीजन को पृथक करने के निर्णय का अनुपालन किया जाए। माननीय मंत्री महोदय के निर्णय को डायल्यूट करने के प्रयासों के तीव्र विरोध को देखते हुए, DDG(Estt) ने आश्वासित किया कि वें इस मुद्दे पर AS(T) से पुनः चर्चा करेंगे।

Meeting between the AUAB and the Additional Secretary, DoT.

At the end of today’s rally and massive meeting at Jantar Mantar, the leaders of the AUAB were taken to the DoT, by the police personnel. A meeting took place between Shri Anshu Prakash, Additional Secretary, DoT and the AUAB. Ms. Sujata T. Ray, Director (HR), and Shri A.M. Gupta, GM(SR), BSNL, were also present. Com.P.Abhimanyu, GS, BSNLEU & Convenor, AUAB, Com.Chandeshwar Singh, GS, NFTE & Chairman, AUAB, Com.K. Sebastin, GS, SNEA, Com.Prahlad Rai, GS, AIBSNLEA and Com.Suresh Kumar, GS, BSNL MS, participated in this meeting. The AUAB demanded that the DoT should hold discussion with the AUAB on the charter of demands already submitted to the Secretary, Telecom. The AUAB also insisted that the meeting of the Committee (Institutional Mechanism), formed for periodic interaction between the AUAB and the DoT, should be convened. The Additional Secretary, told that this would be looked into. Further, the AUAB questioned how break-in-service under FR 17A could be imposed on the BSNL employees for going on strike, eventhough FR 17A is not part of the BSNL CDA Rules. To this, the Additional Secretary, DoT, directed the Director (HR), BSNL, to look into the matter.

Relief materials provided to 50 more contract workers in Ludhiana district.

In the Ludhiana district of Punjab circle, food materials are distributed to 50 more contract workers, belonging to Khanna, Payal and Doraha sub divisions. Shri Charan Das, PGM, Ludhiana was present in the function. Com.Avatar Singh Jhande, DS, BSNLEU, Com.Balvinder Singh, CS, AIBDPA, Shri Rajender Singh, DS, AIBSNLEA and Com.Jaspreet Singh, DS, AIGETOA, distributed the food materials. Each of the contract workers got food materials worth Rs.1,400/- each.

Submission of memorandum to MPs -- An important ground work for the settlement of 3rd pay revision and stopping formation of Subsidiary Tower Company.

Submission of memorandum to the MPs is a very important ground work, for the settlement of our demands, viz., 3rd Pay Revision and stopping formation of Subsidiary Tower Company. The All Unions and Associations have already finalised the memorandum to be submitted to the MPs. As has already been announced, the last date for submission of memorandum is 30.11.2017. All circle and district secretaries are requested to complete this task successfully. Dharmapuri district in Tamil Nadu circle, is the first to submit the memorandum to the MP. On behalf of all the unions and associations of Dharmapuri district, memorandum is submitted today, to shri K. Ashok Kumar, Hon’ble MP of Krishnagiri constituency. CHQ heartily congratulates the unions and associations of Dharmapuri district.

Beware of "cheats" and their "deceptive" messages - CHQ appeals to all the comrades.

A WhatsApp message is being circulated, regarding the appointment of the CMD of the Subsidiary Tower Company. Without mentioning the name of any union or association, the message indirectly says that sufficient action is not taken to stop the formation of the Subsidiary Tower Company. It also says that this issue could have been used as a "bargaining tool" to settle wage revision.

 

It means, we could have told the government that, "we accept Subsidiary Tower Company, and you give us wage revision". Without understanding the "poison" contained in this message, many of our comrades are also innocently forwarding this message. In this regard, the CHQ wishes to state the following:-

 

  1. The unions and associations have not been slack in opposing Subsidiary Tower Company. The entire Non-Executives and Executives of BSNL have gone on a one day strike on 15-12-2016, exclusively on this issue alone. Again a two day strike is organised on 12th and 13th December, 2017 on this issue.

 

  1. Subsidiary Tower Company is being brought by the government, only with the sole aim of killing BSNL. Hence, there is no question of our accepting Subsidiary Tower Company, to settle wage revision.

 

  1. This cleverly worded message is drafted by the "boot-lickers" of the government, who are prepared to do "anything" for the sake of money. A worker, having self respect, cannot accept such proposals of "Mir Jaffers". The unions and associations of BSNL have successfully safe-guarded this Company, with their "sweat and blood", combined with relentless struggles. In future also, we will do everything to protect BSNL.

 

BSNLEU requests not only it's members, but also the entire the Non-Executives and Executives, to remain careful about the "cheats" and their deceptive messages. If you receive such messages, please do not forward it to anyone.

"Ease of Doing Business" is nothing but "Ease of Looting".

The mega bank fraud, in which diamond merchant Nirav Modi has cheated the Punjab National Bank to the tune of Rs.11,300 crore has shaken the country. This scam has dented the image of the Modi government, which had been claiming that no major scam has taken place in it’s rule. While the Congress Party is utilising this scam to attack the BJP government, the latter is trying to escape by saying that, the fraud actually started during the rule of UPA government. But, what is more important to note here, is the policy of economic liberalisation followed by the UPA government, and which is being implemented more aggressively by the BJP government now. It is this economic policy, which has enabled the big corporates to loot the natural resources of the country, including the hard earned money of the people. The Modi government takes pride in claiming that it has implemented “Ease of Doing Business”. This has become “Ease of  Looting” for the big corporates.

Employees are being targeted every time! What about the luxuries being enjoyed by the top officers?

Ever since the Company plunged into crisis, the employees are being targeted. One after another, the facilities of the ordinary employee is being taken away, in the name of managing the financial crisis of the Company. PLI, LTC and Medical allowance of the employees were taken away. Even now, employees are not being paid PLI, under pretext that the Company is running in financial crisis. Medical facilities of the employees have come under further attack. The latest in the attacks is the postponement of the date of salary payment. We want to ask one simple question. Why the ordinary employees alone are being targeted, in the name of financial crisis of the Company, when the top officers of the Company, including the CMD BSNL and the Board of Directors, continue to enjoy all their facilities? Frequent foreign tours, five star hotel stay, Executive health check-up, Gymkana Club membership, First Class / Business Class air travels and various other types of luxuries are still being enjoyed by the top officers. At the time of their retirement, these top officers are taking home luxury cars, laptop / computers, costly furnitures, etc., at only 30% of the cost of those items. This is nothing but day light robbery. None of these luxuries has been stopped for the top officers. At the same time, they will keep on making non-stop preachings that, the ordinary employees should tighten their belts for the sake of the Company. This deception cannot continue any longer. The employees have already sacrificed a lot for the Company. Now, it is the turn of the top officers to sacrifice.

Don't sell Air India - Says Parliamentary Standing Committee on Transport.

The Parliamentary Standing Committee on Transport, headed by Derek O’Brien, MP, has given it’s recommendation against the privatisation of Air India. The report of the Committee has pointed out that Air India’s market share has gone down mainly due to the anti-Air India measures taken by the government like allotment of lucrative routes to private airways. The Committee has also has recollected the service rendered by the Air India, during times of natural calamities and in evacuating Indian’s from war zones. The Committee has recommended that Air India’s massive debts should be written off, and the Company should be given a five years’ time for it’s revival.
