कॉम पी अभिमन्यु, जीएस,  नेपाल के अपने तीन दिवसीय प्रवास पर, 25-07-2019 को काठमांडू पहुँचे। उनका नेपाल टेलीकॉम के कॉर्पोरेट ऑफिस पर नेशनल टेलीकॉम एम्प्लॉईज एसोसिएशन ऑफ नेपाल  (NTEAN) के लीडर्स द्वारा भावभीना स्वागत किया गया। तत्पश्चात वें नेपाल टेलीकॉम मैनेजमेंट और ट्रेड यूनियन प्रतिनिधियों की संयुक्त मीटिंग में शामिल हुए। मैनेजमेंट की ओरसे श्री डी आर धर्माधिकारी, मैनेजिंग डायरेक्टर के साथ ही चीफ टेलीकॉम ऑफिसर (CTO), चीफ फाइनेंशियल ऑफिसर (CFO) और कंपनी के कई उच्च अधिकारी शामिल हुए। कॉम यादव प्रसाद पनेरू, प्रेसिडेंट, NTEAN ने सभी का स्वागत किया। कॉम पी अभिमन्यु, जीएस ने मीटिंग को संबोधित किया और भारतीय दूरसंचार उद्योग के वर्तमान परिदृश्य पर प्रकाश डाला। अंत में, श्री डी आर धर्माधिकारी, मैनेजिंग डायरेक्टर ने संबोधित करते हुए नेपाल के विकास में नेपाल टेलीकॉम के कार्य और योगदान की जानकारी दी। नेपाल टेलीकॉम की ओर से श्री डी आर धर्माधिकारी, मैनेजिंग डायरेक्टर ने कॉम पी अभिमन्यु, जीएस को मेमेंटो प्रदान किया।

The Central Trade Unions are organising a National Open Mass Convention at New Delhi on 30.09.2019. The Convention is being held, demanding the scrapping of the pro- Employer Labour Law amendments, opposing privatisation of the PSUs, demanding a Minimum Wage of Rs.18,000, etc. BSNLEU is participating in this Convention. The CHQ has directed the circles nearer to New Delhi, to participate in this Convention.

BSNLEU की 2 दिवसीय सेंट्रल एग्जीक्यूटिव कमिटी मीटिंग आज वडोदरा में प्रारंभ हुई। कॉम पी अभिमन्यु, जीएस द्वारा यूनियन का लाल ध्वज फहराने के साथ ही मीटिंग की जोशपूर्ण शुरुआत हुई। स्वागत समिति की ओर से कॉम डी के बाकुत्रा, सीएस, गुजरात ने सभी का स्वागत किया। कॉम स्वपन चक्रबोर्ति, डिप्टी जीएस ने CHQ की ओर से स्वागत भाषण दिया। कॉम के. हेमलता, अध्यक्ष, CITU ने उद्घाटन उद्बोधन दिया। अपने एक घंटे के उद्बोधन में कॉम के.हेमलता ने वर्तमान में भारत और साथ ही विश्व भर में जारी आर्थिक संकट के मूल कारणों को समझाया। उन्होंने यह भी स्पष्ट किया कि किस तरह धर्म, क्षेत्र और जाति आदि के आधार पर वर्किंग क्लास को बांटा जा रहा है। तत्पश्चात कॉम पी अभिमन्यु, जीएस ने गतिविधियों पर प्रतिवेदन प्रस्तुत किया। इसके बाद CEC मेंबर्स द्वारा चर्चाओं की शुरुआत हुई। CAA,NPR और NRC के विरोध में और साथ ही नॉन एग्जीक्यूटिव्ज के वेज निगोशिएशन्स की शीघ्र शुरुआत की मांग करते हुए प्रस्ताव पारित किए गए। मीटिंग जारी है।

We have already updated yesterday that, some IRS (Indian Revenue Service) officers have given suggestions to the government, regarding mobilisation of funds to manage the crisis created by the COVID-19. The suggestions, titled FORCE (Fiscal Options and Response to COVID-19), has been given to the government.  We have also reported that the Finance Ministry had expressed it's anger towards the IRS officers, for making such suggestions. Now, it is reported that, the Finance Ministry has charge sheeted 3 IRS officers and has also instituted an enquiry against 50 other IRS officers, for violation of the Conduct Rules. BSNLEU strongly condemns this high handed and authoritarian move of the government. The suggestions given by the IRS officers have only suggested that more taxes should be imposed on the wealthy and rich people. There is nothing wrong in this suggestion and it has been made in the interest of the nation and the people. Hence, the government should immediately withdraw the charge sheet issued to 3 IRS officers and also drop the enquiry instituted against 50 IRS officers.

BSNLEU की ऑनलाईन CEC मीटिंग उत्साह के साथ शुरू हुई....

BSNLEU की 2 दिवसीय ऑनलाइन सेंट्रल एग्जीक्यूटिव कमिटी की मीटिंग की आज सफलतापूर्वक शुरुआत हुई। यह जानना बेहद सुखद है कि अंदमान निकोबार, जम्मू कश्मीर, हिमाचल प्रदेश, उत्तराखंड इत्यादि जैसे सुदूर क्षेत्रों के सर्किल सेक्रेटरीज और CHQ ऑफिस बेयरर्स इस मीटिंग में शिरकत कर रहे हैं। कॉम स्वपन चक्रबोर्ति, Dy.GS  ने सभी का स्वागत किया। कॉम अनिमेष मित्रा, प्रेसिडेंट मीटिंग की अध्यक्षता कर रहे हैं। कॉम ए के पद्मनाभन, उपाध्यक्ष, सीटू ने मीटिंग का उद्घाटन किया और मोदी सरकार द्वारा पब्लिक सेक्टर और वर्किंग क्लास पर किए जा रहे हमलों के बारे में विस्तार से समझाया। उन्होंने बताया कि सरकार विरोध (dissent) सहन नही कर पा रही है, सरकार की निंदा करने वालों के खिलाफ NSA का इस्तेमाल किया जा रहा है और वर्किंग क्लास को धर्म के नाम पर बांटा जा रहा है। तत्पश्चात, कॉम पी अभिमन्यु, जीएस ने चर्चा हेतु नोट प्रस्तुत किया। उन्होंने   CHQ और AUAB की कार्यप्रणाली, BSNL के 4G की शुरुआत में निर्मित की जा रही बाधाएं, कॉन्ट्रैक्ट वर्कर्स और कर्मचारियों के मुद्दों पर प्रकाश डाला। लंच पश्चात CEC मेंबर्स द्वारा चर्चा की शुरुआत हुई, जो अभी जारी है।

The Supreme Court has stayed the sale of it’s 2G spectrum by Aircel. This company is presently owned by Malaysian business tycoon, T. Ananda Krishnan. A Delhi trial court is already hearing the accusation that, Dayanidhi Maran favoured T. Ananda Krishnan to take over Aircel from it’s promoter C. Sivasankaran. In return, T. Ananda Krishnan had invested Rs.600/- crore in the TV channel owned by Dayanidhi Maran’s family.

Shri R.K. Mittal, Director (CM), BSNL, has told the media that BSNL has added 12 lakh new customers in the second week of March, 2018. Out of this 12 lakh, 4 lakh users have come through Mobile Number Portability. To encourage the new subscribers, BSNL has launched “Welcome Offer” for new prepaid customers with free data and unlimited talk time. This offer will continue till 31^st March, 2018.

Kerala circle union organised Com.Moni Bose memorial lectures at Trivandrum, Alappuzha, Ernakulam and Kozhikode on 19.5.2018. The lectures were, on ‘Neo-Liberal policies and ‘communal harmony’. At Trivandrum, the lecture was delivered by Com.M.Krishnan (Secretary General, Confederation of Central Government Employees & Workers). At Alappuzha, Com. R.Aravindakshan Nair (All India Treasurer, AIBDPA), delivered the lecture. At Ernakulam and Kozhikode, the lectures were delivered by Com. V.A.N. Namboodiri, Founding General Secretary, BSNLEU, and Com.K. Damodaran, Director, Keluvettan Padana Kendram. CHQ heartily congratulates the Kerala circle union for organising these lectures.

कल AUAB की मीटिंग सम्पन्न हुई। इस मीटिंग में BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, BSNL MS, ATM एवं BSNL OA के महासचिव या उनके प्रतिनिधि शामिल हुए। मीटिंग में माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों के अमलीकरण (इम्प्लीमेंटेशन) पर विचार किया गया। बीएसएनएल के लिए 3rd PRC से एफोरडीबिलिटी क्लॉज़ को रिलैक्स करने के लिए 8 माह की समयावधि बीत जाने के बावजूद DOT द्वारा कैबिनेट नोट प्रस्तुत न किए जाने पर गहरी निराशा व्यक्त की गई । साथ ही, मीटिंग में यह भी महसूस किया गया कि DOT ने माननीय संचार राज्य मंत्री द्वारा दिए गए अन्य आश्वासनों, जैसे कि पेंशन रिवीजन, 4G स्पेक्ट्रम का आवंटन और वास्तविक मूल वेतन अनुसार पेंशन कॉन्ट्रिब्यूशन का भुगतान, पर भी कोई कार्यवाही नही की गई है। अतः मीटिंग सर्वानुमति से इस नतीजे पर पहुंची कि पुनः आंदोलन शुरू किया जाए, जिसमें हड़ताल भी शमिलहै।

कर्मचारियों को हड़ताल के लिए संगठित करने के उद्देश्य से सभी से आग्रह है कि निम्न आंदोलन को सफल बनावें । 

1. परिमंडल और जिला स्तर पर 29.10.2018 को प्रेस कॉन्फ्रेंस आयोजित कर हमारी मांगों पर और विशेष रूप से सरकार की बीएसएनएल विरोधी व निजी समर्थक नीतियों पर विस्तार से प्रकाश डाला जाए।

2. सभी स्तर पर 30.10.2018 को धरना।

3. परिमंडल व जिला स्तर पर 14.11.2018 को रैली निकाली जाए।

4. डिमांड्स का शीघ्र निराकरण न होने की स्थिति में सभी कर्मचारियों को गंभीर संघर्ष, जिसमें हड़ताल भी शामिल है, हेतु लामबंद किया जाए।

सीएचक्यू का परिमंडल व जिला यूनियन्स से अनुरोध है कि अन्य यूनियन्स व एसोसिएशन्स से समन्वय स्थापित कर उपर्युक्त कार्यक्रम प्रभावी रूप से आयोजित करें। उपर्युक्त आंदोलन कार्यक्रम के माध्यम से कर्मचारियों को हड़ताल के लिए प्रेरित किया जा सकता है।

वेतन भुगतान न होने के विरोध में प्रदर्शन...

यह बेहद दुर्भाग्यपूर्ण है कि आज बीएसएनएल के एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज का फरवरी 2019 का वेतन भुगतान नही किया गया है। हम सभी जानते हैं कि BSNL को बैंक लोन लेने के लिए DoT से अनुमति नही मिल रही है। AUAB द्वारा यह मांग की जा चुकी है कि वर्तमान संकट से निजात पाने के लिए DoT द्वारा BSNL को बैंक लोन लेने हेतु त्वरित अनुमति दी जाए। किन्तु, अभी तक DoT द्वारा आवश्यक अनुमति प्रदान नही की गई है। AUAB सभी कर्मचारियों से अनुरोध करती है कि कल 01-03-2019 को वेतन भुगतान न होने के विरोध में और DoT द्वारा BSNL को बैंक लोन लेने के लिए शीघ्र अनुमति प्रदान करने की मांग को लेकर विरोध प्रदर्शन करें। BSNLEU की सभी सर्किल और डिस्ट्रिक्ट यूनियन्स से अनुरोध है कि AUAB के अन्य घटकों से समन्वय कर सफलता पूर्वक प्रदर्शन आयोजित करें।

At a time when the government is taking all possible steps to make the Public Sector banks sick, so that they can be privatised easily thereafter, former Governor of the Reserve Bank of India, Raghuram Rajan, has stated that privatising all the Public Sector banks is not the remedy. This is reported in today’s The Hindu. What he says to bring the banking sector out of the crisis, is also applicable to BSNL. The government of the day is taking all out steps to make BSNL sick, with the ultimate aim of privatising it. The corporates and their media are also making loud noises that, BSNL should be privatised. To this, Raghuram Rajan says that ownership is just one issue. But, he says that, governance and transparency are the important issues. For BSNL, it’s main problem is the governance. The DoT is not allowing BSNL Management to function independently. For each and every small thing, BSNL Management has to get approval from the DoT. For example, even for taking bank loans. Raghuram Rajan says that the government should reduce the number of mandates that the government is giving to the Public Sector banks. This is applicable to BSNL also. The DoT should stop giving dictates to BSNL and allow it to function freely.

कॉम पी अभिमन्यु, जीएस ने 25-07-2019 को नेशनल टेलीकॉम एम्प्लॉईज एसोसिएशन ऑफ नेपाल  (NTEAN) की सेंट्रल कमिटी मीटिंग को संबोधित किया। यह मीटिंग BSNLEU के महासचिव कॉम पी अभिमन्यु के नेपाल आगमन के अवसर पर विशेष रूप से आयोजित की गई थी। इस मीटिंग में NTEAN की सेंट्रल कमिटी के 55 सदस्य उपस्थित रहे। मीटिंग को संबोधित करते हुए कॉम पी अभिमन्यु ने भारत मे वर्तमान में टेलीकॉम सेक्टर के परिदृश्य पर अपनी बात रखते हुए सरकार की निजी समर्थक नीतियां और इनका मुकाबला करने के लिए AUAB के बैनर तले BSNL कर्मियों द्वारा किए जा रहे संयुक्त संघर्ष पर विस्तार से प्रकाश डाला। उन्होंने यह भी स्पष्ट किया किया कि किस तरह WFTU और TUI ट्रांसपोर्ट एंड कम्युनिकेशन्स द्वारा वर्ल्ड बैंक और IMF द्वारा डिक्टेट की जा रही नव उदारवादी नीतियों के खिलाफ जारी संघर्ष में वर्किंग क्लास को संगठित किया जा रहा है। उन्होंने NTEAN को आव्हान किया कि वह पूंजीवादी शोषण के खिलाफ प्रभावशाली लड़ाई के लिए WFTU और TUI ट्रांसपोर्ट एंड कम्युनिकेशन्स के साथ जुड़ें।

At the outset, the CMD BSNL congratulated BSNLEU for once again getting elected as the number one union in the recently held 8th Membership Verification. The GS and the Dy.GS thanked the CMD BSNL.

Harassment of 850 ST officials in Maharashtra circle.

BSNLEU has already taken up this issue. 850 ST officials, who have already completed 25/30 years of service, are being harassed by the Maharashtra circle administration. Based on a baseless complaint given by someone, the circle administration has told all these 850 ST officials, to appear before the Scrutiny Committee and obtain fresh cast certificates. According to the DoP&T rule, it is the duty of the Management to verify the genuineness of the caste certificate, with the state government officials. BSNLEU has already written a detailed letter to the CMD BSNL in this regard. Today, this issue was discussed prominently with the CMD BSNL once again. The CMD BSNL is fully convinced by our arguments. He called the the Director(HR) and told him to give necessary instruction to the Maharashtra circle administration, to follow the DoP&T order. The CMD BSNL categorically told that, the caste certificates should be verified only by the Management and that the ST officials should not be pressurised to obtain fresh caste certificates or appear before the Scrutiny Committee. BSNLEU heartily thanks the CMD BSNL for taking the correct stand on this issue.

Calling an all unions and associations meeting to discuss about BSNL’s financial condition.

The GS and the Dy GS requested the CMD BSNL to convene an all unions and associations meeting immediately, to discuss about the ways and means to improve the financial condition of the Company. They pointed out that such meetings were held earlier and that the practice should continue to ensure effective coordination between the Management and the employees. The CMD BSNL willingly accepted the proposal and assured to hold the meeting at the earliest.

Timely payment of Salary, for the month of September.

The GS and the Dy.GS requested the CMD BSNL to ensure timely payment of the salary for the month of September, since important festivals such as Pooja, Dussehra and Deepavali are falling in the month of October. The CMD BSNL told that the Company is under compulsion to make payment of outstanding electricity bills which come to around Rs.500 crore.

Vodafone Idea will have to be closed down if the government doesn't provide relief that the company has sought. This has been stated by Kumar Mangalam Birla who is a co-promoter of Vodafone Idea. He stated this to a query made about the course of action the company is going to take in the absence of government relief. He was speaking at the Hindustan Times Leadership Summit here. Birla also indicated that his group will not invest any money in the company in the absence of relief from the government.

The two day Central Executive Committee meeting of BSNLEU, which is started at Vadodara yesterday the 6th February, 2020, is successfully concluded today. All the circle secretaries and central office bearers who participated in the meeting, made in-depth deliberations on the report submitted by the General Secretary. The meeting took important decisions to strengthen the organisations as well as on the revival of BSNL. It also passed resolutions on crucial issues. The meeting unanimously approved the report submitted by the General Secretary. The meeting came to an end with the concluding remarks of Com.Animesh Mitra, President.

1) At Madurai, relief materials worth Rs.700/- were distributed to each of the 50 contract workers.  Com. C.Selvyn Sathyaraj, DS, BSNLEU, Com Manuel Paul Raj, DS, AIBDPA, Com. Sonaimuthu, DS, TNTCWU, and other office bearers distributed the materials to the contract workers.

2) At Pollachi, a total amount of Rs.22,000/- were distributed to 29 contract workers of Pollachi area. Com.P.Thangamani, ADS, BSNLEU, Com B.Nisar Ahmed, COS, AIBDPA and many other office bearers participated in that event. 

3) At Sattur, Virudhunagar SSA, relief materials worth Rs.1,000/- each were distributed to the contract workers. Com.A.Samuthrakani DS & COS, BSNLEU, Com Muthusamy, DS, TNTCWU and other comrades were present on that occasion.

4) At Tirunelveli SSA more than 200 comrades were supplied with relief materials by BSNLEU & AIBDPA. 

CHQ heartily congratulates all the comrades for taking the initiative for collecting the funds and also for organising the distribution of food materials. 

Cancellation of BSNL’s tender, to procure 4G equipments is a very big set-back for the revival of BSNL.  At the same time, BSNL could have very well launched it’s 4G services, even without procuring new 4G equipments. This has not happened only because of the total failure of the BSNL Management. BSNL is already having 49,300 BTSs which are 4G compatible. All these BTSs can be upgraded into 4G BTSs. In addition to this BSNL could have procured another 15,000 BTSs, by issuing add on order to the phase VIII-4 tender. Thus, the BSNL Management could have got ready with 64,300 BTSs, with which BSNL’s Pan India 4G service could have been rolled out. It is a big misfortune that this has not happened only because of the total failure on the part of the BSNL Management.
