The All Unions and Associations of BSNL (AUAB) have issued a notice for organising a Lunch Hour Demonstration Programme on 20th April 2026 across the country, protesting against the undue delay by the Department of Telecommunications (DoT) in clearing the file for payment of IDA arrears along with the salary of this month. The delay has not only affected BSNL employees but has also impacted pensioners, who have already organised massive demonstrations on 16th April 2026 at all CCA offices throughout the country. Now, it is the turn of BSNL employees. The Non-Executives and Executives across BSNL will organise a powerful and united demonstration programme on 20th April 2026 throughout the country. All circle and district unions are called upon to ensure maximum mobilisation and active participation to make the programme a grand success. After the demonstration, AUAB will announce the future course of action to achieve the legitimate demands of employees and pensioners. A copy of the notice addressed to the Secretary, DoT, is enclosed for wide circulation among employees.

बीएसएनएल के सभी यूनियनों और एसोसिएशनों (AUAB) ने 20 अप्रैल 2026 को पूरे देश में 'लंच आवर प्रदर्शन कार्यक्रम' आयोजित करने के लिए एक नोटिस जारी किया है। यह प्रदर्शन दूरसंचार विभाग (DoT) द्वारा इस महीने के वेतन के साथ IDA बकाया के भुगतान की फ़ाइल को मंज़ूरी देने में की जा रही अनावश्यक देरी के विरोध में किया जा रहा है। इस देरी से न केवल बीएसएनएल कर्मचारी प्रभावित हुए हैं, बल्कि पेंशनभोगी भी प्रभावित हुए हैं, जिन्होंने पहले ही 16 अप्रैल 2026 को पूरे देश में सभी सीसीए कार्यालयों पर बड़े पैमाने पर प्रदर्शन आयोजित किए थे। अब, बीएसएनएल कर्मचारियों की बारी है। बीएसएनएल के नॉन-एग्जीक्यूटिव और एग्जीक्यूटिव कर्मचारी 20 अप्रैल 2026 को पूरे देश में एक ज़ोरदार और एकजुट प्रदर्शन कार्यक्रम आयोजित करेंगे। सभी सर्कल और ज़िला यूनियनों से आह्वान किया जाता है कि वे इस कार्यक्रम को शानदार सफलता दिलाने के लिए ज़्यादा से ज़्यादा लामबंदी और सक्रिय भागीदारी सुनिश्चित करें। प्रदर्शन के बाद, AUAB कर्मचारियों और पेंशनभोगियों की जायज़ मांगों को पूरा करने के लिए आगे की कार्रवाई की घोषणा करेगा। DoT के सचिव को संबोधित नोटिस की एक प्रति कर्मचारियों के बीच व्यापक प्रचार-प्रसार के लिए संलग्न है।

The file relating to the payment of IDA arrears along with this month’s salary is still pending with the Department of Telecommunications (DoT). At the same time, the BSNL Management has not taken any concrete action to ensure the release of the IDA arrears along with the salary for the month of April 2026.In this situation, the AUAB has decided to organise lunch-hour demonstrations at all exchanges and offices on 20th April 2026 to highlight the demand for the immediate release of IDA arrears along with this month’s salary. All Circle and District Secretaries are requested to take this programme seriously and ensure the maximum mobilisation of members in the demonstration. They are also requested to discuss the matter with the leaders of other unions and associations so that the programme can be organised successfully under the banner of AUAB. Let us make this united demonstration a grand success and intensify pressure on the management and DoT for the early release of the pending IDA arrears.

इस महीने के वेतन के साथ आईडीए बकाया के भुगतान से जुड़ी फ़ाइल अभी भी दूरसंचार विभाग (DoT) के पास लंबित है। साथ ही, बीएसएनएल प्रबंधन ने अप्रैल 2026 के वेतन के साथ आईडीए बकाया जारी करने को सुनिश्चित करने के लिए कोई ठोस कदम नहीं उठाया है। इस स्थिति में, AUAB ने 20 अप्रैल 2026 को सभी एक्सचेंजों और कार्यालयों में लंच-ब्रेक के दौरान प्रदर्शन आयोजित करने का निर्णय लिया है, ताकि इस महीने के वेतन के साथ आईडीए बकाया को तत्काल जारी करने की मांग को प्रमुखता से उठाया जा सके। सभी सर्कल और जिला सचिवों से अनुरोध है कि वे इस कार्यक्रम को गंभीरता से लें और प्रदर्शन में सदस्यों की अधिकतम भागीदारी सुनिश्चित करें। उनसे यह भी अनुरोध है कि वे अन्य यूनियनों और एसोसियेशनों के नेताओं के साथ इस मामले पर चर्चा करें, ताकि इस कार्यक्रम को AUAB के बैनर तले सफलतापूर्वक आयोजित किया जा सके। 

आइए, हम इस संयुक्त प्रदर्शन को एक बड़ी सफलता बनाएं और लंबित आईडीए बकाया को जल्द से जल्द जारी करने के लिए प्रबंधन और DoT पर दबाव बढ़ाएं।
 

Workers across Noida and the NCR region have been continuously protesting against low wages, exploitation, repression, poor working conditions, and wage disparity. The workers have rejected the inadequate wage hike and are demanding a minimum wage of ₹26,000, proper duty conditions, and full Trade Union rights. As per media reports, more than 40,000 industrial workers have been on protest since 13th April 2026, and the agitation has intensified with police clashes, road blockades, and incidents of violence across multiple industrial sectors following the State Government’s administrative  action. This struggle has now emerged as part of a wider national movement for wage enhancement and against increasing exploitation of the working class. BSNL Employees Union extends its full support and solidarity to the struggling workers and strongly condemns the brutal police attack and repression unleashed by the State Government. The Union joins all Central Trade Unions in demanding that the government immediately resolve the issue through meaningful negotiations with the workers fighting in the industrial areas of Noida and NCR.

नोएडा और NCR में मज़दूरों के संघर्ष पर पुलिस का हमला : बीएसएनएल एम्प्लॉईज़ यूनियन ने क्रूर दमन की निंदा की और तत्काल समाधान की मांग की।

नोएडा और एनसीआर क्षेत्र के मज़दूर कम वेतन, शोषण, दमन, काम की खराब स्थितियों और वेतन असमानता के खिलाफ लगातार विरोध प्रदर्शन कर रहे हैं। मज़दूरों ने वेतन में की गई अपर्याप्त बढ़ोतरी को खारिज कर दिया है और ₹26,000 के न्यूनतम वेतन, काम की उचित स्थितियों और पूर्ण ट्रेड यूनियन अधिकारों की मांग कर रहे हैं। मीडिया रिपोर्टों के अनुसार, 13 अप्रैल 2026 से 40,000 से अधिक औद्योगिक मज़दूर विरोध प्रदर्शन कर रहे हैं, और राज्य सरकार की प्रशासनिक कार्रवाई के बाद, कई औद्योगिक क्षेत्रों में पुलिस के साथ झड़पों, सड़क जाम और हिंसा की घटनाओं के साथ यह आंदोलन और तेज़ हो गया है। यह संघर्ष अब वेतन वृद्धि और मज़दूर वर्ग के बढ़ते शोषण के खिलाफ एक व्यापक राष्ट्रीय आंदोलन के हिस्से के रूप में उभरा है। बीएसएनएल एम्प्लॉईज़ यूनियन संघर्षरत मज़दूरों को अपना पूर्ण समर्थन और एकजुटता प्रदान करता है, और राज्य सरकार द्वारा किए गए क्रूर पुलिस हमले और दमन की कड़ी निंदा करता है। यूनियन सभी केंद्रीय ट्रेड यूनियनों के साथ मिलकर यह मांग करता है कि सरकार नोएडा और एनसीआर के औद्योगिक क्षेत्रों में संघर्ष कर रहे मज़दूरों के साथ सार्थक बातचीत के माध्यम से इस मुद्दे को तत्काल हल करे।

The government has extended the tenure of Shri A. Robert J. Ravi, DDG (Standards, Research & Innovation), DoT, who is presently holding the additional charge as CMD, BSNL, for a further period of three months from 15th April 2026 to 14th July 2026, or until a regular appointment is made, whichever is earlier. As per media reports, the Department of Telecommunications (DoT) has issued the necessary notification in this regard after the approval of the Appointments Committee of the Cabinet (ACC).This decision has been issued by the Department of Telecommunications under the Ministry of Communications and is aimed at maintaining administrative stability in the company.

सरकार ने बीएसएनएल के सीएमडी के तौर पर श्री ए. रॉबर्ट जे. रवि का कार्यकाल तीन और महीनों के लिए बढ़ाया।

सरकार ने DoT के डीडीजी(स्टैंडर्ड्स, रिसर्च और इनोवेशन) श्री ए. रॉबर्ट जे. रवि का कार्यकाल तीन और महीनों के लिए बढ़ा दिया है। श्री रवि अभी बीएसएनएल के सीएमडी का अतिरिक्त प्रभार संभाल रहे हैं। उनका कार्यकाल 15 अप्रैल 2026 से 14 जुलाई 2026 तक, या जब तक कोई नियमित नियुक्ति नहीं हो जाती, तब तक के लिए बढ़ाया गया है—इनमें से जो भी पहले हो। मीडिया रिपोर्टों के अनुसार, दूरसंचार विभाग (DoT) ने कैबिनेट की नियुक्ति समिति (ACC) की मंज़ूरी के बाद इस संबंध में ज़रूरी अधिसूचना जारी कर दी है। यह फ़ैसला संचार मंत्रालय के तहत आने वाले दूरसंचार विभाग ने जारी किया है और इसका मकसद कंपनी में प्रशासनिक स्थिरता बनाए रखना है।

DoT ने बीएसएनएल के एचआर मुद्दों पर एक उच्च-स्तरीय समिति का गठन किया - BSNLEU यूनियनों और संघों के साथ चर्चा करेगा।

दूरसंचार विभाग (DoT) ने बीएसएनएल में एक्ज़िक्यूटिव्स और नॉन एक्ज़िक्यूटिव्स दोनों से संबंधित एचआर मुद्दों पर उपायों की सिफारिश करने के लिए एक उच्च-स्तरीय समिति का गठन किया है। अधिसूचना के अनुसार, समिति से तीन सप्ताह के भीतर अपनी रिपोर्ट प्रस्तुत करने के लिए कहा गया है। बीएसएनएल प्रबंधन की ओर से, केवल बीएसएनएल के सीएमडी और निदेशक (HR) को सदस्यों के रूप में शामिल किया गया है। यह याद दिलाया जा सकता है कि, 7 जनवरी 2026 को माननीय प्रधानमंत्री की अध्यक्षता में आयोजित बैठक में, बीएसएनएल के कर्मचारियों की संख्या के संबंध में DoT को विशिष्ट निर्देश जारी किए गए थे। यह दुर्भाग्यपूर्ण है कि, यद्यपि यह मामला सीधे तौर पर कर्मचारियों और एचआर से संबंधित महत्वपूर्ण मुद्दों से जुड़ा है, फिर भी न तो बीएसएनएल प्रबंधन और न ही DoT ने मान्यता प्राप्त यूनियनों और संघों के विचार मांगे हैं। इसे देखते हुए, BSNLEU अन्य यूनियनों और संघों के साथ इस मामले पर चर्चा करेगा, और इस महत्वपूर्ण मुद्दे पर बीएसएनएल प्रबंधन के साथ-साथ DoT के सचिव को भी एक साझा दृष्टिकोण प्रस्तुत किया जाएगा। अधिसूचना की एक प्रति इसके साथ संलग्न है।

The Bihar Circle Conference of BSNL Employees Union was held successfully at Sharma Auditorium, Darbhanga, on 10th April 2026. Delegates from 20 District Unions participated in the conference with great enthusiasm. In the morning, veteran leader Com. B.P. Singh hoisted the union flag at the Telephone Exchange premises. Thereafter, the delegates took out a rally and proceeded to the nearby meeting hall. The inaugural session commenced at Sharma Auditorium, where Com. B.P. Singh, President, BSNLEU, presided over the open session. Com. Animesh Mitra, General Secretary, BSNLEU, Shri Arvind Prasad, CGM, BSNL Bihar Circle, and Shri Vinod Kumar Gupta, GM, BSNL, Darbhanga, addressed the delegates and deliberated on important issues concerning employees and the organisation. Com. Ram Kumar Ray, District Secretary, Darbhanga, delivered the welcome address. Com. Prashant Kumar Prashant, Circle Secretary, presented the Secretariat Report, on which the delegates actively participated in the discussion. At the concluding session of the conference, the house unanimously elected the new office bearers for the ensuing term under the leadership of Com. Prashant Kumar Prashant as President, Com. Ram Kumar Ray as Circle Secretary, and Com. Jay Prakash Narayan as Treasurer.

BSNLEU बिहार का सर्किल सम्मेलन 10 अप्रैल 2026 को दरभंगा में सफलतापूर्वक संपन्न हुआ.

बीएसएनएल एम्प्लॉइज यूनियन का बिहार सर्किल सम्मेलन 10 अप्रैल 2026 को दरभंगा के शर्मा ऑडिटोरियम में सफलतापूर्वक आयोजित किया गया। इस सम्मेलन में 20 जिला यूनियनों के प्रतिनिधियों ने बड़े उत्साह के साथ भाग लिया। सुबह के समय, वयोवृद्ध नेता साथी  बी.पी. सिंह ने टेलीफोन एक्सचेंज परिसर में यूनियन का झंडा फहराया। इसके बाद, प्रतिनिधियों ने एक रैली निकाली और पास के मीटिंग हॉल की ओर प्रस्थान किया। उद्घाटन सत्र शर्मा ऑडिटोरियम में शुरू हुआ जहाँ BSNLEU के अध्यक्ष साथी  बी.पी. सिंह ने खुले सत्र की अध्यक्षता की। BSNLEU के महासचिव साथी  अनिमेष मित्रा, बीएसएनएल बिहार सर्किल के सीजीएम श्री अरविंद प्रसाद, और बीएसएनएल दरभंगा के जीएम श्री विनोद कुमार गुप्ता ने प्रतिनिधियों को संबोधित किया और कर्मचारियों तथा संगठन से जुड़े महत्वपूर्ण मुद्दों पर विचार-विमर्श किया। दरभंगा के जिला सचिव साथी  राम कुमार राय ने स्वागत भाषण दिया। सर्किल सचिव साथी  प्रशांत कुमार 'प्रशांत' ने सचिवालय रिपोर्ट प्रस्तुत की, जिस पर प्रतिनिधियों ने चर्चा में सक्रिय रूप से भाग लिया। सम्मेलन के समापन सत्र में, सदन ने सर्वसम्मति से आगामी कार्यकाल के लिए नए पदाधिकारियों का चुनाव किया, जिसमें साथी  प्रशांत कुमार 'प्रशांत' को अध्यक्ष, साथी  राम कुमार राय को सर्किल सचिव और साथी  जय प्रकाश को कोषाध्यक्ष चुना गया।

An important meeting of the available General Secretaries of AUAB held on 8^th April, 2026, and  discussed about the current scenario regarding the IDA payment which is due since January, 2026. After threadbare discussions, it has been decided that AUAB will organise a country wide demonstration programme on 20^th April, 2026, to release the IDA arrear with the Salary of this month.

Accordingly, a memorandum on the subject has been sent to Secretary DOT, CMD BSNL, DPE, to convey our resentment on the subject.  Further course of agitational programme will be finalised in the next AUAB meeting likely to be held on 20^th April, 2026, evening.    

Further, as per decision of our last AUAB meeting, two separate memorandum on the issue of i) Permanent CMD posting of in BSNL and ii) Settlement of Chennai / Tamil Nadu issue had been submitted to the Management / Govt. of India to draw their attention. Further course of action will be discuss in the next AUAB meeting.

All the necessary letters / documents has been enclosed herewith for wide circulation among the members of AUAB.

20 अप्रैल, 2026 को IDA मुद्दे पर राष्ट्रव्यापी प्रदर्शन - AUAB का संदेश।

AUAB के उपलब्ध महासचिवों की एक महत्वपूर्ण बैठक 8 अप्रैल 2026 को आयोजित की गई जिसमें IDA भुगतान से संबंधित मौजूदा स्थिति पर चर्चा की गई; यह भुगतान जनवरी 2026 से बकाया है। गहन चर्चा के बाद यह निर्णय लिया गया कि AUAB 20 अप्रैल 2026 को देशव्यापी प्रदर्शन कार्यक्रम आयोजित करेगा, जिसमें इस महीने के वेतन के साथ-साथ IDA के बकाया भुगतान को जारी करने की मांग की जाएगी।

तदनुसार, इस विषय पर एक ज्ञापन DoT के सचिव, बीएसएनएल के सीएमडी , और DPE को भेजा गया है, ताकि IDA के बकाया भुगतान को जारी करने में हो रही अनुचित देरी पर हमारी कड़ी नाराज़गी व्यक्त की जा सके। आंदोलन कार्यक्रम की आगे की रूपरेखा अगली AUAB बैठक में तय की जाएगी, जिसके 20 अप्रैल 2026 की शाम को आयोजित होने की संभावना है।

इसके अलावा, पिछली AUAB बैठक में लिए गए निर्णय के अनुसार, निम्नलिखित मुद्दों पर दो अलग-अलग ज्ञापन प्रबंधन / भारत सरकार को सौंपे गए हैं, ताकि उनका तत्काल ध्यान इन विषयों की ओर आकर्षित किया जा सके: (i) BSNL में स्थायी CMD की नियुक्ति, और (ii) चेन्नई / तमिलनाडु से संबंधित मुद्दे का समाधान। इन मुद्दों पर आगे की कार्रवाई की रूपरेखा पर भी अगली AUAB बैठक में चर्चा की जाएगी।

AUAB के सदस्यों के बीच व्यापक प्रसार हेतु सभी आवश्यक पत्र / दस्तावेज़ इस संदेश के साथ संलग्न किए गए हैं।

It has come to the notice of CHQ that, in some circles, the administration at the OA/BA level is creating trouble regarding the vacation of union accommodation already allotted to the Recognised Union at the OA level. The management at field level, has taken this opportunity due to the order issued by the Corporate Office. However, in practice, they are misinterpreting the order, as the Corporate Office has not issued any direction to vacate the union accommodation at the OA level. Today, Com. Animesh Mitra, GS, BSNLEU, discussed the matter with the management at the Corporate Office. It has been clarified by the officers at the Corporate Office that they had only sought information from the field level regarding the status of the union accommodation allotted by the authority at the OA/BA level. Circle Secretaries are requested to take up the issue with the concerned CGMs so that such unnecessary harassment can be avoided. The letter issued by the Corporate Office is attached herewith.

Com. Animesh Mitra, General Secretary, and Com. Irfan Pasha, Treasurer (CHQ) discussed the issue relating to pending transfer cases in JE cadre under Rule-8 and Rule-9 with Shri S.P. Singh, PGM (Estt.), on 06.04.2026. During the discussion, they reminded the Management of its assurance to consider the pending Rule-8 and Rule-9 cases during April 2026. They also specifically pointed out that candidates who are availing the deputation period should not be released to surplus circles. In reply, the PGM (Estt.) informed that the circle-wise staff strength in the JE cadre has already been notified and accordingly the Circle Heads may consider the Rule-8 / Rule-9 transfer cases in those circles where surplus staff is available in the JE cadre. All Circle Secretaries are requested to take up the issue with the concerned CGMs for expeditious consideration of the long-pending Rule-8 / Rule-9 transfer cases in JE cadre. A copy of the Corporate Office order is enclosed for your ready reference.

BSNLEU has strongly taken up the issue of retrenchment of contract workers caused by fund curtailment in the electrical wings, as well as among housekeeping staff, in some other circles. The union has also pointed out that payment of wages to contract workers is being halted in some circles due to budget curtailment, causing severe hardship to the workers. The issue of retrenchment of contract workers was also discussed with the CMD BSNL, last month. To pursue the matter further, Com. Animesh Mitra, General Secretary and Com. Irfan Pasha, Treasurer (CHQ), met Dr. Kalyan Sagar Nippani, Director (HR) on 06.04.2026 and drew his attention to the mass retrenchment of contract workers in the electrical wings of the West Bengal and Kolkata Telephone Circles. During the discussion, they pointed out that it is highly unfortunate that these poor contract workers, despite rendering 27 years of continuous service, are now being retrenched merely on the plea of budget curtailment. After patiently hearing the issue, the Director (HR) instructed PGM (SR) to pursue the matter with the CGM of Kolkata / West Bengal Circles and resolve the issue through meaningful discussions with the recognised unions.
