BSNLEU और एसएनएटीटीए ने नोन एक्ज़िक्यूटिव्स की ज्वलंत समस्याओं के समाधान के लिए आंदोलन का आह्वान किया।

नोन एक्ज़िक्यूटिव्स की ज्वलंत समस्याओं को प्रबंधन के समक्ष कई औपचारिक और अनौपचारिक बैठकों के साथ-साथ नेशनल काउंसिल की बैठकों में उठाया गया है, लेकिन उनका समाधान नहीं हो रहा है। प्रबंधन लापरवाही बरतता है और औपचारिकता के लिए उन समस्याओं पर चर्चा करता है। इसके बाद प्रबंधन मांगों को ठंडे बस्ते में डाल देता है। यह भी गहरी चिंता का विषय है कि प्रबंधन छोटी-छोटी बातों पर भी नोन एक्ज़िक्यूटिव्स के साथ सौतेला व्यवहार कर रहा है। "मानव संसाधनों के पुनर्गठन" के नाम पर बड़े पैमाने पर पदों को समाप्त करने से नोन एक्ज़िक्यूटिव्स के पदोन्नति के रास्ते बंद हो गए हैं। पुनर्गठन के परिणामस्वरूप, कई सर्किलों को अधिशेष घोषित कर दिया गया है और जेटीओ, जेई और टीटी एलआईसीई को बिना किसी रिक्ति के नाम के लिए रखा जा रहा है। यहां तक ​​कि उन सर्किलों में उचित स्थानांतरण भी नहीं किए जा रहे हैं। इसके अलावा, प्रबंधन कंपनी के कार्यों को बाहरी एजेंसियों को बड़े पैमाने पर आउटसोर्स कर रहा है, जो नोन एक्ज़िक्यूटिव्स के भविष्य को खतरे में डाल रहा है। BSNLEU और एसएनएटीटीए ने इन मुद्दों के निपटारे की मांग को लेकर ट्रेड यूनियन कार्रवाई आयोजित करने का फैसला किया है। मांगों के चार्टर के साथ सीएमडी बीएसएनएल को एक संयुक्त ज्ञापन सौंपा गया है। पहले कदम के रूप में, *12-06-2024 को दोपहर के भोजन अवकाश के समय प्रदर्शन* आयोजित किया जा रहा है। अगर मुद्दों का निपटारा नहीं किया जाता है तो आंदोलन तेज किया जाएगा। BSNLEU के सभी सर्किल और जिला यूनियनों से अनुरोध है कि वे अपने स्तर पर एसएनएटीटीए के साथ समन्वय करें और 12-06-2024 को आयोजित होने वाले दोपहर के भोजन अवकाश के प्रदर्शन और भविष्य में बुलाए जाने वाले सभी कार्यक्रमों में अधिक से अधिक कर्मचारियों को जुटाएं। 

As per existing Corporate Office order, employees are permitted to change their union membership once in a year. The window for the employees to submit authorisation for change of union membership will be opened from 16^th June to 15^th July. This year, the Corporate Office has issued letter on 03.06.2024, opening this window from 16.06.2024 to 15.07.2024. All the circle and district unions of BSNLEU are requested to utilise this opportunity for increasing the paid membership of BSNLEU. कॉर्पोरेट कार्यालय ने पत्र जारी कर यूनियन सदस्यता में परिवर्तन का विंडो खोला।

वर्तमान कॉर्पोरेट कार्यालय आदेश के अनुसार कर्मचारियों को वर्ष में एक बार अपनी यूनियन सदस्यता बदलने की अनुमति है। *कर्मचारियों के लिए यूनियन सदस्यता में परिवर्तन हेतु प्राधिकरण प्रस्तुत करने का अवसर 16 जून से 15 जुलाई तक खुला रहेगा।* इस वर्ष, कॉर्पोरेट कार्यालय ने 03.06.2024 को पत्र जारी कर इस अवसर को 16.06.2024 से 15.07.2024 तक खोला है। BSNLEU के सभी सर्किल और जिला यूनियनों से अनुरोध है कि वे BSNLEU की सशुल्क सदस्यता बढ़ाने के लिए इस अवसर का उपयोग करें। कॉर्पोरेट कार्यालय के पत्र की एक प्रति जानकारी के लिए संलग्न है।

Management has formed a committee to examine the merger of West Bengal Circle with Kolkata and Tamil Nadu Circle with Chennai. This is a major step which will have impact on the working conditions of the employees of these four circles. However, the Management has not discussed the issue with the recognised trade unions. On earlier occasions also, Management has taken unilateral decisions on issues affecting the employees and BSNLEU has already expressed its protest over it. However, once again Management has taken the unilateral decision to merge the above mentioned circles. BSNLEU has written a letter to the CMD BSNL today, demanding to immediately share the details which has compelled the Management to consider merger of these circles. BSNLEU has also told the CMD BSNL that no final decision should be taken without consulting the recognised unions.

सर्किलों के विलय पर एकतरफा निर्णय न लें - BSNLEU ने बीएसएनएल के सीएमडी को पत्र लिखा।

In Assam circle, the Date of Next Increment(DNI )of the members of BSNLEU, who participated in the 16th February strike, has been deferred by one day. So far, the employees whose increment is to be paid on 1st of March, April and May has been deferred by one day. This is a clear-cut violation of the Ruling on DNI. The CHQ of BSNLEU has written a detailed letter to the Director(HR) today, requesting him to ensure expeditious action for undoing the injustice.

हड़ताल में भाग लेने वाले कर्मचारियों की डीएनआई स्थगित - BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर असम सर्किल को आवश्यक निर्देश जारी करने की मांग की।

असम सर्किल में 16 फरवरी की हड़ताल में भाग लेने वाले BSNLEU के सदस्यों की अगली वेतन वृद्धि की तिथि (डीएनआई) एक दिन के लिए स्थगित कर दी गई है। अब तक जिन कर्मचारियों की वेतन वृद्धि 1 मार्च, अप्रैल और मई को मिलनी है, उनकी वेतन वृद्धि एक दिन के लिए स्थगित कर दी गई है। यह डीएनआई संबंधी निर्णय का स्पष्ट उल्लंघन है। BSNLEU के सीएचक्यू ने आज निदेशक (मानव संसाधन) को एक विस्तृत पत्र लिखकर उनसे अन्याय को दूर करने के लिए शीघ्र कार्रवाई सुनिश्चित करने का अनुरोध किया है।

It has become the practice of the DoT to find ways and means for not implementing the judgements being given by the courts. A classic example is the judgement delivered by the Hon’ble Supreme Court, directing the DoT to issue Presidential Orders to the employees recruited and sent for training by the DoT, before the formation of BSNL. The DoT is implementing this judgement only for the employees who actually filed the case. This is nothing but dilution of the judgement of the Hon’ble Supreme Court. Now, we are glad to know that, the Hon’ble Delhi High Court has slapped a fine of ₹10,000/- on the DoT. All are aware that the Hon’ble Principal CAT, New Delhi, had delivered a landmark judgement on pension revision to BSNL retirees. Since the DoT did not implement the judgement, the pensioners’ associations have initiated contempt proceedings against the DoT. Under this situation, the DoT filed a petition in the Hon’ble Delhi High Court, praying to stay the contempt proceedings. This case was heard in the Hon’ble Delhi High Court by Hon’ble Justice Rekha Palli and Hon’ble Justice Saurabh Banerjee. After hearing the pleadings of the DoT, the Hon’ble High Court refused to stay the contempt proceedings. Not only that, the Hon’ble Delhi High Court has slapped a fine of ₹10,000/- on the DoT for each application it has filed. The Hon’ble Court has ordered that this fine amount will go to the High Court staff.

माननीय दिल्ली उच्च न्यायालय ने दूरसंचार विभाग पर 10,000 रुपये का जुर्माना लगाया।

न्यायालय द्वारा दिए जा रहे निर्णयों को लागू न करने के तरीके और साधन ढूंढ़ना दूरसंचार विभाग की आदत बन गई है। इसका एक उत्कृष्ट उदाहरण माननीय सर्वोच्च न्यायालय द्वारा दिया गया निर्णय है, जिसमें दूरसंचार विभाग को बीएसएनएल के गठन से पहले दूरसंचार विभाग द्वारा भर्ती किए गए और प्रशिक्षण के लिए भेजे गए कर्मचारियों को प्रेसिडेंशियल ऑर्डर जारी करने का निर्देश दिया गया था। दूरसंचार विभाग इस निर्णय को केवल उन कर्मचारियों के लिए लागू कर रहा है जिन्होंने वास्तव में मामला दायर किया था। यह माननीय सर्वोच्च न्यायालय के निर्णय को कमजोर करने के अलावा और कुछ नहीं है। अब, हमें यह जानकर खुशी हुई कि माननीय दिल्ली उच्च न्यायालय ने दूरसंचार विभाग पर 10,000 रुपये का जुर्माना लगाया है। सभी जानते हैं कि माननीय प्रिंसिपल कैट, नई दिल्ली ने बीएसएनएल सेवानिवृत्त लोगों के पेंशन संशोधन पर एक ऐतिहासिक निर्णय दिया था। चूंकि दूरसंचार विभाग ने निर्णय को लागू नहीं किया, इसलिए पेंशनभोगी संघों ने दूरसंचार विभाग के खिलाफ अवमानना ​​कार्यवाही शुरू की है। इस स्थिति में दूरसंचार विभाग ने माननीय दिल्ली उच्च न्यायालय में अवमानना ​​कार्यवाही पर रोक लगाने की प्रार्थना करते हुए याचिका दायर की। इस मामले की सुनवाई माननीय दिल्ली उच्च न्यायालय में माननीय न्यायमूर्ति रेखा पल्ली और माननीय न्यायमूर्ति सौरभ बनर्जी ने की। दूरसंचार विभाग की दलीलों को सुनने के बाद माननीय उच्च न्यायालय ने अवमानना ​​कार्यवाही पर रोक लगाने से इनकार कर दिया। इतना ही नहीं, माननीय दिल्ली उच्च न्यायालय ने दूरसंचार विभाग पर प्रत्येक आवेदन के लिए ₹10,000 का जुर्माना लगाया है। माननीय न्यायालय ने आदेश दिया है कि यह जुर्माना राशि उच्च न्यायालय के कर्मचारियों को दी जाएगी। 

Leh in Jammu and Kashmir circle is a far flung district with a huge geographical area. The staff posted in Leh are insufficient and already heavy workload is there. Under these circumstances, two JEs were transferred out of Leh without substitute in March, 2024. BSNLEU has immediately requested the CGM, J&K circle to post, substitute JEs in Leh. The CGM, J&K circle, assured to do it. However, so far, substitute JEs are not posted in Leh. Hence, BSNLEU has once again written letter to the CGM, J&K circle, demanding immediate posting of substitute JEs in Leh. 

लेह में वैकल्पिक जेई की तैनाती - BSNLEU ने चीफ जनरल मैनेजर, जम्मू एण्ड कश्मीर सर्किल को लिखा पत्र।

जम्मू-कश्मीर सर्किल में लेह एक दूरदराज का जिला है जिसका भौगोलिक क्षेत्रफल बहुत बड़ा है। लेह में तैनात कर्मचारी अपर्याप्त हैं और पहले से ही वहां काम का बोझ बहुत है। इन परिस्थितियों में, मार्च-2024 में दो जेई को बिना विकल्प के लेह से स्थानांतरित कर दिया गया। BSNLEU ने तुरंत चीफ जनरल मैनेजर, जम्मू एण्ड कश्मीर सर्किल से लेह में वैकल्पिक जेई की तैनाती करने का अनुरोध किया। चीफ जनरल मैनेजर, जम्मू एण्ड कश्मीर सर्किल ने ऐसा करने का आश्वासन दिया। हालांकि, अभी तक लेह में वैकल्पिक जेई की तैनाती नहीं की गई है। इसलिए, BSNLEU ने एक बार फिर चीफ जनरल मैनेजर, जम्मू एण्ड कश्मीर सर्किल को पत्र लिखकर लेह में वैकल्पिक जेई की तत्काल तैनाती की मांग की है।

Com. Animesh Mitra, President, Com.John Verghese, Acting GS and Com.C.K.Gundanna, AGS, met Shri S.P.Singh,PGM(Estt.) on 30-05-2024 and discussed the non-Payment of Gratuity to the deceased official’s family in Karnataka circle. It was pointed out that, despite clear orders on the calculation procedure, the ERP system is not accepting the formula. The PGM (Estt.) assured that suitable instructions would be issued to the ERP Section to correct the calculation procedure and ensure payment to the family.

The Establishment Branch of the Corporate Office has issued letter on 28-05-2024, addressed to all the CGMs, directing them to intimate the estimated vacancies that are likely to arise in the cadre of JE(T) from 01-01-2024 to 31-12-2024. The Corporate Office letter states that,  the vacancies which are likely to arise due to retirement, promotion, resignation, death, etc. maybe intimated to the Corporate Office within three weeks. The Corporate Office letter is enclosed here with. All the circle secretaries, and CHQ office bearers are requested to contact their respective CGM offices and to ensure that, the data called for by the Corporate Office is sent within the stipulated time.

कॉर्पोरेट कार्यालय की स्थापना शाखा ने 28-05-2024 को सभी चीफ जनरल मैनेजर को संबोधित करते हुए पत्र जारी किया है, जिसमें उन्हें 01-01-2024 से 31-12-2024 तक जेई (टी) के संवर्ग में उत्पन्न होने वाली अनुमानित रिक्तियों को सूचित करने का निर्देश दिया गया है। कॉर्पोरेट कार्यालय के पत्र में कहा गया है कि, सेवानिवृत्ति, पदोन्नति, इस्तीफे, मृत्यु आदि के कारण होने वाली रिक्तियों की सूचना तीन सप्ताह के भीतर कॉर्पोरेट कार्यालय को दी जाए। कॉर्पोरेट कार्यालय का पत्र इसके साथ संलग्न है। सभी सर्कल सचिवों और सीएचक्यू पदाधिकारियों से अनुरोध है कि वे अपने संबंधित चीफ जनरल मैनेजर कार्यालयों से संपर्क करें और यह सुनिश्चित करें कि कॉर्पोरेट कार्यालय द्वारा मांगे गए डेटा को निर्धारित समय के भीतर भेजा जाए।

The government of India has decided that, the interest rate for the Employees Provident Fund (EPF) will be 8.25% for the year 2023-24. The Employees Provident Fund Organisation (EPFO) has issued letter on 31-05-2024, communicating this decision of the government of India. Copy of the order of the EPFO is enclosed for the information of our comrades.

Com.E.Gomathynayagam, Telecom Technician, Coimbatore, has donated Rs.5,000/- to the CHQ, on the day of his retirement on superannuation on 31-05-2024. Right from the day of his appointment as a Regular Mazdoor in the Nilgiris SSA, Tamil Nadu, Com.E. Gomathynayagam has been an active member of BSNLEU.
