It is heartening to note that under the able leadership of Com.S.P. Jagadale, Circle Secretary, SNEA, Karnataka circle, has collected Rs.7.5 lakh, for providing relief to the contract workers, who are suffering from non-payment of wages for the past 10 months and also experiencing untold miseries during this period of lockdown.  This collected amount is being distributed to the contract workers by SNEA, Karnataka circle, in co-ordination with BSNLEU. The CHQ heartily congratulates Com.S.P. Jagadale, Circle Secretary and his entire team of SNEA, Karnataka circle, for this outstanding performance. The CHQ also expresses thanks from the depth of it’s heart to all the comrades who generously responded to the call of SNEA, Karnataka circle.

सर्किल एग्जीक्यूटिव कमिटी मीटिंग्स आयोजित करने के लिए सॉफ्टवेयर की उपलब्धता...

विभिन्न सर्कल्स में लॉक डाउन और आवाजाही पर प्रतिबंध, धारा 144 के तहत निषेध आदि अभी भी जारी है। यह स्थिति 25.03.2020 से बनी हुई है। हमारे संगठन की विभिन्न मीटिंग्स के आयोजन की आवश्यकता को महसूस करते हुए, CHQ द्वारा ऑनलाइन मीटिंग्स हेतु सॉफ्टवेयर ले लिया गया है।

इस सॉफ्टवेयर का उपयोग करते हुए, CHQ द्वारा सर्किल यूनियन्स को उनकी सर्किल एग्जीक्यूटिव कमिटी मीटिंग्स आयोजित करने के लिए डिजिटल प्लेटफॉर्म उपलब्ध कराया जा सकता है। CHQ यह सलाह देना चाहेगा कि इस विकट स्थिति में वास्तविक उपस्थिति के साथ एग्जीक्यूटिव मीटिंग्स का आयोजन उचित नही होगा, क्योंकि इससे अनावश्यक रूप से, हमारे कॉमरेड्स संक्रमण का शिकार हो सकते हैं।

अतः, सर्किल यूनियन्स से अनुरोध है कि, वें CHQ से डिजिटल प्लेटफॉर्म प्राप्त कर, ऑनलाइन सर्किल एग्जीक्यूटिव कमिटी मीटिंग्स आयोजित करें। महासचिव/ CHQ ऑफिस बेयरर्स भी इस मीटिंग में उपस्थित हो सकते हैं। इस हेतु महासचिव से तिथि निर्धारित की जा सकती है। 

CHQ has already announced it's decision to organise an All India Young Workers' Convention. It will take place at Bhopal on 30-09-2018. Apart from CHQ leaders, Dr.Prabhir Purkayasta, a leading social activist, dealing with the matters of technology, will also address the Convention. Quota for mobilisation of the young workers, for the Convention, is being separately communicated to the circle unions. All circle and district unions are requested to start the mobilisation from now onwards, to make the Convention a grand success.

It is informed by the BSNL Corporate Office that, a meeting will be held at 17:00 hrs on 02-11-2018, between Ms.Aruna Sundararajan, Secretary, Telecom and the representatives of the AUAB. The meeting will discuss the issues notified by the AUAB, for the agitational programme. It may be recollected that the AUAB had already informed the Secretary, Telecom that, the AUAB would go on strike, if the demands are not settled by 30^th November, 2018. 

The CHQ of BSNLEU wishes to state that it is a good development that a meeting is going to be held between the Secretary, Telecom and the AUAB. However, our comrades should not be under the impression that all the demands are going to be settled in the meeting to be held on 02-11-2018. It is our experience that, the DoT is sitting on the assurances given by the Hon'ble MoS(C) for the past 8 months, virtually not taking any action to implement them. Hence, our common sense tells that the employees should continue with all preparations for a strike, including an indefinite strike, to settle our demands of 3rd wage revision, allotment of 4G spectrum, payment of pension contribution on actual basic pay, pension revision and total implementation of the recommendation of the 2nd PRC on the superannuation benefits of the DR employees.

ग़ाज़ियाबाद में 12 और 13 अक्टूबर 2019 को सम्पन्न BSNLEU की CEC मीटिंग में लिए गए निर्णय...
BSNLEU की ऐतिहासिक सेंट्रल एग्जीक्यूटिव कमिटी की मीटिंग ग़ाज़ियाबाद में 12 और 13 अक्टूबर 2019 को सम्पन्न हुई। आंध्र प्रदेश सर्किल के सीएस और  वरिष्ठ कॉमरेड पी.असोका बाबू द्वारा यूनियन का लाल झंडा फहराने के साथ कार्यक्रम प्रारंभ हुआ। मीटिंग की अध्यक्षता कॉम अनिमेष मित्रा, अध्यक्ष, BSNLEU ने की। कॉम उपेन्द्र सिंह तेवतिया, सर्किल सेक्रेटरी,यूपी(वेस्ट) ने सीईसी मेंबर्स का स्वागत किया। कॉम ए के पद्मनाभन, उपाध्यक्ष, सीटू ने मीटिंग का उद्घाटन किया और उन्होंने वर्किंग क्लास के मद्दे नजर, देश के आर्थिक और राजनीतिक पहलुओं पर प्रकाश डालते हुए दूरदर्शिता पूर्ण उद्बोधन दिया। कॉम पी अभिमन्यु, जीएस ने   "रिपोर्ट ऑन एक्टिविटीज" प्रस्तुत की। सभी सर्किल सेक्रेटरीज और सेंट्रल ऑफिस बेयरर्स ने उत्साह के साथ चर्चाओं में शिरकत की। मीटिंग में सर्वानुमति से निम्न निर्णय लिए गए।

निर्णय

1. मीटिंग में BSNLEU को लगातार सातवीं बार रिकॉर्ड जीत दर्ज करवा कर  "प्रमुख मान्यता प्राप्त प्रतिनिधि यूनियन" के रूप में चयन करने के लिए सभी BSNL कर्मचारियों का तहे दिल से आभार व्यक्त किया गया। साथ ही, इस ऐतिहासिक विजय के लिए अनथक रूप से कार्य करने के लिए ऑल इंडिया, सर्किल और डिस्ट्रिक्ट स्तर के सभी लीडर्स का अभिनंदन किया गया।

2. मीटिंग में कर्मचारियों का वेतन भुगतान नही करने और साथ ही कॉन्ट्रैक्ट वर्कर्स को विगत 8 माह से वेजेस का भुगतान नही किए जाने पर अत्यंत रोष व्यक्त किया गया। मीटिंग में मांग की गई कि BSNL मैनेजमेंट द्वारा इन पेमेंट्स का त्वरित भुगतान किया जाए।

3. मीटिंग में BSNL के रिवाइवल के लिए 4G स्पेक्ट्रम के आवंटन और आवश्यक वित्तीय सहयोग/सॉफ्ट लोन प्रदान करने में अत्यंत विलंब पर गहरा क्षोभ व्यक्त किया गया। मीटिंग में मांग की गई कि सरकार द्वारा BSNL के शीघ्र रिवाइवल के लिए इन उपायों को त्वरित लागू करने के साथ साथ अन्य आवश्यक कदम भी उठाए जाएं।

4. मीटिंग में सेंट्रल ट्रेड यूनियन्स द्वारा नरेंद्र मोदी सरकार की कॉर्पोरेट परस्त और कर्मचारी विरोधी नीतियों के विरोध में 8 जनवरी 2020 को आयोजित एक दिवसीय आम हड़ताल करने के निर्णय का स्वागत किया गया और  और इसमें पूर्ण रूप से शामिल होने का भी निर्णय लिया गया। मीटिंग में,आम हड़ताल सफलता पूर्वक आयोजित करने के उद्देश्य से निम्न अभियान कार्यक्रम करने का निर्णय लिया गया।

* a. 01 से 15 नवंबर, 2019 के बीच सभी सर्किल में सर्किल एग्जीक्यूटिव कमिटी मीटिंग्स की जाए।
* b. 16 से 30 नवंबर, 2019 के बीच सभी जिलों में डिस्ट्रिक्ट एग्जीक्यूटिव कमिटी मीटिंग्स की जाए।
* c.  01 से 15 दिसंबर, 2019 के बीच सभी जगह जनरल बॉडी मीटिंग्स की जाए।
* d. 16 से 30 दिसंबर, 2019 के मध्य आम सभा आयोजित की जाए जिसे सेंट्रल ऑफिस बेयरर्स संबोधित करेंगे। इसी दौरान गेट मीटिंग्स की जाए, पैम्फलेट्स वितरित किए जाएं और अन्य जरूरी तैयारियां की जाए। 

5. अब AUAB में कुछ और यूनियन्स और एसोसिएशन्स के शामिल होने से, AUAB और ज्यादा मजबूत हो गया है, मीटिंग में इसका स्वागत करते हुए संतोष व्यक्त किया गया। मीटिंग में GS, BSNLEU और अन्य लीडर्स की इस उपलब्धि पर प्रशंसा की गई। मीटिंग में यह महसूस किया गया कि शेष बचे संगठनों से भी संपर्क किया जाए और उन्हें भी AUAB में लाया जाए। AUAB द्वारा आव्हान किए गए 18.10.2019 के भूख हड़ताल कार्यक्रम को भी सफलतापूर्वक आयोजित करने का निर्णय लिया गया।

6. BSNL वर्किंग वुमन्स कोऑर्डिनेशन कमिटी (BSNL WWCC) की आगामी मीटिंग नवंबर 2019 के द्वितीय सप्ताह में मुम्बई में आयोजित की जाएगी।

7. मीटिंग में यह भी निर्णय लिया गया कि गुजरात, NE-1, कर्नाटक, आंध्र प्रदेश और तेलंगाना सर्कल्स में सर्किल स्तर पर BSNL WWCC का गठन आगामी सीईसी मीटिंग के पूर्व कर लिया जाए।

8. मीटिंग में निर्णय लिया गया कि AIBDPA के साथ समन्वय कर BSNL के रिटायर्ड साथियों के पेंशन रिवीजन के निराकरण के लिए कानूनी कार्यवाही करने हेतु BSNLEU पहल करे। इस कानूनी कार्यवाही हेतु कॉम जे संपतराव, सीएस, तेलंगाना ने रु 50,000 के अनुदान की घोषणा की।

8. मीटिंग में निर्णय लिया गया कि BSNLEU की अगली सीईसी मीटिंग गुजरात में होगी।

Sr.GM(CBB), Corporate Office has told that, funds  are released today, for payment of two months' wages to the contract workers. Circle and District Secretaries are requested to ensure that the wages are paid promptly to the workers. Further, the Sr.GM(CBB) also told that, Corporate Office is trying to allot funds by the end of this week, for payment of November salary to the employees.

Shri Beni Prasad Verma, one of the founding leaders of the Samajwadi Party and former Telecom Minister, passed away in a hospital at Lucknow, yesterday evening. He had been unwell for some time. Shri Shri Beni Prasad Verma, was the Union Minister for Communications in the Deve Gowda Cabinet, from 1996 to 98. BSNLEU pays it's homage to the departed leader.

Karnataka circle union has done praiseworthy job in collection of donations and distribution of food materials to the contract workers. The distribution of food materials done yesterday and today at Bengaluru (BGTD) are as follows :-

Distribution of food materials at Halasuru : In the morning at 11.00 am the distribution started in Halasuru branch. Contract workers working in Halasuru and Indiranagar were the benificiers. This program was jointly organised by BSNLEU and SNEA (I). Com. C.K.Gundanna CP, Com. H.V.Sudharshan, CS, Com. Irfan Pasha OS CHQ, Com. Kempegowda DP BGTD and  Com. M. Manchaiah DS BGTD participated. Nearly 40 contract workers were provided with the food materials. BSNL Non permanent workers union, karnataka GS, Com. Mahantesh was also present.

Distribution of food materials at CTO : In the afternoon in CTO, BGTD nearly 40 food material kits were distributed. Com. C. K. Gundanna CP , Com. Vishwanath DS SNEA (I) , Com. Muddaiah CS AIBDPA , Com. HC.Prakash AGS / DS AIBDPA BGTD , Com. Melugiraiah DP AIBDPA BGTD, Com. Kempegowda DP , Com. M. Manchaiah DS BGTD , Com. Irfan pasha OS CHQ, Com. Dost Mohamed Farooq, DS civil wing and  other office bearers attended this distribution programme.

The AUAB leaders of Karaikudi district met Shri Karthi Chidambaram, Lok Sabha member from Sivagangai, Tamil Nadu circle and presented the memorandum today. The leaders explained how BSNL is being stopped from launching 4G service and also how the implementation of Revival Package is being delayed. Shri Karthi Chidambaram, heard the AUAB leaders patiently and assured to intervene in this matter.

Leading Kannada film hero, Shivraj Kumar, the son of legendary Kannada actor, Dr.Rajkumar, has become BSNL's post paid mobile customer today. The marketing to get this 'star customer' was done by the leading BSNLEU comrades of CGM office, Karnataka, com.P.Girish, district secretary, CGM Office and com.R.K.Rao, superintendent, CGM office. CHQ heartily congratulates both these comrades for their good work. This is an example that others should also emulate.

Rajasthan circle union organised a very effective meeting of the circle level functionaries of BSNLEU, at Jaipur, today. Important functionaries, including district secretaries, circle office bearers, branch secretaries, etc., participated in this meeting. The meeting was essentially organised for making mobilisation for the forthcoming “Mazdoor-Kisan Sangarsh Rally”, to be held at New Delhi on 5^th September,2018. Com.B.M Sharma, circle vice-president, presided over. Com.V.P.Sharma, veteran leader, Com.Arun Nigam, Staff-Side Secretary, Circle Council, Com.K.P.Sharma, All India Organising Secretary, AIBDPA and Com.M.K.Nagpal,circle secretary, AIBDPA, were present on the dias. Com.P.K.Jain, district secretary, Jaipur, welcomed everyone. Com. Ashok Pareek, CS, Rajasthan and Com.Vijay Singh, Organising Secretary, delivered the initial address. Com.P.Abhimanyu, GS, addressed the meeting and explained about the need of conducting the “Mazdoor-Kisan Sangarsh Rally”. He explained in detail about the anti-poor and pro-rich Neo Liberal policies being followed by the government. He also threw light on the current issues of Wage Revision, Pension Revision, Subsidiary Tower Company, Allotment of 4G spectrum and Payment of Pension Contribution on actual basic pay. Further, he explained about the recent improvements made by BSNLEU, in the issues of the Non-Executives, like promotion in E1 pay scale for the Non-Executives, settlement of one extra increment to the left out Non-Executives, settlement of the problem of the Sr.TOAs who were downgraded from 7100 pay scale to 6550 pay scale, settlement of gratuity to the casual labourers, improvements made in the issues of the retired employees, one time relaxation to appear in the TT LDCE, for those who do not have 10th standard qualification, etc. It was decided that 300 comrades would participate in the 5^th September rally, from Rajasthan circle. Com.V.P.Sharma, finally addressed the meeting and delivered vote of thanks.

Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, met Ms. Sujata T. Ray, Director (HR) yesterday, and discussed the following issues:-

 
(a)   Amendments to the Non-Executives’ Recognition Rule.

The representatives handed over the letter in this regard to the Director (HR) and demanded that the Non-Executives’ Recognition Rule should be amended. They apprised the Director (HR) about the decision of the 9th All India Conference of BSNLEU, which has demanded removal of the clause in the Recognition Rule, which stipulates that no other union will be recognised, if the first union gets 50% or more votes. The Director (HR) appreciated the magnanimity of BSNLEU and assured that needful action would be taken.

(b)   Holding JE LICE as offline exam.

The representatives reiterated that JE LICE should be conducted as offline exam. They cited the assurances given by the Chairman of the National Council, in the 37th meeting of the Council held on 20.11.2018, and demanded that the forthcoming JE LICE should be conducted as offline exam. The Director (HR) agreed to the demand of the Union and assured to take needful action.

(c)   Review of the results of the failed SC / ST candidates of the JE LICE held on 28.01.2018.

BSNLEU has already demanded that the results of the failed SC / ST candidates of the JE LICE held on 28.01.2018 should be reviewed based on the DoT letter no. 22-5/91-NCG dated 28.12.1992. In the meanwhile the BSNL Corporate Office has issued a letter, stating that the results of the failed SC / ST candidates would not be reviewed, on the plea that a general relaxation has already been given to the candidates belonging to all categories. BSNLEU does not accept this. In yesterday’s meeting the representatives of BSNLEU demanded the Director (HR) a review of the result of the failed ST / ST candidates should be made as per the DoT letter no. 22-5/91-NCG dated 28.12.1992. The Director (HR) has kindly consented to positively look into the demand of BSNLEU.

23 मार्च को स्वातंत्र्य वीर भगत सिंह, सुखदेव और राजगुरु की शहादत का दिन है। ब्रिटिश साम्राज्यवाद द्वारा 1931 में इसी दिन इन तीनों नायकों (heroes) को फांसी दी गई थी। BSNLEU द्वारा यह दिन हर वर्ष मनाया जाता है। सीएचक्यू का सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से आग्रह है कि यह दिन यथोचित तरीके से मनाएं।

BSNLEU conveys it's revolutionary greetings to CITU, which has completed 50 years of it’s existence, and has stepped into the 51st year today. CITU was started on 30th May, 1970. Throughout these 50 years, CITU has remained in the forefront of the struggles against exploitation of man by man. CITU is remaining as the spearhead of struggles against the anti-worker and the pro-corporate policies of the government. CITU has always been the friend, philosopher and guide of BSNLEU. The mighty organisation has started it’s year long celebrations, marking the 50th anniversary of it’s foundation. On this occasion, BSNLEU conveys it’s revolutionary greetings to all the leaders and comrades of CITU.

The Extended Circle Executive Committee meeting of BSNLEU, UP(West) circle, was held at ALTTC, Ghaziabad, today. The UP(West) circle union had made elaborate arrangements for the meeting. Com.Ansar Ali, Circle President, presided over the meeting. A good number of active workers also participated in this meeting. Com.Upendar Singh Teotia, Circle Secretary, welcomed everyone and addressed the meeting briefly. Com.Naresh Pal, Organising Secretary (CHQ), addressed briefly and explained about our responsibilities in the forthcoming Membership Verification. Com.P.Abhimanyu, GS, addressed the meeting and explained about the 8th Membership Verification, reasons for BSNL’s financial crisis, ways and means to over come it and the issues of the Non-Executives taken up by the BSNLEU after the last Membership Verification.

Com.P.Abhimanyu, GS, met Ms. Samita Luthra, GM (Rectt.), Shri Saurabh Tyagi, Sr.GM(Estt.), today and discussed the following issues.

1. Immediate declaration of the JTO LICE results.

The JTO LICE was held on 26.05.2019. However, declaration of the results of this exam is getting abnormally delayed. In today’s discussion, the GM (Rectt.) replied that the declaration of the results is being delayed due to the dispute regarding the method of implementation of SC/ST reservation.  The DoP&T has issued contradictory instructions in respect of treating the SC/ST candidates who get high marks. The dispute is, whether they will come under the SC/ST category, or in the General category. The GM(Rectt.) replied that the matter is getting clarified from the CLO. The General Secretary demanded that the Management should find out a way and that the declaration of the result cannot be delayed endlessly. The GS demanded that the Management should take decision and declare the result at the earliest, say within 10 days.   

2. Holding of the LICEs.

The Corporate Office has issued a letter on 21.08.2019, keeping the JE LICE, TT LICE and the JTO to SDE (Arch) LICE, under abeyance.  This is affecting the promotional avenues of the Non-Executives. In today’s meeting, the General Secretary demanded that the TT LICE and JE LICE should be held immediately. The GM (Rectt.) replied that the LICEs have been kept under abeyance, to work out the vacancies afresh. The General Secretary stated that BSNLEU will not permit the Management to delay the holding of LICEs. BSNLEU will further take up this issue with CMD BSNL and Director (HR), so that the LICEs meant for the Non-Executives are held without further delay.

यूनियन के ऑल इंडिया सेन्टर द्वारा सर्किल और डिस्ट्रिक्ट यूनियन्स को 27.12.2019 को भोजन अवकाश के दौरान प्रदर्शन और गेट मीटिंग आयोजित करने हेतु आव्हान किया जा चुका है। इस कार्यक्रम का उपयोग 08 जनवरी, 2020 की आम हड़ताल में शामिल करने के लिए कर्मचारियों को संगठित करने हेतु किया जाना चाहिए। इस कार्यक्रम में CHQ द्वारा प्रेषित पैम्फलेट में प्रस्तुत जानकारी कर्मचारियों को समझाई जाएं। सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध है कि कल के कार्यक्रम को प्रभावी रूप से आयोजित करने हेतु आवश्यक प्रयास करें।
