The circle conference of Odisha circle was successfully held at Bhubaneswar on 09.03.2025. 76 delegates including 5 women, representing 9 district unions, participated in this conference. Com.Sarat Mohanti, Circle Vice President, presided over the meeting. Veteran leaders, Com.A. Dhupal and S.C. Bhattacharya, were on the dais. Com. Kameswar Rao, Circle Secretary, welcomed everyone. Com.Animesh Mitra, President, participated in this conference on behalf of the CHQ. In his speech, the President explained in detail about the issues of Wage Revision, 2^nd VRS, BSNL’s below standard 4G service and various other staff issues being taken up by the CHQ. Com. Kameswar Rao, Circle Secretary, submitted the report on activities. 15 delegates participated in the deliberations and placed their views. Election of office bearers was held unanimously.

भुवनेश्वर में ओडिशा सर्किल का सफल सम्मेलन सम्पन्न हुआ।

ओडिशा सर्किल का सर्किल सम्मेलन 09.03.2025 को भुवनेश्वर में सफलतापूर्वक सम्पन्न हुआ। इस सम्मेलन में 9 जिला यूनियनों का प्रतिनिधित्व करने वाले 5 महिलाओं सहित 76 प्रतिनिधियों ने भाग लिया। मंडल उपाध्यक्ष साथी शरत मोहंती ने बैठक की अध्यक्षता की। वरिष्ठ नेता साथी ए. धुपाल और एस.सी. भट्टाचार्य मंच पर उपस्थित थे। सर्किल सचिव साथी कामेश्वर राव ने सभी का स्वागत किया। अध्यक्ष साथी अनिमेष मित्रा ने सीएचक्यू की ओर से इस सम्मेलन में भाग लिया। अपने भाषण में अध्यक्ष ने वेतन संशोधन, द्वितीय वीआरएस, बीएसएनएल की निम्न स्तर की 4G सेवा और सीएचक्यू द्वारा उठाए जा रहे विभिन्न अन्य कर्मचारी मुद्दों के बारे में विस्तार से बताया। सर्किल सचिव साथी कामेश्वर राव ने गतिविधियों पर रिपोर्ट प्रस्तुत की। विचार-विमर्श में 15 प्रतिनिधियों ने भाग लिया और अपने विचार रखे। पदाधिकारियों का चुनाव सर्वसम्मति से हुआ। 

A section of the DR JEs are unwilling to join the JTO training starting today the 10.03.2025. This is because they will forfeit their NEPP promotion of the JE cadre, which is becoming due on 27.06.2025. They have represented to the Management for the postponement and rescheduling of their JTO training. BSNLEU has already discussed this issue with the PGM(Rectt. & Trng.) on 07.03.2025. Today, BSNLEU has written letter to the PGM(Rectt. & Trng.) on this issue.

डीआर जेई के जेटीओ प्रशिक्षण का पुनर्निर्धारण जो 10.03.2025 को प्रशिक्षण में शामिल होने के लिए इच्छुक नहीं हैं।

डीआर जेई का एक वर्ग आज 10.03.2025 से शुरू होने वाले जेटीओ प्रशिक्षण में शामिल होने के लिए इच्छुक नहीं है। ऐसा इसलिए है क्योंकि वे जेई कैडर के अपने एनईपीपी पदोन्नति को खो देंगे, जो 27.06.2025 को देय है। उन्होंने अपने जेटीओ प्रशिक्षण को स्थगित करने और पुनर्निर्धारित करने के लिए प्रबंधन को आवेदन किया है। BSNLEU ने पहले ही 07.03.2025 को प्रिंसिपल जनरल मैनेजर (भर्ती और प्रशिक्षण) के साथ इस मुद्दे पर चर्चा की है। आज, BSNLEU ने इस मुद्दे पर प्रिंसिपल जनरल मैनेजर (भर्ती और प्रशिक्षण) को पत्र लिखा है।

A meeting of all unions and associations of BSNL is held at New Delhi today. General Secretaries / Representatives of BSNLEU, NFTE BSNL, SNEA, AIGETOA, SEWA BSNL, AIBSNLEA, FNTO,  BSNL MS, DEWAB and GBOWA, participated in the meeting.  Com.Chandeshwar Singh, Chairman, presided over the meeting. Com.P.Abhimanyu, Convenor, welcomed everyone and briefed on the agenda items to be discussed in the meeting. All the burning issues of the employees viz., Pay Revision of the Executives & Wage Revision of the Non-Executives, 2^nd VRS, failure of BSNL’s 4G service and other issues were discussed.  All the General Secretaries / Representatives, participated in the deliberations. Severe resentment was expressed by all the leaders, over the non-settlement of the Pay Revision of the Executives and Wage Revision of the Non-Executives. Similarly, all the leaders vehemently opposed the 2^nd VRS. Suggestions for various agitational programmes were outlined by the speakers. However, due to paucity of time, the meeting was adjourned and will be held at 03:00 pm on 19.03.2025.

बीएसएनएल के सभी यूनियनों और एसोसिएशनों की बैठक आज नई दिल्ली में हुई। बैठक में BSNLEU, एनएफटीई बीएसएनएल, एसएनईए, एआईजीईटीओए, एसईडब्ल्यूए बीएसएनएल, एआईबीएसएनएलईए, एफएनटीओ, बीएसएनएल एमएस, डीईडब्ल्यूएबी और जीबीओडब्ल्यूए के महासचिवों/प्रतिनिधियों ने भाग लिया। बैठक की अध्यक्षता अध्यक्ष साथी  चंदेश्वर सिंह ने की। संयोजक साथी पी. अभिमन्यु ने सभी का स्वागत किया और बैठक में चर्चा किए जाने वाले एजेंडा आइटमों के बारे में जानकारी दी। कर्मचारियों के सभी ज्वलंत मुद्दों जैसे कि अधिकारियों के पे रिवीज़न और नॉन एक्ज़िक्यूटिव्स के वेइज रिवीज़न, द्वितीय वीआरएस, बीएसएनएल की 4G सेवा की विफलता और अन्य मुद्दों पर चर्चा की गई। सभी महासचिवों/प्रतिनिधियों ने विचार-विमर्श में भाग लिया। सभी नेताओं ने एक्ज़िक्यूटिव्स के पे रिवीज़न और नॉन एक्ज़िक्यूटिव्स के वेइज रिवीज़न का निपटारा न होने पर गहरी नाराजगी व्यक्त की। इसी तरह, सभी नेताओं ने दूसरे वीआरएस का भी पुरजोर विरोध किया। वक्ताओं ने विभिन्न आंदोलन कार्यक्रमों के लिए सुझाव दिए। हालांकि, समय की कमी के कारण बैठक स्थगित कर दी गई और 19.03.2025 को दोपहर 03:00 बजे होगी। 

The CHQ of BSNLEU has given call to observe this year’s International Women’s Day effectively. Accepting the CHQ’s call, many circles have organised International Women’s Day programme effectively. CHQ heartily congratulates all the circle and district unions which have organised the programme successfully. Here are some of the views of today’s programme. 

BSNLEU conveys revolutionary greetings to all the comrades on the occasion of International Women's Day. Women constitute one half of the population. However they are not being treated with equality. Equal pay for equal work still remains a distant dream for women in many sectors. Crimes against women has become the order of the day. 50 crimes are being committed against women every hour in India, according to the data released by the National Crime Records Bureau (NCRB),  for the year 2022. 88 women are being raped every day. Out of these, 11 are Dalit women. One reason for the increasing crimes against women is that, most of those who commit the crimes against women escape scot-free, without any punishment. For example, as per the NCRB data, out of every 100 men who commit rape, 75 men escape without any punishment. The conviction rate is very low. This factor encourages crimes against women.  On the International Women's Day, let us resolve to treat women with dignity and equality.  It is the duty of the working class movement, to raise it's voice against all atrocities and inequalities being committed against women.

सभी को अंतरराष्ट्रीय महिला दिवस की बधाई।

BSNLEU अंतरराष्ट्रीय महिला दिवस के अवसर पर सभी साथियों को क्रांतिकारी शुभकामनाएं देता है। महिलाएं आधी आबादी हैं। फिर भी उनके साथ समानता का व्यवहार नहीं किया जा रहा है। समान काम के लिए समान वेतन अभी भी कई क्षेत्रों में महिलाओं के लिए दूर का सपना बना हुआ है। महिलाओं के खिलाफ अपराध दिन-प्रतिदिन की बात हो गई है। राष्ट्रीय अपराध रिकॉर्ड ब्यूरो (एनसीआरबी) द्वारा वर्ष 2022 के लिए जारी आंकड़ों के अनुसार भारत में हर घंटे महिलाओं के खिलाफ 50 अपराध हो रहे हैं। हर दिन 88 महिलाओं के साथ बलात्कार हो रहा है। इनमें से 11 दलित महिलाएं हैं। महिलाओं के खिलाफ बढ़ते अपराधों का एक कारण यह भी है कि महिलाओं के खिलाफ अपराध करने वाले अधिकांश लोग बिना किसी सजा के बच निकलते हैं। उदाहरण के लिए, एनसीआरबी के आंकड़ों के अनुसार, बलात्कार करने वाले हर 100 पुरुषों में से 75 पुरुष बिना किसी सजा के बच निकलते हैं। सजा की दर बहुत कम है। यह कारक महिलाओं के खिलाफ अपराधों को बढ़ावा देता है। अंतरराष्ट्रीय महिला दिवस पर, आइए हम महिलाओं के साथ सम्मान और समानता का व्यवहार करने का संकल्प लें। महिलाओं के खिलाफ हो रहे सभी अत्याचारों और असमानताओं के खिलाफ आवाज उठाना मजदूर वर्ग आंदोलन का कर्तव्य है। 

Many JEs have got qualified in the JTO LICE  held last year. Their JTO  training is starting on 10-03-2025. They will be posted as JTOs in June, 2025, on completion of the training. At this juncture, some of the JEs have requested for the postponent of their  training. This is because, they will lose their promotion under NEPP,  if they get posted as JTOs in June 2025. BSNLEU has advised that, such of those JEs can submit individual representations to the Management, requesting for the postponement of their training. Accordingly some JEs have represented to the Management for the postpondent of their JTO training. Chennai circle administration has sent such representations to the Corporate Office. Under these circumstances, Com.P.Abhimanyu,GS, discussed this issue with Shri S.P.Singh, PGM (Recruitment & Training) BSNL CO  today. The General Secretary requested that, the JTO training of the willing JEs could be postponed and that,  they could be sent for training subsequently, after conferment of their NEPP promotion in JE cadre. The PGM (Recruitment & Training)  accepted this demand. He assured that, those JEs who want their JTO training to be postponed, could be sent for training subsequently.

The CHQ has already given call to the circle and district unions to observe International Women’s Day tomorrow the 08.03.2025. The day should be observed by organising district level meetings. The CHQ has already circulated a note in connection with the International Women’s Day. The contents of this note should be explained in the meetings to be organised tomorrow. Report and photos of tomorrow’s programme may be sent to the CHQ.  

कल अंतरराष्ट्रीय महिला दिवस मनाएं।

सीएचक्यू ने पहले ही सर्किल और जिला यूनियनों को कल 08.03.2025 को अंतरराष्ट्रीय महिला दिवस मनाने का आह्वान किया है। जिला स्तरीय बैठकों का आयोजन करके इस दिवस को मनाया जाना चाहिए। सीएचक्यू ने पहले ही अंतरराष्ट्रीय महिला दिवस के संबंध में एक नोट प्रसारित किया है। कल आयोजित होने वाली बैठकों में इस नोट की विषय-वस्तु को स्पष्ट किया जाना चाहिए। कल के कार्यक्रम की रिपोर्ट और फोटो सीएचक्यू को भेजें।

As per the Corporate Office order issued on 08.07.2004, Srinagar Valley Allowance is being paid to the BSNL employees working in Srinagar Valley. This sanction for the payment of Srinagar Valley Allowance is being extended by the Corporate Office from time to time. The last extension of sanction for the payment of Srinagar Valley Allowance was issued by the Corporate Office on 22.02.2017. The CGM of J&K circle has written letter to the Corporate Office, seeking extension of the sanction for the payment of Srinagar Valley Allowance. BSNLEU has written letter to the PGM(Estt.), BSNL CO., today, requesting to issue the extension of sanction for the payment of Srinagar Valley Allowance.

श्रीनगर वेली अलाउंस के भुगतान हेतु स्वीकृति का विस्तार – BSNLEU ने बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (एस्टा) को पत्र लिखा.

08.07.2004 को जारी कॉर्पोरेट कार्यालय के आदेश के अनुसार, श्रीनगर वेली में कार्यरत बीएसएनएल कर्मचारियों को श्रीनगर वेली अलाउंस का भुगतान किया जा रहा है। श्रीनगर वेली अलाउंस के भुगतान हेतु यह स्वीकृति कॉर्पोरेट कार्यालय द्वारा समय-समय पर बढ़ाई जा रही है। श्रीनगर वेली अलाउंस के भुगतान हेतु स्वीकृति का अंतिम विस्तार कॉर्पोरेट कार्यालय द्वारा 22.02.2017 को जारी किया गया था। जम्मू-कश्मीर सर्कल के चीफ जनरल मैनेजर ने कॉर्पोरेट ऑफिस को पत्र लिखकर श्रीनगर वेली अलाउंस के भुगतान हेतु स्वीकृति का विस्तार करने की मांग की है। BSNLEU ने आज बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (एस्टा) को पत्र लिखकर श्रीनगर   वेली अलाउंस के भुगतान हेतु स्वीकृति का विस्तार जारी करने का अनुरोध किया है।

All LICEs of the Non-Executives are being conducted. However, JAO LICE has not been conducted for the past eight years. The last JAO LICE was conducted in the year 2016. JAO LICE is the main promotional avenue for the Non-Executives belonging to the Sr.TOA stream (OS / AOS / SOA / JOA). Non-conducting of the JAO LICE has created dejection and frustration among the employees of the Sr.TOA stream. BSNLEU has already taken up this issue with the BSNL Management several times. Once again, BSNLEU has written letter to the Director (Finance), BSNL, today, requesting him to take early steps for the conducting of the JAO LICE at the earliest.

जेएओ एलआईसीई को जल्द से जल्द आयोजित करें - BSNLEU ने निदेशक (वित्त), बीएसएनएल को लिखा पत्र।

नॉन एक्ज़िक्यूटिव्स के सभी एलआईसीई आयोजित किए जा रहे हैं। हालाँकि, जेएओ एलआईसीई पिछले आठ वर्षों से आयोजित नहीं किया गया है। अंतिम जेएओ एलआईसीई वर्ष 2016 में आयोजित किया गया था। जेएओ एलआईसीई  सीनियर टीओए स्ट्रीम (ओएस / एओएस/ एसओए/ जेओए) से संबंधित नॉन एक्ज़िक्यूटिव्स के लिए मुख्य पदोन्नति का मार्ग है। जेएओ एलआईसीई का आयोजन न होने से सीनियर टीओए स्ट्रीम के कर्मचारियों में निराशा और हताशा पैदा हो गई है। BSNLEU ने इस मुद्दे को पहले भी कई बार बीएसएनएल प्रबंधन के समक्ष उठाया है। एक बार फिर, BSNLEU ने आज निदेशक (वित्त),बीएसएनएल को पत्र लिखकर उनसे जेएओ एलआईसीई  का जल्द से जल्द आयोजन के लिए शीघ्र कदम उठाने का अनुरोध किया है।

The Central Government employees working in the Kashmir Valley are entitled for payment of Special Concessions and Incentives. At par with them, the BSNL employees working in Kashmir Valley are also entitled for these Special Concessions and Incentives. Payment of these Special Concessions and Incentives is being extended by the DoP&T from time to time. On 24.02.2025, the DoP&T has issued letter for the extension of these Special Concessions / Incentives for a period of three years w.e.f 01.08.2024. On 03.03.2025, the DoT has also endorsed the DoP&T letter.  BSNLEU has written letter to the PGM(Estt.), BSNL CO., today, requesting to take early steps for the payment of Special Concessions and Incentives to the BSNL employees working in the Kashmir Valley.

कश्मीर घाटी में कार्यरत बीएसएनएल कर्मचारियों को विशेष रियायतें/प्रोत्साहन का विस्तार।

कश्मीर घाटी में कार्यरत केंद्र सरकार के कर्मचारी विशेष रियायतें और प्रोत्साहन पाने के हकदार हैं। उनके समान ही, कश्मीर घाटी में कार्यरत बीएसएनएल कर्मचारी भी इन विशेष रियायतों और प्रोत्साहनों के हकदार हैं। इन विशेष रियायतों और प्रोत्साहनों का भुगतान समय-समय पर कार्मिक और प्रशिक्षण विभाग द्वारा बढ़ाया जा रहा है। 24.02.2025 को कार्मिक और प्रशिक्षण विभाग ने इन विशेष रियायतों/प्रोत्साहनों को 01.08.2024 से तीन वर्ष की अवधि के लिए बढ़ाने के लिए पत्र जारी किया है। 03.03.2025 को दूरसंचार विभाग ने भी कार्मिक और प्रशिक्षण विभाग के पत्र का समर्थन किया है। BSNLEU ने आज बीएसएनएल कॉर्पोरेट ऑफिस के   प्रिंसिपल जनरल मैनेजर (एस्टा) को पत्र लिखकर कश्मीर घाटी में कार्यरत बीएसएनएल कर्मचारियों को विशेष रियायतें और प्रोत्साहन देने के लिए शीघ्र कदम उठाने का अनुरोध किया है।
