टीयूआई (परिवहन, बंदरगाह, मत्स्य पालन और संचार) का आह्वान : 8 सितंबर 2025 - फिलिस्तीन के लिए एकजुटता और कार्रवाई दिवस।

डब्ल्यूएफटीयू के बैनर तले टीयूआई (परिवहन, बंदरगाह, मत्स्य पालन और संचार) ने 8 सितंबर 2025 को फिलिस्तीन के वीर लोगों के समर्थन में एकजुटता और कार्रवाई के दिन के रूप में मनाने का आह्वान किया है। गाजा और पश्चिमी तट पर हर दिन निर्दोष लोग जारी नरसंहार और क्रूर हमलों का शिकार हो रहे हैं। BSNLEU उत्पीड़न के खिलाफ मेहनतकश लोगों के साथ खड़े होने की अपनी परंपरा के अनुसार, इस आह्वान का पूरी प्रतिबद्धता के साथ पालन करेगा। फिलिस्तीन के साथ हमारी एकजुटता न केवल उनके हित के लिए है, बल्कि दुनिया भर के सभी लोगों के न्याय, स्वतंत्रता और सम्मान के लिए भी है। आइए, हम एकजुट होकर 08.09.2025 को कार्यालय परिसर में प्रदर्शन/गेट मीटिंग आयोजित करके आम जनता का ध्यान आकर्षित करने के लिए इस दिवस को मनाएँ।

It is about 2 months passed since the last meeting of Wage Negotiation Committee held on 30^th June, 2025. Even, the Management did not convey the decision on the union demand for changing the four pay scales. After pursuing the matter with CMD BSNL and Director (HR), now it has learnt that effective persuasion is going on at appropriate level for holding the meeting without further delay. In this week, Com.Animesh Mitra, GS, met several officers at Corporate Office and conveyed the staff resentment in this regard.

तीसरी पीआरसी की अगली तिथि की माँग - BSNLEU ने पिछली वेतन वार्ता समिति की बैठक में उठाए गए चार वेतनमानों में बदलाव के लिए यूनियन के विचारों को स्वीकार करने की माँग की।

30 जून, 2025 को हुई वेतन वार्ता समिति की पिछली बैठक को लगभग दो महीने बीत चुके हैं। प्रबंधन ने अभी तक चार वेतनमानों में बदलाव की यूनियन की माँग पर कोई निर्णय नहीं लिया है। बीएसएनएल के सीएमडी और निदेशक (मानव संसाधन) के साथ इस मामले को आगे बढ़ाने के बाद, अब पता चला है कि बिना किसी और देरी के बैठक आयोजित करने के लिए उचित स्तर पर प्रभावी प्रयास चल रहे हैं। इसी सप्ताह, साथी  अनिमेष मित्रा, सामान्य निदेशक, ने कॉर्पोरेट कार्यालय में कई अधिकारियों से मुलाकात की और इस संबंध में कर्मचारियों की नाराजगी से उन्हें अवगत कराया।

Payment of Dearness Allowance for the casual labourers has already sanctioned by the DoP&T in the month of June, 2025. According to it, the casual labourers in BSNL are eligible to get this Dearness Allowance w.e.f. 01.01.2025. The BSNL CCWF had already written a letter to the Management for early payment. Com.Animesh Mitra, GS, BSNLEU, had discussed the matter with Shri S.P. Singh, PGM(Estt.) on 22.08.2025, and requested him for immediate payment. But 8 months passed, the casual labourers are still waiting to get the DA arrear with the salary of August, 2025. Hope, the Management will take some serious action in this regard.  

प्रबंधन के उदासीन रवैये के कारण केज़्युअल श्रमिकों को डीए का भुगतान अभी भी गतिरोध में है - BSNLEU के महासचिव  ने प्रिंसिपल जनरल मैनेजर  (एस्टा) के साथ चर्चा की ।

DOP&T ने जून, 2025 के महीने में आकस्मिक श्रमिकों के लिए महंगाई भत्ते का भुगतान पहले ही स्वीकृत कर दिया है। इसके अनुसार, बीएसएनएल में केज़्युअल श्रमिक 01.01.2025 से इस महंगाई भत्ते को पाने के पात्र हैं। बीएसएनएल सीसीडब्ल्यूएफ ने पहले ही प्रबंधन को जल्द भुगतान के लिए एक पत्र लिखा था। साथी  अनिमेष मित्रा, महासचिव, BSNLEU ने 22.08.2025 को श्री एसपी सिंह, प्रिंसिपल जनरल मैनेजर  (एस्टा) के साथ इस मामले पर चर्चा की थी और उनसे तत्काल भुगतान के लिए अनुरोध किया था। लेकिन 8 महीने बीत गए, आकस्मिक मजदूर अभी भी अगस्त, 2025 के वेतन के साथ डीए बकाया पाने का इंतजार कर रहे हैं.

The CEC meeting of BSNLEU, NTR Circle, was held at Eastern Court, yesterday the 26.08.2025. Com. Yougesh Kumar, President, NTR Circle, presided over the meeting while Com.R.S. Chouhan, CS, NTR circle, narrated the message of AIC. CEC members discussed the main problems of the organisational particularly non-holding of council meeting at Circle and SSA level. Members expressed their dissatisfaction about stagnation issues. At the concluding part of the CEC Meeting, the Felicitation programme to Com. Animesh Mitra, newly elected General Secretary was organised by the circle union. Com. Animesh Mitra had narrated all the important issues as it was raised in the CEC meeting. Particularly, he mentioned the present situation related to 3^rd PRC and VRS issue. He highlighted the Central Govt. and BSNL Management policies to destroy the BSNL and also to deprived the employees. He called upon the CEC members to strengthen the organisation in NTR in the next Membership Verification.

एनटीआर, सीईसी बैठक में महासचिव के अभिनंदन समारोह में कर्मचारियों की अच्छी उपस्थिति।

BSNLEU, एनटीआर सर्कल की सीईसी बैठक कल 26.08.2025 को ईस्टर्न कोर्ट में आयोजित की गई। साथी  हेमंद ने बैठक की अध्यक्षता की, जबकि साथी  आर.एस. चौहान, सर्कल सचिव, एनटीआर सर्कल ने एआईसी का संदेश सुनाया। सीईसी सदस्यों ने संगठनात्मक मुख्य समस्याओं, विशेष रूप से सर्कल और एसएसए स्तर पर परिषद की बैठक आयोजित न करने पर चर्चा की। सदस्यों ने गतिरोध के मुद्दों पर अपना असंतोष व्यक्त किया। सीईसी बैठक के समापन भाग में, सर्कल यूनियन द्वारा नवनिर्वाचित महासचिव साथी  अनिमेष मित्रा के अभिनंदन समारोह का आयोजन किया गया। साथी  अनिमेष मित्रा ने सीईसी बैठक में उठाए गए सभी महत्वपूर्ण मुद्दों को सुनाया। उन्होंने सीईसी सदस्यों से अगले सदस्यता सत्यापन में एनटीआर में संगठन को मजबूत करने का आह्वान किया।

Recently, it has been decided by the Government of India that, a onetime, one way switch facility from UPS (Unified Pension Scheme) to NPS (National Pension Scheme) shall be made available to all the central government employees who have opted for UPS. Similarly in BSNL also, the Management has taken a decision to switch the SAP to NPS for the direct recruitee employees in BSNL. Accordingly, a meeting was held with the unions and associations on 25th August, 2025. Presently, the direct recruitee staffs in BSNL are being covered by the Superannuation Pension (SAP). Com.Ashwin Kumar, AGS, had participated in that meeting and conveyed our opinion in this regard. The representative of Life Insurance Company (LIC) was also invited to explain the pros and corns of the switch (SAP to NPS). Presently, the LIC is the custodian for the amount contributed by the BSNL of this SAP system. However, Management and LIC authority have explained the positive side of the switch. The representatives of unions and associations conveyed their stand with a request for submitting details about the switch and also the benefit of NPS. 

बीएसएनएल प्रबंधन ने मौजूदा सुपरएनुएशन पेंशन (एसएपी) लाभ को राष्ट्रीय पेंशन प्रणाली (एनपीएस) में बदलने का निर्णय लिया है।

हाल ही में, भारत सरकार ने निर्णय लिया है कि यूपीएस (एकीकृत पेंशन योजना) से एनपीएस (राष्ट्रीय पेंशन योजना) में एकमुश्त, एकतरफा स्विच सुविधा उन सभी केंद्र सरकार के कर्मचारियों को उपलब्ध कराई जाएगी जिन्होंने यूपीएस का विकल्प चुना है। इसी प्रकार, बीएसएनएल में भी, प्रबंधन ने बीएसएनएल में सीधी भर्ती वाले कर्मचारियों के लिए एसएपी को एनपीएस में बदलने का निर्णय लिया है। तदनुसार, 25 अगस्त, 2025 को यूनियनों और एसोसिएशनों के साथ एक बैठक आयोजित की गई थी। वर्तमान में, बीएसएनएल में सीधी भर्ती वाले कर्मचारियों को सुपरएनुएशन पेंशन (एसएपी) द्वारा कवर किया जा रहा है। साथी  अश्विन कुमार, सहायक महासचिव ने उस बैठक में भाग लिया था और इस संबंध में हमारी राय से अवगत कराया था। जीवन बीमा कंपनी (एलआईसी) के प्रतिनिधि को भी स्विच (एसएपी से एनपीएस) के फायदे और नुकसान समझाने के लिए आमंत्रित किया गया था। वर्तमान में, इस SAP प्रणाली में बीएसएनएल द्वारा योगदान की गई राशि का संरक्षक एलआईसी है। हालाँकि, प्रबंधन और एलआईसी अधिकारियों ने इस बदलाव के सकारात्मक पहलुओं को स्पष्ट किया है। यूनियनों और एसोसियेशनों के प्रतिनिधियों ने इस बदलाव और एनपीएस के लाभों के बारे में विस्तृत जानकारी देने का अनुरोध करते हुए अपना पक्ष रखा।

The Hon'ble Supreme Court of India has already delivered a landmark judgement, directing the government to grant the status of DoT recruitees to the employees recruited by the DoT, but who were appointed after the formation of BSNL. However, the DoT has taken an unfair stand that, the order of the Hon'ble Supreme Court would be implemented only to the officials who had approached the court. BSNLEU is repeatedly writing letter to the government, requesting to extend the facility to the similarly placed officials, who have not approached the court. Now, the Hon'ble CAT, Chandigarh Bench, has issued an order on 08th August, 2025, in favour of 253 employees of Punjab circle. The recruitment process of these employees was started by the DoT, but they were subsequently appointed after formation of BSNL. The Hon'ble CAT has directed the DoT to extend the benefits and service conditions, including GPF, old pension scheme, family pension, gratuity, LTC, leave encashment, medical facilities and promotional avenues to all the 253 employees at par with the DoT employees absorbed in BSNL after 01.10.2000. A copy of the Hon'ble CAT is enclosed for the information of the employees.

माननीय CAT चंडीगढ़ पीठ द्वारा 08 अगस्त, 2025 को दिए गए आदेश का क्रियान्वयन - BSNLEU ने दूरसंचार सचिव को पत्र लिखकर आदेश के तत्काल क्रियान्वयन की मांग की।

भारत के माननीय सर्वोच्च न्यायालय ने पहले ही एक ऐतिहासिक निर्णय दिया है, जिसमें सरकार को दूरसंचार विभाग द्वारा भर्ती किए गए, लेकिन बीएसएनएल के गठन के बाद नियुक्त किए गए कर्मचारियों को दूरसंचार विभाग द्वारा नियुक्त कर्मचारियों का दर्जा देने का निर्देश दिया गया है। हालाँकि, दूरसंचार विभाग ने यह अनुचित रुख अपनाया है कि माननीय सर्वोच्च न्यायालय का आदेश केवल उन अधिकारियों पर लागू होगा जिन्होंने न्यायालय का दरवाजा खटखटाया था। BSNLEU सरकार को बार-बार पत्र लिखकर समान पद पर नियुक्त उन अधिकारियों को भी यह सुविधा देने का अनुरोध कर रहा है, जिन्होंने न्यायालय का दरवाजा नहीं खटखटाया है। अब, माननीय CAT चंडीगढ़ पीठ ने 08 अगस्त, 2025 को पंजाब सर्कल के 253 कर्मचारियों के पक्ष में एक आदेश जारी किया है। इन कर्मचारियों की भर्ती प्रक्रिया दूरसंचार विभाग द्वारा शुरू की गई थी, लेकिन उनकी नियुक्ति बीएसएनएल के गठन के बाद हुई थी। माननीय CAT ने दूरसंचार विभाग को निर्देश दिया है कि वह सभी 253 कर्मचारियों को 01.10.2000 के बाद बीएसएनएल में शामिल हुए दूरसंचार विभाग के कर्मचारियों के समान, सामान्य भविष्य निधि (जीपीएफ), पुरानी पेंशन योजना, पारिवारिक पेंशन, ग्रेच्युटी, एलटीसी, अवकाश नकदीकरण, चिकित्सा सुविधाएँ और पदोन्नति के अवसर सहित सभी लाभ और सेवा शर्तें प्रदान करे। कर्मचारियों की जानकारी के लिए माननीय कैट के आदेश की एक प्रति संलग्न है।

A few days back, the United Nations officially announced famine in Gaza. The United Nations has blamed that, Israel is systematically obstructing food and other relief materials being sent for the palestinians who are dying due to starvation. Israel is using starvation as a means to exterminate Palestinians in Gaza. So far, around 60,000 innocent Palestinian civilians have been killed by Israeli armed forces. Most of them are children and women. Israeli forces are ruthlessly killing palestinians waiting for food. It is under these circumstances that, the Trade Union International (Transports, Ports, Fisheries and Communications), which is a part of the World Federation of Trade Unions (WFTU), has called on the working class world over, to organise protest actions on 8th September, 2025 against the mass killings of Palestinians by Israel. 

ट्रेड यूनियन इंटरनेशनल (टीपीएफसी) ने मज़दूर वर्ग से इज़राइल द्वारा फ़िलिस्तीनियों की सामूहिक हत्याओं के विरोध में प्रदर्शन करने का आह्वान किया है।

कुछ दिन पहले, संयुक्त राष्ट्र ने आधिकारिक तौर पर गाज़ा में अकाल की घोषणा की। संयुक्त राष्ट्र ने आरोप लगाया है कि इज़राइल भूख से मर रहे फ़िलिस्तीनियों के लिए भेजे जा रहे भोजन और अन्य राहत सामग्री में व्यवस्थित रूप से बाधा डाल रहा है। इज़राइल गाज़ा में फ़िलिस्तीनियों का सफाया करने के लिए भुखमरी का इस्तेमाल कर रहा है। अब तक, इज़राइली सशस्त्र बलों द्वारा लगभग 60,000 निर्दोष फ़िलिस्तीनी नागरिकों की हत्या की जा चुकी है। इनमें से ज़्यादातर बच्चे और महिलाएँ हैं। इज़राइली सेनाएँ भोजन की प्रतीक्षा कर रहे फ़िलिस्तीनियों की बेरहमी से हत्या कर रही हैं। इन्हीं परिस्थितियों में, ट्रेड यूनियन इंटरनेशनल (परिवहन, बंदरगाह, मत्स्य पालन और संचार), जो विश्व ट्रेड यूनियन महासंघ (डब्ल्यूएफटीयू) का एक अंग है, ने दुनिया भर के मज़दूर वर्ग से 8 सितंबर, 2025 को इज़राइल द्वारा फ़िलिस्तीनियों की सामूहिक हत्याओं के विरोध में विरोध प्रदर्शन आयोजित करने का आह्वान किया है।

Com. Animesh Mitra, GS, met Dr. Kalyan Sagar Nippani, Director (HR), on 20.08.2025 and once again pressed for sanction of Festival Advance. He pointed out that BSNL’s revenue has improved in the 1st quarter of FY 2025-26 and reminded that the issue was earlier discussed in the Formal Meeting on 16.07.2025. Director (HR) had assured that the matter is on the agenda for discussion with CMD BSNL. With the festival season already underway—Onam, Ganesh Chaturthi, Durga Puja, and Deepawali—the Union has urged Management to take a positive decision without delay.

It is unfortunate that the Management has taken a decision to discontinue of the Training Allowance for the staff working in BSNL Training Centres. Com.Animesh Mitra, General Secretary, BSNLEU and Com.Ashwin Kumar, AGS, meet Shri S.P. Singh, PGM(Estt.) and convey their reactions against the decision of the Management. In this connection, a letter was also submitted to the Management. During discussion, he informed that the affected employees in training centre will be deprived of the training allowance which is most unjustified for which the role of the training centre imparting training and retraining to employees is crucial. General Secretary earnestly request to consider the decision and restore the training allowance to the staff working in BSNL training centre.

बीएसएनएल प्रशिक्षण केंद्रों में कार्यरत कर्मचारियों के लिए प्रशिक्षण भत्ता बंद करना - सीएचक्यू ने बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर  (एस्टा) को लिखा पत्र.

यह दुर्भाग्यपूर्ण है कि प्रबंधन ने बीएसएनएल प्रशिक्षण केंद्रों में कार्यरत कर्मचारियों के लिए प्रशिक्षण भत्ता बंद करने का निर्णय लिया है। BSNLEU के महासचिव साथी  अनिमेष मित्रा ने श्री एस.पी. सिंह,  प्रिंसिपल जनरल मैनेजर  (एस्टा) से मुलाकात की और प्रबंधन के निर्णय के खिलाफ अपनी प्रतिक्रिया व्यक्त की। इस संबंध में प्रबंधन को एक पत्र भी सौंपा गया। चर्चा के दौरान, उन्होंने बताया कि प्रशिक्षण केंद्र में प्रभावित कर्मचारियों को प्रशिक्षण भत्ते से वंचित किया जाएगा जो बहुत अनुचित है और इसके लिए कर्मचारियों को प्रशिक्षण और पुनः प्रशिक्षण देने वाले प्रशिक्षण केंद्र की भूमिका महत्वपूर्ण है। महासचिव ने इस निर्णय पर विचार करने और बीएसएनएल प्रशिक्षण केंद्र में कार्यरत कर्मचारियों के लिए प्रशिक्षण भत्ता बहाल करने का आग्रह किया।

CHQ has requested the Management to make the salary payment on 25th August, as the Onam, the most important festival in Kerala is going to be celebrated on 26th August to 05th September, 2025. Similarly, Ganpati festival, which is the most important festival of Maharashtra is being celebrated on 27.08.2025. The DoP&E and Ministry of Finance has issued the letter on 21.08.2025, directing to disburse the salary to all central government employees on 25.08.2025. Further in view of Ganpati festival in Maharashtra on 27.08.2025, salary of BSNL employees in Maharashtra circle may also kindly be disburse on 25.08.2025 to enable the employees to celebrate the festival. Today, CHQ has requested the Management to consider the request and to take the needful for the disbursement of salary on 25th August in Kerala and Maharashtra. A letter was also submitted to the Management in this regard.

केरल और महाराष्ट्र राज्य अगस्त और सितंबर के महीने में सबसे महत्वपूर्ण त्योहार (ओणम और गणेश चतुर्थी) मनाते हैं - सीएचक्यू ने प्रबंधन से 25 अगस्त, 2025 को वेतन भुगतान का अनुरोध किया है।

सीएचक्यू ने प्रबंधन से 25 अगस्त को वेतन भुगतान करने का अनुरोध किया है, क्योंकि केरल में सबसे महत्वपूर्ण त्योहार ओणम 26 अगस्त से 5 सितंबर, 2025 तक मनाया जाएगा। इसी प्रकार, महाराष्ट्र का सबसे महत्वपूर्ण त्योहार गणपति उत्सव 27.08.2025 को मनाया जा रहा है। कार्मिक और प्रशिक्षण विभाग (डीओपीएण्डई) और वित्त मंत्रालय ने 21.08.2025 को पत्र जारी कर सभी केंद्रीय सरकारी कर्मचारियों को 25.08.2025 को वेतन वितरित करने का निर्देश दिया है। इसके अलावा, महाराष्ट्र में 27.08.2025 को गणपति उत्सव के मद्देनजर, महाराष्ट्र सर्कल में बीएसएनएल कर्मचारियों का वेतन भी 25.08.2025 को ही वितरित कर दिया जाए ताकि कर्मचारी उत्सव मना सकें। आज, सीएचक्यू ने प्रबंधन से अनुरोध किया है कि वह इस अनुरोध पर विचार करे और केरल तथा महाराष्ट्र में 25 अगस्त को वेतन वितरण हेतु आवश्यक कार्रवाई करे। इस संबंध में प्रबंधन को एक पत्र भी सौंपा गया है।

BSNLEU has already registered it’s strong opposition for 2nd VRS in the letter written to the CMD BSNL. In the backdrop of strong rumors regarding implementation of the 2nd VRS now, Com.Animesh Mitra, General Secretary, met Dr. Kalyan Sagar Nippani, Director (HR), yesterday the 20th August, 2025 and once again communicated the strong opposition of the Union for 2nd VRS. He further asked, why the unions and associations are being kept in the dark regarding implementation of the 2nd VRS. In reply, the Director (HR) told that, no such decision has been taken by the Management. The General Secretary demanded that, the Management should issue a statement and clarify the matter.

दूसरा वीआरएस - BSNLEU ने निदेशक (मानव संसाधन) के समक्ष अपना कड़ा विरोध दर्ज कराया।

BSNLEU ने सीएमडी बीएसएनएल को लिखे पत्र में पहले ही दूसरे वीआरएस का कड़ा विरोध दर्ज करा दिया है। दूसरे वीआरएस के क्रियान्वयन को लेकर चल रही अफवाहों के बीच, महासचिव साथी  अनिमेष मित्रा ने कल 20 अगस्त, 2025 को निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी से मुलाकात की और एक बार फिर दूसरे वीआरएस के प्रति यूनियन के कड़े विरोध से उन्हें अवगत कराया। उन्होंने आगे पूछा कि दूसरे वीआरएस के क्रियान्वयन के संबंध में यूनियनों और एसोसिएशनों को अंधेरे में क्यों रखा जा रहा है। जवाब में, निदेशक (मानव संसाधन) ने बताया कि प्रबंधन द्वारा ऐसा कोई निर्णय नहीं लिया गया है। महासचिव ने मांग की कि प्रबंधन एक बयान जारी कर मामले को स्पष्ट करे।
