AUAB leaders submit memorandum to four Lok Sabha members in Chennai City..

The AUAB leaders of Tamil Nadu and Chennai circles submitted memorandums to  four MPs in Chennai City today. Memorandum was submitted to Com.M.Shanmugam, Rajya Sabha member, as well as the General Secretary of the LPF. Besides, memorandums were also submitted to Shri R.S. Bharathi, MP, Shri T.K.S. Elangovan, MP and Dr.Kalanithi Veerasamy, MP. The CHQ of BSNLEU heartily congratulates the AUAB leaders for submitting the memorandums.

Important decisions of the National Council are either not implemented or diluted - complains General Secretary, BSNLEU, to the Director (HR).

In the meeting held with the Director (HR) today, Com. P. Abhimanyu, GS, expressed his serious concern over the non-implementation / dilution of the decisions taken in the National Council meeting. The GS pointed out that decisions taken in respect of the items like stopping the illegal recovery of employees contribution of EPF arrears, granting Group ‘B’ status and pay scale to the Senior Accountants, violation of Corporate Office orders on contract workers, etc., are cited as examples. The GS told that he would give a note to the Management in this regard. The Director (HR) felt unhappy and assured that needful remedial action would be taken.

BSNLEU salutes the architect of the Indian Constitution, on the occasion of his birth anniversary.

Tomorrow is the birth anniversary of Dr. B.R. Ambedkar, the architect of Indian Constitution, as well as a great crusader for social justice to the downtrodden people. BSNLEU salutes and pays its respectful homage of Dr. B.R. Ambedkar. The secularism, embodied in the Indian Constitution, is under attack now from divisive forces. On this occasion, BSNLEU reaffirms it’s resolve to defend the secular fabric of the nation.

BSNL Corporate Office forms "Grievance Redressal Cell" for the Retired Employees of BSNL.

A Grievance Redressal Cell for the retired employees of BSNL has become operational under SR Cell of the Corporate Office. For redressal of their grievances, retired employees can fill up the form available at the *link* below:

The progress of the cases will be monitored by SR Cell, to ensure prompt redressal of the grievances. The SR Branch has informed that, those who have already sent their grievance in hard copy or through Email, may also submit once again through the *online link given above* for better monitoring. Retired employees are requested to avail this mechanism for redressal of their grievances.

Committee will look into the demands of private operators for reduction of spectrum price and to reduce other levies - says Ms. Aruna Sundararajan, Secretary, Telecom.

Ms. Aruna Sundararajan, Secretary, Telecom has told media persons that the DoT has formed committees, including the one to look into the demand of the private telecom companies, for reduction of spectrum price and to reduce other taxes. It is relevant to mention that, in the India Mobile Congress, held a few days ago, Sunil Mittal Bharti, chief of Airtel, complained that the taxes and levies in the telecom sector is very high and Rs.37 out of every Rs.100 earned by the companies are being paid as tax. Now that the Secretary, Telecom, has stated that a committee would look into this complain. When the government pays so much attention to the grievances of the private companies, why can’t it look into the grievances of BSNL also?

Meeting between the AUAB and the Additional Secretary, Telecom.

The representatives of the AUAB met Shri Anshu Prakash, Additional Secretary, Telecom, on 10.01.2019 and bitterly complained about the manner in which the meeting of the Committee for Periodic Interaction was held. Further, they bitterly complained about the delay in implementing the assurances given by the Hon’ble Minister of State for Communications in the meeting held on 03.12.2018. A serious discussion took place between the AUAB and the Additional Secretary. The replies given by the Additional Secretary, are as follows:-

 

(1)     3rd Pay Revision.

Cabinet and related Ministries will not accept to give 15% fitment, since BSNL’s financial position does not permit payment of such high salaries. The AUAB and BSNL Management should bring an acceptable proposal. Again meeting will take place, with the Additional Secretary, next week.  

 

(2)     Allotment of 4G spectrum to BSNL.

Niti Aayog and Department of Expenditure (DoE) have expressed their reservation for allotment of 4G spectrum to BSNL. However, DoT will try to get the approval of the Telecom Commission meeting, expected to take place in the first week of February.

 

(3)     Payment of Pension Contribution on actual basic pay.

The Department of Expenditure (DoE) has sought some clarifications, which have to be furnished by BSNL Management. The BSNL has assured to reply within a day or two.

 

(4)     Pension Revision.

Useful discussions were held on this issue. The Additional Secretary, Telecom, has sought for copies of the letters issued by the Government on pension issue, at the time of formation of BSNL. BSNL Management has assured to provide copies of those letters.

 

Again meeting between the AUAB and the

Additional Secretary, will be held next week.

Shri Ravi Shankar Prasad once again takes over as the Minister of Communications..

Shri Ravi Shankar Prasad, an eminent lawyer and a seasoned politician, has once again taken over as the Hon’ble Minister of Communications. He had held the portfolio of Communications earlier also, from 2014, till Shri Manoj Sinha succeeded him. Shri Ravi Shankar Prasad was the first Communications Minister, who showed the courage to take on the private companies, on the call drop issue. Being a senior leader of the ruling BJP, Shri Ravi Shankar Prasad is known for boldly implementing his decisions. We hope that the Hon’ble Minister will certainly overcome the present roadblocks being created by the bureaucrats sitting in the DoT, in the matter of revival of BSNL. BSNLEU, heartily congratulates Shri Ravi Shankar Prasad, and assures it’s fullest cooperation to achieve the revival of BSNL.

Com.R.K.Pathak, a senior leader of BSNLEU, UP(East) circle, passed away.

CHQ is saddened to hear that, Com.R.K.Pathak, former Circle Treasurer and present Assistant Circle Secretary of BSNLEU,  UP(East) circle, passed away today. He has been ailing for some time and has been hospitalised. Com.R.K.Pathak was a senior comrade, who had worked with veterans like Com.R.S.Yadav. CHQ pays it's respectful homage to Com.R.S.Pathak and conveys heartfelt condolences to his family members, as well as to the comrades of UP(East) circle.

Formal meeting between the Director (HR) and BSNLEU to be held on 13.01.2020.

BSNLEU has sought a formal meeting with the Director (HR), to discuss certain important issues, including the issues related to the post-VRS scenario. This meeting was delayed since the Director (HR) had gone on leave. This meeting is now scheduled to be held on 13.01.2020.

BSNL prepaid users will not need to recharge till April 2020, to keep their numbers active.

BSNL prepaid users will not be required to do mandatory recharges until at least April 2020, as the central government looks to help out millions of individuals, particularly those belonging to a financially lower strata of the society. The move aims to particularly help out members of the working class community of India who primarily earn on a daily wage basis, and as a result of the COVID-19 pandemic, have been left without income avenues for the foreseeable future.

Telecom subscriber base falls in April, 2020.

The Indian Telecom Industry has witnessed a sharp fall in the customer base, in the months of March and April, 2020. Vodafone Idea and Bharati Airtel faced massive fall in it’s customer base. As per reports, 2.8 million customers are lost in March, 2020 while 8.2 million customers are lost in April, 2020.

Retirement of Com. Bhag Lal koundal, Circle President, Punjab circle.

Com. Bhag Lal Koundal, circle president BSNLEU, Punjab and former Assistant Treasurer of the CHQ, retired from service on 31st October, 2017 on his superannuation on completing 38 years of service. A well-arranged felicitation function was organised by Chandigarh Comrades to honors Com. Bhag Lal Koundal. Com. Balbir Singh Circle secretary, Iqbal Singh Dhillon ACS, Budh Singh, Circle Treasurer, Kamaljit Singh, ACS, H.S. Dhillon, DS, Chandigarh, Tarsem Singh, DS, Ferozpur, all District Committee members and branch secretaries, BSNLEU, Chandigarh attended the felicitation. Shri J.S. Sahota, PGM, Chandigarh, and other senior officers also attended the function and greeted Com. Bhag Lal.

Meeting of All Unions and Associations of BSNL held.

A meeting of the All Unions and Associations of BSNL was held at New Delhi today. Leaders of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, AIGETOA, SEWA BSNL, BSNL MS BSNL OA and BSNL ATM were present in the meeting. The meeting hailed the unprecedented success of the two day strike, and heartily congratulated the entire Non-Executives and Executives of BSNL, for whole heartedly joining the strike. It expressed it's gratitude to the leaders at various levels, for successfully organising the strike. The meeting also condemned the BSNL Management and the DoT, for not even inviting the leaders for talks. Strong resolve was expressed by all the leaders for further intensifying the struggle. Various proposals were given regarding the next course of action, and also for further mobilisation. It was decided to take a final decision in the next meeting to be held on 08-01-2018.

New Designations, as agreed by the Joint Committee, is likely to be approved by the Management Committee's next meeting.

Com. P. Abhimanyu, GS, met Shri Ashutosh Gupta, GM(Restg.) today and demanded implementation of the decisions taken in the last meeting of the Designations Committee, held on 15-02-2018. Eventhough unanimous decisions were taken in that meeting, with regards to the Change of Designations of the left out cadres, they are not implemented till today. The GM (Restg.) replied that the new designations have got to be approved by the Management Committee. File has already been put up for the Management Committee, and these new designations are likely to be approved in the next meeting of the Management Committee, said the GM (Restg.).

BSNL Management has finally issued letter, implementing a "tailor-made" mobile plan, equivalent to Rs.429/- plan, exclusively for the Non-Executives of BSNL.

In the 35th meeting of the National Council, Com.P.Abhimanyu, Secretary, Staff Side, demanded in his initial remarks that, the Rs.429/- mobile plan should be implemented for the BSNL Non-Executives, in the place of Rs.200/- SIM. This was immediately accepted by the Chairperson of the National Council. However, a letter was given to the GS, BSNLEU later on, by the Admn. Branch of the Corporate Office, stating that the Rs.429/- plan is not a permanent plan, and hence cannot be implemented for the Non-Executives. Thereafter, BSNLEU wrote to the Director (HR), demanding that a "tailor-made" plan, similar to that of the Rs.429/-, should be implemented for the Non-Executives. In continuation of this letter, BSNLEU continuously discussed this issue with the Director (HR) and the GM (Admn.). BSNL Management was unable to brush aside the logic of BSNLEU's demand and has finally issued letter today. According to this plan, BSNL Non-Executives will get Unlimited Free Voice Call Facility, as well as 1GB data per day, with 90 days validity. BSNLEU heartily thanks Ms. Sujata Ray, Director (HR), as well as the Chairperson of the National Council, for accepting and implementing BSNLEU's demand. BSNLEU also heartily congratulates all the Non-Executives, for getting this facility.

Value of Indian rupee hits a record low against the US dollar.

When the NDA government is claiming that, the Indian economy is very strong and healthy, disturbing news keeps coming that the Indian rupee keeps losing it's value fast against the US dollar. On 14th August, Indian rupee hit a new low to Rs.71.10. However, soon it settled at Rs.69.90. Again, today the rupee hit another new low of Rs.70.32 against the US dollar. The strength of the currency of any country, against the US dollar, is an important parameter to assess the strength of the economy of that country. For example, rich countries have to pay less in their currencies to buy one US dollar. Whereas, poor countries have to pay more in their currencies to buy one US dollar. After India became independent in 1947, the value of Indian rupee has steadily declined against the US dollar.

General Secretary, BSNLEU, addressed the CWC meeting of CITU, being held at Visakhapatnam.

The 3 day Central Working Committee (CWC) meeting of CITU, started today at Visakhapatnam. Com.K.Hemalata, President, CITU, is presiding, and delivered the presidential address. Com.Tapan Sen, General Secretary, CITU, presented the report on activities. In his detailed presentation, Com.Tapan Sen explained about the anti-PSU and pro-Corporate policies of the BJP rule. He called on the CWC meeting to make the 2 day General Strike, to be held on 8th and 9th, January, 2019, a great success. Com.P.Abhimanyu, GS, BSNLEU, who is a special invitee to this meeting, addressed and gave a detailed picture of developments taking place in BSNL, and also about the united struggles going on to save and strengthen BSNL.

Interim report of IIM-Ahmedabad on the revival / restructuring of BSNL.

The Indian Institute of Management – Ahmedabad has been asked to give a report on the revival of BSNL. Accordingly, the Institute has submitted it’s interim report. The report carries some good recommendations, as well as some recommendations which are unacceptable. Our comrades are requested to go through the report and to send their views to the CHQ, based on which the Union will take a final view of the report.

Meeting with the GM(BFCI).

Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, met Shri P.C. Bhatt, GM(BFCI), yesterday, and discussed the following issues:-

 

  1. Renewal of the MoUs with Canara Bank and Bank of India.

BSNLEU has already written to the GM(BFCI), demanding that the MoUs signed with Canara Bank and Bank of India should be renewed, since they have expired. In yesterday’s meeting, the GM(BFCI) was urged upon to expedite the renewal of the MoUs.

 

  1. Releasing funds for payment of wages of contract workers.

It was taken to the notice of the GM(BFCI) that in all circles, contract workers are not paid wages for several months. Since, these workers are engaged in the maintenance of the networks, non-payment of wages would hamper the maintenance works. The GM(BFCI) was urged upon to release the funds at the earliest.
