The General Secretaries of BSNLEU and NFTE BSNL have proposed to hold an All Union Meeting of the Non-Executives on the Wage Revision issue. This meeting will be held online at 19:00 hrs on 23-01-2023. Intimation is being sent to all the General Secretaries of the Unions of the Non-Executives.

BSNLEU और एनएफटीई बीएसएनएल के महासचिवों ने वेतन संशोधन मुद्दे पर नोन एक्ज़िक्यूटिव्स के सभी यूनियनों की बैठक आयोजित करने का प्रस्ताव दिया है।  यह बैठक 23-01-2023 को 19:00 बजे ऑनलाइन आयोजित की जाएगी। नोन एक्ज़िक्यूटिव्स की यूनियनों के सभी महासचिवों को सूचना भेजी जा रही है।

As per the new policy declared by the Corporate Office, Union Office Accommodation will be available only at the CHQ, Circle and BA level. BSNLEU has already demanded that, Office Accommodation facility should continue for the district unions functioning at the OA level, with the paid membership of 15 or more. BSNLEU has already submitted the list of district unions functioning throughout the country at the OA level, with paid membership of 15 or more. Today, Com.P.Abhimanyu, GS, spoke to Ms. Anita Johri, PGM(SR) and insisted that, the Management should take prompt decision on this issue. The General Secretary suggested that, the Management should take the policy decision of allowing Office Accommodation to the OA level district unions with paid membership of 15 or more. The PGM(SR) assured to take a speedy action on this issue. 

ओए स्तर पर कार्यरत जिला यूनियनों को कार्यालय स्थान प्रदान करना - महासचिव, BSNLEU ने शीघ्र निर्णय की मांग की है।

कारपोरेट कार्यालय द्वारा घोषित नई नीति के अनुसार यूनियन कार्यालय स्थान केवल सीएचक्यू, सर्कल और बीए स्तर पर उपलब्ध होगा। BSNLEU ने पहले ही मांग की है कि ओए स्तर पर कार्यरत जिला यूनियनों के लिए 15 या उससे अधिक की सशुल्क सदस्यता के साथ कार्यालय स्थान सुविधा जारी रहनी चाहिए। BSNLEU ने 15 या उससे अधिक की सशुल्क सदस्यता के साथ ओए स्तर पर पूरे देश में कार्यरत जिला यूनियनों की सूची पहले ही प्रस्तुत कर दी है। आज, साथी पी. अभिमन्यु, महासचिव ने सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) से बात की और जोर देकर कहा कि, प्रबंधन को इस मुद्दे पर शीघ्र निर्णय लेना चाहिए।  महासचिव ने सुझाव दिया कि, प्रबंधन को 15 या अधिक की सशुल्क सदस्यता वाले ओए स्तर के जिला यूनियनों को कार्यालय स्थान की अनुमति देने का नीतिगत निर्णय लेना चाहिए। प्रिंसिपल जनरल मैनेजर (एसआर) ने इस मुद्दे पर शीघ्र कार्रवाई करने का आश्वासन दिया है । 

The Rajasthan Circle Conference of BSNLEU was held enthusiastically at Jaipur on 9^th & 10^th January, 2023. Com.Kamal Singh Gohil, circle President, presided over the conference. Com. Ashok Pareek, Circle Secretary, welcomed everyone. Com.John Verghese, Deputy General Secretary, inaugurated the Conference. Shri Sanjay Kumar, CGM, Rajasthan, Com.P.K. Jain, Organising Secretary (CHQ) and Com.Ravindra Shukla, Rajasthan President of CITU, are the other speakers in the conference. In his address, Com.John Verghese, Dy.GS, spoke in detail on the issues related to BSNL’s revival, Wage Negotiation and the issues taken up by the CHQ. A good number of young employees participated in the discussions on the report on activities, presented by Com.Ashok Pareek, CS. Com.John Verghese, Dy.GS, replied to the All India level issues raised by the delegates. Com.P.K. Jain, Organising Secretary (CHQ), summed up the discussions. The report on activities and the audited accounts were adopted unanimously. Election of office bearers took place unanimously. Com.Kamal Singh Gohil and Com.Ashok Pareek, were reelected as Circle President and Circle Secretary respectively. 

प्रेरक राजस्थान सर्किल सम्मेलन।

BSNLEU का राजस्थान सर्किल सम्मेलन 9 और 10 जनवरी, 2023 को जयपुर में उत्साहपूर्वक आयोजित किया गया। साथी कमल सिंह गोहिल, सर्किल अध्यक्ष ने सम्मेलन की अध्यक्षता की। सर्किल सचिव साथी अशोक पारीक ने सभी का स्वागत किया।  उप महासचिव साथी जॉन वर्गीस ने सम्मेलन का उद्घाटन किया।  श्री संजय कुमार, मुख्य महाप्रबंधक, राजस्थान, साथी पी.के.  जैन, आयोजन सचिव (सीएचक्यू) और साथी रवींद्र शुक्ला, सीटू के राजस्थान अध्यक्ष ने सम्मेलन को संबोधित किया । अपने संबोधन में, साथी जॉन वर्गीस, उप महासचिव ने बीएसएनएल के पुनरुद्धार, वेतन वार्ता और सीएचक्यू द्वारा उठाए गए मुद्दों से संबंधित मुद्दों पर विस्तार से बात की। साथी अशोक पारीक, सर्किल सचिव द्वारा प्रस्तुत गतिविधियों पर रिपोर्ट पर चर्चा में बड़ी संख्या में युवा कर्मचारियों ने भाग लिया। साथी जॉन वर्गीज, उप महासचिव ने प्रतिनिधियों द्वारा उठाए गए अखिल भारतीय स्तर के मुद्दों का जवाब दिया। साथी पी.के. जैन, आयोजन सचिव (सीएचक्यू) ने चर्चा का सारांश दिया।  गतिविधियों और ऑडिटेड एकाउंट के रिपोर्ट को सर्वसम्मति से पारित किया गया।  पदाधिकारियों का चुनाव सर्वसम्मति से हुआ। साथी कमल सिंह गोहिल और साथी अशोक पारीक को क्रमशः सर्किल अध्यक्ष और सर्किल सचिव के रूप में फिर से चुना गया।

On 27th July, 2022, the Union Cabinet approved the merger of MTNL and BBNL with BSNL. on 8th September, 2022 itself, BSNLEU wrote a letter addressed to the Secretary, Telecom and the CMD BSNL, demanding that the Recognised Unions and Associations of BSNL should be duly consulted regarding the merger. BSNLEU  had also pointed out in that letter that, MTNL is having a huge debt of Rs.26,000 crore and that, BSNL should not be made to bear the burden. Further, BSNLEU  had pointed out that, the mobile and landline networks of MTNL are in shambles, which require hefty amount for restoration. BSNLEU had demanded that, this burden should not be put on BSNL. It is already 4 months since BSNLEU wrote wrote that letter. However, so far, the Management has not taken any step for holding consultation with the Recognised Unions and Associations. Hence, once again, BSNLEU has written letter addressed to the Secretary, Telecom and the CMD BSNL today, demanding to immediately hold the consultation.

There was inordinate delay in the implementation of the DoP&T order, regarding extension of the payment of Special Concessions and Incentives to the employees working in Kashmir Valley. Even though, DoP&T issued the letter on 12-09-2022, it was not endorsed by the DoT. General Secretary, BSNLEU, wrote to the Member (Services) in the DoT and demanded immediate endorsement of the letter. Apart from this, Com.P.Abhimanyu, General Secretary, continuously discussed the matter with the concerned officers of the Establishment Branch in the DoT. As a result of the continuous efforts taken by BSNLEU, the DoT has endorsed the DoP&T order. 

कश्मीर घाटी में काम करने वाले कर्मचारियों के लिए विशेष रियायतों और प्रोत्साहनों का विस्तार - BSNLEU के निरंतर प्रयासों के कारण DoT ने अनुमोदन जारी किया है। 

कश्मीर घाटी में कार्यरत कर्मचारियों को विशेष रियायतों और प्रोत्साहनों के भुगतान के विस्तार के संबंध में DoP&T के आदेश के कार्यान्वयन में अत्यधिक विलंब हुआ था।  भले ही, DoP&T ने 12-09-2022 को पत्र जारी किया था लेकिन यह DoT द्वारा समर्थित नहीं था। BSNLEU के महासचिव ने DoT में सदस्य (सेवा) को पत्र लिखा और पत्र के तत्काल समर्थन की मांग की।  इसके अलावा, साथी पी. अभिमन्यु, महासचिव ने DoT में स्थापना शाखा के संबंधित अधिकारियों के साथ लगातार इस मामले पर चर्चा की। BSNLEU द्वारा किए गए निरंतर प्रयासों के परिणामस्वरूप, DoT ने DoP&T के आदेश का समर्थन किया है।

By making certain amendments to para 9 of BSNL Transfer Policy, the BSNL Management has created severe hardships to the employees in getting temporary transfers. This is affecting the employees who are posted far away from their home circles. They are not getting temporary transfer even under compelling domestic situations. This issue was discussed between the AUAB and CMD BSNL, in the meeting held on 27-10-2021. The CMD BSNL assured that, a Joint Committee would be formed to review the amendments. The reply of the CMD BSNL is incorporated in the official minutes also. Thereafter, BSNLEU has written to the Director(HR), requesting him to implement the decision. However, no action has been taken so far. In view of this, BSNLEU has written to the CMD BSNL, requesting to implement the assurance given by him, for the formation of a Joint Committee to review the changes done to para 9 of BSNL Transfer Policy. 

There is inordinate delay in the payment of Special Concessions and Incentives to the employees posted in the Kashmir Valley. The reason is that, the order issued by the DoP&T on this matter, has not been endorsed by the DoT so far. BSNLEU is continuously pursuing this issue. Today, once again Com.P.Abhimanyu, GS, spoke to the ADG of the PAT section in the DoT and discussed about the endorsement to be issued by the DoT.  The ADG assured that, the endorsement by the DoT would be issued within a day or two. 

कश्मीर घाटी में तैनात कर्मचारियों को विशेष रियायतों और प्रोत्साहनों का भुगतान।

कश्मीर घाटी में तैनात कर्मचारियों को विशेष रियायतों और प्रोत्साहनों के भुगतान में अत्यधिक देरी हो रही है। इसका कारण यह है कि, इस मामले पर डी ओ पी एंड टी द्वारा जारी किए गए आदेश को अब तक दूरसंचार विभाग द्वारा अनुमोदित नहीं किया गया है। BSNLEU इस मुद्दे को लगातार उठा रहा है। आज एक बार फिर साथी पी. अभिमन्यु, महासचिव ने दूरसंचार विभाग में पीएटी अनुभाग के एडीजी से बात की और दूरसंचार विभाग द्वारा जारी किए जाने वाले अनुमोदन के बारे में चर्चा की।  एडीजी ने आश्वासन दिया कि दूरसंचार विभाग द्वारा अनुमोदन एक या दो दिनों के भीतर जारी किया जाएगा। 

Com. T. Gunaseelan, aged 42, working as contract worker under the SLA system, in Trichy BA of Tamil Nadu circle, got electrocuted and died on the spot, while on duty on 22.06.2020. He is survived by his wife, two children and aged parents. After postmortem his body was cremated on 23.06.2020. Not a single officer of BSNL attended his funeral, on the plea that he was an outsourced contract worker.  Not single paise was given to his family, even though he had worked many years for BSNL. The BSNL Management took an adamant and arrogant stand that, it is not the Principal Employer for those working in the SLA system.  The District and Circle Unions of BSNLEU and TNTCWU (BSNLCCWF) swung into action. They approached the EPF and ESI authorities for the settlement of all the social benefits. After the hectic and continuous efforts the family of deceased contract worker has got all the benefits as detailed below:

1. Funeral expenditure of Rs.15,000 from ESI.
2. EPF Deposit of Rs.1,25,000 with interest.
3. Monthly pension of Rs.2,716 for wife and Rs.676 for two children each from EPF Organsisation, w.e.f 23.06.2020. Total pension will be Rs.4,068.
4. Sanction of pension arrears Rs.1,20,000 upto 31.12.2022.
5. ESI Pension (Dependent Benefit) of Rs.207.86 for wife Rs.138.57 for two children each  per day, w.e.f 23.06.2020. Monthly pension amount will be 14 550 for the whole family.
6. Sanction of ESI Pension arrears will be Rs.4,36,500 upto 31-12-2022.
7. Sanction of EPF Deposit linked insurance (EDLI) is under process. As such we are able to settle a total amount of Rs.6,96,500. (excluding EDLI).
8. Total monthly family pension will be Rs.18,618.

The CHQ of BSNLEU heartily congratulates the Tamil Nadu circle unions of BSNLEU and TNTCWU, for getting all social security benefits settled for the family of the deceased contract worker, as per Indian Labour laws.

ड्यूटी के दौरान हादसे में मरने वाले ठेका कर्मचारी के परिवार को 6,96,500 रुपये और 18,618 रुपये मासिक पेंशन मिलेगा - सीएचक्यू BSNLEU और टीएनटीसीडब्ल्यूयू के तमिलनाडु सर्किल यूनियनों को दिल से बधाई देता है।

तमिलनाडु सर्कल के त्रिची बिज़नेस एरिया में एसएलए प्रणाली के तहत ठेका कर्मचारी के रूप में काम करने वाले 42 वर्षीय साथी टी. गुणसीलन को 22-06-2020 को ड्यूटी के दौरान करंट लग गया था और उनकी मौके पर ही मौत हो गई थी । उनके परिवार में उनकी पत्नी, दो बच्चे और वृद्ध माता-पिता हैं। पोस्टमॉर्टम के बाद 23.06.2020 को उनके शरीर का अंतिम संस्कार किया गया। बीएसएनएल का एक भी अधिकारी उनके अंतिम संस्कार में शामिल नहीं हुआ, इस दलील पर कि वह एक आउटसोर्स ठेका कर्मचारी था।  बीएसएनएल में कई साल काम करने के बावजूद उनके परिवार को एक पैसा भी नहीं दिया गया।  बीएसएनएल प्रबंधन ने अड़ियल और अहंकारी रुख अपनाया कि वह एसएलए प्रणाली में काम करने वालों के लिए प्रिंसिपल एम्प्लायर नहीं है। BSNLEU और टीएनटीसीडब्ल्यूयू (बीएसएनएलसीसीडब्ल्यूएफ) की डिस्ट्रिक्ट और सर्किल यूनियन हरकत में आ गईं।  उन्होंने सभी सामाजिक लाभों के निपटारे के लिए ईपीएफ और ईएसआई अधिकारियों से संपर्क किया। कड़ी मेहनत और निरंतर प्रयासों के बाद मृतक ठेका कर्मचारी के परिवार को नीचे दिए गए विवरण के अनुसार सभी लाभ मिले हैं  :

 1. अंतिम संस्कार का खर्च -  ईएसआई से 15,000 रुपये।

 2. ईपीएफ व्याज सहित 1,25,000 रुपये जमा।

 3. 23-06-2020 से पत्नी के लिए 2,716 रुपये और दो बच्चों के लिए 676 रुपये की मासिक पेंशन।  कुल पेंशन 4,068 रुपये होगी।

 4. बकाया पेंशन की स्वीकृति  रु.1,20,000 31-12-2022 तक।

 5. ईएसआई पेंशन (आश्रित लाभ)  207.86 रुपये पत्नी के लिए 138.57 रुपये प्रति दिन दो बच्चों के लिए, 23.06.2020 से प्रभावी। पूरे परिवार के लिए मासिक पेंशन राशि 14550  होगी ।

6. ईएसआई पेंशन बकाया की स्वीकृति 31-12-2022 तक 4,36,500 रुपये होगी।

7. ईपीएफ डिपॉजिट लिंक्ड इंश्योरेंस (ईडीएलआई) की स्वीकृति प्रक्रियाधीन है । इस तरह हम 6,96,500 रुपये की कुल राशि (ईडीएलआई को छोड़कर) का निपटान करने में सफल रहे हैं।

8. कुल मासिक पारिवारिक पेंशन 18,618 रुपये होगी।

BSNLEU का सीएचक्यू BSNLEU और टीएनटीसीडब्ल्यूयू के तमिलनाडु सर्किल यूनियनों को भारतीय श्रम कानूनों के अनुसार मृतक ठेका कर्मचारी के परिवार के लिए सभी सामाजिक सुरक्षा लाभों को पाने के के लिए किए गए प्रयासों के लिए हार्दिक बधाई देता है।

The BSNL Management has unilaterally introduced the new JTO RR on 31.12.2022. Even though JTO is an Executive cadre, 50% of the JTO posts are filled up from the Non-Executive cadres. No Executive is promoted to the JTO cadre. As such, any change made in the JTO RR will have far reaching implications in the career progression of the Non-Executives. Hence, BSNLEU has written to the Director (HR) today, expressing it’s protest on this matter.

9th Membership Verification results were declared on 14.10.2022. BSNLEU and NFTE BSNL are recognised as the Main Recognised Union and the Second Recognised Union, respectively. Now, the Management has to reconstitute the National Council, by accepting nominations from BSNLEU and NFTE BSNL. BSNLEU has already submitted it’s nominations on 20.12.2022 itself. Today, BSNLEU has written letter to the Director (HR), demanding early reconstitution of the National Council and also holding of the National Council meeting without delay.

नेशनल काउंसिल का जल्द पुनर्गठन करें और बिना देरी के बैठक आयोजित करें - BSNLEU निदेशक (मानव संसाधन) को पत्र लिखता है।

9 वीं सदस्यता सत्यापन के परिणाम 14.10.2022 को घोषित किए गए थे। BSNLEU और एनएफ़टीई बीएसएनएल को क्रमशः मुख्य मान्यता प्राप्त युनियन और दूसरे मान्यता प्राप्त युनियन के रूप में मान्यता प्राप्त है। अब, प्रबंधन को BSNLEU और एनएफटीई बीएसएनएल से नामांकन स्वीकार करके नेशनल काउंसिल का पुनर्गठन करना है। BSNLEU ने पहले ही 20.12.2022 को अपना नामांकन जमा कर दिया है। आज BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर नेशनल काउंसिल के शीघ्र पुनर्गठन और बिना किसी विलंब के नेशनल काउंसिल की बैठक आयोजित करने की मांग की है।

BSNLEU has informed that the IDA will increase by 5.3% w.e.f. 01.01.2023, increasing the total IDA payable to 201.1%. Further, BSNLEU had also forecasted that the DPE may round off this figure to 201.2%. Accordingly, the DPE has issued order yesterday, announcing that, the total IDA payable is 201.2%. Now, BSNL has to make the payment.
