All India Centre decides to form circle level committees of BSNLWWCC – circle secretaries are requested to kindly act.

The All India Convention of BSNL Working Women’s Coordination Committee (BSNLWWCC) was held successfully in Kanyakumari on 10.12.2022. This Convention created a lot of inspiration among the women employees who have participated in the Convention. Under these circumstances, the All India Centre meeting held online on 18.12.2022, made a thorough review of the Convention. Finally, the All India Centre meeting decided that, the inspiration created by the Kanyakumari Convention, should be utilised to immediately form the circle level committees of the BSNLWWCC. In accordance with this, The All India Centre has decided that, the following circle unions of BSNLEU, should immediately take steps to organise circle level committee of BSNLWWCC, in their respective circles.

(3)       Andhra Pradesh

(4)       Chhattisgarh

(5)       Madhya Pradesh

(6)       Assam

(7)       Gujarat

 

The Circle Secretaries of the above mentioned circles are requested to kindly make note of this decision of the All India Centre and to take immediate steps for the formation of circle level committees of the BSNLWWCC, latest by 20-01-2023. The circle secretaries of the above mentioned circles are also requested to send an action taken report to the CHQ by 25-01-2023.

The two day All India Conference of the AIBDPA started enthusiastically at Mysuru.

The two day All India Conference of the AIBDPA started at Mysuru today. More than 1,000 delegates are participating in this Conference from all parts of the country. Com.V.A.N. Namboodiri, is presided over this Conference. Com.K.G. Jayaraj, General Secretary, AIBDPA, welcomed everyone. Com.R.N. Parashar, Secretary General, Confederation of Central Government Employees, delivered the inaugural address. Com.P.Abhimanyu, GS, BSNLEU, addressed the Conference. In his speech, the GS, BSNLEU, exposed the economic policies of the Modi government, which has resulted in denial of Wage Revision to the working employees, denial of Pension Revision to the retired employees and denial of 4G / 5G technologies to BSNL. He explained how the bellies of the Indian corporates are fattening, while the livelihood of the working masses is being jeopardised. The GS, BSNLEU, reiterated that the working employees and the retired employees should unitedly fight against the pro-corporate and anti-working people policies of the government. The Conference was also addressed by Com.K. Ragavendran, President, AIPRPA and Com.Mahantesh, CITU. After the lunch break, the subject committee of the Conference started and is going on.

Mazdoor Kisan Rally to be organised at New Delhi on 05th April, 2023 – mobilise maximum number of comrades from each circle.

As is already informed, a massive Mazdoor Kisan Rally is being organised at New Delhi on 05.04.2023, against privatisation, disinvestment and all other pro-corporate, anti-worker and anti-kisan policies of the Modi government. The All India Centre of BSNLEU, met online yesterday the 18.12.2022, has decided to massively mobilise BSNL employees in this rally. Hence, all circle unions are requested to bring the maximum number of employees to this rally, from their respective circles. The All India Centre meeting has decided to arrange accommodation on 04th & 05thApril, 2023, at Delhi, for the comrades coming from far away circles. Circle Secretaries are requested to immediately take steps for booking the travel tickets for the participants.

जैसा कि पहले ही सूचित किया जा चुका है, निजीकरण, विनिवेश और मोदी सरकार की अन्य सभी कॉरपोरेट-परस्त, मज़दूर-विरोधी और किसान-विरोधी नीतियों के ख़िलाफ़ दिनांक 05.04.2023 को नई दिल्ली में एक विशाल मज़दूर किसान रैली का आयोजन किया जा रहा है। BSNLEU के अखिल भारतीय केंद्र ने कल दिनांक 18.12.2022 को ऑनलाइन चर्चा की और इस रैली में बीएसएनएल कर्मचारियों को बड़े पैमाने पर जुटाने का फैसला किया है।  अतः सभी सर्किल यूनियनों से अनुरोध है कि इस रैली में अपने-अपने सर्किलों से अधिक से अधिक संख्या में कर्मचारी लायें।  अखिल भारतीय केंद्र की बैठक में 04 व 05 अप्रैल, 2023 को दूर-दराज से आने वाले साथियों के लिए दिल्ली में आवास की व्यवस्था करने का निर्णय लिया गया है।  सर्किल सचिवों से अनुरोध है कि वे प्रतिभागियों के लिए यात्रा टिकट बुक करने के लिए तुरंत कदम उठाएं।

CEC meeting of BSNLEU to be held online on 07.01.2023.

The All India Centre meeting of BSNLEU held online yesterday the 18.12.2022, has decided to hold a meeting of the Central Executive Committee online on 07.01.2023. The meeting will review and discuss the developments in the Wage Negotiations, BSNL’s 4G / 5G launching, Mazdoor Kisan Rally to be organised at New Delhi and other important issues. CHQ office bearers and Circle Secretaries are requested to kindly make note of this. Notification for the meeting will be issued shortly.

Organise District General Body meetings on 29.12.2022.

Comrades are aware that, Wage Negotiation is going on between the Management and the Recognised Unions. At this juncture, vested interests are spreading a lot of wrong information, regarding the pay scale of various cadres, quantum of fitment, etc., with the view to confuse the workers . The CHQ of BSNLEU is continuously updating our comrades through the website and WhatsApp messages regarding the Negotiation. The All India Centre meeting held online yesterday the, 18.12.2022, has decided to organise district general body meetings on 29.12.2022, so that the factual position regarding the Wage Negotiation can be given to the employees at the grass root level. Further , this meeting may also be utilised to mobilise the employees for the Mazdoor Kisan Rally. The All India Centre has directed the CHQ to prepare a note on the Wage Negotiation, based on which the district secretaries can make reporting in the district general body meetings to be held 29.12.2022. The CHQ will send this note within 2/3 days. Hence, all the district secretaries are requested to immediately issue notification for the district general body meetings. All the Circle Secretaries are requested to kindly ensure that, the district general body meetings are organised by all the district unions without fail.

The two day All India Conference of the AIBDPA starts at Mysuru tomorrow – BSNLEU wishes the Conference all success.

The two day All India Conference of the All India BSNL DoT Pensioners Association (AIBDPA) is being held at Mysuru on 20th & 21st December, 2022. Com.Ashok Dhawale, General Secretary, All India Kisan Sabha, is delivering the inaugural address. The Conference is expected to discuss and take decisions on the vital issues of the 3.5. lakh pensioners, including the important issue of pension revision. Com.P.Abhimanyu, General Secretary, BSNLEU, is addressing this Conference. BSNLEU wishes the Conference all success.

Allotment of office accommodation to the district unions at the OA level – circle secretaries are requested to check-up the list sent by the CHQ and report about errors if any.

As per the new policy for providing accommodation to the recognised unions and associations, issued by the Corporate Office, accommodation for union office will be provided only at the CHQ, Circle and BA levels. As per this new policy, office accommodation will not be provided to the district union at the OA level. BSNLEU has taken up this issue seriously with the Corporate Management and has demanded that office accommodation should be provided to the district unions at the OA level, wherever 15 or more paid members are there. In continuation of this, CHQ has collected the names of the district unions, functioning at the OA level, having paid membership of 15 or more. This list will be sent to the Corporate Office on Monday. Before that, CHQ has circulated this list to all the circle secretaries. They are requested to kindly check-up this list. In case of any error, the same may be reported to the General Secretary, through WhatsApp immediately.

All India Convention of BSNLWWCC - CHQ of BSNLEU writes to the Director (HR), communicating the decisions taken, resolutions passed and the election of the new All India Committee..

The All India Convention of BSNLWWCC, held at Kanyakumari on 10.02.2022, has raised certain important demands of the BSNL working women. Resolutions have been passed on crucial issues. The All India Convention has also elected a 13 member new All India Committee of the BSNLWWCC. The CHQ of BSNLEU has written letter today, to Shri Arvind Vadnerkar, Director (HR), communicating to the BSNL Management, the decisions taken, resolutions passed and also the election of the new All India Committee. The letter is enclosed.

Mazdoor Kisan Sangharsh Rally to be organised at New Delhi on 05th April, 2023.

A massive Kisan Mazdoor Joint Convention was organised in the Talkatora Indoor Stadium at New Delhi on 05.09.2022. The Joint Convention has decided to organise a massive Mazdoor Kisan Sangharsh Rally at New Delhi, during the 2nd part of the Budget Session of the Parliament. It has now been decided that, this Rally will be organised on 05th April, 2023. This rally will be organised against the pro-corporate, anti-worker and anti-kisan policies of the government. BSNLEU was a participant in the Joint Kisan Mazdoor Convention held at New Delhi and thus party to the decisions taken in that Convention. Accordingly, BSNLEU will also be massively participating in the Mazdoor Kisan Sangharsh Rally to be organised at New Delhi on 05th April, 2023. Circle and district unions are requested to immediately organise our comrades for massively participating in the rally.

BSNLEU writes to the Member (Services), requesting to withdraw the direction given by the DoT to CMD BSNL, against the IDA arrears to the Non-Executives.

The IDA increase of the Non-Executives of BSNL, for the period from 01.10.2020 to 30.06.2021, has been wrongly frozen by the BSNL Management. BSNLEU filed a case in the Hon’ble Kerala High Court against this freezing of IDA. Based on this, the Hon’ble Court has directed the CMD BSNL to make payment of the IDA arrears. Under these circumstances, the DoT issued letter on 17.02.2021, directing the CMD BSNL not to make payment of the IDA arrears. Consequent to this, the IDA arrears has not been paid. BSNLEU has already written letter to the Secretary, Telecom, demanding to withdraw this direction. Once again, BSNLEU wrote a letter today, to the Member (Services), requesting him to withdraw the direction of the DoT, so that BSNL can make payment of the IDA arrears to the Non-Executives.

Direction to the CHQ of BSNLEU to vacate it’s quarters in Kalibari Marg, New Delhi – CHQ writes to the Director (HR), requesting him to stop the harassment.

The CHQ of BSNLEU has been allotted with a Type-IV quarters in Kalibari Marg, New Delhi. Even as per the new Policy for Allotment of Accommodation to the Unions and Associations, the CHQ of BSNLEU is entitled for a Type-IV quarters. However, the Building Section of the Corporate Office is repeatedly sending letters to the CHQ of BSNLEU, directing it to vacate it’s quartes allotted in the Kalibari Marg. Hence, the CHQ has written to the Director (HR), requesting him to stop this harassment.

Why BSNL’s network connection is poor? – Shri Ashwini Vaishnaw, Hon’ble Minister for Communications say, it is because of UPA government.

BSNL Employees are being denied Wage Revision, based on the recommendation of the 3rd Pay Revision Committee. The AUAB has been demanding that, BSNL should be exempted from the affordability clause of the 3rd Pay Revision Committee. The AUAB has all along been telling the government that, BSNL became a loss making Company only because of the government policies and not because of the inefficiency of the employees. Shri Ravi Shankar Prasad, the erstwhile Hon’ble Minister for Communications, had accused the UPA government for the financial crisis of BSNL. However, it is regrettable that, the government did not accept the pleadings of the AUAB to exempt BSNL from the affordability clause of the 3rd PRC. In this connection, an interesting debate has taken place in the Parliament yesterday. BJP’s Davengere MP, Shri G.M. Siddeshwara, raised a question as to why BSNL’s network connection was very poor. Replying to this question, Shri Ashwini Vaishnaw, Hon’ble Minister of Communications stated that, the bad condition of BSNL’s services is due to “certain political parties, during the UPA government, using BSNL as a cash cow”. The statement of the Hon’ble Minister for Communications, confirms the stand of the AUAB that, BSNL has gone into the financial crisis only due to the anti-BSNL measures of the government. When this being the fact, why the government is not exempting BSNL from the affordability clause of the 3rd PRC, so that BSNL employees could get Wage Revision?

Settlement of cases related to recovery of over payment – CGMs are empowered to take decision – PGM(Estt.) informs GS, BSNLEU.

As regards, settlement of the cases related to recovery on account of over payment, the Corporate Office has already issued letter that the concerned CGMs can take decision of the same. However, still such cases are being referred to the Corporate Office by the CGMs. Com.P.Abhimanyu, GS, discussed one such case from Tamil Nadu circle, with Shri Saurabh Tyagi, PGM(Estt.), today. The PGM(Estt.) clearly told that, the CGMs are empowered to take decision and that a reply would be sent to the CGM, Tamil Nadu circle in this connection.

Wage Revision – different conversion ratios to fix the minimum of the pay scales unacceptable – BSNLEU tells the Management Side.

In the last meeting of the Wage Negotiating Committee, discussions took place to finalise the pay scales. But it was not complete. Today, both the General Secretaries of BSNLEU and NFTE, tried to meet the Chairman of the Wage Negotiating Committee. However, they could not meet. Thereafter, Com.P.Abhimanyu, GS, met Shri Saurabh Tyagi, PGM(Estt.), who is one of the members of the Wage Negotiating Committee. He told the PGM(Estt.) that, the different conversion ratios, suggested by the Management Side, to fix the minimum of the pay scales is not acceptable. The GS, BSNLEU, demanded that a uniform conversion factor should be adopted to construct the pay scales. The PGM(Estt.) replied that this aspect could be discussed shortly.
