Based on the demand of BSNLEU, Corporate Office takes action to settle pending Career Progression cases, based on 2008 policy.

In the Formal Meeting with the Director (HR) held yesterday the 10.05.2023, BSNLEU strongly raised the point that many cases recommended by the CGMs for Career Progression of the Sports Personnel, based on the policy issued in 2008 were not settled. It was also pointed out that, without settling the pending cases, the Management has issued a Compendium, without consulting the Recognised Unions. BSNLEU strongly demanded that all the old cases, recommended by the CGMs, based on the Policy issued in 2008, should be considered. This was agreed by the Director (HR). In accordance with this decision, the Admn. Branch of the Corporate Office, has issued letter to all the CGMs, calling to submit the old cases sent to the Corporate Office up to December, 2022. The CHQ requests all the circle secretaries to immediately send the old cases, recommended by the CGMs to the CHQ on the WhatsApp of the General Secretary or e-mail on bsnleuchq@gmail.com.

Drastic increase in the JE training class qualifying marks - BSNLEU discussed the issue with the CMD BSNL.

The Management has drastically increased the qualifying marks for the JE training class. Earlier, the qualifying marks were 35% for OC; 30% for OBC and 20% SC/ST. All of a sudden the qualifying mark has been increased and fixed as 50% for all categories. This is a very big injustice to the JE training candidates. BSNLEU immediately already wrote a detailed letter to the CMD BSNL against this arbitrary increase in the training class qualifying marks and demanded restoration of the old qualifying marks. Yesterday, Com.Animesh Mitra, President and Com.P. Abhimanyu, GS, discussed this issue with Shri P.K. Purwar, CMD BSNL and demanded restoration of the old qualifying marks. The CMD BSNL heard our views and assured to do the needful.

Talks held with CMD BSNL – All India Centre postpones the protest demonstrations to be organised on 11.05.2023..

All are aware that, BSNLEU has given call for organising demonstrations, to protest against the curtailment of the facility of “Immunity from Transfers”. Under this circumstance, Com.Animesh Mitra, President and com.P.Abhimanyu, GS, met Shri P.K. Purwar, CMD BSNL, today and had a detailed discussion on this issue. During the discussion, the CMD BSNL assured to look into the issue and to take appropriate decision. In view of this, the All India Centre has decided to postpone the demonstrations to be organised on 11.05.2023.

Central Trade Unions extend their support to the Wrestlers fighting against sexual exploitation.

The Joint Platform of Central Trade Unions, consisting of all the Central Trade Unions except BMS, has extended it’s whole heart support to the young women wrestlers who are fighting against sexual exploitation of Brij Bhushan Sharan Singh, Chairman of the Wrestling Federation of India (WFI). In a statement issued yesterday the 08th May, 2023, the Central Trade Unions have demanded the immediate arrest of Brij Bhushan Sharan Singh and also conducting of a thorough investigation on the allegations. The press statement issued by the Central Trade Unions is enclosed herewith. It is noteworthy that, BSNLEU had already conducted countrywide demonstrations on 27.01.2023, extending support to the young women wrestlers fighting against sexual exploitation and demanding the arrest of Brij Bhushan Sharan Singh, Chairman of the WFI.

Bhopal CEC meeting of BSNLEU gets successfully concluded.

The 2 days Central Executive Committee meeting of BSNLEU got concluded successfully yesterday. Totally, 44 comrades participated in the deliberations based on which decisions were taken. The meeting expressed it’s deep concern over the inordinate delay in the settlement of Wage Revision, delay in BSNL’s 4G & 5G launching and lakhs of customers leaving BSNL every month. The meeting directed the CHQ to discuss these issues seriously in the Joint Forum and launch powerful struggles to save BSNL and the future of employees. The meeting also directed the CHQ to take necessary action for the early payment of IDA arrears. Indepth discussions were also made on the following issues:-

 

  1. Immediate completion of collection of donations to the Agricultural Workers Union.
  2. Timely conducting of the circle conferences.
  3. Ensuring safety of women employees in workplaces.
  4. Formation of BSNL Working Women’s Coordination Committee in all circles.
  5. Strengthening the functioning of the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF (CoC) at the circle and district levels.
  6. Revival of BSNL Casual and Contract Workers Federation.
  7. Forwarding of CHQs WhatsApp messages to each and every employee.
  8. Starting Twitter accounts on the mobile phones of all members.
  9. Holding the All India BSNL Working Women’s Coordination Committee online.

Resolutions passed in the Bhopal CEC meeting.

After threadbare discussions, the Bhopal CEC meeting passed resolutions on the following issues.

  1. Settlement of Wage Revision.
  2. Launching of BSNL’s 4G & 5G.
  3. Merger of MTNL with BSNL.
  4. Against withdrawal of Recognition of NFPE & AIPEU Group ‘C’.
  5. Review of the norms fixed under Restructuring of Manpower.
  6. Non-declaration of JTO LICE results in Punjab circle.

BSNLEU issues notification to the CMD BSNL for organising protest demonstrations on 11.05.2023 against denial of the facility of Immunity from Transfers.

The All India Centre of BSNLEU has already given call for organising protest demonstrations on 11.05.2023, against denial of Immunity from Transfers facility.

 

BSNLEU is having 33 circle unions. As per Corporate Office order, 3 office bearers in each circle are entitled to avail the facility of Immunity from Transfers. But, not a single circle office bearer, in all these 33 circle unions, has availed immunity from transfer.

 

Similarly, BSNLEU is having 372 district unions throughout the country. As per Corporate Office order, 3 office bearers in each district are entitled to avail the facility of Immunity from Transfer. But, only 3 district secretaries, viz., Vadodara, Srikakulam and Kadapa have availed the facility.

 

Now it seems the BSNL Management wants to completely eliminate this facility of Immunity from Transfers. Today, BSNLEU has issued notification to CMD BSNL for organising protest demonstrations on 11.05.2023, demanding immediate cancellation of the transfer order issued to Com.Anand Narayan Singh, District Secretary, Vadodara, Gujarat circle. BSNLEU will certainly intensify the agitation if the problem is not solved amicably.

BSNLEU के अखिल भारतीय केंद्र ने पहले ही 11.05.2023 को स्थानान्तरण सुविधा से छूट के विरोध में विरोध प्रदर्शन आयोजित करने का आह्वान किया है।

 

BSNLEU में 33 सर्किल यूनियन हैं। कॉर्पोरेट कार्यालय के आदेश के अनुसार, प्रत्येक सर्किल में 3 पदाधिकारी स्थानान्तरण से छूट की सुविधा प्राप्त करने के हकदार हैं। लेकिन, इन सभी 33 सर्किल यूनियनों में एक भी सर्किल पदाधिकारी को स्थानांतरण से छूट नहीं मिली है।

 

इसी तरह, पूरे देश में BSNLEU की 372 जिला यूनियनें हैं। कारपोरेट कार्यालय आदेश के अनुसार प्रत्येक जिले में 3 पदाधिकारियों को स्थानान्तरण से छूट की सुविधा प्राप्त करने का अधिकार है। लेकिन, केवल 3 जिला सचिवों, अर्थात वड़ोदरा, श्रीकाकुलम और कडप्पा ने इस सुविधा का लाभ उठाया है।

 

अब ऐसा लगता है कि बीएसएनएल प्रबंधन स्थानांतरण से छूट की इस सुविधा को पूरी तरह खत्म करना चाहता है। आज BSNLEU ने सीएमडी, बीएसएनएल को 11.05.2023 को विरोध प्रदर्शन आयोजित करने के लिए अधिसूचना जारी की है, जिसमें साथी आनंद नारायण सिंह, जिला सचिव, वड़ोदरा, गुजरात सर्कल को जारी स्थानांतरण आदेश को तत्काल रद्द करने की मांग की गई है। यदि समस्या का सौहार्दपूर्ण ढंग से समाधान नहीं किया गया तो BSNLEU निश्चित रूप से आंदोलन को तेज करेगा।

Com.Bijoy Goswami, senior leader of Kolkata circle, passed away.

Com.Bijoy Goswami was one of the senior most leaders of Kolkata Telephones circle. He has functioned as the Circle President of E-III Union, Calcutta Telephones circle and also as Federal Councilor of NFPTE. After formation of BSNLEU, he functioned as the Circle Vice-President of BSNLEU, Kolkata Telephones circle. Com.Bijoy Goswami tirelessly worked to strengthen a militant trade union movement in the P&T and Telecom Departments, as well as in BSNL. His services will ever be remembered. BSNLEU pays it’s respectful homage to Com.Bijoy Goswami   and offers heartfelt condolences to his family members.

The two day CEC meeting of BSNLEU started enthusiastically at Bhopal.

The two day Central Executive Committee meeting of BSNLEU enthusiastically started at Bhopal today. The venue of the meeting is Hotel Rajhans Regent. 48 Circle Secretaries and Central Office bearers are participating in this meeting. Com.Prakash Sharma, AGS, welcomed everyone, on behalf of the Reception Committee. Com.John Verghese, Dy.GS, moved the condolence resolution. All the comrades stood in silence for a minute and paid homage to the leaders and comrades who passed away after the last CEC meeting. Com.Animesh Mitra, President, delivered the presidential address. Thereafter, Com.P.Abhimanyu, General Secretary, presented the report on activities, which covered the important issues of inordinate delay in BSNL’s 4G launching, non-settlement of Wage Revision, Stagnation, non-payment of IDA arrears, delay in the implementation of Group Health and Insurance Scheme, etc. After presentation of the report by the General Secretary, the CEC members started their deliberations. Importantly, the District Level Conventions held on 10.03.2023, Meet the Employees Campaign held from 13th to 18th March, 2023, Street Corner Meetings held from 27th to 31st March, 2023 and the Mazdoor Kisan Sangharsh Rally held at New Delhi on 05.04.2023 are reviewed. The deliberations are continuing and will get completed tomorrow evening.

BSNL Management wants to convert trade unions into their slaves - organise protest demonstrations on 11.05.2023 to defend trade union rights.

Recognised Trade Unions are having the facility of “Immunity from Transfers” from the days of the DoT. This is an important facility which helps the General Secretary, as well as the circle and district secretaries to function from the Head Quarters. However, the BSNL Management, which is not able to settle any of the problem of the Non-Executives, is hell-bent to withdraw this facility. Practically, the BSNL Management is laying down the following two retrograde conditions.

 

(1)    Immunity from Transfers will be allowed only for the first term. 

(2)    Executives cannot become office bearers of Non-Executive Unions. 


It is clear that the BSNL Management wants to convert trade unions into slaves.  We cannot accept both these conditions. BSNLEU does not encourage Executives to become office bearers of our Union. At the same time, when an established leader of BSNLEU becomes an Executive, he / she should be allowed to continue as the office bearer of our Union. The Indian Trade Union Act and the Constitution of BSNLEU permit this. Management cannot take away this right. BSNLEU will not surrender this hard won right.

 

Hence, the All India Centre has decided to organise protest demonstrations on 11-05-2023, to safeguard trade union rights and for restoration of the facility of immunity from transfers. Circle and district Unions are requested to organise this program successfully and to give a befitting reply to the Management.

Extending EPF coverage for the pre-induction training period – non-implementation of Corporate Office instructions– BSNLEU writes to the CMD BSNL, seeking his intervention..

The BSNL Corporate Office has already issued a letter on 05.08.2015 stating that EPF coverage would be extended to the pre-induction training period of the BSNL Recruited Employees. Subsequently, on 17.09.2015, the Corporate Office has issued letter stating that, the employee share of the EPF contribution, for the pre-induction training period, would also be paid by the Management and it need not be deducted from the salary of the employees. However, the above instructions have not been implemented for many BSNL Recruited employees. Hence, BSNLEU has written letter to the CMD BSNL today, demanding extension of EPF coverage for the pre-induction training period and also making relevant corrections in the EPFO records.

BSNLEU demands immediate withdrawal of the increase in the qualifying marks of JE training.

Last date for submitting option for higher pension extended up to 26-06-2023..

EPFO has fixed 03-05-2023 as the last date for filing application for higher  pension. However, today, the EPFO has extended this deadline up to 26-06-2023.  The EPFO has stated that, the timeline is being extended to facilitate and provide ample opportunity to the pensioners / members, so as to to ease out any difficulty faced by them. All concerned comrades are requested to make note of this extension of time limit.
