The inspiring circle conference of BSNLEU, Andhra Pradesh circle, was held at Vijayawada yesterday. 350 comrades enthusiastically attended this conference from all the districts of AP circle. The conference started with flag hoisting. Veteran leader, Com.P. Asokababu, hoisted the Union Flag and Com.P.Latchiraju, Circle President, hoisted the National Flag, in the midst of thundering slogans. The conference was presided over by Com.P.Latchiraju, Circle President. Since Com.P.Abhimanyu, GS, is unwell, Com.S.Chellappa, AGS, attended this conference on behalf of the CHQ.

Com.K.Ramadevi, Circle Secretary, welcomed everyone. Com.P.Asokababu, delivered the inaugural address of this circle conference. A seminar on “4G and 5G services” was held. It was addressed by Shri M.Seshachalam, Chief General Manager of AP circle, Com.S. Chellappa, AGS, Com.Sudhakar, CITU, Com.M.Sambasivarao, CS, Telangana, Com.J. Uma Maheswar Rao, CS, SNEA, Com.Nagendra Babu, CS, NFTE, Com.Prasada Babu, CS, SEWA BSNL, Com.K.S.C.Bose, CS, AIBDPA, Com.R.Sree Lakshmi, AI member of BSNLWWCC and Com.Prabhakar Rao, CS, BSNLCCWF. In the delegates session, Com.S.Chellappa, AGS, explained how BSNLEU’s letter opposing 2nd VRS became viral in the print media. He also gave details regarding the efforts being taken by BSNLEU to sign the Wage Revision agreement expeditiously and also regarding BSNLEU’s arguments in the National Council against the discrimination in the promotional policies of the Executives and the Non-Executives, as a result of which the Management has announced formation of a committee to remove the discrimination. 14 delegates participated in the deliberations which enriched the proceedings of the conference. Com.K.Ramadevi, delivered the summing up address. Election of office bearers is held unanimously. CHQ heartily congratulates the Andhra Pradesh circle union for organising a highly successful circle conference.

BSNLEU, आंध्र प्रदेश सर्कल का प्रेरक सर्कल सम्मेलन कल विजयवाड़ा में आयोजित किया गया। इस सम्मेलन में आंध्र प्रदेश सर्कल के सभी जिलों से 350 साथियों ने उत्साहपूर्वक भाग लिया। सम्मेलन की शुरुआत ध्वजारोहण से हुई। वरिष्ठ नेता साथी पी. अशोकबाबू ने यूनियन का ध्वज फहराया और साथी पी. लचिराजू, सर्कल अध्यक्ष ने गगनभेदी नारों के बीच राष्ट्रीय ध्वज फहराया। सम्मेलन की अध्यक्षता साथी पी. लचिराजू, सर्कल अध्यक्ष ने की। चूंकि साथी पी. अभिमन्यु, महासचिव, अस्वस्थ हैं, इसलिए साथी एस. चेलप्पा, सहायक महासचिव, सीएचक्यू की ओर से इस सम्मेलन में शामिल हुए। साथी के. रमादेवी, सर्कल सचिव ने सभी का स्वागत किया। साथी पी. अशोकबाबू ने इस सर्कल सम्मेलन का उद्घाटन भाषण दिया। "4G और 5G सेवाओं" पर एक संगोष्ठी आयोजित की गई। इस अवसर पर आंध्र प्रदेश सर्कल के मुख्य महाप्रबंधक श्री एम.शेषचलम, सहायक महासचिव साथी एस. चेलप्पा, सीआईटीयू साथी सुधाकर, तेलंगाना के  सर्कल सचिव साथी एम. संबासिवराव, एसएनईए के सर्कल सचिव साथी जे. उमा महेश्वर राव, एनएफटीई के सर्कल सचिव साथी नागेंद्र बाबू,  साथी प्रसाद बाबू, एसईडब्ल्यूए बीएसएनएल, एआईबीडीपीए के सर्कल सचिव साथी के.एस.सी. बोस, सर्कल सचिव साथी आर. श्री लक्ष्मी, बीएसएनएलडब्ल्यूडब्ल्यूसीसी के एआई सदस्य और बीएसएनएलसीसीडब्ल्यूएफ के सर्कल सचिव साथी प्रभाकर राव ने संबोधित किया। प्रतिनिधि सत्र में साथी एस. चेलप्पा, सहायक महासचिव ने बताया कि कैसे BSNLEU का दूसरा वीआरएस का विरोध करने वाला पत्र प्रिंट मीडिया में वायरल हो गया। उन्होंने वेतन संशोधन समझौते पर शीघ्र हस्ताक्षर करने के लिए BSNLEU द्वारा किए जा रहे प्रयासों के बारे में भी जानकारी दी और साथ ही नेशनल काउंसिल में एक्ज़िक्यूटिव्स और नॉन एक्ज़ीक्यूटिव्स की पदोन्नति नीतियों में भेदभाव के खिलाफ BSNLEU के तर्कों के बारे में भी जानकारी दी, जिसके परिणामस्वरूप प्रबंधन ने भेदभाव को दूर करने के लिए एक समिति के गठन की घोषणा की है। 14 प्रतिनिधियों ने विचार-विमर्श में भाग लिया जिसने सम्मेलन की कार्यवाही को समृद्ध किया। साथी के. रमादेवी ने समापन भाषण दिया। पदाधिकारियों का चुनाव सर्वसम्मति से हुआ। सीएचक्यू आंध्र प्रदेश सर्कल यूनियन को एक बेहद सफल सर्कल सम्मेलन के आयोजन के लिए हार्दिक बधाई देता है। 

It has already been informed that, the All India Centre of BSNLEU has taken disciplinary action against Com. Upender Singh Teotia. This disciplinary action has been taken against Com.Upendra Singh Teotia, for swindling the circle union money of BSNLEU, UP(West) circle union. The disciplinary action was taken by the All India Centre and it has been approved by the Central Executive Committee of BSNLEU. However, Com. Upendra Singh Teotia has filed a criminal defamation case against Com.P.Abhimanyu, General Secretary. This defamation case is against BSNLEU and it's Constitution.

BSNLEU के महासचिव के खिलाफ हापुड़ जिला न्यायालय में मानहानि का मुकदमा दायर किया गया। 

यह पहले ही बताया जा चुका है कि BSNLEU के अखिल भारतीय केंद्र ने साथी उपेंद्र सिंह तेवतिया के खिलाफ अनुशासनात्मक कार्रवाई की है। यह अनुशासनात्मक कार्रवाई साथी उपेंद्र सिंह तेवतिया के खिलाफ BSNLEU, उत्तर प्रदेश (पश्चिम) सर्कल यूनियन के सर्कल यूनियन के पैसे की हेराफेरी करने के कारण की गई है। अनुशासनात्मक कार्रवाई अखिल भारतीय केंद्र द्वारा की गई थी और इसे BSNLEU की केंद्रीय कार्यकारी समिति द्वारा अनुमोदित किया गया था। हालांकि, साथी उपेंद्र सिंह तेवतिया ने महासचिव साथी पी. अभिमन्यु के खिलाफ आपराधिक मानहानि का मुकदमा दायर किया है। यह मानहानि का मुकदमा BSNLEU और इसके संविधान के खिलाफ है।

It has been brought to the notice of our CHQ that, the West Bengal circle administration is imposing unwarranted conditions on employees, in the matter of transfers under Rule 8. This is violation of the BSNL Transfer Policy. The West Bengal circle administration is seeking unnecessary clarifications from the Corporate Office and is thereby denying the justified requests of employees, for transfer under Rule 8. Hence BSNLEU has written letter to the PGM(Pers.) of the Corporate Office today, requesting her to intervene on this matter and to issue necessary clarification to the West Bengal circle administration.

पश्चिम बंगाल सर्किल प्रशासन द्वारा नियम 8 के तहत स्थानांतरण के लिए लगाए गए अनुचित प्रतिबंध - BSNLEU ने प्रिंसिपल जनरल मैनेजर  (पर्स) को सुधारात्मक कार्रवाई के लिए पत्र लिखा।

हमारे सीएचक्यू के संज्ञान में लाया गया है कि पश्चिम बंगाल सर्किल प्रशासन नियम 8 के तहत स्थानांतरण के मामले में कर्मचारियों पर अनुचित शर्तें लगा रहा है। यह बीएसएनएल स्थानांतरण नीति का उल्लंघन है। पश्चिम बंगाल सर्किल प्रशासन कॉर्पोरेट कार्यालय से अनावश्यक स्पष्टीकरण मांग रहा है और इस तरह नियम 8 के तहत स्थानांतरण के लिए कर्मचारियों के उचित अनुरोध को अस्वीकार कर रहा है। इसलिए BSNLEU ने आज कॉर्पोरेट कार्यालय के प्रिंसिपल जनरल मैनेजर (पर्स) को पत्र लिखकर उनसे इस मामले में हस्तक्षेप करने और पश्चिम बंगाल सर्किल प्रशासन को आवश्यक स्पष्टीकरण जारी करने का अनुरोध किया है।

CHQ writes letter to the PGM(Estt.) in BSNL Corporate Office, requesting to consider the promotion of Shri Karamjit Singh Walia, who unfortunately missed his chance of becoming a TT in his parent district of Chandigarh.

पंजाब सर्किल में 08-09-2024 को टीटी एलआईसीई का अजीबोगरीब मामला - BSNLEU ने प्रिंसिपल जनरल मैनेजर  (एस्टा) को पत्र लिखा.

सीएचक्यू ने बीएसएनएल कॉरपोरेट ऑफिस में प्रिंसिपल जनरल मैनेजर  (एस्टा) को पत्र लिखकर श्री करमजीत सिंह वालिया की पदोन्नति पर विचार करने का अनुरोध किया है, जो दुर्भाग्य से अपने पैतृक जिले चंडीगढ़ में टीटी बनने का मौका चूक गए।

In the case of many employees, their annual increment will became due on the next day of their retirement. In such cases, that increment was not granted. Some years ago, BSNLEU took up this issue in the National Council. However it was not accepted, but the matter was referred to the DoT. Thereafter, Many employees went to the court. Many benches of the Hon'ble CAT have delivered judgement that one notional increment should be granted to such employees, for the purpose of calculating pension. However, Central Government did not accept this judgement and filed appeal in the Hon'ble Supreme Court. This appeal was dismissed by the Hon'ble Supreme Court on 06-09-2024. Yesterday, the DoT has issued letter, implementing the Supreme Court order for DoT employees absorbed in BSNL, with certain conditions.

जिन कर्मचारियों के मामले में वार्षिक वेतन वृद्धि उनकी सेवानिवृत्ति के अगले दिन देय थी, उन्हें काल्पनिक वेतन वृद्धि का भुगतान - दूरसंचार विभाग ने जारी किया आदेश।

कई कर्मचारियों के मामले में वार्षिक वेतन वृद्धि उनकी सेवानिवृत्ति के अगले दिन देय हो गई। ऐसे मामलों में वेतन वृद्धि प्रदान नहीं की गई। कुछ वर्ष पूर्व BSNLEU ने इस मुद्दे को नेशनल काउंसिल में उठाया था। हालांकि इसे स्वीकार नहीं किया गया, लेकिन मामला दूरसंचार विभाग को भेज दिया गया। इसके बाद कई कर्मचारी न्यायालय चले गए। माननीय सीएटी की कई पीठों ने निर्णय दिया कि ऐसे कर्मचारियों को पेंशन की गणना के उद्देश्य से एक काल्पनिक वेतन वृद्धि प्रदान की जानी चाहिए। हालांकि केंद्र सरकार ने इस निर्णय को स्वीकार नहीं किया और माननीय सर्वोच्च न्यायालय में अपील दायर की। इस अपील को माननीय सर्वोच्च न्यायालय ने 06-09-2024 को खारिज कर दिया। कल दूरसंचार विभाग ने कुछ शर्तों के साथ बीएसएनएल में समाहित दूरसंचार कर्मचारियों के लिए सर्वोच्च न्यायालय के आदेश को लागू करते हुए पत्र जारी किया है।

Yesterday, BSNLEU wrote letter to the PGM(SR), pointing out that the Joint Committee for Wage Revision has not met after the last meeting held on 19.12.2024. The reason behind this is that, Shri Saurabh Tyagi, Chairman of the Committee has gone on voluntary retirement on 03-01-2025 and thereafter the new Chairman has not been appointed. Today, the Corporate Office has issued letter, reconstituting the Joint Committee for Wage Revision. Shri Rajeev Soni, CGM (EW), has been appointed as the new Chairman of the Committee.  Now that the Committee has been reconstituted, BSNLEU will ensure that the next meeting of the Committee is held at the earliest.

वेतन संशोधन समिति का पुनर्गठन - श्री राजीव सोनी, मुख्य महाप्रबंधक (ईडब्ल्यू), नए अध्यक्ष हैं।

कल, BSNLEU ने प्रिंसिपल जनरल मैनेजर  (एसआर) को पत्र लिखकर बताया कि वेतन संशोधन के लिए संयुक्त समिति की 19.12.2024 को हुई अंतिम बैठक के बाद कोई बैठक नहीं हुई है। इसका कारण यह है कि समिति के अध्यक्ष श्री सौरभ त्यागी 03-01-2025 को स्वैच्छिक सेवानिवृत्ति पर चले गए हैं और उसके बाद नए अध्यक्ष की नियुक्ति नहीं हुई है। आज, कॉर्पोरेट कार्यालय ने वेतन संशोधन के लिए संयुक्त समिति का पुनर्गठन करते हुए पत्र जारी किया है। श्री राजीव सोनी, मुख्य महाप्रबंधक (ईडब्ल्यू), को समिति का नया अध्यक्ष नियुक्त किया गया है। अब जबकि समिति का पुनर्गठन हो गया है, BSNLEU यह सुनिश्चित करेगा कि समिति की अगली बैठक जल्द से जल्द आयोजित की जाए।

Based on the decisions of the last Wage Revision Committee meeting held on 19-12-2024, BSNLEU has already submitted 90 live stagnation cases to the Chairman of the Wage Revision Committee  on 23-12-24 itself. There after, informal discussion is also already held between the Management Side and the Staff Side on 09-01-2025, to scrutinise the correctness of the live stagnation cases submitted by BSNLEU. Under these circumstances, the Management, on it's own, should have taken action to convene the  next meeting of the Wage Revision Committee. On 06-01-2025, BSNLEU has written letter to the Director (HR), requesting him to promptly reconstitute the Wage Revision Committee, by appointing the new Chairman. Today, BSNLEU has once again written letter to the PGM(SR) requesting her to take action to hold the Wage Revision Committee meeting expeditiously.

वेतन संशोधन समिति की बैठक शीघ्र आयोजित करें - BSNLEU ने प्रिंसिपल जनरल मैनेजर (एसआर) को लिखा पत्र। 

19-12-2024 को आयोजित पिछली वेतन संशोधन समिति की बैठक के निर्णयों के आधार पर BSNLEU ने 23-12-24 को ही वेतन संशोधन समिति के अध्यक्ष को स्थगन के लाइव मामले प्रस्तुत कर दिए हैं। इसके बाद, BSNLEU द्वारा प्रस्तुत लाइव स्थगन मामलों की सत्यता की जांच करने के लिए प्रबंधन पक्ष और कर्मचारी पक्ष के बीच 09-01-2025 को अनौपचारिक चर्चा भी हो चुकी है। इन परिस्थितियों में प्रबंधन को अपने स्तर पर वेतन संशोधन समिति की अगली बैठक बुलाने के लिए कार्रवाई करनी चाहिए थी। 06-01-2025 को BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर उनसे नए अध्यक्ष की नियुक्ति करके वेतन संशोधन समिति का शीघ्र पुनर्गठन करने का अनुरोध किया है। आज BSNLEU ने एक बार फिर प्रिंसिपल जनरल मैनेजर (एसआर) को पत्र लिखकर वेतन संशोधन समिति की बैठक शीघ्र आयोजित करने के लिए कार्रवाई करने का अनुरोध किया है। 

BSNL Management has prepared a draft Transfer Policy and has sought the views of the Recognised Unions and Associations. BSNLEU has submitted it's letter today, seeking removal of some of the anti-employee provisions contained in the draft Transfer Policy and has also given suggestions to modify certain other clauses. In it’s letter, BSNLEU has strongly demanded that, the transfer liability of the Non-Executives should continue to remain within OA and that they should not be transferred outside the OA. This applies even to the JEs recruited prior to 2014. BSNLEU has also demanded that, the DoP&T orders regarding posting husband and wife in the same station should strictly be implemented in BSNL. Further, BSNLEU has also demanded that, the requests for transfer under Rule-8, by the JEs and JTOs to the so-called surplus circles should be settled as a one time measure. BSNLEU has demanded that, before taking a final decision on the BSNL Transfer Policy, BSNLEU should be provided with an opportunity to explain it’s view points contained in this letter. 

बीएसएनएल ट्रांसफर पॉलिसी का ड्राफ्ट - BSNLEU ने अपने विचार प्रस्तुत किए - कुछ कर्मचारी विरोधी कुछ प्रावधानों को हटाने की मांग की।

बीएसएनएल प्रबंधन ने ट्रांसफर पॉलिसी का ड्राफ्ट तैयार किया है और मान्यता प्राप्त यूनियनों और एसोसिएशनों से विचार मांगे हैं। BSNLEU ने आज अपना पत्र प्रस्तुत किया है, जिसमें ट्रांसफर पॉलिसी के ड्राफ्ट में शामिल कर्मचारी विरोधी कुछ प्रावधानों को हटाने की मांग की गई है और कुछ अन्य क्लोज़ को संशोधित करने के सुझाव भी दिए हैं। अपने पत्र में BSNLEU ने दृढ़ता से मांग की है कि नॉन रक्सिक्यूटिव्स की ट्रांसफर लायबिलिटी ओए के भीतर बनी रहनी चाहिए और उन्हें ओए के बाहर स्थानांतरित नहीं किया जाना चाहिए। यह 2014 से पहले भर्ती किए गए जेई पर भी लागू होता है। BSNLEU ने यह भी मांग की है कि पति और पत्नी को एक ही स्टेशन पर तैनात करने के संबंध में डीओपीएंडटी के आदेशों को बीएसएनएल में सख्ती से लागू किया जाना चाहिए। इसके अलावा, BSNLEU ने यह भी मांग की है कि जेई और जेटीओ द्वारा तथाकथित सरप्लस सर्किलों में नियम-8 के तहत स्थानांतरण के अनुरोधों को एकमुश्त उपाय के रूप में निपटाया जाना चाहिए। BSNLEU ने मांग की है कि बीएसएनएल ट्रांसफर पॉलिसी पर अंतिम निर्णय लेने से पहले BSNLEU को इस पत्र में निहित अपने दृष्टिकोण को स्पष्ट करने का अवसर प्रदान किया जाना चाहिए। 

Narendra Modi government wants the big  corporates to have the "Ease Of Doing Business" . At the same time, he does not want the workers to have the "Ease Of Living A Decent  Life" .  In the last 75 years after independence, the Indian working class has organised heroic struggles, made many sacrifices and has made the government to implement  29 Labour Laws. These 29 Labour Laws give protection to the workers from exploitation, to some extent.  But, the Narendra Modi government is killing all these 29 Labour Laws in one stroke and is implementing 4 pro - corporate and anti- worker Labour Codes. BSNLEU has already informed about the decision of the Joint Platform of the 10 Central Trade Unions, which have decided to organise a General Strike against the implementation of these 4 Labour Codes.   The 10 Central Trade Unions have taken this decision because, after implementation of the 4 Labour Codes,  the workers of this country will become the slaves of the big corporates. There will not be right to form trade unions. There will not be right for organising strikes. Working hours will be increased as per the will and pleasure of the corporates. New exploitative methods will be implemented by the corporates, including increasing the working hours drastically. We have already heard the chairman of the L&T, who has said that, workers should work for 90 hours a week. The present system of Labour Inspectors inspecting the factories to find out the working conditions of the workers, will be diluted. The existing Social Securities, viz., EPF and ESI will be discontinued or diluted.  In short, the 4 Labour Codes are being introduced to enable the corporates to exploit the workers ruthlessly. Com.K.Hemalata, President, CITU has written an article regarding the implementation of the 4  Labour Codes. We reproduce this article hereunder and request our comrades to read it without fail.

मौजूदा 29 श्रम कानूनों को खत्म करके और 4 श्रम संहिताओं को लागू करके श्रमिकों के अधिकारों की हत्या।

नरेंद्र मोदी सरकार चाहती है कि बड़े कॉरपोरेट्स को "व्यापार करने में आसानी" मिले। साथ ही, वह नहीं चाहती कि श्रमिकों को "एक सभ्य जीवन जीने में आसानी" मिले। आजादी के बाद पिछले 75 वर्षों में, भारतीय श्रमिक वर्ग ने वीरतापूर्ण संघर्ष किए हैं, कई बलिदान दिए हैं और सरकार को 29 श्रम कानूनों को लागू करने के लिए मजबूर किया है। ये 29 श्रम कानून कुछ हद तक श्रमिकों को शोषण से सुरक्षा प्रदान करते हैं। लेकिन, नरेंद्र मोदी सरकार इन सभी 29 श्रम कानूनों को एक झटके में खत्म कर रही है और 4 कॉरपोरेट समर्थक और श्रमिक विरोधी श्रम संहिताओं को लागू कर रही है। BSNLEU ने पहले ही 10 केंद्रीय ट्रेड यूनियनों के संयुक्त मंच के फैसले के बारे में सूचित कर दिया है, जिन्होंने इन 4 श्रम संहिताओं के कार्यान्वयन के खिलाफ आम हड़ताल आयोजित करने का फैसला किया है। दस केंद्रीय ट्रेड यूनियनों ने यह निर्णय इसलिए लिया है, क्योंकि 4 श्रम संहिताओं के लागू होने के बाद, इस देश के मजदूर बड़े कॉरपोरेट्स के गुलाम बन जाएंगे। ट्रेड यूनियन बनाने का अधिकार नहीं रहेगा। हड़ताल आयोजित करने का अधिकार नहीं रहेगा। कॉरपोरेट्स की इच्छा और खुशी के अनुसार काम के घंटे बढ़ाए जाएंगे। कॉरपोरेट्स द्वारा काम के घंटों में भारी वृद्धि सहित नए शोषणकारी तरीके लागू किए जाएंगे। हम पहले ही एलएंडटी के चेयरमैन को सुन चुके हैं, जिन्होंने कहा है कि, मजदूरों को सप्ताह में 90 घंटे काम करना चाहिए। मजदूरों की कार्य स्थितियों का पता लगाने के लिए कारखानों का निरीक्षण करने वाले श्रम निरीक्षकों की वर्तमान प्रणाली को कमजोर कर दिया जाएगा। मौजूदा सामाजिक सुरक्षा, यानी ईपीएफ और ईएसआई को बंद कर दिया जाएगा या कमजोर कर दिया जाएगा। संक्षेप में, 4 श्रम संहिताओं को कॉरपोरेट्स को मजदूरों का बेरहमी से शोषण करने में सक्षम बनाने के लिए पेश किया जा रहा है हम इस लेख को नीचे पुन: प्रस्तुत कर रहे हैं और अपने साथियों से अनुरोध करते हैं कि वे इसे अवश्य पढ़ें।
