Hunger Strike started throughout the country.

As per the call of the AUAB, hunger strike has started throughout the country. In accordance with this, hunger strike started at the BSNL Corporate Office also. This hunger strike is being organised, demanding payment of salary, remittance of recoveries made from employees' salaries, allotment of 4G spectrum, payment of wages to contract workers, issuing of Sovereign Guarantee for raising money through Bonds, withdrawal of notices issued under FR-17 and stoppage of whimsical transfers after the implementation of VRS.

जारी सूत्रों के नुसार और गणना (कैलकुलेशन) के जानकारी के अनुसार  दिनांक 1 जुलाई 2020 से IDA दर 0.8% घट जाएगी।   परिणामस्वरूप, 160.7% की मौजूदा IDA दर 1 जुलाई, 2020 से घटकर 159.9% हो जाएगी।

Shri Pranab Mukherjee, former President of India and a great proponent of secularism, passes away.

Shri Pranab Mukherjee, former President of India, passed away yesterday. He has been admitted in the Army Referral hospital at New Delhi for the past few weeks. Shri Pranab Mukherjee has also held the Finance, Defence and Foreign Affairs portfolios in the Union Cabinet. Shri Pranab Mukherjee represented the secular and democratic forces in the Indian politics and stood for the concept of unity in diversity. In the death of Shri Pranab Mukherjee, the nation has lost a great statesman. BSNLEU pays it’s respectful homage to Shri Pranab Mukherjee and conveys it’s deep condolences to the family members and friends of the departed leader.

Reliance Communications (RCom) calls off merger with Aircel.

Reliance Communications (RCom), which is having a huge debt of around Rs.47,000 crore, was trying to seek a merger with the Aircel. Both the companies have signed agreement for the merger and have already moved the papers. However, due to procedural delay, the merger has not materialised so far, and both the companies have agreed by mutual consent, to allow the agreement to lapse.

Himachal Pradesh circle executive committee meeting resolves to strengthen the Organisation further.

The circle executive committee meeting of Himachal Pradesh is held at Dharamshala today. Com.Amarjit Singh, circle president, presided over. Com.K.C.Panwar, circle secretary, welcomed everyone and placed his report on activities before the house. Com.P.Abhimanyu, GS, inaugurated the meeting and elaborately spoke on the decisions of the Agartala CEC meeting. He also explained about the current issues of Wage Revision, Subsidiary Tower Company,etc. Thereafter discussion by the Committee members started. Implementation of the decisions of the All India and circle unions are reviewed. The meeting took many constructive decisions to strengthen the Organisation in the circle. One among such decisions is to strengthen democratic functioning by strictly following the provisions of our Union Constitution. The Treasurer submitted the financial report, which was approved by the house. At the end, the General Secretary replied to all the All India level issues raised by the Committee members. The GS greatly appreciated the functioning of the new team of circle office bearers, who took charge in the last circle conference, and assured the fullest cooperation of the CHQ.

Circle Executive Committee Meeting, Maharashtra Circle, held at Panjim.

The Circle Executive Committee Meeting of BSNLEU, Maharashtra Circle, was held at Panjim on 14th and 15th July, 2018. Com Appa Saheb Gagre, circle president, presided over the meeting. Com. Nagesh Nalawade, Circle Secretary, presented report on activities and Com.Ganesh Hinge, Circle Treasure presented report on accounts. Com.M.K.Dave,AGS, attended this meeting,as per the decision of the Agartala CEC meeting. He, together with Com.John Verghese, AGS, addressed the house about the BSNLEU activities during the recent days and efforts for wage revision, ongoing struggles, financial status of BSNL,etc., were explained. Serious discussion by circle executive committee members took place thereafter. Participation in the Mazdoor Kisan Sangharsh Rally on 05-09-2018 at New Delhi and Young Workers Convention at Bhopal were discussed and decision is taken for effective participation. Com. Yusuf Husain, General Secretary, Maharashtra BSNL Contract Workers Union, addressed the house. Excellent arrangements were made by BSNLEU, Goa District Union Comrades. CWC Meeting concluded with vote of thanks by Com Appa Saheb Gagre.

Undoing the downgradation of Sr.TOAs from the pay scale of 7100 to the pay scale of 6550 - Circle and district secretaries are requested to send live cases.

BSNLEU has been pressurising the Corporate Management to mitigate the sufferings of the Sr.TOAs, who are downgraded from the pay scale of 7100 to the pay scale of 6550, consequent to their opting for the NEPP. The CMD BSNL and the Director (HR) have in principle accepted to settle this issue. Consequent to this, a series of discussions are held with the Establishment Branch. The issue is once again discussed by Com.P. Abhimanyu, GS with the DGM(Estt.). In today’s meeting, it was agreed that the Union will provide live cases to the Management, so as to enable them issue necessary letter on the matter. Hence, CHQ calls upon the circle and district secretaries to send the live cases, with complete details of the loss incurred by the Sr.TOAs who have been downgraded. The circle and district secretaries are requested to treat this as urgent.

BSNL कॉर्पोरेट ऑफिस नकदी के संकट से जूझ रहा है। फलस्वरूप, सर्कल्स को विभिन्न भुगतान हेतु फंड्स की आपूर्ति नही हो रही है। कई सर्कल्स में बिजली बिल का भुगतान नही होने से बिजली काट दी गई है। अधिकांश सर्कल्स में कई महीनों से कॉन्ट्रैक्ट वर्कर्स को वेजेस का भुगतान नही किया गया है। AUAB के प्रतिनिधियों ने 11.12.2018 को CMD BSNL के साथ हुई मीटिंग में इस मुद्दे को CMD BSNL के समक्ष रखते हुए पूछा कि इस समस्या का निदान आखिर कब तक होगा। इसके जवाब में CMD BSNL ने बताया कि BSNL मैनेजमेंट बैंक से लोन लेने हेतु DoT से अनुमति प्राप्त करने के लिए गंभीरता पूर्वक प्रयास कर रहा है और वें अनुमति की प्रतीक्षा कर रहे हैं। CMD BSNL ने यह भी कहा कि इस समस्या के शीघ्र निदान की पूर्ण संभावना है।

आज 3 दिवसीय हड़ताल की समीक्षा करने और साथ ही आगामी आंदोलन हेतु रूपरेखा तय करने के लिए AUAB की मीटिंग हुई। AUAB के सभी घटकों के महासचिव व वरिष्ठ पदाधिकारी उपस्थित रहे। मीटिंग में उन सभी एग्जीक्यूटिव्ज व नॉन एग्जीक्यूटिव्ज के प्रति तहे दिल से आभार व्यक्त किया गया जिनके सहयोग से 3 दिन की ऐतिहासिक रूप से सफल हड़ताल हुई। मीटिंग में सर्किल और जिला स्तरीय AUAB को सफलतापूर्वक हड़ताल आयोजित करने के लिए बधाई दी गई। मांगपत्र में शामिल मुद्दों के निराकरण के लिए आंदोलन आगे बढ़ाने हेतु निम्न निर्णय लिए गए।

Releasing funds for payment of Kashmir Valley incentives.

According to the decision of Government of India, the BSNL employees posted in Kashmir Valley are entitled for payment of incentive. The J&K circle administration had already demanded the Corporate Office to release Rs.6 crore for this. Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, met Shri Bairwa, DGM(CBB), and requested him to release the fund immediately. The DGM(CCB) assured to do the needful.

Join the campaign programme against the privatisation of the Indian Railways - CHQ calls on the circle and district unions.

After coming to power for the second time, Prime Minister Narendra Modi government has drawn an action plan for the first 100 days. An important aspect of this 100 day programme includes major steps for the privatisation of the Indian Railways. The plan includes:-

  • Handover running of trains to private players.
  • Increase passenger and freight charges by withdrawing subsidies to provide ‘level playing field’ to the private players.
  • Privatisation of the railway production units, the jewels of Indian Railways, through corporatisation.
  • Destroying the indigenous production capacity by buying trains from private companies and keeping our production units idle.

We are enclosing herewith the statement issued by the CITU on the privatisation of Indian Railways. CHQ directs all it's circle and district unions to actively participate in all the campaign programme, being organised by the Railway / Central trade unions, against the privatisation of the Indian Railways.

Election Campaign meeting at CGM Office, Vijayawada.

An enthusiastic election campaign meeting was held at CGM office, Vijayawada, on 12-09-2019. Before starting the meeting Com.S.Chellappa,AGS garlanded Dr.Baba Saheb Ambedkar's statue and Circle secretary Com.P.Asokababu and others paid homage. More than 400 comrades attended the meeting. It was presided over by Com.Balaji, District President and Com.Ramarao, District secretary, welcomed the gathering. Com.S.Chellappa,AGS addressed the meeting and explained the Govt's pro-Jio policies which affect BSNL and assured that BSNL is not a sinking ship and it will be revived through our united struggles. Moreover, VRS and reduction of retirement age from 60 to 58 are nothing but stepping stones of privataisation and it has to be fought tooth and nail. Com.Asokababu, Circle Secretary, Com.Ramadevi, Vice President (CHQ) and Com.Prabhakar Rao, Circle President, also addressed the meeting. Com.Ramesh Babu, ACS, delivered vote of thanks. The meeting assured that the victory in Vijayawada and Andhra Pradesh circle is confirmed.

*रिटायरमेंट की आयु कम नही की जाएगी- माननीय मंत्रियों ने पार्लियामेंट को सूचित किया - इस भय से जिन कर्मचारियों ने VRS ऑप्ट किया था, वें अपना ऑप्शन वापिस ले सकते हैं...*

रिटायरमेंट की आयु 60 से घटा कर 58 वर्ष करना, एक ऐसी धमकी रही है, जिसकी वजह से बड़ी संख्या में कर्मचारियों ने VRS ऑप्ट किया। 

 

अफवाह फैलाने वालों ने अतिरिक्त प्रयास कर इस षड्यंत्रपूर्ण अफवाह को प्रसारित किया, जिससे कि बड़ी संख्या में कर्मचारियों पर VRS ऑप्ट करने का दबाव बन सके।

 

किन्तु, अब प्रधानमंत्री कार्यालय में राज्य मंत्री डॉ जितेंद्र सिंह ने 27.11.2019 को पार्लियामेंट में घोषित कर दिया है  कि सरकार के पास अपने कर्मचारियों की रिटायरमेंट आयु 60 से 58 वर्ष करने का कोई प्रस्ताव नही है। मंत्री महोदय द्वारा पार्लियामेंट में दिए गए इस जवाब से षड्यंत्रकारी तत्वों द्वारा परोसे जा रहे एक बड़े झूठ का पटाक्षेप हो गया है।

 

BSNLEU द्वारा पूर्व में सभी के संज्ञान में यह लाया जा चुका है कि, BSNL मैनेजमेंट द्वारा उनके पत्र क्रमांक BSNL/4/SR/2000 दिनांक 02 जनवरी, 2001 द्वारा यह आश्वासन दिया गया था कि  BSNL के सभी नॉन बोर्ड लेवल के कर्मचारियों की सुपरएन्युएशन उम्र सरकार के नियमों के अनुसार नियंत्रित (regulate) की जाएगी।

 

श्री अनुराग सिंह ठाकुर, वित्त मंत्रालय में राज्य मंत्री 25.11.2019 को पार्लियामेंट में यह जानकारी दे ही चुके हैं कि सरकार के पास सरकारी कर्मचारियों की सेवानिवृत्ति आयु 60 वर्ष या 33 वर्ष की सेवा, जो भी पहले हो, निर्धारित करने का कोई प्रस्ताव नही है।

 

अतः, सभी कर्मचारी जिन्होंने रिटायरमेंट की आयु कम किए जाने के भय से VRS ऑप्ट किया था, अब आसानी से अपना ऑप्शन वापिस ले सकते हैं।

Details of the talks held between the CMD BSNL and the AUAB today.

The AUAB leaders were invited for talks by the CMD BSNL today. Com.P.Abhimanyu, GS, BSNLEU & Convenor, Com.Chandeswar Singh, GS, NFTE & Chairman, Com.K.Sebastin, GS, SNEA, Com.S. Sivakuamar, GS, AIBSNLEA, Com.B.C. Pathak, Treasurer, FNTO, Com.Suresh Kumar, GS, BSNL MS and Com.H.P. Singh, GS, BSNLOA, participated in the discussion.  Shri Arvind Vadnerkar, Director (HR) and Shri A.M.Gupta, GM (SR) were also present. Shri P.K. Purwar, CMD BSNL explained about the steps being taken by the Management for the maintenance of services after VRS and the efforts being taken for the monetisation of assets. As regards the launching of BSNL's 4G service, he was not able to give any time line. He assured that all efforts are being taken to redress the grievances of the serving employees. The AUAB leaders expressed their serious concern over the delay in the launching of 4G service. They urged upon the CMD BSNL for immediate payment of the salary, contract workers wages and remittance of the deductions made from the salaries of the employees, to the concerned organisations. They also pointed out the lack of liaison between the AUAB and the Management on the question of improvement of services. Finally, the AUAB leaders also told the CMD BSNL that the Management should give up it’s intolerance even for peaceful agitations like dharna, hunger strike, etc. The CMD BSNL assured that the concerns of the AUAB would be taken care of.

As per the direction of the CHQ and the Circle Union of BSNLEU, distribution of food materials were made to the contract workers, in the following places of Tamil Nadu Circle on 20-04-2020..

In Thiruvettipuram of  Velore SSA, relief materilas worth Rs.1,600/- each were distributed to Contract workers by BSNLEU and AIBDPA of Vellore SSA. Com. Sivalingam, District President, BSNLEU, made arraangements in coordination with AIBDPA Comrades.

 

In Surandai of Tirunelveli SSA, relief materials  of rice and groceries worth Rs.1,200/- each to all the contract workers of all the exchanges in and around Surandai.  Com. N.Soosai Maria Antony, DS, BSNLEU, Com Ganesan DVP, BSNLEU, Com M.Naserdheen, BS, Tenkasi, Com. Muthukaruppan and Com. Murugiah of AIBDPA participated.

 

In Tindivanam of Cuddalore SSA, relief materials were given to the contract workers, by BSNLEU and TNTCWU of Cuddalore SSA. Com D.Manoharan, DOS, BSNLEU, Com S.Palani, ADS, BSNLEU, Com N.Kathirkama Durai, DVP, BSNLEU, Com. Sarangapani, BS, BSNLEU, Com. S.Joseph, Com. Harikrishnan of AIBDPA, Com. G.Jagadeesan, JTO and Com. Parimalam, JTO participated in that event.  

 

Relief materials were also distributed to contract workers in Omalur and Sankagiri exchanges of Salem SSA.

Private telecom companies should pay their AGR dues in ten years - says the Supreme Court.

The Supreme Court has delivered it’s judgement in the payment of AGR dues by the private telecom companies. A three judge bench, consisting of Justice Arun Mishra, Justice S. Abdul Nazeer and Justice M.R. Shah, has directed that the AGR dues, amounting to Rs.1.6 lakh crore, should be paid within the next 10 years. The Court has also directed that the private telecom companies should make an upfront payment of 10% of the amount. The Private telecom companies have also been directed that the annual instalment of the AGR dues should be paid by 7th February every year, so as to complete the entire payment by 31st March, 2031. It may be noted that the DoT has suggested to the Supreme Court that, the AGR dues could be paid by the private telecom companies over a period of 20 years. But, the Supreme Court did not accept this proposal.
