Following the proposal of the Finance Ministry, suggesting to close down BSNL & MTNL, the response of BSNLEU was sought by the Swaraj Express channel. The views telephonically expressed by Com.P.Abhimanyu, GS, in this regard was telecasted by the channel yesterday, together with the views of Shri S.D. Saxena, former Director (Finance) of BSNL. As per the report published by the Financial Express yesterday the 08.09.2019, the Finance Ministry has not only rejected the DoT’s proposal for the revival of BSNL & MTNL, but has also suggested to close down both the PSU’s. As per the report, the Finance Ministry is of the view that the expenditure for closing down BSNL & MTNL would not be as high as Rs.95,000 crore, as argued by the DoT. It is also reported that the Finance Ministry has given direction to work out afresh, the expenditure for the closing down BSNL & MTNL.
The NITI Aayog wants 150 private trains to be operated very soon. In this connection, Amitabh Kant, the Chief Executive Officer of the NITI Aayog, has written a letter to V.K. Yadav, Chairman of the Railway Board, on 07.10.2019. The NITI Aayog has also formed a high power committee to implement this decision.

कल दिनांक 07-10-2019 को नई दिल्ली में यूनियन्स और एसोसिएशन्स की मीटिंग हुई। मीटिंग में BSNLEU, SNEA, AIBSNLEA, AIGETOA, FNTO, BSNL MS, AIBSNLOA, BSNL ATM और BSNL OA के महासचिव/ प्रतिनिधि उपस्थित थे। कॉम के. सेबेस्टिन, GS, SNEA ने अध्यक्षता की। मीटिंग में, कर्मचारियों को सितंबर 2019 के वेतन का भुगतान, कॉन्ट्रैक्ट वर्कर्स के वेजेस और इलेक्ट्रिसिटी बिल का भुगतान जैसे मुद्दों के साथ साथ बीएसएनएल के रिवाइवल के मुद्दों की समीक्षा की गई। मीटिंग में प्रस्तावित किया गया कि अब अविलंब आंदोलन को तीव्र करने की जरूरत है। आंदोलन/ कैंपेन करने के विभिन्न तरीकों पर विचार विमर्श हुआ। अंत में यह तय किया गया कि इस पर अन्य यूनियन्स व एसोसिएशन्स से चर्चा पश्चात 11.10.2019 को आगामी रूपरेखा घोषित की जाएगी।
A meeting of the unions and associations was held at New Delhi, yesterday the 07-10-2019. General Secretaries / representatives of BSNLEU, SNEA, AIBSNLEA, AIGETOA, FNTO, BSNL MS, BSNL ATM and BSNL OA attended the meeting. Com. K. Sebastin,GS, SNEA, presided over. The meeting reviewed the issues of non-payment of salary to the employees for the month of September, non-payment of wages of the contract workers / electricity bills, as well as the issue of revival of BSNL. The meeting resolved that there is a pressing need for intensifying the struggle, without delay. Various options for struggles / campaign were discussed. Finally, it was decided to announce the next course of action on 11-10-2019, after discussing with the other unions and associations.
A meeting of the all unions and associations has been called on, which will take place at 03:00 pm today at BSNL MS office, Atul Grove Road, New Delhi. The meeting will discuss and take decision on action programme on the issues of payment of salary, revival of BSNL and other issues.
Despite all the setbacks being faced by BSNL, the Company has provided 13,54,090 connections in the month of September, 2019. Jammu & Kashmir circle has achieved 159% of it’s target, while Chennai circle has achieved 100% of it’s target. BSNLEU congratulates all for this achievement.
It is shocking to note that a case of sedition (deshdroh) has been booked against 49 intellectuals, including Aparna Sen, Mani Ratnam, Adoor Gopalakrishnan, Ramachandra Guha, etc. All these 49 intellectuals have signed a letter, sent to the Prime Minister, Naredra Modi, in July this year, expressing their deep concern about the mob lynchings taking place in various parts of the country. All these 49 intellectuals have now become deshdrohis, for the simple reason that, they wrote a letter to the Prime Minister, drawing his attention to an important issue. We do not no whether we are living in a democratic country or living under dictatorship. If a sedition case can be booked for writing a letter to the Prime Minister, then, where is the democracy in this country?
The Hindu Business Line has published an article today, demanding the government to take immediate steps for the revival of BSNL. One or two points raised in this article are not agreeable to us. However, the article has demanded that BSNL should remain as a strong PSU, to counter the tariff manipulations by the private operators. The write-up has criticised many decisions taken by the government, which have weakened BSNL. It has demanded that BSNL should be freed from the tendering process, for effectively competing with the private companies. The article has also underscored the need for a strong BSNL, which is very much required to cater the needs of the rural and far-flung areas. Further, it has also emphasised the need for BSNL to remain as a strong government owned Company, at a time when cyber crimes and data espionage are feared. Will the Narendra Modi government open it’s eyes ?
BSNLEU and the BSNL Casual Contract Workers Federation (BSNL CCWF) are continuously fighting for the payment of wage arrears of the contract workers. Of late, the unions and associations of BSNL have also taken up this issue. This was an important demand in the protest day demonstrations held on 01st October, 2019. Despite all these, the BSNL Management has not paid the wage arrears of the contract workers. Now, the payment of wages to the contract workers is being taken up in the Parliament. A Parliament Question has been raised about the payment of wages of contract workers. Undoubtedly, BSNL is in a severe financial crisis. However, no Management can close it’s eyes and remain silent, without paying wages to the contract workers for 8 months.
As per the call, “BSNL At Your Door Steps”, Maharashtra circle conducted mega melas on 27th & 28th September, 2019. These mega melas got a big response from the public, throughout the circle. All together, 13,000 mobile connections were provided in these two days. Further, 1,000 landline, broadband and FTTH connections were also provided. BSNLEU heartily congratulates the Management and the employees of Maharashtra circle.

यह एक अच्छी खबर है कि, टेलीकॉम इंडस्ट्री के राजस्व में अंततः वृद्धि की शुरुआत हो चुकी है। TRAI के द्वारा जारी डेटा के अनुसार अप्रैल से जून 2019 के बीच टेलीकॉम इंडस्ट्री का एडजस्टेड ग्रॉस रेवेन्यू (AGR) रु 39,124 करोड़ रहा। इसी समयावधि में, 2018 में AGR रु 36,552 करोड़ था। यह 7.3% की वृद्धि है। विभिन्न टेलीकॉम सेवाएं प्रदत्त कर कंपनी द्वारा अर्जित राजस्व AGR होता है। इसमें अन्य राजस्व जैसे बैंक से प्राप्त ब्याज, या इंफ्रास्ट्रक्चर शेयरिंग से प्राप्त राजस्व शामिल नही रहता है। यह बेहद उत्साहवर्धक है कि BSNL ने अधिकतम AGR वृद्धि दर्ज की है। BSNL के AGR में रु 2,598.61 करोड़ के साथ 27.94% की वृद्धि हुई है। इसी समयावधि में 2018 में BSNL का AGR रु 2,031.07 करोड़ था। एयरटेल के AGR में 26.15% की और रिलायंस जियो के AGR में 9.77% की वृद्धि हुई है। किंतु वोडाफोन के AGR में 5.78% की गिरावट आई है।

SEWA BSNL तमिलनाडु सर्किल ने BSNLEU महासचिव को मानहानि का नोटिस दिया....
SEWA BSNL तमिलनाडु सर्किल ने BSNLEU के महासचिव और साथ ही BSNLEU तमिलनाडु के सर्किल सेक्रेटरी और सर्किल प्रेसिडेंट को मानहानि का नोटिस दिया है। नोटिस में उल्लेखित किया गया है कि BSNLEU तमिलनाडु सर्किल की वेबसाइट पर SEWA BSNL को अपमानित करते हुए एक लेख प्रकाशित हुआ है। नोटिस में यह भी कहा गया है कि SEWA BSNL को रु 10 लाख का मुआवजा दिया जाए। CHQ द्वारा स्पष्ट किया जाता है कि नोटिस में लगाए गए आरोप पूर्णतः निराधार है और BSNLEU द्वारा इससे वैधानिक रूप से और उचित तरीके से निपटा जाएगा।
सितंबर 2019 की सैलरी का भुगतान...
सितंबर 2019 की सैलरी के भुगतान बाबद साथियों द्वारा कई प्रकार की क्वेरीज की जा रही है। इस संबंध में 23.09.2019 को ही BSNLEU द्वारा CMD BSNL से चर्चा की जा चुकी है।CMD BSNL द्वारा बताया गया था कि अक्टूबर माह में सैलरी का भुगतान करना संभव नही होगा। तत्पश्चात 24.09.2019 को BSNLEU द्वारा CMD BSNL को पत्र लिखा गया। यह उल्लेखित किया गया कि अक्टूबर माह में पूजा, दशहरा, दीपावली जैसे प्रमुख त्योंहार है और पुरजोर तरीके से यह मांग की गई कि सैलरी का भुगतान समय पर किया जाना चाहिए। इन सब प्रयासों के बावजूद मैनेजमेंट ने सैलरी का भुगतान नही किया है। इन परिस्थितियों में BSNLEU ने SNEA, AIBSNLEA, BSNL MS, BSNL ATM और BSNL OA के साथ 01.10.2019 को विरोध प्रदर्शन किया। अन्य मांगों के साथ, सितम्बर माह की सैलरी के त्वरित भुगतान की मांग प्रमुख रूप से शामिल थी। आंदोलन को और अधिक तीव्रता से करने के लिए यूनियन्स और एसोसिएशन्स को साथ ले कर हर संभव प्रयास किए जा रहे हैं।
The Tamil Nadu circle SEWA BSNL has issued a defamation notice to the General Secretary, BSNLEU, as well as to the Circle Secretary and Circle President of BSNLEU, Tamil Nadu circle. It is mentioned in the notice that, a write-up has been published on the website of BSNLEU, Tamil Nadu circle, defaming SEWA BSNL. It is also stated in the notice that a compensation of Rs.10 lakh should be paid to SEWA BSNL. CHQ wishes to state that, the accusations made in this notice are totally baseless and that BSNLEU would handle this case legally and in the appropriate manner.
It is a good news that the revenue of the telecom industry has finally started growing. According to the data released by the TRAI, the Adjusted Gross Revenue (AGR) of telecom industry between April to June, 2019, stood at Rs.39,124 crore. The AGR during the same period in 2018 stood at Rs.36,552 crore. This is a growth of 7.3%. AGR is the revenue earned by companies by providing various telecom services. This does not include other revenues like bank interests, revenue earned through infrastructure sharing, etc. It is very encouraging to note that BSNL has recorded the highest AGR growth. BSNL’s AGR grew by 27.94% at Rs.2,598.61 crore. BSNL’s AGR during the same period in 2018 was Rs.2,031.07 crore. Airtel’s AGR grew by 26.15% and Reliance Jio’s AGR grew by 9.77%. However, Vodafone’s AGR has declined by 5.78%.

A lot of queries are being raised by our comrades, regarding payment of September salary. This issue was already discussed by BSNLEU, with the CMD BSNL on 23.09.2019 itself. In that meeting, the CMD BSNL told that it would not be possible to make payment of salary in the month of October. Thereafter, on 24.09.2019, BSNLEU wrote to the CMD BSNL. It was pointed out that, important festivals like Pooja, Dusshera and Deepawali are coming in the month of October and it was strongly demanded that salary payment should be made on time. Despite all these efforts, Management has not made payment of salary. It was under these circumstances that, BSNLEU, together with SNEA, AIBSNLEA, BSNL MS, BSNL ATM and BSNL OA, has organised protest lunch hour demonstrations on 01.10.2019. One of the most important demands is immediate payment of September salary. All out efforts are now being taken for intensifying the struggle further, by uniting all the unions and associations.
Com.K.C. Panwar, Circle Secretary, BSNLEU, Himachal Pradesh, retired from service, on superannuation, on 30.09.2019. He is one of the founding leaders of BSNLEU in Himachal Pradesh. He had been holding the post of District Secretary, Shimla, for long years. The CHQ derecognised the erstwhile circle secretary two years ago, for anti-union activities. In the next circle conference, Com.K.C. Panwar, was elected unanimously as the Circle Secretary. Ever since then, he has been working tirelessly to strengthen BSNLEU. Due to the team work ensured by Com.K.C. Panwar, all the weaknesses witnessed in the functioning of the Himachal Pradesh circle union, have been removed and BSNLEU is in a strong position in Himachal Pradesh today. The CHQ heartily congratulates Com.K.C. Panwar, on his superannuation and wishes a long healthy and peaceful retired life.

He taught us that India is a country, which belongs to the people of all the religions. Today, Mahatma Gandhi's preaching is being rejected. We are being told that, India belongs to the people of a particular religion. Mahatma Gandhi was shot dead by a religious fanatic. While celebrating the birth anniversary of Mahatma Gandhi, let us uphold his preaching and to do our best to strengthen communal harmony.
