BSNLEU का VRS को विरोध क्यों ?
IIM अहमदाबाद ने BSNL के वित्तीय पुनरुत्थान के लिए VRS और रिटायरमेंट की उम्र पुनः 60 से 58 करने की सिफारिश की है। BSNLEU  ने VRS का विरोध किया है और मैनेजमेंट को सूचित किया है कि VRS से BSNL के वित्तीय पुनरुत्थान हेतु अपेक्षित परिणाम नही मिलेंगे। बहरहाल, कुछ संगठन VRS का स्वागत कर रहे हैं। विशेष तौर पर, डायरेक्टली रिक्रूटेड कर्मचारी ऐसा मान रहे हैं कि VRS से BSNL वित्तीय रूप से सक्षम संगठन में परिवर्तित हो जाएगा। हमने टेली क्रूसेडर के अप्रैल 2019 के अंक में, हम VRS का विरोध क्यों कर रहे हैं , यह स्पष्ट करते हुए एक आलेख (article) लिखा है।

The AUAB to meet on 19.06.2019.

A meeting of the AUAB will be held on 19.06.2019. The meeting will discuss and decide about the strategy to be adopted, for the settlement of the 3rd Pay Revision, and other demands related to the revival of BSNL. The meeting will especially discuss about the extremely serious financial situation that the Company is facing presently and will take decisions thereon.

General Secretary addresses an inspiring election campaign meeting at CGM office, Mumbai.

An inspiring election campaign meeting of BSNLEU was organised in the CGM Office, Mumbai, today. Com.Mahesh Arkal, presided over the meeting. Com. Ganesh Hinge, Circle Treasurer, welcomed everyone and compered the meeting. Com.P.Abhimanyu, General Secretary, Com.Nagesh Kumar Nalawade, CS, Maharashtra & Vice President (CHQ) and Com. Mane, ACS, addressed the meeting. Com.P.Abhimanyu, GS, explained about the various steps being taken by the government in the name of BSNL’s revival. He explained that implementation of VRS and cutting down the retirement age to 58 will not revive BSNL, but extension of financial assistance, in the form of soft loan alone, will ensure the revival of BSNL. The GS highlighted the united trade union movement, which has safeguard BSNL and insisted that this unity should be strengthened further. He also explained about the various improvements made on the issues of employees since the last Membership Verification.

AUAB meets the CMD BSNL - Discusses issues related to the revival package.

Leaders of the AUAB met the CMD BSNL yesterday and discussed about certain issues related to the revival package approved by the Cabinet. Shri Arvind Vadnerkar, Director(HR) and Shri A.M.Gupta, GM(SR) were present. Com.P.Abhimanyu,Convenor, Com.Chandeswar Singh, Chairman, Com.K.Sebastin,GS,SNEA, Com.S.Sivakumar, GS, AIBSNLEA, Com.Suresh Kumar, GS, BSNL MS, Com. Mohinder, CS, NTR, FNTO, Com.Sandeep Kumar, AGS, Com.Rewati Prasad, BSNL ATM and Com.H.P.Singh,GS,BSNL OA. The following issues were discussed.

 

At the outset of the meeting, the leaders appreciated the efforts taken by Shri P.K.Purwar, CMD BSNL, for getting the allotment of 4G spectrum and other financial assistances to BSNL approved by the government. 

 

  1. No rolling back of the retirement age to 58 years.

Even in yesterday's meeting, the CMD BSNL stated that the option of rolling back of the retirement age to 58 is still there with the DoT/government. The AUAB submitted it's letter to the CMD BSNL, signed by all the above mentioned leaders, demanding that the retirement age should not be rolled back to 58 years, by advancing the reasonings as to why it should not be done. CMD BSNL assured that the letter would be forwarded to the government. 

 

  1. Facing the shortage of manpower, consequent to the implementation of the VRS. 

It is pointed out by the AUAB that, after the implementation of the VRS, there will be acute shortage of manpower and the work load will increase tremendously. Consequently, the quality of the services will be badly affected, if suitable remedial measures are not taken. The CMD BSNL shared the concern of the AUAB. However, he stated that, the situation is fluid now and that appropriate action would be taken depending upon the situation. 

 

  1. As per Rules, commutation of Pension can be done when the employee is alive.

Now, as per the Cabinet decision, Pension will be settled only on the date of actual retirement of the employee who opts for VRS. In case, if a VRS optee dies before the date of his actual retirement, then his/her family cannot get the benefit of commutation of pension. The AUAB demanded that this issue should be resolved. The CMD BSNL assured that needful would be done. 

 

  1. Sending back the officers to their parent circles to facilitate settlement of their pension.

The AUAB pointed out that the officers who have already been transferred to far-away places and who will be availing VRS, will have to be sent back immediately to their parent circles, to facilitate settlement of their pension. This is because, pension can be settled only by their parent circles, argued the leader. The CMD BSNL appreciated the concern of the leaders and assured that needful would be done in this regard.

General Secretary holds telephonic discussion with the CMD BSNL on certain important issues.

Com.P.Abhimanyu, GS, telephonically discussed the following issues with Shri P.K. Purwar, CMD BSNL, today. The issues raised by the General Secretary and the reply given by the CMD BSNL are as follows:-

 

(1)    BSNL’s 4G tender.

The General Secretary enquired about the status of BSNL’s 4G tender, against which the TPEA has raised a complaint. The CMD BSNL replied that the PMO has formed an Empowered Technology Group, consisting of experts from DRDO, IITs, etc., to look into the matter. He further stated that the Group has already submitted it’s report and now it is up to the government to take the final call.

   

(2)    Massive corruption in NOFN works at Jorhat in Assam.

BSNLEU has already written to the CMD BSNL, pointing out a massive scam that has taken place in the NOFN works at Jorhat in Assam circle. In today’s discussion, the General Secretary enquired about the action taken on the matter. The CMD BSNL replied that the case is being referred to the CBI, since outside agencies are also involved in the matter. The General Secretary demanded that the present CGM, Assam, should transferred out of Assam, to ensure a fair and free investigation. BSNLEU has already pointed out in it’s letter that, the CGM, Assam, is also involved in the matter. 

 

(3)   Violation of Corporate Office orders on outsourcing CSCs in UP(East) circle.

BSNLEU has already written a detailed letter on the issue. In today’s discussion, the General Secretary enquired about the status of the issue. The CMD BSNL replied the letter has not come to his notice and assured to look into the matter.

The AUAB has decided to organise a Twitter campaign, in support of BSNL’s speedy rollout of 4G service, as well as immediate implementation of the assurances given in BSNL’s Revival Package. This Twitter campaign is to mobilise public opinion in favour of BSNL. Since, many comrades may not be having a Twitter account, the CHQ requests them all to immediately open a Twitter account, so that they can participate in the Twitter campaign. The family of Mukesh Ambhani, who is the richest person of India, has now become the richest in Asia. Mukesh Ambhani’s family has beaten the Lees of the Samsung, to become the richest in Asia. The net worth of the Ambhanis has increased from 19 billion US dollars to 44.8 billion US dollars. The net worth of the Lees is 40.8 billion US dollars. It must be noted that the policies of the Modi government has greatly helped Mukesh Ambhani to reach this position. We saw how the government’s policies helped Mukesh Ambhani’s Reliance Jio. Similarly, in the Oil industry also, which is one of the biggest business of Mukesh Ambhani, the government’s policy has greatly helped him. For example, the price of petrol in India was sold at Rs.65/- per litre in 2014, when the price of one barrel of crude oil was sold at 120 US dollars in the international market. But, when the price of crude oil in the international market has come down to only 50 US dollars per barrel, the price of petrol in India has increased to Rs.70/- per litre. Mukesh Ambani is greatly benefited by this. This is only one example of how the government, through it’s policy interventions, make the rich to become richer.

Non-implementation of Corporate Office order on immunity from transfers to Com. Omprakash Jaiswal, district secretary, CGM Office, Hyderabad - BSNLEU seeks the intervention of Director (HR).

Recently a section of the staff of CGM Office, Hyderabad, are transferred to CGM Office, Vijayawada, consequent to the bifurcation of Andhra Pradesh and Telangana circles. In this, the district secretary, BSNLEU, CGM Office, Hyderabad, was also transferred to Hyderabad, in violation of the Corporate Office orders, according to which, the district secretary of Recognised Union is having immunity from transfers. CHQ has already discussed this issue with the GM (SR), Corporate Office. Today, it was discussed with the Director (HR), by Com. P. Abhimanyu, GS and Com. Ramesh Chand, Org. Secretary (CHQ). They demanded that Corporate Office order on immunity from transfers should be strictly implemented. The Director (HR) assured that, necessary instruction would be given in this regard.

Circle Executive Committee meeting of Telecom Factory ( Kolkata) conducted.

As per the decision of the Agartala CEC meeting,  the Circle Executive Committee meeting was conducted by Telecom Factory, Kolkata Circle, on 20.04.2018.  Com.Sekhar Bhattacharjee, Circle President, presided over the meeting. Com, Om prakash Sing, Circle Secretary cum Organising Secretary(CHQ), welcomed all the comrades and made his presentation. As per decision of CEC meeting, Com. Saibal Sengupta, AGS, reported the decisions of the Agartala CEC meeting. After discussion by the executive committee members, the meeting resolved to implement the decisions of the Agartala CEC meeting.

Memorandum presented to the Private Secretary of the Hon'ble Minister of State for Communications.

The rally, taken out by the AUAB at New Delhi today was stopped by the police in the Parliament Street. Thereafter, five representatives of the AUAB were taken to the Sanchar Bhawan, for presenting memorandum addressed to the Hon’ble Minister of State for Communications. Com. P. Abhimanyu, Convenor, AUAB, Com. Chandeshwar Singh, Chairman, AUAB, Com. Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA and Com. Suresh Kumar, GS, BSNL MS, went in the delegation. Since the Minister was not available in Sanchar Bhawan, the memorandum was handed over to Shri Saket Kumar, IAS, Private Secretary to the Hon’ble Minister of State for Communications. The representatives explained about the issues and the ongoing struggle of the AUAB. Shri Saket Kumar, IAS, patiently heard the presentation and assured that the matter would be taken to the notice of the Minister.

Maintaining lively communication with the grass root level workers - circle secretaries are requested to kindly note.

CHQ is regularly taking up various cadre issues, as well as issues coming from the circles. The letters written to the Corporate Office on these issues, as well as the details of the discussions being held with various officers in the Corporate Office, are being regularly updated on CHQ website. For the benefit of the comrades of the Hindi speaking circles, the matters are being translated in Hindi, and are being updated on CHQ website promptly. Important messages / developments are also being communicated to the circle secretaries and the Central Office-bearers through Whatsapp. However, the unfortunate reality is that, in some circles, the information being given by the CHQ, is not reaching the grass root level workers. This keeps the ordinary workers in those circles in the dark about various developments. This is not good for the Organisation. Hence, the circle secretaries are requested to promptly forward the information being received from CHQ, to the district secretaries. Translation in regional languages must also be done, wherever necessary. The circle secretaries should also ensure that, these information are promptly sent to the branch secretaries, by the district secretaries. Coming days are going to be very crucial. The Union has to maintain transparency, by keeping the workers informed about all important developments. Circle secretaries are requested to kindly cooperate in maintaining this lively communication with ordinary workers.

Finance Ministry unconvinced to allot 4G spectrum to BSNL.

The New Indian Express dated 28-03-2018, has reported that, the Union Finance Ministry is not convinced to allot 4G spectrum to BSNL. According to the paper, the estimated cost of the spectrum is Rs 13,885 crore. In it's proposal submitted to the government, the BSNL Management had stated that, out of this amount, BSNL will pay 50 per cent in 10 equal instalments, and the remaining 50% to be adjusted through capital infusion by the government. It means the government will increase it's share capital in BSNL to the tune of Rs.6942.5 crore. Practically, the government need not spend even a naya paisa from it's pocket on account of this. When this being the case, why the Finance Ministry is not in favour of allotment of 4G spectrum to BSNL. It may also be recollected that, earlier, the Niti Aayog had also opposed allotment of 4G spectrum to BSNL. Have the Niti Aayog and the Finance Ministry forgotten the fact that, BSNL is the government's own company? The picture is very clear now. The government does not want BSNL to get revived and emerge as a strong competitor to Reliance Jio.

BSNLEU election campaign meeting at Sitamari, Muzffarpur SSAs of Bihar.

BSNLEU, Muzffarpur District, Bihar circle, conducted an election campaign meeting at Sitamari on 29-08-2019. Com. Swapan Chakraborty, Dy.GS, Com. B.P.Singh, circle secretary, Laxam Kumar,ACS, Manoj Srivastava,District Secretary, Muzffarpur addressed the meeting. The leaders in their speech elobratedly explained to the employees the reasons for BSNL's present unprecedented financial crisis, government's conspiracy to kill BSNL, by implementing VRS, reduction of retirement age from 60 to 58 etc., and appealed to the employees to save the company and employees. Achievements of the union during last 3 years also explained. Workers responded very enthusiastically. The meeting was presided over by com Ramshovit Singh, District President of Muzffarpur.
Before that, similar meetings were also addressed by union representatives at Samastipur SSA on 27th August,2019, Motihari district and Betiah district on 28th August,2019. Everywhere workers confirmed their strong support to BSNLEU in the forthcoming 8th Membership Verification to be held on 16th September, 2019.

4G spectrum and Financial Assistance for the revival of BSNL, are the hard won demands of the unions and associations, through united struggles..

The government has decided to provide 4G spectrum and Financial Assistance for the revival of BSNL. We must understand that these are not windfall gains for BSNL, but hard won demands of the unions and associations. The unions and associations of BSNL, initially under the banner of the Forum and presently under the banner of the AUAB, have conducted heroic strikes and various other campaigns, almost for the past four years, demanding steps for the revival of BSNL. The officers and employees of BSNL have massively participated in all these struggles, braving wage-cuts and other threatenings by the BSNL Management and the government. We cannot forget the fact that the government invoked ESMA to crush the 3 day strike of the BSNL employees, organised from 18th to 20th of February of this year. On it's part, the BSNL Management issued charge sheets and FR 17As to the leaders of the AUAB, to crush our struggles. The employees are threatened of disciplinary actions by the Management, even for participating in demonstrations and dharnas. However, withstanding all the repressions, the officers and employees of BSNL showed like rock-like determination and massively participated in all the united struggles and campaigns. Through the programmes like street corner meetings, rallies and human chains, the unions and associations massively campaigned among the people also, which won public sympathy for the revival of BSNL in a big way. Whatever is achieved now for the revival of BSNL, is undoubtedly the reward for the sustained and united struggles of the officers and employees of BSNL.

Corporate Office allots funds to remit two months’ society deductions.

The BSNLEU and AUAB have organised agitations, demanding that the Corporate Office should remit the amount deducted from employees’ salaries, towards society dues. Now, the Corporate Office has allotted funds to remit two months’ society deductions. We will continue to insist that the entire deducted amount should be remitted without delay.

Idea Cellular's second quarter loss rises to Rs.1,107 crores.

The Idea Cellular, one of the major telecom company, has already gone into loss. The Company’s loss for the second quarter has risen to Rs.1,107 crores. It is also reported that Idea Cellular’s revenue has fallen by 19.7% in the second quarter. It’s revenue collection in the second quarter of 2016 was Rs.9,300 crores. Whereas, it’s revenue collection for the second quarter in 2017 is only Rs.7,465 crores.

''Winds of war'' blowing around the world - Pope Francis expressed his sadness in his Christmas message.

In the Christmas message, Pope Francis has expressed concern that, tension has gripped many areas of the world. He has stated that winds of war are blowing in many parts of the world. He has made particular mention about those areas of the world, where tension is created by the recent provocative steps taken by the US president, Donald Trump. He has stated that, “ suffering is reflected in the faces of the little children in the Middle East”. This is the area, gripped by tension by the recent announcement of Donald Trump that Jerusalem should be the capital of Israel. The Pope has also prayed for an end to the confrontation escalating in the Korean Peninsula. This is the area, where tension is being built by the US. It is having thousands of atom bombs, sufficient to destroy this world many hundred times. But, it is threatening that the North Korea should not test nuclear bombs.

BSNLEU raises it's objection with the CMD BSNL, on the misleading reply given in the Lok Sabha, with regards to the outsourcing of the maintenance of BSNL's towers.

A question has been raised in the Lok Sabha on 07.02.2018, with regards to the outsourcing the maintenance of BSNL’s towers. While replying to this question, Shri Manoj Sinha, Hon’ble MoS(C), had replied that BSNL had floated tender to outsource the maintenance of 26,287 towers. In this reply, the Hon’ble Minster had also stated that the employees’ union has not opposed this outsourcing. Com. P. Abhimanyu, GS and Com. Ramesh Chand, Org. Secretary (CHQ), met Shri Anupam Shrivastava, CMD BSNL, today, and discussed this issue. The representatives questioned how reply was given in the Lok Sabha that, the outsourcing of maintenance of towers was not opposed by employees’ union, when this issue was not at all discussed by the Management with the unions and associations. The CMD BSNL replied that BSNL floated this tender 3 years ago, on which some private agencies have filed case in the Supreme Court. Since the case is still pending in the Court, this outsourcing has not yet been approved by either BSNL’s Management Committee or Board of Directors, and as such, the issue was not discussed by the Management with the unions and associations. When the General Secretary pointed out that the ambiguity in this reply should have been avoided, the CMD BSNL agreed with him.
