Both the General Secretaries have expressed strong resentment to the Director (HR), BSNL, over the continued non-settlement of long-pending staff issues, particularly affecting the Non-Executive cadre. On 03.02.2026, Com. Animesh Mitra, General Secretary, BSNLEU and Com. Chandeshwar Singh, General Secretary, NFTE BSNL, met Dr. Kalyan Sagar Nippani, Director (HR), BSNL and conveyed their strong dissatisfaction with the attitude of the Management in not settling any of the staff issues that have been pending for a long time. It was pointed out that several agenda items had already been discussed in the National Council meetings as well as in formal meetings, but the Management has not taken any concrete action towards resolving them. After threadbare discussions, the Director (HR) assured that a special meeting would be convened to discuss certain long-pending burning issues for their amicable settlement with the Staff Side. Shri S.P. Singh, PGM (Estt.) and Shri Rajeev Kaushik, PGM (SR) were also present during the meeting. During the discussion, it was further assured that the next meeting will be held on 18^th February, 2026, specifically to address and settle the pending burning issues.

दोनों जनरल सेक्रेटरी ने बीएसएनएल के डायरेक्टर (मानव संसाधन) से लंबे समय से पेंडिंग स्टाफ मुद्दों, खासकर नॉन-एग्जीक्यूटिव कैडर को प्रभावित करने वाले मुद्दों के लगातार हल न होने पर कड़ी नाराज़गी जताई है। 03.02.2026 को साथी  अनिमेष मित्रा, जनरल सेक्रेटरी, BSNLEU और साथी  चंडेश्वर सिंह, जनरल सेक्रेटरी, एनएफटीई बीएसएनएल ने बीएसएनएल के डायरेक्टर (मानव संसाधन) डॉ. कल्याण सागर निप्पानी से मुलाकात की और लंबे समय से पेंडिंग स्टाफ मुद्दों में से किसी को भी हल न करने के मैनेजमेंट के रवैये पर अपनी कड़ी असंतोष व्यक्त किया। यह बताया गया कि नेशनल काउंसिल की बैठकों के साथ-साथ औपचारिक बैठकों में भी कई एजेंडा आइटम पर पहले ही चर्चा हो चुकी है, लेकिन मैनेजमेंट ने उन्हें हल करने के लिए कोई ठोस कार्रवाई नहीं की है। विस्तार से चर्चा के बाद, डायरेक्टर (मानव संसाधन) ने आश्वासन दिया कि स्टाफ साइड के साथ सौहार्दपूर्ण समाधान के लिए कुछ लंबे समय से पेंडिंग गंभीर मुद्दों पर चर्चा करने के लिए एक विशेष बैठक बुलाई जाएगी। बैठक के दौरान श्री एस.पी. सिंह, पीजीएम (एस्टा.) और श्री राजीव कौशिक, पीजीएम (एसआर) भी मौजूद थे। चर्चा के दौरान, यह भी आश्वासन दिया गया कि अगली बैठक 18 फरवरी, 2026 को विशेष रूप से पेंडिंग गंभीर मुद्दों को संबोधित करने और हल करने के लिए आयोजित की जाएगी।

The CEC meeting of BSNLEU held at Mangaluru has finalised the programme for conducting the All India Convention of the BSNL Working Women’s Coordination Committee (BSNLWWCC). Accordingly, the All India Convention of BSNLWWCC will be held at Mumbai on 28.03.2026. The CEC has entrusted the responsibility of coordination and smooth conduct of the Convention to Com. Ganesh Hinghe, Dy. General Secretary, Com. Ramadevi, Vice President and Com. Koutik Baste, Circle Secretary, Maharashtra Circle, in coordination with Com.Jyothilakshmi, Convenor of BSNLWWCC. It is reiterated that all Circle Secretaries shall ensure the participation of delegates in the All India Convention after conducting their circle-level conventions at the earliest. Necessary arrangements for reservation of the journey of the delegates should be made without further delay. The General Secretary has already discussed the matter with Com. Jyothilakshmi, Convenor, BSNLWWCC. It has now been decided to hold an online preparatory meeting on 07th February, 2026 to review and finalise the preparations for the Convention.

मंगलुरु में हुई BSNLEU की सीईसी मीटिंग में बीएसएनएल वर्किंग विमेन कोऑर्डिनेशन कमेटी (BSNLWWCC) के अखिल भारतीय सम्मेलन को आयोजित करने का कार्यक्रम फाइनल कर दिया गया है। इसके अनुसार, BSNLWWCC का अखिल भारतीय सम्मेलन 28.03.2026 को मुंबई में होगा। सीईसी ने सम्मेलन के समन्वय और सुचारू संचालन की जिम्मेदारी साथी  गणेश हिंगे, उप महासचिव, साथी  रमादेवी, उपाध्यक्ष और साथी  कौतिक बास्ते, सर्कल सचिव, महाराष्ट्र सर्कल को, साथी  ज्योथिलक्ष्मी, BSNLWWCC की संयोजक के समन्वय से सौंपी है। यह दोहराया जाता है कि सभी सर्कल सचिव जल्द से जल्द अपने सर्कल-स्तरीय सम्मेलन आयोजित करने के बाद अखिल भारतीय सम्मेलन में प्रतिनिधियों की भागीदारी सुनिश्चित करेंगे। प्रतिनिधियों की यात्रा के आरक्षण के लिए आवश्यक व्यवस्था बिना किसी देरी के की जानी चाहिए। महासचिव ने पहले ही इस मामले पर साथी  ज्योथिलक्ष्मी, संयोजक, BSNLWWCC के साथ चर्चा की है। अब सम्मेलन की तैयारियों की समीक्षा और उन्हें अंतिम रूप देने के लिए 07 फरवरी, 2026 को एक ऑनलाइन तैयारी बैठक आयोजित करने का निर्णय लिया गया है।

As part of the campaign programme for the 12th February 2026 General Strike, a joint Convention on Labour Codes and the 12^th February Strike was held today at Eastern Court (CTO Sabhagar), New Delhi. The convention was jointly organised by BSNLEU and NFTE BSNL, with the participation of members from NTR Circle and the Corporate Office. Com. Chandeshwar Singh, General Secretary, NFTE BSNL, presided over the convention and explained the background and necessity for organising the convention. Com. Animesh Mitra, General Secretary, BSNLEU, elaborately explained the Labour Codes and the Charter of Demands. He also outlined the present status of the Wage Agreement and highlighted the effective and consistent role played by BSNLEU and NFTE BSNL in pursuing the issue with the Management. Other speakers, including Com. Ashwin Kumar, AGS, BSNLEU, and Com. Rajmouli, Treasurer (CHQ), NFTE BSNL, strongly criticised the role of the Central Government in weakening BSNL and curtailing trade union rights. The convention called upon all BSNL employees to participate massively in the General Strike on 12th February 2026. Com. Uttam Kumar, Dy. General Secretary, NFTE BSNL, and Com. R. S. Chauhan, Circle Secretary, BSNLEU, NTR Circle, welcomed the participants and contributed to the success of the convention. A large number of regular employees, pensioners, and contract workers participated in the convention, making it a grand success.

12 फरवरी 2026 की आम हड़ताल के लिए कैंपेन प्रोग्राम के हिस्से के तौर पर, आज नई दिल्ली के ईस्टर्न कोर्ट (CTO सभागार) में लेबर कोड और 12 फरवरी की हड़ताल पर एक संयुक्त कन्वेंशन आयोजित किया गया। यह कन्वेंशन BSNLEU और एनएफटीई बीएसएनएल द्वारा संयुक्त रूप से आयोजित किया गया था, जिसमें एनटीआर सर्कल और कॉर्पोरेट ऑफिस के सदस्यों ने भाग लिया। साथी चंद्रेश्वर सिंह, जनरल सेक्रेटरी, एनएफटीई बीएसएनएल ने कन्वेंशन की अध्यक्षता की और कन्वेंशन आयोजित करने के पीछे की वजह और ज़रूरत के बारे में बताया। साथी  अनिमेष मित्रा, जनरल सेक्रेटरी, BSNLEU ने लेबर कोड और मांगों के चार्टर के बारे में विस्तार से बताया। उन्होंने वेतन समझौते की मौजूदा स्थिति के बारे में भी बताया और मैनेजमेंट के साथ इस मुद्दे को आगे बढ़ाने में BSNLEU और एनएफटीई बीएसएनएल द्वारा निभाई गई प्रभावी और लगातार भूमिका पर ज़ोर दिया। अन्य वक्ताओं, जिनमें साथी  अश्विन कुमार, सहायक महासचिव, BSNLEU, और साथी  राजमौली, कोषाध्यक्ष (सीएचक्यू), एनएफ़टीई बीएसएनएल शामिल थे, ने बीएसएनएल को कमज़ोर करने और ट्रेड यूनियन अधिकारों में कटौती करने में केंद्र सरकार की भूमिका की कड़ी आलोचना की। कन्वेंशन ने सभी बीएसएनएल कर्मचारियों से 12 फरवरी 2026 को आम हड़ताल में बड़े पैमाने पर भाग लेने का आह्वान किया। साथी  उत्तम कुमार, डिप्टी जनरल सेक्रेटरी, एनएफ़टी बीएसएनएल  और साथी  आर. एस. चौहान, सर्कल सेक्रेटरी, BSNLEU, एनटीआर सर्कल ने प्रतिभागियों का स्वागत किया और कन्वेंशन को सफल बनाने में योगदान दिया। बड़ी संख्या में नियमित कर्मचारियों, पेंशनभोगियों और ठेका कर्मचारियों ने कन्वेंशन में भाग लिया, जिससे यह एक बड़ी सफलता रही।

On 2^nd February, 2026, an urgent basis, the available General Secretaries of the Unions and Associations at the Corporate Office discussed the departmental move to recruit external candidates through the SET examination, scheduled to start the procedure from 05^th February 2026. After detailed deliberations, the unions and associations jointly decided to strongly oppose the move. Accordingly, a memorandum has been submitted to the CMD, BSNL, demanding the scrapping of the SET recruitment and ensuring better promotional opportunities for experienced and qualified departmental candidates. The Forum has cautioned that, if the issue is not resolved through amicable discussions, it will be compelled to resort to agitational programmes. A copy of the memorandum is attached herewith.

It has been decided in the Mangaluru CEC meeting to conduct a massive campaign programme on the Charter of Demands in connection with the General Strike on 12th February 2026. A week-long campaign programme shall be organised from 3rd February to 10th February 2026, including strike demonstrations, poster displays, workers’ meetings, rallies and other suitable programmes. CHQ will send the poster and pamphlet to the District Secretaries by post. However, District/Circle Secretaries are requested to download the poster and pamphlet from the website, translate them into the local language, and arrange for printing or photocopying for distribution among the members. Coordination Committee meeting of BSNLEU, AIBDPA and BSNLCCWF should also be arranged to organise the campaign programme effectively. General Secretary of AIBDPA and Secretary General of BSNLCCWF have already issued notice in this regard. A copy of the pamphlet is enclosed herewith for your kind reference.

The CEC meeting of BSNLEU held at Mangaluru from 31^st January to 01^st February, 2026, discussed in detail the call for a countrywide General Strike on 12^th February, 2026 given by the Central Trade Unions. The CEC meeting unanimously adopted a resolution to intensify the campaign programme on the charter of demands. The resolution focuses on key issues such as opposition to the Labour Codes, Shram Shakti Niti-2025, the New Telecom Policy and their adverse impact on the working class. It also highlights important demands of BSNL employees, including relaxation of the Affordability Clause to facilitate early approval of the wage agreement, along with the demands of regular employees, pensioners and casual contract labourers. The CEC meeting resolved to intensify campaign activities from 03rd to 10th February, 2026 by organising strike gate meetings and demonstrations at all BSNL offices and exchanges, along with massive postering and pamphlet distribution. It was also decided in the CEC meeting that the concerned CHQ office bearers and Circle Secretaries will undertake tour programmes to explain and clarify the charter of demands of the strike to employees in a befitting manner. The Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF will also be consulted for organising and strengthening the campaign programme. Further, the resolution calls upon all workers to make the strike historic. The resolution was passed unanimously with full support from all delegates attending the CEC meeting.

BSNLEU की सीईसी बैठक जो 31 जनवरी से 01 फरवरी, 2026 तक मंगलुरु में हुई, उसमें सेंट्रल ट्रेड यूनियनों द्वारा 12 फरवरी, 2026 को बुलाई गई देशव्यापी आम हड़ताल पर विस्तार से चर्चा की गई। सीईसी बैठक में मांगों के चार्टर पर अभियान कार्यक्रम को तेज़ करने का प्रस्ताव सर्वसम्मति से अपनाया गया। यह प्रस्ताव श्रम संहिता, श्रम शक्ति नीति-2025, नई दूरसंचार नीति और कामकाजी वर्ग पर उनके प्रतिकूल प्रभाव जैसे प्रमुख मुद्दों पर केंद्रित है। यह बीएसएनएल कर्मचारियों की महत्वपूर्ण मांगों पर भी प्रकाश डालता है, जिसमें वेतन समझौते की शीघ्र मंजूरी की सुविधा के लिए सामर्थ्य खंड में छूट, साथ ही नियमित कर्मचारियों, पेंशनभोगियों और आकस्मिक अनुबंध श्रमिकों की मांगें शामिल हैं। सीईसी बैठक में 03 से 10 फरवरी, 2026 तक सभी बीएसएनएल कार्यालयों और एक्सचेंजों पर हड़ताल गेट मीटिंग और प्रदर्शन आयोजित करके, साथ ही बड़े पैमाने पर पोस्टर लगाने और पैम्फलेट बांटकर अभियान गतिविधियों को तेज़ करने का संकल्प लिया गया। सीईसी बैठक में यह भी तय किया गया कि संबंधित सीएचक्यू  पदाधिकारी और सर्कल सचिव कर्मचारियों को हड़ताल की मांगों के चार्टर को उचित तरीके से समझाने और स्पष्ट करने के लिए दौरे करेंगे। अभियान कार्यक्रम को आयोजित करने और मजबूत करने के लिए BSNLEU, AIBDPA और BSNLCCWF की समन्वय समिति से भी सलाह ली जाएगी। इसके अलावा, प्रस्ताव सभी श्रमिकों से हड़ताल को ऐतिहासिक बनाने का आह्वान करता है। यह प्रस्ताव सीईसी बैठक में भाग लेने वाले सभी प्रतिनिधियों के पूर्ण समर्थन से सर्वसम्मति से पारित किया गया।

The plight of BSNL casual contract workers, who are facing severe hardship due to the retrenchment policy of the BSNL management, was discussed in the BSNLEU CEC meeting held at Mangaluru from 31 January to 01 February 2026. It was reported that the BSNL Casual Contract Workers Federation has decided to organise a National Convention on 07^th March, 2026 at HKS Bhawan, New Delhi, followed by submission of a memorandum to the CMD, BSNL. The Mangaluru CEC meeting has extended full support to make the Convention a grand success. All circles are urged to ensure massive participation and make the National Convention a resounding success.

बीएसएनएल मैनेजमेंट की छंटनी नीति के कारण गंभीर कठिनाइयों का सामना कर रहे बीएसएनएल कैजुअल कॉन्ट्रैक्ट वर्कर्स की दुर्दशा पर 31 जनवरी से 01 फरवरी 2026 तक मंगलुरु में हुई BSNLEU सीईसी मीटिंग में चर्चा की गई। बताया गया कि बीएसएनएल कैजुअल कॉन्ट्रैक्ट वर्कर्स फेडरेशन ने 07 मार्च, 2026 को HKS भवन, नई दिल्ली में एक नेशनल कन्वेंशन आयोजित करने का फैसला किया है, जिसके बाद सीएमडी, बीएसएनएल को एक ज्ञापन सौंपा जाएगा। मंगलुरु सीईसी मीटिंग ने कन्वेंशन को शानदार सफलता दिलाने के लिए पूरा समर्थन दिया है। सभी सर्किलों से बड़े पैमाने पर भागीदारी सुनिश्चित करने और नेशनल कन्वेंशन को ज़बरदस्त सफल बनाने का आग्रह किया गया है।

The notification for the Senior Executive Trainee (SET) examination for external candidates has been strongly opposed by unions and associations. The issue was discussed in the BSNLEU CEC meeting held at Mangaluru from 31^st January to 01^st February 2026, where the management’s move was sharply criticised. While LICE for departmental candidates (TM/JE/JTO) remain pending in a large number of circles and posts are being reduced in the name of cadre restructuring, the management has opted for open market recruitment. The CEC of BSNLEU has condemned this contradictory approach. In a positive development, the unions and associations submitted a common memorandum to the management on 02^nd February, 2026, demanding the immediate stoppage of SET recruitment and the scrapping of the ongoing examination.

बाहरी उम्मीदवारों के लिए सीनियर एग्जीक्यूटिव ट्रेनी (SET) परीक्षा के नोटिफिकेशन का यूनियन और एसोसिएशन ने कड़ा विरोध किया है। इस मुद्दे पर 31 जनवरी से 01 फरवरी 2026 तक मंगलुरु में हुई BSNLEU सीईसी की मीटिंग में चर्चा हुई, जहाँ मैनेजमेंट के इस कदम की कड़ी आलोचना की गई। जबकि डिपार्टमेंटल उम्मीदवारों (TM/JE/JTO) के लिए LICE बड़ी संख्या में सर्कल में पेंडिंग हैं और कैडर रीस्ट्रक्चरिंग के नाम पर पोस्ट कम की जा रही हैं, मैनेजमेंट ने ओपन मार्केट से भर्ती का रास्ता चुना है। BSNLEU की सीईसी ने इस विरोधाभासी रवैये की निंदा की है। एक सकारात्मक कदम के तहत, यूनियन और एसोसिएशन ने 02 फरवरी, 2026 को मैनेजमेंट को एक कॉमन मेमोरेंडम सौंपा, जिसमें SET भर्ती को तुरंत रोकने और चल रही परीक्षा को रद्द करने की मांग की गई।

The Central Executive Committee (CEC) Meeting of BSNLEU was held on 31st January 2025 at TRC Hall, Telephone Exchange, Mangalore. The meeting was inaugurated by Com. V.A.N. Namboodiri, Founder General Secretary of BSNLEU. At the outset, Com. Tanveer Pasha, District Secretary, delivered the welcome address and greeted all the delegates who had attended the CEC Meeting from different corners of the country. Com. M. Vijay Kumar (President), Com.Animesh Mitra (General Secretary) and Com.H.V. Sudarshan (Assistant General Secretary) addressed the gathering and spoke in detail on the prevailing political situation, the ongoing crisis in BSNL, and key organisational tasks. The CEC expressed serious concern over attempts to dilute pension rules and discussed the alarming deterioration in BSNL mobile services across the country.  The meeting called for intensive mobilisation for the General Strike on 12th February 2026, demanding approval of the wage agreement through relaxation of the affordability clause by the Central Government. Full support was also extended to contract workers and the National Convention scheduled on 7th March 2026 in New Delhi. The discussions will continue till 1st February 2026.

Based on the persuasion and consistent efforts of CHQ, the Corporate Office has issued guidelines to the Maharashtra Circle seeking clarification and necessary action regarding the long-pending issue of caste status verification in BSNL. On 07^th January 2026, CHQ addressed a letter to the CMD BSNL, requesting immediate intervention for settlement of the prolonged problem arising due to the non-issuance of clear guidelines from the Corporate Office to the Maharashtra Circle. Pursuant to this, the Corporate Office issued a letter to the Maharashtra Circle on 15^th January 2026, directing the Circle Administration to take necessary action on the issue. Subsequently, the Maharashtra Circle Administration has communicated the latest position to the Corporate Office on 27.01.2026, which has since been forwarded to CHQ for information. As per the clarification given by the Circle Administration, the Department of Telecommunications (DoT) has issued guidelines on 30.01.2025 to continue provisional pension only to the affected employees. However, all other pensionary benefits such as gratuity, ex-gratia, commutation, etc., are being withheld until completion of the caste status verification process. Although the issue was discussed in the National Council meeting held on 13.01.2025, the Management has failed to resolve the matter through meaningful discussions with the DoT and the CCA, resulting in continued hardship to the affected employees. CHQ reiterates that this issue requires urgent intervention and a permanent solution, and will continue to pursue the matter at the appropriate level to safeguard the legitimate pensionary rights of the affected employees.

मंगलुरु शहर 31 जनवरी से 1 फरवरी 2026 तक टीआरसी, बीएसएनएल ऑफिस, मंगलुरु में होने वाली BSNLEU सीईसी मीटिंग की मेज़बानी के लिए पूरी तरह तैयार है। कर्नाटक सर्कल की एक मज़बूत यूनिट, मंगलुरु डिस्ट्रिक्ट यूनियन ने साथी  एच. वी. सुदर्शन, सर्कल सेक्रेटरी, BSNLEU और सहायक महासचिव (सीएचक्यू) के प्रेरणादायक नेतृत्व में मीटिंग को शानदार तरीके से आयोजित करने की ज़िम्मेदारी ली है। उद्घाटन सत्र पहले दिन टीआरसी हॉल में साथी  अशोक पारेख और साथी  संतोष कुमार की याद में आयोजित किया जाएगा, जिसमें मंगलुरु और आस-पास के ज़िलों के BSNLEU सदस्यों और पेंशनर्स हिस्सा लेंगे। साथी  एम. विजयकुमार, प्रेसिडेंट (BSNLEU) मीटिंग की अध्यक्षता करेंगे। अनुभवी नेता जिनमें साथी  वी. ए. एन. नंबूदरी, साथी  एस. वरलक्ष्मी, नेशनल सेक्रेटरी (सीआईटीयू), साथी  मुरलीधरन नायर जनरल सेक्रेटरी (AIBDPA), और साथी  एच. वी. सुदर्शन, असिस्टेंट जनरल सेक्रेटरी (BSNLEU) शामिल हैं,  जो मुख्य वक्ता होंगे जो उद्घाटन सत्र को संबोधित करेंगे। साथी  तनवीर पाशा, जिला सचिव, मंगलुरु, स्वागत भाषण देंगे। साथी  सी. के. गुंडन्ना (प्रेसिडेंट), साथी  एच. वी. सुदर्शन, सहायक महासचिव, सीएचक्यू और सर्कल सेक्रेटरी, साथी  इरफ़ान पाशा, कोषाध्यक्ष (सीएचक्यू) और साथी  तनवीर पाशा, जिला सचिव, मंगलुरु के नेतृत्व में कर्नाटक सर्कल यूनियन और मंगलुरु डिस्ट्रिक्ट यूनियन के समर्पित प्रयासों की दिल से सराहना करता है। मंगलुरु BSNLEU के लिए इतिहास रचने के लिए तैयार है। लाल सलाम !
