AUAB के लीडर्स को आज CMD BSNL द्वारा चर्चाओं के लिए आमंत्रित किया गया। कॉम पी अभिमन्यु, GS, BSNLEU और कन्वेनर, कॉम चंदेश्वर सिंह, GS, NFTE और चेयरमैन, कॉम के सेबेस्टिन, GS, SNEA, कॉम सिवकुमार, GS, AIBSNLEA, कॉम बी सी पाठक, कोषाध्यक्ष, FNTO, कॉम सुरेश कुमार, GS, BSNL MS और कॉम एच पी सिंह, GS, BSNLOA, चर्चाओं में शामिल हुए। श्री अरविंद वडनेरकर, डायरेक्टर (HR) और श्री ए एम गुप्ता, GM (SR) भी उपस्थित थे। श्री पी के पुरवार, CMD BSNL ने  प्रबंधन द्वारा VRS पश्चात सेवाओं के रखरखाव हेतु उठाए जा रहे कदम और संपत्ति के मुद्रीकरण (monetisation) हेतु किए जा रहे प्रयासों बाबद विस्तार से बताया। BSNL की 4G सेवाओं की शुरुआत की निश्चित समयावधि वें नही बात सके। उन्होंने आश्वासित किया कि कार्यरत कर्मियों की समस्याओं के निदान हेतु हर संभव प्रयास किए जा रहे हैं। AUAB के लीडर्स ने 4G सेवाओं की शुरुआत में हो रही देरी पर गंभीर चिंता व्यक्त की। उन्होंने CMD BSNL से वेतन और कॉन्ट्रैक्ट वर्कर्स के वेजेस के त्वरित भुगतान और कर्मचारियों के वेतन से काटी जा चुकी कटौतियां संबंधित संस्थाओं को प्रेषित करने का अनुरोध किया। उन्होंने AUAB और मैनेजमेंट के मध्य सेवाओं में सुधार के मुद्दे पर तालमेल (liasion) के अभाव की ओर भी इशारा किया। अंत मे, AUAB के लीडर्स ने CMD BSNL से यह भी कहा कि मैनेजमेंट को धरना, भूख हड़ताल आदि जैसे शांतिपूर्ण आंदोलनों के प्रति असहिष्णुता पूर्ण रवैये का त्याग करना चाहिए। CMD BSNL ने आश्वस्त किया कि  AUAB की चिंताओं का ध्यान रखा जाएगा।

Prime Minister Narendra Modi’s double-talk on Atmanirbhar Bharat( self-reliant India).

Prime Minister Narendra Modi has given  call for building an Atmanirbhar Bharat (Self-reliant India). At the same time, he is selling the precious assets of our country to foreign companies. 100% FDI has been allowed in Telecommunications, Bank, Insurance, Air India, Ports & Docks, Defence production, etc. 100% FDI means, the taking over of our assets by foreigners, sooner or later. The Central Trade Unions and Industrial Federations, including BSNLEU are fighting against the privatisation and handing over of our precious Public Sector Undertakings to the multinational companies.

Assam circle conducts it’s online Executive Committee meeting.

The Assam circle union of BSNLEU, is conducting it’s Executive Committee meeting online today. Com.P.Abhimanyu, GS, and Com.Swapan Chakraborty, Dy.GS,  are attending the meeting from the CHQ. Com.Bijoy Deka, Circle Secretary, welcomed everyone and placed a brief reporting on the activities of the circle union. Com.P.Abhimanyu, GS and Com.Swapan Chakraborty. Com. S. Chellappa, AGS, left for Chennai.

Com. S. Chellappa, AGS, joined the CHQ on 13.11.2017, and has helped in the functioning of the All India Union. In view of the preparations to be carried out for the forthcoming two day strike, he has left for Chennai today. CHQ heartily thanks com. S. Chellappa, AGS.

Deadline for linking mobile phones with Aadhar extended indefinitely by the Supreme Court.

The Supreme Court has ordered yesterday that, the deadline for linking mobile phones with Aadhar is extended indefinitely. This applies to the linking bank accounts also, to Aadhar. Earlier the government has set 31st March, 2018 as the deadline for linking bank accounts, mobile phones, etc., to Aadhar. This judgement is delivered by a five judge Constitution Bench, headed by Chief Justice Dipak Misra. However, this order of the Supreme Court does not apply to the disbursing of subsidies by the Central and State governments.

BSNLEU's meeting with the Director (HR).

Com. P. Abhimanyu, GS and Com. Swapan Chakraborty, Dy.GS, met Ms. Sujata T. Ray, Director (HR) and discussed the following important issues of the Non-Executives. Details of the issues, as well as the replies given by the Director (HR), are giving below:-

 

Action to be taken on BSNLEU’s note on wasteful expenditures.

BSNLEU, after collecting views from the field level, has submitted a detailed note to the BSNL Management, on actions to be taken for curtailing wasteful expenditures. In today’s meeting, BSNLEU demanded that the note submitted by BSNLEU should not be treated as a matter of routine, but serious action should be taken in a time bound manner. It was also demanded that the action taken by the Management in this respect, should be communicated to the Union. The Director (HR) accepted the demand and gave direction accordingly to the GM (SR).

 

Expeditious steps being taken by the Management to constitute the Joint Committee for negotiating wage revision of the Non-Executives.

BSNLEU has already demanded that BSNL Management should immediately constitute the Joint Committee for negotiating the wage revision of the Non-Executives. In today’s discussion, it was informed by the Director (HR) that Management is in the process of constituting such a Joint Committee. Earlier in the day, the issue was also discussed with Shri A.M. Gupta, GM (SR), who also the Management is in the process of constituting the Joint Committee.

 

Continuation of the facility of ‘Cash Payment Without Voucher’, beyond the initial 6 month period.

BSNLEU has already demanded that the facility of payment of cash without voucher, to the retired employees, should be extended beyond the initial 6 month period. In today’s discussion with the Director (HR), this demand was reiterated. However, the Director (HR) replied that it will be difficult for the Management to consider the demand, in view of the financial crisis of the Company. The Union insisted that the issue should be viewed with compassion, and without linking it to the financial position to the Company.

 

Introducing a “tailor-made” tariff plan, similar to the Rs.429/- plan, to the Non-Executives.

Extension of the Rs.429/- mobile tariff plan to the Non-Executives, was accepted by the Chairperson of the last National Council, in the last meeting. However, the same was rejected subsequently by the Admn. Branch of the Corporate Office, stating that tariff rates keep changing and that the Rs.429/- mobile tariff plan is not a permanent one. In today’s meeting, BSNLEU requested the Director (HR) to consider a “Tailor-Made Tariff Plan”, similar to the Rs.429/- plan, to the Non-Executives. The Director (HR) assured that this proposal of BSNLEU would be seriously looked into.

 

Relaxation to the recently conducted JE LICE.

In view of the high standard of the question paper of the recently conducted JE LICE, and also due to the introduction of “online examination”, only very few candidates have passed.  BSNLEU has already demanded that relaxation should be given for this exam, as was done in the case of the DR TTA exam of 2008. This demand was reiterated by BSNLEU, in today’s meeting with the Director (HR). After much insistence by the Union, the Director (HR) stated that the demand would be looked into.

 

HR issues of the Non-Executives, lying pending before the BSNL Board.

The three HR issues, taken up by BSNLEU, and already approved by the BSNL Management Committee, are lying pending with the BSNL Board for years together, due to the negative attitude of the government directors on BSNL Board. These issues are:- Promotion in E-1 pay scale to the Non-Executives, Granting one extra increment to the left out Non-Executives, who are appointed after 01.01.2007, and who suffered wage loss and Introduction of gratuity to the casual labourers. Recently, BSNLEU has written to the CMD BSNL and Director (HR), demanding approval for these issues by the BSNL Board. In today’s discussion, BSNLEU requested the Director (HR) to take needful action in this regard, for which she responded positively.

BJP cannot win elections only by deviding people on religious line.

It is known that in the recently concluded Rajasthan assembly elections, BJP is driven out of power. Especially, in the Alwar district, which has eleven assembly constituencies, BJP was able to win only in two seats. In the last assembly election, BJP won in nine seats in this district. One may ask what is the speciality of Alwar district. This district is the epicentre of violence that was unleashed in the name of cow protection. Mob attacks, organised in the name of cow protection, is common in Alwar district. In 2017, Pehlu Khan was killed by a mob in this district. The mob accused that Pehlu Khan was transporting cows for slaughter. Early this year, Rakbar Khan was killed by a mob in the same way. It is needless to say that the Gau Rakshaks (cow vigilantes) are targeting Muslims. The aim is to create communal tension and thereby devide the people in the name of religion. The real intension of these Gau Rakshaks is not to protect cows. They want only to take political advantage, in the name of cow protection. Due to the terror unleashed by the Gau Rakshaks, the farmers are not able to sell their old and unproductive cows. Result? The old and unproductive cows are being ditched by the farmers. These stray cows enter into farms, eat and destroy the crops. So, the stray cows have become a very big headache for the farmers. They could not sleep in the night. With torch and stick in their hands, the farmers patrol their farms in the night, to ensure that their crops are not destroyed by stray cows. The farmers themselves, majority of whom are Hindus, do not approve violence in the name of cow protection. The BJP should realise at least now, that they cannot keep winning elections only by deviding people on religious line.

Submitting memorandum to the MPs - Complete the task by 28.02.2019.

The AUAB meeting, held on 20.02.2019, has decided to carry on with the campaign programme, demanding settlement of employees demands as well as issues connected with the revival of BSNL. In this connection, the AUAB has given call to submit memorandum to all the MPs, seeking their support for the settlement of the issues. The AUAB has also decided that, the memorandum should be submitted to the MPs by 28.02.2019. All circle and district secretaries are requested to complete this job within the stipulated time, by having close coordination with the other constituents of the AUAB. प्रबंधन के, 8वें सदस्यता सत्यापन को आगे बढ़ाने (postpone) के प्रस्ताव पर विचार करने के लिए BSNLEU के ऑल इंडिया सेन्टर की आज मीटिंग हुई। मीटिंग इस निष्कर्ष पर पहुंची की लोकसभा चुनाव की समाप्ति के तुरंत पश्चात 8वां सदस्यता सत्यापन होना चाहिए। कंपनी की वित्तीय स्थिति का हवाला देकर 8वें सदस्यता सत्यापन को आगे बढ़ाना स्वीकार नहीं किया जा सकता है। वेज रिवीजन, पेंशन रिवीजन व BSNL के वित्तीय रिवाइवल जैसे मुद्दों को नई सरकार के समक्ष ठोस रूप से प्रस्तुत करने के लिए यूनियन की मान्यता जरूरी है। इसके साथ ही ऑल इंडिया सेन्टर ने प्रबंधन को पत्र लिखने के पूर्व सभी सर्किल सेक्रेटरीज और सेंट्रल ऑफिस बेयरर्स की इस मुद्दे पर राय जानने का निर्णय भी लिया है। अतः सभी सीईसी मेंबर्स से अनुरोध है कि वें अपनी राय से महासचिव को व्हाट्सअप या ई मेल के माध्यम से अवगत करावें।

Convention of Maharashtra Circle BSNL Working Women held at Mumbai.

A convention of the Maharashtra BSNL Working Women was held at Mumbai on 20th July, 2019. In this convention, a seminar on “Challenges before BSNL / Indian Working Women in the Changed Scenario” was held. Com.N.K. Nalawade, Circle Secretary, BSNLEU, Maharashtra circle, Ms.Neelatai Limaye, Secretary, Maharashtra Women’s Council, Shri Aman Jaiswal, GM (HR / Admn.)  and Com.Ravati Adhav, Convenor, addressed it. In this convention, the Maharashtra circle BSNL Working Women’s Co-ordination Committee was formed.

Flood warning for Kota and Jhalawar districts of Rajasthan circle - CHQ made timely intervention.

Due to incessant rains, flood warning was issued yesterday, to Kota and Jhalawar districts of Rajasthan circle.  CHQ immediately took up the case with the GM(SR), BSNL CO., yesterday itself and requested for needful intervention. However, today, the CS, BSNLEU, Rajasthan circle, reported that the rain has stopped and that the situation is normal in both the above mentioned districts and that the voting is taking place normally.

Extended CEC meeting of BSNLEU Odisha Circle.

The Extended Circle Executive Committee meeting of BSNLEU was held at Bhubaneswar on 29.11.2019. Com.S.Bhattacherjee, CP, presided over the meeting. Com. Saroj Ranjan Das, CS, initiated the proceedings. Com. A Dhupal and Com.P.R.Das, veteran leaders were present in the meeting. Com. Sisir Kumar Roy, Org. Secretary(CHQ) addressed the meeting and explained about the present anti-PSU policies of the Modi Government, BSNL's  revival package, the post VRS-2019 scenario, and the General Strike on 8th January, 2020, were explained in detail. He called on the Executive Committee members to organise the General Strike effectively. Various queries raised by the members were also clarified.

BSNL adds more customers than Jio in December, 2019.

Ever since entering into the telecom market in September, 2016, Reliance Jio has been adding the maximum number of customers every month. However, in December, 2019, BSNL has beaten Reliance Jio. BSNL has added 4,27,089 customers in December, 2019, while Reliance Jio has added only 82,000 new customers. Vodafone has lost a whopping 35 lakh of it’s existing customers and Airtel has lost 11,000 customers, during the same period. This is the impact of all the private companies raising their tariff by 40% in December, 2019. BSNL has not raised it’s tariffs.

Corporate Office is making payment of the Society dues, recovered from employees' salary, upto the period of March, 2020.

CHQ got the news that the Corporate Office is making payment of the Society dues, up to the period of March, 2020. Com.P.Abhimanyu, GS, spoke to Shri P.C.Bhat, Senior GM(CBB) today, who also confirmed that the payment of the Society dues up to March, 2020 is being cleared by the Corporate Office.

Com. Mohanan, Circle Secretary, BSNLEU, Kerala, retired on superannuation.

Com. Mohanan, Circle Secretary, BSNLEU, Kerala, retired from BSNL service yesterday. On the eve of his retirement, attempt was made by the Kerala Circle Administration, to issue a charge sheet to com. K. Mohanan, with the sole aim of stopping his pension settlement. This charge sheet was even despatched by post to com. K. Mohanan. CHQ made an effective intervention and took up the issue with the CMD BSNL and Director (HR), and established that the serving of this charge sheet is in total violation of the rules of the Company. Based on this, the charge sheet was nullified.

 For many years, com. K. Mohanan, has effectively led the Kerala circle union. Under the able leadership of com. K. Mohanan, the BSNLEU, Kerala circle union, together with SNEA, heroically fought against the atrocities of the then CGM, shri M.S.S. Rao. He has undergone many punishments and hardships, with a smiling face. CHQ heartily congratulates com. K. Mohanan, on his superannuation and wishes him a long and healthy life.

Stephen Hawking, one of the most brilliant scientists passes away.

Stephan Hawking, one of the brightest stars in the field of science, as well as a progressive intellectual, has passed away. He was 76. Stephen Hawking has immensely contributed to the science of cosmology. Even though he was crippled with a neuro disease at the age of 21, he continued to do researches in cosmology, sitting in a wheel chair. His fighting spirit is to be emulated by all those who wish to make achievements. The world has lost a great scientist. BSNLEU dips it’s banner and pay homage to Stephen Hawking.

Renewal of the MoUs with Canara Bank and Union Bank of India.

BSNLEU is continuously demanding that the MoUs with the Canara Bank and the Union Bank of India should be renewed at the earliest, to enable the employees to get bank loans. The issue is once again discussed by the General Secretary today, with the DGM(Banking) in the Corporate Office. It was replied that the Corporate Office is on the job, and that the MoUs are likely to be renewed in a week’s time.

Maharashtra circle union of BSNLEU meets Hon'ble MoS(C).

Shri Sanjay Dhotre, Hon’ble Minister of State for Communications, was in Mumbai on 20.07.2019 to hold discussions with the senior BSNL officers of Maharashtra circle. The representatives of BSNLEU, with Com.N.K. Nalawade, CS, BSNLEU, Mharashtra, Com. Ganesh Hinge, Circle Treasurer, BSNLEU, Maharashtra and Com.Yeshwant Kekre, District Secretary, CGM Office, Maharashtra, met the Hon’ble MoS(C). The representatives requested the Hon’ble MoS(C) to take positive steps for the revival of BSNL. They also requested the Hon’ble MoS(C) to ensure immediate release of funds by the Corporate Office, atleast for the payment of electricity bills. The Hon’ble MoS(C) assured to look into.

Postal votes denied to officials on deputation in AP circle.

CHQ received complaint that the ballot papers, for casting postal votes, were not despatched on time in Andhra Pradesh circle. The General Secretary met the GM(SR), BSNL CO, on 05.09.2019 itself, and sought remedial action. Assurance was also given that needful action would be taken. Despite, this timely intervention by the CHQ, it is complained by the AP circle union and the Tirupati District union, that two officials on deputation at Tirupati, did not get their ballot papers. Once again the matter has been taken to the notice of the Chief Returning Officer and the GM(SR), BSNL CO., for appropriate action by them.
