Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Dr. Kalyan Sagar Nippani, Director (HR) yesterday and discussed the following issues.

(1)    Shifting of 78 Odisha employees from GPF to EPF.

The Presidential Orders issued to 78 officials of Odisha and CNTxE circles have been withdrawn by the DoT. Consequently, these officials should be shifted from GPF to EPF. The CGM, Odisha circle, had sought clarifications in this regard from the Corporate Office. However, necessary clarification has not been sent by the Corporate Office. This issue is pending for the past one year. Both the Establishment and the CA Branches, which are responsible for giving guidelines, are shirking their responsibility. The Director (HR) was urged upon to take the needful action in this regard.

(2)    Non-conducting of the Special JTO LICE.

It is the decision of the National Council that, a Special JTO LICE would be conducted for the left out draftsmen. Despite repeated reminders by BSNLEU, the Corporate Office has not conducted the exam. When this issue was discussed with the PGM(Estt.), it was replied that necessary inputs have not come from the CGM(BW). The Director (HR) was requested to do the needful for the early conducting of the exam.

3)     Holding of the National Council meeting. 

Holding of the National Council meeting has become over due. In yesterday's meeting, BSNLEU demanded that the next National Council meeting should be conducted expeditiously. The Director HR agreed for the same.

BSNLEU की निदेशक (मानव संसाधन) से मुलाकात.

अध्यक्ष साथी अनिमेष मित्रा और महासचिव साथी पी. अभिमन्यु ने कल निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी से मुलाकात की और निम्नलिखित मुद्दों पर चर्चा की।

(1) ओडिशा के 78 कर्मचारियों को जीपीएफ से ईपीएफ में स्थानांतरित करना।

ओडिशा और सीएनटीएक्सई सर्किल के 78 कर्मचारियों को जारी प्रेसिडेंशियल ऑर्डर को दूरसंचार विभाग ने वापस ले लिया है। नतीजतन, इन कर्मचारियों को जीपीएफ से ईपीएफ में स्थानांतरित किया जाना चाहिए। ओडिशा सर्किल के चीफ जनरल मैनेजर ने इस संबंध में कॉर्पोरेट कार्यालय से स्पष्टीकरण मांगा था। हालांकि, कॉर्पोरेट कार्यालय द्वारा आवश्यक स्पष्टीकरण नहीं भेजा गया है। यह मुद्दा पिछले एक साल से लंबित है। दिशा-निर्देश देने के लिए जिम्मेदार स्थापना और सीए शाखाएं दोनों ही अपनी जिम्मेदारी से बच रही हैं। निदेशक (मानव संसाधन) से इस संबंध में आवश्यक कार्रवाई करने का आग्रह किया गया।

(2) विशेष जेटीओ एलआईसीई का आयोजन न किया जाना।

नेशनल काउंसिल का निर्णय है कि छूटे हुए ड्राफ्ट्समैन के लिए विशेष जेटीओ एलआईसीई का आयोजन किया जाएगा। BSNLEU द्वारा बार-बार याद दिलाने के बावजूद, कॉर्पोरेट कार्यालय ने परीक्षा आयोजित नहीं की है। जब इस मुद्दे पर प्रिंसिपल जनरल मैनेजर (स्थापना) से चर्चा की गई, तो जवाब मिला कि चीफ जनरल मैनेजर (बीडब्ल्यू) से आवश्यक इनपुट नहीं मिले हैं। निदेशक (मानव संसाधन) से परीक्षा के शीघ्र आयोजन के लिए आवश्यक कार्रवाई करने का अनुरोध किया गया।

(3) नेशनल काउंसिल की बैठक का आयोजन। 

नेशनल काउंसिल की बैठक का आयोजन लंबित हो गया है। कल की बैठक में BSNLEU ने मांग की कि अगली नेशनल काउंसिल की बैठक शीघ्र आयोजित की जानी चाहिए। निदेशक (मानव संसाधन) ने इसके लिए सहमति व्यक्त की।

After the steep tariff hike by the private telecom companies, lakhs of customers are leaving private telecom companies and are porting in to BSNL. However, such customers have to wait in BSNL CSCs for hours together. This is because of frequent failure of Sanchar Aadhar App. BSNLEU has already written letter to the Director (CM) on this issue. However such complaints continue to come. Hence, BSNLEU has written to the CMD BSNL today, requesting for his intervention to ensure the proper functioning of Sanchar Aadhar App.

संचार आधार ऐप का बार-बार फेल होना।

निजी टेलीकॉम कंपनियों द्वारा टैरिफ में भारी बढ़ोतरी के बाद लाखों ग्राहक निजी टेलीकॉम कंपनियों को छोड़कर बीएसएनएल में पोर्ट कर रहे हैं। हालांकि, ऐसे ग्राहकों को बीएसएनएल सीएससी में घंटों इंतजार करना पड़ता है। इसकी वजह संचार आधार ऐप का बार-बार फेल होना है। BSNLEU ने इस मुद्दे पर निदेशक (सीएम) को पहले ही पत्र लिखा है। हालांकि ऐसी शिकायतें आती रहती हैं। इसलिए, BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर संचार आधार ऐप के सही संचालन को सुनिश्चित करने के लिए हस्तक्षेप करने का अनुरोध किया है।

Trade Union facilities have not been granted for the district unions of Chennai circles so far. This issue is being taken up by the CHQ for a long time. Recently, CHQ has once again written letter to the PGM(SR). Based on this, the SR Branch has issued letter that Trade Union facilities should be granted at the All India, Circle, BA and OA levels. 

चेन्नई टेलीफोन सर्किलों की जिला यूनियनों के लिए ट्रेड यूनियन सुविधाएं बढ़ाना।

चेन्नई सर्किलों की जिला यूनियनों के लिए अभी तक ट्रेड यूनियन सुविधाएं नहीं दी गई हैं। यह मुद्दा लंबे समय से सीएचक्यू द्वारा उठाया जा रहा है। हाल ही में सीएचक्यू ने एक बार फिर प्रिंसिपल जनरल मैनेजर (एसआर) को पत्र लिखा है। इसके आधार पर एसआर शाखा ने पत्र जारी किया है कि अखिल भारतीय, सर्किल, बीए और ओए स्तर पर ट्रेड यूनियन सुविधाएं दी जानी चाहिए।

Today, leaders of BSNLEU and NFTE met Shri R.K. Goyal, Chairman of the Wage Negotiating Committee. Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary from BSNLEU and Com.Islam Ahmed, President and Com.Chandeshwar Singh, General Secretary from NFTE, participated in this meeting. This meeting took place in continuation of the meeting that BSNLEU and NFTE held with the CMD BSNL on the Wage Revision issue. The leaders urged upon the Chairman of the Wage Negotiating Committee to remove the bottle-neck in finalising the new pay scales of the Non-Executives. The leaders also requested to consider revision of allowances. Further, the leaders requested for an early meeting of the Wage Negotiating Committee.

Leaders of BSNLEU and NFTE, in their meeting with the CMD BSNL today, enquired about the status of BSNL’s 4G launching. The CMD BSNL replied that, all out efforts are being taken to ensure BSNL’s 4G launching by December, 2024. The CMD BSNL also stated that it is his ambition to increase BSNL’s market share to 25% (presently it is 7%). The CMD BSNL also stated that, BSNL is facing a shortage of Rs.500 crore every month (difference between revenue collection and expenditure). The CMD BSNL further stated that, the involvement of the entire employees is very essential for the early revival of BSNL.

बीएसएनएल की 4G सेवा दिसंबर 2024 तक शुरू होगी- सीएमडी बीएसएनएल ने कहा।

BSNLEU और एनएफटीई के नेताओं ने आज सीएमडी बीएसएनएल के साथ बैठक में बीएसएनएल की 4G सेवा शुरू होने की स्थिति के बारे में जानकारी ली। सीएमडी बीएसएनएल ने जवाब दिया कि दिसंबर 2024 तक बीएसएनएल की 4G सेवा शुरू करने के लिए हरसंभव प्रयास किए जा रहे हैं। सीएमडी बीएसएनएल ने यह भी कहा कि उनकी महत्वाकांक्षा बीएसएनएल की बाजार हिस्सेदारी को 25% तक बढ़ाने की है (फिलहाल यह 7% है)। सीएमडी बीएसएनएल ने यह भी कहा कि बीएसएनएल को हर महीने 500 करोड़ रुपये की कमी (राजस्व संग्रह और व्यय के बीच का अंतर) का सामना करना पड़ रहा है। सीएमडी बीएसएनएल ने आगे कहा कि बीएसएनएल के शीघ्र पुनरुद्धार के लिए सभी कर्मचारियों की भागीदारी बहुत जरूरी है।

BSNLEU and NFTE have already submitted a joint letter to the CMD BSNL, demanding early settlement of the Wage Revision issue. In this connection, BSNLEU and NFTE jointly met Shri Ravi A Robert Jerard, CMD BSNL. Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary from BSNLEU and Com.Islam Ahmed, President and Com.Chandeshwar Singh, General Secretary from NFTE, participated in this meeting. The leaders sought intervention of the CMD BSNL in resolving the deadlock that has arisen in finalising the pay scales. The leaders emphatically told the CMD BSNL that, early settlement of Wage Revision will go a long way in motivating the employees for the Revival of BSNL. The CMD BSNL assured to look into the issue and to do the needful.

वेतन संशोधन - BSNLEU और एनएफटीई ने सीएमडी बीएसएनएल से मुलाकात की।

BSNLEU और एनएफटीई ने सीएमडी बीएसएनएल को पहले ही एक संयुक्त पत्र सौंप दिया है जिसमें वेतन संशोधन मुद्दे के शीघ्र निपटारे की मांग की गई है। इस संबंध में BSNLEU और एनएफटीई ने संयुक्त रूप से श्री रवि ए रॉबर्ट जेरार्ड, सीएमडी बीएसएनएल से मुलाकात की। BSNLEU से अध्यक्ष साथी अनिमेष मित्रा और महासचिव साथी पी अभिमन्यु और एनएफटीई से अध्यक्ष साथी इस्लाम अहमद और महासचिव साथी चंदेश्वर सिंह ने इस बैठक में भाग लिया। नेताओं ने वेतनमान को अंतिम रूप देने में उत्पन्न गतिरोध को हल करने में सीएमडी बीएसएनएल के हस्तक्षेप की मांग की। नेताओं ने सीएमडी बीएसएनएल से जोर देकर कहा कि वेतन संशोधन का शीघ्र निपटारा बीएसएनएल के पुनरुद्धार के लिए कर्मचारियों को प्रेरित करने में एक लंबा रास्ता तय करेगा। सीएमडी बीएसएनएल ने इस मुद्दे पर विचार करने और आवश्यक कार्रवाई करने का आश्वासन दिया।

In Assam circle, the date of next increment (DNI) has been postponed in respect of the comrades who participated in the one day strike, organised by BSNLEU, on 16.02.2024. This postponement of the DNI is in total violation of rules. The CHQ of BSNLEU has already taken up this issue strongly with the Corporate Management. Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, discussed this issue with the CGM(SR), Corporate Office, today. They are informed by the CGM(SR) that, this problem has since been settled. The Corporate Office has issued necessary direction to the CGM, Assam circle, based on which the problem has been settled by the Assam circle administration.

असम सर्किल में हड़ताल में भाग लेने वाले साथियों की डीएनआई स्थगित करने की समस्या का समाधान।

असम सर्किल में BSNLEU द्वारा 16.02.2024 को आयोजित एक दिवसीय हड़ताल में भाग लेने वाले साथियों की अगली वेतन वृद्धि (डीएनआई) की तिथि स्थगित कर दी गई है। डीएनआई का यह स्थगन नियमों का पूर्ण उल्लंघन है। BSNLEयू के सीएचक्यू ने पहले ही इस मुद्दे को कॉर्पोरेट प्रबंधन के साथ जोरदार तरीके से उठाया है। साथी अनिमेष मित्रा, अध्यक्ष और साथी पी. अभिमन्यु, महासचिव ने आज चीफ जनरल मैनेजर (एसआर), कॉर्पोरेट कार्यालय के साथ इस मुद्दे पर चर्चा की। उन्हें चीफ जनरल मैनेजर (एसआर) द्वारा सूचित किया गया कि  यह समस्या अब सुलझ गई है। कॉर्पोरेट कार्यालय ने चीफ जनरल मैनेजर, असम सर्किल को आवश्यक निर्देश जारी किए हैं, जिसके आधार पर असम सर्किल प्रशासन द्वारा समस्या का समाधान कर दिया गया है।

CHQ has requested our comrades to extend their helping hand to the people who are affected in the Wayanad disaster. 3 villages have been completely buried in the mud and the death toll is put at 369 as of today. Com. Animesh Mitra, President, met Shri Sanjeev Tyagi, PGM(Admin) yesterday and discussed the issues of delay in holding the BSNL Staff Welfare Board meeting and inordinate delay in settling career progression of left out sports personnel. As regards the Welfare Board meeting, the PGM(Admin) replied that, agenda items for the meeting have been received only from BSNLEU. Further he stated that, the new CMD BSNL has joined recently and hence, the meeting will be conducted after confirming the date from him. BSNLEU is continuously taking up the issue of career progression of the left out sports personnel. In yesterday's meeting, some more documents were produced by the President, BSNLEU. He also conveyed the strong disappointment of BSNLEU for the lack of remedial action by the Corporate Office. The PGM (Admin.) assured that the issue would be sorted out on priority basis.

स्टाफ वेलफेयर बोर्ड की बैठक में देरी और छूटे हुए खिलाड़ियों के कैरियर में अत्यधिक देरी - BSNLEU के अध्यक्ष ने प्रिंसिपल जनरल मैनेजर (प्रशासन) के समक्ष गहरी निराशा व्यक्त की।

अध्यक्ष अनिमेष मित्रा ने कल प्रिंसिपल जनरल मैनेजर (प्रशासन) श्री संजीव त्यागी से मुलाकात की और बीएसएनएल स्टाफ वेलफेयर बोर्ड की बैठक में देरी और छूटे हुए खिलाड़ियों के कैरियर में अत्यधिक देरी के मुद्दों पर चर्चा की। वेलफेयर बॉर्ड की बैठक के संबंध में प्रिंसिपल जनरल मैनेजर (प्रशासन) ने जवाब दिया कि बैठक के लिए एजेंडा आइटम केवल BSNLEU से प्राप्त हुए हैं और किसी और से नहीं। इसके अलावा उन्होंने कहा कि बीएसएनएल के नए सीएमडी ने हाल ही में कार्यभार संभाला है और इसलिए उनसे तारीख की पुष्टि के बाद बैठक आयोजित की जाएगी। BSNLEU छूटे हुए खिलाड़ियों के कैरियर में प्रगति के मुद्दे को लगातार उठा रहा है। आज की बैठक में BSNLEU के अध्यक्ष द्वारा कुछ और दस्तावेज प्रस्तुत किए गए। उन्होंने कॉर्पोरेट कार्यालय द्वारा सुधारात्मक कार्रवाई की कमी के लिए BSNLEU की गहरी निराशा भी व्यक्त की। प्रिंसिपल जनरल मैनेजर (प्रशासन) ने आश्वासन दिया कि इस मुद्दे को प्राथमिकता के आधार पर सुलझाया जाएगा।

The contract and casual labourers working in BSNL are facing tremendous sufferings in all circles due to violation of Labour Laws by the vendors engaged in SLA system and also due the indifferent attitude of the BSNL Management. Com.Animesh Mitra, Secretary General, BSNLCCWF and Com.C.K. Gundanna, AGS, BSNLEU, met Shri Onkar Sharma, Chief Labour Commissioner (Central), at New Delhi on 02.08.2024 and submitted a Memorandum on these issues. The Memorandum was submitted to the Labour Commissioner on the issues of violation of Labour Laws, denial of Minimum Wages, Social Securities, wages based on 7^th CPC pay scale to the casual labourers, etc. They highlighted the pathetic condition of the contract workers who are engaged in the SLA system by the BSNL Management. It was also highlighted that the Management is exploiting the casual labourers by denying the 7^th CPC pay scale. The Chief Labour Commissioner (Central) patiently heard the submissions of the leaders and assured that the issues would be looked into appropriately.

एसएनएल प्रबंधन और ठेकेदारों द्वारा श्रम कानूनों का उल्लंघन - बीएसएनएलसीसीडब्ल्यूएफ ने मुख्य श्रम आयुक्त (केन्द्रीय) को ज्ञापन सौंपा।

एसएलए प्रणाली में लगे विक्रेताओं द्वारा श्रम कानूनों के उल्लंघन और बीएसएनएल प्रबंधन के उदासीन रवैये के कारण बीएसएनएल में काम करने वाले ठेका और आकस्मिक मजदूरों को सभी क्षेत्रों में भारी परेशानियों का सामना करना पड़ रहा है। बीएसएनएलसीसीडब्ल्यूएफ के महासचिव साथी अनिमेष मित्रा और BSNLEU के सहायक महासचिव साथी  सीके गुंडाना ने 02.08.2024 को नई दिल्ली में मुख्य श्रम आयुक्त (केन्द्रीय) श्री ओंकार शर्मा से मुलाकात की और इन मुद्दों पर एक ज्ञापन सौंपा। श्रम कानूनों के उल्लंघन, न्यूनतम मजदूरी, सामाजिक सुरक्षा, आकस्मिक मजदूरों को 7वें वेतनमान के आधार पर मजदूरी से वंचित करने आदि मुद्दों पर श्रम आयुक्त को ज्ञापन सौंपा गया। उन्होंने बीएसएनएल प्रबंधन द्वारा एसएलए प्रणाली में लगे ठेका श्रमिकों की दयनीय स्थिति पर प्रकाश डाला। इस बात पर भी प्रकाश डाला गया कि प्रबंधन सातवें वेतन आयोग के वेतनमान से इनकार करके अनियमित श्रमिकों का शोषण कर रहा है। मुख्य श्रम आयुक्त (केंद्रीय) ने नेताओं की दलीलों को धैर्यपूर्वक सुना और आश्वासन दिया कि मुद्दों पर उचित तरीके से विचार किया जाएगा। 

After the private telecom companies drastically increased their tariffs, customers are migrating to BSNL in large numbers. This is a welcome development. But, at the time same time, BSNL should immediately launch its 4G service, to cater the high speed data requirements of the customers. Recently, Secretary, Telecom, has stated that major part of BSNL's 4G would be launched by the end of this financial year. This has again created a sense of uncertainty regarding BSNL's complete 4G launching. Under these circumstances, BSNLEU has written letter to the CMD BSNL, urging upon him to ensure immediate launching of BSNL's 4G service.
