"BSNL आपके द्वार " कार्यक्रम में गति लावें....
BSNL बेहद गंभीर वित्तीय संकट से गुजर रहा है। BSNL और MTNL को रु 74000 करोड़ का सरकार द्वारा बेल आउट पैकेज देने से संबंधित झूठी खबरें मीडिया में आ रही है। यह खबर पूर्ण रूप से बोगस है, और कुछ नही। अगर सरकार से BSNL को कुछ प्राप्त हो सकता है तो वह है केवल 4G स्पेक्ट्रम का मुफ्त आवंटन। इसके अलावा सरकार BSNL को वित्तीय सहयोग के रूप में एक पाई भी देने वाली नही है। बैंक भी BSNL को लोन देने के लिए आगे नही आ रहे हैं। यही वास्तविक स्थिति है। ऐसे में, BSNL के पास केवल एक ही रास्ता बचता है कि BSNL अपने राजस्व को बढ़ाने के लिए हरसंभव कोशिश करे। AUAB, "BSNL आपके द्वार " कार्यक्रम को तीव्रता के साथ क्रियान्वित करने हेतु सभी एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज को आव्हान कर चुकी है। अतः BSNLEU के सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध है कि वें पहल करें और कार्यक्रम के प्रभावशाली तरीके से क्रियान्वयन हेतु अन्य यूनियन्स व एसोसिएशन्स से समन्वय स्थापित करें। हमें विभिन्न सर्कल्स में अधिक से अधिक संख्या में FTTH कनेक्शन लगा कर, पुराने बकाया की वसूली कर और स्क्रैप मटेरियल का निपटान कर अधिक से अधिक राजस्व प्राप्त करना है। BSNL के कर्मचारी पूर्व में भी कंपनी को संकट से उबारने के लिए आगे आ चुके हैं। इसी प्रकार अभी भी BSNL कर्मचारी "BSNL आपके द्वार " कार्यक्रम को तीव्रता के साथ क्रियान्वित कर कंपनी और कर्मचारियों के भविष्य की रक्षा करें।
20 नवंबर 2019 से होने वाली 3 दिवसीय भूख हड़ताल स्थगित.
कल AUAB और डायरेक्टर (HR) के मध्य हुई चर्चा के परिणाम बिल्कुल भी संतोष जनक नही है। केवल एक आश्वासन भर दिया गया है कि वेतन का भुगतान 28 को होगा। फिर नवंबर के वेतन का क्या होगा ? कोई जवाब नही। सबसे महत्वपूर्ण , रिकवरी प्रेषित करने के मुद्दे पर कोई प्रगति नही, जिसकी वजह से कर्मचारी बेहद व्यथित हैं। साथ ही, कॉन्ट्रैक्ट वर्कर्स के वेजेस बाबद भी कोई प्रगति नही। VRS ऑप्टीज से जुड़ी किसी भी समस्या में कोई प्रगति नही। रिटायरमेंट की उम्र घटा कर 58 वर्ष किए जाने के सम्बंध में क्या हुआ ? सुपरएन्युएशन बेनिफिट बाबद क्या आश्वासन दिया गया ? BSNL मैनेजमेंट केवल अपनी चमड़ी बचा रहा है, किन्तु कर्मचारियों की समस्याओं को ले कर चिंतित नही है। बहरहाल, AUAB के घटकों में 3 दिवसीय भूख हड़ताल पर जाने के मामले में आम सहमति नही है। अतः, 20 नवंबर, 2019 से होने वाली 3 दिवसीय भूख हड़ताल स्थगित की जाती है। BSNLEU भविष्य की रणनीति पर निर्णय ले कर शीघ्र सूचित करेगी।
It has already been informed that a meeting of the BSNL Working Women’s Co-ordination Committee (BSNL WWCC) will be held at Vadodara on 05.03.2020. Gujarat circle union and the Vadodara district union have informed that the venue of the BSNL WWCC meeting is as follows:-

BSNLEU and AIBDPA, Pondicherry jointly provided relief to the contract workers at Pondicherry. The office bearers of BSNLEU and AIBDPA disbursed Rs.1,000/- each to the contract workers. Com.A.Subramanian, DS, BSNLEU, Com.R. Selvam, DS, TNTCWU Com.M. Balasubramnian, Treasurer, AIBDPA and Com.N. Kolanjiappan, District President, BSNLEU, disbursed the money.
CHQ thankfully acknowledges that AIBDPA, Kolkata Telephones Circle, has donated Rs.50,000/- to the "Contract Workers Relief Fund". Com.Manisha Biswas, ACS, AIBDPA, handed over the amount to Com.Sisir Kumar Roy, CS, BSNLEU, today.
As has already been intimated, BSNLEU has decided to hold it’s next Central Executive Committee meeting on 10th & 11th September, 2020. In view of the prevailing restrictions on movement, due to the COVID-19 pandemic, BSNLEU is holding this meeting of the CEC as an online meeting. Notification for holding this meeting is issued today. The link for the CEC MEMBERS, to log in for the online meeting, will be sent on Whatsapp.

The Circle Executive Committee meeting of BRBRAITT Jabalpur, was held at Jabalpur on 05/05/2018. The meeting was presided over by Com. Abdul Kadeer, Circle President. Com. Basant Lal CS, welcome all & also presented report on activities. Com. Jagdish Singh Vice President (CHQ) spoke at length on the current scenario. He spoke on the decision taken in Agartala CEC. He also spoke on wage revision, Subsidiary Tower Company and Pension Revision etc. The CEC members participated in the deliberations. The CEC unanimously resolve to implement Agartala CEC decisions to observe as per AUAB call.
The AUAB, in it’s meeting held on 26.06.2018, has unanimously decided to organise demonstrations on 11.07.2018 and relay hunger strike on 24th, 25th and 26th July, 2018, demanding implementation of the assurance given by the Hon’ble Minister of State for Communications. This meeting was attended by General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, AIGETOA, BSNL MS, TEPU and BSNL ATM. Com. Mohinder Singh, represented FNTO in this meeting. According to the unanimous decision taken in the meeting, notification was issued to the DoT and BSNL, for holding the agitational programme. In accordance with the practice being followed in AUAB, the letter has been sent with the signatures of the General Secretaries of all the Unions and Associations taking part in the AUAB. However, it is a matter of deep regret and serious concern that the GS, FNTO and GS, SEWA BSNL, have written to the DoT and BSNL Management, dissociating themselves from these programme. Circle and district secretaries of BSNLEU are requested to effectively organise the demonstration and the relay hunger strike with the other constituents of the AUAB.
The whole country is aware that, Bishop Franco Mulakkal has been accused of raping a nun. He has been arrested and has been remanded in judicial custody for 12 days. The arrest of Bishop Franco Mulakkal has come only after the nuns conducted street-protests. No person, whichever religion he may belong to, is above the law. But, it is unfortunate that, the Church in Kerala is defending the disgraced Franco Mulakkal. The Kerala Catholic Bishops’ Council (KCBC), in a statement issued yesterday, has stated that the nuns are being used by the enemies of the Church, to destabilise and malign the Church. The statement of the Church is nothing, but defending the culprit Franco Mulakkal. Actually, the Church should have gone to the rescue of the helpless nun, who has been raped by Franco Mulakkal. Instead, it is shocking that, the Church is maligning the nuns who have come to the streets, seeking justice.

The 9th Circle Conference of BSNLEU, Punjab circle, was held at Moga on 19th & 20th November, 2019. Com.Parbodh Chand, presided over the conference. Com.Balbir Singh, Circle Secretary, welcomed everyone. Com.Raghu Nath Singh, General Secretary, CITU, Punjab, delivered the inaugural speech. Com.P.Abhimanyu, GS and Com.Animesh Mitra, President, attended the Conference from the CHQ. Both the leaders explained about the decisions of the Ghaziabad CEC, General Strike to be held on 08th January, 2020, BSNL’s revival package, VRS, etc. Com.Balbir Singh, CS, presented the report on activities and Com.Budh Singh, Treasurer, submitted the accounts. In depth discussions were held by the delegates. After approval of the report on activities and accounts, the election of office bearers also took place unanimously.
We have heard about the “Great Wall of China”, built to stop foreigners from invading China. Now, the Great Wall of Gujarat is being constructed in Ahmedabad, to stop Donald Trump, US President, from seeing the slums of Ahmedabad. Below is the reporting of the New Indian Express dated 14.02.2020 on the subject.
“Ahead of Trump’s visit to Ahmedabad on February 24, the local municipal corporation is building a temporary wall on the sides of the road linking Sardar Vallabhbhai Patel International Airport to Indira Bridge to keep slum areas out of sight of the American President and first Lady Melania Trump. “The 6-7 feet high wall is being erected to cover the slum at an estimated 600-metre stretch. This will be followed by plantation drive along the stretch so that the US President will not see the dirtiest places of India,” a senior municipal official said. More than 500 kutcha houses, home to an estimated 2,500 people, are part of the decades-old Dev Saran or Saraniyavaas slum area.”
The lock-down imposed by the government is a step in the right direction, to curb the spread of Corona Virus Disease. At the same time, the Central and State government have not cared about the livelihood of the tens of thousands of migrant workers throughout the country. The government very well knows that the migrant workers lead a “hand to mouth” life. With the lock-down in place, these migrant workers are left high and dry, in various parts of the country, without job and food. The government has done pretty little to take care of their livelihood. Yesterday, the migrant workers belonging to UP and Bihar gathered in thousands at Bandera railway station, Mumbai, with the hope that the lock-down would be lifted and they could start moving to their native places. However, their hopes were belied and they were lathi-charged and disbursed by the police.

The All India Centre has already decided to hold a meeting of the BSNL Working Women’s Coordination Committee on 13th September, 2020. Today, notification for holding the meeting is issued by the Convenor of the Committee. In view of the prevalent restrictions on movement, due to the COVID-19 pandemic, this committee meeting will be held online.
Leaders of BSNL unions and associations, submitted memorandum to Hon’ble MPs, shri S.Selvakumar Chinnaiah, Erode, shri R.Gopalakrishnan, Madurai, shri N.Gokula Krishnan, Pondicherry and shri R.Radhakrishnan, Pondicherry.
The DoT has issued a letter on 27th April, 2018, to the CMD BSNL, on the wage revision of Non-Executives of BSNL. The crux of this letter is that, BSNL Management could take steps for wage settlement of the Non-Executives in BSNL, through negotiations. Certainly, this is a welcome development. At the same time, we wish to state that all hurdles for wage revision are not removed. For instance, the DPE, even in it’s recent letter dated 18th April, 2018, has categorically mentioned that BSNL does not fall under the category of PSUs which are eligible for wage revision. It is also stated in that letter that, Cabinet approval is required for BSNL’s wage revision. In the talks held between the AUAB and the Hon’ble Minister of State for Communications on 24.02.2018, it has been agreed by the Hon’ble Minister that the issue of BSNL’s wage revision would be taken for the approval of the Cabinet. Presently, the DoT is taking steps for the implementation of the Hon’ble Minister’s assurance. Under these circumstances, the DoT has issued clearance to the BSNL to start negotiations for the wage revision of the Non-Executives. BSNLEU will utilise this letter for the commencement of negotiations for wage revision between the Recognised Unions and Management.
