The AUAB leaders of Salem District, Tamil Nadu circle, met Shri N. Chandrasekaran, Rajya Sabha member, at his office in Mettur Dam, Salem District, today and presented the memorandum. The MP was explained about the problems faced by BSNL in the launching of it's 4G service, as well as in it’s revival.
After Ms. Aruna Sundararajan took over as the Secretary, DoT, both BSNLEU and the All Unions and Associations of BSNL have made several attempts to have a meeting with her. Especially, the All Unions and Associations have already sought an appointment with the Secretary, DoT, to discuss the issues of 3rd Pay Revision, formation of Subsidiary Tower Company, Pension revision and DoT’s proposal for reducing the retirement age from 60 to 58. However, the Secretary, DoT, is avoiding meeting the unions and associations. In yesterday’s meeting with the CMD BSNL, Com. P. Abhimanyu, GS, urged upon him to arrange a meeting between the All Unions and Associations of BSNL and Secretary, DoT. He pointed out that this meeting is very much required at this crucial juncture. The CMD assured to do the needful.
An amount of Rs.2.15 crore was handed over to Shri Pinarayi Vijayan, chief minister of Kerala, today, by the AUAB leaders and Dr. P.T.Mathew,CGM, Kerala, towards flood relief. This amount is deducted from the salary of BSNL employees, Kerala circle. BSNLEU heartily congratulates the employees and the AUAB of Kerala circle.
The decision of the AUAB, to go on an indefinite strike, was announced by the Chairman and Convenor of the AUAB, in the meeting held in the Parliament Street, at the end of today’s rally. Both the leaders called on the employees to get prepared for a prolonged indefinite strike, which may continue for a longer period. Com. P. Abhimanyu, Convenor, AUAB, pointed out that the BSNL employees are capable of going on prolonged strike. For example, he pointed out that the telecom employees went on a 21 day strike from 3rd November,1990. Similarly, the strike which starts on 3rd December, 2018, will also be a prolonged one, said the Convenor. Com. Chandeshwar Singh, Chairman, AUAB, urged upon the employees to get prepared to undergo wage loss for many days, for ensuring a better future through wage revision and pension revision.

CHQ द्वारा विभिन्न कैडर इश्यूज और सर्कल्स से प्राप्त मुद्दों को प्रबंधन के साथ निरंतर रूप से टेक अप किया जा रहा है। इन मुद्दों पर कॉर्पोरेट ऑफिस को लिखे गए पत्रों और कॉरपोरेट ऑफिस में विभिन्न अधिकारियों से हुई चर्चा का विवरण नियमित रूप से CHQ वेबसाइट पर अपडेट किया जा रहा है। हिंदी भाषी सर्कल्स के साथियों की सुविधा के लिए सभी मैटर का हिंदी में अनुवाद कर तत्परता के साथ CHQ वेबसाइट पर अपडेट किया जा रहा है। प्रमुख सूचनाएं/ मुद्दों पर हो रही प्रगति बाबद सर्किल सेक्रेटरीज और सेंट्रल ऑफिस बेयरर्स को व्हाट्सएप के जरिए भी जानकारी प्रेषित की जा रही है। किन्तु यह "दुःखद सच्चाई" है कि "कुछ सर्कल्स" में CHQ द्वारा प्रेषित जानकारी जमीनी स्तर के कार्यकर्ताओं तक नही पहुंच पा रही है। इस वजह से ऐसे सर्किल में आम कर्मचारी विभिन्न मुद्दों पर हो रही प्रगति से अनभिज्ञ ही रहते हैं। यह संगठन के लिए अच्छी स्थिति नही है। अतः सभी सर्किल सेक्रेटरीज से अनुरोध है कि वें CHQ से प्राप्त सभी जानकारियां तत्परता के साथ डिस्ट्रिक्ट सेक्रेटरीज को प्रेषित करें। जहां आवश्यक हो वहां प्रादेशिक भाषा में अनुवाद भी करें। सभी सर्किल सेक्रेटरीज यह भी सुनिश्चित करें कि सभी जानकारियां डिस्ट्रिक्ट सेक्रेटरीज द्वारा ब्रांच सेक्रेटरीज को भी तत्काल भेजी जा रही है। आने वाले दिन बेहद महत्वपूर्ण है। यूनियन के लिए सभी मुद्दों की उल्लेखनीय प्रगति से कर्मचारियों को अवगत करा कर पारदर्शिता बनाए रखना जरूरी है। अतः सर्किल सेक्रेटरीज से अनुरोध है कि वें आम कर्मचारियों के साथ जानकारियों का जीवंत आदान प्रदान करने में सहयोग करें।
The SR Branch of the Corporate Office has issued a direction on 26.03.2019, to the CGM’s, to implement “no work no pay” on those officials who participate in the March to Sanchar Bhawan, to be held on 05.04.2019. There is no rule in BSNL, for imposing wage cut for participating in a rally. The matter was discussed with the CMD BSNL and the Director (HR) in the meeting held by the AUAB, on 28.03.2019. In fact, the Director (HR) informed the AUAB representatives that the letter has been issued without her knowledge. The CMD BSNL and the Director (HR) have assured to look into the matter. Hence, CHQ wishes to inform all the comrades that, pay cut would not be done for participation in the March to Sanchar Bhawan.

Wages are not paid to the contract workers for the past so many months. In addition to this, the BSNL Corporate Office has issued letter to retrench the contract workers throughout the country, as a cost cutting measure. Against these, massive demonstration was organised in front of the West Bengal CGM office at Kolkata, by the BSNL CCWF. Com.Animesh Mitra, SG, addressed the gathering.
BSNLEU, Bongaigaon SSA, conducted an impressive election campaign meeting. The meeting started with hoisting of the Union Red flag. Com Animesh Mitra, President, explained in detail about the financial condition of BSNL, revival issues, VRS, Reduction of retirement age, Land monetisation issues, position of wage revision and pension revision, Casual Contract labour issues and our achievements. He stressed the need for an immediate soft loan from the government for the revival of BSNL. Com.Bijay Thakur, District president presided over the meeting. The meeting was also addressed by Com.Gakul Borah, Treasurer (CHQ), Com. Bijoy Deka, CS, Assam Circle, Com. Onkar Bhowmik, DS, Com Jayanta Choudhury,ACS also addressed the meeting.
4G स्पेक्ट्रम और BSNL के रिवाइवल हेतु वित्तीय सहयोग, यूनियन्स व एसोसिएशन्स द्वारा संयुक्त संघर्ष के माध्यम से कड़े संघर्षों पश्चात प्राप्त उपलब्धि हैं....
सरकार ने BSNL के रिवाइवल हेतु 4G स्पेक्ट्रम और वित्तीय सहयोग उपलब्ध कराने का निर्णय लिया है। हमे यह समझना चाहिए कि यह BSNL को अप्रत्याशित रूप से प्राप्त हुआ लाभ नहीं है, वरन, यह यूनियन्स व एसोसिएशन्स द्वारा संयुक्त संघर्ष के माध्यम से कड़े संघर्षों पश्चात हासिल की गई उपलब्धियां है। BSNL के रिवाइवल हेतु आवश्यक कदम उठाए जाने की मांग को ले कर यूनियन्स व एसोसिएशन्स द्वारा पूर्व में शुरुआत में फोरम के बैनर के तहत और वर्तमान में AUAB के बैनर तले, विगत 4 वर्षों में शानदार हड़ताल व कई अन्य अभियान चलाए गए हैं। इन सभी संघर्षों में, तनख्वाह कटने और BSNL मैनेजमेंट की व सरकार की विभिन्न धमकियों की परवाह किए बिना, BSNL के कर्मचारियों और अधिकारियों ने बड़ी संख्या में हिस्सा लिया। हम यह नही भूल सकते हैं कि इसी वर्ष 18 से 20 फरवरी को हुई BSNL कर्मचारियों की 3 दिवसीय हड़ताल को विफल करने के लिए सरकार ने ESMA तक लागू कर दिया था। इस संघर्ष को कुचलने के लिए BSNL मैनेजमेंट ने अपनी ओर से AUAB के लीडर्स को चार्जशीट्स दी गई और FR 17A जैसी कार्यवाही भी की गई थी। कर्मचारियों को धरना प्रदर्शन में शामिल होने पर भी मैनेजमेंट द्वारा अनुशासनात्मक कार्यवाही करने की धमकियां दी गई। इसके बावजूद, इन सभी प्रताड़नात्मक कार्यवाही से जुझते हुए, BSNL के कर्मचारियों-अधिकारियों ने चट्टानी दृढ़ता के साथ सभी संयुक्त संघर्षों और अभियानों में शिरकत की। नुक्कड़ सभाएं, रैलीज , मानव श्रृंखला जैसे कार्यक्रमों के माध्यम से यूनियन्स व एसोसिएशन्स ने आम नागरिकों के बीच पहुंच कर अभियान चलाया, जिससे BSNL के रिवाइवल के लिए आम जनता की भी सहानुभूति प्राप्त हुई। BSNL के रिवाइवल हेतु हमने जो कुछ भी हासिल किया है, वह निःसंदेह BSNL के कर्मचारियों अधिकारियों द्वारा अनवरत रूप से किए गए संयुक्त संघर्षों का पुरस्कार है।
CHQ की हड़ताल में शामिल होने वाले सभी कर्मचारियों को दिली बधाई...
BSNL में बेहद विपरीत परिस्थितियों में एक दिवसीय आम हड़ताल हुई है। VRS अमल में लाए जाने और लगभग 80,000 कर्मचारियों द्वारा ऑप्ट करने की वजह से हड़ताल आयोजित करने में काफी कठिनाई निर्मित हुई। तमाम परेशानियों के बावजूद कई सर्कल्स में हड़ताल आयोजित करने हेतु गंभीरता के साथ प्रयास किए गए। इन सभी सर्कल्स को CHQ की दिली बधाई। CHQ उन सभी कर्मचारियों को भी सैल्यूट करता है, जो हड़ताल में शामिल हुए। सर्किल सेक्रेटरीज से अनुरोध है कि वें हड़ताल के संबंध में लिखित रिपोर्ट CHQ को शीघ्र प्रेषित करें। सर्किल में कर्मचारियों की कुल संख्या, हड़ताल में शामिल होने वाले कर्मचारियों की संख्या और हड़ताल की सफलता हेतु सर्किल में चलाया गया अभियान आदि का भी रिपोर्ट में उल्लेख किया जाए। इसके अलावा आयोजित की गई मीटिंग्ज, वितरित किए गए पर्चे, प्रिंट किए गए पोस्टर्स की संख्या भी रिपोर्ट में उल्लेखित करें। सभी सर्किल सेक्रेटरीज से अनुरोध है कि एक सप्ताह के भीतर रिपोर्ट प्रेषित करें।

The All India Centre meeting of BSNLEU has decided that the Executive Committee meetings of all the Circles should be conducted online. So far, Kerala and Tamil Nadu circles have completed holding their online Circle Executive Committee meetings. Karnataka, Maharashtra and NE-I circles have fixed dates for their Executive Committee meetings. The CHQ requests that all other circles should also fix the dates for holding their Executive Committee meetings immediately. Due notice, according to the Constitution, should also be given for holding the meetings. The link for holding the online meetings will be provided by the CHQ, soon after fixing the dates. Special Casual Leave is entitled for holding online meetings also.

Releasing of the National Council minutes on time.
The Union representatives urged upon the GM (SR) to release the minutes of the adjourned 35th meeting of the National Council, held on 13.11.2017. It was pointed out that releasing of the minutes of the meeting held on 11.05.2017, was considerably delayed as a result of which, the decisions taken in that meeting were not implemented on time. The GM (SR) assured that the minutes would be released on time.
Issuing of notice for pre-mature retirement to 6 officials of Faridabad SSA.
BSNLEU has already written to the CMD BSNL and Director (HR), vide letter no. BSNLEU/310 (HAR) dated 02.11.2017, opposing the pre-mature retirement notice issued to 6 officials of Faridabad SSA, and has demanded withdrawal of the notices. The Union representatives enquired about the status of this case. The GM (SR) informed that the case is being amicably settled.
Preparation of a false minutes of the Designations Committee meeting.
BSNLEU has already protested that the Management Side had inserted in an unfair manner, certain portion, which is not part of the discussion that took place in the meeting of the Joint Committee for Change of Designations of the Non-Executives, held on 26.09.2017. The Union representatives requested the GM (SR) to intervene in this matter, for which he responded positively.
As per the Act, the wages of the contract workers should be paid by the 7th of every month. But, in no circle this is being implemented. Payment of wages on time is one of the important demands of the BSNL Casual Contract Worker’s Federation. The wages for the month of December,2017, is still not paid in Tamil Nadu circle. The issue was discussed many times with the circle administration, by BSNLEU and the Tamil Nadu Telecom Worker’s Union. Since, no breakthrough came, both the organisations conducted a two day “Day and Night Dharna” at the SSA level, on 27th and 28th December. It is understood that certain “procedural wrangling” is the reason behind the non-allotment of funds by the Corporate Office. Com.P.Abhimanyu,GS, took the issue to the notice of the Director(HR) and the GM(BFCI). We hope that the problem would be sorted out early. CHQ heartily congratulates both the BSNLEU, Tamil Nadu circle and the TNTCWU for organising the struggle.
In the recent past two GMs are posted to the Establishment Branch of Corporate Office, and are subsequently changed. Recently, Shri Saurabh Tyagi, has taken over as the GM (Estt.), BSNL CO. There is discontinuity of the issues so far discussed with the previous GMs (Estt.). Hence, Com. P. Abhimanyu, GS and Com. Ramesh Chand, Org. Secretary (CHQ), met Shri Saurabh Tyagi, GM (Estt.), yesterday, and apprised him of the following outstanding issues, pending with the Establishment Branch. Shri Sheo Shankar Prasad, DGM (Estt.) was also present.
The Union representatives expressed their anguish on the inordinate delay in the settlement of this issue. The entire background of the case was explained to the GM (Estt.). It was demanded that BSNL should expeditiously reply to the query raised by DoT, and thereby help early settlement of the case by the DoT.
The representatives apprised the GM (Estt.) about the discussion taken in the 35th meeting of the National Council, as well as in the formal meeting held between BSNLEU and the Director (HR) on 08.01.2018. It was also pointed out that the union had already handed over a copy of the order issued by the EPF Commissioner, Bhopal, against recovery of employee contribution of EPF arrears. The representatives urged upon the GM (Estt.) to expeditiously settle the issue.
In the 35th National Council meeting, as well as in the formal meeting held with the Director (HR) on 08.01.2018, it has been decided that the outstanding grievances related to the implementation of NEPP were to be discussed with the GM (Estt.). Accordingly, a brief discussion was held yesterday. The representatives informed the GM (Estt.) importantly about downgradation of Sr.TOAs from 7100 pay scale to 6550 pay scale, as well as treating the TTAs pay scale upgradation w.e.f. 01.10.2000, as the first promotion under NEPP.
The representatives pointed that BSNLEU has long been urging upon the Management to give a one time relaxation to such of those RMs, who are not possessing 10th standard qualification, for appearing in the Telecom Technician LDCE. The GM (Estt.) was requested to consider this case on a humanitarian basis.
On this issue also, the GM (Estt.) was apprised of the discussions and decisions taken in the 35th National Council meeting as well as in the formal meeting held with the Director (HR) on 08.01.2018. However, it was informed by the DGM (Estt.) that the Hon’ble High Court had already given stay to the verdict given by the Hon’ble CAT, Lucknow Bench, on conferment of Group B status, as well as upgradation of pay scale of Senior Accountants.
The representatives pointed out that the Director (HR) has already agreed to review the decision taken to reduce the ceiling from 25 days to 23 days. It was replied by the DGM (Estt.) that the matter is being processed.
The GM (Estt.) attentively listened to the views expressed by the Union representatives. He assured that needful action would be taken on these issues.
BSNLEU is trying it’s best to get justice to the candidates of the JE LICE. The issue was raised vociferously in the 36th meeting of the National Council, held on 12-06-2018. Thereafter, BSNLEU has submitted an expert opinion to the Management, provided by an academician, explaining how many of the questions are flawed. In continuation of this, Com. Swapan Chakraborty, Dy.GS and Com. Animesh Mitra, Vice-President(CHQ) met Ms. Samita Luthra, GM (Rect.) today and discussed the issue. The representatives emphatically demanded that the injustice can be done away with, only by granting relaxation, as demanded by the Union.
The BSNL Board of Director’s meeting was scheduled to be held today. However, the same has been postponed, due to unavoidable reasons. We reliably know that, two issues of the Non-Executives, viz., One extra increment to the left out Non-Executives and Promotion to the Non-Executives in E1 pay scale, and also the issue of Gratuity to the casual labourers, are in the agenda of this Board meeting. We are hopeful that these issues would be duly considered, when the Board meeting takes place next.

नई दिल्ली में AUAB द्वारा आज निकाली गई रैली को पुलिस द्वारा पार्लियामेंट स्ट्रीट पर रोक दिया गया। इसके बाद AUAB के पांच प्रतिनिधियों को माननीय संचार राज्य मंत्री के नाम लिखा गया ज्ञापन सौंपने के लिए संचार भवन ले जाया गया। ज्ञापन देने गए प्रतिनिधि मंडल में कॉम पी अभिमन्यु, कन्वेनर, AUAB, कॉम चंदेश्वर सिंह, चेयरमैन AUAB, कॉम के सेबेस्टिन,GS, SNEA, कॉम प्रह्लाद राय, GS, AIBSNLEA एवं कॉम सुरेश कुमार, GS, BSNL MS, शामिल थे। मंत्री महोदय संचार भवन में उपलब्ध नही होने से ज्ञापन माननीय संचार राज्य मंत्री के निजी सचिव श्री साकेत कुमार, IAS को सौंपा गया। प्रतिनिधियों ने मुद्दों पर प्रकाश डालते हुए AUAB द्वारा जारी संघर्ष की जानकारी उन्हें दी। श्री साकेत कुमार, आईएएस ने प्रस्तुत मुद्दों को ध्यान से सुनने के बाद आश्वस्त किया कि प्रकरण मंत्रीजी के संज्ञान में लाया जाएगा।
Vodafone Idea has approached the government, seeking a 2 years moratorium for the payment of annual spectrum charges of Rs.10,000 crore. The Company has explained that this moratorium is being sought, in view of the financial stress that it is facing. The Cellular Operator Association of India (COAI) has already sought a 2 years’ moratorium for the payment of spectrum charges. It is also to be noted that Assocham has already placed a similar demand before the government.
