It appears that, the Government is trying to appoint someone from the private sector as the CMD BSNL. On 27-03-2025, The Public Enterprises Selection Board (PESB) conducted selection for the post of the CMD BSNL. 10 officers, including the Director(CM), BSNL Board, appeared in this selection. Surprisingly, no one was selected. In all the previous selections for CMD BSNL, the PESB selected any one candidate as the CMD BSNL. This is the first time, that the PESB did not select anyone. Further, the PESB has also advised the DoT to take appropriate course of action for the appointment of the CMD BSNL. It is very important to note that the government has adopted the same procedure in the case of HPCL( Hindustan Petroleum Corporation Ltd) also. Selection was conducted by the PESB to select the chairman of HPCL. No one was selected. Then, the government appointed Vikas Kaushal from the private sector as the CMD of HPCL. Government is calling this procedure as "Lateral Entry". Now, the widespread apprehension is that, through the "Lateral Entry" system, government may appoint someone from the private sector as the CMD BSNL. The government is adopting various methods to weaken the Public Sector of this country. Appointing private sector persons as the "Heads" of the PSUs is also one such method to kill the Public Sector.

सरकार निजी क्षेत्र से किसी को बीएसएनएल का सीएमडी नियुक्त करने का प्रयास कर रही है ?

ऐसा प्रतीत होता है कि सरकार निजी क्षेत्र से किसी को बीएसएनएल का सीएमडी नियुक्त करने का प्रयास कर रही है। 27-03-2025 को सार्वजनिक उद्यम चयन बोर्ड (पीईएसबी) ने सीएमडी बीएसएनएल के पद के लिए चयन किया। इस चयन में बीएसएनएल बोर्ड के निदेशक (सीएम) सहित 10 अधिकारी शामिल हुए। हैरानी की बात यह है कि किसी का भी चयन नहीं हुआ। सीएमडी बीएसएनएल के लिए पिछले सभी चयनों में पीईएसबी ने किसी एक उम्मीदवार को सीएमडी बीएसएनएल के रूप में चुना। यह पहली बार है कि पीईएसबी ने किसी का भी चयन नहीं किया। इसके अलावा पीईएसबी ने सीएमडी बीएसएनएल की नियुक्ति के लिए दूरसंचार विभाग को उचित कार्रवाई करने की सलाह भी दी है। यह ध्यान रखना बहुत महत्वपूर्ण है कि सरकार ने एचपीसीएल (हिंदुस्तान पेट्रोलियम कॉर्पोरेशन लिमिटेड) के मामले में भी यही प्रक्रिया अपनाई है। एचपीसीएल के चेयरमैन का चयन करने के लिए पीईएसबी द्वारा चयन किया गया था। किसी का भी चयन नहीं हुआ। फिर सरकार ने निजी क्षेत्र से विकास कौशल को एचपीसीएल का सीएमडी नियुक्त किया। सरकार इस प्रक्रिया को "लेटरल एंट्री" कह रही है। अब, व्यापक आशंका यह है कि "लेटरल एंट्री" प्रणाली के माध्यम से, सरकार निजी क्षेत्र से किसी को बीएसएनएल के सीएमडी के रूप में नियुक्त कर सकती है। सरकार इस देश के सार्वजनिक क्षेत्र को कमजोर करने के लिए विभिन्न तरीके अपना रही है। निजी क्षेत्र के लोगों को पीएसयू के "प्रमुख" के रूप में नियुक्त करना भी सार्वजनिक क्षेत्र को खत्म करने का एक तरीका है। 

As per Consumer Price Index numbers released by Labour Bureau on 01-04-2025, IDA is likely to get decreased by 2.0% w.e.f. 1st April 2025. The present IDA rate is 228.5%. If 2.0% gets decreased, then the IDA payable from 01-04-2025 will be 226.5%.

01-04-2025 को श्रम ब्यूरो द्वारा जारी उपभोक्ता मूल्य सूचकांक संख्या के अनुसार, 1 अप्रैल 2025 से आईडीए में 2.0% की कमी आने की संभावना है। वर्तमान आईडीए दर 228.5% है। यदि 2.0% की कमी होती है, तो 01-04-2025 से देय आईडीए 226.5% हो जाएगा.

Government of India has once again given a very big concession to Vodafone Idea. Instead of collecting Rs.36,950 crore amount as dues from Vodafone Idea, government of India has accepted shares from that company. This Rs.36,950 crore is spectrum payment dues, to be paid by Vodafone Idea to government of India. Already in 2023 also, Vodafone Idea could not make payment of Rs 16,333 crore, for which, government of India accepted shares from Vodafone Idea. Vodafone Idea is not a government of India company, but still, the government of India is showing unlimited kindness for that company. Presently, government of India has invested totally Rs 53,283 crore in Vodafone Idea and is having a share holding of 48.99%. In fact, government of India is the biggest share holder in Vodafone Idea now. Vodafone UK, which is the original promotor of  Vodafone Idea, is having only 16.1% shares now. However, the beauty is that, government of India, which is having 48.99% shares in Vodafone Idea, is not having any control in the Management of that company. Government of India is not having even a single director in the Board of Directors  of Vodafone Idea. Complete management is with the minority share holders. This is how people's money is being handed over to big corporates by Modi sarkar.

भारत सरकार ने एक बार फिर वोडाफोन आइडिया को बड़ी रियायत दी है।

भारत सरकार ने एक बार फिर वोडाफोन आइडिया को बहुत बड़ी रियायत दी है। वोडाफोन आइडिया से बकाया 36,950 करोड़ रुपये वसूलने के बजाय भारत सरकार ने उस कंपनी से शेयर स्वीकार कर लिए हैं। यह 36,950 करोड़ रुपये स्पेक्ट्रम भुगतान बकाया है, जिसे वोडाफोन आइडिया को भारत सरकार को चुकाना है। 2023 में भी वोडाफोन आइडिया 16,333 करोड़ रुपये का भुगतान नहीं कर पाई, जिसके लिए भारत सरकार ने वोडाफोन आइडिया से शेयर स्वीकार किए। वोडाफोन आइडिया भारत सरकार की कंपनी नहीं है, लेकिन फिर भी भारत सरकार उस कंपनी पर असीम मेहरबानी दिखा रही है। वर्तमान में भारत सरकार ने वोडाफोन आइडिया में कुल 53,283 करोड़ रुपये का निवेश किया है और इसकी हिस्सेदारी 48.99% है। वास्तव में, भारत सरकार अब वोडाफोन आइडिया में सबसे बड़ी शेयरधारक है। वोडाफोन यूके, जो वोडाफोन आइडिया का मूल प्रमोटर है, के पास अब केवल 16.1% शेयर हैं। हालांकि, खूबसूरती यह है कि भारत सरकार, जिसके पास वोडाफोन आइडिया में 48.99% शेयर हैं, उस कंपनी के प्रबंधन पर कोई नियंत्रण नहीं रख रही है। वोडाफोन आइडिया के निदेशक मंडल में भारत सरकार का एक भी निदेशक नहीं है। पूरा प्रबंधन अल्पसंख्यक शेयरधारकों के पास है। इस तरह मोदी सरकार लोगों का पैसा बड़े कॉरपोरेट्स को सौंप रही है।

Dr.Kalyan Sagar Nippani, Director(HR), BSNL, visited the CGM Office, Maharashtra circle at Mumbai today. Representatives of BSNLEU, Maharashtra circle union, led by Com.Kautik Baste, circle secretary, met the Director(HR) and presented a memorandum, consisting of the burning issues of the employees and sought the intervention of the Director(HR) for the early redressal of the issues.

"BSNL’s revenue has been affected due to delay in the rollout of 4G services and also stiff competition in the mobile segment", Union Minister of State for Communications Shri Pemmasani Chandra Sekhar informed the Parliament. The Minister attributed the delay to the problems in the indigenously developed equipments. In a written reply to the Rajya Sabha, Shri Pemmasani Chandra Sekhar stated that, BSNL has awarded purchase orders for 1 lakh 4G BTSs, out of which 83,993 BTSs have already been installed and 74,251 are operational as of 8th March, 2025.
 
It is important to note that, BSNL floated a tender in March, 2020 for purchasing 1 lakh 4G BTSs. Through this tender, BSNL could have purchased good quality 4G equipments from reputed international manufacturers like Nokia, Ericsson, Samsung, etc. Jio and Airtel have also purchased their equipments only from these reputed manufacturers. However, the government directed BSNL to cancel it's tender and to purchase 4G equipments only from Indian manufacturers. In accordance with the direction of the government, BSNL has purchased 1 lakh 4G BTSs from the Indian company, TCS. Now, the Minister himself has admitted in the Parliament that, due to the problems in the indigenously developed equipments, BSNL’s 4G rollout is delayed. 

4G सेवा शुरू होने में देरी के कारण बीएसएनएल का राजस्व प्रभावित हुआ है - *संचार राज्य मंत्री श्री पेम्मासानी चंद्रशेखर ने कहा।

"4G सेवा शुरू होने में देरी और मोबाइल सेगमेंट में कड़ी प्रतिस्पर्धा के कारण बीएसएनएल का राजस्व प्रभावित हुआ है", केंद्रीय संचार राज्य मंत्री श्री पेम्मासानी चंद्रशेखर ने संसद को बताया। मंत्री ने देरी के लिए स्वदेशी रूप से विकसित उपकरणों में समस्याओं को जिम्मेदार ठहराया। राज्यसभा को दिए गए लिखित उत्तर में श्री पेम्मासानी चंद्रशेखर ने बताया कि बीएसएनएल ने 1 लाख 4G बीटीएस के लिए खरीद ऑर्डर दिए हैं, जिनमें से 83,993 बीटीएस पहले ही स्थापित किए जा चुके हैं और 8 मार्च, 2025 तक 74,251 चालू हो चुके हैं।

यह ध्यान रखना महत्वपूर्ण है कि बीएसएनएल ने 1 लाख 4G बीटीएस खरीदने के लिए मार्च, 2020 में एक निविदा जारी की थी। इस टेंडर के जरिए बीएसएनएल नोकिया, एरिक्सन, सैमसंग आदि जैसे प्रतिष्ठित अंतरराष्ट्रीय निर्माताओं से अच्छी गुणवत्ता वाले 4G उपकरण खरीद सकता था। जियो और एयरटेल ने भी इन प्रतिष्ठित निर्माताओं से ही अपने उपकरण खरीदे हैं। लेकिन सरकार ने बीएसएनएल को अपना टेंडर रद्द करने और केवल भारतीय निर्माताओं से ही 4G उपकरण खरीदने का निर्देश दिया। सरकार के निर्देश के अनुसार बीएसएनएल ने भारतीय कंपनी टीसीएस से 1 लाख 4G बीटीएस खरीदे हैं। अब खुद मंत्री ने संसद में स्वीकार किया है कि स्वदेशी रूप से विकसित उपकरणों में समस्याओं के कारण बीएसएनएल के 4G रोलआउट में देरी हो रही है। 

Yesterday, the 27.03.2025, the Public Enterprises Selection Board (PESB) conducted selection for the post of CMD BSNL. 10 officers, including Shri Sandeep Govil, Director (CM), BSNL, participated in this selection. However, at the end of the section, the PESB announced that, no one is selected for the post of CMD BSNL. The PESB has advised the DoT to take further appropriate action on this matter. In this connection, the PESB has made the following statement:-

 “The Board did not recommend any candidate for the post and advised the Administrative Ministry / Department to choose an appropriate course of further action for selection including the Search-cum-Selection Committee (SCSC) or as deemed appropriate with the approval of the competent authority.” 

पीईएसबी ने सीएमडी बीएसएनएल के लिए चयन आयोजित किया - लेकिन किसी का चयन नहीं हुआ। 

कल, 27.03.2025 को, सार्वजनिक उद्यम चयन बोर्ड (पीईएसबी) ने सीएमडी बीएसएनएल के पद के लिए चयन किया। इस चयन में बीएसएनएल के निदेशक (सीएम) श्री संदीप गोविल सहित 10 अधिकारियों ने भाग लिया। हालांकि, अनुभाग के अंत में, पीईएसबी ने घोषणा की कि, सीएमडी बीएसएनएल के पद के लिए किसी का चयन नहीं किया गया है। पीईएसबी ने इस मामले पर आगे उचित कार्रवाई करने के लिए दूरसंचार विभाग को सलाह दी है। इस संबंध में, पीईएसबी ने निम्नलिखित बयान दिया है  :-

“बोर्ड ने पद के लिए किसी भी उम्मीदवार की सिफारिश नहीं की और प्रशासनिक मंत्रालय / विभाग को चयन के लिए आगे की कार्रवाई का उचित तरीका चुनने की सलाह दी जिसमें खोज-सह-चयन समिति (एससीएससी) या सक्षम प्राधिकारी के अनुमोदन से उचित समझा जाए।” 

BSNLEU has already written letter to the Corporate Office demanding that, the extension of payment of Srinagar Valley Allowance, which is already approved by the DoP&T, should be implemented for BSNL employees posted in Srinagar Valley immediately. Com.P.Abhimanyu, GS, discussed this issue with Shri S.P. Singh, PGM(Estt). It was reply by the PGM(Estt) that, sanction for the payment of Srinagar Valley Allowance is being processed in the Corporate Office and the payment is likely to be made soon.

On 25th March, 2025, the Lok Sabha has passed a legislation called “Validation of the CCS (Pension) Rules and Principles for expenditure on Pension Liabilities from the Consolidated Fund of India”. This legislation empowers the Government to make discriminatory distinctions among the Pensioners, from being the beneficiaries of the Pay Commission's recommendations. So far, all the recommendations of the Pay Commissions have been made uniformly applicable to all the pensioners. But, for the first time, the Modi government has assumed arbitrary powers through the law, to discriminate among the pensioners. This is a retrograde step and is a severe blow on the pensioners. Further, this legislation has been made retrospectively effective from 1st June 1972. Thus, it validates all the Rules made under the Article 309 of the Constitution for CCS (Pension) Rules, 1972, 2021 and latest extraordinary Rules, 2023 including all instructions issued there under as amended from time to time. This is a highly undemocratic action. BSNLEU demands that the Government should immediately withdraw this legislation which will jeopardise Government pensioners of their legitimate pension.

The last meeting of the Wage Revision Committee was held on 19-12-2024. Thereafter, 3 months have already passed. But no meeting of the Wage Revision Committee has been held. Notice was issued for holding one meeting on 10-03-2025. However, this meeting was suddenly postponed. The reason was that, the Chairman of the Wage Revision Committee was sent for training. The common worker asked, why the Management sent the Wage Revision Committee Chairman for training, when meeting of the Wage Revision Committee is already fixed on 10-03-2025. BSNLEU is continuously taking efforts to hold meeting of the Wage Revision Committee as early as possible. When the Chairman of the Wage Revision Committee returned from the training, we were told that the meeting could not be held since the PGM(EF), who is a member of the Wage Revision Committee, had gone on LTC. Now the Management is telling that the Wage Revision Committee meeting could not be held, since some of the members of the Management Side of the Wage Revision Committee have gone on leave. The ordinary workers are very much frustrated due to non settlement of Wage Revision. At the same time, the Management is not showing any seriousness in conducting the Wage Revision Committee meeting . Under these circumstances, BSNLEU has written letter to the PGM(SR) today, stating that BSNLEU will be compelled to organise agitational programme, if the Wage Revision Committee meeting is not held immediately, on a top priority basis.

वेतन पुनरीक्षण समिति की बैठक सर्वोच्च प्राथमिकता के आधार पर तत्काल आयोजित करें, अन्यथा आंदोलन का सामना करना पड़ेगा - BSNLEU ने प्रबंधन को लिखा पत्र।

वेतन पुनरीक्षण समिति की अंतिम बैठक 19-12-2024 को हुई थी। उसके बाद 3 महीने बीत चुके हैं। लेकिन वेतन पुनरीक्षण समिति की कोई बैठक नहीं हुई है। 10-03-2025 को एक बैठक आयोजित करने के लिए नोटिस जारी किया गया था। लेकिन यह बैठक अचानक स्थगित कर दी गई। कारण यह था कि वेतन पुनरीक्षण समिति के अध्यक्ष को प्रशिक्षण के लिए भेज दिया गया था। आम कर्मचारी ने पूछा कि जब वेतन पुनरीक्षण समिति की बैठक 10-03-2025 को पहले से ही निर्धारित है, तो प्रबंधन ने वेतन पुनरीक्षण समिति के अध्यक्ष को प्रशिक्षण के लिए क्यों भेजा। BSNLEU वेतन पुनरीक्षण समिति की बैठक यथाशीघ्र आयोजित करने के लिए लगातार प्रयास कर रहा है। वेतन पुनरीक्षण समिति के अध्यक्ष जब प्रशिक्षण से लौटे तो हमें बताया गया कि वेतन पुनरीक्षण समिति के सदस्य प्रिंसिपल जनरल मैनेजर (ईएफ) के एलटीसी पर चले जाने के कारण बैठक नहीं हो सकी। अब प्रबंधन कह रहा है कि वेतन पुनरीक्षण समिति की बैठक नहीं हो सकी, क्योंकि वेतन पुनरीक्षण समिति के प्रबंधन पक्ष के कुछ सदस्य अवकाश पर चले गए हैं। वेतन पुनरीक्षण का मामला न निपट पाने के कारण आम कर्मचारी काफी हताश हैं। वहीं, वेतन पुनरीक्षण समिति की बैठक कराने में प्रबंधन कोई गंभीरता नहीं दिखा रहा है। इन परिस्थितियों में, BSNLEU ने आज प्रिंसिपल जनरल मैनेजर (एसआर) को पत्र लिखकर कहा है कि यदि वेतन पुनरीक्षण समिति की बैठक सर्वोच्च प्राथमिकता के आधार पर तत्काल नहीं कराई गई तो BSNLEU आंदोलन करने को बाध्य होगा।

BSNLEU, Meerut district union has raised it’s voice against the corrupt practices of the AGM (CFA) of Meerut OA. The District Union, Meerut, has written a concrete letter to the administration on this issue. Having seen the action taken by BSNLEU, the AGM (CFA) has issued 6 days' dies-non to Com.Ashwin Kumar, Organising Secretary (CHQ). Since the CGM, UP(West) mostly remains in UP (East) circle, the circle union is unable to resolve this issue at the CGM level. Hence, the CHQ of BSNLEU has written a letter to the Director (HR) today requesting to make intervention on this issue. 

मेरठ ओए के भ्रष्ट एजीएम (सीएफए) ने BSNLEU के पदाधिकारियों को बनाया शिकार - BSNLEU के सीएचक्यू ने निदेशक (मानव संसाधन) को लिखा पत्र। 

BSNLEU, मेरठ जिला यूनियन ने मेरठ ओए के एजीएम (सीएफए) के भ्रष्ट आचरण के खिलाफ आवाज उठाई है। जिला यूनियन, मेरठ ने इस मुद्दे पर प्रशासन को एक ठोस पत्र लिखा है। BSNLEU द्वारा की गई कार्रवाई को देखते हुए, एजीएम (सीएफए) ने साथी अश्विन कुमार, संगठन सचिव (सीएचक्यू) को 6 दिन का डायज़ नॉन जारी किया है। चूंकि चीफ जनरल मैनेजर, उत्तर प्रदेश (पश्चिम) ज्यादातर उत्तर प्रदेश (पूर्व) सर्कल में ही रहते हैं, इसलिए सर्कल यूनियन चीफ जनरल मैनेजर स्तर पर इस मुद्दे को हल करने में असमर्थ है। इसलिए, BSNLEU के सीएचक्यू ने आज निदेशक (मानव संसाधन) को एक पत्र लिखकर इस मुद्दे पर हस्तक्षेप करने का अनुरोध किया है।
