A meeting of the Coordination Committee (CoC) of BSNLEU, AIBDPA and BSNLCCWF is held online today the 18.02.2023. The meeting decided to organise the following campaign programme, for popularising the demands of the Mazdoor Kisan Rally. 

1. Demonstrations and Gate meetings are to be organised on 24.02.2023.
2. District level conventions are to be organised on 10.03.2023.
3. Meet the employees programme is to be organised from 13.03.2023 to 18.03.2023.
4. Street Corner meetings are to be organised from 27.03.2023 to 31.03.2023.

Date of the Demonstration and Gate meeting is changed. Further, instead of District General Body Meetings, District Level Conventions will be organised by the CoC. All comrades are requested to make note of the changes in the date and the programme. All out efforts may be taken to successfully implement the decisions of the CoC.

मजदूर किसान रैली के संबंध में आज दिनांक 18.02.2023 को आयोजित समन्वय समिति बैठक के निर्णय।

BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति (सीओसी) की बैठक आज 18.02.2023 को ऑनलाइन आयोजित की गई।  बैठक में मजदूर किसान रैली की मांगों को लोकप्रिय बनाने के लिए निम्नलिखित अभियान कार्यक्रम आयोजित करने का निर्णय लिया गया।

A.  24.02.2023 को प्रदर्शन और गेट मीटिंग आयोजित की जानी है।

B.  जिला स्तरीय सम्मेलनों का आयोजन दिनांक 10.03.2023 को किया जाना है।

C.  कर्मचारियों से मुलाकात कार्यक्रम दिनांक 13.03.2023 से 18.03.2023 तक आयोजित किया जाना है।

D.  नुक्कड़ सभाओं का आयोजन दिनांक 27.03.2023 से 31.03.2023 तक किया जाना है।

धरना व गेट मीटिंग की तिथि बदली गई है।  इसके अलावा, डिस्ट्रिक्ट जनरल बॉडी की बैठकों के बजाय, समन्वय समिति द्वारा जिला स्तरीय सम्मेलनों का आयोजन किया जाएगा।  सभी साथियों से अनुरोध है कि तारीख और कार्यक्रम में हुए बदलावों को नोट कर लें।  समन्वय समिति के फैसलों को सफलतापूर्वक लागू करने के लिए सभी प्रयास किए जाने चाहिये ।

The whole nation is witnessing the share market frauds committed by Adani. The common people, who have invested their hard earned money in the share market, have lost lakhs of crores of rupees. The LIC has invested Rs.30,127 crore in Adani’s companies. The State Bank of India has given a loan of $2.6 billion (Rs.22,620 crore) to Adani. Nobody can tell what will happen to all these loans and investments. But till today, the Modi government has not even started an enquiry in to the frauds committed by Adani. A case was filed in the Supreme Court by some citizens demanding an investigation into the cheatings done by Adani. Under these circumstances, the government submitted 3 names (in a sealed cover) to the Supreme Court for investigating this matter. However, yesterday, the Supreme Court rejected the names submitted by the government and has stated that a retired Supreme Court judge would investigate the frauds of Adani.

अडानी के घोटालों की जांच सुप्रीम कोर्ट के रिटायर्ड जज करेंगे - केंद्र सरकार के सुझाए नामों को कोर्ट ने खारिज किया ।

अडानी द्वारा किए गए शेयर बाजार धोखाधड़ी को पूरा देश देख रहा है।  अपनी गाढ़ी कमाई को शेयर बाजार में लगाने वाले आम लोगों के लाखों-करोड़ों रुपए डूब गए हैं।  एलआईसी ने अडानी की कंपनियों में 30,127 करोड़ रुपये का निवेश किया है।  भारतीय स्टेट बैंक ने अडानी को 2.6 बिलियन डॉलर (22,620 करोड़ रुपये) का कर्ज दिया है।  कोई नहीं बता सकता कि इन सभी ऋणों और निवेशों का क्या होगा।  लेकिन मोदी सरकार ने आज तक अडानी द्वारा किए गए घोटालों की जांच भी शुरू नहीं की है । अडानी द्वारा की गई धोखाधड़ी की जांच की मांग को लेकर कुछ नागरिकों द्वारा सुप्रीम कोर्ट में मामला दायर किया गया था।  इन परिस्थितियों में सरकार ने इस मामले की जांच के लिए तीन नाम (सीलबंद लिफाफे में) सुप्रीम कोर्ट को सौंपे।  हालांकि, कल सुप्रीम कोर्ट ने सरकार द्वारा सौंपे गए नामों को खारिज कर दिया और कहा कि अडानी की धोखाधड़ी की जांच सुप्रीम कोर्ट के एक सेवानिवृत्त न्यायाधीश करेंगे।

Transfer order was issued to Shri Punchok Dorjey, the notorious General Manager of Ludhiana district, on 28.12.2022. However, he was not relieved, since his reliever did not join. Utilising this opportunity, Shri Punchok Dorjey continued to victimise and harass the employees, especially members of BSNLEU. General Secretary repeatedly took this to the notice of the CMD BSNL and the Director (HR). Yesterday, Com.P.Abhimanyu, GS, once again met Shri P.K. Purwar, CMD BSNL and requested him to take necessary action. Thereafter, the Corporate Office issued letter yesterday evening, posting one officer from Gujarat circle, as the reliever of Shri Punchok Dorjey. BSNLEU heartily thanks the CMD BSNL.

प्रबंधन ने श्री पंचोक दोरजे को लुधियाना से कार्यमुक्त करने के लिए कार्रवाई की।

दिनांक 28.12.2022 को लुधियाना  जिला के कुख्यात महाप्रबंधक श्री पंचोक दोरजे का स्थानांतरण आदेश जारी किया गया था ।  हालाँकि, उन्हें कार्यमुक्त नहीं किया गया, क्योंकि उनके रिलीवर ने ज्वाइन नहीं किया।  इस अवसर का उपयोग करते हुए, श्री पंचोक दोरजे ने कर्मचारियों, विशेष रूप से BSNLEU के सदस्यों को प्रताड़ित और परेशान करना जारी रखा।  महासचिव ने बार-बार इसे सीएमडी, बीएसएनएल और निदेशक (मानव संसाधन) के संज्ञान में लिया।  कल, साथी पी. अभिमन्यु, महासचिव एक बार फिर श्री पी.के. पुरवार, सीएमडी, बीएसएनएल को मिले और उनसे आवश्यक कार्रवाई करने का अनुरोध किया।  इसके बाद, कॉर्पोरेट कार्यालय ने कल शाम पत्र जारी किया, जिसमें गुजरात सर्कल के एक अधिकारी को श्री पंचोक दोरजे के रिलीवर के रूप में नियुक्त किया गया। BSNLEU बीएसएनएल के सीएमडी का दिल से धन्यवाद करता है।

BSNLEU has already informed that, the Management had filed a petition in the Principal CAT, seeking the ‘Leave’ of the Court for declaring the Special JTO LICE results. Com.P.Abhimanyu, GS, discussed this issue with Shri Saurabh Tyagi, PGM(Estt.) today and enquired about the status of this case. The PGM(Estt.) stated that, the case came up for hearing on 14.02.2023. But the advocate of the petitioners absented from the hearing (wantonly?) BSNL’s advocate argued for issuing an ‘exparte order’. However, the Court did not accept and stated that notice would be issued to the petitioners’ advocate. Now, this petition seeking Leave of the Court for declaring the results, will be heard together with the main case on 01.03.2023. BSNL, in it’s Leave petition filed before the CAT, has expressed it’s willingness to declare the Special JTO LICE results, by keeping aside 4% posts for the PWD candidates. This information was given by the PGM(Estt.) in today’s discussion.   

विशेष जेटीओ एलआईसीई के परिणामों की घोषणा - महासचिव, BSNLEU ने प्रिंसिपल जनरल मैनेजर (Estt.) के साथ चर्चा की।

BSNLEU ने पहले ही सूचित किया है कि, प्रबंधन ने प्रिंसिपल CAT में एक याचिका दायर की थी, जिसमें विशेष जेटीओ एलआईसीई परिणाम घोषित करने के लिए न्यायालय से 'अनुमति' की मांग की गई थी। साथी पी. अभिमन्यु, महासचिव ने आज श्री सौरभ त्यागी, प्रिंसिपल जनरल मैनेजर (Estt.) के साथ इस मुद्दे पर चर्चा की और इस मामले की स्थिति के बारे में पूछताछ की। प्रिंसिपल जनरल मैनेजर (Estt.) ने कहा कि मामला 14.02.2023 को सुनवाई के लिए आया था।  लेकिन, याचिकाकर्ताओं के अधिवक्ता सुनवाई से अनुपस्थित रहे  (अनचाहे?) । बीएसएनएल के अधिवक्ता ने 'एकपक्षीय आदेश' जारी करने का तर्क दिया।  हालांकि कोर्ट ने इसे नहीं माना और कहा कि याचिकाकर्ताओं के अधिवक्ता को नोटिस जारी किया जाएगा।  अब, परिणाम घोषित करने के लिए न्यायालय की अनुमति मांगने वाली इस याचिका की सुनवाई 01.03.2023 को मुख्य मामले के साथ होगी।  बीएसएनएल ने CAT के समक्ष दायर याचिका में, विशेष जेटीओ एलआईसीई परिणाम घोषित करने की इच्छा व्यक्त की है, पीडब्ल्यूडी उम्मीदवारों के लिए 4% पद अलग रखकर। यह जानकारी प्रिंसिपल जनरल मैनेजर (Estt.) ने आज की चर्चा में दी।

BSNLEU is continuously demanding that, Presidential Orders should be issued to all the officials recruited and sent for training by the DoT, but who were appointed after the formation of BSNL. 3 CATs and 2 High Courts have given judgements in favour of the employees. However, as per the direction of the DoT, BSNL has filed an SLP in the Supreme Court, against these judgements. On 15.02.2023, BSNLEU once again wrote letter to the CMD BSNL on this matter. Today, Com.P.Abhimanyu, GS, discussed this issue with Shri P.K. Purwar, CMD BSNL. After discussion, the CMD BSNL replied that he would refer BSNLEU’s letter to the DoT for taking appropriate decision.

डीओटी द्वारा भर्ती किए गए और प्रशिक्षण के लिए भेजे गए लेकिन जिन्हें बीएसएनएल गठन के बाद नियुक्त किया गया था वह कर्मचारियों को प्रेसिडेंशियल ऑर्डर जारी करना - महासचिव, BSNLEU ने सीएमडी, बीएसएनएल के साथ चर्चा की।

BSNLEU लगातार यह मांग कर रहा है कि डीओटी द्वारा भर्ती किए गए और प्रशिक्षण के लिए भेजे गए  लेकिन जिन्हें बीएसएनएल के गठन के बाद नियुक्त किया गया था उन्हें प्रेसिडेंशियल ऑर्डर किए जाने चाहिये ।  3  CAT और 2 उच्च न्यायालयों ने कर्मचारियों के पक्ष में निर्णय दिए हैं।  हालाँकि, दूरसंचार विभाग के निर्देश के अनुसार, बीएसएनएल ने इन निर्णयों के विरुद्ध सर्वोच्च न्यायालय में एक एसएलपी दायर की है।  15.02.2023 को BSNLEU ने एक बार फिर इस मामले में सीएमडी, बीएसएनएल को पत्र लिखा। आज साथी पी. अभिमन्यु, महासचिव ने श्री पी.के.  पुरवार, सीएमडी, बीएसएनएल से चर्चा की ।  चर्चा के बाद सीएमडी, बीएसएनएल ने जवाब दिया कि वह उपयुक्त निर्णय लेने के लिए BSNLEU के पत्र को डीओटी को भेजेंगे।

BSNLEU has already taken up the case of non-payment of Gratuity to 32 TSMs of Darbhanga district, Bihar circle. All of them were appointed as RMs and have since retired. Some of them have died also. However, Gratuity was not paid to them as per rules. Today, Com.P.Abhimanyu, GS, discussed this issue with Shri Saurabh Tyagi, PGM(Estt.) and demanded immediate payment of Gratuity to the officials. The PGM(Estt.) responded positively and assured that needful action would be taken immediately. 

The Income Tax Department has conducted raids in the offices of the British Broadcasting Corporation (BBC) at Delhi and Mumbai. A few weeks back, the BBC released a documentary on the communal riots that took place in Gujarat in 2002. Immediately, the Modi government banned that documentary. The Income Tax raids conducted on BBC now, are viewed as a “revenge action” for releasing the documentary. The Editors Guild of India and the Press Club of India have termed that the Income Tax raids undermine Constitutional Democracy. The whole country is witnessing the share market frauds committed by Adani. Indian share holders have lost lakhs of crores of rupees. The Public Sector State Bank of India and LIC have invested thousands of crores of rupees. Adani has looted the Indian people and the Public Sector companies. But, so far, Modi government’s Income Tax or ED (Enforcement Directorate) have not even touched Adani. Why?

बीबीसी पर इनकम टैक्स का छापा । अडानी के खिलाफ कार्रवाई कहां है ?

आयकर विभाग ने दिल्ली और मुंबई में ब्रिटिश ब्रॉडकास्टिंग कॉरपोरेशन (बीबीसी) के दफ्तरों पर छापेमारी की है।  कुछ हफ़्ते पहले, बीबीसी ने 2002 में गुजरात में हुए सांप्रदायिक दंगों पर एक वृत्तचित्र जारी किया था। तुरंत ही, मोदी सरकार ने उस वृत्तचित्र पर प्रतिबंध लगा दिया।  अब बीबीसी पर किए गए आयकर के छापे को डॉक्यूमेंट्री जारी करने के लिए "बदले की कार्रवाई" के रूप में देखा जाता है।  एडिटर्स गिल्ड ऑफ इंडिया और प्रेस क्लब ऑफ इंडिया ने कहा है कि आयकर छापे संवैधानिक लोकतंत्र को कमजोर करते हैं।  अडानी द्वारा किए गए शेयर बाजार धोखाधड़ी को पूरा देश देख रहा है।  भारतीय शेयर धारकों को लाखों करोड़ रुपये का नुकसान हुआ है।  सार्वजनिक क्षेत्र के भारतीय स्टेट बैंक और एलआईसी ने हजारों करोड़ रुपये का निवेश किया है।  अडानी ने भारत के लोगों और सार्वजनिक क्षेत्र की कंपनियों को लूटा है।  *लेकिन, अभी तक मोदी सरकार के इनकम टैक्स या ईडी (प्रवर्तन निदेशालय) ने अडानी को छुआ तक नहीं है ।  क्यों ?  

BSNLEU has written letter to the Director (HR) today, demanding to grant a Formal Meeting to discuss the following issues:-

1. Settlement of issues related to the working women of BSNL.
2. Payment of the premium amount of the Group Health Insurance, by the Management.
3. Upgradation of the pay scales of JE, Sr.TOA and Telecom Technician.
4. Issuing of Presidential Orders to 140 officials in Bihar circle.
5. Action for early declaration of the results of the JTO LICE conducted in Punjab circle on 26.05.2019.
6. Dereserving of 95 JTO posts of ST category in Punjab circle.
7. Reducing the period of qualifying service to 4 years, for appearing in the JTO LICE.
8. One time diversion of the Direct Recruitment Quota posts to the TT LICE.
9. Implementation of EPF in respect of the employees whose Presidential Orders are cancelled.

BSNLEU ने निदेशक (मानव संसाधन) के साथ औपचारिक बैठक की मांग की ।

BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर निम्नलिखित मुद्दों पर चर्चा करने के लिए एक औपचारिक बैठक की अनुमति देने की मांग की है  : 

१.  बीएसएनएल की वर्किंग महिलाओं से संबंधित मुद्दों का समाधान।

२.  प्रबंधन द्वारा समूह स्वास्थ्य बीमा की प्रीमियम राशि का भुगतान।

३.  जेई, सीनियर टीओए और टेलीकॉम तकनीशियन के वेतनमानों का उन्नयन।

४.  बिहार सर्किल में 140 पदाधिकारियों को प्रेसिडेंशियल ऑर्डर जारी करना।

५.  26.05.2019 को पंजाब सर्कल में आयोजित जेटीओ एलआईसीई के परिणामों की शीघ्र घोषणा के लिए कार्रवाई।

६.  पंजाब सर्किल में एसटी वर्ग के 95 जेटीओ पदों को अनारक्षित करना।

७.  जेटीओ एलआईसीई में उपस्थित होने के लिए योग्यता सेवा की अवधि को घटाकर 4 वर्ष करना।

८.  टीटी एलआईसीई को सीधी भर्ती कोटा पदों का एक बार डायवर्जन।

९.  जिन कर्मचारियों के प्रेसिडेंशियल ऑर्डर रद्द किए गए हैं, उनके संबंध में ईपीएफ का कार्यान्वयन।

As already informed, BSNLEU has sought a Formal Meeting with the Director (HR). In this meeting, BSNLEU has taken up the following genuine issues of the women employees.

1. The BSNL Corporate Management should ensure the independent and effective functioning of the Internal Complaints Committees (ICCs) functioning at the Circle / BA and OA levels, in implementing the directions of the Hon’ble Supreme Court and orders being issued by the Union Government, from time to time. Especially, the ICCs should be insulated from being influenced or coerced by higher officers. The happenings at Ludhiana in Punjab circle, where the GMTD himself indulged in sexual harassment of women employees, exposed the ineffectiveness in the functioning of the ICCs.
2. Strict and timely action should be taken by the authorities at various levels, on complaints of sexual harassments.
3. Safety of the women employees should be ensured at work places, having interface with customers.
4. Strict implementation of the DoP&T orders on Child Care Leave, should be ensured.
5. Special Medical Leave for women employees above 45 years, should be implemented.
6. Menstrual leave for 3 days per month should be implemented for the women employees. In 2018, India introduced the Menstruation Bill in Parliament, which stated that the companies must provide a leave of at least two days every month. Recently, the Cochin University of Science and Technology has implemented Menstrual Leave.
7. Separate toilets and dining rooms should be provided for women employees at all work places in BSNL.

निदेशक (मानव संसाधन) के साथ आगामी औपचारिक बैठक में BSNLEU द्वारा उठाए गए महिला कर्मचारियों के मुद्दे।

जैसा कि पहले ही सूचित किया गया है, BSNLEU ने निदेशक (मानव संसाधन) के साथ एक औपचारिक बैठक की मांग की है।  इस बैठक में, BSNLEU ने महिला कर्मचारियों के निम्नलिखित वास्तविक मुद्दों को उठाया है :  

1. बीएसएनएल कॉरपोरेट प्रबंधन को माननीय सर्वोच्च न्यायालय के निर्देशों और केंद्र सरकार द्वारा जारी किए जा रहे आदेशों को समय समय पर लागू करने के लिए सर्कल/बीए और ओए स्तरों पर कार्यरत आंतरिक शिकायत समितियों (आईसीसी) के स्वतंत्र और प्रभावी कामकाज को सुनिश्चित करना चाहिए। विशेष रूप से, आईसीसी को उच्च अधिकारियों द्वारा प्रभावित या मजबूर होने से बचाना चाहिए।  पंजाब सर्किल में लुधियाना की घटनाओं, जहां जीएमटीडी ने स्वयं महिला कर्मचारियों के यौन उत्पीड़न में लिप्त था, ने आईसीसी के कामकाज में निष्प्रभाव को उजागर किया।
2. यौन उत्पीड़न की शिकायतों पर विभिन्न स्तरों पर अधिकारियों द्वारा सख्त और समय पर कार्रवाई की जानी चाहिए।
3. कार्यस्थलों पर महिला कर्मचारियों की सुरक्षा सुनिश्चित की जानी चाहिए जिनको ग्राहकों के साथ व्यवहार करना होता है । 
4. चाइल्ड केयर लीव पर कार्मिक और प्रशिक्षण विभाग के आदेशों का सख्ती से कार्यान्वयन सुनिश्चित किया जाना चाहिए।
5. 45 वर्ष से अधिक आयु की महिला कर्मचारियों के लिए विशेष चिकित्सा अवकाश लागू किया जाए।
6. महिला कर्मचारियों के लिए मासिक धर्म की छुट्टी प्रति माह 3 दिनों के लिए लागू की जानी चाहिए।  2018 में भारत ने मासिक धर्म बिल संसद में पेश किया, जिसमें कहा गया था कि कंपनियों को हर महीने कम से कम दो दिन की छुट्टी देनी होगी।  हाल ही में कोचीन यूनिवर्सिटी ऑफ साइंस एंड टेक्नोलॉजी ने मासिक धर्म अवकाश लागू किया है।
7. बीएसएनएल में सभी कार्यस्थलों पर महिला कर्मचारियों के लिए अलग शौचालय और भोजन कक्ष उपलब्ध कराया जाना चाहिए।

BSNL has already implemented payment of Gratuity even for casual labourers. However, Gratuity has not been paid to 32 TSMs of Darbhanga district, Bihar circle, who were subsequently appointed as RMs. All of them have retired and many have died. This issue has been belatedly brought to the notice of the CHQ. BSNLEU has written letter to the Director (HR) today, demanding immediate payment of Gratuity to all the 32 officials / their families.

दरभंगा जिला, बिहार सर्कल के 32 सेवानिवृत्त कर्मचारियों को ग्रेच्युटी का भुगतान न करना - BSNLEU ने तत्काल कार्रवाई की मांग करते हुए निदेशक (मानव संसाधन) को पत्र लिखा ।

बीएसएनएल ने पहले ही कैजुअल मजदूरों के लिए भी ग्रेच्युटी का भुगतान लागू कर दिया है।  हालांकि, दरभंगा जिला, बिहार सर्कल के 32 टीएसएम को ग्रेच्युटी का भुगतान नहीं किया गया है, जिन्हें बाद में आरएम के रूप में नियुक्त किया गया था।  वे सभी सेवानिवृत्त हो गए हैं और कई की मृत्यु हो गई है।  इस मामले को सीएचक्यू के संज्ञान में देर से लाया गया है। BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर सभी 32 कर्मचारियों/उनके परिवारों को ग्रेच्युटी के तत्काल भुगतान की मांग की है।
