BSNLEU wishes a very happy Deepawali to all.
In the talks held with the Directors of BSNL Board, the AUAB has informed that it is agreeable for Wage Revision with 0% fitment. Following this, many experts have started showing their mathematical skills. They are telling that, there is no benefit to the employees in Wage Revision with 0% fitment. Everyone must understand that, the AUAB had tried it’s best for the past 4 years, to get a good wage settlement for the employees. AUAB issued notice for indefinite strike from 03.12.2018. This compelled Shri Manoj Sinha, the then Minister of State for Communications to hold talks with the AUAB. However, in the talks, the Minister rejected the demand for 15% fitment. Thereafter, the AUAB went on a three day strike from 18.02.2019. Just before the strike, Shri Manoj Sinha, Minister of State for Communications, assured to settle Wage Revision with 0% fitment. But, he was not prepared to give any written assurance for it. Hence, the Executives and Non-Executives of BSNL went on a 3 day strike. Still, Wage Revision could not be settled. Our comrades should understand that, despite the best efforts made by the AUAB, Wage Revision could not be settled. Almost for the past three years, the demand for Wage Revision has been deeply buried by the Management and the government. It is only due to the sincere efforts taken by the AUAB, an understanding has been reached with the CMD BSNL and all the General Secretaries of AUAB have told the Management that, they are agreeable for Wage Revision with 0% fitment. All the fair-minded employees will agree that, BSNL is still in a deep financial crisis and no better settlement is possible in the present situation.
The Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF, held it’s online meeting on 26.10.2021. The meeting reviewed the agitational programmes organised by the Co-ordination Committee. Further, the meeting also made an in-depth discussion of the “National Monetisation Pipeline”. The decisions taken in the Co-ordination Committee meeting are contained in this circular. Circle and district unions are requested to implement the agitational programme effectively.
राष्ट्रीय मुद्रीकरण पाइपलाइन-National Monetisation Pipeline के खिलाफ दिनांक 09-11-2021 को प्रदर्शनों-Demonstrations का आयोजन करें :* *बीएसएनएलईयू-BSNLEU, एआईबीडीपीए-AIBDPA और बीएसएनएलसीसीडब्ल्यूएफ-BSNLCCWF की समन्वय समिति-Coordination Committee ने आह्वान किया है।
नेशनल मोनेटाइजेशन पाइपलाइन -National Monetisation Pipeline के अंतर्गत सरकार ने बीएसएनएल-BSNL और एमटीएनएल-MTNL के 14,917 मोबाइल टावरों-Mobile Towers को निजी हाथों को सौंपने का फैसला किया है। इसके अलावा, इस वर्ष के बजट में सरकार द्वारा बीएसएनएल और एमटीएनएल के मोबाइल टावरों और ऑप्टिक फाइबर-Optic Fibre को सौंपने और इस प्रकार 40,000 करोड़ रुपये जुटाने का प्रस्ताव पहले ही दिया जा चुका है। इसलिए, यह स्पष्ट है कि अगले कदम के रूप में, सरकार बीएसएनएल के ऑप्टिक फाइबर को भी कॉर्पोरेट्स को सौंपने जा रही है। बीएसएनएल के मोबाइल टावर और ऑप्टिक फाइबर को प्राइवेट को सौंपना सरकार के भयावह षड्यंत्र का हिस्सा है, ताकि बीएसएनएल को टेलीकॉम सेक्टर से खत्म किया जा सके। नेशनल मोनेटाइजेशन पाइपलाइन के नाम पर सरकार बहुमूल्य राष्ट्रीय संपत्तियाँ जैसे ट्रेनों, रेलवे ट्रैक, सड़कों, गैस पाइपलाइन, हवाई अड्डों, बंदरगाहों आदि को भी भारतीय और विदेशी कंपनियों को मामूली क़ीमत पर सौंप रही है । बीएसएनएलईयू, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति-Coordination Committee की ऑनलाइन मीटिंग-Online Meeting आयोजित की गई । यह मीटिंग में दिनांक 09-11-2021 को देश भर में राष्ट्रीय मुद्रीकरण पाइपलाइन के खिलाफ प्रदर्शन-Demonstrations आयोजित करने का फैसला किया है । बीएसएनएलईयू के सभी सर्किल और जिला यूनियनों से अनुरोध है कि वे समन्वय समिति के अन्य घटकों के साथ समन्वय स्थापित करें और प्रदर्शनों को सफलतापूर्वक आयोजित करें ।
As a part of the National Monetisation Pipeline, the government has decided to handover 14,917 mobile towers of BSNL and MTNL to the private. Further, proposal has already been made in this year's budget, by the government, to hand over the mobile towers and optic fibre of BSNL and MTNL and thereby to raise Rs.40,000 crore. Hence, it is obvious that, as the next step, the government is going to hand over BSNL’s optic fibre also to the corporates. Handing over of BSNL’s mobile tower and optic fibre to the private, is part of the sinister game plan of the government, to eliminate BSNL from the telecom sector. In the name of National Monetisation Pipeline, the government is also handing over the valuable national assets like trains, railway tracks, roads, gas pipeline, airports, ports, etc., to the Indian and foreign corporates at throw away price. The Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF, in it's meeting, held online on 26.10.2021, has decided to organise demonstrations against the National Monetisation Pipeline, throughout the country, on 09.11.2021. All the circle and district unions of BSNLEU are requested to coordinate with the other constituents of the CoC and to organise the demonstrations successfully.
सेंट्रल ट्रेड यूनियंस-Central Trade Unions दिनांक 11-11-2021 को नई दिल्ली-New Delhi में कार्यकर्ताओं का राष्ट्रीय अधिवेशन-National Convention of Workers आयोजित करेगा।
सेंट्रल ट्रेड यूनियंस-Central Trade Unions के संयुक्त मंच-Joint Platform ने दिनांक 23 अक्टूबर, 2021 को नई दिल्ली-New Delhi में मीटिंग आयोजित की और नरेंद्र मोदी सरकार द्वारा देश के सार्वजनिक क्षेत्र-Public Sector पर किए जा रहे हमलों के बारे में चर्चा की । बैठक में गंभीर चिंता के साथ कहा गया है की मोदी सरकार द्वारा "राष्ट्रीय मुद्रीकरण पाइपलाइन-National Monetisation Pipeline के नाम पर शुरू किया गया नवीनतम हमला है । जिसके माध्यम से देश की अमूल्य राष्ट्रीय सम्पत्तियों-National Assets को भारतीय-Indian और बहु-राष्ट्रीय कंपनियों-multi-national Companies को मामूली कीमतों पर सौंपा जाना है । विस्तृत चर्चा के बाद मीटिंग में दिनांक 11-11-2021 को नई दिल्ली-New Delhi के जंतर-मंतर-Jantar Mantar पर कार्यकर्ताओं का राष्ट्रीय अधिवेशन-National Convention आयोजित करने का निर्णय लिया गया। इस अधिवेशन-Convention में सरकार की सभी श्रमिक विरोधी-anti workers और कॉर्पोरेट समर्थक नीतियों-pro corporate policies के खिलाफ आयोजित किए जाने वाले भविष्य के संघर्षों के बारे में चर्चा होगी ।
The joint Platform of Central Trade Unions, which met at New Delhi on 23.10.2021, has decided to organise State Level Massive Mobilisations on 26.11.2021. It was on this day in 2020, the General Strike of the Indian working class took place. And also, it was on this day, the historic Kisan Struggle started and is going on till today. Thus, the Central Trade Unions have decided to observe the first anniversary of the All India General Strike and Kisan Struggle on 26.11.2021, by organising massive state level mobilisations. The CHQ of BSNLEU, calls upon all the circle and district unions to participate in this State Level Mobilisations, together with the Central Trade Unions and make the programme a great success.
The Joint Platform of Central Trade Unions held it's meeting at New Delhi on 23 October 2021 and discussed about the attacks being made on the Public Sector of the country, by the Narendra Modi government. The meeting noted with grave concern, the latest attack launched by the Modi government, in the name of "National Monetisation Pipeline", through which the invaluable national assets of the country are to be handed over to the Indian and muti-national corporates at throwaway prices. After threadbare discussion, the meeting decided to organise a National Convention of Workers at Jantar Mantar, New Delhi on 11.11.2021. This Convention will discuss about future struggles to be organised against all the anti-worker and pro-corporate policies of the government.
The 8th circle conference of BSNLEU, UP (West) circle, is held in Tarang Hall at Madhavpuram, Meerut on 28-10-2021. Com. Ansar Ali, circle president, presided over the Conference. Com. Upendar Singh Teotia, circle secretary, welcomed everyone. Com.P.Abhimanyu, GS, delivered the inaugural address. In his speech, the General Secretary explained about the settlement reached between the AUAB and the BSNL Management. He also explained about the functioning of BSNLEU, especially the issues taken up and settled during the COVID 19 pandemic period. Further, the General Secretary explained about Modi government's National Monetisation Pipeline, through which the valuable national assets, including BSNL's mobile towers are being handed over to the Corporates at throwaway price and told that, this new form of privatisation should be opposed tooth and nail.
The, COVID 19 pandemic situation has greatly improved in all the states now. In view of this, all the circle conferences, wherever they have become due, should be conducted without further delay. The circle secretaries are requested to immediately contact the General Secretary and get the date for holding their respective circle conferences. The CHQ has already announced that, the All India Conference of BSNLEU will be held at Guwahati in March, 2021. Before the All India Conference, all the circle conferences which have become due, should be completed. Starting from August 2021, the circles of Telengana, Odisha, Maharashtra, Himachal Pradesh, UP(East) and UP(West) have conducted their conferences. Andhra Pradesh circle is conducting it's conference in November. Hence, the remaining circles are also requested to hold their conferences immediately.
जेएओ भर्ती नियमों में संशोधन- Amendments to JAO Recruitment Rules. बीएसएनएलईयू-BSNLEU के महासचिव-General Secretary ने सीएमडी बीएसएनएल-CMD, BSNL और निदेशक (एचआर)-Director(HR) से शीघ्र कार्रवाई करने का आग्रह किया हैं।
जेएओ भर्ती नियमों में कुछ संशोधनों को शामिल करने के लिए बीएसएनएलईयू लगातार कड़ी मेहनत कर रहा है । बीएसएनएलईयू ने जेएओ भर्ती नियमों में कुछ कठोर शर्तों को हटाने की मांग की है। दिनांक 27.10.2021 को बीएसएनएल के सीएमडी सहित एयूएबी और निदेशक मंडल के बीच हुई मीटिंग में साथी पी.अभिमन्यु, महासचिव ने बीएसएनएल के सीएमडी बीएसएनएल और निदेशक (एचआर) से बीएसएनएलईयू द्वारा दिए गये संशोधनों को शीघ्र शामिल करने पर विचार करने का आग्रह किया है । सीएमडी बीएसएनएल और निदेशक (एचआर) ने आवश्यक कार्रवाई करने का आश्वासन दिया है।
As all are aware, the AUAB held meeting with the BSNL Board of Directors, including the CMD BSNL, on 27.10.2021. Serious discussions took place on the burning issues of the employees, including payment of salary on the due date, Wage Revision, etc. An agreement has been reached, based on which the AUAB has deferred it’s agitational programme. The AUAB had insisted that the Management should issue a Record of Discussions on the settlement reached in the meeting. Accordingly, the Corporate Office has issued the Record of Discussions. The CHQ of BSNLEU heartily congratulates all the comrades.
In the meeting held on 27.10.2021, between the AUAB and the Board of Directors, including the CMD BSNL, Com.P.Abhimanyu, GS, raised two burning issues. First, he pointed out that, the medical bills of the retired employees are lying pending from March, 2019 onwards. He told the CMD BSNL that the retired employees are suffering much on this account and demanded immediate payment of pending bills. He also insisted that, there should not be any discrimination in making payment of the medical bills of the serving and retired employees. Secondly, the General Secretary pointed out that, still 12 to 15 months of wages of the contract workers have not been paid. He urged upon the CMD BSNL to immediately pay the wage arrears of the contract workers also.
BSNLEU is continuously pressing hard on the Management, for incorporating certain amendments to the JAO Recruitment Rules. BSNLEU has demanded the removal of certain stringent conditions in the JAO RR. In the meeting held between the AUAB and the Board of Directors, including the CMD BSNL, on 27.10.2021, Com.P.Abhimanyu, GS, urged upon the CMD BSNL and the Director (HR) to consider expeditious incorporation of the amendments being insisted upon by BSNLEU. Both the CMD BSNL and the Director (HR) have assured take the necessary action.
A meeting between the AUAB and all the Directors of BSNL Board, including the CMD BSNL, was held on 27-10-2021. The following are the highlights.
CMD BSNL and the Director (CM) reported that, TCS is taking hectic efforts to supply 4G equipments to BSNL and it looks promising. The 4G core is developed by the C-DOT, with which TCS has made tie-up. The equipments will be manufactured by Tejas, which has been taken over by the TCS. Equipments are installed at Chandigarh and Ambala and testings are going on.
After prolonged discussions, the following agreement is reached.
For the Non-Executives, Management has already taken action to reconstitute the Wage Negotiation Committee. The first meeting of this Committee will be held after Deepawali. For the Pay Revision of the Executives, CMD BSNL advised to take up the issue with the DoT. He assured to arrange a meeting between the AUAB and the Secretary, Telecom.
The CMD BSNL informed that, Restructuring of BSNL’s Manpower is approved by the Board, with 12% increase in the existing strength. The new strength will be 36,000 Executives and 35,000 Non-Executives. Totally, 71,000.
The pensionary benefits of Com.S. Sivakumar, GS, AIBSNLEA, Com.Kabir Das, GS, BSNL OA and Com.Goud, President, BSNL MS, is being settled. The pending cases of four serving General Secretaries / Presidents will be settled before New Year.
Notifications will be issued before 30.11.2021.
A Committee will be formed with four Representatives from Unions / Associations and four Management Representatives. Based on the recommendations of the Committee, the restrictions will be relaxed.
Threatening / harsh wordings will be avoided.
CMD BSNL assured to clear the payment by March, 2022.
The CMD BSNL assured that bi-monthly meetings will be held between the CMD BSNL and the AUAB for briefing on developmental activities.
After meeting the Management, the AUAB met and decided to defer the agitational programmes, in view of the improvements on issues.
टीसीएस-TCS बीएसएनएल-BSNL को 4G उपकरणों की आपूर्ति करने के लिए पूर्णरूप से तैयार है : प्रबंधन-management ने एयूएबी-AUAB को सूचित किया ।
बीएसएनएल की 4G सेवा की शुरुआत सुनिश्चित करने के लिए एयूएबी लगातार संघर्ष कर रही है। सरकार ने बीएसएनएल को विदेशी विक्रेताओं से उपकरण खरीदने पर रोक लगा दी है । सरकार ने बीएसएनएल को 4G सेवा प्रदान करने के लिए अपने बीटीएस-BTS को अपग्रेड करने की अनुमति भी नहीं दी । अब प्रबंधन ने सूचित किया है कि टीसीएस (टाटा कंसल्टेंसी सर्विस)-TCS ( Tata Consultancy Service ) बीएसएनएल को 4G उपकरणों की आपूर्ति करने के लिए तैयार है । टीसीएस ने कोर इक्विपमेंट-core equipment(स्विचिंग इक्विपमेंट-switching equipment) के लिए सी-डॉट-C DOT के साथ करार किया है। टीसीएस ने तेजस-Tejas नामक कंपनी को भी अपने अधिकार में ले लिया है, जो उपकरणों का निर्माण करेगी। प्रबंधन ने यह भी बताया कि चंडीगढ़ और अंबाला में उपकरण लगाए गए हैं और लगातार टेस्टिंग चल रही है। इसके अलावा, हमें सूचित किया गया है कि माननीय संचार मंत्री-Hon’ble Minister of Communications बीएसएनएल को यूएसओ फंड-USO Fund से धन उपलब्ध करवाने के लिए प्रयास कर रहे हैं। यह बताने की जरूरत नहीं है कि, एयूएबी-AUAB के बैनर तले यूनियनों और एसोसिएशन्स की एकता और बीएसएनएल के कर्मचारियों के लगातार संघर्षों ने इन सभी घटनाक्रमों का मार्ग प्रशस्त किया है । हालांकि एयूएबी-AUAB स्थिति पर नजर बनाए रखेगा। इसमें जरूरी हस्तक्षेप भी किए जाएंगे ताकि बीएसएनएल की 4G सेवा को जल्द शुरू किया जा सके ।
नॉन एक्ज़ीक्यूटिव कर्मचारियों-non executives के वेतन संशोधन-Wage Revision के मुद्दे में प्रगति : एक बड़ी उपलब्धि।
नॉन एक्ज़ीक्यूटिव कर्मचारियों का वेतन संशोधन लगभग एक मृतप्राय: मुद्दा बन गया था । हालांकि, हमारे निरंतर प्रयासों ने इस अत्यंत महत्वपूर्ण मांगों को जीवन दिया है ।डीओटी-DOT ने बीएसएनएल प्रबंधन-BSNL Management को पहले ही स्पष्ट निर्देश दिया था कि नॉन एक्ज़ीक्यूटिव कर्मचारियों-non executives की मान्यता प्राप्त यूनियनों-Recognised Unions के साथ वेतन समझौते-wage agreement पर हस्ताक्षर करे और इसे डीओटी-DOT की मंजूरी के लिए भेजा जाए । हालांकि बीएसएनएल प्रबंधन इससे बचता रहा। अब, हम प्रबंधन को वेतन बातचीत समिति-Wage Negotiation Committee का पुनर्गठन करने और वेतन वार्ताओं-wage negotiations फिर से शुरू करने के लिए बाध्य करने में सफल रहे हैं । कल निदेशक मंडल-Board of Directors के साथ हुई एयूएबी-AUAB की मीटिंग में एयूएबी ने सीएमडी बीएसएनएल-CMD, BSNL से साफ कहा है कि, वेतन समझौते पर अविलंब हस्ताक्षर किए जाएं और डीओटी-DOT के अनुमोदन के लिए भेजा जाएं। (डीपीई-DPE के निर्देश अनुसार नॉन एक्ज़ीक्यूटिव का वेतनमान एक्ज़िक्यूटिव्स के वेतनमान से अधिक नहीं होना चाहिए) आदि जैसे मुद्दों का समाधान डीओटी-DOT द्वारा किया जाना चाहिए। एक्ज़िक्यूटिव्स के वेतन संशोधन का मामला डीओटी-DOT के साथ उठाया जाना चाहिए। एयूएबी-AUAB इस मामले के समाधान के बारे में भी कृत संकल्पित है ।
The AUAB has been continuously fighting to ensure the 4G launching of BSNL. Government prohibited BSNL from procuring equipments from foreign vendors. Government also did not allow BSNL to upgrade it’s BTSs for providing 4G service. Now, the Management has informed that, TCS (Tata Consultancy Service) is all set to supply 4G equipments to BSNL. TCS has made tie-up with the C-DOT for the core equipment (switching equipment). TCS has also taken over a company called Tejas, which will manufacture the equipments. Management also informed that, equipments have been installed at Chandigarh and Ambala and continuous testings are going on. Further, we are informed that, the Hon’ble Minister of Communications is taking efforts for BSNL to get funds from the USO Fund, for rolling out the 4G service. It is needless to state that, the unity of the unions and associations under the banner of the AUAB and the continuous struggles of the employees of BSNL have paved way for all these developments. However, the AUAB will continue to monitor the situation. It will also make necessary interventions so as to ensure the early launching of BSNL’s 4G service.
Wage Revision of the Non-Executives had almost become a dead issue. However, our continuous efforts has given life to this very important demands. DoT had already given a clear direction to the BSNL Management, to sign the wage agreement with the Recognised Unions of the Non-Executives and send it for the approval of the DoT. However, BSNL Management had been avoiding this. Now, we have been able to compel the Management to reconstitute the Wage Negotiating Committee and to re-start the Wage Negotiations. In the AUAB meeting held with the Board of Directors yesterday, the AUAB has told the CMD BSNL categorically that, the Wage Agreement should be signed without delay and sent for the approval of the DoT. Issues like conflict (DPE’s direction that Non-Executive pay scale should not be higher than the pay scale of the Executive), etc., should be addressed by the DoT. Regarding the Pay Revision of the Executives, it has to be taken up with the DoT. The AUAB is determined to do this task also.
