As all comrades are aware, BSNLEU is continuously knocking the doors of the CMD BSNL, Director (HR) and the Chairman, Wage Negotiating Committee, for an early finalisation of the Wage Revision agreement. BSNLEU has also firmly informed all the aforementioned officers that the Non-Executive pay scales already finalised on 27.07.2018 should be implemented. Under these circumstances, Com.P.Abhimanyu, GS, discussed the issue of conducting the next meeting of the Wage Negotiating Committee, with Ms. Anita Johri, PGM(SR). It was replied by the PGM(SR) that effort would be taken to hold the Wage Negotiating Committee meeting in the 4^th week of October, 2024.

Some time ago, the Corporate Office issued a letter in connection with the merger of four circles. In that letter, it had been mentioned that a Committee had been formed to look into the merger of Kolkata circle with West Bengal circle and Tamil Nadu circle with Chennai Telephones circle. At that time, BSNLEU has written letter to the Management stating that, no unilateral action should be taken on this issue, without consulting the Recognised Unions. On 08.10.2024, Com.P.Abhimanyu, GS, discussed this issue with Ms. Anita Johri, PGM (Restg. & WSI). It was categorically replied by the PGM (Restg. & WSI) that, it was an old issue and presently there was no proposal to merge the circles as mentioned above.

Holding of a Special JTO LICE for the draftsman cadre is the decision taken in the National Council many years ago. However, the exam has not been conducted and the reason being told is that, the CGM (BW) has not sent the vacancy details to the Establishment Branch. Com.P.Abhimanyu, GS, met Shri Parmeshwari Dayal, CGM (BW), a month ago and discussed this issue. At that time, the CGM (BW) assured to send the vacancy details to the Establishment Branch, within a month. However, the same has not been sent till date. Hence, BSNLEU has written a letter to Shri Parmeshwari Dayal, CGM (BW), urging upon him to immediately send the vacancy details.

ड्राफ्ट्समैन कैडर के लिए स्पेशल जेटीओ एलआईसीई का आयोजन न होना - BSNLEU ने  चीफ जनरल मैनेजर (बीडब्ल्यू) को लिखा पत्र।

ड्राफ्ट्समैन कैडर के लिए स्पेशल जेटीओ एलआईसीई का आयोजन कई वर्ष पूर्व नेशनल काउंसिल में लिया गया निर्णय है। हालांकि, परीक्षा आयोजित नहीं की गई है और इसका कारण यह बताया जा रहा है कि चीफ जनरल मैनेजर (बीडब्ल्यू) ने एस्टेब्लिशमेंट शाखा को रिक्तियों का विवरण नहीं भेजा है। साथी पी. अभिमन्यु, महासचिव ने एक माह पूर्व श्री परमेश्वरी दयाल, चीफ जनरल मैनेजर (बीडब्ल्यू) से मुलाकात कर इस मुद्दे पर चर्चा की थी। उस समय चीफ जनरल मैनेजर (बीडब्ल्यू) ने एक माह के भीतर एस्टेब्लिशमेंट शाखा को रिक्तियों का विवरण भेजने का आश्वासन दिया था। हालांकि, आज तक इसे नहीं भेजा गया है। इसलिए, BSNLEU ने श्री परमेश्वरी दयाल, चीफ जनरल मैनेजर (बीडब्ल्यू) को पत्र लिखकर रिक्तियों का विवरण तत्काल भेजने का आग्रह किया है।

BSNLEU has written letter to the Director (HR) today, demanding that, the Non-Executive employees, especially the TTs and the ATTs should be imparted with training in computer operations and also in FTTH activities. In its letter, BSNLEU has demanded that, the TTs and ATTs should be re-deployed in the FTTH segment, for the provisioning and maintenance of FTTH connections. This demand is raised in view of the fact that, the BSNL Management has taken decision to abolish all the landline and broadband connections. Keeping this in view, BSNLEU has also demanded that, the TTs and the ATTs should be imparted with training in FTTH activities also.

नॉन एक्ज़ीक्यूटिव कर्मचारियों को कम्प्यूटर संचालन तथा एफटीटीएच गतिविधियों में प्रशिक्षण प्रदान करें - BSNLEU ने निदेशक (एचआर) को पत्र लिखा।

BSNLEU ने आज निदेशक (एचआर) को पत्र लिखकर मांग की है कि नॉन एक्ज़ीक्यूटिव कर्मचारियों, विशेषकर टीटी तथा एटीटी को कम्प्यूटर संचालन तथा एफटीटीएच गतिविधियों में प्रशिक्षण प्रदान किया जाना चाहिए। अपने पत्र में BSNLEU ने मांग की है कि एफटीटीएच कनेक्शनों की व्यवस्था तथा रखरखाव के लिए टीटी तथा एटीटी को एफटीटीएच खंड में पुनः तैनात किया जाना चाहिए। यह मांग इस तथ्य के मद्देनजर उठाई गई है कि बीएसएनएल प्रबंधन ने सभी लैंडलाइन तथा ब्रॉडबैंड कनेक्शनों को समाप्त करने का निर्णय लिया है। इसे ध्यान में रखते हुए BSNLEU ने यह भी मांग की है कि टीटी तथा एटीटी को एफटीटीएच गतिविधियों में भी प्रशिक्षण प्रदान किया जाना चाहिए।

The CEC meeting of BSNLEU, held at Kolkata on 25^th & 26^th September, 2024, expressed it’s serious concern over the massive disconnection of BSNL’s FTTH connections, that is taking place every month. This is due to the drastic deterioration in the quality of service of BSNL’s FTTH connections. The TIPs are not deploying qualified personnel for the maintenance of BSNL’s FTTH connections. Further, reports are received from many circles that the TIPs, who are also the partners of Jio and Airtel, are diverting BSNL’s FTTH connections to the private companies. Under these circumstances, the CEC meeting of BSNLEU has resolved to demand that,

1. BSNL should disengage the TIPs and that the Company itself should undertake the activities of provisioning and maintenance of BSNL’s FTTH connections.
2. The 50% revenue of FTTH, being given to the TIPs, should be utilised for procuring equipments for the provisioning of FTTH connections.
3. The ATTs and TTs should be immediately redeployed in the FTTH segment, since Management has taken the decision to abolish landline and broadband connections.

BSNLEU has written a detailed letter to the CMD BSNL today, communicating the above decisions of the CEC meeting of BSNLEU.  

बीएसएनएल को एफटीटीएच कनेक्शन की व्यवस्था और रखरखाव की गतिविधियां शुरू करनी चाहिए – टीआईपी को बंद किया जाना चाहिए – BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

25 और 26 सितंबर, 2024 को कोलकाता में आयोजित BSNLEU की सीईसी बैठक ने हर महीने बीएसएनएल के एफटीटीएच कनेक्शनों के बड़े पैमाने पर काटे जाने पर गंभीर चिंता व्यक्त की। यह बीएसएनएल के एफटीटीएच कनेक्शनों की सेवा की गुणवत्ता में भारी गिरावट के कारण है। टीआईपी बीएसएनएल के एफटीटीएच कनेक्शनों के रखरखाव के लिए योग्य कर्मियों को तैनात नहीं कर रहे हैं। इसके अलावा, कई सर्किलों से रिपोर्ट मिली है कि टीआईपी, जो जियो और एयरटेल के भागीदार भी हैं, बीएसएनएल के एफटीटीएच कनेक्शनों को निजी कंपनियों को दे रहे हैं। इन परिस्थितियों में, BSNLEU की सीईसी बैठक ने यह मांग करने का संकल्प लिया है कि,

1. बीएसएनएल को टीआईपी से अलग कर देना चाहिए और कंपनी को स्वयं बीएसएनएल के एफटीटीएच कनेक्शनों की व्यवस्था और रखरखाव की गतिविधियों को करना चाहिए।
2. टीआईपी को दिए जा रहे एफटीटीएच के 50% राजस्व का उपयोग एफटीटीएच कनेक्शनों की व्यवस्था के लिए उपकरणों की खरीद के लिए किया जाना चाहिए।
3. एटीटी और टीटी को तुरंत एफटीटीएच खंड में फिर से तैनात किया जाना चाहिए, क्योंकि प्रबंधन ने लैंडलाइन और ब्रॉडबैंड कनेक्शनों को समाप्त करने का निर्णय लिया है।

BSNLEU ने आज सीएमडी बीएसएनएल को एक विस्तृत पत्र लिखा है, जिसमें BSNLEU की सीईसी बैठक के उपरोक्त निर्णयों की जानकारी दी गई है।

The TT LICE and JE LICE were conducted on 08.09.2024. BSNLEU has received bitter complaints from the candidates regarding the question papers. Both the question papers were very tough and of high standard. Many out of syllabus questions and questions with wrong answers were there. Hence, BSNLEU has already written letter to the Management demanding relaxation / grace marks. Com.P.Abhimanyu, GS, discussed this issue with Ms. Anita Johri, PGM (Rectt. & Trng.), BSNL CO today. The PGM(SR) assured look into the issue and to do the needful.

टीटी और जेई एलआईसीई के उम्मीदवारों के लिए छूट / ग्रेस मार्क्स।

टीटी एलआईसीई और जेई एलआईसीई 08.09.2024 को आयोजित किए गए थे। BSNLEU को प्रश्न पत्रों के बारे में उम्मीदवारों से तीखी शिकायतें मिली हैं। दोनों प्रश्न पत्र बहुत कठिन और उच्च मानक के थे। कई प्रश्न पाठ्यक्रम से बाहर के थे और गलत उत्तर वाले प्रश्न थे। इसलिए, BSNLEU ने पहले ही प्रबंधन को छूट / ग्रेस मार्क्स की मांग करते हुए पत्र लिखा है। साथी पी. अभिमन्यु, महासचिव ने आज बीएसएनएल कॉर्पोरेट ऑफिस की प्रिंसिपल जनरल मैनेजर (भर्ती और प्रशिक्षण) सुश्री अनीता जौहरी के साथ इस मुद्दे पर चर्चा की। प्रिंसिपल जनरल मैनेजर (एसआर) ने इस मुद्दे पर गौर करने और आवश्यक कार्रवाई करने का आश्वासन दिया।

BSNLEU has already complained to the Corporate Office, regarding denial of recognition to the district unions of BSNLEU in Chennai circle. BSNLEU has already written letter to the Corporate Office on this issue. Com.P.Abhimanyu, GS, discussed this issue with Ms. Anita Johri, PGM (SR), BSNL CO today and complained that the Chennai circle administration is adamant and is refusing to implement the Corporate Office instructions on the subject. The PGM(SR) assured that needful action would be taken on this issue.

चेन्नई सर्कल में जिला यूनियनों को मान्यता देने से इनकार।

चेन्नई सर्कल में BSNLEU की जिला यूनियनों को मान्यता देने से इनकार करने के संबंध में BSNLEU ने पहले ही कॉर्पोरेट कार्यालय में शिकायत की है। BSNLEU ने इस मुद्दे पर कॉर्पोरेट कार्यालय को पहले ही पत्र लिखा है। साथी पी. अभिमन्यु, महासचिव ने आज बीएसएनएल कॉर्पोरेट ऑफिस की प्रिंसिपल जनरल में मैनेजर (एसआर) सुश्री अनीता जौहरी के साथ इस मुद्दे पर चर्चा की और शिकायत की कि चेन्नई सर्कल प्रशासन अड़ियल है और इस विषय पर कॉर्पोरेट कार्यालय के निर्देशों को लागू करने से इनकार कर रहा है। प्रिंसिपल जनरल मैनेजर (एसआर) ने आश्वासन दिया कि इस मुद्दे पर आवश्यक कार्रवाई की जाएगी।

It has been brought to the notice of the CHQ that, the circle council has not been constituted in many circles till date. This is a deplorable situation. When the circle council is not functioning, there will not be a proper forum for the recognised unions to discuss the issues at the level of the Chief General Manager. In view of this, the CHQ may immediately be informed as to which are the circles where the circle council has not yet been formed and also the reason for this extreme delay. All concerned circle secretaries are requested to provide this information to the CHQ by 11^th October, 2024. 

A meeting of the Estimates Committee of the Parliament is held yesterday the 07^th October, 2024. The Committee is headed by Shri Sanjay Jaiswal, BJP MP. The meeting is also attended by the CMD BSNL and the Secretary, Telecom. In this meeting, many members of the Committee have expressed their displeasure at BSNL’s poor quality of service. Some MPs have cited their own example of the poor service they receive on their mobiles. The MPs have also questioned why BSNL’s market share has drastically fallen to 7%, while the private companies have greatly expanded their market share. The CMD BSNL and the Secretary, Telecom, are reported to have informed the Estimates Committee that, the quality of BSNL’s services will improve soon, with the commissioning of 1 lakh 4G BTSs.

The JE LICE was held on 8^th September, 2024. BSNLEU has received complaints on the difficulties faced by the candidates in this exam. The questions asked in the JE LICE are of high standard. Further, it is also complained that, many questions are confusive, some are out of syllabus and that some questions had more than one correct answer. In view of this, BSNLEU has written letter to the PGM (Rectt.), BSNL CO, demanding for relaxation/ grace mark.

08-09-2024 को आयोजित जेई एलआईसीई - BSNLEU ने प्रबंधन को पत्र लिखकर छूट / ग्रेस मार्क्स की मांग की।

जेई एलआईसीई 8 सितंबर, 2024 को आयोजित की गई थी। BSNLEU को इस परीक्षा में उम्मीदवारों द्वारा सामना की जाने वाली कठिनाइयों पर शिकायतें मिली हैं। जेई एलआईसीई में पूछे गए प्रश्न उच्च मानक के हैं। इसके अलावा, यह भी शिकायत की गई है कि, कई प्रश्न भ्रामक हैं, कुछ पाठ्यक्रम से बाहर हैं और कुछ प्रश्नों के एक से अधिक सही उत्तर हैं। इसे देखते हुए BSNLEU ने प्रिंसिपल जनरल मैनेजर (भर्ती), बीएसएनएल कॉर्पोरेट ऑफिस को पत्र लिखकर छूट/ ग्रेस मार्क्स की मांग की है।

An online meeting of the Secretariat of the Trade Union International (Transport and Communications) will be held at 04:00 pm (French time) on 08.10.2024. The TUI (Transport and Communications) is a part of the World Federation of Trade Unions (WFTU). Com.P.Abhimanyu, General Secretary, BSNLEU, will be participating in this meeting.

ट्रेड यूनियन इंटरनेशनल (परिवहन एवं संचार) के सेक्रेटेरियेट की एक ऑनलाइन बैठक 08.10.2024 को शाम 04:00 बजे (फ्रांसीसी समय) आयोजित की जाएगी। टी.यू.आई. (परिवहन एवं संचार) विश्व ट्रेड यूनियन महासंघ (डब्ल्यू.एफ.टी.यू.) का एक हिस्सा है। इस बैठक में BSNLEU के महासचिव साथी पी. अभिमन्यु भाग लेंगे।
