BSNLEU ने JE और टीटी कैडर में LICE आयोजित करने के लिए जल्द नोटिफिकेशन जारी करने की मांग की है।

The Rajasthan Circle Conference was successfully held at Bikaner with the participation of more than 120 delegates from 20 districts. The conference commenced on 3rd May morning with flag hoisting and homage to the martyrs. At the outset, the conference paid respectful homage to Com. Ashok Pareek, former Circle Secretary of BSNLEU, who passed away last year. The open session began on the morning of 3rd May with a houseful gathering and was inaugurated by Com. Animesh Mitra, General Secretary, BSNLEU. While addressing the open session, Com. Animesh Mitra highlighted the role of the Central Government and how both BSNL customers and employees are facing hardships, stressing the need for sustained struggle under the banner of AUAB. He elaborated on the role of BSNLEU in organizing nationwide agitational programmes, including the February 2026 strike, to achieve the genuine demands of the workers. The session was presided over by Com. Kamal Singh Gohil, President of the Circle Union, who welcomed the delegates and explained the historical background of the organization in the Rajasthan circle.
Other prominent speakers included Com. P. Abhimanyu (Vice President), Com. P. K. Jain (Vice President), Com. Norat Mal Meena (Circle Secretary, BSNLEU) and Com. Kamal Singh Gohil (President). All speakers elaborated on the current BSNL scenario, government policies, and emphasized the need for united struggle to achieve demands such as the 3rd PRC and IDA arrears. Representatives from the administration, including shri Rabindra Kumar, GM (HR), CGM Office, Shri O.P Khatri, GM Bikaner, Shri Madhav Sharan Sharma, IFA, circle office, as well as leaders from Com.Mahesh Vyas, Circle President, SNEA and Com.Shiv Narain Nagal, Circle President, AIBDPA, also addressed the gathering. Post-lunch, the delegate session commenced with the presentation of the Secretariat Report by Com. Norat Mal Meena, Acting Circle Secretary. District Secretaries and Circle Office Bearers actively participated in discussions over the two days, focusing on key issues such as the BSNL scenario, 3rd PRC, IDA arrears, stagnation and Promotion Policy. On the second day morning, the Treasurer presented the financial report, which was followed by detailed discussions by the delegates. In the concluding session, Com. Animesh Mitra responded the background of the Wage Agreement, IDA crisis and the queries raised by the delegates, particularly regarding staff issues and the future course of action of BSNLEU. After the summing up of the delegate session, the new Circle Office Bearers were unanimously elected as Com. Kamal Singh Gohil, President, Com. Norat Mal Meena, Circle Secretary and Com.Madan Singh, Treasurer.
बीकानेर में शानदार और उत्साहपूर्ण दो-दिवसीय सम्मेलन आयोजित राजस्थान सर्कल सम्मेलन सफलतापूर्वक संपन्न।
राजस्थान सर्कल सम्मेलन बीकानेर में सफलतापूर्वक आयोजित किया गया, जिसमें 20 जिलों से 120 से अधिक प्रतिनिधियों ने भाग लिया। सम्मेलन की शुरुआत 3 मई की सुबह ध्वजारोहण और शहीदों को श्रद्धांजलि देने के साथ हुई। शुरुआत में, सम्मेलन ने BSNLEU के पूर्व सर्कल सचिव साथी अशोक पारीख को भावभीनी श्रद्धांजलि अर्पित की, जिनका पिछले वर्ष निधन हो गया था। खुला सत्र 3 मई की सुबह खचाखच भरी सभा के साथ शुरू हुआ और इसका उद्घाटन BSNLEU के महासचिव साथी अनिमेष मित्रा ने किया। खुले सत्र को संबोधित करते हुए साथी अनिमेष मित्रा ने केंद्र सरकार की भूमिका पर प्रकाश डाला और बताया कि कैसे बीएसएनएल के ग्राहक और कर्मचारी दोनों ही कठिनाइयों का सामना कर रहे हैं; उन्होंने AUAB के बैनर तले निरंतर संघर्ष की आवश्यकता पर जोर दिया। उन्होंने कर्मचारियों की जायज मांगों को पूरा करने के लिए राष्ट्रव्यापी आंदोलन कार्यक्रमों, जिसमें फरवरी 2026 की हड़ताल भी शामिल है, को आयोजित करने में BSNLEU की भूमिका के बारे में विस्तार से बताया। सत्र की अध्यक्षता सर्कल यूनियन के अध्यक्ष साथी कमल सिंह गोहिल ने की, जिन्होंने प्रतिनिधियों का स्वागत किया और राजस्थान सर्कल में संगठन की ऐतिहासिक पृष्ठभूमि के बारे में जानकारी दी।

The Himachal Pradesh Circle Conference was held at Rewalsar, near Mandi, on 30th April and 1st May 2026, with good participation of delegates, district secretaries, and office bearers despite the hilly terrain. Com. Rajeev Kumar, Circle President, presided over the conference and Com. Animesh Mitra, General Secretary, inaugurated it. Com. S.D. Sharma, Organising Secretary (CHQ), addressed the gathering on organisational matters. Com. Nek Ram, District Secretary, Mandi, welcomed the delegates and highlighted the difficulties faced by employees in hilly areas. Com. Tara Chand, Circle Secretary, presented the Secretariat Report with accounts, detailing activities and key issues of employees. Delegates and district secretaries actively participated, sharing their concerns and demands. In his address, Com. Animesh Mitra explained the national and international scenario and highlighted issues related to BSNL, particularly PRC and IDA. On the second day, delegates observed May Day before the session, where Com. S.D. Sharma, Com. Tara Chand, and Com. Animesh Mitra spoke on its history and relevance. After the delegate session, elections were held successfully. Com. Rajeev Kumar was elected Circle President, Com. Tara Chand as Circle Secretary, and Com. Ram Chand as Treasurer. The conference concluded with a vote of thanks by Com. Nek Ram, District Secretary, Mandi. Delegates congratulated the Mandi District Union for making the conference a grand success.
The LICE process in BSNL for the year 2026 has commenced. BSNLEU has been continuously pursuing the Management to conduct LICE for promotion of existing staff. In March 2026, the Corporate Office notified 1,503 vacancies in JTO cadre across 24 circles, and the examination is scheduled to be held on 17th May 2026. Earlier, on 24th March 2025, the Corporate Office had notified 2,503 vacancies in JE cadre across 18 circles. It is expected that after completion of the JTO examination, the schedule for the JE LICE will be announced. However, it is unfortunate that in both cadres, some circles remain deprived due to non-availability of vacancies.
It has come to the notice of CHQ that International Workers' Day was observed in many circles and districts across the country with seriousness. While programmes were conducted in offices and exchanges. BSNL employees have also joined in the rallies of Central Trade Unions in some cities and districts. However, it is unfortunate that some circles have not reported their activities. CHQ has received a few photographs of the programmes, which are enclosed herewith.
Recently, it has been reported in the media that the Union Cabinet has taken a decision to provide relief to Vodafone Idea in the telecom sector. According to PTI reports, the government has given a relief package to Vodafone Idea by reassessing its Adjusted Gross Revenue (AGR) dues. Earlier, the total AGR liability of the company was about ₹87,695 crore. However, after reassessment by the Department of Telecommunications, the dues have been reduced to around ₹64,046 crore, and the company has been granted a five-year moratorium on payments. This effectively gives Vodafone Idea a relief of over ₹23,000 crore. The payments are now scheduled to begin after five years and will be spread over a longer period. The AGR dues arose following a judgment of the Hon’ble Supreme Court, which upheld the government’s definition of AGR and imposed liabilities on telecom companies.
However, it may be noted that Vodafone Idea company is a joint venture between Vodafone Group and the Aditya Birla Group and the central Govt. has taken a decision to give monetary relief to them. It is often argued that while the government is extending relief to private telecom operators like Vodafone Idea, public sector companies such as BSNL are treated differently. This remains a matter of public and political debate in the country also. The Unions and Associations in BSNL have also reacted on the same subject as it is not a level field competition in Telecom sector.
This year, we observe May Day with utmost importance and commitment. BSNLEU calls upon workers to intensify the struggle in the telecom sector, while also addressing the broader challenges faced by workers and pensioners, both globally and in India. In this context, we must recall the ongoing attacks through the new Labour Codes, which threaten workers’ rights by increasing working hours and weakening job security. May Day has always remained a historic day of struggle and solidarity. It is the responsibility of all comrades to actively participate in rallies, meetings, and signature campaigns to defend the rights of workers and pensioners.

The Online Central Secretariat Meeting will be held on 17th May 2026. A notification for the meeting has been issued. Earlier, it was informed that the meeting would be held on 29th April. However, due to unavoidable circumstances, it could not be conducted on that date. It has now been rescheduled to 17th May 2026. The meeting will start at 1:00 pm sharp. A formal notice, along with the agenda for the online Central Secretariat Meeting, is enclosed herewith. All comrades are requested to kindly make it convenient to attend the meeting on time.
It is already informed that the file related to payment of IDA arrears is pending with DoT. It is now learnt that DoT has asked BSNL Management on 29th April, 2026, to submit the Board’s recommendation in favour of payment of IDA arrears. Accordingly, DoT has issued a letter to the CMD, BSNL in this regard. It may be noted that BSNL Management had earlier informed DoT about the financial burden of IDA arrears vide letter dated 23.03.2026. However, DoT has once again sought the same clarification from BSNL Management. The DoT letter is enclosed herewith.

पहले ही बताया जा चुका है कि आईडीए बकाया के भुगतान से जुड़ी फ़ाइल DoT के पास लंबित है। अब पता चला है कि DoT ने 29 अप्रैल, 2026 को बीएसएनएल मैनेजमेंट से आईडीए एरियर्स के भुगतान के पक्ष में बोर्ड की सिफ़ारिश जमा करने को कहा है। इसी के अनुसार, DoT ने इस संबंध में बीएसएनएल के सीएमडी को एक पत्र जारी किया है। यह ध्यान देने योग्य है कि बीएसएनएल मैनेजमेंट ने पहले 23.03.2026 के पत्र के ज़रिए DoT को आईडीए एरियर्स के वित्तीय बोझ के बारे में सूचित किया था। हालाँकि, DoT ने एक बार फिर बीएसएनएल मैनेजमेंट से वही स्पष्टीकरण मांगा है। DoT का पत्र इसके साथ संलग्न है।
The prolonged uncertainty regarding the implementation of enhanced IDA over the past four months has now been largely resolved with the issuance of a new Office Memorandum by the DPE, enabling implementation of enhanced IDA w.e.f. 01.04.2026. However, the file pertaining to the release of IDA arrears is still pending with the DoT for certain clarifications, which is unfortunate from the perspective of the Staff Side. It is pertinent to note that IDA implementation has historically been a routine matter in BSNL. The present delay arose due to the late issuance of the IDA enhancement order (due from 01.01.2026) by DPE with highlighting the Para 5 in their earlier notification in this regard.
In response to the undue delay, the AUAB organised a series of agitational programmes, including, Lunch Hour Demonstration on 20th April, Wearing of Black Badges on 23rd April and Twitter Campaign on 27th April, 2026. These actions were carried out to press for approval by DoT for payment of enhanced IDA w.e.f. 01.01.2026. It is now expected that enhanced IDA w.e.f. 01.01.2026, along with four months’ arrears and enhanced IDA w.e.f. 01.04.2026 (with April arrears), will be implemented in the salary/pension for May 2026.
After reviewing the overall situation, AUAB has decided to defer the ‘protest chain’ programme scheduled for 30.04.2026, in view of the positive developments and the expectation that DoT will shortly clear the pending file for arrear payments. This optimism follows the resolution of issues related to Para 5 in the earlier DPE circular.
BSNLEU conveys its sincere greetings and thanks to all affiliated units of AUAB for their active and united participation in the agitational programmes. These efforts, particularly on social media platforms including Twitter, demonstrate our growing organisational strength. Unity is our strength. Such collective efforts under the banner of AUAB will continue to play a crucial role in resolving major issues, including the implementation of the Wage Agreement. आईडीए मुद्दे पर ताज़ा स्थिति – AUAB ने ‘विरोध प्रदर्शन की श्रृंखला’ कार्यक्रम को टाल दिया है।
पिछले चार महीनों से बढ़ी हुई आईडीए के लागू होने को लेकर जो अनिश्चितता बनी हुई थी, वह अब काफी हद तक दूर हो गई है। डीपीई ने एक नया आदेश जारी किया है, जिससे बढ़ी हुई आईडीए को 01.04.2026 से लागू करना संभव हो गया है। हालाँकि, आईडीए के बकाया भुगतान से जुड़ी फ़ाइल अभी भी कुछ स्पष्टीकरणों के लिए DoT के पास लंबित है, जिसे स्टाफ साइड के नज़रिए से दुर्भाग्यपूर्ण माना जा रहा है। यह ध्यान रखना ज़रूरी है कि बीएसएनएल में आईडीए को लागू करना ऐतिहासिक रूप से एक सामान्य प्रक्रिया रही है। इस बार की देरी का मुख्य कारण डीपीई द्वारा आईडीए वृद्धि का आदेश (जो 01.01.2026 से प्रभावी होना था) देर से जारी करना था; इस संबंध में डीपीई ने अपनी पिछली अधिसूचना के पैरा 5 पर विशेष ज़ोर दिया था।
इस अनावश्यक देरी के विरोध में, AUAB ने कई आंदोलनकारी कार्यक्रम आयोजित किए, जिनमें 20 अप्रैल को ‘लंच आवर डेमोंस्ट्रेशन’ (दोपहर के भोजन के समय प्रदर्शन), 23 अप्रैल को ‘काले बैज पहनना’ और 27 अप्रैल, 2026 को ‘Twitter अभियान’ शामिल थे। ये सभी कदम DoT पर दबाव बनाने के लिए उठाए गए थे, ताकि 01.01.2026 से बढ़ी हुई आईडीए के भुगतान को मंज़ूरी मिल सके। अब यह उम्मीद की जा रही है कि 01.01.2026 से बढ़ी हुई IDA (साथ में चार महीनों का बकाया) और 01.04.2026 से बढ़ी हुई आईडीए(साथ में अप्रैल का बकाया)—इन सभी को मई 2026 के वेतन/पेंशन में शामिल करके लागू किया जाएगा।
समग्र स्थिति की समीक्षा करने के बाद, AUAB ने 30.04.2026 को निर्धारित ‘विरोध प्रदर्शन की श्रृंखला’ कार्यक्रम को टालने का निर्णय लिया है। यह निर्णय सकारात्मक घटनाक्रमों और इस उम्मीद को देखते हुए लिया गया है कि DoT जल्द ही बकाया भुगतान से जुड़ी लंबित फ़ाइल को मंज़ूरी दे देगा। यह आशावाद डीपीई के पिछले सर्कुलर में उल्लिखित पैरा 5 से संबंधित मुद्दों के समाधान के बाद जागा है।

Salute to each one of you for the effective and united effort in making the Twitter campaign a powerful success. This was not just participation of our members who involve in Twitter programme to convey our message to GOVT/DOT, but this was a bold and collective assertion of our strength. The impact is clearly visible, as even DoT and Corporate Office have been compelled to take serious note. This is the power of unity and purposeful action. Let it be said clearly: we will not remain silent spectators when our rightful dues are at stake. The situation regarding salary with IDA arrears is unacceptable, and it demands a strong, visible response. Now is the time to rise with even greater resolve. Organise the protest chains on 30th April in every exchange and office with full strength, discipline, and determination. Stand shoulder to shoulder in solidarity, and extend unwavering support to the pensioners’ gathering on the same day. This is our moment to show courage, unity, and commitment. Let our actions speak louder than words. Red salute to all, together we stand, together we fight, and together we will succeed.
Today, 27th April, 2026, marks an important collective initiative a coordinated Twitter campaign addressed to the Department of Telecommunications (DoT), demanding the immediate release of IDA arrears along with this month’s salary. The AUAB calls upon all its affiliated unions and associations to treat this matter with utmost seriousness and to actively mobilize their members to participate in the campaign between 1:00 PM and 3:00 PM. Specific captions and key messaging points are being shared to ensure a unified and impactful outreach to the DoT and the Government. Simultaneously, all affiliates are requested to remain prepared for the next course of action. In the event that the IDA arrears are not released today, a Protest Chain will be organized on 30th April, 2026. Necessary preparations should be initiated to ensure strong participation and effective execution. Let us remain united, proactive, and committed to making this programme a grand success. Leaders of AUAB met Shri A. Robert J. Ravi, CMD BSNL, on 22.04.2026 and conveyed their strong reaction against the actions taken by DoT and DPE regarding the IDA issue. During the discussion, the CMD BSNL enquired with the Director (HR) and PGM (SR) about the status of the file pending with DoT. While expressing their serious concern over the inordinate delay in the payment of IDA, the AUAB leaders urged immediate intervention. The CMD assured that he would take up the matter with the Secretary, DoT, before the disbursement of this month’s salary. On the issue of the reported decision of DoT to form a Committee on HR matters, the CMD clarified that no such information or official communication has been received from DoT so far and therefore he was not in a position to comment further. Regarding concerns about downsizing of staff strength, the CMD informed that no proposal for VRS is currently under consideration by DoT. Instead, he advised the leaders to motivate the workforce with a positive approach to enhance revenue generation for the company.
