Wild rumours are being spread for the past 2 / 3 days by miscreants, stating that 2nd VRS is going to be implemented in BSNL. The highlights of the VRS package, like age limit, quantum of exgratia, etc., are also being circulated. Com.P.Abhimanyu, General Secretary, spoke to Shri Arvind Vadnerkar today and enquired about this matter. The Director (HR) firmly told that, the news on 2nd VRS is baseless. Hence, CHQ requests our comrades not to believe these rumours and also not spread them. 

दूसरे वीआरएस के बारे में अफ़वाहें फैलाई जा रही है ।  महासचिव ने निदेशक (मानव संसाधन) से बात की हैं। 

शरारती तत्वों द्वारा पिछले 2-3 दिनों से अफवाहें फैलाई जा रही हैं जिसमें कहा गया है कि बीएसएनएल में दूसरा वीआरएस लागू किया जा रहा है । वीआरएस पैकेज की मुख्य बातें जैसे आयु सीमा, एक्सग्रेसिया की मात्रा आदि भी परिचालित की जा रही हैं। महासचिव साथी पी. अभिमन्यु ने आज श्री अरविंद वडनेरकर से बात की और इस मामले की जानकारी ली । निदेशक (मानव संसाधन) ने दृढ़ता से बताया कि दूसरे वीआरएस पर खबर निराधार है । इसलिए सीएचक्यू हमारे साथियों से अनुरोध करता है कि वे इन अफवाहों पर विश्वास न करें और उन्हें न फैलाएं। 

The 9^th Membership Verification is going to be held in October, 2022. The Corporate Office has already called for applications for participating in the 9^th Membership Verification. Under these circumstances, Corporate Office has issued letter yesterday stating that, normal / rotational outstation transfer orders issued and which are not implemented till 27.07.2022, should be kept in abeyance till further orders or completion of 9^th Membership Verification. The Corporate Office has given the following exemptions from this order:-

(1)  Transfers on promotion or change of cadre.

(2)  Tenure Transfer (Hard/Soft/Rural).

(3)  Transfers on own cost/own request.

(4)  Transfers without change in the station of posting.

Circle/ District Secretaries are requested to ensure that, this letter is not misused.

A meeting of the AUAB will be held online on 18.07.2022. The meeting will take stock of the latest developments, including the monetisation of BSNL’s mobile towers, and will take appropriate decisions.

JE LICE : रिक्त पद केवल 15 सर्किलों में उपलब्ध हैं । 7 सर्किलों में एकल अंक में रिक्त पद है । BSNLEU ने सीएमडी, बीएसएनएल को पत्र लिखा और मांग की है कि 31.01.2020 को मौजूद रिक्त पदों के साथ जेई एलआईसीई आयोजित करें ।

कॉरपोरेट कार्यालय ने दिनांक 16.10.2022 को जेई एलआईसीई आयोजित करने के लिए अधिसूचना जारी की है । हालांकि, रिक्त पद केवल 15 सर्किलों में उपलब्ध हैं । अन्य सर्किलों में कोई रिक्त पद नहीं है । 15 सर्किलों में भी रिक्त पद 7 सर्किलों में केवल एकल अंक में उपलब्ध हैं । यह समस्या बीएसएनएल प्रबंधन का सर्जन है । पुनर्गठन के नाम पर जेई/ड्राफ्ट्समैन के 34,646 पदों को घटाकर 7,991 पदों पर कर दिया गया । जेई के कैडर में भारी कमी सभी सर्किलों में व्याप्त है । इसलिए, BSNLEU ने सीएमडी, बीएसएनएल को पत्र लिखकर बड़ी संख्या में जेई पदों को समाप्त करने के लिए लिए गए निर्णय की समीक्षा करने की मांग की है । इस बीच, BSNLEU ने जेई रिक्त पदों के साथ आगामी जेई एलआईसीई आयोजित करने की भी मांग की है, जो दिनांक 31.01.2020 को मौजूद थे ।

BSNLEU ने निदेशक (एचआर) को पत्र लिखकर जेई एलआईसीई से संबंधित समस्याओं को हल करने की मांग की है ।

BSNLEU ने अक्टूबर-2022 में आयोजित होने वाले जेई एलआईसीई  के बारे में निदेशक (एचआर) को एक पत्र लिखा है, जिसमें निम्नलिखित मांगें उठाई गई है ।

1. जेई एलआईसीई ऑनलाइन परीक्षा के रूप में आयोजित नहीं किया जाना चाहिए । यह केवल  "ऑफ-लाइन" परीक्षा के रूप में आयोजित किया जाना चाहिए ।
2. प्रबंधन को वर्ष 2021 के रिक्त पदों के लिए भी जेई एलआईसीई आयोजित करने के लिए तुरंत अधिसूचना जारी करनी चाहिए ।
3. चूंकि, नॉन एक्ज़िक्यूटिव्स के लिए 9 वां सदस्यता सत्यापन अक्टूबर-2022 में आयोजित किया जा रहा है, जेई एलआईसीई नवंबर-2022 में आयोजित किया जाना चाहिए।
4. जेई एलआईसीई के लिए प्रश्न पत्र का मानक बहुत अधिक नहीं होना चाहिए। BSNLEU ने मांग की है कि परीक्षा उचित मानक के प्रश्नों के साथ आयोजित की जानी चाहिए ।      

CMD BSNL is taking speedy action, to handover BSNL’s mobile towers to the private, under the National Monetisation Pipeline. The government has already taken decision to handover BSNL’s 14,917 mobile towers to the private, under the National Monetisation Pipeline. Yesterday, the CMD BSNL has written to all the CGMs (BSNL CO-CMIN/17(11)/3/2021-CMTS INFRA dated 12.07.2022), directing them to take action in this regard. It must be remembered that, the government has already taken decision to handover 2,80,000 kilometre length of Bharat Net’s optic fibre to the private. If BSNL’s mobile towers and optic fibre are handed over to the private, then it will be the end for BSNL. The entire BSNL employees need to stop the handing over of BSNL’s towers and optic fibre to the private, in the name of National Monetisation Pipeline.

सीएमडी, बीएसएनएल मोबाइल टावरों को निजी हाथों में सौंपने के लिए त्वरित कार्रवाई कर रहे है ।

सीएमडी, बीएसएनएल राष्ट्रीय मुद्रीकरण पाइपलाइन के अंतर्गत बीएसएनएल के मोबाइल टावरों को निजी हाथों में सौंपने के लिए त्वरित कार्रवाई कर रहे  है । सरकार ने बीएसएनएल के 14,917 मोबाइल टावरों को राष्ट्रीय मुद्रीकरण पाइपलाइन के तहत निजी हाथों में सौंपने का निर्णय पहले ही ले लिया है । कल सीएमडी, बीएसएनएल ने सभी सीजीएम को पत्र लिखा है ।  (पत्र क्रमांक बीएसएनएल सीओ-सीएमआईएन/17(11)/3/2021-सीएमटीएस इंफ्रा-दिनांक 12.07.2022 । जिसमें उन्हें इस संबंध में कार्रवाई करने का निर्देश दिया गया है । यह याद रखना चाहिए कि सरकार ने पहले ही भारत नेट के ऑप्टिक फाइबर की 2,80,000 किलोमीटर लंबाई को निजी को सौंपने का निर्णय ले लिया है । यदि बीएसएनएल के मोबाइल टावर और ऑप्टिक फाइबर को निजी को सौंप दिया जाता है  तो यह बीएसएनएल का अंत होगा । बीएसएनएल के सभी कर्मचारियों को राष्ट्रीय मुद्रीकरण पाइपलाइन के नाम पर बीएसएनएल के टावरों और ऑप्टिक फाइबर को निजी को सौंपने से रोकने के प्रयासों की आवश्यकता

Gautam Adani, the 2nd richest man in India, is entering into the telecom sector. Media reports say that, the Adani Group will participate in the auctioning for 5G spectrum, that is going to be held on 26.07.2022. Media reports say that, Adani Group will only enter into the business of providing “private wireless networks (captive networks)” to the industries. However, it is sure that, Adani Group will also enter into the “consumer mobility” (providing mobile service) segment soon. It is being widely recognised that, Gautam Adani is very close to the ruling BJP. Recently, M.C. Ferdinando, the Chairman of the Ceylon Electricity Board, told the Parliamentary Committee that, a power project in Sri Lanka was awarded to Adani Group, based on the pressure created by Indian Prime Minister, Narendra Modi, on Sri Lankan President, Gotabaya Rajapaksa (Indianexpress.com dated 14.06.2022). The entry of cash rich Adani Group in the telecom sector will surely have serious consequences.   

अदाणी दूरसंचार क्षेत्र में प्रवेश कर रहा है।

 भारत के दूसरे सबसे अमीर व्यक्ति गौतम अदाणी दूरसंचार क्षेत्र में प्रवेश कर रहे हैं ।  मीडिया रिपोर्ट्स का कहना है कि अदाणी समूह 5G स्पेक्ट्रम की नीलामी में भाग लेगा, जो 26.07.2022 को होने वाली है ।  मीडिया रिपोर्टों में कहा गया है कि अदाणी समूह केवल उद्योगों को "निजी वायरलेस नेटवर्क (कैप्टिव नेटवर्क)" प्रदान करने के व्यवसाय में प्रवेश करेगा ।  हालाँकि, यह निश्चित है कि अदाणी समूह जल्द ही "उपभोक्ता गतिशीलता" (ग्राहकों को मोबाइल सेवा प्रदान करना) सँवर्ग में भी प्रवेश करेगा ।  यह व्यापक रूप से माना जा रहा है कि गौतम अडानी सत्तारूढ़ भाजपा के बहुत करीब हैं ।  हाल ही में एम.सी. फ़र्दिनांडो सिलोन, बिजली बोर्ड के अध्यक्ष ने संसदीय समिति को बताया कि श्रीलंका में एक बिजली परियोजना अदाणी समूह को प्रदान की गई थी, जो भारतीय प्रधान मंत्री नरेंद्र मोदी द्वारा श्रीलंका के राष्ट्रपति, गोटाबाया राजपक्षे पर बनाए गए दबाव के आधार पर थी । (Indian Express Dt. 14.06.2022)।  दूरसंचार क्षेत्र में नकदी संपन्न अदाणी समूह के प्रवेश के निश्चित रूप से गंभीर परिणाम होंगे ।

The Corporate Office has issued notification for holding the JE LICE on 16.10.2022. In this letter, the eligibility date (cut-off date) is mentioned as 1^st January. Many comrades have approached the CHQ to change this eligibility date to 1^st July. Com.P.Abhimanyu, GS, discussed this issue with Shri Saurabh Tyagi, PGM (Estt.), yesterday. It was replied by the PGM(Estt.) that as per the DoP&T letter no.22011/4/2013-Estt.(D) dated 08^th May, 2017, the crucial eligibility date for all the internal examinations has been changed as 1^st January, of the vacancy year. Hence, according to the DoP&T order, the eligibility date (cut-off date) for the JE LICE will be 1^st January of the vacancy year. Copy of the letter is enclosed for the kind reference of our comrades.

The Chhattisgarh circle conference of BSNLEU is held enthusiastically at Durg on 10^th July, 2022. Com.H.S. Dani, Circle President, presided over the conference. Com.R.S. Bhatt, Circle Secretary, welcomed and presented the report on activities. Com.P.Abhimanyu, GS, delivered the inaugural address of the conference. In his address, the General Secretary spoke elaborately on the issues related to the revival of BSNL, Wage Revision and issues taken up and settled by the CHQ. The conference is also addressed by Com. Navin Varma, CS, AIGETOA, Com.Rajesh Ranjan, CS, SNEA, Com.Ashok Kumar Thakur, divisional secretary, P-IV/NFPE and Com.Saju Thomas. In the delegates session, a good number of young comrades participated in the discussion and placed their views, which indicated that BSNLEU is having a bright future in Chhattisgarh circle. All the delegates greatly appreciated the functioning of the CHQ and the circle union. The General Secretary replied to the All India level issues raised by the delegates. Com.R.S. Bhatt, delivered the summing up address. Thereafter, the report on activities and audited accounts were approved unanimously. The election of office bearers took place unanimously. Com.H.S. Dani and Com.R.S. Bhatt are re-elected as President and Circle Secretary unanimously. Finally, Com.H.S. Dani, President, delivered the presidential address and concluded the conference.  

On 10.07.2022, the AUAB, Raigad, Maharashtra circle, submited memorandum to Shri Ramdas Aathavale, Hon’ble Minister for Social Justice and Empowerment. The leaders of the AUAB explained to the Hon’ble Minister about the non-settlement of 3^rd Pay Revision / Wage Revision. The Hon’ble Minister assured to intervene in the matter.
