BSNLEU and SNEA district unions of Madikeri SSA, Karnataka circle, have collected Contract Workers Relief Fund. Out of this fund, food materials worth Rs.700/- each were distributed to 140 contract workers. These materials were distributed on 26th and 27th of May, 2020. Com.V.J.Antony, District Secretary, BSNLEU and Com. Raghavendra, District Secretary, SNEA, together with the other office bearers, distributed these relief materials.
It is a matter of great pride for us to know that, BSNL Employees Union, Kerala Circle, has donated Rs.15,62,937 to fight the COVID-19. This amount has been handed over to the Kerala Chief Minister's Distress Relief Fund. This news is announced to the media by Com.Pinarayi Vijayan, Chief Minister of Kerala. CHQ heartily congratulates the Kerala circle union of BSNLEU, for taking the initiative to collect the donations from employees for this noble cause.
The meeting of All Unions and Associations of BSNL, held on 14-11-2017, has prepared a schedule for the tour programme of the All India leaders. We are aware that our circle unions may face some problems in organising the programme at such a short notice. Still this is very much required for the success of the strike. Hence, circle unions are requested to give utmost importance to organise the meetings, in coordination with other unions and associations.
The All Unions and Associations of BSNL, met Shri Manoj Sinha, Hon’ble Minister of State for Communications, at Jaipur today and presented the memorandum. The leaders urged upon the Hon’ble Minister to take a positive decision on wage revision and Subsidiary Tower Company issues. The Hon’ble Minister replied that he was aware that this is the last wage revision for 90% of the BSNL employees who are on service today. He assured that the matter would be looked into. Com.P.Abhimanyu, met Ms.Sujata Ray, Director(HR) today and discussed certain important issues being pursued by BSNLEU. The details of the discussion are as follows:-
In view of the very poor results, BSNLEU has been continuously insisting upon the Corporate Management, for giving relaxation to the candidates who appeared in the JE LICE held in January. This issue was raised in the last National Council meeting also, for which Director (HR) responded positively. It appears that the Management has taken some action in this, but final decision has not been taken. This issue was discussed by the GS with the Director (HR) in today’s meeting. She reported that the GM (Rectt.) has gone for training and a final decision will be taken on her return in the first week of September.
As a cost-cutting measure, the Corporate Office has directed retrenchment of contract workers to the extent of 30%. This instruction has already been implemented in most of the circles and contract workers have been retrenched. In the meanwhile, BSNLEU has demanded that these retrenched contract workers could be re-engaged and could be gainfully utilised in the marketing. This issue has been discussed with the CMD BSNL, who responded positively. This issue was again discussed with the Director (HR) in today’s meeting. The Director (HR) assured that needful action would be taken.
Corporate Office has already issued letters to all the Chief General Managers, for deduction of BSNLEU’s subscription at the enhanced rate, and also that the CHQ quota should be directly sent to the CHQ. Still, this has not been implemented in some of the circles. This issue was raised with the Director (HR) in today’s meeting. She directed the GM(SR) to speak with the GM (HRs) of such of those circles, for taking necessary corrective measures.
This issue was discussed with the CMD BSNL in the meeting held on 10.07.2018. The CMD BSNL has assured to settle this issue. Consequently, the Establishment Branch of the Corporate Office is taking needful steps for the final settlement of the issue. In today’s meeting, the GS requested the Director (HR) to issue early orders to bring the sufferings of the affected Sr.TOAs to an end. The Director (HR) assured that needful action would be taken expeditiously.
As per the decision of the AUAB, efforts are being taken to organise a massive rally at New Delhi tomorrow. The rally will start from the Eastern Court at 13:00 hrs. and will march on to the Sanchar Bhawan. Apart from the employees of NTR circle and Corporate Office, BSNLEU has taken efforts to mobilise the comrades of UP(West), Haryana and Rajasthan for this rally.
The process of giving new designations to all the cadres in BSNL is almost completed. However, new designations for 19 cadres, in the pay scales of NE-1, NE-2 and NE-3 are recommended by the Redesignation Committee, but the same was not approved by the Management Committee of BSNL. Hence, the Redesignation Committee has to meet once again, to finalise the new designations for these 19 cadres. Under these circumstances, the Management issued notification for holding a meeting of the Redesignation Committee on 30.01.2019. However, the General Secretaries of the Recognised Unions are not consulted in fixing this date. Since, both the General Secretaries of the Recognised Unions will be out of Delhi on 30.01.2019, they requested the GM (Restg.) to hold the meeting on 06.02.2019. The Management has cancelled the notice issued for 30.01.2019. No new date is fixed. The cadres whose new designations are not yet finalised are as follows:-
Ayah, Bearer, Beldar, Chowkidar, Cleaner, Duftary, Farash, Khalasi, Lady Chowkidar, Mali, Office Peon, Peon, Safaiwala, Shramik, Sweeper, Washboy, Dish Cleaner, Waterman, Gateman.
The 8th circle conference of BSNLEU, West Bengal circle, started at Bolpur today. The 3 day Circle Conference is being presided over by Com.Naajesh Naurosh, Circle President. Com. Animesh Mitra, Circle Secretary, welcomed everyone. Com.P. Abhimanyu, General Secretary, inaugurated the conference. In his speech, the General Secretary dwelt upon the deferred indefinite strike, 3 day strike, present status of the various issues and on the general political situation of the country. Thereafter, the Subject Committee started. Com.Animesh Mitra, Circle Secretary, placed the report on activities, based on which deliberations by the delegates started and is going on.

We have already informed that, yesterday, the Hon'ble Madras High Court has extended the stay upto 12-09-2019, granted to the BSNL Corporate Office's letter dated 02-07-2019, vide which the Management had banned even demonstrations and dharnas till the completion of 8th Membership Verification.
However, once again, the BSNL advocate made an hectic effort today, to vacate the stay. Accompanied by BSNL officers, the BSNL advocate mentioned before the Hon'ble judge of the Hon'ble Madras High Court today, that 12-09-2019 is too long a period, and that the case should be heard at least on 03-09-2019. However, the Hon'ble judge rejected it. Thus, one more attempt made by the BSNL Management has failed in the Hon'ble Madras High Court.
The Indian working class is on a nationwide General Strike today, against the anti-worker Neo-Liberal Policies of the Narendra Modi government. BSNL employees are participating in this strike. BSNLEU salutes all the comrades participating in this Strike.

The Indian telecom sector has lost 75,000 jobs in just one year. Major private telecom companies are facing a crisis after the entry of Reliance Jio. Many smaller telecom companies are getting closed down. Bigger companies like Vodafone and Idea have gone into loss, and are getting merged. Due to these closures and mergers, job loss is taking place in a big way. 75,000 jobs are already lost in just one year.
Many comrades have brought a media report to the notice of the CHQ. The report says that, the “Parliamentary Committee on Petitions” has recommended the merger of BSNL and MTNL, and that the report of the Committee is tabled in the Lok Sabha. As a matter of fact, this Parliamentary Committee on Petitions finalised this report in March 2017 itself. The recommendations of the Committee was already reported in the Economic Times dated 16-03-2017. Immediately, we have written to the Hon’ble Prime Minister of India, demanding the following steps to be taken urgently, before the government takes any final decision on the merger of BSNL and MTNL. We will not allow the merger of BSNL and MTNL to become a death trap for BSNL.
WE DEMAND THE FOLLOWING AS A PRECONDITION FOR THE MERGER OF BSNL AND MTNL.
MTNL should be delisted from the share market.
BSNL is not a listed company, with the government controlling 100% of it’s stake. At the same time, MTNL is listed in the share market, and 46.5% of it’s shares are already sold in the market. The BSNL employees are having a genuine apprehension in their minds that, the merger of BSNL and MTNL is being contemplated by the government, as a prelude to start disinvestment / strategic sale in BSNL. Under these circumstances, BSNL employees are strongly opposed to any merger of MTNL with BSNL. Hence, we demand that the government should delist MTNL first from the share market, before merger.
Government should take over the financial liability of MTNL.
MTNL is having a huge financial liability. It’s asset value is very less, compared to it’s financial liability. BSNL’s financial position is too fragile to absorb the huge financial liability that MTNL is having. Hence, it is demanded that the government should take over the entire financial liability of MTNL, before merger.
Government should provide financial assistance to BSNL to revamp the networks in MTNL areas.
MTNL has not made any investment in the recent years, to strengthen it’s networks. As a result, MTNL’s networks, both mobile and landline, are in shambles. If MTNL is merged with BSNL, the latter has to invest a huge amount, to revamp the networks. In the present situation, BSNL is not having the wherewithal to make such huge investment. As it was rightly pointed out by the then Hon’ble Minister of Communications, shri Ravi Shankar Prasad ji, BSNL was not allowed to procure equipments for it’s network expansions, during the UPA regime. Only for the past three years, BSNL has started making network expansions, and is heading towards profitability. Under these circumstances, BSNL cannot afford to make big investments to revamp the networks in MTNL areas. If sufficient revamping of MTNL’s networks is not done expeditiously, the merger will further weaken BSNL’s financial condition. Hence, it is demanded that the government should provide sufficient financial assistance to BSNL to revamp MTNL’s networks on a war foot measure.
Salary structure of the employees of BSNL and MTNL should be one on the same.
At present, the salary structures of employees of BSNL and MTNL are different. The pay scales of the MTNL employees are one step above. If both the companies are to be merged, then the salary structure of the employees of BSNL and MTNL should be made one and the same.
As per the call of the All Unions and Associations of BSNL, the employees of BSNL are observing ‘Work According to Rule’ from 30.01.2018. This struggle was reviewed in the meeting of All Unions and Associations of BSNL, held yesterday the 06.02.2018, as well as in the Steering Committee meeting held today. After detailed discussion, it has been decided to observe Non-cooperation to NOFN and other government projects. This decision is taken in view of the fact that the DoT and the government have denied justice to BSNL employees in the matter of 3rd Pay Revision, pension revision to BSNL retirees, forming the Subsidiary Tower Company, etc. Entire Non-Executives and Executives are requested to strictly observe this Non-cooperation, in addition to implementing the ‘Work According to Rule’ call. The All Unions and Associations of BSNL is writing to the Secretary, DoT and to the CMD BSNL, about the struggle of Non-cooperation to NOFN and other government projects.
The AUAB of Kolkata Telephones circle conducted March to Raj Bhawan yesterday and submitted memorandum to the Governor. After submission of Memorandum, Com. Sisir Roy CS BSNLEU, Comrade Alok Nandi, CS, FNTO, Com. Sekhar Majumdar CS NFTE, Com. Subhasis Mitra CS AIBSNLEA and Com. Soumen Ghosh ACS, addressed the BSNL workers.
