The BSNL Working Women’s Coordination Committee (BSNLWWCC), West Bengal circle, conducted it’s meeting yesterday the 30.06.2023. Around 50 lady comrades attended this meeting. Com.Jhumur Banerjee, presided. Com.Vithika Saha, Convenor, BSNLWWCC, West Bengal circle, welcomed everyone. Com.Nandita Dutta, Joint Convenor of the All India BSNLWWCC and Com.Sujoy Sarkar, CS, BSNLEU, addressed the meeting and explained about the latest developments on various issues. The Delhi Chalo programme to be organised on 07.07.2023, involvement of BSNLWWCC members at circle and district level functioning, cultural and social activities, etc., came up for discussion in the meeting.

बीएसएनएल वर्किंग वुमेन कोऑर्डिनेशन कमेटी (बीएसएनएलडब्ल्यूडब्ल्यूसीसी), पश्चिम बंगाल सर्कल ने कल 30.06.2023 को अपनी बैठक आयोजित की। इस बैठक में लगभग 50 महिला साथी शामिल हुईं। अध्यक्षता साथी झुमुर बनर्जी ने की । बीएसएनएलडब्ल्यूडब्ल्यूसीसी, पश्चिम बंगाल सर्कल की संयोजक साथी विथिका साहा ने सभी का स्वागत किया। अखिल भारतीय बीएसएनएलडब्ल्यूडब्ल्यूसीसी की संयुक्त संयोजक साथी नंदिता दत्ता और BSNLEU के सर्कल सेक्रेटरी साथी सुजॉय सरकार ने बैठक को संबोधित किया और विभिन्न मुद्दों पर वर्तमान स्थिति के बारे में बताया। बैठक में 07.07.2023 को आयोजित होने वाले दिल्ली चलो कार्यक्रम, सर्कल और जिला स्तर के कामकाज में बीएसएनएलडब्ल्यूडब्ल्यूसीसी सदस्यों की भागीदारी, सांस्कृतिक और सामाजिक गतिविधियों आदि पर चर्चा हुई।

CHQ regrets to inform that, still many circle unions have not implemented the decision of the Bhopal CEC, regarding collection of donation for the Agricultural Workers Union. Hence, all the circle unions which have not sent donations are requested to immediately complete the same. Non-implementation of the decision of the CEC meeting is not desirable.

एग्रीकल्चरल वर्कर्स यूनियन के लिए चंदा एकत्र करना - सीईसी के निर्णय का कार्यान्वयन न करना।

सीएचक्यू को यह बताते हुए खेद हो रहा है कि अभी भी कई सर्कल यूनियनों ने एग्रीकल्चरल वर्कर्स यूनियन के लिए चंदा एकत्र करने के संबंध में भोपाल सीईसी के निर्णय को लागू नहीं किया है। इसलिए, सभी सर्कल यूनियनों, जिन्होंने दान नहीं भेजा है उनसे अनुरोध है कि वे इसे तुरंत पूरा करें। सीईसी बैठक के निर्णय का क्रियान्वयन नहीं होना उचित नहीं है ।

Some corrections have been pointed out in the list of donations for Agricultural Workers Union, published on CHQ website yesterday.Together with those corrections, the new updated list is enclosed. 

As per the Consumer Price Index numbers released by the Labour Bureau on 30-06-2023, IDA ( on 2007-Pay-Scale & Pension) is likely to increase by 3.3% w.e.f 01-07-2023. With this increase, the new IDA rate will be 205.6% (202.3% + 3.3% = 205.6%). This 3.3% IDA increase will become payable after necessary order is issued by the DPE.

The updated list of amounts received by CHQ, towards donation for Agricultural Workers Union, is given below. The circles which have not yet completed the collection of the donation are requested to immediately complete the same.

Com. Ashwini Kumar, Organising Secretary, (CHQ), addressed a well attended meeting at Moradabad on to 26-06-2023. Com. Bal Karan Yadav, District President, presided over the meeting. Com. A. K. Verma, District Secretary, welcomed everyone and delivered the introductory speech. Com. Ashwini Kumar, Organising Secretary, CHQ addressed the meeting and explained in detail about the decisions taken in the Bhopal CEC meeting,  the issues being taken up by the CHQ of BSNLEU and also about the agitational programmes being organised by the Joint Forum to settle the issues of Wage Revision, BSNL’s 4G & 5G and New Promotion Policy.

संगठन सचिव (सीएचक्यू) साथी अश्विनी कुमार ने मुरादाबाद में बैठक को संबोधित किया।

साथी अश्विनी कुमार, संगठन सचिव, (सीएचक्यू) ने 26-06-2023 को मुरादाबाद में एक अच्छी उपस्थिति वाली बैठक को संबोधित किया। बैठक की अध्यक्षता जिलाध्यक्ष साथी बाल करण यादव ने की । साथी ए.के.वर्मा, जिला सचिव ने सभी का स्वागत किया और परिचयात्मक भाषण दिया। सीएचक्यू के आयोजन सचिव साथी अश्विनी कुमार ने बैठक को संबोधित किया और भोपाल सीईसी बैठक में लिए गए निर्णयों, BSNLEU के सीएचक्यू द्वारा उठाए जा रहे मुद्दों और मुद्दों के समाधान के लिए संयुक्त मंच द्वारा आयोजित किए जा रहे आंदोलनात्मक कार्यक्रमों के बारे में विस्तार से बताया। वेतन संशोधन, बीएसएनएल की 4G और 5G सेवा और नई प्रमोशन नीति जैसे मामलों पर विस्तारपूर्वक जानकारी दी ।

BSNL Working Women’s Coordination  Committee, Kerala circle, held it’s meeting on 27.06.2023, at Thrissur P&T Society Hall.  24 comrades attended the meeting.  The meeting was inaugurated  by BSNLWWCC All India Convenor, Com. K.N. Jyothi Lakshmi. Circle Vice President, Com.K.Shyamala, presided. BSNLWWCC Kerala circle convenor, Com. Beena John welcomed everyone and  presented the activity report.  Circle Secretary of BSNLEU, Com. M. Vijayakumar, Circle President Com. P. Manoharan, Circle Vice President Com.K.  Rekha and Thrissur District Secretary Com.K.R.Krishnadas greeted the meeting.  All the members actively participated in the discussions. Global and National level situations, the crisis being faced by BSNL, agitations for the rights of employees including pay revision, service issues, strengthening the unity of women employees in BSNL,etc., were discussed. The meeting decided that the BSNLWWCC, Kerala circle should meet once in three months and convene online meetings on various social issues. The meeting got concluded with vote of thanks from Com.A. S. Rajan, Circle Organising Secretary. 

बीएसएनएल वर्किंग वुमन कोऑर्डिनेशन कमिटी केरल सर्कल ने त्रिशूर में अपनी बैठक आयोजित की।

बीएसएनएल वर्किंग वुमन कोऑर्डिनेशन कमेटी, केरल सर्कल ने 27-06-2023 को त्रिशूर पी एंड टी सोसाइटी हॉल में बैठक आयोजित की। बैठक में 24 साथियों ने भाग लिया। बैठक का उद्घाटन बीएसएनएलडब्ल्यूडब्ल्यूसीसी के अखिल भारतीय संयोजक साथी के.एन. ज्योति लक्ष्मी ने किया । साथी के. श्यामला, उपाध्यक्ष, बीएसएनएलडब्ल्यूडब्ल्यूसीसी केरल सर्कल ने अध्यक्षता की । साथी बीना जॉन, सर्कल संयोजक ने सभी का स्वागत किया और गतिविधि रिपोर्ट प्रस्तुत की। BSNLEU के सर्कल सचिव साथी एम. विजयकुमार, सर्कल अध्यक्ष साथी पी. मनोहरन, सर्कल उपाध्यक्ष साथी के. रेखा और त्रिशूर जिला सचिव साथी के.आर. कृष्णदास ने सभा का अभिनन्दन किया। सभी सदस्यों ने चर्चा में सक्रिय रूप से भाग लिया। बैठक में वैश्विक एवं राष्ट्रीय स्तर की स्थितियाँ, बीएसएनएल के सामने आ रहे संकट, वेतन पुनरीक्षण सहित कर्मचारियों के अधिकारों के लिए आंदोलन, सेवा संबंधी मुद्दे, बीएसएनएल में महिला कर्मचारियों की एकता को मजबूत करना आदि मुद्दों पर चर्चा की गई। बैठक में निर्णय लिया गया कि बीएसएनएलडब्ल्यूडब्ल्यूसीसी, केरल सर्कल को तीन महीने में एक बार बैठक करनी चाहिए और विभिन्न सामाजिक मुद्दों पर ऑनलाइन बैठकें बुलानी चाहिए। साथी ए. एस. राजन, सर्कल संगठन सचिव के धन्यवाद प्रस्ताव के साथ बैठक संपन्न हुई। 

BSNLEU is consistently demanding that, the Restructuring of Manpower, implemented by the BSNL Management, should be reviewed. It is an undeniable fact that, the Restructuring of Manpower has abolished thousands of posts, which has adversely affected the promotional avenues of the Non-Executives, apart from creating shortage of staff. The issue was raised in the Formal Meeting held with the Director (HR) on 10.05.2023. Thereafter also, BSNLEU is consistently raising this issue. Today, Com.P.Abhimanyu, GS, enquired with Ms. Anita Johri, PGM(SR), about action being taken by the Management on this issue. The PGM(SR) replied that, the views of the circles would collected first, based on which action would be taken by the Corporate Office. Hence, all circle secretaries are requested to immediately collect data regarding the field level requirements and prepare a note on it. The note may be discussed with the CGMs. A copy of the note submitted to the CGMs may please be sent to the CHQ.

मानव संसाधन के पुनर्गठन की समीक्षा - सर्कल सचिवों द्वारा की जाने वाली कार्यवाही।

BSNLEU लगातार मांग कर रहा है कि बीएसएनएल प्रबंधन द्वारा लागू किए गए मानव संसाधन के पुनर्गठन की समीक्षा की जानी चाहिए। यह एक निर्विवाद तथ्य है कि मानव संसाधन के पुनर्गठन ने हजारों पदों को समाप्त कर दिया है, जिससे कर्मचारियों की कमी पैदा होने के अलावा, नोन एक्ज़िक्यूटिव्स के पदोन्नति के रास्ते पर प्रतिकूल प्रभाव पड़ा है। यह मुद्दा 10.05.2023 को निदेशक (मानव संसाधन) के साथ आयोजित औपचारिक बैठक में उठाया गया था। इसके बाद भी BSNLEU लगातार इस मुद्दे को उठा रहा है। आज, साथी पी. अभिमन्यु, महासचिव ने इस मुद्दे पर प्रबंधन द्वारा की जा रही कार्रवाई के बारे में सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) से पूछताछ की। प्रिंसिपल जनरल मैनेजर (एसआर) ने जवाब दिया कि, पहले सर्कलों के विचार एकत्र किए जाएंगे, जिसके आधार पर कॉर्पोरेट कार्यालय द्वारा कार्रवाई की जाएगी। इसलिए, सभी सर्कल सचिवों से अनुरोध है कि वे तुरंत फील्ड स्तर की आवश्यकताओं के संबंध में डेटा एकत्र करें और उस पर एक नोट तैयार करें। नोट पर चीफ जनरल मैनेजर के साथ चर्चा की जा सकती है। चीफ जनरल मैनेजर को सौंपे गए नोट की एक प्रति सीएचक्यू को अवश्य भेजी जाए।

It has been brought to the notice of the CHQ that, in some circles, the circle administrations are not allowing formation of Local Councils at the OA level. The Corporate Office has not issued any instruction stating that, Local Councils should not be formed at the OA level. Com.P.Abhimanyu, GS, discussed this issue with Ms. Anita Johri, PGM(SR) today and demanded that, the Corporate Office should issue necessary guideline to all the CGMs regarding formation of Local Councils at the OA level. The CHQ has also written a letter to the Director (HR) today, demanding to send necessary communication to all the CGMs on this matter.

ओए-OA स्तर पर लोकल काउंसिल का गठन - महासचिव ने प्रिंसिपल जनरल मैनेजर (एसआर) से चर्चा की और निदेशक (एचआर) को पत्र लिखा।

सीएचक्यू के ध्यान में यह लाया गया है कि कुछ सर्कलों में सर्कल प्रशासन ओए-OA स्तर पर लोकल काउंसिलों के गठन की अनुमति नहीं दे रहे हैं। कॉरपोरेट कार्यालय ने ऐसा कोई निर्देश जारी नहीं किया है कि लोकल काउंसिलों का गठन ओए-OA स्तर पर नहीं किया जाना चाहिए। साथी पी. अभिमन्यु, महासचिव ने आज सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) के साथ इस मुद्दे पर चर्चा की और मांग की है कि कॉर्पोरेट कार्यालय को ओए-OA स्तर पर लोकल काउंसिलों के गठन के संबंध में सभी चीफ जनरल मैनेजर को आवश्यक दिशानिर्देश जारी करना चाहिए। सीएचक्यू ने आज निदेशक (एचआर) को एक पत्र भी लिखा है, जिसमें इस मामले पर सभी चीफ जनरल मैनेजर को आवश्यक सूचना भेजने की मांग की गई है।

The National Council meeting has not been reconstituted after the 9^thMembership Verification. BSNLEU has already submitted it’s nominations for the National Council. It is learnt that, NFTE BSNL is having objection regarding one comrade nominated to the National Council by BSNLEU. The All India leadership of BSNLEU discussed this issue. Holding of the National Council meeting is very important to discuss the important issues of the employees. Hence, BSNLEU has withdrawn the name objected to by NFTE BSNL. Even thereafter, the Management has not taken any action for reconstituting the National Council. Hence, BSNLEU wrote letter to the Director (HR) yesterday the 26.06.2023. Thereafter, the Corporate Office has issued letter to NFTE BSNL, directing it to send it’s nominations to the National Council.

नेशनल काउंसिल का पुनर्गठन - कॉर्पोरेट कार्यालय ने महासचिव, एनएफटीई बीएसएनएल को पत्र लिखा।

9वीं सदस्यता सत्यापन के बाद नेशनल काउंसिल का पुनर्गठन नहीं किया गया है। BSNLEU ने पहले ही नेशनल काउंसिल के लिए अपना नामांकन जमा कर दिया है। पता चला है कि, एनएफटीई बीएसएनएल को BSNLEU द्वारा नेशनल काउंसिल में नामांकित एक साथी को लेकर आपत्ति है। BSNLEU के अखिल भारतीय नेतृत्व ने इस मुद्दे पर चर्चा की। कर्मचारियों के महत्वपूर्ण मुद्दों पर चर्चा के लिए नेशनल काउंसिल की बैठक का आयोजन बहुत महत्वपूर्ण है । इसलिए BSNLEU ने एनएफटीई बीएसएनएल द्वारा आपत्ति किए गए नाम को वापस ले लिया है। इसके बाद भी प्रबंधन ने नेशनल काउंसिल के पुनर्गठन के लिए कोई कार्रवाई नहीं की है ।  इसलिए, BSNLEU ने कल दिनांक 26.06.2023 को निदेशक (मानव संसाधन) को पत्र लिखा। इसके बाद कॉरपोरेट कार्यालय ने एनएफटीई बीएसएनएल को पत्र जारी कर अपना नेशनल काउंसिल का नामांकन भेजने का निर्देश दिया है।

As per the decision of the Bhopal CEC meeting, the CHQ has given call for the collection of donation for Agricultural Workers Union. The CHQ has also acquired a QR code for the purpose of sending donations by the comrades. Utilising this, comrades have sent donations from many circles. However, it is observed that, no donation has been received so far from certain circles. This is nothing but non-implementation of the decision of the Central Executive Committee meeting. Hence, all Circle Secretaries are requested to immediately gear-up the collection of donations for Agricultural Workers Union.

एग्रीकल्चरल वर्कर्स यूनियन के लिये चंदा संग्रहण - भोपाल केन्द्रीय कार्यकारिणी समिति की बैठक के निर्णय का क्रियान्वयन न होना।

भोपाल सीईसी बैठक के निर्णय के अनुसार, सीएचक्यू ने एग्रीकल्चरल वर्कर्स यूनियन के लिए चंदा एकत्र करने का आह्वान किया है। सीएचक्यू ने साथियों द्वारा दान भेजने के उद्देश्य से एक क्यूआर कोड भी हासिल किया है। इसका उपयोग करते हुए साथियों ने अनेक सर्किलों से दान भेजा है। हालाँकि, यह देखा गया है कि, कुछ सर्किलों से अभी तक कोई दान नहीं मिला है। यह केंद्रीय कार्यकारी समिति की बैठक के निर्णय को लागू नहीं करने के अलावा और कुछ नहीं है । इसलिए, सभी सर्किल सचिवों से अनुरोध है कि वे एग्रीकल्चरल वर्कर्स यूनियन के लिए दान के संग्रह को तुरंत तेज कर दें।
