3rd Membership Verification of the Executives conducted successfully – SNEA becomes the Main Recognised Association with 52.07% votes.

The 3rd Membership Verification for the Executives was conducted successfully on 12.09.2023. SNEA has emerged victorious in this verification, by securing 15,020 votes (52.07%). AIGETOA has got the 2nd position by securing 10,028 votes (34.76%). AIBSNLEA has secured 1,693 votes (5.87%) and AITEEA has secured as 522 votes (1.81%). BSNLEU congratulates SNEA for becoming the Main Recognised Association of the Executives. BSNLEU heartily congratulates all the Executives for exercising their democratic right and helping to conduct the Membership Verification peacefully.

एक्ज़ीक्यूटिव्स का तीसरा मेम्बरशिप वेरिफिकेशन सफलतापूर्वक आयोजित -  एसएनईए 52.07% वोटों के साथ मुख्य मान्यता प्राप्त एसोसिएशन बन गया।

एक्ज़ीक्यूटिव्स के लिए तीसरा मेम्बरशिप वेरिफिकेशन 12.09.2023 को सफलतापूर्वक आयोजित किया गया। इस सत्यापन में एसएनईए 15,020 वोट (52.07%) हासिल करके विजयी हुआ है। AIGETOA को 10,028 वोट (34.76%) हासिल कर दूसरा स्थान मिला है। AIBSNLEA को 1,693 वोट (5.87%) और AITEEA को 522 वोट (1.81%) मिले हैं। BSNLEU एक्ज़ीक्यूटिव्स का मुख्य मान्यता प्राप्त एसोसिएशन बनने के लिए एसएनईए को बधाई देता है। BSNLEU सभी एक्ज़िक्यूटिव्स को उनके लोकतांत्रिक अधिकार का प्रयोग करने और सदस्यता सत्यापन को शांतिपूर्ण ढंग से आयोजित करने में मदद करने के लिए हार्दिक बधाई देता है।

BSNLEU writes to the Management for conducting sports events.

BSNLEU has expressed deep concern and disappointment about the cancellation of the All India Football and Basketball tournaments in BSNL for the 2022-2023 and 2023-2024 seasons. In a letter written to Shri Arvind Vadnerkar, Director (HR), BSNLEU has emphasised the significance of these tournaments in promoting employee engagement, healthy competition, team building, and physical well-being within the organization. There may be valid reasons for the cancellations, but BSNLEU has urged reconsideration due to the numerous benefits these tournaments bring to the organisation.

Inordinate delay in releasing the Sports Board meeting minutes - BSNLEU writes to the Director(HR).

The BSNL Management did not conduct the Sports and Cultural Board meeting for many years. It was only after the continuous insistence from BSNLEU, that the meeting was held on 19-04-2023. It is going to be almost 5 months, since the meeting was held. However, the minutes of the meeting has not been released by the Management till today. BSNLEU has already expressed it’s concern to the Director (HR) in this connection. However, the stalemate continues. It is the duty of the BSNL Management to communicate to all the stakeholders, including the Recognised Trade Unions, as to which were the items discussed in the Sports and Cultural Board meeting, and what were the decisions taken there on. However, not releasing the minutes for long five months only exposes the lack of transparency and the “Don’t - Care - Mindset” of the BSNL Management. Hence, BSNLEU has written a letter to the Director (HR), demanding to immediately release the minutes of the Sports and Cultural Board meeting.

Non-settlement of Wage Revision and other issues – the Joint Forum of the Non-Executives to meet on 25.09.2023.

The Joint Forum of the Unions and Associations of the Non-Executives has organised Human Chain, March to Raj Bhawan and Dharna at Jantar Mantar in New Delhi, demanding settlement of the most burning issues, including the Wage Revision. Both BSNLEU and NFTE BSNL, seriously took up this issue with the Management in the National Council meeting held on 08.07.2023. To discuss and decide about the future course of action on these issues, the Joint Forum will hold a physical meeting at New Delhi on 25.09.2023.

Non-implementation of DoP&T orders by the BSNL Management regarding review of the results of failed SC / ST candidates – BSNLEU will be constrained to take the matter to the National Commissions for SCs & STs – General Secretary writes to the Director (HR).

As all are aware, for the past many months, BSNLEU is continuously writing letters to the Director (HR) and other senior officers in the Corporate Office, demanding to review the results of the SC / ST employees who have failed in the LICEs. BSNLEU has specifically taken up the case of Shri L. Mothi Lal, Motor Driver, HRMS No.199601629, Karimnagar, Telangana circle. BSNLEU has also been demanding to implement the orders of the DoP&T on this matter. However, the Corporate Office is refusing to implement the government orders on the matter. Hence, BSNLEU has specifically written letter to the Director (HR) on 09.09.2023, stating that, the Union would be constrained to take the matter to the notice of the National Commissions for Scheduled Castes and Scheduled Tribes.

जैसा कि सभी जानते हैं, पिछले कई महीनों से BSNLEU लगातार कॉर्पोरेट कार्यालय में निदेशक (एचआर) और अन्य वरिष्ठ अधिकारियों को पत्र लिखकर एलआईसीई में असफल एससी/एसटी कर्मचारियों के परिणामों की समीक्षा करने की मांग कर रहा है।BSNLEU ने विशेष रूप से श्री एल. मोती लाल, मोटर ड्राइवर, एचआरएमएस नंबर 199601629, करीमनगर, तेलंगाना सर्कल का मामला उठाया है। BSNLEU भी इस मामले पर डीओपीएण्डटी के आदेशों को लागू करने की मांग कर रहा है। हालांकि, कॉरपोरेट ऑफिस इस मामले पर सरकार के आदेश को लागू करने से इनकार कर रहा है। इसलिए, BSNLEU ने विशेष रूप से निदेशक (एचआर) को पत्र लिखकर कहा है कि यूनियन इस मामले को अनुसूचित जाति और अनुसूचित जनजाति के राष्ट्रीय आयोग के संज्ञान में ले जाने के लिए बाध्य होगा।

Non-constitution of circle and local councils – circle secretaries are requested to immediately send details to the CHQ.

In the CEC meeting held online on 01.09.2023, it has been brought to the notice of the CHQ that, in some of the circles, circle councils and local councils are not yet constituted by the Management. But, such cases have not been brought to the notice of the CHQ. Hence, circle secretaries are requested to immediately send details of the cases where the circle, BA and OA administrations have not constituted councils. This will enable the CHQ to press upon the Corporate Management to intervene in such cases.

Non-settlement of TA bills of retired employees functioning as National Council members.

It has been brought to the notice of the CHQ that the TA bills of the National Council members, who have already retired from service, are not being settled by the circle administrations. This will hamper the functioning of the National Council. BSNLEU has written letter to the PGM(SR), requesting to issue necessary instruction to the CGMs for the prompt settlement of the TA bills of the National Council members, who have already retired from service.

The CEC meeting of BSNLEU, held online on 01.09.2023, has accepted the proposal of the Management for the extension of the recognition period from 3 years to 4 years. The CHQ has written letter to the PGM(SR) today, communicating the decision of the CEC meeting of BSNLEU.

Since, Com.P.Abhimanyu, GS, is going on leave for 10 days from 10.09.2023, Com.John Verghese will function as Acting General Secretary for the period from 09.2023 to 21.09.2023. The CEC meeting held on 01.09.2023 has approved this.

CHQ office to remain closed from 07.09.2023 to 10.09.2023.

In view of the holding of the G20 summit at New Delhi, the Government has directed that all offices should remain closed on 08th, 09th & 10th September, 2023. Further, it is holiday on 07.09.2023, on account of Janmashtami. Hence, CHQ office will remain closed on the above mentioned dates.

General Secretary, BSNLEU, meets the CMD BSNL

Com.P.Abhimanyu, GS, met Shri P.K. Purwar, CMD BSNL today the 04.09.2023 and discussed important issues related to the employees and the Company. Details of the discussions are updated hereunder:-

 

  1. Conversion from GPF to EPF - case of employees whose Presidential Orders have been cancelled – GS, BSNLEU, discusses with the CMD BSNL.

The Presidential Orders (PO) that had been issued to some BSNL employees have subsequently been cancelled by the DoT. However, they are still continuing in the GPF Scheme. Especially, 73 officials of Odisha circle, working in CNTxE have not been shifted to EPF. They should have been shifted to the EPF Scheme immediately after cancellation of their POs. Many of these employees are in the verge of retirement. If they are not migrated to EPF system immediately, there will be lot of complications at the time of their retirement. BSNLEU has long been taking up this case with the Director (HR) and the PGM(Estt.). However, no improvement has come. Hence, Com.P.Abhimanyu, GS, took up this issue with Shri P.K. Purwar, CMD BSNL today (04.09.2023) and demanded immediate settlement of the problem. The CMD BSNL told that, implementation of EPF to these officials from the date of their appointment will result in payment of huge amount of penalty to the EPF Organisation by BSNL. At the same time, he assured that the Management will soon find out a methodology to solve this problem.     

 

  1. Special JTO LICE – give opportunity to the qualified candidates, where selected candidates did not join – GS, BSNLEU, requests the CMD BSNL.

Due to the continuous efforts taken by BSNLEU the Special JTO LICE was conducted. This helped the candidates of circles vacancies are not available for the JTO LICE. As per the demand of BSNLEU, the Special JTO LICE was conducted on 18.12.2022. 426 candidates got selected in this Special JTO LICE. But, a number of the selected candidates did not join the training. BSNLEU has already written letter to the CMD BSNL, demanding that the next qualified candidates should be given chance, wherever the selected candidates did not join the training. Com.P.Abhimanyu, GS, met Shri P.K. Purwar, CMD BSNL today (04.09.2023) and raised this demand once again. The General Secretary argued that, the vacancies should not go unfilled. The CMD BSNL agreed to look into this demand of BSNLEU. 

 

  1. No online TT LICE – BSNLEU tells the CMD BSNL.

On 27.08.2023, the TT LICE has been conducted as an online exam. From the beginning, BSNLEU has been demanding that TT LICE should not be conducted as an online exam, but should be conducted as offline exam. This is because, most of the ATTs are not familiar with computer operation. However, despite the strong opposition of the BSNLEU, Management conducted the TT LICE as online exam. Many of the candidates have informed their circle unions and also the CHQ about their difficulties in appearing in the online exam. In today’s (04.09.2023) meeting with Shri P.K. Purwar, CMD BSNL, Com.P.Abhimanyu, GS, demanded that, the Management should review it’s decision of holding the TT LICE as online exam. The General Secretary strongly demanded that hereafter the TT LICE should be conducted as offline exam only. The CMD BSNL assured to look into this issue.   

 

  1. Immunity from transfer - case of District Secretary, BSNLEU, Vadodara.

Violating the Corporate Office orders on Immunity from Transfers to the office bearers of the Recognised Unions, the Gujarat circle administration had transferred the District Secretary, BSNLEU of Vadodara to a far off district. Already the CHQ took up this issue with the CMD BSNL. As a result, the transfer has been kept under abeyance till 30.09.2023. In today’s (04.09.2023) meeting with Shri P.K. Purwar, CMD BSNL, Com.P.Abhimanyu, GS, insisted that, the transfer of DS, BSNLEU, Vadodara, should be cancelled. 

 

  1. Merger of BSNL / MTNL – GS, BSNLEU, discusses with the CMD BSNL.

The government has already taken decision to merge MTNL with BSNL. However, BSNLEU, as well as the Joint Forum have demanded that, certain conditions should be fulfilled before MTNL is merged with BSNL. Recently, report appeared in the media that, MTNL is going to get merged with BSNL soon. In today’s (04.09.2023) meeting with Shri P.K. Purwar, CMD BSNL, Com.P.Abhimanyu, GS, raised this issue and enquired about it’s status. The CMD BSNL replied that, the Committee of Secretaries that has been formed to recommend on the merger of MTNL with BSNL, has raised a lot of queries with BSNL, which have been duly replied. The CMD BSNL stated that, the issue is still being discussed by the Committee of Secretaries and no final decision has been taken.

कुछ बीएसएनएल कर्मचारियों को जारी किए गए प्रेसिडेंशियल ऑर्डर (पीओ) को बाद में डीओटी द्वारा रद्द कर दिया गया है। हालाँकि, वे अभी भी जीपीएफ योजना में बने हुए हैं। खासकर सीएनटीएक्सई में कार्यरत ओडिशा सर्किल के 73 अधिकारियों को ईपीएफ में स्थानांतरित नहीं किया गया है। उनके प्रेसिडेंशियल ऑर्डर रद्द करने के तुरंत बाद उन्हें ईपीएफ योजना में स्थानांतरित कर दिया जाना चाहिए था। इनमें से कई कर्मचारी सेवानिवृत्ति के कगार पर हैं। यदि उन्हें तुरंत ईपीएफ प्रणाली में स्थानांतरित नहीं किया गया तो उनकी सेवानिवृत्ति के समय बहुत सारी जटिलताएँ होंगी। BSNLEU लंबे समय से इस मामले को निदेशक (मानव संसाधन) और प्रिंसिपल जनरल मैनेजर (Estt) के समक्ष उठा रहा है। लेकिन, कोई सुधार नहीं आया है । इसलिए, साथी पी.अभिमन्यु, महासचिव ने श्री पी.के. पुरवार, सीएमडी बीएसएनएल से आज (04.09.2023) मुलाकात की और इस मुद्दे को सीएमडी बीएसएनएल के साथ उठाया और समस्या के तत्काल समाधान की मांग की। बीएसएनएल के सीएमडी ने बताया कि, इन अधिकारियों को उनकी नियुक्ति की तारीख से ईपीएफ लागू करने पर बीएसएनएल द्वारा ईपीएफ संगठन को भारी जुर्माना राशि का भुगतान करना होगा। साथ ही उन्होंने आश्वासन दिया कि प्रबंधन जल्द ही इस समस्या के समाधान के लिए कोई तरीका निकालेगा ।
